Abstract:: On December 9, the Chinese People’s Liberation Army (PLA) and the Indian army clashed at Yangtse along the Line of Actual Control (LAC) in Tawang Sector in Arunachal Pradesh resulting in injuries on both sides. Following the incident, the local Indian commander held a flag meeting with his Chinese counterpart on December 11 in order to restore peace. The clash at Tawang marked the first major skirmish between the two armies in the eastern sector since the Galwan Valley clash in the western sector in Eastern Ladakh on June 15, 2020 (China Brief, July 15, 2020).

Abstract:: On May 24, 2022, President Joe Biden met Indian Prime Minister Narendra Modi on the sidelines of the Quad summit in Tokyo. According to the White House readout of the meeting, “The leaders reviewed the progress made in the US-India Comprehensive Global Strategic Partnership. They committed to deepen the Major Defense Partnership, encourage economic engagement that benefits both countries, and expand partnership on global health, pandemic preparedness, and critical and emerging technologies.” While such statements are often aspirational and lag in implementation, the first four months of 2023 show the renaissance in US-India ties to be real.

Abstract:: India’s East Asia relations in 2022 followed the arc articulated by External Affairs Minister S. Jaishankar’s address at Chulalongkorn University in Thailand in August. He recalled three decades ago India made a “strategic correction to the East…[o]riginally…contemplated as an economic measure, with trade and investment at its core” and mostly focused on ASEAN. He said the geography, concepts, and assessments of India’s Indo-Pacific vision have expanded “to cover Japan, Korea and China, and in due course, Australia as also other areas of Pacific Islands…[and] facets of cooperation also increased…now cover[ing] connectivity in various forms, people-to-people ties and more recently, defense and security.” And while dutifully referencing India’s Indo-Pacific policies including Security and Growth for All in the Region (SAGAR) and the Indo-Pacific Oceans’ Initiative (IPOI), he gave the most attention to the revitalized Quadrilateral Security Dialogue (“Quad”). The highlights of India in East Asia in 2022 were numerous Quad meetings, the inaugural India-ASEAN Defense Ministers’ Meeting, the second India-Japan 2+2 Ministerial Dialogue, the Australian deputy prime minister and minister for defense’s visit to India, and India’s defense minister visits to Vietnam and Mongolia. Defense and security engagement included numerous exercises, defense dialogues, military-to-military exchanges, and navy ship visits.

4. US-India Relations: Friends with Benefits

Abstract:: 2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

Abstract:: The Indian Ocean is becoming an area of competition between India and China later than Robert Kaplan foresaw in his seminal 2009 article in Foreign Affairs, but sooner than its resident powers might have predicted. So far, the competition has rung high decibel alarm bells in India (and the United States), without having reached the inflection point of actual military “power plays” that Kaplan implied. India and China witnessed military clashes on land in 2020 and currently face an impasse over their disputed border.

Abstract:: Standing by one of the India-Nepal border pillars near Jogbani, Bihar State, one gets a ground view of the paradox of geographic proximity and lack of connectivity in South Asia. Through treaty and tradition between the two neighbors, this is an open border. In practice, however, the terrain and lack of infrastructure poses a formidable barrier to the rising demands of modern-day mobility. Whether it is trade, tourism, or transportation, this border still separates more than it connects.

7. The Long Shadow of the 1962 War and the China-India Border Dispute

Abstract:: In the war that India and China fought between October 20 and November 20, 1962, India not only suffered a humiliating defeat but also lost a chunk of territory in Aksai Chin in Ladakh in eastern Jammu and Kashmir. Sixty years later, the Indian Army and China’s People’s Liberation Army (PLA) are locked in a standoff along the Line of Actual Control (LAC), the de facto border, at Ladakh, which began in mid-2020 and continues through the present (Jamestown Foundation, March 1). Both sides’ corps commanders have held sixteen rounds of bilateral talks thus far and have reached agreements on the disengagement of troops from several points of friction and the establishment of several “buffer zones” in these areas (Xinhua, July 28). However, China has refused to return to the April 2020 status quo and the buffer zones have been carved largely out of Indian territory. Sixty years after it lost a large swath of territory in Ladakh, is India ceding ground there again to China?

8. The Ukraine Crisis and China-India Relations

Abstract:: On March 25, State Councilor and Foreign Minister Wang Yi made a surprise visit to India after stopovers in Pakistan and Afghanistan (Ministry of Foreign Affairs of the People’s Republic of China [FMPRC], March 25). The visit was the first by a high-level Chinese official to India since December 2019 and the ongoing border standoff that broke out in May 2020 along the Line of Actual Control (LAC) in Eastern Ladakh. The sudden stopover, which was not announced in advance, generated speculation over Beijing’s intentions, particularly as it occurred in the immediate aftermath of Russia initiating its “special military operation” against Ukraine on February 24. This resulted in international condemnation and boycotts, and the imposition of economic sanctions by the U.S., the European Union, Japan and others on Russia. However, countries such as China and India, made an exception by choosing neutrality in condemning Russia. But did this shared position make any difference in improving China-India ties? Hitherto, relations have not substantively improved, notwithstanding the modest progress in the recent border talks. Following the 16th round of Corps Commander level talks on July 17, China and India stressed the “four-point consensus” they had reached on the resolution of the border issues (Xinhuanet, July 29). This “consensus” was further cited as the reason for the disengagement of troops from Patrolling Point-15 in Gogra-Hot Springs (Global Times, September 9). Notably, the disengagement followed a year-long impasse in the talks process and coincided with both countries’ participation in the Shanghai Cooperation Organization summit.

