101. Summitry, Strength, and a Fourth Nuclear Test

Abstract:
The final months of 2015 saw hedging around South Korea’s relationship with China, strong support for the US-ROK alliance in the face of DPRK threats, a US-ROK summit, and heightened concern as North Korea prepared for a fourth nuclear test, which came on Jan. 6. With the US and South Korea watching closely for signs of a missile or nuclear test, North Korea marked the 70th anniversary of its Workers Party on Oct. 10 without incident. The US-ROK presidential summit appeared solid, with a joint statement against the North Korean nuclear and missile threats and shared concern over DPRK human rights violations. The US again took up the issue of DPRK human rights violations at the UN Security Council in December as reports of possible purges in North Korea continued to attract US and ROK attention. The US was pleased in late December by an agreement between South Korea and Japan on “comfort women.”

Abstract:
Senior political and diplomatic contacts expanded in late 2015. Prime Minister Abe met Premier Li in October and President Xi briefly in November. Meanwhile, maritime issues dominated the policy agenda: China’s natural gas exploration in the East China Sea, incursions into Japan’s territorial waters near the Senkaku/Diaoyu Islands, and China’s land reclamation projects in the South China Sea. History issues also punctuated the period – the September victory parade in Beijing, at UNESCO, and the anniversary of the Nanjing Massacre in December. Nevertheless, there was a general sense that relations were moving in the right direction.

103. A Litigious Time of the Year

The overarching theme for the end of the year was litigation. The trial of Kato Tatsuya (former Seoul bureau chief for Sankei Shimbun) led to his acquittal for criminal libel. The trial of Park Yu-ha, a professor at Sejong University charged with defamation for her 2013 book Comfort Women of the Empire began in December. The General Association of Korean Residents in Japan (Chongryon) and its affiliates faced three separate lawsuits in Japan and South Korea. A Korean was arrested and later indicted for his role in placing a bomb at Yasukuni Shrine. There were also competing interpretations of the international status of North Korean refugees in the case of contingencies. The much-awaited November Park-Abe summit was quickly tested by incidents that could easily strain relations. To the credit of Seoul and Tokyo, neither government let a single issue damage the relationship. In fact, the two ended up reaching an accord on “comfort women/sex slaves” at yearend. Despite immediate praise from the US, there was considerable frustration from both publics over the agreement.

104. 2016 Opens with a Bang

Abstract:
The US-Japan relationship was relatively steady in the early months of 2016 until the US presidential primaries began to stir things up. For the first time in decades, Japan became the focus of debate on the campaign trail when Donald Trump began to single out Japan on trade and on security cooperation. There was also a setback on the Futenma replacement facility when construction was halted following a compromise between the central government and Okinawa that calls for a court decision on how to proceed. Nevertheless, the two governments continued to refine alliance coordination in the face of North Korea’s nuclear test and missile launches and pursued maritime cooperation as Beijing’s behavior in the South China Sea continued to roil regional waters. With major elections on the horizon, both countries are likely to be consumed by politics in the coming months. The United States and Japan continued to refine alliance coordination in the face of North Korea’s renewed nuclear testing and missile launches. Tokyo and Washington also continued their maritime cooperation as Beijing’s behavior in the South China Sea continued to roil regional waters. Japan suffered an unexpected setback in its cooperation with Australia, however, as its bid to provide Canberra with its next-generation conventional subs was outdone by the French offer. The Futenma base standoff with Gov. Onaga took an unexpected turn when Prime Minister Abe Shinzo announced suddenly that he and the governor had agreed to a compromise settlement. Tokyo would halt construction and Naha would agree to merge the court cases and would fully comply with the court decision on how to proceed. Politics now consume both countries as both Japan and the US face elections later this year. Anticipation that Abe would call a double election this summer ended after Chief Cabinet Secretary Suga Yoshihide declared that only the regularly scheduled Upper House election would be held so that the government could concentrate on recovery efforts in Kumamoto Kyushu, the site of a deadly earthquake. Economic growth continues to elude the Abe Cabinet, and the prime minister still confronts the prospect of an additional consumption tax hike in the spring of 2017. In the US, the primaries are winding down with Donald Trump the expected nominee for the Republican Party and Hillary Clinton in the lead for nomination by the Democratic Party. The US-Japan alliance seems already to be suffering from “Trump shocks” even before the election decides the next US president.

Abstract:
Citing his November meeting with Premier Li as evidence, Prime Minister Abe found relations with China improving in his Diplomatic Report to the Diet. Chinese officials took a more cautious view. While acknowledging progress, China’s ambassador to Japan called attention to unstable elements in the relationship and Foreign Minister Wang Yi accused Japan of “double dealing” in its relations with China. Issues related to the East China Sea and the South China Sea continued to trouble the relationship. Chinese Coast Guard ships made incursions into Japan’s territorial waters in the Senkakus while Japan continued to strengthen its military presence in Okinawa and the southwest islands. The foreign ministers met at the end of April.

Abstract:
The beginning of a new year offers an opportunity to evaluate how circumstances change. While the first few months of 2015 conveyed (cautious) optimism amidst notable celebrations like the anniversary of the restoration of diplomatic relations between Japan and South Korea and the 70th anniversary of the end of World War II, there was no focal point in early 2016 to push the momentum toward greater cooperation for Seoul and Tokyo. The main difference to the start of this year was the dominance of the Japan-North Korea dyad. Perhaps the Jan. 6 nuclear test by Pyongyang was a foreshadowing of things to come, as relations with Tokyo remained rather tumultuous: several missile tests by Pyongyang combined with retributive actions on the part of Tokyo made progress on the abduction issue – arguably Japan’s top priority vis-à-vis the North (alongside denuclearization) – extremely unlikely.

