Abstract:: “Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

2. Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’

Abstract:: After the waters of the Mediterranean Sea washed the dead body of Alan Kurdi ashore in 2015, issues of migration, border security, and European Union (EU) migration policy gained more widespread interest. Although many scholars deal with the issue from different angles by focusing on the roles of different ‘agents’ and their roles in the politics of the EU’s 2015 ‘migration crisis’, Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’ argues that there is no comprehensive study analyzing the EU citizens itself (p. 4). Problematizing the passive recipient role given to the EU citizens, Nick Vaughan-Williams critically intervenes, problematizing contemporary scholarship’s “propensity to speak for, rather than to (or, perhaps better, with) ‘ordinary people’…”.1 Asking “[w]hy is it that the intensification of EU border security appears to have heightened rather than diminished border anxieties among EU citizens?” (p. 3), Vaughan- Williams highlights a theoretical and methodological shift in studying border security, one that juxtaposes ‘top-down’ elite narratives of border security with ‘bottom-up’ investigations of ordinary EU citizens’ knowledge on the issue. Chapter 1 justifies this unique theoretical shift, namely the ‘vernacular turn’ in critical security studies. Connecting elite and vernacular narratives becomes a must if we are to transcend dominant securitizing narratives of migration and see alternative ways of ‘living with’ strangers (p. 3-4). Forming such a connection allows us to understand better the interconnected relationship between the macro-level of national border security and border anxieties at the micro-level of citizens. And, in the final analysis, it is important to see how these elite narratives are both reproduced and contested locally in citizens’ everyday lives. Chapter 1 also contributes to vernacular security studies by conceptualizing ‘vernacular narratives’, which has been absent so far in the theoretical discussion (p.12).

3. Goodbye to Russia, Russia and Russia!1: Finland’s New NATO Chapter Within the Framework of Shelter Theory

Abstract:: One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

4. The Russia Factor in China’s Relations with the West

Abstract:: Tension between China and the Western world has been a characteristic of global affairs for the better part of the last decade. Notwithstanding Russia’s full-scale invasion of Ukraine in February 2022, the United States continues to view China as its greatest global rival and competitor. In fact, many policymakers in Washington (though by no means all of them) view China as an existential threat to America’s global influence and predominance. As the European Union and its 27 member states are not among the world’s superpowers, the Europeans have a somewhat more relaxed attitude toward China. Still, according to an important policy statement issued by the EU Commission in 2019, Brussels has come to see Beijing not only as a “partner and competitor” but also as a serious “systemic rival.” This refers less to geopolitical concerns but very much to global governance issues and geoeconomic, trade, and investment relations with China. The EU is deeply concerned about the continuing lack of reciprocity of market access, intellectual property theft, and China’s frequently state-subsidized competition regarding cutting-edge technology products, including solar panels, EV vehicles, and many other products, which may soon swamp the EU market. The EU Commission has launched an investigation into China’s production of EV vehicles and also Beijing’s shipbuilding industry, which it suspects may well work on the basis of rather unfair and highly subsidized support from the Chinese state.

Abstract:: This study explores the application of the regional security complex theory (RCST) to the energy relations between the European Union (EU), Russia, and Turkey. It underscores the critical role of energy security in shaping international relations and highlights the mutual interdependence among these actors in the energy issue. The study sheds light on the impact of the Russia-Ukraine war on energy security and emphasizes the need for diversification of energy sources to reduce dependency on Russian natural gas. Turkey's active and neutral policy with Russia has formed a security complex in energy relations among these three actors. The claim that shared concerns or threat perceptions among actors assumed by the regional security complex theory constitutes a security complex has been used within the framework of this study to justify the existence of an energy security complex between Turkey, Russia, and the EU. Furthermore, given its strategic geographical position and energy infrastructure projects, this research outlines Turkey's potential as a critical isolator actor and energy hub in the region. Overall, this study offers valuable insights into the complex dynamics of energy relations and the evolving regional energy security landscape in the EU-Russia-Turkey triangle.

Abstract:: Article 2 of the North Atlantic Treaty, also known as the Washington Treaty, stipulates that international relations between member states should be conducted peacefully and with mutual respect, based on free institutions, thus creating conditions of stability, security, and satisfaction within the Alliance. It also promotes the elimination of opposition factors about international economic policies, which, in turn, are based on a collaborative foundation. Despite this more peaceful premise, the North Atlantic Treaty Organisation (NATO) is, above all, a collective defence alliance, and over its 74-year history, there have been no further commitments that would allow for more integration despite the shared common values that were at its inception. The Parliamentary Assembly of the North Atlantic Treaty Organisation (NATO PA) is an Interparliamentary Organisation (IPO) that acts independently of the North Atlantic Alliance but brings together parliamentarians from its member states and associates. Although its resolutions are merely recommendatory and advisory in nature, they have provided crucial strategic input into NATO's action, allowing parliaments to properly reflect on the organization's interests and strategies in national debates.