Abstract:: At the Shanghai Cooperation Organization (SCO) foreign ministers’ meeting in late July, which included China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan, People’s Republic of China (PRC) State Councilor and Foreign Minister Wang Yi exhorted member states to uphold the “Shanghai Spirit” (上海精神, Shanghai Jingshen) of mutual trust, mutual benefit, equality, mutual consultations, diverse civilizations, and the pursuit of common development (Gov.cn, July 29). He then presented a “five-point proposal” for building an SCO community “with a shared future” (CGTN, July 30). In doing so, Wang echoed President Xi Jinping’s call in his four-point proposal at the BRICS (Brazil-Russia-India-China-South Africa) summit in June —albeit via a rather elemental poetic allegory of fire, wind, and water –to embark on a “righteous course” toward a shared global future premised on inclusive, comprehensive and close win-win cooperation (Qiushi, June 24). BRICS already has a “Plus” mechanism and is mulling an expansion to include “like-minded” partners.

10. What is at Stake in China-Bhutan Boundary Negotiations?

Abstract:: Satellite imagery reveals that China has recently accelerated construction along its border with Bhutan. Underway since 2020, the project includes over 200 structures, with several two-story buildings in six locations (Times of India, January 13). Bhutan has not commented on the situation in keeping with its policy to refrain from public discussion of border issues, whereas Beijing has framed the development as “normal construction activities on its own territory” (The Hindu, January 13). India’s Ministry of External Affairs (MEA) has acknowledged that it is monitoring China’s bridge-building activities over the Pangong Tso lake (India MEA, January 6). In late December, China’s Ministry of Civil Affairs announced the “standardization” of the names of 15 places (eight residential areas, four mountains, two rivers, and one mountain pass) in the Northeast Indian state of Arunachal Pradesh that China also claims and calls “Southern Tibet” (藏南, Zangnan). This is the second instance of China renaming localities in Arunachal Pradesh; the first occurred in 2017 (Global Times, December 30, 2021). India called it a “ridiculous exercise to support untenable territorial claims” (Indian MEA, January 6). Though 2022 has only begun, China’s various intimidation tactics against India are already in full swing: from renaming places and circulating videos of People’s Liberation Army soldiers raising the five-starred red flags of China, supposedly, in the Galwan Valley as part of their New Year celebrations, to expanding its dual use infrastructure along the Himalayan border (Global Times, January 1; The Print, January 13). According to state media, China has been strengthening infrastructure-related projects in the Tibet Autonomous Region (TAR). Beijing claims its infrastructure push in Tibet is intended to support economic development, but the Indian side interprets the projects as serving dual use, or, military purposes (China Brief, November 19, 2021). While Chinese sources claim that India was making a “fuss,” they did not, however, entirely deny these reports (Global Times, January 19).

Abstract:: The enduring antagonism between Pakistan and India enlarged by thoughts of threat perception has spawned recurring crises. Because of the presence of misperceptions as well as miscalculations the possibility of an accidental clash between both nuclear powers was high. So, through the crisis management technique possible armed collision is controlled. The primary purpose of the study is to analyze the American mediation in the India-Pakistan crises. The nature of the study is qualitative because qualitative research supports explaining comprehensively and helps interpretive objectives to understand the role of America in the India-Pakistan crises. The case study method is applied for the present study and the selected era is from 2001 to 2019. Being a review study descriptive, exploratory and historical approaches are applied to discover the answers of the research questions. This research would offer a guiding structure for studying third-party mediation in the management of the crisis. Consequently, an analysis of this research will support to discover several potential finding of the American involvement in crisis management to keep strategic stability and peace in the South Asian region. But, there is no assurance that the findings and conclusions of this crisis management case study are applied to other contexts or crises.

13. Pandemic Politics Through Social Media: A Study of India

Abstract:: This paper discusses the use of social media by the ruling party BJP and its opposition, especially Congress, during the pandemic in India. The party at the centre has used social media, especially for two reasons; firstly, the BJP leveraged social media to promote the image of India as a “responsible sovereign” at the global level during the COVID-19 pandemic. The Indian government, under the leadership of Narendra Modi, has exported drugs and medicines to different countries during the first wave of the COVID-19 pandemic. The party has extensively used social media platforms, especially Twitter, to engage with global leaders during the pandemic. Secondly, the party and its right-wing supporters have used social media to highlight the achievements of Modi’s government at the domestic level. The ruling party has used a “free vaccination campaign” for its political gains, and Narendra Modi was portrayed as the “savior” of the Indian people during the pandemic. The BJP and its supporters have also employed social media to target Muslim minorities during the pandemic. This paper also discusses the opposition parties' use of social media, especially Congress, during the pandemic phase in India. The opposition parties have mainly used social media to target and expose the weaknesses of Modi’s government in handling the pandemic in India. This paper analyses the different themes, such as the ruling party’s use of social media to promote its image both at the global and at domestic level, targeting of Muslims for spreading coronavirus, role of opposition parties, internal disputes, international status-seeking, and vaccine diplomacy. To fulfill the requirements of this study, both primary and secondary data collection methods were used.