107. Incremental, But Groundbreaking Steps

Two objectives drive Japan’s increasing engagement with Southeast Asia: stimulating Japanese economic growth through investment in large-scale infrastructure abroad, and supporting regional maritime domain awareness. While Tokyo officially denies any suggestion of rivaling or checking China with these policies, the timing and nature of Japan’s “pivot” to Southeast Asia would suggest otherwise. The number of “first-ever” Japanese defense initiatives with Southeast Asian countries in the past year, correspond to rising concern in the region over China’s moves in the South China Sea. New developments in regional security relations reflect a revision of Japanese defense guidelines and of the US-Japanese alliance, both of which emphasize greater interaction with regional partners. On the economic side, Japan and China are in direct competition for infrastructure projects in Southeast Asia, particularly in Myanmar. This will likely be the case for the next several years as ASEAN seeks to undergird the ASEAN Economic Community with new transportation grids. New developments in regional security relations reflect a revision of Japanese defense guidelines and of the US-Japanese alliance, both of which emphasize greater interaction with regional partners. New guidelines have enabled the Japan Self-Defense Forces to deepen their engagement with Southeast Asian militaries. For several years, the Japanese Coast Guard (JCG) was the primary institution for maritime cooperation in the region. There is still considerable scope for JCG cooperation with its Southeast Asian counterparts, but the Japan Maritime Self-Defense Force appears to be positioned to become the lead agency over time. On the economic side, Japan and China are in direct competition for infrastructure projects in Southeast Asia, particularly in Myanmar. This will likely be the case for the next several years as ASEAN seeks to undergird the ASEAN Economic Community with new transportation grids. Although Japan will enjoy some advantage over China with Vietnam and Malaysia when and if the Trans-Pacific Partnership becomes fully operational, the three countries with the most ambitious infrastructure plans – Myanmar, Thailand, and Indonesia – will not be TPP members for several years, if ever.

President Obama and Prime Minister Abe traveled to Hiroshima, where Obama took the opportunity to speak of the devastating consequences of war in the nuclear era. The summer months that followed were full of politics, with an Upper House election in Japan in July and the Republican and Democratic Party conventions in the US kicking off the general election campaign for president. The Obama administration continued to work toward congressional passage of the Trans-Pacific Partnership at the end of the year. With less political contention but growing skepticism over Washington’s ability to ratify the agreement, the Abe Cabinet decided to postpone Diet discussions on the topic until after its election. Regional relations continue to shape the US-Japan alliance agenda with Chinese maritime activity in the East China Sea and South China Sea and ongoing North Korean provocations garnering the most attention. The summer months that followed were full of politics, with an Upper House election in Japan in July and the Republican and Democratic Party conventions in the US kicking off the general election campaign for president. The Republican nominee, Donald Trump, continued to take aim at trade deals and US alliances, but the Democratic Party had its “anti-trade” moment when its convention took aim at the Trans-Pacific Partnership (TPP), the trade pact concluded by 12 Pacific nations. The Obama administration continued to work toward a Congressional vote in the lame duck session at the end of the year. With less political contention but growing skepticism over Washington’s ability to ratify the agreement, the Abe Cabinet decided that it would postpone Diet discussions until after its election. Regional relations continue to shape the US-Japan alliance agenda. In July, the UN Convention on the Law of the Sea Tribunal announced its arbitration ruling in a case brought by the Philippines on Chinese behavior in the South China Sea. Beijing was quick to condemn the ruling, but its neighbors in Asia largely welcomed it. In August, Chinese fishing vessels inundated the waters near the Senkaku Islands, prompting Japan’s Vice Minister of Foreign Affairs Sugiyama Shinsuke to call in Chinese Ambassador Cheng Yonghua for a harsh protest. A diplomatic opening came when Foreign Minister Wang Yi traveled to Tokyo on Aug. 24 for a trilateral meeting with the foreign ministers of Japan and the ROK, the first trilateral meeting held in Japan in 11 years. North Korea heralded this Japan-ROK-PRC meeting by testing a ballistic missile launch from a submarine. Pyongyang yet again interrupted regional diplomacy when it launched three missiles into the Sea of Japan during the G20 meeting hosted by Beijing, prompting renewed UN condemnation of North Korea and a hasty set of meetings between the leaders of Japan, South Korea, and the US. A full agenda of Asian multilateral meetings ended the summer, offering plenty of opportunity for diplomacy. For this summer, at least, there seems little reason to believe that diplomacy alone can bridge the growing differences over how to resolve the region’s growing security tensions.

109. No Lack of Dialogue, Results – TBD

Abstract:
There was no lack of high-level bilateral dialogue over the summer months with the foreign ministers meeting three times between late April and the end of August. There were several other exchanges in between including a meeting between Prime Minister Abe and Premier Li in July at the Asia-Europe Meeting in Ulaanbaatar. Despite the dialogue, strong differences continued to mark the relationship, in particular on issues related to the South China Sea and the East China Sea. Tensions heightened in June when a PLA Navy ship entered Japan’s territorial waters off Kagoshima and again in August when Chinese fishing boats and Coast Guard ships swarmed into the Senkakus, entering Japan’s contiguous zone and territorial waters despite repeated high-level protests.

