151. Revitalizing the Rebalance: How to Keep U.S. Focus on Asia

In November 2011, President Barack Obama announced that the United States would rebalance to the Asia-Pacific region. Although this shift had been underway for years, experts across the Pacific generally welcomed Washington's increased attention. From the beginning, however, the U.S. Congress and governments in Asia have questioned whether the rebalance announcement was backed by the necessary resources and implementation strategy. Under the 2012 National Defense Authorization Act, Congress tasked an independent assessment of the rebalance strategy with a particular focus on plans for realigning U.S. forces in the region. In authoring that independent assessment and a recent follow - on report for the Pentagon, we conducted hundreds of interviews and concluded that the general thrust of the strategy was right, but further efforts were needed to articulate and implement the strategy with greater clarity and consistency for the Congress as well as U.S. allies and partners. Two years after that initial review, we have updated our own findings and concluded that implementation of the rebalance is proceeding apace, but some of the foundational conceptual and resource problems remain. With just two years remaining in the Obama administration, it is vital that the United States revitalize the rebalance and keep its focus on Asia.

A new government took office in India in May 2014 under the prime ministership of Narendra Modi. One of the first decisions it took was to invite the member states of the South Asian Association of Regional Cooperation (SAARC) for the swearing - in ceremony. The decision was a surprise but widely viewed as a great move, underscoring the resolve of the new government to embed India firmly within the South Asian regional matrix. It also underlined that, even though Modi's priorities will be largely domestic, foreign policy will continue to receive due attention. Modi also immediately set for himself a frenetic pace of international travel for the remainder of 2014, covering countries as diverse as Bhutan, Japan, Brazil, Australia, Nepal, and others in Southeast Asia.

TOKYO—The concrete and steel tsunami wall at a nuclear plant south of Tokyo is nearly 50 feet high and stretches a mile long. It is only one of a host of other earthquake and tsunami refits—waterproofing some of the most vital areas of the plant, backing up cooling systems, and improving venting for the facility in the event of hydrogen build up. On March 11, 2011, known as 3/11 in Japan, in the aftermath of the nuclear disaster at Fukushima Daichi, thousands died in the earthquake and resulting tsunamis; countless others lost their lands and livelihoods. There were a number of casualties from stress, dislocation, and more, especially among the elderly. And worse yet, future health fallouts are still to be seen. It was unquestionably a social and cultural calamity for a country that has had so many in its past, yet always seems to recover and come back stronger than ever.

Middle power theory is enjoying a modest renaissance. For all its possible limitations, middle power theory offers a potentially useful framework for thinking about the behavior of, and options open, to key states in the Asia-Pacific such as South Korea, Japan and Australia, states that are secondary rather than primary players. We argue that middle powers have the potential to successfully implement 'games of skill', especially at moments of international transition. Frequently, however, middle powers choose not to exercise their potential influence because of extant alliance commitments and the priority accorded to security questions. We sub-stantiate these claims through an examination of the Australian case. Australian policymakers have made much of the potential role middle powers might play, but they have frequently failed to develop an independent foreign policy position because of pre-existing alliance commitments. We suggest that if the 'middle power moment' is to amount to more than rhetoric, opportunities must be acted upon.

Abstract:
The United States uses two forms of multilateralism to increase levels of foreign public support for military action: diplomatic multilateralism and operational multilateralism. Diplomatic multilateralism is typically done by obtaining a United Nations Security Council resolution authorizing military action. The use of multinational forces, the so-called coalition of the willing and many flags program, is an example of operational multilateralism. While scholars have empirical evidence that diplomatic multilateralism generates foreign domestic support for the use of force, there is no equivalent study for operational multilateralism. We do not know if or how much the two types of multilateralism would differ in inducing foreign domestic support for military action. This article, by using Japan as a field of survey experiment, answers these questions.

