Abstract:
Nuclear agreement between Iran and the P5+1 Group become a reality at the beginning of 2016, with the Iranian engagement on declaration and reduction of her nuclear capabilities, for a temporary period. Parallel to the agreement accomplishment, Iran has increased her power towards her geopolitical enlargement area in the Mesopotamia and Levant region. Iran´s resurgence has caused a conventional weapons´ proliferation, where ballistic missiles are the main stress´s source. At international level, Iran has achieved better business opportunities, although her economic evolution is still slow, mainly due internal power´s dynamics. At global order level, the agreement has brought main actors power´s redesign in Middle East and other global areas. Inside Iran, the agreement has reinforced institutional authority and at the same time it is opening up the way for hope and for a better future for the Iranian people.

Abstract:
This article points out the cataclysmic power shift that would take place in the event of Saudi Arabia’s descent into political turmoil, and briefly covers some of the catalysts that could bring about such an event. Overall, the oppressive policies towards the Shia minority carried out by the Sunni-dominated Saudi monarchy are detrimental to the country’s national security. The religious disparities in the country have given the monarchy’s enemies—primarily Iran and Russia—a weakness to exploit. This article does not give evidence of any clandestine operations taking place within the Kingdom; however, it gives evidence that Iran and Russia have much to gain and virtually nothing to lose if the country was to spiral into violence like so many others in the region.

Abstract:
Until recently, Iran has been economically isolated by way of sanctions, preempting investment opportunities with states allied with the United States. However, the Obama administration’s recent effort towards economic normalization with Iran affords it with unprecedented commercial possibilities, and per the focus of this article, legalized commercial enterprising within Saudi Arabia, the United Arab Emirates, and other Gulf Cooperation Council (GCC) States—across sectarian tensions and fault lines. From both a legal and practical prism, this article investigates the recent lifting of sanctions, which opens the door for Iran’s investment within neighboring states including the GCC. Subsequently, it analyzes how commercial investment and the reciprocal advancement of economic interests offers a promising pathway toward eroding political standoffs, economic inequities, and the politicization of sectarianism. In closing, the article addresses salient challenges that may hinder the potential of this economic rapprochement, and ways forward.

145. Schrödinger’s Kurds: Transnational Kurdish Geopolitics In The Age Of Shifting Borders

Abstract:
As the Middle East goes through one of its most historic, yet painful episodes, the fate of the region’s Kurds have drawn substantial interest. Transnational Kurdish awakening—both political and armed—has attracted unprecedented global interest as individual Kurdish minorities across four countries, Turkey, Iraq, Iran, and Syria, have begun to shake their respective political status quo in various ways. It is in Syria that the Kurds have made perhaps their largest impact, largely owing to the intensification of the civil war and the breakdown of state authority along Kurdish-dominated northern borderlands. However, in Turkey, Iraq, and Iran too, Kurds are searching for a new status quo, using multiple and sometimes mutually defeating methods. This article looks at the future of the Kurds in the Middle East through a geopolitical approach. It begins with an exposition of the Kurds’ geographical history and politics, emphasizing the natural anchor provided by the Taurus and Zagros mountains. That anchor, history tells us, has both rendered the Kurds extremely resilient to systemic changes to larger states in their environment, and also provided hindrance to the materialization of a unified Kurdish political will. Then, the article assesses the theoretical relationship between weak states and strong non-states, and examines why the weakening of state authority in Syria has created a spillover effect on all Kurds in its neighborhood. In addition to discussing classical geopolitics, the article also reflects upon demography, tribalism, Islam, and socialism as additional variables that add and expand the debate of Kurdish geopolitics. The article also takes a big-data approach to Kurdish geopolitics by introducing a new geopolitical research methodology, using large-volume and rapid-processed entity extraction and recognition algorithms to convert data into heat maps that reveal the general pattern of Kurdish geopolitics in transition across four host countries.

