Abstract:: “The Asian 21st Century” is a compilation of essays and articles by Kishore Mahbubani that covers various topics related to the transition of power especially in the context of the geopolitical and economic rise of Asia. In this book, instead of giving an overarching definition of Asia, the author focuses on certain countries, particularly China, Japan, South Korea, India and Association of Southeast Asian Nations (ASEAN) member countries. The book has been divided into four sections; the first section is titled “The End of Era of Western Domination”, the second “The Asian Renaissance”, the third is comprised of articles related to “The Peaceful Rise of China”, and the last one is titled “The Globalization, Multilateralism and Cooperation.”

2. The Political Process Involved in Formulating Healthcare Policy in Japan: With a Particular Focus on Advisory Councils, Interest Groups and Medical Officers

Abstract:: Japan’s healthcare policy is defined by a universal health insurance system that guarantees affordable healthcare for all citizens at any time and in any location. The system was established in 1961 and has since undergone a process of evolution through the implementation of national healthcare policies. Despite the existence of conflicts and issues, the mechanism of the Central Social Insurance Medical Council (“Chuikyo”) has continued to advance national healthcare interests. Nevertheless, this resulted in the commencement of criminal proceedings in 2004. The current demographic shifts present a challenge to the long-term sustainability of the national health insurance system, the long-term care insurance system, and the public pension system. This is occurring against a backdrop of rising costs associated with healthcare and long-term care, as well as an unsustainable national budget. The Chuikyo system is confronted with a multitude of challenges. This paper analyses the roles of three key actors in the Japanese national healthcare policy-making process. These actors include advisory councils such as Chuikyo, interest groups such as the Japan Medical Agency, and medical officers of the Ministry of Health, Labour and Welfare, who play a pivotal role in the policy-making process. The incremental improvements that Chuikyo produces are insufficient to address the long-term challenges facing the national healthcare policy. Japan’s healthcare model requires reconstruction to align it with the needs of an ageing society with a declining birthrate. Prior to embarking on this important policy work, it is essential to determine who should lead it. It is recommended that the Prime Minister and the Cabinet Office spearhead a study on radical reform, with strong political leadership and a capable technocrat team to facilitate collaboration with the National Diet and the public. Furthermore, it would be crucial to achieve a consensus through national forums on the fundamental concepts that citizens, as consumers, desire and are prepared to forego from a bottom-up approach. It is essential that the governance structure of the national healthcare system is changed to a decentralised structure so that citizens can be proactively involved in healthcare issues and make autonomous decisions.

Abstract:: This article examines the India–Japan defense partnership in the Indo-Pacific, focusing on its geopolitical prospects and challenges under the Trump administration. Strengthened by shared concerns over China’s rising influence and the convergence of their Indo-Pacific strategies, the partnership has evolved beyond symbolic engagement to include joint exercises, technology sharing, and defense dialogues aimed at preserving a free and rules-based regional order. At the same time, India’s reliance on Russian defense equipment, Japan’s dependence on US security guarantees, and the “America First” policy under Trump pose significant constraints. To sustain and deepen cooperation, both nations must enhance bilateral mechanisms, pursue strategic autonomy, expand multilateral engagements, and promote regional norms. These steps are essential for building a resilient, sustainable, and strategic partnership in the Indo-Pacific amid a shifting US foreign policy landscape.

4. Artificial intelligence in financial security: Legal challenges in Japan’s AML/CFT regime and comparative insights from selected EU countries

Abstract:: This study examines the legal and regulatory challenges in deploying artificial intelligence (AI) within anti-money-laundering and counter-terrorist-financing (AML/CFT) systems in Japan (focal case) and in Germany, France, and Poland (purposive comparators). It identifies intra- and cross-jurisdictional gaps; assesses alignment with FATF Recommendations 1 and 15, the GDPR, and the EU AI Act; and distils transferable best practices. Doctrinal legal analysis and normative comparative methodology were employed, with limited functional observations where supervisory practice is documented. Sources include statutes and regulations, supervisory guidance, and case law issued from May 2015–May 2025, notably the EU AML package (Reg. (EU) 2024/1624; Dir. (EU) 2024/1640; Reg. (EU) 2024/1620) and the AI Act (Reg. (EU) 2024/1689), as well as FATF materials and national guidance (BaFin, CNIL/Tracfin, JFSA). All jurisdictions permit AI in AML/CFT, yet frameworks remain fragmented and under-specified for algorithmic decision-making. Key gaps concern liability for algorithmic outcomes; tensions between transparency/explainability and tippingoff; and safeguards for automated decisions (GDPR Art. 22). Germany/France show higher supervisory maturity (explainability, auditability, DPIA, human-in-the-loop), whereas Japan/Poland rely chiefly on general data-protection duties with limited AML/AI-specific guidance, indicating the need for governance-heavy, auditable, human-in-the-loop designs. Better coordination of the AML, AI, and data-protection regimes is required to ensure both effectiveness and fundamental-rights protection. Japan could benefit from EU practices by formalising human-in-the-loop requirements for high-impact AML decisions, mandating DPIAs, enhancing auditability/reporting for high-risk models, and expanding regulatory sandboxing. The EU should continue aligning the AI Act with the AML Regulation (via AMLA guidance), clarifying oversight, documentation, and explainability expectations for AML use cases.

5. Global IR Research Programme: From Perplexities to Progressions

Abstract:: Our basic expectations vis-à-vis ‘the international’ have turned our phenomenal existence into two seemingly irreconcilable cognitive prisons: ‘one world’ with homogenizing propensities (dominated by the West) and ‘many worlds’ with heterogenizing predispositions (embodied by the non-West). Every so often, these cognitive prisons—oscillating between the extreme homogenizing propensities of the West and heterogenizing predispositions of the non-West— become obstacles in implementing effective global partnerships that are required to tackle the challenges thrown by global crisis-situations, e.g., the likelihoods of world war, financial crisis, climate change, pandemic, and the like. The agenda of the ‘Global IR research programme’ has emerged to demolish these cognitive prisons. To this end, this agenda finds rational support from multiple auxiliary theories that derive stimulus from hitherto denigrated knowledge-forms thriving in different corners of the world: e.g., Tianxia (all-under-heaven) from China, Advaita (non-duality) from India, and Mu No Basho (place of nothingness) from Japan. Nevertheless, the conditioned reflexes of many IR researchers compel them to receive the emergent knowledge-forms by correlating their ‘source’ and ‘scope’: generally, the knowledge-forms having their source in the West are granted a global scope, whereas the knowledge-forms having their source in the non-West are given a local scope; it is often suspected that the local non-Western knowledge-forms cannot grasp the larger global scenario. Philosophically, these conditioned reflexes emanate from Kantian dualism, which forms disconnected opposites of phenomena-noumena, science-metaphysics, West–non-West etc. This article reveals how the Global IR research programme—inspired by the Chinese, Indian and Japanese cosmovisions—strives to demolish the cognitive prisons of ‘one world versus many worlds’, thereby ensuring the prospective progressions of this research programme.

Abstract:: The Covid-19 pandemic has prompted countries to implement a wide range of specific cross-border security measures. The fear and anxiety induced by this crisis have rapidly expanded and contracted countries’ understanding of ‘self’ and ‘other’. This study examines Japan’s shift from liberal pre- Covid-19 border policies to the most stringent border closure measures among the G7 countries during the pandemic. In this study, we argue that the pandemic-induced fear increased anxiety in Japan’s public health safety identity, rapidly reshaping the conceptualization of the ‘self’ and ‘other’ in crisis scenarios. This shift aligns with Japan’s historical narrative of combating unprecedented threats to public health.

