Abstract:
This article aims to explain the lack of robust antinuclear movements in India during a period that ranges from the 1950s to the 1970s. Such movements arose throughout the world. During the 1960s, people rallied for this agenda in the United States, France, the United Kingdom, and even in New Zealand. India, conversely, tested a nuclear device in 1974, at the known Pokhran-I test (or “Smiling Buddha”), but did not face such grassroots uprisings. In this sense, this research design applied a deductive congruence analysis built on a bibliographical review. A cas e study on the Indian context tested previously elaborated the main hypotheses. It was inferred that this phenomenon was causedby four elements: (a) few possibilities to public participation; (b) scant available information on nuclear policy; (c) lack of a political schism between national elites and civil society on this topic; and at last (d) geopolitical dynamics.

Abstract:
A narrative of India’s foreign policy would unambiguously outline its ascendance as a deserving major power in world politics. A theoretical, structure-agency reading of foreign policy however reveals a complex interplay of factors behind India’s rise; evolving material capabilities and power, and normative and ideational forces. From its inception as a sovereign state, India envisioned itself as a great power even though there were considerable obstacles to this. Despite India’s meteoric rise in the post 1998 period, it has not succeeded in translating its material preponderance into either strategic consensus or astute leadership of the sub-continent. The chief argument of this article is that India serves as a test case for the foreign policy of a state being compulsorily structured by the complex interaction of systemic forces on one hand, and agential actions on the other.

Abstract:
This paper seeks to analyze that why some nations to nuclear in the international structure for the sake of national security when nuclear is an expensive and hard option? Due to fragile geopolitical position of Pakistan,security concerns have always forced her to find balance of power in the south Asian region through different ways. Having fought three major wars with India in 1948, 1965 and 1971 in an asymmetric military environment, Pakistan had been in disadvantageous position. War of 1971 in which Pakistan lost its Eastern wing (now Bangladesh, as an independent state) and nuclear explosion by India in 1974 forced Pakistan to follow the nuclear path. This paper analyzes the results of nuclear policy in the form of economic sanctions imposed by US and its allies, and reversal of US policy after 9/11 regarding sanctions against Pakistan. In the wake of 9/11 incident for joining the US led Global War on Terror, General Musharraf had announced that his objective was to save the nuclear and missile assets of Pakistan. This paper analyses that how Pakistani governments of General Musharraf, and Zardari from 2001 to 2013, had been under immense pressure through different coercive tactics ( from Dr. A. Q khan’s network to safety of nuclear program) to ruin the Pakistani nuclear program which had proved to prevent wars between India and Pakistan since 1999 to 2013. What costs Pakistan had to pay and what benefits Pakistan gained due to nuclear program.

Abstract:
If there is one idea that has consistently influenced western foreign policy since the Cold War, it is the notion that extending interdependence and tightening economic integration among nations is a positive development that advances peace, stability, and prosperity. As a post-Cold War idea guiding U.S. and European foreign policy, there is much to be said for it. The absorption of Eastern Europe in both the European Union and NATO helped consolidate market democracy. Globalization led to unprecedented growth in western economies, and facilitated the ascent of China and India, among others, taking billions of people out of poverty. Access to the international financial institutions also offered emerging powers the strategic option of exerting influence through existing institutions rather than trying to overturn them. Some policymakers and experts believe that this process holds the key to continuing great power peace and stability.

Abstract:
One of the most remarkable phenomena of Contemporary International Relations is the fact that Africa became object of a new global race, like in the end of the 19th Century. In the beginning of the 21st Century, however, the most dynamic protagonists of such movement are the emerging powers, and not the European metropolises. Such process occurs in a frame of economic and social development in Africa, besides a diplomatic protagonism, which represented an unexpected feature for many. Africa, in marks of globalization and the end of the Cold War, experienced a second "lost decade", with bloody internationalized civil wars, epidemics (HIV/AIDS, cholera and the Ebola virus, among others) and economic marginalization.

