Abstract:
This paper delves into an assessment of the impact of Turkey’s quest for status since the 2000s on changes in its foreign policy. In other words, how has Turkey’s search for status influenced its foreign policy stances since the 2000s? And can we consider the changes in Turkey’s foreign policy change transformational or transactional in essence? In this vein, this paper will make essential contributions to the existing literature on Turkey’s status-seeking strategies by using specific cases to link them to changes in Turkey’s foreign policy and assessing the extent to which they are transactional or transformational. The examination of this topic is all the more important in light of internal developments in Turkey, such as democratic backsliding and economic crisis, as well external factors such as its tense relationships with the EU, its rapprochement with Russia and China, and its increasingly proactive profile in regional crises. This paper critically assesses the pattern of Turkey’s foreign policy change from transformational and transactional perspectives.

Abstract:
The 1979 Iranian Revolution is a multifaceted phenomenon with intricate causes, complex evolution and far-reaching outcomes. Rooted in the Constitutional Revolution of the early 20th century and the rise to power of the Ayatollahs, its beginnings are distinct but interconnected. Unlike many revolutions of the 20th century, the 1979 Iranian Revolution was a departure from the socialist or communist model and manifested itself as a revolt against both Western and Eastern systems, with unique outcomes. The 1979 Revolution shook a traditional and established order and paved the way for the rise of Islamism within a new political framework. This ideology, like its predecessors, adopted a singular leadership based on religious doctrine. To differentiate itself from global and regional powers and focus on its unique revolution, the Iranian regime shaped a foreign policy summarized by the slogan “neither East nor West, the Islamic Republic” and aimed to export this ideology globally. The policy focused primarily on political and ideological interests, resulting in permanent sanctions imposed by the United States. This economic aspect contributes to the changes in Iran’s foreign policy towards the United States, from pre-revolutionary Persian nationalism to post-Revolutionary political Islam, emphasizing its strength and adaptability in the face of external pressures.

Abstract:
This study aims to analyse historical continuity and change in Turkish foreign policy (TFP) within the framework of Critical Theory as elucidated by Robert Cox. It suggests asking how TFP has been affected by the historical changes in relations of production and world orders. Within this framework, it aims to explain the changes in TFP within the relation between the production, the world order and the form of state. It analyses TFP in three historical periods such as the Interwar Years, Cold War and post-Cold War. It exposes that Turkish state (re)formation and foreign policy making has succumbed to the global capitalist relations of production and corresponding world orders. These two have been the major framework(s) of change and continuity in Türkiye’s 100 years-old foreign policy. Its main argument is that the continuity and change in TFP has shown an interplay of relations between production and world order. It concludes that TFP has been in line with the global relations of production so there has been a clear and substantial continuity; and that the arguable changes have been the repercussions of global relations of production and world orders.

Abstract:
This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

Abstract:
Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

Abstract:
In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

Abstract:
Social constructivism theory, one of the theories of the field of international relations, deals with the current problems of modern life and offers solutions to them. Identity structuring in the nation-building process and the elements that make up identity constitute one of the main working subjects of social constructionists. In this study, Islam, Wahhabism, Bedouinism, regional leadership, energy geopolitics, which are effective in the foreign policy determination process of Saudi Arabia, will be tried to be explained through the constructivism theory as the main factors that determine the Saudi identity. Along with the semantic changes that Saudi identity has expressed for Saudi Arabia from the past, its effect on current politics is determined, and the geopolitical position of Saudi Arabia and the strategic orientations caused by this position are discussed. In addition, the policies that Saudi Arabia started to follow in the post-Arab Spring period are examined, especially with an emphasis on its relationship with the Islamic identity. A holistic framework for Saudi Arabia's foreign policy will be drawn by listing various approaches to the identities mentioned in the article. It will also focus on the internal dynamics that are important in the formation of Saudi Arabia's foreign policy identities.

Abstract:
Along with Iran’s increasing involvement in supplying Russia’s war effort against Ukraine, a potential increase in Chinese support for Russia presents a challenge for both Kyiv and NATO (Eurasia Daily Monitor, March 6). Indeed, Western governments have recently expressed alarm over China’s potential provision of dual-use or military equipment to Russia (U.S. Department of Defense, February 28). According to U.S. intelligence, Chinese arms transfers to Russia would probably take the form of artillery and drones (Straits Times, February 26). As both items are badly needed by Russia to sustain its war efforts, the entry of Chinese arms on the Ukrainian battlefield may drastically shift the balance of power in the ongoing conflict. However, in addition to trackable military aid packages, Chinese assistance is manifesting itself more subtly in ways that are often overlooked. Consequently, a forthcoming Chinese aid package to Russia is likely to take several forms.

Abstract:
The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

Abstract:
This research examined the effect of Jordan’s humanitarian diplomacy strategy for Syrian refugees on its foreign policy and attempted to determine whether the strategy is financially sustainable. Humanitarian diplomacy is persuading decision-makers and leaders worldwide to act at all times and in all circumstances in the best interest of vulnerable populations by completely respecting fundamental humanitarian principles. Jordan has allowed many Syrian refugees to cross over and settle in Jordan. This study used a qualitative systematic literature review and quantitative data from the UNHCR to determine the effect of the strategy on Jordan’s foreign policy and whether the strategy could be sustained. The findings showed that Jordan’s stature in terms of its foreign policy has grown, leading to bilateral agreements and participation in international negotiations. However, its humanitarian strategy may not be sustainable with the current level of funding. The funding from foreign countries and international organizations has been insufficient to support the growing number of Syrian refugees in Jordan. The literature on this topic is limited, and comprehensive quantitative research is recommended to determine the future effect of the strategy on health care and education for Syrian refugees in Jordan.

Abstract:
In this paper, we exploited big data (The Global Database Events, Language and Tone - GDELT) by utilizing network analysis to elaborate on the Justice and Development Party’s (JDP) Middle East (ME) policy for 2015 and 2020 - our conceptual framework built on the role theory. We identified two dynamics - the positioning of the “Transatlantic” link in Turkish Foreign Policy’s (TFP) orientation and the shape and politics of the JDP elites’ conception of activism - based on which we developed two hypotheses to conceptualize the JDP’s role performance for the period: 1) There was a mismatch between national role conceptions and systemic role prescriptions for Turkey in the period of analysis; 2) This mismatch led the appeal of partnership with non-Western actors to rise. We utilized network analysis by exploiting the GDELT big data set to test our hypotheses empirically. The empirical findings proved the validity of our conceptual arguments.

Abstract:
This paper explored how Jordan used overlapping communication logic to enhance its global public diplomacy. Few studies have examined Jordan’s public diplomacy, so this research presents vital information about Jordan’s diplomacy nationally, regionally, and internationally. Because of the dynamic cultures, values, and norms brought about by globalization, nations need to use effective communication strategies to promote public diplomacy. In this case, the public referred to both the domestic and foreign public. The three main communication logics explored were individual, relational, and holistic logic. The research adopted a qualitative systematic literature review, and a sample of ten articles was obtained from Google Scholar and Z-Library. The study found that Jordan has used overlapping communication logic to enhance its public diplomacy domestically, in the Middle East, and globally on different occasions. The limitation of this research was its small sample size. Comprehensive quantitative analysis research is recommended to learn how satisfied Jordanians are with their country’s public diplomacy.

Abstract:
The end of the Cold War brought about new challenges and opportunities for Turkey in redesigning its foreign policy. The independence of the Central Asian countries, with which Turkey shares common cultural, historical, and linguistic features, prompted Turkey to rapidly adapt to the new environment in the post-Cold War world order. After three decades, Turkey’s engagement with the Central Asian republics has gradually increased and reached a level at which Turkey is capable of effectively combining its soft and hard power capabilities within regional parameters. This article critically analyzes 30 years of Turkish foreign policy in Central Asia with a focus on its regionalism and soft power elements. We argue that Central Asia has provided a unique opportunity for Turkey to reshape its foreign policy on regional terms by utilizing its soft power resources for the first time, the experience later serving as a model for other regions. and its now hegemonic position in Lebanese politics.