7. Beyond the Quasi-Alliance? An Analysis of the Japan-Australia Special Strategic Partnership

Abstract:: This article examines a pathway of the Japan-Australia “special strategic partnership” in recent years. Both countries have developed a special strategic partnership, referred to as a “quasi-alliance”. Hence, the purpose of this research is to contextualise the development of the Australia-Japan quasi-alliance from global, regional, and bilateral perspectives. Globally, the quasi-alliance has been influenced by power transition and hegemonic competition in global politics. Regionally, the quasi-alliance has been embedded into the trilateral and multilateral strategic frameworks in the Indo-Pacific. Bilaterally, the quasi-alliance has been shaped by the Joint Declaration on Security Cooperation (JDSC). Nonetheless, close security ties were temporarily adrift over Australia’s submarine deal and realigned by tangible milestones, such as the Reciprocal Access Agreement (RAA) and the new JDSC signed off in 2022. While investigating these footsteps of the quasialliance formation, this article considers whether both countries have moved beyond the quasi-alliance toward a full military alliance in the changing strategic environment in the Indo-Pacific region

8. Strategic Dynamism: 50th Anniversary of Relations and New Security Ties

Abstract:: Japan-Southeast Asia relations marked two milestones in 2023-24. The first was the 50th anniversary of Japan-ASEAN Relations, during which Japan and ASEAN emphasized an equal partnership by adopting the keyword “co-creation” to promote economic prosperity and security stability in Southeast Asia and beyond. The second is strengthening Japan-Philippines bilateral strategic ties, not only bilaterally, but also trilaterally with the United States and quadrilaterally with Australia. Japan continuously engages with other Southeast Asian states and strengthens ties with ASEAN to reinforce ASEAN Centrality and unity, yet a challenge remains: how Japan can design a regional architecture in East Asia and the Indo-Pacific by clarifying the roles and division of labor among those institutions.

Abstract:: Africa will remain relevant to Japan as a necessary means to achieve some of its long-term political, economic, and strategic goals. Additionally, Japan seeks to expand its relations with the continent. However, it is diffi-cult to view Japan’s participation in Africa as part of an integrated policy or a well-thought-out long-term strategy, but only as a set of goals and some of the tools and mechanisms used to achieve those goals. This is largely reflected in Japan’s failure to prioritize its economic and political interests in its relationship with Africa. While Japan views Africa primarily through an economic lens, it has other major political interests. As Japan strives to bolster the dynamism of its ongoing development, production, and trade through a manufacturing and trade strategy designed to adapt to circumstances and mitigate crises, the nation has concurrently hei-ghtened its ambition for strategic hotspots, including resources and wealth. This is evident in its keen interest in the African continent and the ongoing competition between European and American powers for control over it.

Abstract:: The visibility and dependability of multinational corporations’ products increase with the fact that they introduce their goods to markets in other nations through foreign direct investments. The method for presenting products to international markets through foreign direct investments reveals the product’s reputation and therefore the brand’s development value. This study examines the relationship between foreign direct investments and brand value in Australia, Canada, China, France, India, Japan, Spain, the USA, and the UK for the period 2007-2023. The majority of studies in the literature attempt to explain the impact of brand value on foreign direct investments. However, very few studies explain the impac foreign direct investments on brand value and 1st generation unit root tests were generally used. Unlike existing studies, In this study, the second-generation unit root test, Durbin-Hausman cointegration, and Common Correlated Effects Mean Group estimation methods were used. As a result, it is anticipated that this study will contribute to the literature in this regard. The findings show that increases in foreign direct investments boost brand value.

Abstract:: This study analyses bilateral relations among People’s Republic of China (China), the United States (US), and Japan by comparing the impacts of historical foundations on the one hand and a prominent contemporary factor, which is the rise of China. The study aims to compare basic historical data and the resilience of these data in the face of a rising China. The relationships among the three actors demonstrate that the historical legacy continues to hold prominence in Chinese perspectives of Japan, while the rise of the actor is prominent in American perspectives of China. Both historical legacy and a rising China factor are dominant in Japanese perceptions of China. The Japanese foreign policy towards China is characterised by a mutual reinforcement of both dimensions, resulting in an overall enhancement of their strength. The study, in this instance, demonstrated that historical parameters become less relevant when a contemporary parameter has the potential to have a major effect on history. The rise of China, which has resulted in a fundamental shift in the international order, and the decline in the importance of the historical dimension in the relationships between the actors under examination are viewed as two phenomena that reinforce one another.

Abstract:: This article examines the current status and challenges of Japan’s hereditary succession system, focusing on the hereditary succession of politicians and medical practitioners. It argues that hereditary succession in these two professions has negative impacts on the political and social structures of Japan and proposes some reforms to address this issue. The following two conclusions were reached through the study. First, the hereditary succession of politicians is undoubtedly one of the root causes of the stagnation in politics, which discourages the young generation from engaging in politics. The time has come to rethink whether this is the right thing to do about hereditary succession from a voter perspective, which is a crucial issue in democracy. Second, the hereditary succession of medical practitioners is due to the three factors pointed out in this article. These factors contribute to the social effect of fixing part of the structure of society, which is undesirable as an obstacle to free occupational choice and equal opportunities for young people. It is, therefore, necessary to change the medical education route from a single track to a multiple track and decrease the proportion of hereditary succession so that a diverse range of people with humanity and compassion may become candidates for medical practitioners. This article suggests some possible ideas for reforms to achieve this goal. It is time to reconsider the hereditary succession of politicians and medical practitioners in Japan because the people need those who have humanity and compassion in their mission spirit to contribute to society over time.

13. Trump 2.0, South Korea’s Martial Law, and Future of Seoul-Tokyo Relations

Abstract:: The year 2025 marks the 60th anniversary of the normalization of diplomatic relations between Seoul and Tokyo. It was originally expected to be a milestone year for bilateral ties and a fitting culmination of nearly three years of hard work by two leaders: President Yoon Suk Yeol and former Prime Minister Kishida Fumio. But that outlook now seems hung in the balance, with new unknowns on the horizon—both expected and unexpected. In this final issue on Japan-Korea relations, we discuss the key factors that are likely to impact the future of bilateral ties and the Camp David trilateral in four major areas: 1) Trump 2.0, 2) political uncertainty in Seoul, 3) weak political support in Tokyo, and 4) resurfacing history issues. The final months of 2024 have brought new unknowns in the shape of leadership changes in the United States, Japan, and potentially South Korea. It is now possible that come January 2025, the leadership trio—President Biden, Prime Minister Kishida, and President Yoon that has made the Korea-Japan rapprochement and the unprecedented trilateral partnership possible will be gone from office. What happens next is impossible to predict, but one hopes that the hard-fought and laboriously planned institutionalization of bilateral and trilateral ties will withstand these changes in leadership. This will be the first true test for Seoul-Tokyo-Washington trilateral partnership since the Camp David summit in August 2023. Japan’s new prime minister, Ishiba Shigeru, and President Yoon agreed in mid-November to “further elevate the bilateral relationship to new heights” towards 2025 and to promote comprehensive cooperation in areas such as “politics, security, economy, culture and social security.” However, following President Yoon’s declaration of martial law on Dec. 3, the future of Seoul-Tokyo relations faces a great deal of uncertainty. Given that it was President Yoon’s political will that initially facilitated rapproachment, depending on what happens to his political future and who comes into office in South Korea, Seoul-Tokyo relations may experience challenges. While conflicts over long-standing history issues have been consciously minimized during this period of rapproachment, they have not gone away, as demonstrated by their inability to reach a consensus on a joint event on the controversial Sado mine.