As Yukiko Koshiro appropriately notes at the outset of her striking new study, the Asia-Pacific component of World War II comes with many labels, each associated with particular audiences. 'Pacific War' is the preferred term for most Americans, who focus on the fight between Japanese and American forces in the Pacific. 'Fifteen Years' War' is used by Japanese Marxists to describe a much longer series of battles begun on the Asian continent in 1931 and expanding to wider destruction through 1945. 'Greater East Asia War' is the label of choice of the Japanese right, which continues to imagine a battle for' liberation' of Asian peoples from Western imperialism.

For the better part of a decade, the United States has been mired in mediocrity, settling for what feels like a new normal of low eco- nomic growth, stagnant wages, political intransigence, and an unending war or terror. Many think America's better days are behind it. Richard Haass, the president of the Council on Foreign Relations, disagrees. In Foreign Policy Begins at Home , Haass attempts to reverse American defeatism and assuage fears of American decline, arguing instead that the United States is simply underperforming, suffering from "American made" problems that can be corrected by restoring the "foundations of its power." He explains that America's true strength abroad comes from its strength at home, and if America is to provide global leadership it "must first put its house in order." While much of Foreign Policy focuses on policy prescriptions that would restore American strength, the true contribution of the book is its explanation of why such a strategy is needed.

The world has seen the international distribution of power gradually shifting, driven in great part by China's rise and America's relative decline. Almost continuously for two decades, China has kept double-digit growth rates in defense spending and, consequently, made military build-ups that are unprecedented in modern international history. China has also demonstrated a series of increasingly assertive diplomatic and military actions as related to its irredentist claims to Taiwan, the Senkaku Islands, the Spratly Islands, and the Paracel Islands, among others. Although the regional security order of the East Asia and the Western Pacific appears sufficiently stable, the US and its major regional allies together have to deter and, if necessary, defeat possible China's armed aggression against the territorial status quo. Doing so is a challenge even for the hegemonic US, on the grounds that the aftermath of the 2008 Lehman Shock has seriously impaired the health of the US political economy, and that its defense spending is anticipated to undergo one major cut after another, at least, for a decade to come.

Abstract:
All through the ages, Shakespeare's literary oeuvre has occupied a canonical status in world literature, primarily because of its universal relevance in terms of thematic preoccupation, characterization, and setting amongst several literary components. Though widely regarded as the greatest writer in the English language and the world's pre- eminent dramatist, Shakespeare has been translated into every major living language and is performed more often than any other playwright. His dramatic works have been repeatedly adapted and rediscovered by new movements or perspectives in scholarship and performance. Even now, his plays remain highly popular and are constantly studied, performed and reinterpreted in various social, cultural and political contexts throughout the globe. One of these contexts is the Second World War. Regarded as the longest, bloodiest and deadliest conflict in history, World War II was fought predominantly in Europe and across the Pacific and Eastern Asia, pitting the Axis powers of Nazi Germany, fascist Italy and Japan against the Allied nations of Great Britain, France, China, United States and the Soviet Union. It is the most widespread war in history with more than one hundred million people serving in military units from over thirty different countries, and death tolls estimated to be between fifty and eighty-five million fatalities. Despite the fact that theatre stands as a “simulacrum of the cultural and historical process itself, seeking to depict the full range of human actions within their physical context, has always provided society with the most tangible records of its attempts to understand its own records” (3), the role of Shakespeare during the Second World War had not yet been given sustained, critical and detailed scholastic documentation. Herein lies the relevance and necessity of Shakespeare and the Second World War – as a writers' quota to fill the scholastic lacuna. Most of the war's belligerents showed affinity with Shakespearean works as a depiction of their society's self-image. Divided into fifteen illuminating, diverse, and yet coherent essays by seasoned and erudite academics, Shakespeare and the Second World War is a small sampling of reviewed and extended essays from “Wartime Shakespeare in a Global Context/Shakespeare au temps de la guerre” – an international bilingual conference that took place at the University of Ottawa in 2009. Within the spatial and temporal context of the war, Shakespeare's oeuvre is recycled, reviewed and reinterpreted in the chapters. In a Manichean manner, these essays cannot be collectively pigeonholed as either pro or anti–war. In fact, there is a sort of ambivalence with vacillating opinions by the writers.