Abstract:
In this paper, we adopt Walter Carlsnaes’ tripartite approach in order to scrutinize the consistency of Türkiye’s climate policy with changing climate regimes. We explain the actor-structure duality in climate policy through the interaction of climate regimes and Türkiye's climate policy. The paper reveals the causality behind the policies implemented by Türkiye as a result of its core values and preferences, and explains their continuities. Finally, we address the potential of the European Green Deal to influence Türkiye's preferences, and therefore its climate policy.

Abstract:
Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:
The way we interact with individuals, companies, and communities has been altered by our usage of online social media sites and services. Simultaneously, the use of social media as a data source for social scientific inquiries has increased substantially in recent years. This study uses Twitter data analysis to investigate the views of United States (US) Members of Congress on Turkey, and to see if these perceptions reflect some of the trends in US-Turkey relations. Our initial view is that the Twitter conversations among Members of Congress appropriately reveal changes in the course of perceptions vis-a-vis relations between the two countries. With that assumption in mind, we evaluated Twitter data from 2009 to 2021, and analyzed it using statistical methodologies, network analysis, computational text analysis, and topic modeling tools. The findings indicate that Twitter data is a useful proxy for evaluating the perception of Turkey among US Members of Congress.

El artículo explora la importancia antigua y nueva que para estos países de Oriente Medio tiene el continente africano a principios del siglo XXI. Para algunos de ellos es un interés histórico arraigado como es el caso de Egipto y su presencia en Sudán y las fuentes del Nilo, el de Turquía ligado al Imperio otomano o el de Omán, cuya vieja relación se remonta al comercio de esclavos y al control de Zanzíbar desde finales del siglo XVII, mientras que para Arabia Saudí o Irán esa relación data de los años 70 y para Emiratos Árabes Unidos y Catar este interés es mucho más reciente y arranca en el siglo XXI. Intereses que tienen múltiples vectores, entre los que destacan la competencia por la hegemonía regional de Oriente Medio, el prestigio, la intermediación y, en menor medida, pero también la compra de tierras cultivables en suelo africano. Por su parte, Israel, aunque es un actor que tratamos secundariamente, persigue también desde hace poco una agenda propia que resulta claramente distinguible del resto.

18. Fighting Corruption in the Arab World Should Be a U.S. Priority

In June of 2021, the Biden administration announced that it would be establishing the fight against corruption as a core concept in US national security and a pillar of its foreign policy.1 The following December, it launched the “US Strategy on Countering Corruption” as a “whole-of- government” initiative to, among other objectives, curb illicit financing, hold corrupt actors accountable, and improve diplomatic engagement and leverage foreign assistance in the pursuit of its policy goals.2 With the United States the premier actor in international politics and influence, the administration set out to formulate strategies, lay down markers, and implement policies that can help at least make a dent in the scourge of corruption around the world. Today, the task of fighting international corruption must include the countries of the Arab world, most of which are close political, economic, and strategic partners of the United States. Corruption in the region is eroding what little is left of social and political stability. From bribery to influence peddling, and from the use of public and official power for private gain to interference with the judiciary, the region’s corruption requires diligent internal and international efforts to address it. Democracy and economic development depend first on the striving of the region’s populations to ensure and protect their human rights, but also on an active role played by the United States government and its many institutions.

Abstract:
Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. With a well-planned strategy and a careful exploitation of the gaps opened by U.S. foreign policy shifts, China has successfully increased its role as a strategic actor in the Middle East, including by gaining a foothold in the regional arms market. Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

The Soviet Union emerged as a superpower in the Cold War, and after the collapse of the Soviet Union in 1991, a new Russia was formed. To achieve the hegemony of power, Russia's security document was given priority. In the first term, Vladimir Putin focused on pragmatism and emphasized the power of domestic politics and the revival of the Russian economy. In his second term, Putin focused on the politics of realism to gain power on the international stage and return to what Moscow is interested in. In his second term, Putin pursued a political (power expansion), security (avoiding differences), and economic (strengthening Russia) view Middle East. The purpose of this paper is to verify whether “a failed strategy”, a phrase commonly used in the literature, is an adequate description of Barack Obama’s legacy in the Middle East and North Africa. Based on the selected political manifestos and actions in the sphere of diplomacy, it has been proven that the Middle East and North Africa was not a priority to the decision-makers in Washington in the years 2009–2012, unlike in the years 2005–2008. However, although President Obama did not manage to implement most of his original plans, he achieved a few significant successes, the most notable of which is the withdrawal of U.S. troops from Iraq and the conclusion of the nuclear deal with Iran. Authors seek to contextualize and explain Obama’s failures and successes, arguing that using the phrase “a failed strategy” does not reflect the complexity of the problems analyzed.

The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Your new book, Losing the Long Game: The False Promise of Regime Change in the Middle East, is fascinating and we are excited to hear about it. To get us started, could you briefly describe your argument? Philip Gordon (PG): In briefest form, as the title of the book indicates, the argument is that regime change in the Middle East doesn’t turn out very well. I’ll just unpack that a little bit. First, by “regime change” what I’m talking about is when the United States sets out as a matter of policy to bring about a different government and political system in a country for whatever reason. It’s not when it happens naturally or internally. We have to have it as a policy and we have to do something about it. It turns out that we’ve done this fairly regularly in the post-World War II period. In fact, we’ve done it on average about once per decade. In the book, I look back all the way to the first time in 1953, to the CIA-backed coup in Iran, and look at all the episodes for the track record. I started thinking about this in particular as the Trump administration was pivoting towards what looked like a regime-change policy in Iran. It wasn’t their official, announced policy, but it looks like that’s what they were trying to achieve in Iran. That led me to think more about the track record: when have we done this before, why have we done it, and how it has turned out?...

Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

This study considers Russian-Turkish relations within the context of the Syrian war. We elaborate on both Russia’s and Turkey’s strategies and their understanding of the Syrian War, and consider how the two countries have managed to stay on the same page despite conflictual strategies and geopolitical interests in Syria. The current literature does not address this question and does not thoroughly compare their actions and engagements in the field. This article aims to clarify Turkey-Russia relations in the Syria and provides evidence of how they are in conflict and cooperate at the same time. In this regard, it is argued that the available evidence indicates that Turkey-Russia relations in Syria operate on the “compartmentalisation” strategy. In order to test this argument, the qualitative research method based on secondary resources is used while the theoretical framework previously formulated by Onis and Yilmaz (2015) is adopted. They conceptualise Turkey-Russia relations as if they do “compartmentalise economic issues and geopolitical rivalries in order to avoid the negative spillover of certain disagreements into areas of bilateral cooperation.” Furthermore, they claim that compartmentalisation can be hindered if there are deepening security concerns in an area like Syria. However, this article underscores that compartmentalisation does not only work by separating the economic issue from geopolitical rivalries; it also makes Turkey and Russia able to cooperate and conflict in a specific and fundamentally conflictual geopolitical issue such as Syria. The convergences and divergences that occurred in the Syrian field are conceptualised under the strategy of compartmentalisation. In this context, the cooperation – the signed agreements and established mechanisms, conflicts, and clashes in the field, are acknowledged as the consequences of the compartmentalisation strategy in Syria. The compartmentalisation strategy is specifically used in Syria in order to avoid the negative impacts of direct clashes in bilateral cooperation and agreements. It can therefore be concluded that the deepening divergence in security related issue does not necessarily prevent compartmentalisation; on the contrary, compartmentalisation paves the way for stabilisation of such deepening divergence.

Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. For many young Americans, it was the !rst time they became aware of the extent of US interventionism and how it impacts the way other nations and peoples view the United States. But events over the last year in the United States have brought the attitude of US foreign policy—which has long been driven by the idea that problems can be solved exclusively through militarism and force—much closer to home. When the United States was hit by al-Qaida's terrorist attack on 11 September 2001 (hereafter 9/11 attacks), not only Americans but the whole world was shocked: The world’s only superpower was attacked at home and had lost more than three thousand people. To take revenge for the attack as well as to prevent new ones, the Bush administration decided to invade both Afghanistan and Iraq, which they claimed were sheltering and supporting al-Qaida. Afghanistan was invaded on 7 October 2001 because the US wanted (1) to eliminate Osama bin Laden (the mastermind of 9/11) and al-Qaida; (2) to remove the Taliban group from power and bring stability to Afghanistan by creating a democratic and peaceful state.[1] The US Army subsequently invaded Iraq in 2003, claiming that Saddam Hussain was supporting terrorism and producing chemical weapons. There were also allegations that the Hussain regime was behind the 9/11 attacks, but it was never proven. The US eventually removed both Taliban and Saddam Hussain from power and captured Hussain, who was later judged and executed by the new Iraqi government on 30 December 2006. US special forces killed Laden on 2 May 2011. As of today, the US has killed its two archenemies and changed regimes allegedly supporting terrorism in both Afghanistan and Iraq, yet could not bring stability. What is more, the remaining US troops are preparing to leave the two countries. Neither Afghanistan nor Iraq is in better condition than the pre-invasion era as both states have failed, lack a strong authority, and cannot !ght terrorism. In Afghanistan, the Taliban was the enemy to be removed, however the US’s recent agreement with the organization has paved the way for re-control of the country by the group. On the other hand, Iraq has become a land of widespread terrorism, and the country is more divided than before, not mentioning Iranian in"uence on Baghdad. Based on the current situation, my arguments are that (1) the US is about to make the same mistake it did in Vietnam, and (2) Afghanistan and Iraq might again become the hub of terrorist organizations as well as regional rivalries. Although I do not approve of the US invasions, as Afghanistan and Iraq saw the worse with its invasion, these countries will face the worst with the US’s withdrawal.

International educational exchange has been used frequently as a foreign policy instrument by leading actors of the international arena since the post-Second World War years. This article on the other hand, aims to throw light on the policies and actions of a middle power; namely, Turkey, which has been designing various international scholarship programs for foreign policy ends since the early 1990s. Following a brief evaluation of the international educational exchange programs launched by the USA, Russia, the UK, the EU and China for foreign policy purposes, the study examines the Great Student Exchange Project introduced by Turkey in 1992 to carve out an influential place for itself in the South Caucasus and Central Asia. It will then delve into the Türkiye Scholarships Program, Mevlana Exchange Program and the scholarship programs of the Türkiye Diyanet Foundation, which have been introduced during the Justice and Development Party period to build up and/or boost friendly ties between Turkey and various targeted countries. The study finalizes by investigating the impact of these scholarship programs on the realization of Turkey’s foreign policy goals by exploring to what extent the sending countries align their foreign policy preferences with those of Turkey through analysis of their voting behaviours in the United Nations General Assembly.

Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

Chinese Communist Party (CCP) General Secretary Xi Jinping and other senior CCP leaders have prudently planned for the slowing economic growth that China now faces. CCP officials plan to transition China from its current export-led growth model to one driven by indigenous innovation, and one in which China’s rising global prominence confers to it many of the same advantages traditionally enjoyed by the United States (such as low borrowing costs and influence within international institutions). Although U.S.-China relations have become further fraught amid the trade war, many prominent China hands nevertheless assert that Beijing’s long-term economic plans do not run counter to U.S. strategic interests. [1] However, many of China’s planned foreign economic initiatives—to include the Belt and Road Initiative (BRI), global value chain advancement, and renminbi (RMB) internationalization—will come at U.S. expense. Policymakers in both Washington and Beijing should accordingly expect U.S.-China tensions to persist beyond the Trump administration. China’s need for new growth vehicles is twofold: its economic size has not translated into global influence, and its current economic model is losing steam. First, China’s transformation into the world’s second-largest economy has yet to yield equivalent influence in the international system. Beijing’s sway in the World Bank and the International Monetary Fund (IMF), for example, lag behind China’s status as the largest trade partner and foreign investor for much of the world. The United States, by contrast, has leveraged its economic status to maintain effective control of the Bretton-Woods institutions, to obtain low borrowing costs, and to exercise punishing sanctions programs against unfriendly governments. Second, Chinese growth has seen a secular decline over the last decade (see figure 1). The official projected GDP growth rate for 2020 is 6.1 percent (Xinhua, November 30, 2019), but some Chinese officials have hinted that they expect lower sub-6 percent growth in 2020 (South China Morning Post, November 14, 2019). This is a noteworthy signal, for CCP discourse has previously identified the benchmark of 6 percent GDP growth as necessary to avoid social unrest (China Brief, March 22, 2019).

The last decade has seen a growing trend towards the use of proxies in the Middle East and North Africa following the outbreak of the Arab Spring. In this context, the issue of Turkey’s approach to proxy war in these regions has received considerable attention since 2016. Thereby, the purpose of this article is to investigate the essential characteristics of Turkish proxy war strategy in Syria and Libya. As such, this study intends to trace the development of Turkish proxy war strategy by making use of the conceptual frameworks proposed by Groh (2019), O’Brien (2012) and Art (1998). The most obvious finding to emerge from the analysis is that Turkey changed its indirect intervention strategy from donated assistance to proxy warfare in Syria and Libya when it saw a greater need to influence the result of the conflicts. In the case of Syria, this study has shown that the controlthrough-centralisation approach towards the Armed Syrian Opposition has enabled Turkey to carry out an effective proxy war strategy from 2016 onwards. In Libya, the results of this investigation have shown that theTurkish Army has pursued a proxy war strategy since Ankara and the Government of National Accord (GNA) signed an agreement on security and military cooperation in December 2019. The article concludes that Turkey has centralised many revolutionary groups under an Islamist-nationalistic vision and partnered them with its own military in order to expand its influence in the Middle East and North Africa.

The use of Twitter has become an important part of foreign policy making and conducting in the recent years. The article analyzes President Trump’s vision for a comprehensive peace agreement between Israel and Palestine, the so-called Deal of the Century announced on January 28. While the proposal uses the language of hope and prosperity and expresses support for the two-state solution, its provisions actually render the Palestinian “state” inviable. The plan does not empower the Palestinian state with full sovereignty over its territory nor does it recognize its internationally accepted borders, while at the same time nullifying the Palestinian right of return. In short, the plan seeks to legalize and legitimize the status quo by enabling Israeli expansionism and the systemic denial of Palestinian rights, which is a flagrant violation of international law and has no legal validity.

While the recent accords with the United Arab Emirates (UAE), Bahrain, and Sudan moves Israel further along the path of regional integration and diplomatic normalization, the deal does nothing for Israel’s other existential threat — the Palestinians living in Israel proper, the West Bank, and Gaza. Nevertheless, it is a big deal. It is all part of the evolving Middle East where Arab support for the Palestinians has been melting for years. For decades, many Arab states were united in their hostility toward Israel and support for the Palestinian cause, even though in some cases that backing was largely rhetorical. But change has been under way for decades, beginning with the Egyptian and Jordanian formal recognition of Israel and then in the 2002 Arab Peace Initiative (API). That Saudi Arabian initiative called for normalizing relations between the Arab world and Israel, in exchange for a full withdrawal by Israel from the occupied territories (including the West Bank, Gaza, the Golan Heights, and Lebanon), a “just settlement” of the Palestinian refugee problem based on UN Resolution 242, and the establishment of a Palestinian state with East Jerusalem as its capital.