Abstract:
India and Israel share many common characteristics such as having emerged from a colonial past of the British Empire, and having a parliamentary system which encompasses moderate and radical forces. In spite of this shared background, for nearly four decades, India did not show interest in establishing complete diplomatic relations with Israel, and in general supported and voted for defense of the Palestinians and the Arab Middle-Eastern governments and for condemnation of Israel in world bodies such as the United Nations. However the broad changes in the world stage arising in the 1990's such as the break-up of the Soviet Union, the occupation of Kuwait by Iraq and the subsequent crisis in the Middle-East, the rise of the price of oil, the reduction in the remittances sent back to India by the returning Indian workers from Arab countries, and also the change of the political climate in India, the increase in support for the right wing (B J P) all changed the direction of the attitudes of most Indian politicians towards Israel. But developing Indo-Israel relations does not affect Indo- Iran's relations.

Abstract:
The US-UK special relation has always been an attractive and important issue in international relations. The pro-American tendencies of the British and their partnership with American policies as opposed to being willing to more clearly align with the EU and other European countries, have raised various questions in the minds of scholars. Now, considering that David Cameron's Premiership is coming to an end and the next year's election in the UK and also the different challenges which Barack Obama faced in foreign affairs during his presidency along with his declining popularity in the US, this paper is going to find out whether the Anglo-American special relations have already came to an end or not. At the end, the Anglo-American dispute over Iran would be also examined. The Constructivism theory of international relations has been used here to analyze data which have been gathered from library sources and various other internet resources. It is concluded that the Anglo-American special terms which started after the Second World War and were deepened in the Cold War, have lost its strength in one way or another – especially after Bush-Blair era- and is waiting for a new shape with the change of British Premiership.

This article discusses Turkey's increasing role as a country of immigration by using the case study of Iranian migration to Turkey. While Turkey predominantly functions as a transit country for Iranians on their way to the West, this article will focus on a small group of Iranian migrants who went to Turkey with the purpose of transit but eventually settled down in the country. At the same time, the article investigates the concepts of “transit” and “settlement” among a growing group of Iranian students who entered Turkish universities in recent years. In which ways can these students be compared to other Iranian migrants in Turkey? And to what extent are Turkey's institutions for higher education becoming an easy channel for migrants looking for ways to leave their home country?

Joshua Stanton, an attorney in Washington, D.C., has advised the House Foreign Affairs Committee on North Korea-related legislation, including the North Korea Sanctions Enforcement Act, and blogs at OneFreeKorea. His article, "North Korea: The Myth of Maxed-Out Sanctions", a legal analysis of North Korean sanctions, refuted the idea that there is nothing left that the world community can do to bring them to the negotiating table. In this interview, he expands further on this idea addressing why people think that nothing more can be done and how the Iranian nuclear deal will affect relation with North Korea. The views expressed are solely his own.

In October 2012, the Iranian rial earned the unwelcome distinction of the world’s least valued currency. It had lost more than 80% of its open market value in the previous two years, crashing from 9,800 to 37,000 rials (IRR) per U.S. dollar (USD). As the rial lost value, demand for more reliable hard currencies surged until it far exceeded the Central Bank of Iran’s (CBI) official supply. Many western analysts, taking their cue from U.S. officials, claimed this devaluation proved the efficacy of international sanctions. Did it really?

Abstract:
This article reviews existing comparative literature on Iran and Turkey in terms of their approaches, themes and findings. It extracts and critically analyses two dominant trends in this literature; Comparative Analyses of Cultures and Comparative Analyses of Modernizations. This paper argues that, these two common lines of approaching have serious limitations since they carry the traces of orientalist and ethnocentric assumptions. New literature on this topic however, offers new avenues of research, enabling the debate to avoid the above mentioned pitfalls. As a conclusion, this critical review points to certain dynamics to consider (over-politicization of the Iran-Turkey comparisons and the impact of international developments) in order to facilitate stronger comparative frameworks.

In consideration of the general instability in the Middle East – the bloody Syrian civil war and its mounting refugee crisis, the overthrow of the Muslim Brotherhood in Egypt, the emergence of ISIL and ongoing fighting in Iraq, and the war in Yemen – the author argues that the geographical map of the region based on the 1916 Sykes-Picot Agreement is disintegrating. Furthermore, the author argues that the region’s turmoil has to some extent had a spillover effect on the three non-Arab states – Turkey, Iran, and Israel, which further adds troubles to the region. While Israel is largely an outlier, the author posits that Turkey, Iran, and Saudi Arabia will be embroiled in the “increasingly bitter contest for dominance of the Muslim Middle East.”

