1. Global IR Research Programme: From Perplexities to Progressions

Abstract:: Our basic expectations vis-à-vis ‘the international’ have turned our phenomenal existence into two seemingly irreconcilable cognitive prisons: ‘one world’ with homogenizing propensities (dominated by the West) and ‘many worlds’ with heterogenizing predispositions (embodied by the non-West). Every so often, these cognitive prisons—oscillating between the extreme homogenizing propensities of the West and heterogenizing predispositions of the non-West— become obstacles in implementing effective global partnerships that are required to tackle the challenges thrown by global crisis-situations, e.g., the likelihoods of world war, financial crisis, climate change, pandemic, and the like. The agenda of the ‘Global IR research programme’ has emerged to demolish these cognitive prisons. To this end, this agenda finds rational support from multiple auxiliary theories that derive stimulus from hitherto denigrated knowledge-forms thriving in different corners of the world: e.g., Tianxia (all-under-heaven) from China, Advaita (non-duality) from India, and Mu No Basho (place of nothingness) from Japan. Nevertheless, the conditioned reflexes of many IR researchers compel them to receive the emergent knowledge-forms by correlating their ‘source’ and ‘scope’: generally, the knowledge-forms having their source in the West are granted a global scope, whereas the knowledge-forms having their source in the non-West are given a local scope; it is often suspected that the local non-Western knowledge-forms cannot grasp the larger global scenario. Philosophically, these conditioned reflexes emanate from Kantian dualism, which forms disconnected opposites of phenomena-noumena, science-metaphysics, West–non-West etc. This article reveals how the Global IR research programme—inspired by the Chinese, Indian and Japanese cosmovisions—strives to demolish the cognitive prisons of ‘one world versus many worlds’, thereby ensuring the prospective progressions of this research programme.

Abstract:: It is now rather well established that most International Relations (IR) theories are predicated on Western knowledges. This potentially limits their analytical capacity to explain international relations beyond Western ideological values or interests. However, in recent years there has been a substantial increase in scholarship not only critiquing the Western centric nature of International Relations theory but also exploring the contributions that knowledges from the global South make to the field of IR theory. Thus, the status quo is shifting, albeit slowly. Nevertheless, the impact as well as the implication of this shift toward knowledge plurality for the IR theory curricula has not been paid adequate attention. Consequently, this article investigates whether the demand for knowledge plurality in the realm of IR theory research has made inroads into the arena of pedagogy resulting in the generation of knowledge plural IR theory curricula. Moreover, it examines the different choices and interpretations made by educators in endeavouring to create knowledge plural IR theory curricula in various global contexts. Further, it endeavours to discern the factors that have informed and/or shaped respondents’ curricula and pedagogical choices pertaining to the selection, structuring and transmission of IR knowledge at tertiary education institutions in different geographical contexts. Ultimately, it reflects on the implications of the increase in knowledge plural curricula for the development of greater knowledge plurality within the discipline.

Abstract:: The War in Ukraine signals a return to the sphere of influence politics and great powers’ use of military instruments against their weaker neighbors. The consequences for small states are negative. Although some small states will find new opportunities for hedging and brinkmanship, most small states will see their chances of shaping international agendas reduced as they increasingly focus on defensive aims. To meet these challenges small states must work together to promote their shared interests: 1) A modus vivendi between the great power, which minimizes the risk of great power war as well as the annexation and invasion of smaller states, 2) a rule-based international order; 3) a relaunch the United Nations as the central arena for debates on international society among sovereign states.

Abstract:: There is a noticeable and growing evolution of the global geopolitical balance of power and influence in the 21st century’s system of international relations. The current hegemon, the unipolar United States, and the political system of Western liberalism that supports it, is under great strain and is in a state of relative decline. The challenger is a non-Western-centric multipolar order, which consists of a wide variety of countries spanning the globe, including what is referred to as the Global South. This ‘crisis’ of the Western order has prompted a tangible and informational response from the U.S. and its system, to defend their privileged hegemony and to deter the rise of alternative systems of power and influence in international relations.

6. Responding to Netflix's Stateless Series: Misrecognition and Missed Opportunities

Abstract:: The six episode Netflix series, Stateless, represents a missed opportunity to engage in vital public framing of statelessness. Rather than focusing on the lack of legal nationality, the series falsely equates statelessness with other rights issues central to migration detention. In this collaborative work between a stateless activist and an academic researcher, the authors use Stateless as a starting point for a broader conversation about words, definitions and representation. First, statelessness has partially emerged on the international human rights agenda, yet film and television attention could further foster mainstream understanding of this oft-ignored issue. Second, a critical assessment of the Stateless series highlights how it does (and mostly does not) engage with the issue of statelessness. Third, reflections and recommendations relate to why the series’ title is so problematic, what the media can learn from stateless people and what this conversation means for advocacy.

Abstract:: Proponents of barring the children of undocumented immigrants from birthright citizenship allege that the United States (‘US’) Constitution’s 14th Amendment was intended to give full citizenship to former slaves and their progeny, and not to benefit the children of foreign-born people. A real-world example that illustrates the dangers of so restricting birthright citizenship is the Dominican Republic, where legal measures have already excluded the children of out-of-status immigrants (who are mostly of Haitian ancestry) from eligibility for birthright citizenship. The effect of this has not been ethnically cleansing Haitian descendants from the Dominican Republic so much as confining them within the country as a stateless underclass of people. The Dominican case therefore shows that US opponents of birthright citizenship for the children of out-of-status non-citizens must answer to the danger that their proposal would create a legally approved hereditary underclass on US soil, more than a century after the abolition of chattel slavery.

Abstract:: This article seeks to analyze how norms and procedures created in International Organizations spread to member states. More specifically, the analysis focuses on how changes in the training architecture for UN peace operations, driven by the Brahimi report, caused institutional and procedural changes on the administrative, political and military spheres in Brazil. Combining official documents and analytical literature, through process tracing, we find that the main causal mechanism observed was emulation, given Brazil’s desire to adapt to use the capacity building as a tool for international action.

Abstract:: In his classic treatise The Philosophy of Money, sociologist Georg Simmel asserts that money is “colorless” and “abstract,” a “system of numbers” that relentlessly promotes the rationalization and depersonalization of modern life.1 Simmel might be right about money, but banknotes are a different story. The banknotes of the world contain many colorful images of human beings, animals, landscapes, and other eye-catching features. What are the purposes of banknote iconography? What kinds of images best achieve those purposes? Does the art of the banknote still matter in the digital age? The answers to these questions also speak to broader issues, including the bases of social trust, the content of collective identities, and the power of visual politics. Some people think of physical cash as a relic of the old days of brick-and- mortar retail. It is true that credit and debit cards and digital means of payment are on the rise. Even the Monopoly board game no longer comes with its famous colorful paper money; instead, a voice-activated electronic “banker” processes players’ transactions and keeps track of their balances.2 Yet reports of the death of the banknote are highly exaggerated. Between 1990 and 2020 the value of cash in circulation soared worldwide from about $1 trillion to $7 trillion, and the annual rate of increase has been accelerating over time.3 The coronavirus pandemic that erupted in early 2020 caused a further spike in cash demand all over the world.4 A comprehensive study of 140 currencies found that the value of cash in circulation in 137 of those currencies rose in 2020 over the previous year while it declined in only three.5 The value of U.S. currency in circulation shot up by 16 percent during 2020, double the average increase of the previous 10 years.6 As of the end of June 2023, it stood at $2.3 trillion, or to be more precise, $2,342,265,000,000—almost 10 percent of U.S. GDP.7 In short, banknotes remain greatly in demand almost everywhere; and wherever there are banknotes, there is banknote iconography.

Abstract:: Throughout history, there have been two fundamental and interrelated debates over the creation and use of money.1 The first debate is whether money should be created by the market or the state.2 When money is created by private markets, individual currencies oper- ate in competition with each other, such that the value of any given currency is measured by its relative strength against the others. In contrast, under a system where the government has a monopoly over the supply of money, the sound- ness of the currency is ensured, if at all, by a set of institutional constraints to prevent its debasement. A second debate arises between those who believe that money should be a tool used by policymakers to achieve certain political, economic, and social ends and those who believe that money should be a neutral unit of measurement, like inches or kilograms.3 Today, central banks are tasked with mandates to achieve full employment, plug budget deficits, and spur real economic growth. The institutional challenge for governments is to decide how to balance these goals with the need for price stability. Discretion by central bankers with respect to these tradeoffs is intended to allow public officials to operate the system for the public benefit. By the same token, government discretion in the management of money creates the possibility of major failures—such as runaway inflation—if that discretion is misused.