Abstract:: This research paper critically analyses Pakistan‟s crucial and costly relationship with the United States of America, during the three eras of bipolar, unipolar and emerging multi-polar world order. It also contemplates that a new and balanced relationship, anchored in shared bilateral economic, political and security interests built simultaneously with the status quo, emerging and resurgent great powers is more beneficial and less risky for Pakistan in future than band wagoning with a single great power or offering its total security commitment against any other great power. Total alignment with a great power not only earns the threat of other great powers but also makes Pakistan more vulnerable against economic coercion in an interdependent global economy. It also argues that Thucydides‟ Trap is not a manifest destiny and can be avoided with astute statecraft rather than provocative and dangerous risk taking strategic competition.

Abstract:: When Muslim Leaders of the Subcontinent of India were trying to create a different independent state for Muslims, the Quaid-e-Azam Muhammad Ali Jinnah repeatedly used the phrase “Separate state for the Minorities of India”. He demanded a state where all types of minorities could live freely according to their religious teachings and norms. These demands were very pleasing for all types of religious minorities of the Subcontinent, so few of them supported the idea of Pakistan where anyone could live freely. The Christian community supported the idea of Pakistan and made efforts to become part of it. There are different speeches of Quaid-e-Azam that consist of praises of Christian leaders who were helping the Muslim leadership. Despite the fact that Pakistan’s Objective Resolution and Constitution of 1956 and 1962 gave equal rights to every citizen and religious liberty to minorities, the Objective Resolution and Constitution of 1956 and 1962 are the most condemned document which made Pakistan a theocracy. After liberty and freedom, political rights are the most important rights for any person. This paper will try to find out the answer to the question of how objective resolution, Constitution of 1956 and 1962 dealt with the minority rights and their political rights. For this purpose in-depth study of all three documents occurred along with different articles, news, research reports and books.

Abstract:: The blue economy is the development of sustainable economic growth preserving the marine ecosystem. The concept of a blue economy emerged after the UN Rio+20 conference held in Rio de Janeiro in 2012. South Asian maritime nations are facing serious economic problems. They all have excessive oceanic resources and different maritime economy sectors like shipping, coastal tourism, fishing, etc. This research explores the challenges which are associated with these maritime economy sectors of South Asian littoral states. This study also intends to find out the possible options available to earn more through the maritime sectors to improve their current social and economic conditions. A case study design has been used in this research. Interviews have been conducted from maritime experts for this case study. India is the largest South Asian country in terms of population and technological advancements. It is investing a lot in the tourism and shipping sector to become a strong blue nation. Pakistan’s blue economy sectors have vast potential, but there is a need to formulate favorable policies and considerable investments to utilize all these resources. Bangladesh is putting positive efforts toward sustainable development in the coastal tourism, fishing, and shipping sectors. Maldives is famous for the best beaches and tourist destinations. Sri Lanka’s maritime economy sectors have faced many ups and downs, which affected her blue economy growth. This research concludes that the future of maritime South Asian states is related to the development of the blue economy. All these littoral states should work together and find out strategies for regional development.

17. Neglected Maritime Terrain in the Bay of Bengal: An Examination of the Future of the Andaman and Nicobar Islands

Abstract:: The Andaman and Nicobar Islands (ANI) are some of the most neglected maritime terrain in the world despite their proximity to one of the busiest maritime chokepoints on Earth. Strategic competition in the Bay of Bengal and around the Strait of Malacca necessitates that U.S. strategy carefully considers the implications of having a U.S. presence on the ANI. The United States has the capacity to assist in international law enforcement of illegal, unreported, unregulated (IUU) fishing and piracy as well as ensure the security of international shipping through the Strait of Malacca. The possibility of bilateral exercises that introduce concepts such as expeditionary advanced base operations (EABO) and the use of the U.S. Coast Guard in multiple capacities are real possibilities as well. Perhaps most importantly, the United States can partner with India to leverage China’s Malacca Dilemma and constantly threaten a blockade of Chinese shipping through the Strait of Malacca in a potential conflict. China also aspires to alleviate its Malacca Dilemma.

Abstract:: The aim of this article is to shed a broader light on the social identity of the BRICS group of countries (Brazil, Russia, India, China, and South Africa) whose growing economic power is the defining motive of their social construct in international relations. In line with this purpose, the article examines the BRICS nations’ positions concerning the moral aspect and the notion of responsibility for the nexus between climate change and sustainable development. This article argues that their statements and discourse on climate change and sustainable development forge the process of constructing a separate group identity for the BRICS partners. The articulation of moral appraisals and the notion of responsibility in the areas of climate change and sustainable development help the BRICS countries build their self-conception and self-categorization corresponding to their identity as emerging powers, so their actions are accomplished accordingly.

Abstract:: This paper seeks to understand if the political, legal and ethical imperatives of a humanitarian war justified Indian military intervention in East Pakistan. It examines the asymmetric, dynamic national power equations that shaped the Bangladesh Liberation War and the genocide that preceded the conflict. At the height of the Cold War between the United States and the Soviet Union, this conflict was a key flashpoint in South Asia. This research was undertaken through a qualitative literature review with the help of declassified archival documents and media from numerous national archives and government databases across the world. Aided by emerging insights, perspectives and research, this paper seeks to evolve, extend and expand our existing understanding of events as they unfolded within the overall matrix of this conflict. The results show that India’s ability to align its foreign policy and media narratives to its military objectives while adroitly managing big power rivalry holds lessons for how smaller states might compel strategic concessions from big powers and global institutions. This requires them to navigate both the asymmetry of national power and the asymmetry of attention during a conflict to secure their interests. In conclusion, recent times have seen an increasing trend for major global powers and alliances to declare war in the name of humanitarianism. The political and ethical imperatives of a humanitarian war in 1971 dovetailed seamlessly with larger Indian strategic goals and was one of the catalysts for the eventual unanimous adoption in 2005 of the global political commitment known as Responsibility to Protect (R2P) in the United Nations.