14. Movement but Minimal Progress

Abstract:: Signs of a possible improvement in Sino-Japanese relations followed a meeting between newly elected Prime Minister Ishiba Shigeru and Xi Jinping on the sidelines of Asia-Pacific Economic Cooperation (APEC) gathering in Peru on November, with the two exchanging vague promises of cooperation. Separately, China softened its position on various issues, saying that an unexpected obstruction had accidentally pushed its spy plane into Japanese airspace, allowing the resumption of imports of Nishikigoi tropical fish that had been suspended since November 2023 and reinstating visa-free entry that had been suspended in the wake of CovidCOVID. The government also indicated that it will gradually resume imports of Japanese seafood and remove a buoy in what Japan considers its exclusive economic zone, though neither has happened yet. Japanese skeptics pointed out that with no resolution on these and a number of other issues such as the detention of Japanese nationals on vaguely worded charges and sporadic violent attacks against Japanese children, it is premature to speak of Xi’s long-postponed state visit to Tokyo.

15. Once Again, Leadership Transitions Challenge US-Japan Alliance

Abstract:: 2024 closes with new governments primed to lead in the US and Japan. A surprise decision by Prime Minister Kishida Fumio to step away from leadership of his party in August led to an unprecedented race to succeed him. Nine members of the Liberal Democratic Party (LDP) fought for the chance to become president of the LDP on Sept. 27, and in a surprisingly tight race, Shigeru Ishiba won the honor and thus became the 102nd prime minister of Japan on Oct. 1. Within days, Ishiba called a Lower House election for Oct. 27. The LDP lost dramatically, and in the Nov. 11 vote in the Diet, Ishiba’s LDP and its partner Komeito formed a minority coalition government. The US similarly was in the throes of political contest. On Nov. 5, Donald Trump won a decisive victory in the presidential election, and in the days that followed, the Republicans were declared winners in both the House and the Senate as well. While Trump’s inauguration will not be until January 2025, his transition team began immediately to announce candidates for his Cabinet and for the many political appointments needed to fill out his new administration. There was little doubt that this would be a far more robust challenge to the status quo than Trump marshaled during his first term. The US-Japan alliance continues to be a fundamental feature of US strategy in the Indo-Pacific. The bilateral agenda for strategic coordination has grown considerably, and significant changes in Japanese defense preparedness are underway. US forces, too, are adapting to the needs of the growing military imbalance in the region. Trilateral US-Japan-South Korea security ties have deepened, and a new trilateral with the Philippines seems promising. Across the region and globally, the US and Japan have joined in broader coalitions of strategic cooperation. And yet, there is concern that this burgeoning agenda of strategic cooperation could flounder as domestic priorities take center stage in both Washington and Tokyo.

16. Regional Overview: The Year of Elections (Finally) Ends

Abstract:: The “year of elections” culminated in the allegedly (but not actually) “too close to call” US presidential elections on Nov. 5, which resulted in Donald Trump’s scheduled return to the oval office on Jan. 20, 2025. Trump has wasted no time identifying his preferences for key leadership positions in his incoming administration, some surprising, some shocking, and a few somewhat disturbing (to us, at least), although most of his national security/foreign policy choices appear more mainstream. While we would not be bold (or foolish) enough to make firm predictions regarding future policy, we will speculate on expected trends and characteristics, while acknowledging at the onset that Trump prides himself on being unpredictable (and has largely succeeded in this quest). While elections elsewhere have gone largely as expected, two unexpected domestic political developments promise to impact US policy and regional stability; namely, the failed attempt by Republic of Korea President Yoon Suk Yeol to declare martial law which resulted in his impeachment, and the political turmoil in Japan that has left the Liberal Democratic Party for the first time in decades finding itself at the helm of a minority government. Elsewhere (and largely overlooked), the usual spate of multilateral meetings took place in the second half of the year—the Asia Pacific Economic Cooperation (APEC) Leaders’ Meeting, the G20 gathering, the East Asia Summit and companion ministerial-level ASEAN Regional Forum (ARF), the BRICS Summit, etc. —amid enhanced military activity and enhanced trilateral/minilateral cooperation.

Abstract:: Africa will remain relevant to Japan as a necessary means to achieve some of its long-term political, economic, and strategic goals. Additionally, Japan seeks to expand its relations with the continent. However, it is diffi-cult to view Japan’s participation in Africa as part of an integrated policy or a well-thought-out long-term strategy, but only as a set of goals and some of the tools and mechanisms used to achieve those goals. This is largely reflected in Japan’s failure to prioritize its economic and political interests in its relationship with Africa. While Japan views Africa primarily through an economic lens, it has other major political interests. As Japan strives to bolster the dynamism of its ongoing development, production, and trade through a manufacturing and trade strategy designed to adapt to circumstances and mitigate crises, the nation has concurrently hei-ghtened its ambition for strategic hotspots, including resources and wealth. This is evident in its keen interest in the African continent and the ongoing competition between European and American powers for control over it.

Abstract:: The Paracel Islands are situated in the South China Sea geographic center and have an important strategic location for the military and the economy. Since 1884, France has represented the Vietnamese state as a protectorate to manage the archipelago. In the context of France seeking to expand its influence into the Asia-Pacific region, disputes over sovereignty over the Paracel Islands occurred during the colonial period between France (representing Vietnam), China, and Japan. The article aims to analyze the importance of the Paracel Islands in the policies of France, China, and Japan in general. Moreover, the specific activities of France in the struggle with China and Japan to affirm and protect sovereignty over the Paracel Islands would also be analyzed. Based on primary and secondary data, along with historical research methods, research methods in international relations, and other interdisciplinary research strategies, the article concludes that the Paracel Islands play an important role in the strategies of France, China, and Japan. Hence, the Paracel issue in this period has gone beyond the framework of traditional territorial disputes, becoming "internationalization” with consequences that persist to the present day. France's policy to exploit and administer the Paracel Islands was persistent, thorough, and systematic in the military, economic, political, and diplomatic spheres.

20. To the Brighter Side. New Tendencies in Erecting Statues of Bodhisattva Jizō in Japanese Buddhist Temples

Abstract:: Japan is a predominantly atheistic country, however, Buddhism is still keeping its influence on society. Firstly, funerals are mostly performed according to the Buddhist ritual. Secondly, several times a year the majority of Japanese families visit their relatives’s graves in cemeteries, belonging to Buddhist temples. As a result, Buddhism is associated first of all with death and funeral. Buddhist priests try to make the image of Buddhism brighter in many ways. In this article, we will look at one of these ways – erecting statues that depict simultaneously the beloved bodhisattva Jizo, the priests themselves, visitors and the dead relatives.

Abstract:: The Kojiki and Nihon shoki have been integral to the formation of Japanese identity, especially since the 18th century. As such, they were constantly exposed to processes of sacralization and desacralization, i.e., the attribution and removal of authority. The research project “Sacred Narrative – The Political Dimension of Japanese Mythology” is concerned with how certain systems of thought or ideology used these texts in a way that raised them to an elevated position or deprived them of it. Organized in three focus areas, the project delves into the topic of the historical change the Kojiki and Nihon shoki underwent in terms of interpretation and instrumentalization from the Edo period up to modern-day Japan. These investigations are integrated into the research group “De/Sacralization of Texts” at the University of Tübingen that started its work in January 2022. In this interdisciplinary context, “Sacred narrative” seeks to promote the integration of East-Asian textuality into general theory formation.

Abstract:: Against the backdrop of the grisly Russia-Ukraine war, the security situation in East Asia may appear conducive to the continuation of the long peace that the region has enjoyed for decades. However, the devastating European war has cast a long shadow eastward. While Russia’s military presence in Asia is deeply curtailed as most of its conventional capabilities are redeployed to the Donbas front in Ukraine, the behavior of maverick North Korea has become more reckless and China’s policy has become less predictable and more assertive. As a result, Japan has adopted a more proactive approach to its international security environment predicated on enhancing its military capabilities and deepening security cooperation with key allies and partners, starting with, but not limited to, the U.S.