47. The Disaster in Lebanon and Challenge for the Biden Administration

The disastrous state of affairs in Lebanon is mainly a result of failed governance for the past several decades. The 1989 Taif Agreement that defined peace after Lebanon’s civil war created a balancing act among various warlords and political figures who divvied up the government by sectarian affiliation. Since then, government institutions have been weakened, public employment has become a function of constituent services, contracts and social services have been doled out without any transparent process and necessary reforms have been ignored. Humanitarian consequences of this mismanagement are widespread. Social services are lacking. Public schools, health and social services, a pension system and labor laws are inadequate; and there is little protection for civil and human rights and environmental protection. In addition, there are more than 1 million Palestinian, Syrian and other refugees in the country, exerting extreme pressure on the country’s socioeconomic requirements and infrastructure. Infrastructure investment has been ignored, and 80% of hospitals and 70% of schools are run by the private sector. The economy has been running disproportionately on remittances from Lebanese emigres and tourism. The banking system, which was highly praised until a year ago, attracted hard currency and euro-bonds by offering high interest rates in order to feed a deficit-spending government, only to default when the government failed to honor the bonds due. In October 2019, the government blundered by imposing a tax on the popular, free telecom app, WhatsApp, to pay for increasing public deficits of its own making. The people had enough; they were outraged. They lost what remaining faith they had in the government, and on October 17 demonstrations erupted across the country, across all sects, generations and political persuasions. The people were upset as they experienced an increasingly poorer quality of life, especially after the Lebanese lira rapidly declined in value due to the lack of stable reserves to support the currency. In 2019, Lebanon had the third-highest debt-to-GDP ratio in the world, and its bonds are now “junk” on the international markets. It imports 80% of what it consumes. The country is broke, with little support from expatriates and allies and a ruling class that shows no willingness to reform. In 2018, the international donor community, in an effort called the CEDRE program, agreed to support Lebanon once it undertook systematic reforms. These have been neither instituted nor implemented, leaving $11 billion in international aid on the table. Subsidies on food, fuel and medicine are set to stop in December due to a lack of government reserves. Inflation is well over 200% for food items, over-the-counter medicines are almost non-existent due to hoarding and the middle class is rapidly disappearing. Banking-sector capital controls make it almost impossible for depositors to have access to their funds, and the failing exchange rate means that people who withdraw their lira face an immediate decline in purchasing power. The demonstrations were remarkable in their intensity and breadth; and it was only a matter of time before their concerns had to be addressed. The first casualty was the then- (and now again) Prime Minister Saad Hariri, who resigned, along with several of his ministers and Members of Parliament.

This article argues that there is a close relationship between the structure of the international system/order and how states define their foreign policy interests and then act accordingly. The main contention is that Turkey’s foreign policy performance since 2002 can be partially read as Turkey’s effort to adapt to external developments at international and regional levels. As the international system has evolved from a unipolar order (in which the United States, in cooperation with its European allies, provided the main public goods in an hegemonic fashion), into a post-unipolar era, Turkey has accelerated its efforts to pursue a more multi-dimensional and multi-directional foreign approach. Rather than arguing that there is a direct causation between the independent variable of systemic factors and the dependent variable of Turkey’s foreign policy performance, this article understands the external environment as a ‘context’ in which Turkish decision makers have responded to Turkey’s responses to foreign policy developments.

In all spheres of human life decision making can be more or less well informed and prudent. Sometimes ignorance or the passion of the moment yields disastrous results. Sometimes wise, circumspect decisions avert catastrophe. In politics and especially in foreign policy, the consequences of either good or bad leadership are potentially far-reaching. Those charged with making big decisions need to be as prepared as possible to understand the circumstances in which they are operating and to estimate the likely outcome of their actions. The effects of ignorance, superficiality, and rashness can be devastating. What best prepares foreign policy decision makers to carry out their duties responsibly is a topic of great importance. Here the purpose is to draw attention to one of the requirements for sound decision-making, that of understanding the extent to which the past, sometimes the ancient past, influences the present. A leader ignorant of that which came before may instead turn to a superficial or accustomed theory or set of assumptions, perhaps derived from a cherished ideology.

A clear distinction can be made between the thin and thick populisms of TFP, based on the status of the West. The existing literature on state-building has focused mainly on post-conflict cases and ‘conventional’ examples of statehood, without taking into consideration the particularities of states that remain internally and/or externally contested. The EU’s engagement in Palestinian state-building through the deployment of EUPOL COPPS and EUBAM Rafah has generated various types of unintended consequences: anticipated and unanticipated, positive and negative, desirable and undesirable, some of which fulfill and some of which frustrate the initial intention. These have important reverberations for the EU’s conflict resolution strategies in Israel and Palestine, the most important being the strengthening of power imbalances and the enforcement of the status quo.

The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions,cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood.

Language is one of the essential tools in politics. In this context, as for people, the importance of language is very high for states to express themselves politically. The language that states use to carry out their foreign policies has original qualities or at least is believed it should have. For this reason, the language used by the state in its foreign policy is different from the others. If it is not different, it is sometimes differentiated, or new meanings are assigned to the words in line with this purpose. It is a common practice that states produce and implement foreign policy by utilising the language and especially words. However, this can sometimes lead to various problems in foreign policy. Similar practices and problems exist in Turkish foreign policy as well. Naming, changing the name, naming it differently, labelling it in a negative manner, pronouncing the name differently, not-to-mention the name are of the tactics in this regard. In this study, two main topics on Turkish foreign policy are discussed. The first is the debate in Turkey on the last name of Syrian President "Bashar al-Assad" within the framework of what it is or how to pronounce it. Once the relationship between Turkey and Syria began to deteriorate, "Esed" instead of "Esad" has chosen to be used by some politicians, particularly Recep Tayyip Erdoğan. The second one is the name of the terrorist organisation "ISIS“(Islamic State of Iraq and al-Sham). The terrorist organisation formerly known as ISIS started to be named "DEAŞ", "DAİŞ", "DAEŞ" by a great number of people, especially Recep Tayyip Erdoğan. The main reason for this is that the word of Islam takes place in the name of this terrorist organisation. Two inferences can be made on the subject. First, the language debates that took place inside Turkey are more frequent than the debates done between Turkey and its counterparts in the international arena and made by the outside world without Turkey's involvement. Secondly, the interventions in language and playing with words did not give the desired results. | Dil, siyasetin en önemli araçlarından biridir. Bu bağlamda kişilerin olduğu gibi, devletlerin de kendilerini siyaseten ifade etmelerinde dilin önemi çok yüksektir. Bunlardan birincisi Suriye Devlet Başkanı “Beşir Esad”ın soyadının ne olduğu ya da nasıl telaffuz edileceği konusunda Türkiye’de yaşanan çok ciddi tartışmadır. Türkiye ile Suriye arasındaki ilişkiler bozulmaya başladıktan sonra, Recep Tayyip Erdoğan başta olmak üzere bir kesim, “Esad” yerine “Esed” kelimesini kullanmayı tercih etmiştir. İkincisi ise, terör örgütü “IŞİD”in (Irak Şam İslam Devleti) adı konusunda olmuştur. Daha önce IŞİD adıyla anılan örgüt, sonraları Recep Tayyip Erdoğan başta olmak üzere, büyük bir kesim tarafından DEAŞ, DAİŞ, DAEŞ gibi adlarla ifade edilmeye başlanmıştır. Bu yaklaşımın temel nedeni, terör örgütünün adında yer alan “İslam” kelimesinin kullanılmak istenmemesi olmuştur. Konu hakkında, iki saptama yapılabilir. Birinci olarak, Türkiye’de yapılan tartışmalar, Türkiye dışında yapılanlardan ve Türkiye’nin dışarıyla yaptıklarından daha fazladır. İkinci olarak ise, dile yapılan müdahaleler, kelimelerle oynamalar, istenilen sonuçları vermemiştir.