Abstract:
The Arctic Council (AC) is an inter-governmental organization that, since its creation in 1996, has been widely recognized as one of the most progressive regional bodies in the world. The membership includes the eight Arctic states (A8), six permanent participants, and observer states such as the UK and Germany. From May 2013 onwards, there are also new permanent observers including China, India, Japan, and South Korea. The European Union's candidature has been delayed and subject to further review and assessment. The Council is chaired by one of the eight Arctic states for a two year period. The current chair is Canada (2013- 2015) and it will be followed by the United States (2015- 2017). The permanent participants, including the Inuit Circumpolar Council, Saami Council, and Aleut International Association, enjoy full consultative status and may address the meetings of the Council. Administrative support is provided by the Indigenous Peoples Secretariat (IPS), which is based in Copenhagen. The AC lies at the heart of debates about Arctic futures. It faces two challenges – institutional evolution and membership. For its supporters, the AC occupies center position in promoting an orderly and cooperative vision for the Arctic, but there is no shortage of commentary and punditry analyzing and predicting a rather different vision for the Arctic. As Paul Berkman asserted in the New York Times, under the heading “Preventing an Arctic Cold War,” there is little room for complacency. Berkman's analysis warned of Arctic and non-Arctic states being increasingly forced to confront difficult issues relating to policing, resource management, accessibility and navigability, alongside environmental protection. His suggestion at the end of the piece appeared, seemed rather odd, “[a]s the head of an Arctic superpower and a Nobel laureate, Mr. Obama should convene an international meeting with President Putin and other leaders of Arctic nations to ensure that economic development at the top of the world is not only sustainable, but peaceful.” Bizarrely, there is little analysis of how, and to what extent, the AC and other bodies, including the United Nations Law of the Sea (UNCLOS), are actively providing “rules of the road” (Berkman's phrase) for the Arctic region and beyond. This piece focuses on some issues that require further attention (such as the protection of the Arctic marine environment) while acknowledging how the AC has changed in the last few years. As a regional body, it operates in a strategic environment where few specialist observers believe that military conflict or destabilizing resource speculation is likely to prevail. Nonetheless, it is a work in progress with pressing demands to address. I will discuss debates about membership status and the institutional evolution to respond to experts' concerns about disasters (which might involve a shipping or drilling accident) and ongoing climate change, including manifestations such as sea ice thinning in the Arctic Ocean

7. NATO and India: The politics of strategic convergence

Abstract:
In this article, I argue that after having experienced a distinctly cool relationship throughout most of the post-war period and for the 10 years following the end of the Cold War, India and North Atlantic Organization (NATO) are now gradually moving towards each other. Indeed, during the past decade, NATO's 'out-of-area' operations have taken it eastwards from the Mediterranean, while India's 'extended neighbourhood' framework has brought it westwards from the Indian subcontinent. This has created a geopolitical overlap between these two actors, most notably in Afghanistan but also elsewhere in the Indian Ocean. Common advocacy of liberal democracy and overt concerns over jihadist destabilization have brought these two actors together. In NATO's post-Cold War search for relevance and India's post-Soviet search for partners, they have found each other. Unstated potential concerns over China are also a feature in this strategic convergence. However, while NATO has adopted a flexible range of 'Partnership' frameworks, India's sensitivity on retaining 'strategic autonomy' will limit their cooperation to informal ad hoc arrangements.