23. China’s Interests in North Korean Denuclearization: Reducing the Northeast Asian Security Dilemma

Abstract:: The existential North Korean nuclear and missile threats negatively impact the Asia-Pacific security environment for the United States, South Korea, Japan and Australia. In response, these countries have taken countermeasures to defend themselves against the growing danger from North Korea. As a result, North Korea’s nuclear and missile capabilities indirectly worsen China’s “security dilemma” by spurring the U.S. and its allies to devote greater resources to maintaining a strong security presence in Northeast Asia. This situation is illustrated by Beijing’s consistent criticism of Seoul for allowing the deployment of the U.S. Terminal High Altitude Area Defense (THAAD) anti-ballistic missile defense system in South Korea since 2017. Although South Korea has sought to reassure China that the system is aimed at counteracting the threat from North Korea, Beijing has maintained that the presence of the U.S. THAAD in Korea “clearly undermines China’s strategic security interests” (PRC Ministry Foreign Affairs [FMPRC], August 10, 2022). Although China has been accused of not putting enough effort into the denuclearization process, achieving success in eliminating nuclear weapons from the Korean peninsula would serve China’s security interests in several ways, including by removing a powerful justification for the U.S. and China’s neighbors to devote resources to regional security. In part due to North Korea’s growing missile capabilities, South Korea, Japan and Australia have all recent strengthened their respective missile development programs. In 2021, the United States also lifted the restrictions it had imposed on South Korea limiting the range and payload of its ballistic missiles. According to previous South Korea president Moon Jae, this has removed “security shackles”—allowing South Korea to regain its missile autonomy (Korea Herald, May 22, 2021).

Abstract:: This article synthesizes power transition theory (PTT) at the grand strategic scale with military studies methods at lower levels of analysis. We analyze the Russo-Japanese War, the recent Afghan War, and the ongoing war in Ukraine as conflicts where political-military specificities enabled outmatched powers to win or force a stalemate. These cases demonstrate the decisive influence of power projection, doctrine, geopolitical constraints, and readiness on conflict outcomes. Finally, the authors operationalize PTT at the grand strategic scale alongside military studies methods at the operational level to propose U.S. responses to Chinese regional revisionism.

25. Adaptation of Law and Policy in an Aged Society: Guardianship Law and People’s Behavioural Pattern

Abstract:: This essay reviews some typologies of people’s behavioural patterns and examines relationships between guardianship laws and policies and people’s behavioural patterns in Japan and the State of Victoria. Through such analysis, a consideration regarding the adaptation of law and policy in an aged society is addressed. By reviewing people’s behavioural patterns in these two states, two keywords appear essential in practice under the guardianship law and policy: one is “family reliance”; the other is “value of individual autonomy.” Most Japanese do not rely on legal measures, including adult guardianship when it concerns private autonomy for property management and personal affairs, but they can use legal measures even staying with family reliance. The guardianship law in Japan must be reformed to create a limited guardianship type with less than one year for self-revocation. With the value of individual autonomy, people can decide by themselves what to do for the future. This issue is difficult to tackle because of the legal consciousness of older Japanese adults and the nuanced relationships between relatives. It is recommended that Japanese people should debate value issues in public for a better society and to ensure the people’s participation in social affairs through their own initiatives for establishing the value of individual autonomy. The baby boom generation, who are educated at schools in democracy postwar, may change the behavioural pattern of older adults in the future. The research method is an interdisciplinary literature survey and interviews with experts, with a particular focus on comparative guardianship law and policy studies in Japan and the State of Victoria.

Abstract:: This essay aims to clarify the most popular impacts of the COVID-19 pandemic and examine a future projection of Post-COVID-19 in Japan. This is based on interdisciplinary studies, particularly the literature survey on global governance in English and Japanese. Japan has consistently lived after WWII under the principles of freedom, democracy, human rights, and the rule of law. Given the challenges caused by the pandemic, it is unpredictable how much conflict between multiple powers will hinder national security and economic globalization. The following five actions should be executed: Japan should participate in international research activities to envision a future society, Japan should adopt a unique future concept to address ageing populations and social security reform in their international cooperation, a review of neoliberalism, construction of a society that can respond to societal risks, and political leadership and freedom of speech to deal with serious social risks should be championed.

28. Great Power Politics: The Indo-Pacific, Southeast Asia, and the Global South

Abstract:: 2023 marks the 50th Year of ASEAN-Japan Friendship and Cooperation, and there are expectations that their relationship will be upgraded to a “comprehensive strategic partnership.” Given the good diplomatic, security, and economic relations between Japan and Southeast Asian states, ties are likely to be strengthened. However, Japan is now taking a more competitive strategy toward China, as indicated in the three security documents issued in December 2022, while Southeast Asian states generally continued the same strategic posture by which they have good relations with all great powers in the Indo-Pacific region. Also, while Japan issued the “New Plan for the Free and Open Indo-Pacific” that emphasizes the “Global South,” it remained silent about ASEAN centrality and unity in the Indo-Pacific, and it was unclear what roles Japan expects ASEAN to play. Although both Japan and Southeast Asian states need to adjust their roles in the Indo-Pacific region, it remains to be seen whether the 50th anniversary becomes an opportunity for clarification.

29. The Return of Shuttle Diplomacy

Abstract:: In March 2023, Japan and South Korea had a long-awaited breakthrough in their bilateral relations, which many viewed as being at the lowest point since the 1965 normalization. On March 16, South Korean President Yoon Suk Yeol and Japanese Prime Minister Kishida Fumio held a summit in Tokyo and agreed to resume “shuttle diplomacy,” a crucial mechanism of bilateral cooperation that had been halted for about a decade. Behind the positive developments was President Yoon’s political decision on the issue of compensating wartime forced laborers. The two leaders took steps to bring ties back to the level that existed prior to actions in 2018 and 2019, which precipitated the downward spiral in their relationship. Japan decided to lift the export controls it placed on its neighbor following the South Korean Supreme Court ruling on forced labor in 2018. South Korea withdrew its complaint with the World Trade Organization on Japan’s export controls. Less than a week after the summit, Seoul officially fully restored the information sharing agreement (GSOMIA) that it had with Tokyo. They also resumed high-level bilateral foreign and security dialogues to discuss ways to navigate the changing international environment together as partners. The big question now is whether this trend of restoring and expanding bilateral cooperation would continue throughout and beyond the Yoon presidency. In South Korea, critics argue that his handling of the forced labor issue is not a lasting solution to historical issues with Japan. The breakthrough was not a product of any major change in South Korean public sentiment toward Japan’s past wrongdoings. Nor was it a product of changes in the Japanese position on outstanding bilateral historical and territorial issues. Both the Japanese and South Korean governments, however, feel the urgent need to cooperate for their own national security, and for economic reasons. Whether the advances in the first four months of 2023 will be short-lived or the start of a new partnership and reconciliation will likely depend on how much understanding they both show in seeing things from the other’s perspective and how willing they will be in accommodating the other’s political needs.