The Syrian civil war exacerbated sectarian divisions between the Alawite-ruled Syrian government and Syria’s Sunni population, straining also the relations between the Sunni majority and Alawite and Alevi minorities of neighboring Turkey. The Alawites and Alevis of Turkey were predominantly supporting Syria’s President Bashar al-Asad, while the Turkish government greatly supported the Sunni insurgents of Syria. The paper aims at examining how Alawites and Alevis have influenced the relations between Turkey and Syria in the light of the Syrian civil war, the reasons behind the sympathy of Alevis for the Syrian government, and the implications that Turkey’s Syria policy has had domestically. It finds that the Alevi / Alawite factor has had some restraining effects on Turkey’s antagonistic policy towards Syria. In the introductory part, the article touches upon the differences and the similarities between Alevis and Alawites, then it analyzes the developments in regards Turkey’s policy towards the Syrian crisis that were also reflected in Ankara’s domestic policy vis-à-vis its Alevi and Alawite minorities.

Efforts to portray Muslims and their faith as threatening diminish our society by stigmatizing a significant American minority. They also can facilitate costly foreign policy blunders such as the 2017 Executive Order banning entry into the US of visitors from several Middle Eastern majority-Muslim countries, an order purportedly based on terrorist activity, technical hurdles to properly document these countries’ travelers, and poor coordination with US officials. Two recent books, “Mohammad: Prophet of Peace Amid the Clash of Empires” and “What the Qur’an Meant: And Why it Matters,” take on the task of broadening Americans’ still unacceptably low understanding of Islam. The authors – Juan Cole, a professor of history at the University of Michigan, and Garry Wills, a Pulitzer Prize winning lay scholar of American Catholicism – approach their subject in distinctly different manners. Yet, their message and conclusions are remarkably similar – namely, that ignorance of and distortions of Islam and what the Quran says both alienate vast numbers of Muslims and have led to foreign policy missteps. The books complement each other nicely.

Arguing that the European Union’s (EU) imposition of its norms and values on Turkey is a continuation of the logic of “European standards of civilisation”, this article offers a second reading of European discourses about Turkey. It regards enlargement conditionality as an apparatus through which the EU constructs its own identity as “ideal” and its others as imperfect. Thus, it attempts to deconstruct the EU’s standards of civilisation through three major lines on which they are built: the authoritative application of standards, unequal treatment and a geopolitical approach – as set by Hartmut Behr in 2007.

This article reviews the ways in which various actors in Turkey have used the terms ‘Eurasia’ and ‘Eurasianism’ since the end of the Cold War. It presents two arguments. First, compared to Russian Eurasianism, it is difficult to talk about the existence of a ‘Turkish Eurasianism’. Yet, the article employs the term Turkish Eurasianism as a shorthand to describe the ways in which Eurasia and Eurasianism are employed in Turkey. Second, Turkish Eurasianism is nothing but the use or instrumentalization of Eurasia to create a geopolitical identity for Turkey that legitimizes its political, economic, and strategic interests primarily in the post-Soviet space, but, from time to time, also in the Balkans and Africa. Various Turkish state and non-state actors have used Eurasia to mean different things and justify different goals: reaching out to Turkic Republics, being pro-Russian, creating a sphere of influence in former Ottoman lands, or, recently, cloaking anti-Western currents.

Russia and Turkey have been involved in remarkable redefinitions of their foreign policies while navigating through turbulent times in the Post-Cold War era. This has manifested in a search of being recognized as a great power. The tragic civil war in Syria has been the theatre of these ambitions of these two states in highly controversial ways. They have been on the opposite sides until recently on the essential question of the regime change in that country. The risk of a direct fight has even been observed when Turkish air force got a Russian jet down. However, a rapid rapprochement started due to Turkish priority shift from the regime change to the prevention of Kurdish autonomy and the alienation from US; and Russian enthusiasm to get the cooperation of an ardent anti-regime NATO member like Turkey. It can be said that Russia and Turkey have been more process-oriented than result-oriented because they have been compelled to see the limits of their power and influence. As a result, they seem to prefer to focus on the process since they seem to reach their primary objective of showing their salience. All in all, one can only hope for a peaceful and democratic life for Syrians whom tremendously suffered also as a result of an imbroglio of all these global and regional powers’ policies.

Abstract:
The article aims to analyze the European Union (EU)’s approach to the Syrian crisis and to evaluate the role it attributes to Turkey. The EU’s approach staggered between supporting transition in Syria to a post-Assad regime and the need to protect itself against spill-over effects of the conflict. Two issues emerged as urgent priorities that determined the EU’s approach to the conflict. One of them was to control the outpouring of refugees fleeing war and oppression in Syria and the other was to deal with the growing threat of terrorism, mainly the ISIL threat. The influx of Syrian refugees through the Aegean and Balkan route to the EU surged in the summer of 2015 leading to practical and political problems for EU countries. In the meantime, ISIL related terror attacks in the EU created a major security problem and led several Member States to bring back border controls in the Schengen area. The EU turned to Turkey and sought Turkey’s cooperation in controlling the refugee flow and also keeping away the ISIL threat. The article looks at cooperation between Turkey and the EU and also points of contention that created hurdles in this cooperation.

Abstract:
The aim of this study is to examine how continuities and discontinuities over a period of nearly half a century have shaped the AKP government’s relationship with the Syrian Muslim Brotherhood and the Assad regime. From the start of the 1980s until the 2011 Arab Uprisings, relations between Turkey, Turkish Islamists, Syria, and the Syrian Muslim Brotherhood remained highly complex. Based on the information available from open sources and newspaper archives, this study terms the conflict between the Turkish and Syrian intelligence services that broke out in the 1980s as an “intelligence war.” Both countries viewed the PKK and the Muslim Brotherhood – domestic enemies which they were trying to stamp out – as useful actors to be played off against the other party. While the Syrian/PKK part of the equation was frequently alluded to by the Turkish media and Turkish academia, Turkey’s relations with the Muslim Brotherhood were gradually forgotten. Though open support for the Brotherhood was never an element in Ankara’s official foreign policy, Turkey’s intelligence and security forces did establish ties to the Brotherhood in order to strengthen Turkey’s hand against Syria and made use of the organization insofar as it was in their interest to do so.

Abstract:
Various balance and imbalance conditions among the U.S., Russia, Turkey, Syria, and Iran are analyzed to present how changes in the direction of conflict and cooperation disturb the regional balance in the Syria conflict. We find that given a stable hostility between the U.S. and Russia, and the stable friendship between Russia and Syria, Turkish preferences over coveting friendship and leaning toward enmity are central in the formation of balances. Turkey-Syria relations constitute a key for the balance in the region. A main Russian foreign-policy problem thus remains to help Turkey and Syria to conduct friendlier relations. A competition or an agreement between the U.S. and Russia over Kurdish independence underlies TFP alignment choices and a high likelihood of a protracted conflict for years to come in the Middle East.

Abstract:
This paper analyses the role of sub-state sectarian actors in foreign policy making in weakly established states by re-visiting the July War of 2006 in Lebanon. It mainly asks how sub-state sectarian actors behave as foreign policy actors in countries where society is divided along sectarian identities and how sectarian identities matter in terms of the definition of the self and the other and the ally and the enemy in weak states. By doing so, the paper analyses the emergence and the consolidation of foreign policy orientations, preferences and behaviour of the Maronite, Sunni, Shi’a and Druze communities in Lebanon, with a specific emphasis on the role of Hezbollah during the war. Building its main findings on various fieldworks in Lebanon, interviewing leaders of major sects; this study concludes that in the absence of a cohesive foreign policy stance in a weak state, the role of sectarian identity in defining self and other becomes central for understanding the foreign policy choices of sectarian actors.