110. When No News Is Good News

Abstract:
The summer months were less tumultuous than usual for Seoul and Tokyo. Aside from the main political issue surrounding the implementation of the “comfort women” deal that was struck back in December 2015, there were many visible instances of cooperation across a range of sectors. To some extent, Seoul was preoccupied with the fallout from its decision to host the Terminal High Altitude Area Defense (THAAD) system while Japan was focused on its House of Councillors election in July. It was business as usual with North Korea for Japan, with efforts to denounce Pyongyang’s ballistic missile tests and the stalemate over the investigation into the abduction of Japanese citizens since the North’s decision to suspend the probe in February 2016.

At the Korea Economic Institute of America (KEI), we take pride in being able to connect people and ideas. In a globalized, networked world, connections are made constantly. It is often the ability to sustain those contacts, then collaborate and develop products or programs that makes meetings worthwhile. For KEI, one of our goals is to be a bridge between the academic community and the policy community. We want to be as an organization where information and ideas flow back and forth between the two sides. A main way we accomplish this goal is through our Academic Symposium. This year, KEI traveled back to my home state of Illinois for our annual Academic Symposium in conjunction with the Association for Asian Studies (AAS) conference. More and more, in a globalized, interconnected world, conversations about the importance of Korea and Asia are no longer just bridged between in Washington, DC and Seoul or any other foreign capital. Now various cities, states, and even Congressional districts can no longer ignore the trends in a rising Asia. Each year at our Academic Symposium, KEI tries to focus on key developments that are important for all of us to better understand. KEI again turned to the skills and insights of Dr. Gilbert Rozman, the emeritus Musgrave Professor of Sociology at Princeton University, to serve as the Editor-in-Chief for this Joint U.S.-Korea Academic Studies volume and as an advisor to KEI’s efforts with the AAS conference. This collaboration has once more brought together an excellent group of scholars and practitioners for this project. Both at the conference and in this volume, these experts have intelligently addressed large, challenging themes that are pervasive throughout Asia and important for the U.S.-Korea alliance. A major issue is how countries in Asia address their relationships with China and the United States. Often, China is the main economic partner for these countries while the U.S. provides the security and stability they need to thrive in a competitive Asia region. Another challenge is with North Korea creating more instability, causing the militaries in the region to make new calculations about North Korea’s capabilities and its capacity to create tensions that could quickly escalate into dangerous conflicts. Yet, even with the troubles North Korea provides at the nation-state level, we also wanted to better understand the growing implications for policy from the lives of the individual people living and interacting on the Korean peninsula and across the DMZ. This volume also discusses Korea’s and Japan’s development assistance efforts in Southeast Asia, which still raise questions about the ability for East Asian interaction and progressing in a way that benefits the countries themselves and the whole Asia region in a positive way. The connection between the academic and policy communities through the distribution of information about key issues in Asia permeates through this volume. Whether our connection with you is new or continuing, we hope you enjoy the 26th edition of the Joint U.S.-Korea Academic Studies volume and the excellent work inside.

112. Unseeing” Chinese Students in Japan: Understanding Educationally Channelled Migrant Experiences

Chinese migrants are currently the largest group of non- Japanese nationals living in Japan. This growth is largely the result of educational migration, positioning many Chinese in Japan as student- migrants. Based on 20 months’ ethnographic fieldwork in Ikebukuro, Tokyo’s unofficial Chinatown, this paper explores the ways in which the phenomenology of the city informs the desire for integration amongst young Chinese living in Japan. Discussions of migrant inte- gration and representation often argue for greater recognition of marginalised groups. However, recognition can also intensify vulner- ability for the marginalised. Chinese student-migrants’ relationship to Ikebukuro’s streets shows how young mobile Chinese in Tokyo come to learn to want to be “unseen.” Largely a response to the visual dy- namics of the city, constituted by economic inequality, spectacle, and surveillance, the experiences of young Chinese students complicate the ways we understand migrants’ desires for recognition and integra- tion.

Amidst political tensions between China and Japan, and against the backdrop of the patriotic education campaign in China that promotes a negative image of Japan as the victimiser, Chinese students in Japanese educational institutions study and work in Japan in a highly politicised context. In general, how they chose to interpret their experiences in Japan, and their views on history and controver- sial political issues involving China and Japan, demonstrates two levels of cosmopolitanism – namely, the ability and the willingness to en- gage with Japanese people on such issues, and reflexivity towards their own national identities. Meanwhile, some informants would deliberately avoid talking about history and controversial political issues involving China and Japan. While they lacked the willingness to engage with Japanese people on controversial issues, their keenness to separate their daily lives in Japan from the political context means they were also engaged in a reflexive reconfiguration of their national identities.

