101. The politics of hope: a nation’s patience tested

Abstract:
Winter 2019 marked the 40th anniversary of the 1979 Islamic Revolution in Iran. The anniversary celebrations occurred in the midst of a difficult era of socio-economic turmoil, the return ofَ U.S. sanctions, and deepening political infighting in the Islamic Republic. Tensions between the government and the people are especially high. The tectonic plates of social change have been shifting below the surface in Iran over the past two decades, with major discontent erupting in the past year. While the country’s political facade appears largely unchanged, tensions and fragmentations among the ruling elite have deepened. Economic conditions are fast deteriorating for the average citizen, while political repression remains a harsh reality. Iran’s citizens, who have clung to hope and the possibility for change through decades of domestic repression and isolation from the global economy, struggle to remain hopeful. Collective fatigue stemming from years of isolation from the global economy, as well as domestic economic hardship, compounds the disappointment Iranians feel from unfulfilled political promises. The Iranian government has repeatedly failed to carry out promised reforms; in recent years alone, President Hassan Rouhani has proven unable to carry out his promises to “open up Iran politically, ease rigid social restrictions and address human rights abuses.” As this situation continues, Iran risks despair and chaos.

102. The Power of Ideas That Won the Cold War is Still Needed

Abstract:
To win the Cold War, President Ronald Reagan did something for which he is never credited: he dramatically increased the budget of the United States Information Agency, the public diplomacy arm of our struggle against communism. Senegal, in September of 1999, was about to hold a presidential election. Because of USIA's long history of promoting journalism in Senegal, the embassy decided to work in partnership with the local Print, Radio and Television Journalists Federation to hold a series of workshops on the role of journalists in covering elections. USIA was uniquely organized to promote democratic development through the long term support of human rights organizations, journalism, programs that helped build the rule of law, educational programs that encouraged the acceptance of diversity in society and, perhaps most importantly, through partnering with and supporting local opinion leaders to help them promote democratic values that stand in opposition to ideologies hostile to the West.

Abstract:
After a century of an American world order established by U.S. President Woodrow Wilson at the end of the First World War, we are facing a shift in Washington’s global attitude. President Trump’s approach to world affairs is different. Although Obama, and to some extent Bush before the September 11, 2001 terror attacks, was starting to withdraw from the U.S. historical position of key global superpower, President Trump’s approach to world affairs is a much more drastic acceleration of this move. Continuing in this direction means we may soon face a collapse of America’s century-long preeminence, and the creation of a new world order in which the U.S. is no longer leading the global power, but only first among sovereigns, if at all.

Controversies have abounded, including Palestine and Israel within the UN's Human Rights Council, lack of US support for the International Law of the Sea (since 1994), and the International Criminal Court (since 2002). Collectively, the European Union and its Member States remain by far the largest financial contributor to the UN, providing 30% of all contributions to the budget and 31% of peace-keeping activities in addition to substantial contributions towards project-based funding. 4. Some may object that the European Union has been hampered by the lack of a common position among EU Member States on the future of the UN Security Council (UNSC), where two member-states, UK and France, currently have permanent seats and one, Germany, is desperate to get one.

What is completely unclear is whether or not those hawks on both sides want a modified Cold War type confrontation, built perhaps on cyber warfare, or an all-out military confrontation. What this situation, with all its incredibly profound dangers and possible disastrous outcomes, has done is once again prompt the question, “what is the United States doing in the Middle East and what precisely are our goals there?”

Abstract:
Iran – Saudi Arabia’s rivalry is the main reason behind the conflicts and instabilities in the region. However, the political nature of this rivalry is often oversimplified by mainstream media outlets. Similarly, a significant part of literature on identity politics on rivalry between Iran – Saudi Arabia, has mainly provided a comprehensive and descriptive account of their history as well as current conditions with ethnic and sectarian identities as roots and origins of regional instabilities; or focused mainly on the politicization and manipulation of Sunni and Shia Islam by actors in their struggles for power. Synthesizing the theories on identity politics already in existence, namely Primordialism, instrumentalism, and social constructivism, this research constructed an integrated theoretical model. In this model, sectarian identity - one essence intrinsic to Middle Eastern societies and been built alongside regional history – is not only measured by its tremendous influences on political processes; but also compared in the usage of political actors of all levels in political practices.