Abstract:: El presente estudio aborda el derecho humano a la seguridad desde el enfoque de la Prevención del Extremismo Violento. La Prevención del Extremismo Violento (PEV) es una estrategia en el marco de Naciones Unidas enfocada a fortalecer el respeto de los derechos humanos. La PEV aborda el extremismo violento que conduce al terrorismo desde el enfoque de la prevención y de los derechos humanos. Lo más relevante de esta perspectiva es su innovación para garantizar la seguridad como derecho humano. Es más, la PEVsurge como respuesta a las políticas de seguridad antiterroristas que se consideran insuficientes para erradicar este fenómeno. Las medidas de acción de la PEV, por tanto, van más allá de lo que en sentido estricto se conoce como política securitaria. La educación y la cultura tiene así una función importante en la PEV, como también ponen de relieve las políticas de la UNESCO. El análisis que se desarrolla expone una propuesta de espacio dialógico que aplica la medida de educación, cultura y sensibilización a través de la literatura. Se reflexiona así, a partir del diálogo con Vida y destino de Vasili Grossman, sobre el extremismo violento y los derechos humanos.

Abstract:: El espacio público constituye elámbitopara el uso y disfrutegeneralde todas las personas, en el ejercicio de sus derechos y libertades. Sin embargo, la regulación tradicional se ha orientado a concebirlo desde unas coordenadas esencialmente productivas, situación que ha llevado a la exclusión de la pobreza, su criminalización y estigmatización. En este sentido, deben enmarcarse las políticas de tolerancia cero, fruto del marco teórico propiciado bajo la metáforade las “ventanas rotas”, como fundamento de la represión de las infracciones de baja intensidad, así como el marco jurídico de las ordenanzas de convivencia ciudadana. En el presente trabajo se defiende la necesidad de configurar el espacio público en el marco de una ciudad de los cuidados, construyendo políticas públicas que permitan recuperar la ciudad para el conjunto de la ciudadanía. En este sentido, adquiere relevancia la configuración del espacio público, no solamente desde la idea de propiedad o titularidad públicaque comporta el dominio público, sino también desde su concepción como bien común que permite la participación de la ciudadanía en su gestión. La asunción de responsabilidades de la ciudadanía, de forma compartida con la Administración, puede constituir un instrumento para que el espacio público constituya un entorno seguro y respetuoso con el ejercicio de derechos y libertades. Se propone dotar de contenido concreto al derecho al espacio público como manifestación del derecho a la ciudad, que permita dar herramientas a la ciudadanía para garantizar su funcionalidad.De forma correlativa, la idea de responsabilidad comporta también la asunción de deberes por la ciudadanía que debería incorporar la legislación de régimen local. Asimismo, se examina el papel que pueden llevar a cabo las ordenanzas locales para garantizar este derecho al espacio público. Por último, se alude a la experiencia que se está implementando en los municipios de los agentes cívicos como medios que pueden contribuir a la realización de este derecho al espacio público.

Abstract:: Small and medium-sized enterprises (SMEs) have succeeded in being the main and dynamic pillar of national and international economies. Education and work experience is essential in increasing SMEs’ efficiency and competitiveness. The changing business environment has created fierce competitiveness among SMEs, requiring active interaction between managers/owners and stakeholders. As a result, this study aims to explore the influence of education, experience, using a business plan, and barriers on the success of small and medium-sized businesses. This research employed an online questionnaire for scientific research. Through ordered logistic modeling, we observed 336 answers from businesses using the qualitative approach. The study’s findings reveal that education and work experience have a statistically favorable influence on the performance of SMEs, whereas barriers have a substantial adverse influence. Findings on barriers are noteworthy in the context of this study since the governing institutions throughout the pandemic and later situations experimented with the measures adopted. The study also benefits SMEs and legislation authorities in understanding the critical concerns that are perceived as barriers to the growth and expansion of SMEs, resulting in the creation of even more sophisticated infrastructures to support sustainable development.

Abstract:: Recent years have witnessed a significant inner transformation among political parties in both developed and developing democracies of the world. Different factors, such as changes in the structure of the media environment owing to the technological boom in the last two decades and changes in voting behavior, led to the transformation of the political parties in different democracies worldwide. Therefore, studying the patterns of this transformation has become an integral part of the current political science research. Early studies have demonstrated the indexes based on professionalization. However, limited studies have tried to examine the process of transformation relating to professionalization and are almost missing from the studies based on non-western democracies like India. Therefore, against this backdrop, this study tries to expand the literature by providing a theoretical framework consisting of causal mechanisms which would explain the process of professionalization of campaigns with special reference to Indian elections through the theory testing method of process tracing. The framework has been provided in a series of causal mechanisms to answer how the considered individual variables react when they come in contact. This paper concludes by justifying the conceptual framework of professionalization.

Abstract:: The article describes the methodology for the following successive stages: data collection on cross-border organized crime; analysis of the impact of PEST factors of the border region on the number of cross-border crimes committed by organized criminal groups; generalization and analysis of parameters for assessing the capabilities of organized criminal groups; assessment of the level of capabilities of organized criminal groups to commit cross-border crimes; passporting of organized criminal groups specializing in cross-border crimes; modeling of scenarios of the development of organized criminal groups illegal activities by types of cross-border crimes; selection of options for fighting cross-border organized crime by the targeted impact on organized criminal groups. The strategy envisages a complex of the following measures: rapid (operational) interventions in critical situations; anti-crisis measures of the border guard operation to neutralize threats; other regime and control measures to strengthen the protection of the state border; standard planned and preventive measures; measures of sustainable development of the border security system. Implementing the methodology in practice enables the development of a strategic approach to effectively utilize the resources of state law enforcement agencies in combating cross-border crime.

Abstract:: In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

Abstract:: This research aimed to measure the impact of innovations (product innovation, technological innovation, marketing innovation, and process innovations) on the financial performance of exporting enterprises. It was based on return on assets (ROA), increase in return on sales, net profit, and increases in value per employee. The research was carried out based on primary data through the quantitative method. The study's participants were 150 Kosovo exporting companies selected randomly. Based on Pearson’s correlation analysis, it was found that there is a weak positive linear relationship between organizational innovations and product innovation, and financial performance. Additionally, a moderate positive linear relationship exists between marketing innovations, process innovations, and financial performance. Referring to the multiple linear regression, it was revealed that innovations explain 46.7% of financial performance. Process and marketing innovation had the greatest impact on financial performance, while organizational innovation had a lesser impact. The findings of this research contribute to improving the financial performance of exporting companies in Kosovo, focusing on the type of innovation that most influences performance.

27. Dogmatik and International Criminal Law: Approximations in the Realm of ‘Language’ and ‘Grammar’

Abstract:: Starting from the assertion of George Fletcher that there could never be an effective International Criminal Law (ICL) without a corresponding ICL Dogmatik – understood as a supporting culture of ideas and general principles – the article attempts to retrace and critically assess the connection made between the domestic concept and the international realm; to give a first approximation of what ‘ICL Dogmatik’ is supposed to mean. While not being definable in a conclusive way, Dogmatik – as understood in the German legal system – represents a specific habitus and mindset when approaching law, providing for an autonomous legal discourse fueled by the aspiration of a coherent normative system based on argumentative rationality and close cooperation of legal scholarship and legal practice. The article argues that, while the term Dogmatik is a specific cultural expression, the substance of the concept more generally refers to and echoes universal challenges of law and legal scholarship. The urge for an ICL Dogmatik should therefore not be (mis-)understood to argue for an authoritative rule of scholars or the adoption of German legal theories on the international level. Instead, the statement enunciates the necessity to establish ICL as an autonomous normative framework of concepts and terms. Dogmatik merely stands for an abstract vision, which may help to organize legal thinking in ICL, to structure and systemize the field, and most importantly to raise awareness for the necessity to develop a shared and coherent (legal) language, which enables productive discourse between all legal families.

28. The Settlement of EEZ Fisheries Access Disputes under UNCLOS: Limitations to Jurisdiction and Compulsory Conciliation

Abstract:: This article revisits the scope of the limitation to jurisdiction ratione materiae under Article 297(3) of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) in the context of Exclusive Economic Zone (EEZ) fisheries access disputes in the light of recent jurisprudence of UNCLOS tribunals. It first provides an overview over general aspects of Article 297(3) of UNCLOS in the compulsory dispute settlement mechanism of Section 2 of Part XV of UNCLOS. Next, it briefly considers the relationship between Article 297(3) and Article 297(1) of UNCLOS in order to clarify the former limitation’s role in the complex internal logic of Article 297 of UNCLOS. Thereafter, this article addresses the sometimes-overlooked function of Article 297(3) of UNCLOS as a confirmation of jurisdiction with respect to fisheries disputes that are not related to the EEZ. It then analyzes the scope of the limitation to jurisdiction ratione materiae of Article 297(3) of UNCLOS in the context of fisheries access disputes. Next, this article examines the potential and limits of the compulsory conciliation procedure under Article 297(3)(b) and Annex V of UNCLOS with a focus on the scope of the procedural mandate and subject-matter competence of such conciliation commissions.