Students of International Relations (IR) and Foreign Policy Analysis (FPA) have been confused as to what factors influence foreign policy. FPA focuses mostly on human decision-makers. However, generally speaking, IR theories, realism in particular, instead have focused mostly on the nation-state as the level of analysis to explain foreign policy or foreign policy behaviour. Both fields have found shortcomings within each other. The author of this article, however, applied a number of decision-making approaches from FPA to inform his study of George W. Bush, Barrack Obama and Donald Trump Administrations’ decision-making towards Afghanistan and the broader region and found the discipline of FPA to be extremely helpful. Based on the personal experience of the author, this article attempts to provide a comprehensive introduction to FPA with the aim that students of IR and FPA learn answers to the following questions: What is FPA? How is FPA different from IR? How can decision- making approaches from FPA be employed to inform a foreign policy choice? What (and how) methods can be used to access primary and secondary sources? What are the weaknesses of FPA and is it applicable as an analytical framework outside of the United States (US) or the West (in a country like Afghanistan)? The main objective is to make it easier for students to learn how to apply approaches from FPA as analytical frameworks to analyse a foreign policy decision.

Saudi Arabia’s foreign policy is one of the central elements in the analysis of the current dynamics of the Middle East. Social media platforms, thanks to their inherent nature of quick and far-reaching dissemination of information, have gradually supplanted the conventional media and become the new loci of political communication. These platforms not only ease and expedite communication among crowds, but also provide researchers huge and easily accessible information. This huge information pool, if it is processed with a systematic analysis, can be a fruitful data source for researchers. Systematic analysis of data from social media, however, poses various challenges for political analysis. Significant advances in automated textual analysis have tried to address such challenges of social media data. This paper introduces one such novel technique to assist researchers doing textual analysis on Twitter. More specifically, we develop a clustering methodology based on Longest Common Subsequence Similarity Metric, which automatically groups tweets with similar content. To illustrate the usefulness of this technique, we present some of our findings from a project we conducted on Turkish sentiments on Twitter towards Syrian refugees.

As one of the most significant actors of the region, Iran’s interactions with great powers (as well as regional powers and non-state actors) have come under scrutiny. This article adopts an historical account and suggests a framework to study Iran’s foreign policy. The framework is contextually built with a multi-level approach to specify the independent and intervening variables of Iran’s foreign policy through the light of neoclassical realist theory. In this context, it is argued that the independent variables of Iran’s foreign policy are geopolitics, threat perceptions and balance of power politics. These systemic variables are filtered through nationalism, theological and revolutionary ideology and policy making mechanisms.

Uno de los pilares en los que se ha basado la política regional de Egipto desde que en 1979 firmase el tratado de paz con Israel, ha sido su voluntad de jugar un papel de mediador entre israelíes y palestinos. En este artículo se analiza cómo desde la época de Hosni Mubarak el régimen egipcio se ha servido, tanto a nivel regional, internacional e interno, de su papel de mediador en el conflicto palestino-israelí. Este rol ha sido usado no sólo para su reconocimiento hacia el exterior sino también como instrumento de legitimación ante su opinión pública. Ni siquiera bajo la presidencia del islamista Mohamed Morsi (2012-2013) se produjo un realineamiento radical a nivel regional. A partir de 2013, con la llegada al poder del militar Abdel Fattah Al Sisi, los vínculos con Israel se han estrechado a distintos niveles. Se analiza, también, si en el Egipto post-Mubarak, la oposición política y la sociedad civil han mantenido la tradicional movilización por la causa palestina como forma de aumentar su visibilidad pública, habiendo sido esta “tolerada” previamente para que actuase como válvula de escape.

Today, the world powers are competing each other for the supremacy of power resources where oil and gas are not an exception. China is the second largest consumer of world‘s oil after the United States (Bajpaee, 2006). China is making an effort to build an economic, political and military influence in the region without involving the military force. Though future will reveal many truths yet it is anticipated that a new triangular balance of power comprising of China, Saudi Arabia and Russia might emerge on the global scene, owing to their inter-connected dependencies. China is looking forward by pursuing the policy of wait and see for the appropriate moment This study primarily focuses on their bilateral relations and deals with China‘s Middle East policy, its increasing activities in the region and implications for Pakistan. For Pakistan, the nature of future relationship with Middle Eastern multi-dimensional crisis is very important because it is the ―Arc of crisis‖. On January 20, 2018 at 17:00 local time, the Turkish Armed Forces (TSK) entered Afrin, a city in northern Syria. Turkish President Recep Tayyip Erdoğan named the military operation “Operation Olive Branch” (Zeytin Dalı Harekâtı) for the region’s many olive trees. According to Turkey, the operation does not violate international law because the operation was against the PYD and YPG as an act of self-defense, aiming to guarantee the security of Turkey’s borders. For Turkey, the links between the PKK and Syrian Kurdish groups classify Kurdish activity in northern Syria as a threat to Turkey’s domestic security.

The murder of Saudi Arabian columnist Jamal Khashoggi on October 2nd in the Saudi consulate in Istanbul has been a clarion call for the Washington foreign policy community, one that is redefining the United States’ relations with the Saudi Kingdom and, by extension, US strategy in the Middle East. The Khashoggi affair will outlive President Donald Trump; the reputation of Saudi’s leadership is beyond repair, and with Global Magnitsky sanctions and the newly proposed bipartisan Saudi Arabia Accountability and Yemen Act, the US Congress appears ready to act where the executive has fallen short. The CIA has concluded that Saudi Arabia’s Crown Prince Mohammed bin Salman (MbS) ordered Khashoggi’s murder. Trump, who has threatened “severe consequences” for whomever is found responsible, seemed over the past month to be looking for a way out of naming, shaming, and punishing MbS himself. In his statement on November 20th, Trump confirmed many observers’ worst fears about this president’s worst instincts, saying that US security, economic, and political interests transcend this incident. For a sitting US president to balk at the notion of holding an ally accountable and making even a symbolic effort to address such a gruesome crime with clear chains of responsibility constitutes a new low in US foreign policy

Russia and Turkey are dancing a complicated pas de deux—for separate and common reasons. The happy couple has captivated global attention. There are reasons today to anticipate greater collaboration between Turkey and Russia in Syria and against Europe and the United States. However, there are also significant contradictions that could weaken the prospects of cooperation between the two countries. For gains against Syrian Kurds and to fan nationalist flames domestically, Turkey may be ignoring longer term needs. Russia is the major partner in the arrangement and sees little reason to sacrifice its interests to please Turkey. One day this unequal relationship may cause Turkey to question its value.

Abstract:
The article compares Lula’s foreign policy to the Middle East with Ahmadinejad’s to Latin America. Methodologically, the historical concepts of each diplomacy is combined with empirical data on trade flows and diplomatic actions. It is argued that the implementation of foreign policies involved similar (presidential diplomacy) and distinct means (universalism and multilateralism by Brazil, and personalism, bilateralism and low institutionalization by Iran). The results of diplomacies also resembled: although the economic implications were modest, Brasilia politically increased its global projection capacity, while Tehran relatively reduced its international isolation.