Abstract:
This study investigates the response of the Baloch Sunni ethno-religious minorty towards the assimilationist approach of the Islamic Republic of Iran. It argues that the Iranian theocratic political system uses an assimilationist approach and tries to assimilate the Baloch-Sunni into Shia Persain dominated ethno-religious group; but, this policy has been resisted by different strata of the society. The study finds that although there is a general consensus among the Baloch Sunnis to uphold their ethno-religious values, each segment of the Baloch Sunni society is combatting the central government’s ethno-religious policy on its own way depending on the means available, ranging from cultural efforts to political and military activities.

109. Defying the System: The Origins of Anti-Westernism in the Non-Western World and the Case of Iran

Abstract:
Anti-Western sentiment is a common feature of politics in many non-Western societies such as China, Cuba, Venezuela, Turkey, Iran and various Arab countries. Challenging the scholarly literature that depicts anti-Westernism as an “irrational, extremist and fundamentalist reaction to the cultural hegemony of the West,” this article conceptualizes anti-Westernism as a rational reaction to –and an unsurprising consequence of– the problematic political/economic interactions between non- Western societies (e.g. Iran) and Western powers (e.g. Britain, France and the US). Iran is a particularly noteworthy case because anti-Westernism played a key role in the formation of the modern state in the country. The foreign policy behavior of Iran in our time and the historical trajectory that produced the Islamic Republic after the 1979 Revolution cannot be understood without acknowledging anti-Westernism. The origins of anti-Westernism in Iran are explored in this article through interpreting the path dependent historical experience of the country, with a particular emphasis on the relations between Iran and Western countries. In contrast to works that attribute Iran’s anti-Western foreign policy to the Islamist ideology of the post-1979 era, it will be argued that hostility to the Western-dominated international political system should actually be traced to the transformation in which the Iranian national identity evolved in the early 20th century.

Abstract:
Terrorist violence led by the Kurdistan Workers’ Party (PKK) is one of the major issues of Turkey since the 1980s. This violence is based upon Kurdish ethnic identity aimed towards establishing an independent Kurdish state in Turkey’s southeast, northern Iraq, northern Syria and north-western Iran. Despite this aim, the terrorist campaign of the PKK predominantly targets security forces and civilians in Turkey. However, the existence of a terrorist group such a long time raises a question of the impact of external support on the formation and maintenance of the PKK. While Turkey has criticised constantly its southern neighbours on the PKK’s activities and tactics, the regional approaches have been largely neglected in the existing scholarly literature. This article aims to close this gap by focusing on the role played by Iraq, Iran and Syria in the PKK terrorism and Turkey’s counter-terrorism policies. The article argues that the major reasons for the unsuccessful result of Turkey’s effort to destroy the PKK were the approaches of ignorance of the PKK activities and the use of the group as a trump card by the three neighbours and insufficient policies to keep under control the regional dimension of the conflict. The article critically analyses historical relationships between these three states and Turkey to explore how the regional dimension has affected the resolution of this conflict.

Abstract:
This article provides an introduction to the theoretical underpinnings of expected utility and game theory approaches in IR studies. It goes on to explore their application to a specific research subject, international bargaining on Iran’s nuclear program. In this application, the article presents forecasts about Iran’s nuclear program using a game theoretic, bounded rationality model called the expected utility model (Bueno de Mesquita 2002). Three analyses were made in December 2005, September 2006 and March 2007. All three forecasts appear to be in line with real-life developments regarding the issue. The results show that Iran has been losing international support since the analyses started, and the last forecast suggests a pro-US position supported by all major international actors. Also, all three analyses suggest that Russian and Chinese support is vital to curb the Iranian nuclear program.

As one of the most significant actors of the region, Iran’s interactions with great powers (as well as regional powers and non-state actors) have come under scrutiny. This article adopts an historical account and suggests a framework to study Iran’s foreign policy. The framework is contextually built with a multi-level approach to specify the independent and intervening variables of Iran’s foreign policy through the light of neoclassical realist theory. In this context, it is argued that the independent variables of Iran’s foreign policy are geopolitics, threat perceptions and balance of power politics. These systemic variables are filtered through nationalism, theological and revolutionary ideology and policy making mechanisms.