Abstract:
Change is many things if not inevitable. It has become a pervasive part of everyday life, yet it defies description or analysis at its most basic level. While many see change as destructive, its presence means that people must continually evolve, adapt, and innovate to meet tomorrow’s challenges. This issue of the Marine Corps University Journal highlights the concept of change in all its forms. Even as recent regional events in the Middle East have challenged the individual governments of the Gulf Cooperation Council, the United Arab Emirates (UAE), Qatar, and Saudi Arabia have been the most active in reshaping their existence in the wake of the Arab uprisings. In this issue’s lead article, Christopher Steinitz and William McCants posit that, for the United States, understanding the goals and motivations of these Gulf states remains key to effective international relations. At the regional level, Gulf states are in accord on the need to prevent instability even as their perspectives on the most dangerous threats vary as developments occur. At the global level, Gulf states hope to internationalize the security of the region by keeping the United States engaged and active in the area. While the UAE, Qatar, and Saudi Arabia are similar in many ways—particularly in their heritage, culture, language, political systems, and economies—their differences highlight the disparity of their goals, strategies, and approaches to foreign policies. While the United States should endeavor to avoid appearing biased toward a single Gulf state, it should actively support a common purpose with its allies for Syria and Egypt. Appearances suggest, however, that the issues with these two Arab states will not end until the UAE, Qatar, and Saudi Arabia move in the same direction.

Abstract:
This study will first present a series of striking similarities between the imperial Japanese predicament in China and the contemporary U.S. quagmire in post-Saddam Iraq. Second, the study will provide a theoretical perspective on why the two cases share such commonalities. Third, the study will explore the implications of the perspective to international politics, with a focus on the future of the U.S. hegemony. The study is based on the basic understanding that the developing world across regions today has continued to suffer the ongoing single macro-historical process consequent upon the breakdowns of empires as the once-predominant organizational mode of human societies. The analysis argues for the central importance of a stable national identity for modernization and development as well as freedom and democracy.

116. Embattled Superpowers

On the eve of the Second World War, the noted journalist John Gunther could still maintain that: “Great Britain, as everyone knows, is the greatest Asiatic power.”[1] The British Empire in Asia controlled a vast territory and large population, sweeping in a great arc from New Zealand and Australia in the South Pacific, to Southeast Asia and South China, and on to India and the Middle East. Britain stood as a superpower with economic interests and security commitments stretching around the globe, much as the United States stands today. That position of leadership, however, was endangered. The emergence of major new industrial great powers was transforming the international landscape. These challengers, as they converted their growing economic strength into military power, confronted Britain’s leaders with uncomfortable strategic choices. In Asia, one of those rising challengers, imperial Japan, posed a dangerous threat to Britain’s standing as a world power after it embarked on a policy of expansion. We know the outcome of Japan’s challenge: war and the catastrophic breakdown of Britain’s standing in Asia. The collapse of British power was in part brought about by dynamic changes in technology and the lethality of modern weaponry, particularly the advent of naval aviation, which shifted the naval balance in Japan’s favor. On the eve of war, Britain sought to deter Japan by forming a naval force in the Pacific, known to history as Force Z, consisting of the battleship Prince of Wales and battle cruiser Repulse. Even as Force Z steamed eastward, the Admiralty could spare none of its aircraft carriers, to protect it from air attack. Nor did the Royal Air Force have enough modern aircraft based in the Far East to offer adequate protection for Force Z. Britain’s inability to control the skies meant the Royal Navy could not command the seas, and this permitted the Japanese to land ground forces in Malaya and seize Singapore, the strategic pivot of British defenses in Asia. Not since Yorktown had Britain suffered such a crushing setback. The world’s leading naval power had been bested by a challenger that exploited innovations in technology and doctrine to gain a marked qualitative edge in fighting power.

In 1949, Mao Zedong, leader of the Communist Party of China (CCP), defeated Chiang Kai-shek’s Kuomintang (KMT) troops and succeeded in establishing the communist dictatorship of the People’s Republic of China out of the “barrel of a gun.” At the beginning of its rule, the CCP believed that the use of violent instruments as provided by the People’s Liberation Army (PLA) was in and of itself sufficient to both suppress “reactionaries” at home and defeat “invaders” from abroad. ​ In this vein, during the Korean War of the early 1950s, the CCP regime sent a million-strong “Volunteer Army” into the Korean Peninsula and fought against the U.S.-led United Nations forces, thus cementing the political division of Korea and its complications that linger to this day. Between 1958 and 1960, PLA troops heavily bombarded the Chiang Kai-shek-controlled island of Kinmen, resulting in significant casualties on both sides. Between the 1960s and 1980s, the PLA and militia troops engaged in a series of border conflicts and clashes with the Soviet Union, India, and Vietnam. Throughout this period, the CCP regime still believed that military force alone was sufficient to serve as the primary bargaining chip and policy instrument in its dealing with other states.[1] ​ However, from the late 1980s to 1990s, the collapse of Soviet Union and Eastern Bloc marked the end of Cold War and the confrontation between two global superpowers. The CCP’s strategy in the international arena evolved from an overreliance on hard military force to one that utilizes both “soft power” and the “carrot and stick.” ​ From the Chinese perspective, the concept of “soft power” encompasses the exploitation of any policy or tool outside the traditional definition of “hard” military power to achieve its desired political, economic, and diplomatic objectives. Such exploitation takes place via political, societal, commercial, economic, legal, psychological, cultural, and other means. Mass media and even tourist groups could all be used as a means of penetration to funnel and support Chinese agents deep inside enemy territory and to create conditions that are conducive to achieving China’s desired outcome. This is the essence of China’s strategy of the “United Front.” ​ This article examines the United Front strategy and the ways in which China’s deployment of this strategy impacts the national security of Taiwan as well as neighboring countries such as Japan, Vietnam, the Philippines, and even the United States.[2] The article concludes with proposed policy recommendations for how Taiwan can counter such strategies...