Abstract:: Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

Abstract:: Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

Abstract:: The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

Abstract:: One year ago, the Taliban returned to power in Afghanistan, raising concerns that they would again provide al-Qa`ida with a safe haven. Soberingly, in the months before his death in a U.S. airstrike at the end of July, al-Qa`ida leader Ayman al-Zawahiri was releasing videos encouraging global terror, while living in a salubrious neighborhood of Kabul under the apparent protection of the Haqqani Taliban. This special issue of CTC Sentinel focuses on evolving dynamics relevant to the terrorism threat landscape one year into Taliban rule. In the feature article, Andrew Watkins takes a deep look at the Taliban’s first year in power. He writes: “Until the subtle, almost imperceptible attempts to nudge the needle on controversial issues within the movement gain more momentum, the Taliban’s emphasis on policing public life—and most critically, keeping women out of it—is likely to continue. And given this dynamic, al-Zawahiri’s killing under sanctuary in Kabul may confront the Taliban with a greater obligation to shore up their legitimacy among jihadi circles than to fall in line with international expectations on counterterrorism.” Our interview is with Edmund Fitton-Brown, the outgoing coordinator of the ISIL/Al-Qaida/Taliban Monitoring Team at the United Nations, who argues that a key determinant of the future international terror threat will be the degree to which the Taliban inhibit al-Qa`ida from launching attacks with fingerprints that lead directly back to Afghanistan. Don Rassler and Muhammad al-`Ubaydi evaluate who may be next in line to lead al-Qa`ida. They write: “The decision that al-Qa`ida makes could end up strengthening the group and al-Qa`ida’s status as a global brand. It could also, like someone pulling a loose thread, facilitate a greater unraveling of al-Qa`ida and its network of formally aligned regional affiliate partners.” Tore Hamming and Abdul Sayed assess the evolving threat posed by al-Qa`ida in the Indian Subcontinent (AQIS), writing, “it appears that with Taliban-run Afghanistan offering it a platform for regional expansion, AQIS is pivoting its focus to other parts of the South Asia region. Having set its eyes particularly on India and the contested Kashmir region, AQIS is currently pushing out targeted propaganda to recruit new operatives and to instigate new insurgencies in the region.” Nishank Motwani looks at the lessons learned for countering violent extremism in Afghanistan based on a survey of how former governing elites saw the violent extremism problem set in Afghanistan before the Taliban takeover.

Abstract:: The emergence of a modern secular educational system in Bhutan in the 1960s forced the monastic institutions in the country to adapt and change to the new social, political and educational landscape. This article explores the transformation and changes to monastic education in Bhutan during the second half of the 20th century and the early 21st century, with a particular focus on the introduction of a new monastic curriculum in the 1980s and the rise of the Shedra (Tib. bshad grwa) or monastic college as the central religious educational institution in contemporary Bhutan. The article is based on research that took place during the summers of 2018 and 2019, where the authors visited dozens of monasteries, collected various curricula, and talked to monks and officials all over the country. We argue that Bhutan is in the midst of a new transformational period in which Buddhist education and the monastic curriculum are being revitalized through a series of innovations and changes that have to do as much with a dialogue with secular education as with the impact of other factors: the influence of transnational Buddhist movements and ideas, the introduction of the commentarial curriculum from Tibetan monasteries in India, and the loss of political power after the introduction of the Bhutanese constitution in 2008, among others. The result is a monastic curriculum that asserts specific Bhutanese sectarian and national identity, and introduces a religious education that is transforming monastic life and education in ways that we are only beginning to see.

Abstract:: There have been tectonic shifts in the Indo-Pacific region, impacting relations among international actors, including traditionally close partners like Vietnam and India. By using the approach of realism and constructivism in international relations, this paper discusses Vietnam and India’s approach to the Indo-Pacific region to expand their substantive strategic relationship. Abstract:: This article is a critical appraisal to the findings of Sweden based Institute V-Dem1 , the Democracy Report 2021 ―Autocratization Turns Viral‖. This report elucidates that India is no more among the list of democratic countries, terming India as an ―Electoral Autocracy‖. This statistically quantified analysis puts a big question mark on the face of Indian democracy where human rights are no more respected. The Indian democratic backsliding has largely occurred due to Modi‘s promotion of Hindu-nationalist agenda that has hollowed Indian democracy leading country to a polarized and intolerant society. Personality cults have historically been the hallmarks of totalitarian regimes. The cult of Modi has been complemented by a deepening majoritarianism, as the ruling party assaults and threatens religious minorities in its effort to build a theocratic Hindu state. Empirically the study focuses on critical analysis of this report while discussing Hindutva Ideology and Citizenship Amendment Act (CAA). The present research tries to answer the question how current situation of democratic backsliding will impact Indian politics. The paper will argue the impact it has vis-a-viz regional and global peace.

Abstract:: Ashort time ago the debate over the proposal to temporarily waive intellectual property rights on Covid‐19 vaccines was raging worldwide; and the suspension of those rights seemed imminent. Public attention reached its peak in May 2021 when the Biden administration endorsed the idea and committed itself to pursuing it under the World Trade Organization–World Intellectual Property Organization (WTO-WIPO) procedural rules for waiving intellectual property (IP) protection. By suspending IP rights, the administration sought to help low‐income countries to start producing vaccines more quickly, reducing the rising and dramatic worldwide vaccine inequality.