As the third largest economy in the world, Japan cannot be overlooked in any analysis of Asia's importance in international geopolitics and the global political economy. The ties between Japan and Turkey – whether diplomatic, political, economic or societal – span the breadth of Asia. Those ties have become more numerous and consequential in monetary terms over the last half-decade. Although the relationship has not been a top priority for either country, awareness of the potential for mutual gain as a result of more trade and investment has a history of at least three decades. Like people born shortly after World War II, the international human rights movement recently had its sixty-fifth birthday. This could mean that retirement is at hand and that death will come in a few decades. After all, the formulations of human rights that activists, lawyers, and politicians use today mostly derive from the UN Universal Declaration of Human Rights, and the world in 1948 was very different from our world today: the cold war was about to break out, communism was a strong and optimistic political force in an expansionist phase, and Western Europe was still recovering from the war. The struggle against entrenched racism and sexism had only just begun, decolonization was in its early stages, and Asia was still poor (Japan was under military reconstruction, and Mao's heavy-handed revolution in China was still in the future). Labor unions were strong in the industrialized world, and the movement of women into work outside the home and farm was in its early stages. Farming was less technological and usually on a smaller scale, the environmental movement had not yet flowered, and human-caused climate change was present but unrecognized. Personal computers and social networking were decades away, and Earth's human population was well under three billion.

The world was different in 2002 when Henry Kissinger published a book entitled Does America need a foreign policy?, and Le Monde came out in support of the United States after the terrorist attacks of 11 September 2001 by proclaiming: 'We are all American.' In many ways, this was the high point of the American global era—the era of unipolar American power. In 2014 the world has moved on. The United States is still the leading global power with unique capabilities and responsibilities for global leadership. But other states—particularly in Asia and the non-western developing world—are on the rise. The world is more fragmented and decentralized. States are rising and falling. The terms of global governance are more contested and uncertain. This article addresses the foreign policy of Japan and the choices that Japan faces in this shifting global context.

Overseas Development Assistance (ODA) has long played an important role in Japan’s diplomacy, contributing significantly toward stability and economic development of less developed nations of Asia. This paper analyzes Japan’s ODA to Bangladesh, focusing specifically on its transformation over the past three decades in response to the changing needs and priorities of the two countries. The paper highlights the uniqueness of Japanese ODA to Bangladesh and critically examines the gaps between policy and practice that occasionally hindered effective utilization of ODA. It suggests new directions that Japan’s ODA may take in the future, more compatible and mutually beneficial to the goals and interests pursued by the two countries.

Repeated efforts by the Abe government to engage China in high-level dialogue failed to produce a summit meeting. While Tokyo remained firm in its position on the Senkakus, namely that there is no territorial issue that needs to be resolved, Beijing remained equally firm in its position that Japan acknowledge the existence of a dispute as a precondition for talks. In the meantime, Chinese and Japanese patrol ships were in almost daily contact in the Senkaku/Diaoyu Islands region, while issues related to history, Japan's evolving security policy, Okinawa, and the East China Sea continued to roil the relationship. By mid-summer over 90 percent of Japanese and Chinese respondents to a joint public opinion poll held negative views of each other.

South Korea-Japan relations have been frozen for some time and despite the summer heat, no thaw appears likely anytime soon. Although economic interactions continue to deepen between the two countries, and although there is a clear desire – and even a need – to coordinate policies toward North Korea and China, the two countries appear more focused on other issues as their main foreign policy priorities in the short-term. The two recently elected leaders have yet to meet for a summit, a sign that even a symbolic attempt to repair relations is proving difficult. Japanese Prime Minister Abe has grown stronger with a rousing Liberal Democratic Party victory in Upper House elections, yet a number of rhetorical controversies kept attention focused on Abe's foreign policy, particularly toward Korea and China. Tensions between Japan and its neighbors pose a significant problem for the viability of Japan's strategic 'dual hedge' between China and the United States. Japan's response has been to embrace renewed US commitment to the region while initiating comprehensive strategic partnerships in military, economic, and political spheres with nations 'south' of its traditional domain of strategic interest. Strengthened relationships with Southeast Asian nations, India, and Australia may turn out to be crucial for Japan as it will enable Japan to manage its security affairs without having to depart from its long-cultivated maritime security policy, and will enable Japan to continue to pursue a neo-mercantilist economic policy while also supporting the socioeconomic development of other regional players essential for future multipolar balance. Japan's diplomatic activities provide a useful 'strategic contrast' with China that will likely ensure Japan is accepted in the region. Japan's strategic pivot is also domestically sustainable and, therefore, deserves scholarly attention.