Abstract:
Hybrid threats and hybrid warfare may occur at the same time, prosecuted by the same adversary, as part of an intense revisionist campaign or during war. For example, the current conflict in eastern Ukraine might be viewed as an example of hybrid warfare that is taking place within a wider Russian campaign of regional revisionism and global influence. Likewise, Iranian proxy militia fighting hybrid wars in Syria and Iraq, and against Israel, are part of a wider regional revisionist challenge. Alternatively, any future large-scale war is likely to involve hybrid warfare operations, in parallel with hybrid threats to the homeland. The challenge will be to fight both in parallel.

Abstract:
The October issue observes different dynamics of responses to terrorism, in terms of observing case studies, deconstructing methods and improving mechanisms to deal with the evolving threat. The articles focus on key aspects of counter-terrorism – through transnational cooperation and specifically interoperability, countering violent extremism – through counter-ideology and rehabilitation. Overall, while there is no ‘one size fits all’ approach to fight terrorism, there is a need to holistically incorporate diverse approaches that both counter terrorism and counter violent extremism in order to witness tangible and measurable gains. In the lead article, Rohan Gunaratna discusses the circumstances surrounding the death of Bahrun Naim, the effects on the threat landscape in Indonesia and lessons for effective counter-terrorism. Bahrun Naim’s links to the Islamic State (IS) and ability to radicalise and recruit supporters in Southeast Asia until his death, while operating from Syria, highlights the success of social media propaganda and outreach. The article also focuses on his recruitment tactics and network base that enabled him to plan multiple terrorist attacks, highlighting the need for long-term collaboration, cooperation and information sharing between security agencies within and beyond the Southeast Asian region. Next, Patrick Blannin discusses cooperation within the Indo-Pacific region as a key aspect of counter-terrorism efforts. The author puts forward the concept of interoperability, in which two or more states act in a coordinated manner to address a common problem. This will facilitate the translation of policy-making rhetoric into operational responses to security threats. It is argued that improved interoperability will enhance regional counter-terrorism cooperation at the strategic and tactical levels. Muhammad Haniff Hassan delves into the counter-ideology domain and attempts to refute IS’ claims on jihad as a personal obligation where the consent of parents is not necessary. The author analyses the IS’ argument and counters it with the historical story of Uwais Al-Qarni, who did not participate in jihad or migrate to Medina because he was taking care of his sick mother. The author contends that use of historical Islamic examples can assist in countering IS’ extremist arguments that are intended to reduce barriers to engaging in violence. This story can then also be useful in countering the extremist thoughts of groups such as Al-Qaeda and Jemaah Islamiyah (JI). Lastly, Zohreh Vakilpour and Behnam Rastegari focus on the need for a rehabilitation programme in Iran for terrorists, specifically with the rise of the Islamist extremist threat since 2017. The authors state that while Iran has a rehabilitation programme for non-terrorist offenders, it remains limited in terms of legislation on its methods, scope and implementation. This requires improving the existing rehabilitation programme while using the relatively successful rehabilitation programmes for terrorists in countries such as Singapore and Sri Lanka as models for Iran.