Abstract:: The racial hierarchy underscoring colonialism persists, organises core-periphery interactions and so undermines International Relations’ (IR’s) purpose of accounting and explaining to mitigate violence. Despite IR’s awareness of its colonialism, it reconstitutes in the hermeneutic’s deductive and inductive method via aphasia (calculated forgetting) about its heuristic: diplomacy. The result, analytic-violence or the core’s heuristic corrupting interaction with the periphery. Yet, its evasiveness testifies to a meaningfulness beyond IR’s hermeneutic. Irretrievably corrupted by its heuristic, IR’s hermeneutic is ejected for an altogether new hermeneutic: Producer-Centred Research (PCR). Eschewing deduction and induction, and so colonialism, PCR initiates with abduction or a problem arising from theory and practice to resolve it in terms of rationality because of its, and the problem’s, significance. Changing “rationality” to “rationalities” registers the core’s rationality as colonialism while preventing it from contaminating PCR’s collection and assessment of peripheral practices to determine if they cohere into another rationality. Moreover, treating peripheral practitioners authoritatively, as capable of rationalising themselves and thus equal to rationality, further protects PCR from aphasia. Verifying efficacy shows PCR’s decolonisation of the hermeneutic is not entirely replicated externally, amongst IR scholars. The core engages PCR, but it incites violence in the periphery which defends rationality and so is colonialism’s bastion, now.

Abstract:: This study problematizes the Sikh’s demand for Khalistan, a separate country of their own. To begin with, they demanded a greater degree of political autonomy within the domains of India. During the colonial period the Sikhs supported the Indian National Congress’s demand for the division of Punjab and inclusion of the East Punjab into Bharat. But soon after the creation of Bharat(India), `the Sikhs realized that they were betrayed and they started to vow for more autonomy. Initially, they felt that PEPSU was a step towards their aspirations but later they felt that they had missed the train and moved for Punjabi Province. After much deliberation and delaying tactics, finally the Punjab emerged on the Indian Territory in the form that always proved a nightmare for the Sikh community.

Abstract:: This article addresses the intrastate hydro issues and conflicts in India. With the advancement of industrial development, the issue of hydro resource sharing and acquisition has emerged as a major issue in the country. Presently Indian states are facing serious disputes over the hydro resource sharing formulas and construction of mega water reservoirs over the shared water resources. Water deprivation has even compelled some states to demand for themselves a separate state, causing alienation from the Indian federation. This article strives to look into the parameters adopted by the federal government of India for resolution of the issues. It also investigates how India has been unable to adopt and devise a permanent hydro management policy. The expert view opines that if the grim hydro management situation is not addressed properly it may lead to water scarcity and consequent deteriorated internal political scenario. This article suggests that this issue can be resolved through viable hydro management strategies that involve all stakeholders with a positive purpose to satisfy each one of them. Ultimately, it is suggested that unless India improves its water sharing mechanisms with the neighboring countries, the internal strategies to resolve the issue would go in vain.