The end of President Barack Obama's first term provides an opportunity to assess what the administration's "strategic rebalancing" toward and within the Asia-Pacific region (sometimes called the "Asian Pivot" or "Back to Asia" policy) has accomplished as well as what challenges and unmet opportunities remain. The administration has launched several successful multinational diplomatic initiatives in the region to supplement U.S. bilateral ties with key Asian partners; relations with ASEAN have clearly improved. The economic dimension of the Pivot has made progress as seen by the growth of support for the Trans-Pacific Partnership. U.S. efforts to promote democracy and human rights in Asia have proved far less successful, except perhaps for Myanmar, where the political transition remains a work in progress. The U.S. military has managed to establish a broader presence in the region, especially in Australia and Southeast Asia. U.S. officials have sought to impart new energy into the five existing formal U.S. bilateral defense alliances in Asia--with Australia, Japan, the Philippines, Thailand, and South Korea. But the main problem with the pivot has been the inability to overcome Chinese anxiety about U.S. rebalancing, which has complicated their cooperation over North Korea and other issues. Fortunately, relations between the United States and South Korea are also strong. The ROK is becoming an important U.S. partner in several dimensions of the Pivot, though ROK-U.S. differences over North Korea might emerge with the advent of a new government in Seoul.

Nearly all foreign nationals allegedly abducted by North Korea (DPRK) were Japanese or South Korean citizens. Suspected abductees' families mobilized in Japan and South Korea in the late 1990s to raise awareness of the abductions, seek information about their loved ones, and hold their own governments responsible for not having protected citizens. But public and political concern for abductee and their families has differed greatly in Japan and South Korea (ROK). The abductions have dominated Japanese public consciousness and policymakers' decisions regarding North Korea for the past decade, since the late Kim Jong-il admitted North Korean involvement in the abductions of thirteen Japanese nationals. Although more than five hundred South Korean abductees remain detained in North Korea, the abductions issue has received less attention in South Korea. What accounts for such variation in the trajectories of the abductions issue and related activism in Japan and South Korea? This article posits that the divergence in the efficacy of families' activism in Japan and South Korea is the product of families' interactions with each country's distinctive media and activist spheres. Thus, this article elucidates key features of the Japanese and Korean public spheres that affect each country's North Korea policy.

175. The Arctic Council as Regional Body

The Arctic Council (AC) is an inter-governmental organization that, since its creation in 1996, has been widely recognized as one of the most progressive regional bodies in the world. The membership includes the eight Arctic states (A8), six permanent participants, and observer states such as the UK and Germany. From May 2013 onwards, there are also new permanent observers including China, India, Japan, and South Korea. The European Union's candidature has been delayed and subject to further review and assessment. The Council is chaired by one of the eight Arctic states for a two year period. The current chair is Canada (2013- 2015) and it will be followed by the United States (2015- 2017). The permanent participants, including the Inuit Circumpolar Council, Saami Council, and Aleut International Association, enjoy full consultative status and may address the meetings of the Council. Administrative support is provided by the Indigenous Peoples Secretariat (IPS), which is based in Copenhagen. The AC lies at the heart of debates about Arctic futures. It faces two challenges – institutional evolution and membership. For its supporters, the AC occupies center position in promoting an orderly and cooperative vision for the Arctic, but there is no shortage of commentary and punditry analyzing and predicting a rather different vision for the Arctic. As Paul Berkman asserted in the New York Times, under the heading “Preventing an Arctic Cold War,” there is little room for complacency. Berkman's analysis warned of Arctic and non-Arctic states being increasingly forced to confront difficult issues relating to policing, resource management, accessibility and navigability, alongside environmental protection. His suggestion at the end of the piece appeared, seemed rather odd, “[a]s the head of an Arctic superpower and a Nobel laureate, Mr. Obama should convene an international meeting with President Putin and other leaders of Arctic nations to ensure that economic development at the top of the world is not only sustainable, but peaceful.” Bizarrely, there is little analysis of how, and to what extent, the AC and other bodies, including the United Nations Law of the Sea (UNCLOS), are actively providing “rules of the road” (Berkman's phrase) for the Arctic region and beyond. This piece focuses on some issues that require further attention (such as the protection of the Arctic marine environment) while acknowledging how the AC has changed in the last few years. As a regional body, it operates in a strategic environment where few specialist observers believe that military conflict or destabilizing resource speculation is likely to prevail. Nonetheless, it is a work in progress with pressing demands to address. I will discuss debates about membership status and the institutional evolution to respond to experts' concerns about disasters (which might involve a shipping or drilling accident) and ongoing climate change, including manifestations such as sea ice thinning in the Arctic Ocean