Since the 1960s, Turkish policymakers have developed a distant attitude towards the Kurdish movement in Iraq and they have been concerned about the possibility of similar developments taking place in Turkey. There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Abstract:
British withdrawal from the Persian Gulf in 1971, started a new era in the region with new political order and new security map. Iran and Saudi Arabia emerged as the guardians of the status quo to be filling the power vacuum left by the British in behalf of the West. Britain adopted a new post-imperial role in the region along with new post-colonial foreign policy in the post-withdrawal context. British policy towards the regional security is analysed in this article with central focus on the shift emerged in the aftermath of the Iranian Revolution in the British policy. After 1979, Iran, no longer a Western ally, has been defined as the major internal threat for the regional security following the major external threat of the Soviet expansion in the British foreign policy. This paper argues that the shift in the British policy came along with a sectarianist approach towards the region. The sectarianization emerged with the securitization of the Gulf based on “Iran threat” within the determinants of the Anglo-American alliance on the regional security. The sectarianist discourse adopted by the British foreign policy was employed as an effective tool of the securitization of the Gulf that was deepened during the regional conflicts, the Iran-Iraq War and the Gulf War.

“The Global Strategy Foreign Policy and Security of the European Union” has triggered significant measures in comparison with previous framework, which was elaborated in 2003 and updated in 2008 by then High Representative J. Solana. Those measures aim to promote more security in response to all vulnerabilities which tests stability, especially in European neighbourhood. Likewise, new European response should be understood in the framework of Lisbon Treaty´s innovations. The latter have let European Union (EU) provide with a more ambitious action in tune with external context. Regarding European neighbourhood, changes in Southern but also Eastern regions remains as main concern. While this is true that major challenges are in the southern area due to civil war in Syria, failed-state Libya, presence of Daesh and other extremist groups in the area. Meanwhile, to the East, context has undergone in the last few years owing to the Ukrainian crisis but also the Belarus dictatorship headed by V. Lukashenko, high levels of corruption in Moldova, recent political and social riots in Armenia, non-changes in Azerbaijan or the increase violence in Nagorno-Karabakh region. New strategy seeks to address these challenges through measures based on a great reinforcement of European normative dimension. Concerning neighbouring states, principle of pragmatism and resilience are the most relevant. All this strengthens by principle of differentiation, co-ownership and more flexibility embedded in the recent revised ENP, which facilitates their implementation. Our main purpose lies in analyzing innovations’ global strategy with regard to the Eastern neighbouring states whose relations with EU are within the so-called Eastern Partnership. This article argues that, to a certain extent, those have a certain impact on Eastern Partnership. However, significant results will become more visible in the mid-long term.

82. Atrocity Prevention Under the Obama Administration: What We Learned and the Path Ahead

This report is intended to provide an insider’s view on where the Obama administration’s efforts to prevent mass atrocities succeeded, where they did not, and where future policy makers who wrestle with the challenge of prevention might find useful lessons in the administration’s experience, both positive and negative. The first part of the report summarizes the intellectual roots of the Obama administration’s atrocityprevention policy, identifying the goals and expectations created by two key works—Samantha Power’s “A Problem from Hell”: America in the Age of Genocide1 and the report of a bipartisan task force on genocide prevention led by former Secretary of State Madeleine Albright and former Secretary of Defense William Cohen.2 The second part of the report describes how the administration translated those goals and expectations into policy and summarizes the administration’s record on atrocity prevention. It focuses in particular on situations in which policy changes and innovations appear to have had a positive effect, however modest, and on efforts to develop new capabilities under the policy. The third part looks at the two most prominent situations in which the policy was unsuccessful —Libya and Syria. The fourth part offers an “after action” assessment of the administration’s atrocity-prevention policy, drawing from interviews with former senior officials to identify both the strengths and contributions of the policy and its most pronounced shortcomings. The fifth part offers recommendations for future executive-branch officials, legislators and staff, and civil society partners for ways in which they could help the United States improve its performance on atrocity prevention going forward. The report is in many respects a hotwash exercise. The bulk of it was written in the first six months following the end of the Obama administration, drawing from the author’s reflections on his recent tenure as senior director for African Affairs, Multilateral Affairs and Human Rights on the staff of the Obama administration’s National Security Council, as well as his experience as chairman of the Atrocities Prevention Board. The report also draws extensively from interviews with more than 30 former senior Obama administration officials and others with insight on the administration’s atrocity-prevention efforts.3 Finally, this report owes a significant debt to earlier reports that have also sought to evaluate the administration’s atrocity-prevention record.4 Given the brevity of the report relative to the scope of its topic, both the analysis and recommendations herein are relatively skeletal. The report is offered with humility and as an effort to add one group of recollections and perspectives to a growing historical record. It is hoped that as this record continues to develop, it will provide the next generation of atrocity-prevention proponents new and better options to confront the challenges of the future, having profited as fully as possible from the lessons of the past.

Power – be it tangible, intangible, natural, military, or economic – shapes the capacities of the state and its role within the international system. The Middle East is no exception to this realist reading of international affairs. The Arab Spring, the Syrian conflict, the war in Yemen and the Iranian nuclear deal have all created a battleground, often quite literally, for state power interests to compete with one another. How are these power configurations linked to identity? The United States sees itself as a stronghold of liberal democracy, Japan as the quintessential trading nation, and Switzerland is comfortably ensconced in its 200-year-old neutralism. This “sense of self,” or who states are, shapes and defines what they do. Power and identity routinely mould and inform each other. For a country like the United Arab Emirates, described by many analysts as a middle, regional, or rising power, these questions hold particular relevance as the UAE reshapes its position in the world.

This article seeks to test the relevance of neoclassical realism in explaining the foreign policy behavior of a regional power in an era of turbulent change in the regional system. Taking Turkey’s policy response to the Arab Uprisings as a case study, it tries to explain, from a neoclassical realist perspective, the causes of Ankara’s miscalculations while formulating an ambitious policy in 2011, as well as its failure to adapt to the new realities on the ground between 2013 and 2016. Overall, it argues that neoclassical realism provides a satisfying explanation for Turkey’s policy failure in this period, and that the problems of miscalculation and maladaptation in Turkish foreign policy were caused by distortive effects of certain unit-level factors. In this sense, while ideological tendencies of the ruling Justice and Development Party, as well as its consolidation of domestic power, shaped the content and styling of Ankara’s policy response after 2011, the extensive utilization of foreign policy for domestic purposes by the ruling party hindered Turkey’s adaptation to shifting balances in the regional power structure between 2013 and 2016.

This study focuses on the growth of transnational forces and increased global interdependence in the Post-Cold War period, posing serious challenges to conservative regimes in the Middle East – manifested by popular uprisings for economic and political change, beginning 2010 in Tunisia. Since then the Arab states of Middle East are in turmoil. The situation has become complex due to the presence of Al-Qaeda network and ISIS (‘Islamic’ State of Iraq and Syria) radicals in the Middle East and Mediterranean region. Such non state extremists groups are a collective threat to future Europe also. On the other hand various countries of the Middle East and gulf region, have been engaged in waging the proxy wars against each other in order to achieve their specific objectives. Geographically, historically and politically Turkey has been a bridge between Middle East and Europe. The underlying assumption of this study establishes Turkey’s matured foreign policy not only as a model for struggling states of the Muslim World but holds keys to emerging threats to Europe. LAST SPRING, an event in the Arab world shocked everyone. The Kingdom of Saudi Arabia (KSA), Bahrain and the United Arab Emirates (UAE) withdrew their ambassadors from Doha, the capital of Qatar, their ally. One of the smallest members of the Cooperation Council for the Arab States of the Gulf (GCC) was accused of supporting “anyone threat- ening the security and stability of the GCC whether as groups or individ- uals – via direct security work or through political influence ... and hos- tile media.” On June 5, 2017, the KSA, UAE, Bahrain, and Egypt officially dis- continued diplomatic relations and all types of communication with Qatar. Later, they were joined by the Maldives, Mauritius and Mauretania. Jordan and Djibouti lowered the level of their diplomatic representations in Doha. Several African countries – Senegal, Niger and Chad – recalled their ambassadors. Kuwait and Oman, both GCC mem- bers, stayed away from the action. Later, the three initiators handed Doha a list of 13 demands to end a major Gulf crisis, insisting that Qatar should shut down the Al Jazeera network, close a Turkish military base and scale down ties with Iran. They gave Qatar 10 days to comply with the demands and agree to annu- al audits in the following 10 years.1 Qatar rejected this ultimatum as inter- ference in its sovereignty. Possible repercussions notwithstanding, what happened to Qatar can be described as a manifestation of the deeply rooted social and political changes in the Arab East caused by the color revolutions unfolding amid globalization, informatization, democratization, gradual destruction of the traditional values of Eastern societies, and the frantic efforts to find adequate answers to these challenges.