Abstract:: While there is a widely held view that disputes concerning fisheries in the exclusive economic zone (EEZ) are largely exempt from the compulsory jurisdiction of courts and tribunals as a result of far-reaching exceptions in Part XV of the 1982 United Nations Convention on the Law of the Sea (LOSC), this is not the case for all EEZ fisheries disputes. This article examines the specific question of disputes concerning the enforcement of fisheries laws and regulations in the EEZ, and considers how the Part XV framework has been – or could be – used and interpreted for the compulsory settlement of EEZ fisheries enforcement disputes. It examines the obligation of prompt release established in Article 292, the option to exclude compulsory jurisdiction with respect to law enforcement activities concerning EEZ fisheries by written declaration under Article 298(1)(b), and the opportunity to bring disputes concerning EEZ fisheries enforcement within the scope of compulsory jurisdiction under Article 297(1) by characterising them as relating to the freedom of navigation or the protection and preservation of the marine environment. Framing its enquiry by reference to the question posed in this special issue, the article argues that, rather than “swallowing the rule” of compulsory jurisdiction, the jurisdictional scheme established for EEZ fisheries enforcement disputes helps to “balance the equation” and support the effectiveness of Part XV in protecting the compromises that are embodied in the LOSC.

Abstract:: La investigación en psicología ha mostrado que tendemos a dar mayor veracidad a aquella información que recibimos de manera repetida y reiterada. Este sesgo cognitivo, denominado efecto de ilusión de verdad o de verdad ilusoria, se basa en la mayor facilidad que tenemos los seres humanos para procesar cognitivamente la información que nos resulta familiar. En este artículo se describe este sesgo cognitivo y su relación con la propagación de noticias falsas en determinados contextos y acontecimientos sociohistóricos, como instrumento para confundir y manipular a la opinión pública. Entre estos acontecimientos podemos citar las mentiras difundidas por la Administración Bush en 2003 en torno a la supuesta posesión de armas de destrucción masiva por parte de Irak; el uso indiscriminado de fakes por el expresidente de los Estados Unidos, Donald Trump; la campaña de distribución de información falsa por parte del independentismo catalán; y la propagación incontrolada de fakes y bulos en nuestro país durante la pandemia de COVID-19.

Abstract:: This article discusses an idea that has been promoted by several scholars in recent decades, namely the possible relationship between terrorism and nihilism. The hypothesis to be tested is that the most active terrorist groups of recent times are on the opposite side of Nietzsche's postulates: if nihilism is the negation and senselessness of all that exists, terrorists act on the basis of clear motives and fundamental meaning. Abstract:: This article deals with the issue of violent non-state actors (VNSA). First, it shows that states have developed regulatory mechanisms to mitigate anarchy in the international system and create a less conflictual international order. It discusses why regulatory mechanisms have failed in the case of VNSA and have not been as effective as in the case of states. The article then presents empirical strategies that states can employ in the face of dysfunctional regulatory mechanisms, and considers their advantages and disadvantages. The need for selective use is emphasised, as only part of VNSA poses a security threat. The paper concludes by arguing that a combination of strategies is needed to provide a systemic and long-term solution to non-state violence. At the same time, it warns of the pitfalls that must be overcome.

Abstract:: Political communication is important in the development of political, social and historical processes of a country. Communication is perhaps a powerful tool that politicians have in their hands. They use it to fight political opponents, and to persuade the masses. This article will address the importance of political communication in post-conflict societies, with a focus on Kosovo society. Political communication and media are crucial for peacebuilding, democracy, and conflict resolution, especially in Kosovo, where emotional and harsh nationalist communication hinders socio-political transformation of deep-rooted conflicts. In this article, authors try to examine the correlation of hatespeech and violence in Kosovo. The results conclude that there is a positive correlation between hatespeech and violence. Without free and independent media, political communication will not be able to free itself from the past that has plagued it for decades.

Abstract:: This essay is based on the author’s long-time observation of the International Relations discipline and the repeated crises it has experienced. The piece identifies ‘event-drivenness’ as the structural reason behind these crises, in other words, the course of the discipline naturally follows global IR events and, depending on how transformative these events are, when responding to them, is more likely to fall into an existential crisis—with the most recent one being potentially fatal. By discussing in detail the a) science-statecraft relationship; b) scholar-practitioner disconnect; c) distortion of theories by scholars and practitioners; d) paradoxical relationship between rationality and irrationality; and e) theory-practice disconnect, the essay seeks to operationalize these crisisgenerated processes when responding to major events. In order to show these crisis generation processes in detail, it uses the theories of political realism and, to a lesser degree, classical liberalism, as case reflections. As a possible solution to the reciprocal condescension between scholarship (theory-making) and statecraft (practice), the essay proposes a “Clausewitzian” modus vivendi that aims at creating a culture of synthesis between the presumed producers and consumers of IR knowledge.

Abstract:: On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

Abstract:: Bu çalışmada, işletmelerde Kurumsal Kaynak Planlama (ERP) uygulamalarının dijital dönüşüm sürecine katkıları incelenmektedir. Bu bağlamda, işletmelerin kullandıkları ERP uygulamalarının dijital dönüşüm süreçlerinde yarar sağlayıp sağlamadıkları, eğer sağlıyorlarsa bu yararların neler oldukları belirlenmek istenmektedir. Böylelikle ERP uygulamaları ile dijital dönüşüm sürecine dahil olmak isteyen işletmelere bir yol gösterilmesi hedeflenmektedir. Çalışmada öncelikle dijital dönüşüm ve kurumsal kaynak planlama konuları ele alınmaktadır. Daha sonra, ERP uygulamalarının da yararlarından olduğu varsayılan ve dokuz maddeden oluşan dijital dönüşümün yararları açıklanmış ve bu maddelerle nitel araştırma yöntemi kullanılarak yarı yapılandırılmış bir görüşme formu oluşturulmuştur. Erzurum ilinde ERP uygulamaları kullanan işletmeler örneklem grubu olarak seçilmiş ve görüşme yöntemiyle veriler elde edilmiştir. Ardından bu veriler betimsel analiz yöntemiyle analiz edilmiş ve işletmelerin ERP uygulamalarından birçok kazanım elde ettiği sonucuna varılmıştır. Çalışmadan elde edilen bir diğer önemli sonuç ise; işletmelerin dijital dönüşüm konusunda bilgi eksikliği olduğu ve ERP uygulamalarından elde edemediği yararların kullanılan ERP uygulamasını geliştiren yazılım firmasından kaynaklandığıdır

Abstract:: Collective investment schemes have been utilizing distinct investment strategies to exploit opportunities offered by the financial markets. Among the alternative collective investment schemes, hedge funds and mutual funds have been attracting great interest. The objective of this study is to compare the risk-adjusted performance of hedge fund strategies with mutual funds strategies. The hedge fund indexes and mutual funds indexes, which are calculated by different database providers are utilized for this purpose. In this study, the indexes from three database providers (Eurekahedge, Credit Suisse, Center for International Securities and Derivatives Markets (CISDM)) are analyzed for the 2008-2021 period using distinct performance measurement metrics as Alpha based on the Capital Asset Pricing Model (CAPM), the Sharpe ratio and Sortino ratio; moreover, the MSCI World index has been taken as a benchmark. The findings demonstrated that the majority of hedge fund indices performed better than the benchmark MSCI World and provide better risk-adjusted performance than mutual funds.