THE UNITED States has security partnerships with numerous countries whose people detest America. The United States and Pakistan wrangled for seven months over a U.S. apology for the NATO air strikes that killed twenty-four Pakistani soldiers in 2011. The accompanying protests that roiled Islamabad, Karachi and other cities are a staple of the two countries' fraught relationship. Similarly, American relations with Afghanistan repeatedly descended into turmoil last year as Afghans expressed outrage at Koran burnings by U.S. personnel through riots and killings. “Green on blue” attacks—Afghan killings of U.S. soldiers—plague the alliance. In many Islamic countries, polls reflect little warmth toward Americans. Washington's strategy of aligning with governments, rather than peoples, blew up in Egypt and could blow up in Pakistan, Saudi Arabia, Bahrain and Yemen. America's alliances in the Middle East and Persian Gulf are fraught with distrust, dislike and frequent crisis. Is there any hope for them? Turns out, there is. Fifty years ago, a different alliance was rocked by crisis and heading toward demise. Like many contemporary U.S. alliances, it had been created as a marriage of convenience between Washington and a narrow segment of elites, and it was viewed with distrust by the peoples of both countries. Yet a half century later, that pairing is one of the strongest security partnerships in the world—the alliance between the United States and Japan.

For as long as there has been a need for security, there has been a parallel and equally pressing need for secrecy. Imagine the Trojan Horse unmasked before it was hauled into Troy. Or the flight from Egypt by Moses and the Israelites uncovered by the Pharaoh's agents. More recently imagine D-Day and the first Omaha Beach landing point revealed to Hitler's stormtroopers or the veil lifted on Japan's plans for Pearl Harbor. How history might have been transformed at each turn. Today, at the heart of many vicious political battles, lie a host of critical issues swirling around such paired and critical needs—security, or the need to safeguard our societies, our fortunes and our very lives; and secrecy in the interest of securing our present and future. Overhanging both priorities is the ultimate question of how much freedom we must be prepared to surrender to assure that the very soul of our democratic systems remain. In our fall cover theme, World Policy Journal seeks to address these efforts to balance competing priorities as they unfold.

In 2001, the U.S. gross public debt was about $6 trillion; a decade later it was $14 trillion; by the end of 2012 it exceeded $16 trillion. A large part of that increase was absorbed by foreign holders, especially central banks in China and Japan. With the U.S. government gross debt ratio now in excess of 100 percent of GDP, not including the trillions of dollars of unfunded liabilities in Social Security and Medicare, it is time to stop blaming China for the U.S. debt crisis.

Abstract:
At the time of writing, the U.S. had its highest-ranking military delegation in over two years, led by the chairman of the Joint Chiefs of Staff Gen. Martin Dempsey, visiting Beijing. The mission was intended to conduct sensitive bilateral negotiations at the highest level in China, having been received by President Xi Jinping and members of China's Central Military Commission. This visit took place during a period of heightened tension in northeastern Asia, characterized by nuclear tests and other provocative actions of the Democratic People's Republic of Korea (DPRK), and the escalating territorial dispute between China and Japan over Diaoyu Island. It underscored the importance of Sino-U.S. bilateral relations, and encouraged students of the region to reflect on the strategic significance and policy implications of the U.S. pivot toward the Asia-Pacific, which is the key factor of the strategic context of the region.