30. The US and Japan Build Multilateral Momentum

Abstract:: 2023 brings a renewed focus on the US-Japan partnership as a fulcrum of global and regional diplomacy. With an eye to the G7 Summit in Hiroshima in mid-May, Prime Minister Kishida Fumio began the year with visits to G7 counterparts in Europe and North America. Later in the spring, he toured Africa in an effort to gain understanding from countries of the Global South. The Joe Biden administration looks ahead to a lively economic agenda, as it hosts the APEC Summit in November on the heels of the G20 Summit in New Delhi in September. National Security Advisor Jake Sullivan laid out in detail the economic ambitions of the Biden national strategy on April 27, giving further clarity to how the administration’s foreign policy will meet the needs of the American middle class. Regional collaboration continues to expand. Both leaders will gather in Australia on May 24 as Prime Minister Anthony Albanese hosts the third in-person meeting of the leaders of the Quad. Also noteworthy in this first quarter of 2023 is the progress in ties between Japan and South Korea. Trilateral consultations began early in the Biden administration, and after the election of President Yoon Suk Yeol last spring, the groundwork for resolving the many difficulties in the bilateral relationship began. This spring, President Yoon and Prime Minister Kishida revealed their progress in a set of visits to each other’s capitals. A trilateral summit is planned for the G7 Summit, which Yoon will attend as an observer. Overshadowing this active multilateral calendar is the continuing war in Ukraine. Both Kishida and Biden have visited President Volodymyr Zelenskyy in his capitol. The United States and Japan remain stalwart supporters of the Ukrainian defense effort as Ukrainians prepare for the spring counteroffensive against Russian forces. Yet questions have arisen within the US Congress over the scale and duration of military aide provided to Zelenskyy. Interestingly, there remains little doubt about the Kishida Cabinet’s support of Ukraine. While Japan does not provide lethal aid, it has joined in solidarity with European nations to contribute to the complex humanitarian relief needed by the Ukrainian people. Political choices will also shape the remainder of the year. President Biden on April 25 announced his run for a second term in the 2024 election. The Republican field of candidates begins to emerge with former UN Ambassador Nikki Haley officially declaring her candidacy on Feb. 14, and Florida Gov. Ron DeSantis, while not yet official, has been the center of media attention. Former President Donald Trump has already begun his rallies, having announced his candidacy on Nov. 15. In Tokyo, talk of a national snap election continues, with the latest rumors suggesting that Kishida, coming off his party’s good showing in local elections in April, might opt for a ballot after the G7 Summit in Hiroshima.

Abstract:: The last four months of 2022 saw a flurry of bilateral diplomatic activities between Japan and South Korea in both nations’ capitals and around the world. They focused on 1) North Korea, 2) the issue of wartime forced labor, and 3) the future of Seoul-Tokyo cooperation in the Indo-Pacific region. Despite mutual mistrust and the low approval ratings of Prime Minister Kishida Fumio and President Yoon Suk Yeol, both leaders had the political will to see a breakthrough in bilateral relations. Another signal came in the form of new strategy documents in which Seoul and Tokyo explained their foreign and security policy directions and goals. On Dec. 16, the Kishida government published three national security-related documents—the National Security Strategy (NSS), the National Defense Strategy (NDS), and the Defense Buildup program. On Dec. 28, the Yoon government unveiled South Korea’s Strategy for a Free, Peaceful, Prosperous Indo-Pacific Region, its first-ever Indo-Pacific strategy. Although each document serves a somewhat different purpose, it is now possible to gauge how similarly or differently Japan and South Korea assess challenges in the international security environment, and how they plan to respond to them. Importantly, they signal the other, the United States, and the world that they acknowledge the strategic and economic importance of their partner in their vision of the future. When one considers the future of Japan-South Korea relations, what are some of the most important takeaways?

32. Japan-China Relations: A Period of Cold Peace?

Abstract:: In the sole high-level meeting in the reporting period, on the sidelines of the APEC meeting in Bangkok in November, General Secretary/President Xi Jinping and Prime Minister Kishida Fumio essentially talked past each other. At an earlier ASEAN+3 meeting in Phnom Penh, Premier Li Keqiang and Kishida not only talked past each other but pointedly walked past each other. There was no resolution of major issues: the Chinese position is and remains that Taiwan is a core interest of the PRC in which Japan must not interfere. Japan counters that a Chinese invasion would be an emergency for Japan. On the islands known to the Chinese as the Diaoyu and to the Japanese as the Senkaku, Tokyo considers them an integral part of Japan on the basis of history and international law while China says the islands are part of China. On jurisdiction in the East China Sea, Japan says that demarcation should be based on the median line and that China’s efforts at unilateral development of oil and gas resources on its side of the median are illegal. Beijing does not recognize the validity of the median line. Economically, a number of Japanese industries have been decoupling from China out of concern for the integrity of their supply chains and for security reasons while others are planning to expand operations there. Both sides continued their respective defense buildups while accusing the other of military expansionism.

Abstract:: In the wake of the death of former Prime Minister Abe Shinzo, the fall brought unexpectedly turbulent politics for Prime Minister Kishida Fumio. In the United States, however, President Joe Biden welcomed the relatively positive outcome of the midterm elections, with Democrats retaining control over the Senate and losing less than the expected number of seats in the House. Diplomacy continued to be centered on various impacts of the Russian invasion of Ukraine, but both Biden and Kishida focused their attention on a series of Asian diplomatic gatherings to improve ties. Chinese President Xi Jinping’s attendance at the G20 Meeting in Bali and APEC gathering in Bangkok proffered the opportunity finally for in-person bilateral meetings for both leaders. Finally, Japan’s long awaited strategic documents were unveiled in December. A new National Security Strategy (NSS) took a far more sober look at China’s growing influence and included ongoing concerns over North Korea as well as a growing awareness of Japan’s increasingly difficult relationship with Russia. Accompanying the NSS is a 10-year defense plan, with a five-year build-up commitment, that gave evidence that Kishida and his ruling coalition were serious about their aim to spend 2% of Japan’s GDP on its security. The desire for greater lethality was also there, with the inclusion of conventional strike investment.

Abstract:: Free trade is considered to make a positive contribution to both domestic and international economy because of the removal of trade barriers. The importance of free trade can be seen from the increasing free trade agreements between developed and developing countries. The involvement of developing countries in free trade agreements enables them to make efficiency and maximize the benefits of implementing free trade agreements. Developing countries however often do not get results that are as expected in the Free Trade Agreement (FTA). For example, Indonesia has not yet obtained the outcomes that were expected in the implementation of the Indonesia-Japan Economic Partnership Agreement (IJEPA). The results highlight that one fundamental factor for obtaining optimal benefits from a trade agreement is internal coordination prior to the negotiation process.

Abstract:: Contrary to the Japanese Foreign Ministry's claim that Koreans never demonstrated any clear basis for its claims that it had taken effective control over Dokdo (Takeshima) before 1905, the Ministry ignores the critical role of the Korean media, especially major Korean newspapers such as the Hwangsŏng Newspaper and Dongnip Sinmun (Independent), in publicizing and mobilizing Korean nationalism through a sustained assertion of Korean sovereignty over Dokdo. By publishing articles which officially denounced Japanese intrusion into Dokdo or the Japanese government's feigned ignorance and disregard for such an act, or articles which explicitly discussed the long history of Korea's recognition of Dokdo and Ulleungdo as her nascent territories, Korean newspapers not only expressed Korean nationalism by incorporating anti-Japanese sentiment. They also emphasized Korea's ancient consciousness of national unity by clearly declaring that at the heart of such nationalism and rhetoric was a strong identification of Dokdo and Ulleungdo as Korea's historic territories. Korean newspapers were instrumental in publicizing Korean consciousness about Dokdo and Ulleungdo by not only reporting on Japanese intrusions into Dokdo, educating the Korean public on the ancient history of Dokdo and Ulleungdo, but also serve as crucial evidence proving that Japan willfully ignored Korea's national sovereignty and judicial authority to wrest away Korean sovereignty over Dokdo and Ulleungdo.

Abstract:: China’s great power over North Korea eroded when COVID-19 control measures ended most trade with the Kim regime. Moreover, China’s conflicts with various countries mean Beijing cannot afford to alienate any friend, and Kim Jong Un knows that. Beijing is still influential in Seoul, but it lost much of its clout when the conservative-leaning candidate prevailed in the March 2022 presidential election. China will also suffer a loss in standing because it is paying less attention to Korean affairs and is closing itself off to the world.