U.S. foreign policy is beset by numerous simultaneous crises. In Syria, the Assad regime continues to commit massive human rights abuses, while Islamic State jihadis are seizing territory in Syria and neighboring Iraq. Russia has annexed Crimea and is threatening its neighbors from Ukraine to the Baltics. In Nigeria, Boko Haram is killing students while they sleep and abducting hundreds of young girls to sell into slavery, while the Ebola virus is killing thousands in neighboring West African states. And as if this wasn't enough, in Asia, China is on the march in the South China Sea, North Korea may test another nuclear device, and U.S. allies Japan and South Korea continue to feud over history issues. In light of these challenges, U.S. foreign policy analysts may understandably question the fate of President Obama's signature foreign policy initiative, the `pivot' or `rebalance' to the Asia–Pacific.

A theme of South Korean opinion leaders in recent years has been the desire to avoid choosing between Beijing and Washington, but this strategy became more difficult in early 2015, as Seoul had to decide how to deal with issues such as AIIB (Asian Infrastructure and Investment Bank) and THAAD (Terminal High Altitude Area Defense) where Beijing and Washington are on opposing sides. As South Korea weighed these choices, there was a series of high-level Chinese visits to South Korea, including Vice Premier Wang Yang’s to discuss furthering China-ROK economic and cultural cooperation on the foundation of closer political ties and State Councilor and Defense Minister Chang Wanquan to reaffirm opposition to Pyongyang’s nuclear weapons program. On the economic front, China and South Korea are pushing to sign their FTA deal this year, holding the latest trade meeting on April 9. Meanwhile, normalization of regional relations in Northeast Asia moved forward with the resumption of trilateral foreign ministerial talks with Japan on March 21 in Seoul.

Despite ongoing discussions of history and present-day issues related to the Senkaku/Diaoyu Islands, there was a general sense in both Tokyo and Beijing that relations were slowly moving in the right direction. Meetings took place between senior diplomats and political leaders. Slowly gaining traction, engagement culminated in the April 22 Xi-Abe meeting in Bandung, Indonesia, featuring smiles, handshakes, and a 25-minute talk – a far different picture of the relationship than that presented at the November meeting in Beijing. However, Xi and other Chinese officials consistently made it clear that progress in restoring relations would depend significantly on Japan’s proper understanding of history, in particular Prime Minster Abe’s much anticipated statement commemorating the 70th anniversary of the end of the war.

At the end of 2014, there were both stern warnings but also cautious optimism for what 2015 held in store for Japan and South Korea in anticipation of the 50th anniversary in June of the restoration of diplomatic relations and the upcoming 70th anniversary of the end of World War II. The early months of 2015 did not bring any new explosive point of contention to the surface, but issues such as talks on comfort women/sex slaves and territorial sovereignty over Dokdo/Takeshima remained the focus of relations. The most visible manifestation came with Prime Minister Abe’s visit to the US in late April. Clearly playing to his audience, he reassured Americans but disappointed Koreans. While governments were fine-tuning their art of politics, a group of nongovernmental actors – academics, large corporations, and the art community – got swept away by the politicization of bilateral relations.

In the wake of a highly successful April visit by Prime Minister Abe Shinzo to Washington, the US-Japan relationship seemed poised for a celebration of success in revamping the alliance. Two focal points of alliance policymakers were the Guidelines for US-Japan Defense Cooperation and the Trans-Pacific Partnership (TPP). But over the summer, both of these initiatives came under political scrutiny. Beyond alliance priorities, the US and Japan faced additional dilemmas in how to deal with a more assertive and sensitive China. Artificial island building by China in the South China Sea brought the US and Japan into closer dialogue over regional maritime cooperation. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. Beyond bilateral alliance priorities, the US and Japan faced additional dilemmas, both related to dealing with a more assertive and sensitive China. Artificial island building in the Spratlys and a cyber attack on the US Office of Personnel Management rattled US-China relations, which brought the US and Japan into closer dialogue over regional maritime cooperation. Senior Japanese military leaders began to speak publicly about the possibility of a larger Japanese role in the South China Sea. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. The Aug. 14 Abe Statement and Xi Jinping’s speech at the national military parade on Sept. 3, the day of Japanese surrender in China, demonstrated the distance between the two neighbors. Each revealed a new revisionist gaze on their war legacy, and it was hard to ignore the undertones of contemporary bilateral tensions in both leaders’ remarks. Abe chose not to travel to China, although he did not announce his decision until just days before.

It has become the norm for countries to at least try to avoid undermining the spirit of bilateral celebrations. The general mood enveloping both Japan and Korea – in anticipation of the 50th anniversary of normalization of relations on June 22 – was to accentuate areas where progress was being made while marginalizing issues that are predictably controversial. This translated into some compromise on Japan’s pursuit of gaining inscription for several sites on UNESCO’s World Heritage List, a few exchanges of cultural artifacts, and bilateral talks and meetings on the sidelines of major international conferences. The general mood, however, was decidedly anticlimactic as the 70th anniversary of Korea’s independence from Japanese colonial rule or the defeat by Japan in World War II were not so much an occasion to celebrate how much each country had accomplished, but a reality check on how much the two had yet to achieve. This “glass half empty” sentiment prevented any one event to stand out as a hallmark of bilateral cooperation over the summer.