Abstract:
In the last fifteen years a fundamental shift in the strategic balance in Asia – Pacific has taking place. The article aims at discussing the difficulties the Japan-US military Alliance has adaptating to this new regional strategic environment. It also explains the new strategy that President Obama´s Administration is trying to implement, initially called “Pivot to Asia” and later “Rebalance”. The article tries to show the challenges that this new strategy implies for both Japan and the United States, enumerating different scenarios some of them not very likely and highlighting on the contrary the possibility of a more assertive and military independent Japan.

Abstract:
The territorial dispute between Japan and China over the sovereignty of the Senkaku/Diaoyu Islands is framed by economic interests, domestic circumstances, national identity issues, requirements of international law and historical grievances. The article provides an analysis of these issues which are indicative of the bilateral relationship in general. The analysis of the 1972-2010 period traces the reasons for the erosion of the implicit agreement in 1972 and 1978 between the two countries to shelve the territorial dispute, using Constructivist as well as Realist approaches. The second part contains a case study of the 2010 and the 2012/13 Senkaku incidents, the latter and most serious one started by Ishihara Shintaro, the right-wing Governor of Tokyo, when he declared in April 2012 his intention to have his local government buy some of the contested islands from its private owner which prompted the national government of Prime Minister Noda to buy them instead. The ensuing Chinese reaction has led to a crisis in the bilateral relationship which has political, military and economic implications of considerable importance for the future of Japan and China but also for the stability of the whole East Asian region.

For over twenty years, the Korea Economic Institute (KEI) invited leading Korea and Asia scholars and experts from around the world for its annual academic symposium. Each year, KEI partnered with a leading university in the United States and organized a three-day conference covering Korea’s economy, politics, foreign affairs, and regional affairs. The event was held at a university campus and was open to the local academic community to participate in this world-class Korea conference. Starting in 2012, KEI embarked on a new initiative to reenergize this series and partner with the Association of Asian Studies (AAS) to incorporate the symposium within the AAS annual conference. To this end, KEI organized four conference panels, advertised KEI’s outreach work to over 3,000 conference participants at AAS, and raised the profile of the institute on a global stage. As before, KEI edited, compiled and published the research papers presented by the distinguished speakers at the symposium as part of our Joint U.S.-Korea Academic Studies series. A new addition to our endeavor is the involvement of Dr. Gilbert Rozman, the Musgrave Professor of Sociology at Princeton University, who worked tirelessly as the Editor-in-Chief for this Joint U.S.-Korea Academic Studies volume and consulted with us on forming the most reputable conference panels for this new initiative. His involvement not only raised the profile of this academic symposium series, but also heightened the quality and rigor of the volume for our subscribers’ benefit. This year’s volume is particularly rich with the dramatic leadership transitions within the Asia-Pacific region, the growing uncertainty of North Korea’s future, and the growing influence of China and South Korea globally. This year’s presenters covered a breadth of issues ranging from the political and security dynamics around the Korean peninsula and in Northeast Asia to increasingly contentious national identity and migration issues to the future of Asia-Pacific economic integration. Scholars from the U.S., South Korea, Japan, and China all contributed to this compilation. I trust you will not be disappointed by the scholarship and insights of these chapters.

Conflict and cooperation are constants in the discipline of international relations. In the case of the Republic of Korea’s (ROK) and Japan’s bilateral military relations, the overwhelming interest in what drives conflict has tended to overshadow any analysis of diplomatic cooperation. In fact, many have cited the lingering effects of the Cold War to be one of the key driving forces behind the dynamics surrounding the Korean peninsula,1 what Victor Cha calls, ‘a stickiness of Cold War thinking’2 that has perpetuated a discourse mired in the vocabulary of realism. Subsequently, realism has served as the default explanation for the rationale of interaction within the Northeast Asia region, with no rigorous empirical testing of whether those ‘truisms’ are indeed grounded in facts. Hence, the underlying motivation behind this paper started with questioning whether security, and thus, accordant cooperation in Northeast Asia was really driven by realism. Specifically, how much explanatory power do the various theoretical discourses have in accounting for the instances of bilateral military cooperation between Seoul and Tokyo?