Abstract:: Since the 1950s, Japanese non-state actors in the international anti-nuclear weapons movement have disseminated the dangers of nuclear weapons, tied to Japanese experiences of the atomic bombings of Hiroshima and Nagasaki in 1945. Coming from the only country that has experienced nuclear attacks, they provide much needed evidence of the humanitarian impacts of nuclear weapons. These actors include survivors of the atomic bombings, commonly known as hibakusha, who have initiated and persistently maintained the humanitarian focus on nuclear discourse for decades. This paper examines their contributions to eyewitness testimonies on the impacts of nuclear weapons and their efforts leading to major milestones in international efforts for nuclear abolition. It also focuses on the roles played by the Japan Confederation of A- and H-Bomb Sufferers Organization (Nihon Hidankyo) and the Japan Association of Lawyers Against Nuclear Arms (JALANA), which made tremendous contributions facilitating the success of the World Court Project in the 1990s and the Humanitarian Initiative in the 2010s that led to the 2017 Treaty on the Prohibition of Nuclear Weapons. Non-state Japanese contributions were, unfortunately, under-recognised, and the successes of international nuclear abolition were often attributed to other international actors. Hence, this paper recognises the contributions of non-state Japanese actors in sustaining the international anti-nuclear weapons movement and achieving the nuclear ban treaty.

Abstract:: In the 21st century, China’s rise has been shifting global and regional geopolitical scenari- os. Faced with its growth and fears of being perceived as a threat, China sought to associate its eco- nomic and political emergence with the preservation of the current international system, empha- sizing speeches about a peaceful development and harmonious world in which it would be an actor who wants to grow and accommodate the world order. However, changes in the balance of power and its continued rise have caused China’s behaviour to change in its own region, especially regard- ing maritime disputes and affecting other countries’ perceptions. By applying Neoclassical Realism, this paper analyses the Chinese foreign policy in the 21st century, elucidating its behaviour in terms of the country’s action and reactions regarding the dispute over the Senkaku/Diaoyu Islands and shows the perceptions of other countries to that behaviour. The article concludes that perceptions concerning the balance of power, Chinese capabilities, nationalism, regime legitimacy, and on lead- ership images affect the intensity of Beijing’s responses and foreign policy about maritime territorial disputes. Abstract:: National security has been classically conceived as a narrowly military and state-centric concept, especially in the Western industrial world. Security is, generations of strategists and statesmen have told us, a matter of defending core nation-state values and interests by force of arms. Two world wars across the first half of the twentieth century, and a long nuclear confrontation to follow, engrained this military and state-centric conception deeply into global consciousness and public discourse. The tragic COVID-19 crisis now confronting us suggests that this logic may be flawed, or at least oversimplified. Over 2.3 million people worldwide died in the first year of this global pandemic, with well over 100 million infected. These figures are likely understated.44 Untold millions of people continue to suffer from “long COVID” maladies around the world.

Abstract:: Since the late 2010s, the concept of the “Indo-Pacific” has been becoming increasingly significant in the international political arena. In August 2016, Japanese Prime Minister Shinzo Abe proposed a policy of “Free and Open Indo- Pacific” (FOIP) as Japan’s new diplomatic vision at the Tokyo International Conference on African Development (TICAD) VI held in Kenya. The FOIP strategy was supported by the Donald Trump administration followed by the renaming of the United States Indo-Pacific Command. However, China has viewed the FOIP as a containment strategy against the Chinese Belt and Road Initiative (BRI). The FOIP vision is unclear for general observers, and it might cause a security dilemma with the Chinese BRI. Is it possible for the FOIP vision to coexist with China’s BRI, or are these two strategic visions destined to clash with each other? In an attempt to answer these questions, the article aims to provide multiple perspectives of the FOIP concept by applying international relations (IR) theory. This article warns that the FOIP and the BRI are likely to bring about diplomatic tension that could be escalated into a military skirmish over the territorial dispute. In order to avoid the possible military clash, it finally seeks to explore possible future pathways of the peaceful coexistence of the two visions in the Indo-Pacific region.

Abstract:: Journalists who described Oriental theatres usually based their narrative on personal experience. Both specialist, mass and popular press paid particular attention to elements that distinguished Japanese and Chinese theatre from their European counterpart. The length of performance, innovative technical solutions, different acting style were the elements that received most attention. Nonetheless, sometimes it was impossible to explain the origins of those differences. Furthermore, the above-mentioned differences usually spoke against Chinese theatre. It was criticized for different music, moveable stage scenery, exaggerated acting that was hard to understand. Such attitude was the result of lack of understanding of Chinese opera’s conventions. On the other hand, press eagerly commended the richness of Chinese actors’ costumes and ,,shadow puppet theatre”. Moreover, Polish press also stressed that both classical and modern Chinese theatre enjoyed immense popularity among Chinese people. Polish press went easy on theatrical art in Japan depicting differences that were in many cases the same as in Chinese theatre as something neutral, even positive as it gave the play magical touch. Sometimes it was emphasized that Japanese theatre could become a source of inspiration for its European counterpart. It was praised for masks, costumes, moveable stage scenery and music. It is interesting that in the last two instances Chinese theatre was looked down on. Polish press also spoke favourably of puppet theatre and ,,Takarazuka” performances. On the other hand, magazines’ opinions on acting varied.

Abstract:: The global pandemic caused by the onset of the novel coronavirus known as COVID-19 has tested governance at both the national and international levels by challenging the capacity of nations to provide effective public health solutions to protect their citizenry. The pandemic has deepened preexisting international rivalries while also creating diplomatic opportunities to promote international cooperation and public diplomacy. Rather than serving as a turning point for a new era in international relations, the pandemic and the global response appear primarily to have accelerated preexisting trends. In Northeast Asia, the pandemic has accelerated deepening rivalry between the United States and China, reinforced political paralysis between Japan and South Korea, primarily by providing a pretext for privileging domestic concerns and constituencies at the expense of international relations, and has generated heightened new foreign policy challenges resulting from deepening identity-based major power rivalries. This chapter reviews the deepening of identity-based challenges facing Japan-South Korea relations prior to 2020, examines the conditions generated by leadership responses in both countries to the pandemic, identifies missed opportunities for pandemic-related cooperation between the two countries, and addresses challenges and opportunities facing the Japan-South Korea relationship in the context of anticipated recovery from the pandemic as well as the shifting geopolitical environment as tensions mount between China and the United States.

44. The Pandemic as a Geopolitical Game Changer in the Indo-Pacific: The View from Japan

Abstract:: The coronavirus pandemic that struck in late 2019 has affected the world profoundly, and Japan is no exception. But the direct impact on Japan has been relatively small considering the number of cases of infections and deaths relative to the size of Japan’s population, particularly considering its elderly population and high density. For instance, among the G7 countries, Japan has had the fewest cases of infections (4,690 per million population as of May 2, 2021) compared to 32,276 in Canada, 40,620 in Germany, 64,804 in the United Kingdom, 66,828 in Italy, 86,283 in France, and 99,652 in the United States. Similarly, among the G7 countries, Japan has had by far the fewest number of deaths (81 per million population as of May 2, 2021) compared to 638 in Canada, 996 in Germany, 1,601 in France, 1,776 in the United States, 1,870 in the United Kingdom, and 2,004 in Italy. This chapter argues that although the direct disruptions to Japan resulting from the pandemic have been less than to the other G7 countries, the effect of the pandemic on other nations with strong geopolitical importance to Japan—in particular, the United States and China—coupled with changes in Japan’s domestic political and economic environment have accelerated changes in geopolitical posture and direction that were already in progress in Japan. The fundamental geopolitical challenge facing Japan is how to ensure its military security, political independence, and economic prosperity in the face of a less reliable and less predictable United States and a more powerful and more assertive China. For Japan, the ideal resolution of this challenge is to maintain positive and constructive relations with both countries, while recognizing the reality that even as economic ties with China—whether in trade, investment, finance, tourism, or the exchange of people—are growing relative to ties with the United States, political and security ties (and the sharing of common values) with the United States remain the centerpiece of Japan’s foreign policy. Given this context, it is only natural that Japan would seek to diversify and strengthen its relationships with other countries, regions, economic arrangements, and international organizations and institutions. This diversification, which could be seen since the end of the Cold War in the early 1990s, has gained momentum in recent years, and the pandemic has served only to accelerate it. The analysis proceeds through the examination of the following: 1) pandemic chronology; 2) Japan’s domestic politics; 3) relations with the United States; 4) relations with China; 5) Japan’s diversification strategy; and 6) conclusions.