The new national security leaders in Japan, the United States, China and the two Koreas have assumed office at a precarious time. Despite the recent relaxation of tensions, conditions are ripe for further conflict in Northeast Asia. The new DPRK leadership is as determined as its predecessor to possess nuclear weapons and ballistic missiles while resisting unification or reconciliation with South Korea and its allies. The new government in Tokyo is also augmenting its military capabilities. Meanwhile, despite Chinese efforts to restart the Six-Party Talks, the Obama administration has refused to engage with the DPRK until it demonstrates a willingness to end its nuclear weapons program and improving intra-Korean ties. But this policy of patiently waiting for verifiable changes in DPRK policies may be too passive in the face of North Korea' s growing military capabilities, leading the new South Korean government, striving to maneuver between Beijing and Washington, to consider new initiatives to restart a dialogue with the North even while reinforcing its own military capabilities.

In recent years, East Asian countries have faced serious challenges with regard to regional security. The bilateral relationships between China and Japan, and Japan and South Korea, have become increasingly strained due to a variety of disagreements over key political issues, such as territorial claims. Some observers argue that China and Japan may become involved in a direct military confrontation in the near future over the Senkaku/ Diaoyu Islands. The increasing levels of naval and aerial engagements between the two countries demonstrate that such arguments can no longer be seen as 'out of the question'. While two democracies in the region, Japan and South Korea, are both major alliance partners with the United States and share the key security concern of countering North Korea's nuclear and conventional provocations, the two have suffered deteriorating relations since 2012. For instance, the General Security of Military Information Agreement, which provided a mechanism through which Japan and South Korea could share military technology, was canceled in July 2012. Furthermore, the two states have been embroiled in an increasingly antagonistic territorial dispute over Takeshima/Dokdo Islands since President Lee Myung-bak's visit to the islands in August 2012.

China and Japan have been deepening economic interdependence over the last two decades, while China has recently shown territorial ambitions and initiated disputes with Japan. This runs contrary to the commercial liberal literature that argues that trade promotes peace. On the other hand, the realist theory also does not fully explain Sino-Japanese relations because Sino-Japanese relations are not always in conflict. The rise of China and the relative decline of Japan might explain increasing tensions in the rivalry relationship, but what drives Chinese leaders to initiate disputes? I address the importance of domestic politics to examine Sino-Japanese disputes. I argue that the recent deterioration of the bilateral relationship could be explained by the power struggle in the Chinese leadership. To support the logic of this argument, I use a game-theoretic model, which accounts for how the type of Chinese leadership influences foreign policy outcomes in Sino-Japanese relations.

Since its democratization, South Korea's foreign relations with Japan have become increasingly volatile. We investigate the diversionary incentives behind these fluctuations in South Korean foreign policy during 1988–2011. We show evidence that, similar to mature democracies, economic turmoil is driving Korean leaders to divert the public attention toward low-intensity disputes against Japan. However, unlike mature democracies, our results reveal that public approval ratings and national elections do not encourage leaders to engage in the diversionary behavior due to South Korean domestic political institutional settings and party system. These findings highlight challenges to foreign policy making in a new democracy, an issue that has not been considered in detail in the literature. We conclude that although historical antagonism and US commitment to East Asia may affect the Japan–South Korea relationship, economic diversionary incentives significantly determine the fluctuations in Japan–South Korea disputes

A number of US overseas bases were deployed around the world to protect allies and maintain regional peace. Some bases have been stationed in the partner countries for the long term, whereas others were withdrawn from their partners' territories in the face of strong local opposition. Understanding local support for US overseas bases is indispensable for managing alliance politics and pursuing US grand strategy. This article addresses the 1972–2006 Okinawa gubernatorial elections where the US base issue had been chronically politicized and locals supported pro-base candidates six out of ten times contrary to their anti-base preferences. This article addresses external threats as a determinant of vote choice. We analyze the gubernatorial elections as the opportunities for Okinawans to convey their support for or opposition to the current national security policy since US bases in Okinawa are critical to Japan's security. We find that external threats do encourage Okinawans to support pro-base candidates, but the effect of perceived security-related risks is moderate. Moreover, physical and psychological costs such as airplane crashes, environmental and noise pollution, and rape incidents have larger influence on the election outcomes rather than material benefits such as the fiscal transfers and base-related subsidies, which is contrary to the conventional view.

The growing consensus among Chinese analysts, both in China and the West, that elements of China's contemporary foreign policy have been self - defeating is important but limited in two significant ways. First, it focuses on China's most divisive policy stances—such as its expansive territorial claims, disruptive diplomacy in the Association of Southeast Asian Nations (ASEAN), or growing use of unilateral economic sanctions. This focus on controversial policies, while important, ignores less litigious policies which are also now contributing to regional instability. Second, analysts who look at China's foreign policy largely confine their work to China's relations with large or medium powers—such as Japan, India, Vietnam, or the Philippines—or with regional organizations such as ASEAN. This focus ignores China's relations with smaller, developing states—such as Cambodia, Laos, Mongolia, or Myanmar—which are, in many ways, the building blocks of China's periphery security.

In July 2013, Japan's ruling Liberal Democratic Party (LDP) and its coalition partner, the Komeito, scored an impressive victory in the House of Councilors elections. Out of the 121 contested seats, the LDP won 65 and the Komeito 11. With this victory, the LDP-Komeitoruling coalition now controls 135 out of 242 seats (about 55 percent) in the upper house. In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

In May 2008, the five Arctic coastal states - the United States, Russia, Canada, Norway and the Kingdom of Denmark, including Greenland and the Faroe Islands - signed the Illulissat Declaration. The declaration established that the 'Arctic Five' will lay claim to the sea territorial rights awarded to them by the 1982. United Nations Convention on the Law of the Sea (UNCLOS), and that they will settle disputes within the framework of existing international law. This was a very strong message to NGOs and external state actors, arguing that a protective treaty should govern the Arctic, just like the Antarctic.