In a series of interviews with Jefferey Goldberg in the April 2016 Atlantic, President Barack Obama provided a much-needed and sober reappraisal of the limits of American power and a realistic view of U.S. foreign policy based on a careful assessment of priorities, or what Goldberg calls the “Obama Doctrine.” The heart of the president’s approach is the rejection of the “Washington Playbook.” Obama told Goldberg, “there’s a playbook in Washington that presidents are supposed to follow. It’s a playbook that comes out of the foreign-policy establishment. And the playbook prescribes responses to different events, and these responses tend to be militarized responses.”1 According to the Playbook, military power and the “creditability” it provides is the principle instrument of American foreign policy; it has been accepted wisdom at think tanks and among foreign policy experts since the end of World War II; Obama has challenged this dictum.

United States foreign policy in the Middle East over the last few decades has been controversial and checkered, and Washington has certainly flexed its muscles in the region. However, the question arises as to how aggressive America has been with regard to oil in the region. I distinguish between two perspectives in how America is viewed, which we can simply call the offensive and defensive perspectives, recognizing that there is a continuum of views. From the offensive perspective, America is viewed as having one or more of these goals: steal or own Middle East oil; control Middle East oil in order to undermine Muslims; dominate Middle East oil to advance global hegemony; or exercise “puppet” control over oil producers like Saudi Arabia to coerce them into charging far lower oil prices than markets would warrant.1 By contrast, from the defensive perspective, America chiefly aims to prevent others from threatening oil supplies in a manner that would spike global oil prices and possibly cause a recession or depression. Muslim opinion polls have revealed that oil issues are a broader source of tension in relations between elements of the Muslim world and the West. The U.S. role in oil-related issues feeds into historical, political, and religious perspectives of an imperialist and power-hungry America. In fact, a not uncommon view in the Middle East is that America seeks to exploit, even steal the region’s oil resources, a viewpoint much in line with the offensive perspective described above. I argue that the history of America’s role in the region suggests that this is largely a misconception, and that this misconception is not immaterial. It seriously raises the cost of the use of oil and of American regional intervention. This misconception not only stokes terrorism and anti-Americanism, but also complicates America’s relations with Middle Eastern countries, affects its image among Muslims, and hurts its global leverage insofar as such views become internationally prominent. Indeed, it is almost a maxim in many capitals in the Middle East that close cooperation with Washington carries a domestic political cost. Recall, for example, that the Saudis were initially reluctant to host American forces after Iraq invaded Kuwait on August 2, 1990, even though they felt seriously threatened by Saddam Hussein.

Abstract:
This article points out the cataclysmic power shift that would take place in the event of Saudi Arabia’s descent into political turmoil, and briefly covers some of the catalysts that could bring about such an event. Overall, the oppressive policies towards the Shia minority carried out by the Sunni-dominated Saudi monarchy are detrimental to the country’s national security. The religious disparities in the country have given the monarchy’s enemies—primarily Iran and Russia—a weakness to exploit. This article does not give evidence of any clandestine operations taking place within the Kingdom; however, it gives evidence that Iran and Russia have much to gain and virtually nothing to lose if the country was to spiral into violence like so many others in the region.

As a result of the 70-year conflict between Israel and Palestine, the United States should reconsider its support for a two-state solution and instead pivot to a one-state solution. Policymakers have assumed that deep hatreds can only be settled through separation. However, this policy has caused a stalemate and does not take into account fluctuating developments in the region. A more adaptive strategy is necessary. Using theories of ripeness and conflict mediation, this bold flip in policy can pave the path towards lasting peace. Exercising the instability created from Syria’s civil war, the United States. can ripen the Israel-Palestine conflict by exposing the mutual security benefits gained from uniting against a common enemy: ISIS. The Islamic State of Iraq and Syria offers the parties a unique opportunity for peace as a rallying cause. As a close ally of Israel, the United States is in the ideal position to lead mediations centering around talks of permanent ceasefires, economic integration, and eventually political power sharing of a unified, binational state. In conjunction with Qatar acting as the Arab broker for Palestine, the United States should leverage its power to get the parties to the table in order to create the framework for a pocket of peace in an ever-rickety Middle East.

The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.

On March 12, 2003, a week before the invasion of Iraq, a Principals Committee meeting of the National Security Council was held at the White House to formally decide the fate of the Iraqi Army.[1] The participants, having all received extensive briefings on the subject prior to meeting, voted unanimously and with little discussion that after disbanding the Republican Guard, the “regular soldiers” of the Iraqi Army would be called “back to duty.”[2] In spite of this decision, on May 23, 2003, L. Paul Bremer III—President Bush’s “special envoy” in Iraq—announced Coalition Provisional Authority Order No. 2, “Dissolution of Entities.” Among the relevant entities to be dissolved by the decree was the Iraqi Army.[3] In an interview with the journalist Robert Draper at the end of his presidency, President Bush commented on this apparent dissonance when he remarked, “The policy was to keep the army intact; didn’t happen.” When asked further of his reaction when he found out about the decree, Bush replied, “Yeah, I can’t remember, I’m sure I said, ‘This is the policy, what happened?’”[4] Having endured significant criticism over CPA Order No. 2, Mr. Bremer was quick to defend himself, providing letters to The New York Times to and from the president “in order to refute the suggestion in Mr. Bush’s comment that Mr. Bremer had acted to disband the army without the knowledge and concurrence of the White House.”[5] Such a puzzling exchange over such an important topic serves to illustrate a larger point. That is, despite its centrality to America’s involvement in Iraq, from the emergence of the insurgency onward to its current conflict with ISIS, it still remains unclear how and why the decision to disband the Iraqi Army was made. In this paper, I demonstrate that the impetus for CPA Order No. 2 came from the prominent Iraqi exile Ahmad Chalabi, and was carried out under the authority of Vice President Richard “Dick” Cheney by a small group of Chalabi’s supporters in the Office of the Vice President and the Pentagon. I do so first by establishing the lengths to which those in the vice president’s office, in concert with like-minded officials at the Defense Department, were willing to go in order to support Chalabi, who favored disbanding the army. Secondly, I identify the striking similarities between the events surrounding the order and other instances involving the vice president that involved a bypass of the normal interagency policy-making process...

Within the Middle East, various forces have tried to impose alternative orders. Turkey is among a number of key players in the region. Since 2002, Turkey’s ruling Justice and Development Party has shown an increasing interest in the Middle East. This article accepts that there has been a change in Turkish foreign policy since 2002 and attempts to contribute to the previous studies on this issue. It argues that Turkey desires to be a regional power in the Middle East, shaping its vision through a value-based and principled approach. To clarify this vision, the article analyzes the core values and principles defined in Turkish foreign policy in the last decade, which constitute Turkey’s international identity in the Middle East. The article concludes that there have been mainly tactical changes in Turkish foreign policy in general, and towards the Middle East in particular