45. The Big Squeeze: Japanese Supply Chains and Great Power Competition

Abstract:: Japan led, and was transformed, by the global supply chain revolution. Facing growing protectionism in industrialized markets and reeling from sharp yen appreciation in the aftermath of the 1985 Plaza Accord, Japanese firms responded with a drastic increase in their overseas investment activities. In so doing, many of these companies spearheaded the movement towards the fragmentation of production across national boundaries that sought efficiency gains by pooling the competitive advantages of different locations. Japan’s experience with the first supply chain revolution was transformative. It altered its export-led model with important implications for its foreign policy. Japanese investments in the United States helped abate trade frictions; integrated production was at the heart of the project to rebuild relations with China, and Japan’s lead as foreign investor in Southeast Asia has been a pillar of its blueprint for regional integration. The strains in the rules-based international trade order, however, have raised questions about the ability of global supply chains to continue to operate effectively. The U.S.-China geopolitical rivalry has manifested in a damaging trade war, and moves to restrict tech flows are creating decoupling pressures. The COVID-19 pandemic has exacerbated these trends with lockdowns that disrupt supply chains while export protectionism and calls to renationalize production are on the rise. The intensified risk environment could lead to a second supply chain revolution with a greater emphasis on redundancy and diversification and bifurcation of productive chains. How will Japan respond to the challenges to international production, a central engine of its economic prosperity, and with what consequences for its relations with major powers? To provide greater clarity on this overarching question, this paper is organized as follows. Section 1 describes the central role of Japanese firms in the emergence and deepening of regional production networks. Although Japan’s overall share of intra-regional trade has decreased in the 21st century—in tandem with China’s rise as regional hub- Japanese firms have retained their central role in GVCs (Global Value Chains) through their advanced manufacturing capabilities. Section 2 offers a glimpse of past and recent supply chain shocks—China’s embargo of rare earth metals, the Great East Japan Earthquake in Tohoku, and the Japan-Korea export control dispute—to illustrate both sources of vulnerability and resilience of Japanese GVCs. Section 3 assesses the systemic shift brought about by revived great power competition, and identifies some early adjustment responses from Japanese firms to a new normal of heightened geopolitical tension.

Abstract:: The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. Abstract:: An ironic feature of U.S. strategic culture is a rather distinctive disinterest in the study of our own or others’ strategic cultures. The U.S. security institutions find themselves energized about cultural study during irregular conflicts in which the cost of cultural ignorance is made plain, but they persist in under developing the ability to apply that same cultural acumen to great power conflict and key relationships with allies. During the last 100 years of fighting, U.S. defense institutions have repeated a pattern of investing in cultural study during short bursts of counterinsurgency fighting and then abandoning it along with its lessons learned at the termination of conflict. As a consequence, U.S. planning efforts—including those now being designed for future great power conflict—suffer from an unnecessarily narrow optic and fail to account for the full range of perspectives and plausible courses of action considered by an adversary. America’s allies know it and are frustrated by it. More importantly, U.S. adversaries know it and plan to exploit it. The study of strategic culture accounts for the ways in which the culture of a group, whether it be the constructed culture of a nascent terrorist organization or the enduring culture of a nation, impacts thinking and decision making regarding defensive and offensive approaches to security. Within a complex state like Russia or China, one must account for sweeping national narratives that cultivate collective mentalities and impact decision making but must also include the internal cultures of key organizations within the nation’s security community. These organizations often develop distinctive identities, values, perceptions, and habits of practice that can be consequential in moments when the organization’s leaders wield instruments of state power. In the first section of this special edition of the Journal of Advanced Military Studies (JAMS) on strategic culture, Drs. Ali Parchami, Ofer Fridman, Neil Munro, W. A. Rivera, and Major Evan Kerrane provide strategic culture profiles on key U.S. adversaries: Iran, Russia, and China. Their work reflects the complexity involved in identifying and analyzing the narratives and drivers that compete for dominance across these three strategic culture landscapes. Acquainting ourselves with the multivariate and often-contested internal constructs that produce the behavior of our adversaries helps expand our own thinking about the range of possible and plausible competitive strategies we are likely to see from them. The second section of this issue highlights the utility of understanding not only U.S. adversaries but also American allies and partners. Drs. Matthew Brummer and Eitan Oren examine the effort by Japan’s military leaders to shift their own strategic culture through an influence campaign aimed at altering domestic perceptions concerning the appropriate role for the military and thereby expanding its ability to more actively cooperate with the United States in maintaining peace and stability in Asia. Whether they are successful has direct implications for U.S. alliance constructs in the Pacific and the action that might be reasonably expected from Japan should U.S. conflict with China become kinetic. Katie C. Finlinson offers analysis that benefits U.S. deterrence and nonproliferation efforts. She employs a two-tiered research approach— leveraging both strategic culture and analysis of national role conception—as a useful framework for assessing the propensity of the United Arab Emirates to consider weaponizing civilian nuclear knowledge and infrastructure. Finlinson offers an approach repeatable for other potential over-the-horizon states and demonstrates the interplay between a state’s strategic culture and powerful exogenous factors—like security assurances from the United States and potential nuclear acquisition by Iran—in determining outcomes. Finally, Dr. Mark Briskey offers a look at the aspects of Pakistan’s strategic culture that exist as an outgrowth of its army’s most formative historic experiences and have resulted in deeply entrenched perceptions of self, of key adversaries, and perceptions of the past that must be understood by Western partners seeking Pakistan’s cooperation and partnership in the region. Our third section offers a close look at the ways in which cultural analysis can illuminate policy options on particularly difficult problem sets. One of these is assessing will to fight on the part of both allies and adversaries. Dr. Ben Connable recommends a diagnostic tool developed and trialed by the Rand Corporation that demonstrates promise in advancing the ability of defense institutions to anticipate will to fight in kinetic conflicts but also will to act in consequential ways by great powers engaged in strategic competition. Benjamin Potter, Emilee Matheson, and Jeffrey Taylor follow with applications of the Cultural Topography Framework, an approach to cultural data assessment and application that benefits from the insights supplied by the sort of comprehensive strategic culture profiles offered in section one of this issue and translates these into actionable intelligence against discrete problem sets. Their work, respectively, illuminates policy options for containing a potentially escalatory situation in Transnistria, decreasing violence and looting through a more effective reintegration strategy for former members of the Lord’s Resistance Army in Central Africa, and reexamining the value of technological advances in the U.S. nuclear arsenal, which may be having a deleterious impact on its deterrence strategy. The special issue concludes with a review essay by Dr. José de Arimatéia da Cruz, which offers readers critical analysis of three volumes of strategic culture scholarship. The articles collected for the special issue demonstrate a range of ways in which the study of strategic culture delivers critical insights to policy planners and strategists. Understanding other great powers on their own terms—the identities they seek to establish or defend, the values that inform their policies, the norms of strategic competition or warfighting that they deem acceptable and effective, and the worldview they espouse (whether an accurate fit with objective realities or not)—prepares policy makers to craft plans and strategies in ways that are tailored for maximum advantage vis-à-vis a particular adversary. Given the steady shutdown of cultural inquiry labs and training facilities across the U.S. defense and security community, it is worth issuing a stern reminder that the advantage of knowing one’s enemy is far more consequential when engaged in great power conflict than in the irregular conflicts in which U.S. institutions have learned its worth. This issue of JAMS is provided as a resource to both reinforce that point and supply a wealth of initial material in advancing it.