Abstract:: An ironic feature of U.S. strategic culture is a rather distinctive disinterest in the study of our own or others’ strategic cultures. The U.S. security institutions find themselves energized about cultural study during irregular conflicts in which the cost of cultural ignorance is made plain, but they persist in under developing the ability to apply that same cultural acumen to great power conflict and key relationships with allies. During the last 100 years of fighting, U.S. defense institutions have repeated a pattern of investing in cultural study during short bursts of counterinsurgency fighting and then abandoning it along with its lessons learned at the termination of conflict. As a consequence, U.S. planning efforts—including those now being designed for future great power conflict—suffer from an unnecessarily narrow optic and fail to account for the full range of perspectives and plausible courses of action considered by an adversary. America’s allies know it and are frustrated by it. More importantly, U.S. adversaries know it and plan to exploit it. The study of strategic culture accounts for the ways in which the culture of a group, whether it be the constructed culture of a nascent terrorist organization or the enduring culture of a nation, impacts thinking and decision making regarding defensive and offensive approaches to security. Within a complex state like Russia or China, one must account for sweeping national narratives that cultivate collective mentalities and impact decision making but must also include the internal cultures of key organizations within the nation’s security community. These organizations often develop distinctive identities, values, perceptions, and habits of practice that can be consequential in moments when the organization’s leaders wield instruments of state power. In the first section of this special edition of the Journal of Advanced Military Studies (JAMS) on strategic culture, Drs. Ali Parchami, Ofer Fridman, Neil Munro, W. A. Rivera, and Major Evan Kerrane provide strategic culture profiles on key U.S. adversaries: Iran, Russia, and China. Their work reflects the complexity involved in identifying and analyzing the narratives and drivers that compete for dominance across these three strategic culture landscapes. Acquainting ourselves with the multivariate and often-contested internal constructs that produce the behavior of our adversaries helps expand our own thinking about the range of possible and plausible competitive strategies we are likely to see from them. The second section of this issue highlights the utility of understanding not only U.S. adversaries but also American allies and partners. Drs. Matthew Brummer and Eitan Oren examine the effort by Japan’s military leaders to shift their own strategic culture through an influence campaign aimed at altering domestic perceptions concerning the appropriate role for the military and thereby expanding its ability to more actively cooperate with the United States in maintaining peace and stability in Asia. Whether they are successful has direct implications for U.S. alliance constructs in the Pacific and the action that might be reasonably expected from Japan should U.S. conflict with China become kinetic. Katie C. Finlinson offers analysis that benefits U.S. deterrence and nonproliferation efforts. She employs a two-tiered research approach— leveraging both strategic culture and analysis of national role conception—as a useful framework for assessing the propensity of the United Arab Emirates to consider weaponizing civilian nuclear knowledge and infrastructure. Finlinson offers an approach repeatable for other potential over-the-horizon states and demonstrates the interplay between a state’s strategic culture and powerful exogenous factors—like security assurances from the United States and potential nuclear acquisition by Iran—in determining outcomes. Finally, Dr. Mark Briskey offers a look at the aspects of Pakistan’s strategic culture that exist as an outgrowth of its army’s most formative historic experiences and have resulted in deeply entrenched perceptions of self, of key adversaries, and perceptions of the past that must be understood by Western partners seeking Pakistan’s cooperation and partnership in the region. Our third section offers a close look at the ways in which cultural analysis can illuminate policy options on particularly difficult problem sets. One of these is assessing will to fight on the part of both allies and adversaries. Dr. Ben Connable recommends a diagnostic tool developed and trialed by the Rand Corporation that demonstrates promise in advancing the ability of defense institutions to anticipate will to fight in kinetic conflicts but also will to act in consequential ways by great powers engaged in strategic competition. Benjamin Potter, Emilee Matheson, and Jeffrey Taylor follow with applications of the Cultural Topography Framework, an approach to cultural data assessment and application that benefits from the insights supplied by the sort of comprehensive strategic culture profiles offered in section one of this issue and translates these into actionable intelligence against discrete problem sets. Their work, respectively, illuminates policy options for containing a potentially escalatory situation in Transnistria, decreasing violence and looting through a more effective reintegration strategy for former members of the Lord’s Resistance Army in Central Africa, and reexamining the value of technological advances in the U.S. nuclear arsenal, which may be having a deleterious impact on its deterrence strategy. The special issue concludes with a review essay by Dr. José de Arimatéia da Cruz, which offers readers critical analysis of three volumes of strategic culture scholarship. The articles collected for the special issue demonstrate a range of ways in which the study of strategic culture delivers critical insights to policy planners and strategists. Understanding other great powers on their own terms—the identities they seek to establish or defend, the values that inform their policies, the norms of strategic competition or warfighting that they deem acceptable and effective, and the worldview they espouse (whether an accurate fit with objective realities or not)—prepares policy makers to craft plans and strategies in ways that are tailored for maximum advantage vis-à-vis a particular adversary. Given the steady shutdown of cultural inquiry labs and training facilities across the U.S. defense and security community, it is worth issuing a stern reminder that the advantage of knowing one’s enemy is far more consequential when engaged in great power conflict than in the irregular conflicts in which U.S. institutions have learned its worth. Abstract:: In contemporary world politics, India and Iran occupy great strategic significance. Both countries have huge convergence of national interests. Collaboration and cooperation between the countries would resolve their respective domestic issues and challenges and play a determining role in strengthening their role in global affairs. For a fast-growing economy and energy deficit country like India, Iran provides access to a huge amount of natural resources and opens up its vast untapped market for Indian finished goods and services. In addition to that, Iran, due to its geographic location can act as a transit route for India to reach strategically important countries in Central Asia and Afghanistan. Being the second-largest Shia populated country in the world after Iran and one of the highest energy importing countries, India occupies an important place in the strategic thinking of Iran. In the past, India was the second-largest oil-exporting destination for Iran and an important trading partner for Iran. Taking the structural realism as a theoretical framework, the article attempts to seek an answer to the questions, why despite belonging to a single-family, living together for many centuries and sharing common social, religious and traditional values, the two countries have been unable to transform their mutual understanding into a long term strategic partnership, and how the global events have affected their mutual understanding and replaced it with trust deficit.

Abstract:: The conventional wisdom is that the foreign policy of Donald Trump’s Administration severely damaged relations with U.S. allies and partners. Commentators point to repeated criticism by the United States of friends in Europe and Asia, as well as the abrupt withdrawal from trade and other arrangements. But such critics overlook the U.S. relationship with India, which made significant advances and will be an area of substantial continuity in Joseph Biden’s Administration. The U.S.-India partnership has grown steadily since the turn of the century, with the past four years seeing major progress in diplomatic, defense, economic, energy and health cooperation. The strengthened bilateral relationship has become the backbone of an Indo-Pacific strategy designed to promote peace and prosperity in a dynamic and contested region. The longstanding U.S. commitment to the Indo-Pacific has underpinned the stability and remarkable economic rise of this region over the last 70 years. While the concept of the Indo-Pacific has been many years in the making, in the past four years the United States and India have turned it into a reality. For the United States, the Indo-Pacific agenda meant working with India to provide coordinated leadership in addressing the threat from an expansionist China, the need for more economic connectivity and other challenges in the region.

Abstract:: The complex relationship between international and municipal law has been the bone of significant scholarly contention. In the Indian context, despite a formal commitment to dualism, courts have effected an interpretive shift towards monism by espousing incorporation of international law. The case of Mohammad Salimullah v. Union of India, which involves the issue of deportation of Rohingya refugees from India, represents a challenge in this regard owing to the lack of clarity as to India’s obligations under the principle of non-refoulement. The paper uses the Supreme Court’s recent interim order in the said case as a case study to examine India’s engagement with international law. It argues that the order inadequately examines the role of international law in constitutional interpretation and has the unfortunate effect of ‘refouling’ Rohingyas by sending them back to a state where they face imminent persecution.