Abstract:: Özgeci davranışlar, prososyal bir davranış olarak çıkar gözetmeden diğerlerinin yararına gösterilmektedir. Özgeci davranışların sosyal yaşama olduğu kadar örgütsel yaşama da katkıları bulunmaktadır. Özgeciliği örgütsel ortamlarda hangi unsurların etkilediğinin belirlenmesi örgütsel etkinlik için önemlidir. Bu etkinliğin sağlanmasındaki bir diğer husus da örgüt içerisindeki istismarcı yönetim algılarıdır. Çalışanlar aktif yaşamlarının büyük bir kısmının geçtiği işyerinde yöneticinin kaba ve istenmeyen söz ve davranışlarıyla karşılaşabilmektedir. Bu çalışanların stresini artırmakta, olumsuz iş tutum ve davranışlarına yol açabilmektedir. İstismarcı yönetimin adaletsizlik, aykırı iş davranışı, iş tatminsizliği, iş-aile çatışması ile pozitif ilişkisi söz konusuyken, iş performansı, örgütsel bağlılık ve örgütsel destek algılarıyla negatif ilişkisi mevcuttur. Psikolojik sözleşme veya psikolojik sözleşme ihlali yönetim ile çalışanlar arasındaki ilişkilerin dengesini değiştirebilmektedir. Bu araştırmada; istismarcı yönetim algısı ile özgeci davranış arasındaki ilişki ve bu ilişkide psikolojik sözleşme ihlali algısının düzenleyici rolü incelenmiştir. Araştırma verileri imalat sektöründe faaliyet gösteren beş farklı firmada çalışan 294 kişiden kolayda örnekleme yöntemiyle toplanmıştır. Hipotez testi için korelasyon ve regresyon analizi yapılmıştır. Sonuçlara göre istismarcı yönetimin özgeciliği negatif ve anlamlı bir şekilde etkilediği görülmektedir. İstismarcı yönetim algısı çalışan özgeciliği üzerindeki negatif değişimin %24’ünü açıklamaktadır. Ayrıca psikolojik sözleşme ihlali algısı istismarcı yönetim ile özgecilik arasındaki negatif ilişkiyi artırmaktadır. Bulgular istismarcı yönetim algısının azalan özgeci davranışlar ile ilişkili olduğu yönündedir ve çalışanların psikolojik sözleşme ihlal algılarının yüksek olması istismarcı yönetimin özgecilik üzerindeki negatif etkisini artırmaktadır.

Sokak fotoğrafçılığına daha yakından ve ayrıntılı bakarak, okuyucuların bu konu hakkında daha geniş bir geniş bir perspektif kazanmaları amaçlanmaktadır. Yöntem olarak; araştırmaya sokak fotoğrafçılığı konusunu anlamak ve analiz etmek amacıyla kapsamlı bir literatür taramasıyla başlanmıştır. Araştırmanın temel argümanlarını desteklemek amacıyla örneklem oluşturulmuş ve fotoğrafçıların eserleri, deneyimleri ve yaklaşımlarına yer verilmiştir. Yarı yapılandırılmış mülâkat aracılığıyla sokak fotoğrafçısının içgörülerine ulaşılmaya çalışılmıştır. Tüm verilerin değerlendirilmesi üzerinden yürütülen bu çalışmada nitel araştırma yöntemlerinden betimleyici analiz yöntemi kullanılmıştır. Bulgular: Sokak fotoğrafçılığının günümüzde sanat ve görsel iletişim kültürü içindeki önemi artmış olsa da bu alanın belgesel fotoğrafçılıkla sürekli olarak karıştırılması, internet üzerinde yanıltıcı ve sığ yaklaşımlarla sıklıkla çevrelenmesi, her iki disiplinin özgün niteliklerinin göz ardı edilmesine ve sokak fotoğrafı kavramının özünün ve niteliğinin gölgelenmesine sebep olmaktadır. Fotoğrafçıların yaşamı ve çalışmalarının elealınmasıyla farklı perspektifler ortaya koyulmuştur. Sokak fotoğrafçılığı etrafında etkileşim ve öğrenme fırsatlarını artırmak amacıyla festivaller, bienaller, trienaller, atölyeler, konferanslar, paneller ve seminerler düzenlenerek bu alandaki bilgi paylaşımı artırılabilir. Böylece sokak fotoğrafçılığı Türkiye’de daha geniş kitlelere tanıtılabilir, geliştirilebilir ve bu alandaki yetenekler keşfedilebilir. Sonuç olarak, bu araştırma sokak fotoğrafçılığının temel konseptlerini ve önemini ele alarak, bu özel fotoğraf türünün Türkiye’deki sınırlı bilgi kaynağına ve sağlıklı tetkiklerin bulunmadığına değinmiş ve gelecekteki potansiyelini vurgulayarak daha fazla araştırmanın gerekliliğini göstermiştir. Bu durum aynı zamanda bu alana yeni başlayan fotoğrafçılar için de bilgi eksikliğini ortadan kaldıracaktır.

41. A Conceptual Take on Transnational Families: Atypical Families from a Distance

Abstract:: Transnational families are among the by-products of global capitalism, the feminization of migration and the globalization of care work. Transnational families owe their existence to the rise of communication and transportation technologies, economic transformations, and cultural features in their countries of origin and destination. A transnational family is different from an ordinary immigrant family. The defining factor is not the act of cross-border movement of the family, but the dispersion of the family, nuclear or extended, across international borders, where different family members spend time in one or another country depending on various factors. The emergence of transnational family experience relates to economic, political, social, and cultural factors, and has far-reaching causes and consequences. This study offers a new conceptual approach to the discussion of transnational families departing from Judith Stacey’s (1996) “postmodern family condition”. As a family arrangement made possible in the postmodern family condition, transnational families better describe situations in which families are not visible yet not absent, not necessarily broken but separated. Transnational families require a whole new understanding and definition of familial relationships, which should focus on the fluid nature of those in the absence of a concrete family setting. The role of immigrant women in such a family structure stands as a challenge to the stereotypical “modern family” as defined by Stacey; hence, enabling the conceptualization of transnational families as part of the postmodern condition. The impact transnational family experience has on various actors involved is examined by asking some fundamental questions such as: How are the decisions concerning who migrate under what conditions taken? How does the transnational family experience affect gender relations? What are the global and local conditions that make this experience possible? This study employs a three-layered approach to analyze the issue. First, the structural backdrop to transnational families is analysed; namely, the expansion of global capitalism that feeds female labour migration and the demand for the service sector, especially domestic care services. Second, the changes in the concept of family due to societal structural transformations and the emergence of new family forms are discussed. Third, the consequences of the first two aspects of the experience of transnational family life and its impact on parties involved at various levels are analysed: providers of care work and their families (parents, children, and extended family members), receivers of care work (employers and their families), and mediators of global care work (agencies and states).

Spor sektöründe çalışan beyaz yakalıların örgütsel bağlılık düzeylerinin örgütsel sinizm, örgütsel adalet ve örgütsel muhalefet değişkenlerine göre farklılık gösterip göstermediği ve aralarındaki ilişkiler ile örgütsel sinizm ve örgütsel bağlılık arasındaki ilişkinin örgütsel adalet algısı ile modere edilip edilmediği analiz edilip yorumlanmıştır. Analiz neticesinde tüm değişkenlerin normal dağılıma uyduğu gözlemlenmiş olup varsayımlar sağlandıktan sonra ise hiyerarşik regresyon analizi uygulanmıştır. Örgütsel sinizm ve örgütsel adaletin örgütsel bağlılık üzerinde yordayıcı etkisinin analizi ile elde edilen sonuçlar çerçevesinde, örgütsel sinizm düzeyleri ile örgütsel bağlılık düzeyleri arasında negatif doğrusal anlamlı ilişki tespit edilmiştir. Katılımcıların örgütsel adalet düzeyleri ile örgütsel bağlılık düzeyleri arasında pozitif doğrusal anlamlı ilişki bulunduğu, örgütsel muhalefet ile örgütsel bağlılık düzeyleri arasında anlamlı bir ilişki olmadığı da ortaya çıkmıştır. Örgütsel sinizm ve örgütsel adalet düzeyleri arasında da anlamlı bir ilişki tespit edilmiş olup örgütsel sinizm ve örgütsel adaletin birlikte örgütsel bağlılığı anlamlı şekilde yordandığı da görülmüştür. Örgütsel sinizm ile örgütsel bağlılık arasındaki ilişki üzerinde örgütsel adaletin moderatör etkisi analizi ile elde edilen inceleme sonuçlarında ise örgütsel sinizm ve örgütsel adalet modele anlamlı katkı sağlarken ortak etkileşim etkisinin anlamlı bir katkı sağlamadığı ortaya çıkmıştır

43. Prior Rebel Experience Of Leaders And Its Influence On Physical Integrity Rights

Abstract:: Previous research shows that leaders’ prior experiences influence their policy decisions. The existing human rights literature focuses mainly on country-level factors, such as economic development, regime type and the conflict situations to explain violations of rights. This research contributes to a flourishing literature on leaders’ role in upholding rights by theorizing why and how the prior experiences of leaders affect the propensity to violate physical integrity rights. It is argued in this article that leaders with a rebel experience, and who have experienced victory in rebellion are less likely to respect human rights, while those who have suffered defeat are more likely to do so. Both types of leaders have demonstrated a willingness to take risks, but in the former case, victory reinforces their belief in taking risks, leading them to keep risk-taking, whereas in the latter, defeat teaches leaders to become more risk averse. Infringing on human rights is indeed risky, potentially leading to negative consequences such as a damaged reputation, accountability, and social upheaval. The empirical analysis of the research demonstrates that having a rebel background alone does not inherently influence a leader’s behavior regarding human rights; what matters is the outcome of the rebellion. The probability of showing respect for rights decreases when a rebellion is won, while it increases when there has been a previous loss in rebellion. The article highlights the importance of using leaders, rather than just states, as a unit of analysis to explain why certain countries commit human rights violations.