Abstract:
Concern is rising over the threat of chemical and biological terror. Last month, the British newspaper The Sunday Times reported that staff at soccer stadiums in the United Kingdom were being advised on how to respond to attacks using poison gas and hazardous substances following concerns that Islamic State-inspired extremists may seek to carry out such attacks on crowded venues. There are signs the group is seeking to export expertise built up in Syria and Iraq. Last summer, an alleged terrorist cell based in Sydney that was in communication with a senior Islamic State controller allegedly plotted to build a poison gas dispersion device to potentially attack crowded places in Australia. As Florian Flade reports in our feature article, this past June, German authorities allegedly thwarted a ricin attack by a Tunisian extremist being advised on how to make the biological agent by an Islamic State-linked operative overseas. Before he was arrested, he was allegedly able to produce a significant quantity of ricin. A threshold had allegedly been crossed. Never before has a jihadi terrorist in the West successfully made the toxin. Our interview this month is with Hamish de Bretton-Gordon, who previously led U.K. and NATO efforts to counter CBRN threats. He warns the huge disruption caused by the “Novichok” attack in Salisbury earlier this year may inspire jihadi terrorists to launch bio-chem attacks. He argues the better informed and prepared the public and emergency responders are, the less likely such attacks will lead to large-scale panic. In late June, European security agencies thwarted a plot allegedly orchestrated by an Iranian diplomat to bomb an Iranian opposition conference near Paris attended by Newt Gingrich, Rudy Giuliani, and 4,000 others. Matthew Levitt outlines how Iranian agents have used diplomatic cover to plot terrorist attacks in Europe over the past several decades. Geoff Porter looks at the terrorist threats facing Mauritania. Jason Warner and Charlotte Hulme provide best estimates for the numerical strength of the nine Islamic State groupings active in Africa. This month, we mourn the loss of Ambassador Michael Sheehan, who worked tirelessly throughout his professional life to protect the United States from terrorism. As the former Distinguished Chair and current Senior Fellow of the Combating Terrorism Center, he inspired a new generation of military leaders and researchers and was a strong champion of this publication. He will be greatly missed.

In our cover article, Ali Soufan profiles Major General Qassem Soleimani, the long-serving head of Iran’s Quds Force who the U.S. government has accused, among other things, of support for terrorism and involvement in a 2011 plot to assassinate the Saudi ambassador to the United States. Soufan outlines how Soleimani has masterminded Tehran’s efforts to project its power across the Middle East using a unique strategy of blending militant and state power, built in part on the model of Hezbollah in Lebanon. Soufan argues that with nationalist sentiment on the rise in Iran in the wake of the U.S. withdrawal from the nuclear agreement and the ongoing regional tussle with Saudi Arabia, Soleimani’s popularity would make him the natural front-runner if Iran chooses to adopt a military presidency. Our interview is with Patrick Skinner who during the decade after 9/11 worked in counterterrorism for the CIA in Afghanistan and Iraq. Last year, he began working as a police officer in his hometown of Savannah, Georgia, in an effort to make a difference closer to home. Skinner reflects on how lessons learned from his time as a CIA case officer and as a local police officer could apply to counterterrorism and counterinsurgency strategy and tactics overseas. Drawing on thousands of pages of judicial documents and investigative files, Nuno Pinto outlines the alleged key role played by two Portugal-based extremists in a transnational Islamic State network whose alleged attack plans were thwarted by arrests in Strasbourg and Marseille in November 2016. The case raises concerns that European countries in which security services are less geared up to confront terrorist activity are being used as logistical hubs by jihadi terrorists. In the wake of the Islamic State’s deadly attack on Western tourists in Tajikistan in July 2018, Damon Mehl examines the threat the group poses to the country. With the Islamic State having lost almost all of its territory in Syria and Iraq, Michael Munoz looks at how the group’s propaganda efforts may evolve in the future.

On November 5th, 2018, the Trump administration re-imposed severe sanctions on Iran. These sanctions, which President Obama called the “toughest sanctions ever faced by the Iranian government,” were lifted by the 2015 Joint Comprehensive Plan of Action (JCPOA), also known as the Iran Deal. The JCPOA was signed with a view to blocking Iran’s alleged pursuit of nuclear weapons, allowing international inspectors into Iran in return for sanctions relief. Withdrawing the United States (US) from the deal was a prominent promise of Donald Trump leading up to the presidential elections of 2016. In a May 2018 speech that described the deal as rooted in “fiction,” President Trump made good on his promise to leave the JCPOA and to move to unilaterally re-impose sanctions on Iran.

Abstract:
his paper examines the evolution of Iran’s foreign policy towards the three South Caucasian republics since the agreement of the Iran Nuclear Deal on 14 July 2015 be- tween Iran, P5+1 (China, France, Germany, Russia, the United Kingdom, and the United States) and the European Union (EU) until today. This paper presents a number of key issues – energy, transportation and trade – related to Iran’s policy towards Armenia, Azerbaijan, and Georgia. Furthermore, it provides consideration of the effects of other international actors such as Rus- sia, Turkey and Israel. The aim of this study is to show the complexity of bilateral relations be- tween the states surrounding the South Caucasus and the impact of their multiple overlapping interests on the whole area.