Abstract:: The New Security Legislation (NSL) passed through the Japanese Diet in 2015 has created concerns among the public and some parts of the academia about whether Japan’s potentially unhindered actions will destabilize the region. By adopting a civilian power ontology within the neoliberal framework, this study analyzes the 2015 NSL and its implications through three hallmark civilian power credentials: internationalization; the scope of the use of force; and the autonomy of security policy. The analysis and empirical evidence suggest that even after allowing for collective self-defense through the 2015 constitutional reinterpretation and the ensuing expanded scope for international security activity, Japan can still be narrowly considered a civilian power.

Abstract:: In 2019, the 38th Commandant of the Marine Corps released his planning guidance that laid out the strategic focus and future direction of the Marine Corps. General David H. Berger’s intent for the following four years concurred with the analysis of the previous Commandant and the necessary alignment of the Corps with the National Defense Strategy for the future needs of the Fleet by focusing on five areas: force design, warfighting, education and training, core values, and command and leadership. General Berger cogently noted that the coming decade will be characterized by conflict, crisis, and rapid change—just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. Berger’s primary concern is that the Marine Corps is not fully prepared— equipped, trained, or organized—to support the naval force. To that end, force design became the priority for Marine Corps efforts to fulfill its role for the Fleet as prescribed by the U.S. Congress. The level of change required to integrate the Corps of the future with the naval forces of today would not happen overnight and certainly not without a great deal of growing pains to ensure the Corps is equipped and prepared for the future security environment. When Force Design 2030 was released in March 2020, the Marine Corps was prepared to make the force-wide changes necessary to partner with the Navy and serve as the country’s naval expeditionary force. Our current force design, optimized for large-scale amphibious forcible entry and sustained operations ashore, has persisted unchanged in its essential inspiration since the 1950s. It has changed in details of equipment and doctrine as technology has advanced toward greater range and lethality of weapon systems. In light of unrelenting increases in the range, accuracy, and lethality of modern weapons; the rise of revisionist powers with the technical acumen and economic heft to integrate those weapons and other technologies for direct or indirect confrontation with the U.S.; and the persistence of rogue regimes possessing enough of those attributes to threaten United States interests, I am convinced that the defining attributes of our current force design are no longer what the nation requires of the Marine Corps. Berger’s plan pointed to specific areas of change required to make force design a reality: the size, capacity, and capability of the Corps. In an austere fiscal environment, the Marines must assess their current capabilities to achieve a smaller footprint with broader reach—do more with less. As the reality of COVID-19 and the 2020 U.S. presidential election have so poignantly reminded us all, these tasks cannot and should not rest on any single shoulder and any response should be well considered and intended to benefit the greater good. This issue of the Journal of Advanced Military Studies (JAMS) will address elements of the Commandant’s Planning Guidance, particularly the concept of naval integration and what it means for the Services, especially the Marine Corps. Our authors look to the past for relevant examples of military successes and failures of integration, but they also discuss how future warfare will play out based on these concepts. The authors explore the topic from a variety of perspectives, including those for and against, and they offer analyses of past and current attempts and what naval integration may mean for the future of the Corps. The following articles present the capabilities that will be required to shift from a traditional power projection model to a persistent forward presence and how the Marine Corps can exploit its positional advantage while defending critical regions. Our first author, Dr. Matthew J. Flynn, presents a historical approach to the topic in his article “The Unity of the Operational Art: Napoleon and Naval Integration.” Flynn’s research calls for greater coordination between the sea and land domains to improve U.S. national security. His article draws parallels between Napoleon Bonaparte’s defeat and the importance of naval integration for military success: “Napoleon’s fate reveals a great deal about naval integration and how it explains France’s defeat and, most importantly, that there is but one operational art—not one for land and one for sea.” Our second author, Andrew Rhodes, also relies on a historical example with his discussion of the salient lessons that can be learned from the Sino-Japanese War. Rhodes encourages professional military educators and planners who are developing future operational concepts to look beyond simply retelling history and consider how the legacy of this conflict might shape Chinese operational choices. He reinforces From the Editors 9 Vol. 11, No. 2 the concept that military history is not simply a resource for answering concerns about future conflict, but it encourages us to ask better questions about the role of the sea Services and how they can handle uncertainty when preparing for the future. Lieutenant Colonel Michael F. Manning’s “Sea Control: Feasible, Acceptable, Suitable, or Simply Imperative” offers a historical review of early twentieth century Japanese naval battles as a framework to model possible future contests for control of the maritime domain. Manning believes that control of the maritime domain is a prerequisite for assured access and sets the condition for successful Joint operations. Manning believes that “nations not only have to compete with their enemy’s major air and naval capabilities but must also defend against land-based airpower; missiles; torpedoes; short-range, antisurface warfare assets; and coastal mines.” Colonel Scott Erdelatz (Ret) and his team of coauthors focused on an old approach for a new era of naval integration that acknowledges the long-term threat posed by China but also considers how much of what we know as the Marine Corps should be retained to fulfill other missions. Erdelatz et al. also analyze how radical integration might incur significant risk for the Marine Corps if long-term force structure decisions are based on still-evolving concepts and unproven technologies. Major Michael Kohler’s article, “The Joint Force Maritime Component Command and the Marine Corps: Integrate to Win the Black Sea Fight,” discusses how most current Marine and Navy integration takes place at the Service-chief level and primarily focuses on the Pacific. Kohler, however, believes that naval integration is also an important component of a successful defense against Russian expansion in the Black Sea region. Dr. John T. Kuehn shifts the focus to carriers and amphibious operations with his article “Carriers and Amphibs: Shibboleths of Sea Power.” Dr. Kuehn argues that aircraft carriers and Amphibious Ready Groups (ARGs) with an embarked Marine Expeditionary Unit represent shibboleths of seapower that conflate a deeper understanding of where the U.S. Fleet belongs now and where it needs to go in the future to face the challenges of the twenty-first century. Major B. A. Friedman’s article, “First to Fight: Advanced Force Operations and the Future of the Marine Corps,” then circles back to the traditional Marine Corps stance as always first to fight and the need for advanced force operations in the Corps of the future. Steven A. Yeadon’s article, “The Problems Facing United States Marine Corps Amphibious Assault,” rounds out the current perspective with a review of issues the Marine Corps has faced with amphibious assaults. Yeadon offers actionable information on current limitations and vulnerabilities of U.S. amphibious forces to chart a way forward for a robust forcible entry capability from the sea. Ludlow’s article, “Losing the Initiative in the First Island Chain: How Organizational Inefficiencies Can Yield Mismatched Arsenals,” presents what may be considered a losing proposition of initiatives in China’s First Island Chain; however, strategic gaps in capabilities have emerged that could dramatically impact the ability to execute an island-defense strategy. The final article by Lieutenant Colonels Terje Bruøygard and Jørn Qviller, “Marine Corps Force Design 2030 and Implications for Allies and Partners: Case Norway,” offers a larger discussion of Force Design 2030 and its future implications for American allies with a case study on Norway. The authors encourage the Department of Defense to consider greater interoperability between and among Services and allies, including increased communication with allies on changes happening at the Service and national level of the U.S. armed forces. The remainder of the journal rounds out with a review essay and a selection of book reviews that continues our focus on naval integration, but it also highlights continuing challenges in national security and international relations. The coming year will be busy for the JAMS editors as we work to provide journal issues on a diverse range of topics relevant to the study of militaries and defense.