Abstract:: The main phenomenon of the social mainstream is the institution of the state and its evolution (“shrinking”), associated with the increased activity of civil society and a reevaluation of the role of the market. Postmodernists have no faith in the future of the state. They presuppose that institutions of social organization will be replaced by a network organization of individuals tied together culturally, informationally, and spiritually, with a higher level of identities.1 Their camp includes liberal thinkers who believe in the inevitable “supplanting [of] the primacy of the nation-state by transnational corporations and organizations, and eroding [of] local cultures and traditions through a global culture.”2 The social nature of humans is deeply rooted in the past, when collective forms of human existence were a sine qua none of survival, while the state was a “product” of social organization. In the pre-state era, it was supported by the “cage of norms” (customs, traditions, etc.).3 According to Thomas Hobbes, a main factor of the emergence of states was the “war of every man against every man,” as well as the implementation of the institution of private property. The legal space and the state ensure its inviolability. The liberal order invariably produced a dichotomy between the interests of society and the institutions represented by the state on the one hand, and the rights and freedoms of the individual on the other. The logic of this social order in its extreme form is Libertarianism, with its slogan of “less government.” The dichotomy of the interests of the state and of the individual crops up in a dialectical contradiction resolved with the help of effective mechanisms of mutual obligations of individuals and society as a whole (the “ethical state,” according to Paul Collier).

Abstract:: The idea of the outside world and the role that Russia plays in it has undergone radical changes in Moscow’s official worldviews since 2014. The degradation of the international security situation indicates a deep crisis in the existing world order, which was formed in the spirit of the US’s unipolar hegemony after the collapse of the Soviet Union. Attempts are being made to turn the UN, the only universal platform for reaching collective decisions on an inclusive and equal basis, into a tool of the collective West for pressuring “revisionist states.” The decline in the culture of global-level dialogue leads not only to the aggravation of military-political conflicts but also to the inability to effectively respond to new challenges and transnational threats.

Abstract:: The World for Sale: Money, Power, and the Traders Who Barter the Earth’s Resources sheds light on commodity traders, crucial yet often overlooked actors in the global economy. The book is a collection of stories about them, how they get involved in political affairs, where they get their power, and how they work in the shadows. These stories from different times and places show the immense power of commodity traders. Methodologically, the book is mainly based on interviews with more than a hundred traders. Blas and Farchy also collected thousands of pages that detail the finances, business networks, and structure of commodity traders’ organizations (p. 11-12). The book consists of 13 chapters. Chapters 2, 3, and 4 are particularly important since they reveal how commodity traders operate by addressing the energy crisis that arose due to waves of nationalization in the Middle East in the 1970s and 1980s. The book’s main purpose is to reveal the role of despots and tyrants in the global economy by pointing out the unsavory aspects of their businesses, such as bribery and offshore banking. Since most of these methods are illegal and cannot be used by official companies and institutions, such commodity traders come to the fore.

Abstract:: Since the mid-2000s, scholars have been using critical theory, poststructuralism, feminism/ queer theory, and postcolonialism to critique the hegemonic narrative of terrorism. They analyze how terrorism discourse (re)produces global hierarchies and power relations. This involves archeological and genealogical research, assessing the formation of the terrorism discourse by analyzing how the peculiar Western discourse has become hegemonic. By incorporating postcolonial and genealogical studies into critical terrorism studies, McQuade and Martini attempt to explain this process in their respective works. Their books are complementary in that they allow readers to trace the historical development of the concept of terrorism from British India to its ubiquity in international institutions. Although they cover different historical periods, it is still possible to see how the concept of terrorism has been used in both of those historical periods – during British colonialism in India in McQuade’s book and after the 1980s in Martini’s book – to normalize discriminatory practices against (post)colonial societies.

Abstract:: At the opening of the COP27 summit in Sharm el-Sheikh, Egypt, on November 7, 2022, United Nations Secretary General Antonio Guterres told the representatives of the countries attending that they faced a choice: work together to cut greenhouse gas emissions or condemn the planet to climate catastrophe. “Humanity has a choice,” Guterres said. “Cooperate or perish. We are on a highway to climate hell with our foot on the accelerator.” Guterres called for the world’s richest and poorest countries to work together to speed up the transition from fossil fuels, and for the wealthy to help with funding to enable poor countries reduce emissions and deal with the negative impacts that they have already suffered due to climate change. “The two largest economies—the United States and China—have a particular responsibility to join efforts to make this pact a reality,” he went on to say. Left unsaid, but understood by most, is that China and the U.S. are also the world’s two largest emitters of greenhouse gases. While the U.S. and much of the rest of the world are still preoccupied with Russia’s invasion of Ukraine, rampant inflation, energy shortages, and the fallout from the Covid pandemic, the existential problem of climate change cannot be ignored.

Today’s diplomacy is facilitated by technology in terms of access to information and communication within Washington, from Washington agencies, between DC and overseas posts, and among our missions to an extent unimaginable when I entered the Foreign Service in 1980. Abstract:: Cyber deterrence needs to rely on a combination of deterrence by punishment of select attacks and deterrence by denial. By definition, punishment means that deterrence has failed, but given that it’s impossible to deter all cyber attacks and intrusions, Western governments with offensive cyber capabilities could retaliate against specific cyber attackers. The harm done to targets of such retaliation and the arbitrary nature of how they’re selected for punishment would increase the cost in most cyber attackers’ cost-benefit analysis. The public also expects the government to avenge, particularly egregious cyber attacks.

Abstract:: Despite the distance, outer space and Earth are linked. However, our increasing dependence on space-based assets makes parsing the multitude of challenges and tradeoffs more difficult. Amidst talks of great power competition, space weapons, and commercialization there are equally pressing issues concerning production of knowledge, truth, and accountability. Though these topics sometimes overlap with national security (as with arms treaties or interstate war), they also affect the broad concept of human security—the wellbeing and safety of individuals and communities. As states and international organizations consider what to do to ensure the sustainable development and use of outer space, concerns should go well beyond simply reducing the level of debris, whether asteroids should be mined, or what qualifies as a space weapon.

Abstract:: If the first rule of export control regulation is to define clearly the problem to be solved, the second, with some exceptions, is to ensure that the rule is both effective and not counterproductive. By “effective,” I mean that the rule actually stops or hinders the end users of concern from getting the items at issue from any source. My reference to “not counterproductive” means ensuring that foreign competitors of U.S. companies do not gain outsized advantages in markets to which U.S. firms no longer have access thanks to export controls. The income gained in these instances could allow the foreign competitors to out-innovate, out-compete, or even displace entirely the U.S. company. The exceptions pertain to situations where the U.S. should impose a unilateral control to express objection to and not otherwise support human rights violations or move quickly when the issue to be addressed is urgent, particularly if there is a threat to the warfighter. In both cases, the point remains that the eventual adoption of multilateral or plurilateral controls will make them more effective.

Abstract:: Heidegger's philosophical project is generally seen as atheoretical and anti-logical because he remarked on the subjective conditions of knowledge and the everydayness of human behaviors. To him, Dasein's everyday reasoning is coercively and inevitably framed by the present-at-hand modes of understanding. Heidegger alerts us about the possible origins of present-at-hand modes of everyday experience. One of them is Das Man that, is associated with a categorical otherness for Heidegger. It can be regarded as an origin of the primordial scheme of experiences for Dasein that takes those experiences for granted as an axiological ground for their lives in the World. Heidegger sees that process as an inauthentic condition for Dasein's fundamental character. Everyday reasoning generates a variety of present-at-hand instruments to understand and interpret the World and Dasein itself; thus, Dasein moves between Das Man and authentic modes. With a Heideggerian approach, this article observes how the characters in the film Druk take themselves out of Das Man and go into the authentic mode and how they do this through alcohol. The primary data source is Druk and the four teacher characters in the film. In the movie, alcohol is not a ready-to-hand object but a tool motivating its users and pushing them to perform. It is an example equivalent to the Heideggerian analogy of the hammer. The movie is a well-fitting example of the Heideggerian position with the story of four teachers who experiment with having a certain amount of alcohol in their blood to achieve a better version of themselves.