8. Integration in the Global South: What Role for IBSA Dialogue Forum?

Abstract:
Recently we have seen that the middle-sized states are coming together in several forums. The WTO meetings and India-Brazil-South Africa (IBSA) dialogue forum are among those to be cited. Such groupings are mainly economy oriented and whether they will have political output needs to be seen, however, in the future if globalization goes in a similar way as today, we might see more groupings. Those groupings should be seen as reactions to unjust and exclusive globalization. The IBSA Dialogue Forum members have enhanced their relations economically by signing bilateral trade agreements and acting together on economic issues in global forums. If they can hold together, they are creating a market more than ¼ of global population and, if successful, it has a chance to be the engine of growth in the South. Moreover if they can create the biggest market in the South, they would also be influential in the being of the voice of the South. In that sense, this paper addresses the possible ways to develop relations between the IBSA members and economic development in the South, furthermore, implication of the IBSA on global governance and development can be as critical as its contribution to economic development, since the global governing bodies have legitimacy crisis.

Relations between Iran and India, two ancient civilizations, go far back in history. However, the contemporary politico-economic relations between these two major Asian powers, especially after the Islamic revolution in Iran in 1979, are affected by various different domestic, regional and international elements. The main objective of this research is to analyze the dominant foreign policy trends in Iran-India relations during the last three decades. A historical review of the evolution of transitional trends in Iran and India's foreign policy approaches, especially during the Post-Cold War era, with an emphasis on the role of different internal, regional and international elements in shaping these approaches, would bring new light on the study of relations between these two countries. The effects of these different approaches on Indo-Iranian relations and the future perspective of these policies will be analyzed in this paper.

Abstract:
The end of the Cold War was celebrated in many circles as marking an end to a pattern of global relations that was determined largely by conflict, a shift that was thought to augur an era of greater cooperation and peace. However, these hopes were soon seen to be mistaken. While the number of inter-state conflicts has certainly come down in the post-Cold War years, externally induced factors, as well as the rising incidence of collapsing internal institutions, helped spur the rise of intra-state conflicts of various types. One is perhaps forced to acknowledge at least the partial validity of John Mearsheimer's 1990 prophecy that the world would soon miss the order of the Cold War era as we leap into “untamed anarchy.” In cases of such internal conflicts, the most alarming fact has been the increasing incidence of states' failure to ensure the supply of public goods to their citizens – most critically the failure to ensure security.

Two snapshots convey the flavor of India's pursuit of a larger role in global governing councils. The first dates from India's most recent accession for a two-year term to the United Nations Security Council in January 1991, just as the Union of Soviet Socialist Republics (USSR) was coming apart and the end of the Cold War was in sight. The first major issue to come before the council was the package of resolutions that would end the first Iraq war. Harried Indian diplomats, faced with draft resolutions being pressed on them with great insistence by their U.S. counterparts, spoke of their need to ''find the non-aligned consensus.'' Whatever decision India made was bound to alienate an international constituency it cared about. For Indian officials, this moment captured both the advantages and drawbacks of participating in the world's decisionmaking. The then—Indian ambassador to the United States, Abid Hussein, expressed considerable frustration in a private conversation with me at the time: ''Do you realize that we will have to do this for two years?''

Abstract:
Economic diplomacy can be defined as the method by which states conduct their external economic relations. It embraces how they make decisions domestically, how they negotiate internationally and how the two processes interact. Economic diplomacy has been transformed in the last two decades with the end of the Cold War and the advance of globalization. Its subject matter has become much wider and more varied and it has penetrated more deeply into domestic politics—no longer being limited to measures imposed at the border. Internationally, it engages a far larger range of countries, including new rising powers like China, India and Brazil. Yet the relative power and resources of governments have been shrinking, so that they often seem to be trying to do more with less.

To construct a coherent account of East Asia's evolving security order, this article treats the United States not as an extra-regional actor, but as the central force in constituting regional stability and order. It proposes that there is a layered regional hierarchy in East Asia, led by the United States, with China, Japan, and India constituting layers underneath its dominance. The major patterns of equilibrium and turbulence in the region since 1945 can be explained by the relative stability of the US position at the top of the regional hierarchy, with periods of greatest insecurity being correlated with greatest uncertainty over the American commitment to managing regional order. Furthermore, relationships of hierarchical assurance and hierarchical deference help to explain critical puzzles about the regional order in the post-Cold War era.