Abstract:
The Turkmens, descendents of the Oghuz confederation of Turkic-speaking nomadic tribes of the early Middle Ages, are currently scattered across the Middle East and Central Asia. Focusing on the Turkmen populations of Iraq, Syria, Lebanon, Palestine, and Iran, the author delves into their situation as minority groups who are barred from political participation and from expressing their cultural identity. This plight has only been exacerbated for the Iraqi Turkmens since the rise of the Islamic State of Iraq and the Levant (ISIL). In order to overcome socio-political marginalization, the author advocates for Turkmens to unite and form linkages with other minority groups.

Abstract:
Hezbollah today is Lebanon’s strongest political party. However, its military intervention in the Syrian conflict has put it at a crossroads. While the party’s domestic strength continues, largely due to the weakness of its Lebanese political opponents and to its reliance on the possession of weapons to intimidate them, Hezbollah is facing increasing challenges in Syria. The author argues that as a deal on Iran’s nuclear ambitions looms, and with it the possibility of imposed limitations on Iran’s behavior by the international community, Hezbollah – being Iran’s key client – will find its autonomy and ability to act in the domestic Lebanese sphere as well as externally reduced in the future.

Abstract:
Inheriting a legacy of imperial competition, the Turkey-Iran rivalry today manifests itself through the contest for leadership of the Arab Middle East, and Muslim hearts and minds more generally. The authors contend that Turkey and Iran’s relationship transcends the boundaries of amity or enmity that traditionally define actors in the modern Middle East state system. Rather, Ankara and Tehran have been able to successfully compartmentalize elements of their rivalry while strengthening bilateral ties and expanding areas of economic cooperation. The authors posit that the present-day Turko-Iranian relationship falls in the category of neither friend nor enemy, but rather that of frenemy.

The Islamic Republic of Iran entered into a new era of public diplomacy following Hassan Rouhani’s victory in the June 2013 presidential election. Iran seeks both to revitalize its soft power tools and reach out to the international community through a more moderate, tolerant, and open dialogue policy. Digital diplomacy and social media have become increasingly important to this end. The author expounds on the new administration’s social-media friendly approach to fulfilling its foreign policy goals, in addition to taking stock of the soft power initiatives undertaken by international actors, and the possible obstacles for Iran in employing these same methods.

Abstract:
Globalization and social development, as two independent and interactional discourses in this paper, have been investigated using the globalization indicators in two Khatami’s and Ahmadinejad’s administrations. Thus, the independent variable of globalization, and the dependent variable of the state of social development of Iran are compared in the two periods of 1997-2005 and 2005-2013 with the different approaches adopted in the two administrations. The research method is comparative. The research hypothesis is that based on valid statistics, both administrations have been on the path to social development, but Khatami's approach was based on global reformism, and Ahmadinejad's approach was based on indigenous and local thoughts. In terms of theoretical foundations, we have used the generalization model of political-social development. According to this model, development priorities are different in countries with different political and social contexts. Social globalization grew as much as 8.86 in the Khatami’s administration, and up to 4.89 in Ahmadinejad's administration. Therefore, the administration type is related to the extent of globalization, and globalization has contributed to the growth and development of social development. It also has provided a platform for the continuation of studies of this trend in a different way, with regard to the states and the internal environment of the countries.

Abstract:
This article aims to analyze the power struggle in the Persian Gulf towards the end of the Cold War from a different perspective. The withdrawal of Britain from the region created a power vacuum and this caused a regional leadership struggle between countries such as Iraq, Iran and Saudi Arabia. Facing historical problems between each other, the Iran-Iraq rivalry came into prominence with this struggle. The fray between the two countries also caused the Iran-Iraq War of 1980-1988. This study argues that the Iran-Iraq War is a result of the Persian Gulf struggle and examines the armament activities of the parties concerned, the support they received and to which extend this support played a role in the conduct of the war. In this respect, the Iran-Iraq War concluded as a war of attrition without winners, caused the two countries to become a matter of secondary importance in the regional competition.