Abstract:: Since the beginning of the late modern era, modern constitutions have been trying to keep both group rights as minority rights and individual rights. But, in some cases, it is still ambiguous if an action or a phenomenon must refer to individual rights or group rights. Abortion discussions, with regard to political rights, are one example of these ambiguous cases. In this context, whereas Liberal view tends to regard abortion as individual rights of a woman, Communitarian view can be against it by pointing out the right to life and this case may lead to a kind of liberal constitutional crises. This article gains importance as such constitutional crises still emerge even nowadays. John Rawls’s theory of overlapping consensus in Political Liberalism tries to solve these political conflicts that emerged in liberal constitutions by prioritizing public reason. This article conceptionally aims to examine Rawls’s theory in terms of prioritization and value relativity in abortion discussions. The method of article is hermeneutics. In order to extend the universe of the discussion, some important thinkers such as Immanuel Kant, Isaiah Berlin and John Gray, who have related studies on the topic, were included. In conclusion, it is asserted that Rawl’s theory is weak both practically and theoretically as to the principle of utilitarianism violates the rights of communitarians.

The present article is to develop a preliminary hypothesis for to identifying the power of cyber weapon and how it relates with the nuclear weapon to examining the changing landscape of modern warfare. The comparative analysis of cyber weapons and nuclear weapons will help to understand the exact nature of cyber weapons with comparison of nuclear weapons to conclude which one is more preferable and dangerous in modern warfare techniques. The paper is divided into three sections. First part is brief introduction of genesis of cyber weapons, nature, evolution and its different types. The second part is comparison of cyber weapons to the nuclear weapons based on diverse characteristics (developing of weapons, security, arsenal, uses, target etc.). The third part is an analysis cyber weapon vis-a-vis nuclear weapon on the impact level. The paper conclude that the development of cyber-nuclear weapons has significantly altered the nature of contemporary warfare techniques. As technology continues to advance, the use of a cyber weapons has becomes increasingly likely, which could result in devastating consequences. Abstract:: In this age of social media and technological advancement, people are more connected than ever. People are connected to each other, to their physician, grocery and clothing store. They are shopping online and sending personal and intimate messages. People are being tracked wherever they go simply from their phones. These are the foot prints which they are leaving. The foot prints through CCTV cameras, their social media and their internet searches. Spy agencies use these foot prints for profiling and to keep citizens safe from antisocial elements. There is a draw back of these measures as they cost citizens of their fundamental right of privacy and most importantly, the breach of trust. Analytical approach has been employed to identify the risks involved into mass surveillance and data breach of the citizens. Right activists believe that this data is at risk and it might go into the hands of terrorists, populist far-right or authoritarian governments who in turn might use this data to target political opponents. Abstract:: A close examination of John R. Boyd’s concept of disruption as recorded in his 1987 presentation, “An Organic Design for Command and Control.” This article draws attention to a series of disruptive actions Boyd lists, including uncertainty, doubt, mistrust, confusion, disorder, fear, panic, and chaos, noting that the list begins with the mildest effect but that it progresses regularly toward collapse and chaos. The author argues that Boyd was specific in listing these effects in order and notes that this cycle could be developed into a useful effects spiral, which, once understood, can be catalyzed to enhance enemy disruption in a Joint all-domain operations (JADO) environment. In the postscript, this article argues that officers seeking to operate in a multi- or all-domain environment can benefit from a broad educational base to unlock creativity in approaching wicked problem sets. This creativity, when coupled with concepts like the effects spiral, can enhance traditional maneuver and combat, triggering an opponent’s collapse without the need for annihilation.

Abstract:: The application of artificial intelligence (AI) technology for military use is growing fast. As a result, autonomous weapon systems have been able to erode humans’ decision-making power. Once such weapons have been deployed, humans will not be able to change or abort their targets. Although autonomous weapons have a significant decision-making power, currently they are not able to make ethical choices. This article focuses on the ethical implications of AI integration in the military decision-making process and how the characteristics of AI systems with machine learning (ML) capabilities might interact with human decision-making protocols. The authors suggest that in the future, such machines might be able to make ethical decisions that resemble those made by humans. A detailed and precise classification of AI systems, based on strict technical, ethical, and cultural parameters would be critical to identify which weapon is suitable and the most ethical for a given mission.

Abstract:: Current human-machine dynamics in security affairs positions the human operator in the loop with artificial intelligence to conduct decisions and actions. As technological advancements in AI cognition, speed, and weapon sophistication increase, human operators are increasingly being shifted to an on the loop where AI takes more responsibility in warfare and defense decisions, whether tactical or even strategic. Human operators are also falling off the loop, trailing enhanced AI systems as the biological and physical limits because humans are not the same for artificial intelligence in narrow applications. Abstract:: Technological innovation has historically been applied in war and security affairs as a new tool or means to accomplish clear political or societal goals. The rise of artificial intelligence posits a new, uncharted way forward that may be entirely unlike previous arms races and advancements in warfare, including nuclear weapons and quantum technology. This article introduces the concept of a singleton as a future artificial intelligent entity that could assume central decision making for entire organizations and even societies. In turn, this presents what is termed a “singleton paradox” for security affairs, foreign policy, and military organizations. An AI singleton could usher in a revolutionary new world free of war and conflict for all of human civilization or trigger a catastrophic new war between those with a functioning singleton entity against those attempting to develop one, along with myriad other risks, opportunities, and emergent consequences.

68. Managing the financial impact of cybersecurity incidents

Abstract:: The complex relationships of economic actors and the high dependency on information and communication technologies make it necessary for all relevant entities to develop protection. This protection should include preventive and reactive controls in a risk-proportionate manner in relation to the business value protected. We aimed to develop a solution to support cybersecurity-related business decisions with financial analytics. The risk-based approach helps management find the optimum solution with minimal costs, where protection prevents some incidents from occurring, while the risks associated with other incidents are accepted in an informed way. The security industry developed a number of apparatuses to find the optimum security controls that enforced the fiscal aspects, which typically contain solutions used in planning. However, the actual expenditure often differs from the planned budget for several reasons, one of which is the occurrence of security incidents. We used the common methodology toolset for financial analysis (NPV, NFV, risk assessment). We developed novel metrics based on these that can be used in cybersecurity management. Within the framework thus defined, the article discusses the economic context of the effects of incidents involving Meta (previously Facebook) services from 2016 to 2020. This paper introduces the ‘Effect of incidents’ metric to measure the impact of unplanned incidents’ on actual expenditure compared to the planned budget and the ‘Incidence of incident recognition’ metric to measure deviations of an incident’s impact as perceived by owners relative to the effect on the value of the assets. The paper also proves the applicability of those metrics using the example of Meta.

69. Trojan spoofing: A threat to critical infrastructure

Abstract:: This article explores the phenomenon of location spoofing—where the spoofer is able to “teleport” systems in and out of defined locations, either for the purpose of infiltration into no-go zones or for the “teleportation” out of real, defined zones in the physical world. The research relied on a qualitative methodology, utilising academic research findings, media reports, hacker demonstrations, and secondary data from these sources, to situate the spoofing threat in the context of international security. This conceptual, argumentative essay finds that signal spoofing, the methods of which can be followed via online scripts, allows users the ability to overcome geographically defined territorial restrictions. This, as this article finds, allows violent actors to weaponise systems, such as unmanned aerial systems, potentially leading to the escalation of political tensions in extreme but unfortunately ever-frequent episodes. The article concludes that, while Trojan spoofing (in particular) poses a real and an existential threat to international security, it is only a sum-of-all parts in considering other threats to critical functions in society. If geofences are used as a single point of security to protect assets against hostile actors, managers need to be aware of the vulnerability of intrusion and the resulting geopolitical consequences.

70. Leadership in police work applied to critical contexts: An integrative review and scientific mapping using VOSviewer and Google Trends tools

Abstract:: The aim of this study is to identify cutting-edge studies on the phenomenon of leadership applied to police work, especially in critical contexts, based on an integrative literature review. The integrative review made it possible to survey publications on the subject in the Scopus, Web of Science, Ebsco Host, ScienceDirect, Core, and SciELO databases. Scientific mapping is complemented with the use of VOSviewer and Google Trends tools. The integrative review resulted in 15 studies that fit the research strategy, bringing different leadership approaches, such as instrumental, transformational, charismatic, consultative, ethical, authentic, military, destructive, and laissez-faire, through qualitative and/or quantitative studies. For bibliometric analysis using VOSviewer, the research corpus was expanded to 63 articles, admitting documents that studied leadership with firefighters, military personnel, and police officers. The analysis showed almost no co-authorship link between the 129 authors. The co-occurrence analysis of keywords reveals that leadership strongly links with law enforcement, police, management, crisis management, emergency management, and decision-making, establishing a close relationship between these concepts and a semantic map that underlies the field of study. The analysis of trends by Google Trends in the science category indicates the stability of interest in the topic of leadership in the world. However, the theme of police leadership produced results close to zero. The findings reveal that few studies address leadership in police organisations, and even fewer if critical, dangerous contexts are examined. The trends analysed indicate that worldwide scientific interest in the subject remains low and the theme must be further explored.