Northeast Asian countries compete against one another in order to procure natural resources from abroad. Moreover, competition surrounding energy-related technologies is getting overheated in this region. It would be worth paying attention to energy competition between South Korea and Japan, so we can better understand energy security in Northeast Asia by comparing South Korea’s and Japan’s energy strategies. This paper examines how important coal is in the two countries’ economies and why coal has become so important . It also analyzes the similarities and differences of their coal policies, especially focusing on policy trends and prospects related to Clean Coal Technology. Abstract:
Natural disasters are known to draw nations closer together. The 2004 tsunami relief efforts of various states, especially the United States, were widely credited with improving relations with Indonesia. An outpouring of sympathy and, especially, a major assistance program, elicited public gratitude at a time of great need. Yet, heightened sensitivity in the aftermath of a tragic disaster holds the potential for negative sentiments as well. Readiness to believe that other nations regard the disaster as fitting punishment can translate into exaggerated reactions, especially in this age of Internet postings and blogs. In 2008, China suffered a major earthquake. In 2011, Japan experienced an earthquake, tsunami and nuclear reactor leakages. South Korea is located between these two states, and the way its response to these devastating events were interpreted by its neighbors opens a window into its dynamic national identity and how such developments shape its strategic outlook.

Nothing throws leadership into starker relief than a crisis, as Hurricane Katrina and the Great East Japan earthquake both demonstrated. Now more than ever, the ripple effects from a crisis spread far beyond its epicenter, often in unexpected ways. At the same time, faith in authority has eroded: trust in the U.S. Federal Government's ability to handle domestic problems, for example, has been declining for the past decade. Add the challenge of managing digital media and its rapid information cycle, and leaders have but minutes to disseminate mitigation strategies. However, by examining the response to past catastrophes, lessons can be gleaned on how leadership must be transformed to raise collective resilience to today's complex and interconnected risks.

Risk is a concept that is universal in its common everyday usage. It is simply an expression of the potential for a given action to lead to a loss of some kind. But risk also has a specific and precise technical definition among professional risk analysts. For this community, risk is the combination of the probability of an event and its consequences. Awareness of the consequences of various actions or events is patently necessary for informed decision making on public safety. If there is a core meltdown of a nuclear reactor, there will be a massive release of radioactivity. Even if this were contained within the nuclear plant, the public trauma would put pressure on shutting down the nuclear industry, as has happened in Japan. This key paradigm, which has been highlighted in the risk literature for more than a half century, shows that awareness of the probability of an adverse event should also be important for decisionmakers. For unless the probability of a core meltdown is demonstrated to fall below some extremely low tolerance threshold, the risk to the public would be unacceptable despite the energy supply benefits.

As the world furthers its interconnectedness, some criminal organizations formerly operating within a regional jurisdiction are now benefitting from transnational growth. Similar to international corporate expansion, members of organized crime in Japan, also called yakuza, have proven to be “innovative entrepreneurs,” increasing their profits by extending their reach. Based on his reporting on crime in Japan for more than twelve years, investigative journalist and author of Tokyo Vice: An American Reporter on the Police Beat in Japan, Jake Adelstein, has uncovered compelling insights from the operations of modern yakuza and their reaction toward legal constraints. In an interview with Ania Calderón of the Journal, Adelstein discusses how the yakuza are transitioning into powerful organizations and becoming increasingly international.

The specific focus of analysis is Japanese popular culture, whose elements include J-pop music, TV dramas, movies,manga (comic books), and anime (animations). This article sheds light on the progress of community building in the cultural sphere by demonstrating that Japanese popular culture has been favored by the people in the East Asian region. By so doing, it modifies our common beliefs about the characteristics of an East Asian community and our conventional expectations of the nature of an East Asian regional identity.