Why did Japan begin scientific whaling, a policy that benefits few domestically and alienates many around the world? In this essay, I argue that Japan's scientific whaling regime was formed as a result of a 'two-level game' between President Reagan and Prime Minister Nakasone. Although Reagan was faced with a unified, anti-whaling Congress, he himself was not much concerned about the issue. Nakasone was also not particularly concerned about whaling, and he initially was faced with a Diet that was divided on how to deal with whaling (although it became less divided over time). Ultimately, these circumstances led Japan to develop the scientific whaling regime that persists to this day.

This book by Kent Calder successfully demonstrates the growing geopolitical ties between oil and gas producers and consumers around the central Eurasian continent, which spreads from Saudi Arabia, Iraq, Iran, and the former Soviet Union to India, China, South Korea and Japan; this vast area he terms the New Silk Road. According to Calder, these ties are being institutionalized, a development he terms the 'new continentalism'. This is brought by a series of critical junctures in geopolitics and the growing economic needs of oil and gas producers and consumers in the region. These junctures signify major policy changes caused by international or domestic factors, such as, the oil crises of the 1970s; Deng Xiaoping's Four Modernizations in China, which started in 1978; India's financial crisis, which led to economic reforms from 1991; the collapse of the Soviet Union in 1991; and the rise of Vladimir Putin in 1999. These subsequently brought about a series of politico-economic realignments; nationally, regionally, and internationally, a pre-requisite to the rise of the new continentalism.

Abstract:
Japan's nationalization of the Diaoyu Islands in 2012 reignited the Sino-Japanese territorial dispute that had been relatively quiet since the 1970s,making news headlines yet again. Renewed attention to the dispute prompted the publication of a number of books in Japan and China, including this book, claiming to be 'the first academic book in more than a decade focusing exclusively on the Senkaku issue....'While Eldridge's book has some positive points, such as addressing declassified information relating to the Diaoyu Islands in the period between the San Francisco Peace Treaty (SFPT) in 1951 and the Reversion Treaty in1971, the book has some critical shortcomings.

Indeed, 50 years later, there are still barely a dozen countries that boast trains that can be described as high-speed. And while there are lots of schemes in the offing, the huge cost and long lead times are proving a barrier for their rapid spread.

In the past two years, the expression "red line" has become a regular feature of the global policy debate. So much so that it risks becoming a punch line. Red lines have appeared in discussions about the Ukraine crisis, Iran's nuclear program, and Syrian use of chemical weapons. President Obama famously stated in 2012 that "a red line for us is we start seeing a whole bunch of chemical weapons moving around or being utilized."

In November 2011, President Barack Obama announced that the United States would rebalance to the Asia-Pacific region. Although this shift had been underway for years, experts across the Pacific generally welcomed Washington's increased attention. From the beginning, however, the U.S. Congress and governments in Asia have questioned whether the rebalance announcement was backed by the necessary resources and implementation strategy. Under the 2012 National Defense Authorization Act, Congress tasked an independent assessment of the rebalance strategy with a particular focus on plans for realigning U.S. forces in the region. In authoring that independent assessment and a recent follow - on report for the Pentagon, we conducted hundreds of interviews and concluded that the general thrust of the strategy was right, but further efforts were needed to articulate and implement the strategy with greater clarity and consistency for the Congress as well as U.S. allies and partners. Two years after that initial review, we have updated our own findings and concluded that implementation of the rebalance is proceeding apace, but some of the foundational conceptual and resource problems remain. With just two years remaining in the Obama administration, it is vital that the United States revitalize the rebalance and keep its focus on Asia.

Abstract:
A new government took office in India in May 2014 under the prime ministership of Narendra Modi. One of the first decisions it took was to invite the member states of the South Asian Association of Regional Cooperation (SAARC) for the swearing - in ceremony. The decision was a surprise but widely viewed as a great move, underscoring the resolve of the new government to embed India firmly within the South Asian regional matrix. It also underlined that, even though Modi's priorities will be largely domestic, foreign policy will continue to receive due attention. Modi also immediately set for himself a frenetic pace of international travel for the remainder of 2014, covering countries as diverse as Bhutan, Japan, Brazil, Australia, Nepal, and others in Southeast Asia.

TOKYO—The concrete and steel tsunami wall at a nuclear plant south of Tokyo is nearly 50 feet high and stretches a mile long. It is only one of a host of other earthquake and tsunami refits—waterproofing some of the most vital areas of the plant, backing up cooling systems, and improving venting for the facility in the event of hydrogen build up. On March 11, 2011, known as 3/11 in Japan, in the aftermath of the nuclear disaster at Fukushima Daichi, thousands died in the earthquake and resulting tsunamis; countless others lost their lands and livelihoods. There were a number of casualties from stress, dislocation, and more, especially among the elderly. And worse yet, future health fallouts are still to be seen. It was unquestionably a social and cultural calamity for a country that has had so many in its past, yet always seems to recover and come back stronger than ever.