71. Logistics outsourcing for armed forces: The mobilisation of civilian transportation vehicles

Abstract:: One aspect of the total defence concept involves the temporary requisition of civilian transportation vehicles to meet the increased logistical demands of a wartime army. These vehicles are selected and managed in peacetime, mobilised at the onset of the war, used by military units throughout the war, and returned to their original owners afterwards. This paper presents a model for the reception process of such civilian vehicles during mobilisation. In practice, however, reception processes are not without challenges. Under the time constraints of mobilisation, issues may arise, including inappropriate reception, missed deadlines, and compromised operational readiness. To investigate these issues, the study employs conceptual modelling, supplemented by insights from professional experience. The main contributions of this paper include a conceptual model of the mobilisation process, a framework for maintaining records of mobilised assets, and a focus on previously underexplored mobilisation issues. Proper reception of mobilised vehicles significantly affects the transportation capability and operational readiness of military units as well as the accuracy of the post-conflict return process. Implementation of the proposed solutions requires careful consideration due to interdependencies with other aspects of the mobilisation process, such as doctrinal arrangements, administrative systems, mobilisation procedures as well as the quality and regularity of both professional and reservist military training.

Abstract:: This article shows that the problem of “West-centrism” in the study of International Relations (IR) is synonymous with the problem of the dominance of positivism, a particular version of science that originated in the modern West. How can we open up this double parochialism in IR? The article calls for reflexive solidarity as a way out. This indicates that on-going Global IR projects need to revamp their geography-orientated approaches and instead seek solidarity with other marginalised scholars irrespective of their geographical locations or geocultural backgrounds to build wide avenues in which not only positivist (i.e., causal-explanatory) inferences but also normative theorising and ethnographically attuned approaches are all accepted as different but equally scientific ways of knowing in IR. As a useful way of going about this reflexive solidarity, this article suggests autobiography.

Abstract:: Global International Relations (IR) research promotes more spaces for a broader spectrum of histories, insights, and theoretical perspectives beyond the conventional dominant Western ones in the IR discipline. The primary goal of this paper is to highlight that the study of Regionalism has a significant role in supporting the initiative of ‘globalizing IR’ by representing a sub-discipline that is open to new ideas, theories and methods, especially those emanating from non-Western contexts. As such, Regionalism is one of the sub-disciplines of IR and International Political Economy (IPE) with a tremendous potential to showcase global-IR trends. This article utilizes a bibliometric analysis as a proxy for mapping out the diverse and complex intellectual structure of Regionalism as a sub-discipline of IR. Our findings indicate that the remarkable rise in the total number of contributions from non-Western scholars to the Regionalism literature in the last decade suggests that unlike the theory generating mainstream studies Regionalism studies have become dominated by non-European/non-Western contexts.

Later, it identifies the forms of MN as they appear in IR with two faces: Level of analysis (nation-as-arena) and unit of analysis (nation-as-actor). Secondly, the article proposes a method to assess the prevalence of MN through quantification. Finally, the article applies its method to IR works to address the question of how widespread MN is in academia in Turkey. The findings demonstrate the proportional pervasiveness of MN within the IR community of Turkey, which is part of the “periphery” in the discipline. The findings also let us draw some hypothetical conclusions.

Abstract:: Although statelessness within the modern state system has many facets, there has not been any attempt to work out a formal typology. When conceptualising statelessness in singular terms, theorists miss something important: they fail to capture the full moral scope of statelessness. This article addresses this shortcoming. It is divided into four parts. First, I will show how statelessness is categorised under the UN’s framework. Second, I will turn to legal and social theory to argue that statelessness can be best understood through the two concepts of responsibility and recognition. Third, I will identify three different subtypes of statelessness. They derive from the source of nationality deprivation and include voluntary statelessness, structural statelessness and denigrative statelessness. Finally, I will offer some concluding remarks.

In order to achieve the objectives, a qualitative documentary research was conducted, based on secondary sources. The new trends in international investment agreements cartography show the emergence of a new concept of sovereignty rooted in the defense of policy space -“regulatory sovereignty”.

In the “anarchic environment” of the international system, technological and scientific supremacy has always been determinant to achieve and maintain power. Abstract:: The first decade of the twenty-first century had, very spontaneously, associated right-wing terrorism mostly with Islamic extremist terrorism. However, events from the second decade of the same century seem to provide a deviation in such a narrative. This is mostly due to the rise in crimes committed by far-right groups that are not Islamist (Blackbourn et al, 2019). Scholars have drawn in particular on the work of Ehud Sprinzak, who describes right-wing terrorism as a particular form of terrorism that is distinctly characterized by split delegitimization. These terrorist groups lead off by developing antagonism and conducting acts of violence against groups that they deem to be ‘illegitimate’ - groups that do not belong to their milieu of humanity. Violent confrontations and threatening the state are secondary; however, once assured that the government in power is being negligent in fulfilling the demands of the ‘legitimate’, they begin to reject the government and flout the laws. They, thus function on a dual process of delegitimization that first delegitimizes the unaccepted aggregate and later delegitimizes the government.

Abstract:: a middle power is a regionally potent state that lacks the global heft of a great power. In a specific localized context, however, it can behave as a great power. This strong regional focus leads to massive differentials in calculating its geopolitical weight based on proximity alone. Such states do not simply project power, however, but are long‑term regional anchors that outlast any one particular government or foreign policy stance. Their geographic base is thus also one of historical rootedness, with some version of political power stretching back generations and even across different successor governments. Data is a relationship between sentient beings and the objects sensed, knowledge of the world external to the consciousness of that being. Transfer of data is speech. Collection of data is learning. Thus, a restriction on the transfer of data is a restriction on speech or the freedom of speech.1 A restriction on the collection of data becomes a restriction on learning or the freedom to learn. Abstract:: A rule of thumb in Hollywood is when you have no new ideas for a 1lm, remake an old one. 5e United States is taking a similar approach to internet policy, with the well-intended “Declaration for the Future of the Internet” (hereafter referred to as “the Declaration”) reiterating themes from the dawn of the internet.1 5ere is a real opportunity for a new approach to internet policy that endorses democratic values and a reformed multistakeholder model, but the Declaration does not provide this opportunity because it ignores sovereignty and great power con6ict—the forces reshaping the internet. 5ere are 193 countries in the world. Only 60 endorsed the Declaration.2 If this had been an election, the United States would have lost. 5is outcome may partly re6ect a lack of diplomatic skill by the United States, but it also re6ects a paucity of ideas to address concerns in the developing world, which center around development, sovereignty, and the rule of law. Many nations would have welcomed a bold new vision for the internet that took their interests into account. 5ey did not get this vision from the Declaration.

Abstract:: A push for inclusion has been one of the most striking features of space programs in recent years, with a diverse range of agents going up to the Inter- national Space Station. NASA has been promoting the recognition of the early, but hidden, role of black scientists such as Katherine Johnson within its pro- grams of the 1960s (Johnson was celebrated in the 2016 7lm Hidden Figures).1 Beyond this, private sector activities are emerging with some built-in elements of inclusion. In 2021, Wally Funk fially could make it into space on a private sector Blue Origin suborbital flight, 60 years after being part of the privately trained female Mercury 13 group. These women were not part of the official NASA program, and they never made it into space, despite public criticism and the advantages of sending women in the cramped capsules given their generally smaller size. The women had what Margaret Weitekamp has referred to as “right stu:, wrong sex.”2

Calificar este último bloque de “nuevas amenazas” sería despreciar la realidad de buena parte de la población mundial, que lleva décadas experimentándolas, y que ya fueron señaladascomo amenazas a la paz y la seguridad por Kofi Annan en su informe Un concepto más amplio de la libertad(SGNU, 2005: párr. 78). Lo que resulta realmente novedoso es que ahora están impactando de lleno en los países desarrollados, que ya no pueden limitarse a tratar de repeler los efectos de estosfenómenos en otros puntos del planetacomo parte de su agenda de seguridadnacional(Wilkin, 2002: 634, 641).Por el contrario, empiezan a constatar que la rápida expansión desde los años 90 del modelo económico neoliberal en un planeta que dispone de recursos limitados está generando ya riesgos a supropia seguridad nacional, además de a la seguridad internacional.Así, poco ha tardado en comenzar a materializarsela previsión realizada porPaul Rogers,quienha señalado que en las dos próximas décadas habrá tres factores predominantes de inseguridad global: i) una turbulenta economía mundial basada en un sistema neoliberal fallido que está incrementando las brechas socioeconómicas, ii) los límites medioambientales a la actividad humana, y iii) el arraigo de una cultura de la seguridad centrada en el uso de fuerza militar como respuesta a las amenazas, incapaz de asegurar la paz y la estabilidad en un mundo socioeconómicamente dividido y medioambientalmente constreñido (Rogers,2019: 139).