Considerable research has been devoted to unraveling the complicated warp and woof of East Asia's onrushing regionalism. This book breaks from studies that take as the key unit of regional analysis either ASEAN (presumably in ' the regional driver's seat'), all of East Asia (the prevailing template of recent interactions), or the Asia-Pacific (the unit that most accounts for the preeminent East Asian influence of the United States). Calder and Ye argue instead that 'the increasingly intense and profound economic and social interactions within Northeast Asia…' (p. 251) are forging Japan, China, and South Korea into a far more significant 'synergistic entity'. In stressing the cooperative dimension of relations among these three powerful countries, the book not only calls for a new focus for regional analysis, but it also challenges the more traditional treatment of Northeast Asia as a hotbed of geopolitical tensions and rivalries.

In 2007, the World Bank was in crisis. Some saw conflicts over its leadership. Others blamed the institution itself. When the International Bank for Reconstruction and Development, the cornerstone of what became the World Bank Group, was founded in 1944, poor and war-torn countries had little access to private capital. Sixty years later, however, private-sector financial flows dwarfed public development assistance. “The time when middle-income countries depended on official assistance is thus past,” Jessica Einhorn, a former managing director of the World Bank wrote in these pages in 2006, “and the IBRD seems to be a dying institution.” In roundtable discussions and op-ed pages, the question was the same: Do we still need the World Bank?

In 1951, Isaac Asimov, father of science fiction, opened his most famed book Foundation with a graphic portrayal of the planet that was leading an imaginary galaxy mastered by humankind in all its width. “Its urbanization, progressing steadily, had finally reached the ultimate. All the land surface was a single city.” A few years later, J.G. Ballard, in another of the columns of modern-day fictional literature, depicted a similar atmosphere in his dystopian novel The Concentration City, where the urban settlement in question encompasses everything known to its inhabitants, which cannot do anything more than accepting the view “that the City stretches out in all directions without limits.” No escape is offered to the impuissant protagonist, who travels endlessly along rail lines, only to get back to the point of origin without ever leaving a disturbing conurbation.

Over recent years, media, academic, and policy-makers' attention has focused on changes in the global order from a unipolar to a multipolar world. This article takes the intensive period of 'G' summitry between 2008 and 2011 as a pertinent case study to begin to explore the concrete responses of key protagonists to this reconfiguration of the architecture of global governance specifically and thereby the recent shift in the global order more broadly. In the specific case of Japan, widely assumed to be a declining power, the article highlights both consistency and change in the responses of and strategies employed by Japanese policy-makers within 'G' summitry. Various theoretical positions can account for this to differing degrees which also bring into relief the ultimately contradictory trajectory of Japan's response to the changing global order.

Abstract:
The literature on Japan's international security policy, including overseas interventions, since the end of the Cold War has focused on Japan's emergence as a 'normal' state. This discourse is informed by realist theory, which posits that states aim to increase their material power to secure themselves in a hostile anarchical order. This article explores the maritime security role of the Japan Coast Guard (JCG) to elucidate alternative theoretical paths that shed new light on Japan's foreign interventions. Specifically, a critical constructivist approach is applied to demonstrate the unique maritime security responsibilities that the JCG has assumed in line with Japan's pacifist identity and even at the expense of the Maritime Self-defence Forces, as demonstrated in Diet debates on Japan's Anti-Piracy Measures Bill in April 2009. Rather than pressuring states to become 'normal', there is much to be gained from understanding how identities inform alternative approaches in International Relations.

Abstract:
Japan's vital interests, both its energy security and US alliance, are at stake in the Middle East. Change in Japan's Middle East policy is charted over three periods, from a stance independent of the United States to one increasingly aligned with US policy. This is explained in terms of four variables: level of US hegemony, threats in East Asia, energy vulnerabilities in the Middle East, and normative change inside Japan. Japan's policy in Middle East/North Africa reflects its general move toward a more militarily enhanced version of mercantile realism.