Abstract:: The spread of the Covid-19 has presented an unparalleled challenge for media management as well as for the media content. The pattern of daily life changed due to the excessive use of media. India, as a nation has been in the third position worldwide, many deaths during a pandemic are concerned. Kolkata being one of the metro cities of the country has not been exempted. The regional media content perceived a knowledge gap with the highest circulated national daily of the country. The changed media content, and audience perception towards the change, and the need for media advocacy during any health crisis in general and Covid-19 in particular, is studied in this paper using a mixed approach of both quantitative and qualitative. The discourse analysis of the newspapers in a constructed week format, representing a six months study during the pandemic, and the primary data from the audience suggested the behavior change and attitude formation through media, in this unique study.

Abstract:: At the changing geopolitical landscape with the Covid-19 pandemic scenario, the China-India tussle and scale of regional and global exposition has begun to display with certain consequences, which seems to shake the existing regional balance of power. A mounting political and military confrontation between these two powers as experts suggested could create a hurdle on regional-global stability and can strike on the path of globalization. With historical and existing context analysis, this paper explores that putting genuine differences aside, China and India being responsible stakeholders of the global community, can cooperate and contribute to regional and global peace and prosperity. This paper is based on qualitative research and explorative form in a pattern. This paper concludes that to reduce protracted political and border-related tensions, continuous institutional dialogue, regular communication, and formal-informal exchanges could be effective tools for a peaceful resolution. Further in the paper with the help of literature review and interviews it is discussed how both the countries differ majorly and have more or less similar threats to face from each other whereas the ultimate goal of maritime strategy remains to be different for both. As the growing importance of sea is realized by the world leaders, Pakistan still faces a sea blindness in terms of resources and equipment. With this paper an analysis of budget, fleet and a comparison of objectives of both the navies is presented with a clear conclusion of who is winning the battle in the Indian Ocean. Robust and Multifaceted Pakistan Navy still has a long way to go to reach competitiveness able to be compared with India and should focus more on research, coordination, and planning.

Abstract:: The article's objective is to analyze the main assumptions of India's strategy in the Indo-Pacific region and define the role of the US in it. The time frame of the article is determined by the assumption of power in India in 2014 by the Indian People's Party (Bharatiya Janata Party, BJP), led by Prime Minister Narendra Modi, as well as the opening of a new stage of the US-led Indo-Pacific rebalancing strategy, which followed China's initiation in 2013 of its Belt and Road Initiative (previously known as the One Belt One Road project). The article seeks to answer the following main research question: What role has India attributed to the United States in its Indo-Pacific strategy since 2014? It hypothesizes that the United States has assumed an increasingly significant role in India's regional strategy over the past seven years, but not to the extent of a formal alliance, only approaching at best the status of a strategic partnership. The theoretical framework used to analyze the case study of the US role in India's regional strategy is the category of institutional balancing and the assumptions of neoclassical realism. The choice of such research tools was determined by their explanatory value. Moreover, both models complement each other. Bearing the above in mind, the following structure of the article was adopted. The first part presents the general assumption of the analysis and the theoretical framework. The second discusses the evolution of India's approach to the US from 2014 to 2021, indicating the reasons for its change and reconstructing the role of the US in the Indian regional strategy, especially after 2020. The third part draws on the theoretical framework adopted in the article, i.e., the assumptions of institutional balancing and neoclassical realism, to offer conclusions that answer the main research questions.

Abstract:: As the world continues to recover from the devastating fallout of the COVID-19 pandemic, navigating the harms of misinformation and disinformation remain at the forefront of global conversations on paving the path forward. Preventing the dissemination of false information—particularly during a time where the ways in which we engage with information environments have fundamentally changed—is increasingly complex. Social media platforms have enabled users to not only engage with media but become distributors of it themselves. When coupled with bad actors, limited repercussions, and poor content regulation, social networks are easily weaponized. At all scales of governance misinformation and disinformation campaigns pose a multidimensional threat. In Myanmar and China, disinformation campaigns were leveraged to target minority groups, while in Central and Eastern Europe, they serve as the cornerstone of destabilizing operations between adversarial states. In yet another facet, countries like Turkey, China, Russia, and Iran have embraced digital authoritarianism and restrict policies on internet accessibility under the pretext of stemming the spread of “fake news.” This year’s issue seeks to shed light on the nature of these evolving threats from a variety of innovative and understudied perspectives. This issue explores the causes and effects of the spread of misinformation and disinformation throughout different parts of the world and will be timely for years to come given the ever-increasing role and breadth of new technologies infiltrating people’s everyday lives.

Abstract:: China is India’s largest source of imports, nearly 15 percent of which are sourced from China. Many of India’s major imports—electrical machinery, electronic and semiconductor devices, fertilizers, antibiotics, iron and steel products, and vehicular parts—are extensively sourced from China. The outbreak of the COVID-19 pandemic highlighted the critical dependence of India’s pharmaceutical industry on China for active pharmaceutical ingredients (APIs). The dependence on China for both intermediate and finished products, has encouraged India to incentivize greater production at home through production-linked-incentives (PLIs) and to work with Japan and Australia on reorganizing regional supply chains. The paper examines the repositioning of supply chains in the strategic industry of pharmaceuticals. Efforts to reduce dependence on China assume great importance in this regard as India strives to become the leading supplier of affordable vaccines for tackling COVID-19.) The decade of the 2020’s has begun with India embarking on the dedicated mission of reducing import dependence and increasing self-reliance. The COVID-19 pandemic has starkly exposed the frailties of supply chains relying heavily on China. For India, which relies extensively on China for several critical imports, no sector is more vulnerable to disruptions from over-dependence than its pharmaceuticals. India’s reputation as the “pharmacy of the world” drawn from its great proficiency in making affordable pharmaceutical formulations and vaccines, relies fundamentally on sourcing essential drug intermediates from China. As one of the leading actors in the world’s fight against COVID-19, India is wary of sourcing disruptions from China affecting its ability to contribute to expanding global health security. After focusing on the import dependence of India’s pharmaceutical industry on China, this paper analyzes the recent initiatives announced by India for increasing economic self-reliance and reducing such dependence. It concludes by reflecting on the prospects of India decoupling from China in sourcing pharmaceutical ingredients.