Abstract:: En este trabajo examinamos el impacto que la introducción de las tecnologías digitales y la inteligencia artificial está teniendo en materia de igualdad y discriminación. El análisis de la arquitectura global de gobernanza existente, y de las propuestas para su remodelación, demuestra que existen numerosos aspectos que aún no se encuentran lo suficientemente desarrollados, lo que produce el riesgo de exacerbar las desigualdades y perpetuar las discriminaciones. La regulación de las actividades de las empresas multinacionales para anticipar y mitigar los impactos negativos sobre los derechos humanos que se derivan de las mismas y para que rindan cuentas por posibles daños, se presenta como elemento esencial en este contexto. Igualmente se precisa la adopción de acuerdos internacionales que se apliquen con carácter general a aquellas tecnologías que, por su propia naturaleza, tienen el potencial de poner en riesgo la paz y la seguridad internacionales. Este proceso debe perseguir el objetivo de ofrecer igualdad de oportunidades a los ciudadanos, la protección de los valores compartidos entre los Estados y, en definitiva, el bien común de la humanidad.

Abstract:: La nueva guerra fría, cuya primera batalla parece estar librándose en Ucrania, se produce en un contexto muy diferente al de la guerra fría del siglo veinte. En la tercera década del siglo veintiuno, el mundo se enfrenta a las consecuencias dela superaciónde buena parte de los límites de sostenibilidad, cuyas principales manifestaciones son el cambio climático, el agotamiento de muchas materias primas y la crisis energética. Este hecho puede conducir a una lucha desesperada por los recursos limitados entre países y regiones. En estas circunstancias, una nueva confrontación planetaria entre potencias nucleares es lo que menos necesita la humanidad para poder afrontar con éxito los grandes problemas globales. Abstract:: The research answered whether cooperation in ruling corporate taxation, a traditional obligation of conduct of sovereign states, was undergoing profound transformation into the obligation of result. The analyzed topic was not whether the tax authorities want or should cooperate (which is answered per se), but rather how to appropriately respond to the international taxation requirements for strengthening the multilateral agreements. Tax authorities worldwide have expressed concerns about identifying efficient regulation, and the development of multilateral agreements to combat tax evasion was under long and often unproductive negotiation. The empirical analyses of relevant literature and jurisprudence helped formulate an opinion on the regulation’s efficiency in strengthening multilateral taxation. The need to change the nature of the state’s obligation to negotiate fiscal regulation was not mentioned explicitly in hard law. Still, it was indirectly supported by soft law instruments, such as state representatives’ continuous yet divergent dialogue and the approaches presented in the international courts’ jurisprudence. The consistent influence on the obligation to support developments in international law in corporate taxation was justified, given the limit when considering its conduct nature, compared to potential benefits generated by the obligation of result.

Abstract:: Regionalism poses a challenge to the work of the International Law Commission (ILC). The Commission, entrusted by the United Nations General Assembly (UNGA) with the “progressive development of international law and its codification”, is tasked with identifying and elaborating universally accepted and acceptable rules of international law. The challenge posed by regionalism lies in its ambivalent role precisely in relation to the mandate of the ILC: on the one hand, a significant share of practice in international law is generated at the regional level. Since regional practice thus constitutes a substantial part of State practice, the ILC cannot avoid taking regional practice into account if it is to identify and develop common rules. On the other hand, regionalism often involves claims for special legal treatment based on the affiliation with a region; thus, deviations from precisely those general legal rules which the ILC seeks to codify and develop. The present contribution analyses how the Commission has approached regionalism in its previous work and identifies four approaches. It shows that each of these approaches suffers from shortcomings. At the same time, the current projects on General principles of law (GPL) and Sea-level rise in relation to international law possibly indicate the emergence of a more fruitful fifth approach. Based on this analysis, the present contribution shows that the practice of the ILC evinces two methodological challenges arising from regional plurality –, the challenge of equal regional representation and the challenge of regional exceptionalism, – and makes suggestions as to how to address these in the future.

Abstract:: Over the past decades, foreign interventions in internal conflicts upon the request of host governments have turned into a common practice. These instances have proved to be particularly challenging both from a jus ad bellum and a jus in bello point of view. On the one hand, it is often unclear whether the intervention is lawful; on the other hand, the classification of these armed conflicts is equally problematic. In both cases, the key to answer these questions is the identification of the organ capable of speaking on behalf of the state: who is the government? Considering the pivotal relevance of the identification of the government both in jus ad bellum and jus in bello, it is crucial to determine the criteria for identifying the authority capable of issuing a valid invitation. This article seeks to clarify these criteria. Ultimately, it will demonstrate that jus ad bellum and jus in bello reach different conclusions on the matter and it will argue that this should not be the case.

97. Missed Communications and Miscommunications: International Courts, the Fragmentation of International Law and Judicial Dialogue

Abstract:: The increase in the number of international judicial bodies has led to different international courts deciding similar issues of international law. There is the real possibility that these international judicial bodies, not subject to the supervision of a common appeal court, may rule differently on similar questions before them. While this fragmentation of decision-making may undermine the coherency and certainty of the international legal system, it may in some cases be in the interests of the international community, including where divergences in decision-making are the result of specialized regimes or where there is progressive development of the law. So that fragmentation is limited to what is beneficial and necessary for the international community, it is essential that international judicial bodies are in open and structured dialogue with one another. This analysis considers three scenarios of overlapping decision-making, over the course of the lives of two sets of international courts: the International Court of Justice, and the international criminal courts and tribunals. It also considers the recent decision of the International Criminal Court with respect to Palestine and the Court’s refusal to weigh in on questions of general international law, in apparent departure from the previous three examples. It is submitted that these examples demonstrate that insufficient attention is given by these international judicial bodies to the issue of judicial dialogue and its importance. This may undermine the legitimacy of the system and introduce the risks of fragmentation without its benefits.

98. Proposing a Relative Enforcement Mechanism for the Treaty on Business and Human Rights

Abstract:: An Intergovernmental Working Group is established by the Human Rights Council to adopt a treaty on Business and Human Rights. According to the draft treaty the enforcement mechanism relies on a treaty body working through a reporting-based mechanism. In this article the enforcement mechanism of the treaty is analysed through the progressive model of accountability presented by Gupta and Van Asselt. It also takes further the analysis based on the progressive model by Nadia Bernaz of the enforceability measures adopted within the treaty. The enforceability of the treaty is further discussed in this article and a relative enforcement mechanism is proposed. The proposal includes structural changes within the treaty body and inclusion of the role of non-state entities for more efficient enforcement.

Abstract:: This article offers how the concept of the event is approached by two opposing post-Marxist thinkers - Alain Badiou, Michael Hardt & Antonio Negri. Since the beginning of the modern era, many events, which could be significant or not, have occurred, such as the French Revolution, the Paris Commune, the Chinese Cultural Revolution, the Zapatista movements, the Arab Spring, anti-globalisation movements, indigenous movements, agricultural movements and the contemporary global protests that have emerged in many parts of the world over the past few decades. They all have affected world politics in some ways. Hence, there are many ways to think about these events or conceptualise these events in distinctive ways. This article compares the approaches of Badiou, who has still been known for his commitment to Maoism, and Hardt & Negri, who established a postmodern relationship between biopolitics, capitalism and empire. The paper emphasises that although both Badiou and Hard & Negri believe that events bring up new possibilities, the event rarely occurs throughout history for the former. For the latter, global capitalism gives rise to the events. The paper stands with Hardt and Negri’s formulation as their perceptions enable us to perceive the novelties, potentialities, and creativeness of social uprisings that have become prevalent in the contemporary world.

100. Unmanned Aerial Vehicle - a Lethal Weapon of Tomorrow for Terrorists

Abstract:: Terrorism has been used as a form of combat for centuries. Over the years, the tools used by terrorists have evolved. While attacks with cold weapons still take place, nowadays terrorists also use explosives, machine guns, guided missiles and increasingly often drones. The present growth of the arms market has led to terrorist groups being heavily militarized, as they can successfully acquire modern weapons and subsequently use them in their attacks. This state of affairs has directly affected the security of states and societies, and subsequently became a principal subject of discussion on international security forums. Contemporary global terrorist threats also harness artificial intelligence that supports weaponized robots, missiles, as well as clusters of killer drones. This narrative arose a few years ago, indicating that terrorists may have a vastly greater array of options at their disposal because they may cooperate with some states that would back them up. The chance for terrorist organisations to gain access to artificial intelligence technologies only increased due to the global competition surrounding it. Due to this potential spreading, terrorists will have a chance to operate weapons supported by AI. These events then merge into a deeply concerning scenario which conceivably may have to be confronted. The threat of terrorist organisations possessing and using swarms of drones does not seem to be very distant.