Abstract:
Middle power theory is enjoying a modest renaissance. For all its possible limitations, middle power theory offers a potentially useful framework for thinking about the behavior of, and options open, to key states in the Asia-Pacific such as South Korea, Japan and Australia, states that are secondary rather than primary players. We argue that middle powers have the potential to successfully implement 'games of skill', especially at moments of international transition. Frequently, however, middle powers choose not to exercise their potential influence because of extant alliance commitments and the priority accorded to security questions. We sub-stantiate these claims through an examination of the Australian case. Australian policymakers have made much of the potential role middle powers might play, but they have frequently failed to develop an independent foreign policy position because of pre-existing alliance commitments. We suggest that if the 'middle power moment' is to amount to more than rhetoric, opportunities must be acted upon.

Abstract:
The United States uses two forms of multilateralism to increase levels of foreign public support for military action: diplomatic multilateralism and operational multilateralism. Diplomatic multilateralism is typically done by obtaining a United Nations Security Council resolution authorizing military action. The use of multinational forces, the so-called coalition of the willing and many flags program, is an example of operational multilateralism. While scholars have empirical evidence that diplomatic multilateralism generates foreign domestic support for the use of force, there is no equivalent study for operational multilateralism. We do not know if or how much the two types of multilateralism would differ in inducing foreign domestic support for military action. This article, by using Japan as a field of survey experiment, answers these questions.

As Yukiko Koshiro appropriately notes at the outset of her striking new study, the Asia-Pacific component of World War II comes with many labels, each associated with particular audiences. 'Pacific War' is the preferred term for most Americans, who focus on the fight between Japanese and American forces in the Pacific. 'Fifteen Years' War' is used by Japanese Marxists to describe a much longer series of battles begun on the Asian continent in 1931 and expanding to wider destruction through 1945. 'Greater East Asia War' is the label of choice of the Japanese right, which continues to imagine a battle for' liberation' of Asian peoples from Western imperialism.

For the better part of a decade, the United States has been mired in mediocrity, settling for what feels like a new normal of low eco- nomic growth, stagnant wages, political intransigence, and an unending war or terror. Many think America's better days are behind it. Richard Haass, the president of the Council on Foreign Relations, disagrees. In Foreign Policy Begins at Home , Haass attempts to reverse American defeatism and assuage fears of American decline, arguing instead that the United States is simply underperforming, suffering from "American made" problems that can be corrected by restoring the "foundations of its power." He explains that America's true strength abroad comes from its strength at home, and if America is to provide global leadership it "must first put its house in order." While much of Foreign Policy focuses on policy prescriptions that would restore American strength, the true contribution of the book is its explanation of why such a strategy is needed.

The world has seen the international distribution of power gradually shifting, driven in great part by China's rise and America's relative decline. Almost continuously for two decades, China has kept double-digit growth rates in defense spending and, consequently, made military build-ups that are unprecedented in modern international history. China has also demonstrated a series of increasingly assertive diplomatic and military actions as related to its irredentist claims to Taiwan, the Senkaku Islands, the Spratly Islands, and the Paracel Islands, among others. Although the regional security order of the East Asia and the Western Pacific appears sufficiently stable, the US and its major regional allies together have to deter and, if necessary, defeat possible China's armed aggression against the territorial status quo. Doing so is a challenge even for the hegemonic US, on the grounds that the aftermath of the 2008 Lehman Shock has seriously impaired the health of the US political economy, and that its defense spending is anticipated to undergo one major cut after another, at least, for a decade to come.

Abstract:
All through the ages, Shakespeare's literary oeuvre has occupied a canonical status in world literature, primarily because of its universal relevance in terms of thematic preoccupation, characterization, and setting amongst several literary components. Though widely regarded as the greatest writer in the English language and the world's pre- eminent dramatist, Shakespeare has been translated into every major living language and is performed more often than any other playwright. His dramatic works have been repeatedly adapted and rediscovered by new movements or perspectives in scholarship and performance. Even now, his plays remain highly popular and are constantly studied, performed and reinterpreted in various social, cultural and political contexts throughout the globe. One of these contexts is the Second World War. Regarded as the longest, bloodiest and deadliest conflict in history, World War II was fought predominantly in Europe and across the Pacific and Eastern Asia, pitting the Axis powers of Nazi Germany, fascist Italy and Japan against the Allied nations of Great Britain, France, China, United States and the Soviet Union. It is the most widespread war in history with more than one hundred million people serving in military units from over thirty different countries, and death tolls estimated to be between fifty and eighty-five million fatalities. Despite the fact that theatre stands as a “simulacrum of the cultural and historical process itself, seeking to depict the full range of human actions within their physical context, has always provided society with the most tangible records of its attempts to understand its own records” (3), the role of Shakespeare during the Second World War had not yet been given sustained, critical and detailed scholastic documentation. Herein lies the relevance and necessity of Shakespeare and the Second World War – as a writers' quota to fill the scholastic lacuna. Most of the war's belligerents showed affinity with Shakespearean works as a depiction of their society's self-image. Divided into fifteen illuminating, diverse, and yet coherent essays by seasoned and erudite academics, Shakespeare and the Second World War is a small sampling of reviewed and extended essays from “Wartime Shakespeare in a Global Context/Shakespeare au temps de la guerre” – an international bilingual conference that took place at the University of Ottawa in 2009. Within the spatial and temporal context of the war, Shakespeare's oeuvre is recycled, reviewed and reinterpreted in the chapters. In a Manichean manner, these essays cannot be collectively pigeonholed as either pro or anti–war. In fact, there is a sort of ambivalence with vacillating opinions by the writers.