44. The Coronavirus: Fueling Concerns and Contrasts between India and China

Abstract:: On February 26, 2020, an Indian plane landed in Wuhan carrying medical supplies for China, which was then the epicenter of the COVID-19 outbreak. On its return, it evacuated a number of Indian and Bangladeshi nationals, as well as citizens of other countries. On the face of it, this is the kind of cooperative effort that is expected during a global public health crisis, with countries—even competitors—coming together at a time of need. However, the saga of that flight reflected another (prescient) dynamic—that COVID-19 would reinforce and increase rather than alleviate competition between China and India and complicate cooperation, with pandemic response and recovery efforts being seen through a competitive prism. That flight to Wuhan was not smooth; indeed, it was much delayed. Delhi had announced it a week earlier. It was a way to help China, demonstrate India’s capacity, and assist India’s neighbors by evacuating their citizens. But then Indian officials publicly, albeit anonymously, revealed that Beijing was not clearing the flight. The reason was unclear—China, after all, had been requesting international support. There also did not seem to be a bureaucratic snafu. So, was it the visual of Beijing accepting support from India, which Chinese officials and analysts sometimes dismiss as a less capable, even chaotic, neighbor? Was it the desire not to give India a soft power win, including with its neighbors? Was it because the flight involved a military transport aircraft procured from the U.S.? Was it retaliation for the temporary Indian detention of a Chinese ship bound for Pakistan due to a tip-off of dual-use items on board? Or was the reason Chinese unhappiness about Indian travel restrictions to and from China, or Indian export limits on certain medical products? Whatever the reason, China eventually gave the flight clearance, but only a week later and after much Indian negotiation. It was an early sign that the public health arena would not be immune from the competitive atmosphere prevailing between the two countries, and in the region as a whole. Subsequent events only bore that out. There has been considerable discussion about how countries’ perceptions of China would change due to the pandemic—at the beginning because of its mishandling, and then because of its recovery. This chapter argues that, rather than change perceptions, Beijing’s handling of COVID-19 increased the largely skeptical views of China that prevail in India, which had at least 29 million cases and over 385,000 deaths in India by mid-June 2021 (the 2nd and 3rd highest in the world respectively). This trend was further bolstered by the worst boundary crisis between the two countries since they fought a war in 1962. Together, the pandemic and the boundary crisis have ensured that the competitive and conflictual elements of the India-China relationship have been front and center over the last year. They have reinforced and accelerated concerns in India about China’s lack of transparency, its uncertain commitment to the rules-based order, as well as its growing influence in the Indo-Pacific and in international institutions. And they have demonstrated that despite Delhi and Beijing’s efforts to cooperate and to stabilize their relationship over the last two decades, it remains a fundamentally competitive one that can spill over into conflict. This chapter examines the impact of first the pandemic and then the boundary crisis on perceptions of China among the Indian government, establishment, and public. It proceeds to outline the consequences of these perceptions on Indian domestic policy, its partnerships with like-minded major and middle powers, and its counter-COVID activism. Finally, it considers China’s response, particularly to Indian policy changes.

Abstract:: The grouping of the BRICS countries is controversial in several ways. First, because its origins do not have a political foundation: Brazil, Russia, India and China were first put together as an acronym created in the financial market (O’NEILL, 2001) and this was eventually transposed onto the political world. The group’s advocates have argued that the geopolitical initiative that followed made sense because it brought together countries of continental proportions, large economies, with huge domestic markets –an argument that falls apart with the inclusion of South Africa in 2010. In addition, there is the issue of the disproportionate economic power between China and the other members of the bloc. Moreover, many argue that there are few common interests between the economies, which have such diverse productive structures, and therefore it would be unlikely that they could form a cohesive group (see STUENKEL, 2013, pp. 620-621 for a review of criticisms of the group).

Abstract:: After two decades of intense debate about the determinants of economic development, with authors examining the variables that characterize geography, institutions and international trade, BRICS countries were left behind. Thus, in order to fill this gap, this paper uses econometrics of panel data to analyze the economic performance of these developing nations. Mainstream economists have run into serious problems to deal with these particular determinants within the traditional endogenous growth model, and they have not come up with an agreement, so they keep trying to figure out who is the “winner of this competition”. Empirical evidence shows that there is not a unique explanatorydeterminant, and recognizing which of them can provide the best understandingdepends on the particularities of each case (ROS, 2013).Examining BRICS as a group of countries demonstrates that these specific developing nations share some remarkable features. They are rapidly-growing nations with a vast amount of land and growing participation in international trade. So, empirical tests are feasible and desirable in order to understand their recent development. However, they are also different in many aspects, mostly in terms of institutional characteristics.