7. Defining Peace: A content analysis of Brazil's, China's, and the European Union's discourses on the Ukraine War

Abstract:: Since the beginning of the Russian invasion of Ukraine in 2022, many political leaders have vowed to settle this conflict. Although Brazil, China, and the European Union were among these voices, some have accused these international actors of propelling the war. This study offers a content analysis of the speeches proffered by Lula da Silva, Ursula Von der Leyen, and Xi Jinping, the political leaders of these three actors. This analysis concluded that Ursula Von der Leyen mentions peace fewer times, accounts solely for Russia’s responsibility for the war, and presents a perspective akin to International Relations neoliberal theory. Meanwhile, Lula da Silva provides some views closer to Johan Galtung’s theories. Nevertheless, the Brazilian president does not clearly explain the beginning of the war, affirming that negotiation is the pathway to peace. Finally, Xi Jinping stresses his Global Security Initiative and avoids calling “war” what is happening in Ukraine.

8. When Life Gives You Lemons: How EU Citrus Standards Can Limit Trade

Abstract:: In the early 2000s, the European Union (EU) created multiple standards on agricultural imports. This paper focuses on the effect of stricter maximum residue limits (MRLs) for pesticides on citrus fruit exports to the EU after the limits went into effect in 2005. Using a regression model on overall citrus fruit exports and an interaction term for country-level income, the data shows that the EU’s stricter MRLs hurt exports from high-income, lower-middle-income, and low-income countries. Exports from low-income countries declined the most after 2005, while only upper-middle-income countries saw an increase in exports. For product-specific models, low-income countries saw a reduction in exports to the EU for all citrus fruits, while results varied by fruit for other income classifications. The results of these models demonstrate that the EU’s tightened pesticide regulation hurt low-income countries the most. While the regulation is meant to maintain a standard of food quality in the EU, its impact on low-income countries raises important questions about the unintended effects of import regulations. The EU could maintain its quality of food while alleviating the burden on low-income countries by relaxing its MRL standards or by providing more assistance to developing nations to meet its standards.

9. Migrant Death and Disappearability at Sea: Mediterranean Necropolitics as a European Strategy of Migration Deterrence

Abstract:: The Mediterranean Sea has become the deadliest passage in the world over the past decade, as thousands of migrants lose their lives at sea each year. It has become a key actant of European border violence perpetrated against migrants, as European national and supranational migration institutions instrumentalize the Mediterranean’s natural properties through necropolitical strategies of deterrence. The sea must be understood as a wet ontology and a fluid hybrid border. It is shaped by dynamic and complex interactions between human actors and more-than-human elements through which European violence is passed onto non-European migrants’ bodies. It conceals migrants’ deaths and disappearances, as they become ‘inevitable accidents’ caused by natural and untamable elements. The Mediterranean Sea therefore invisibilizes European structural violence occurring at the border zone and acts as an archive and witness to this violence.

Abstract:: This article assesses how environmental issues have been incorporated into the strategic association between the European Union and Latin America and the Caribbean. It analyses whether the 2030 Agenda and the Sustainable Development Goals are reflected in the EU-CELAC declarations, and what bi-regional programmes and projects have been developed in relation to the environmental SDGs. The analysis shows how the environment has become a key priority in both the political dialogue and development cooperation pillars, although it has only recently been included in the trade pillar, and in an incipient way.

Abstract:: The article discusses Mearsheimer’s interpretation of Russia’s use of force against Ukraine based on concepts and categories of Offensive Realism. It is argued that external balancing lost its place during unipolarity. However, Russian internal balancing is one of the factors that enabled the current conflict, and Russia’s rapprochement with China diminishes the prospects for conflict in Asia, allowing Russian military efforts to be concentrated in the European theater. Additionally, the decision to use force will be analyzed in its strategic dimension. It is concluded that Russia’s activities against Ukraine are entirely consistent with Offensive Realism, despite of Mearsheimer’s allegations contrarywise.

12. The EU’s Response to the Gaza War Is a Tale of Contradiction and Division

Abstract:: Since the Hamas attacks on October 7 and the start of Israel’s retaliatory offensive in the Gaza Strip, European Union (EU) member states have broadly split into three camps. At one end are those who have professed to stand “on the side of Israel”, flying its flag on government buildings, backing its military campaign, and avoiding criticism even after the Israeli army flattened most of Gaza and killed thousands of Palestinian civilians. The Czech Republic, Austria, and Hungary stand out in this camp, followed by Germany. At the other end of the spectrum are governments that proclaim to stand “on the side of peace” and, while strongly condemning Hamas, have been calling for a ceasefire and openly criticizing Israel for violating international humanitarian law. Belgium, Spain, and Ireland are the most vocal members of this moderate camp, followed by France and several others. The third, middle camp, is made up of those who are somewhere in between the first two groups: siding with Israel but in less absolute terms than the first camp. It would be wrong to label the moderate camp as “pro-Palestinian”. The fact is that there is no pro-Palestinian camp at the level of EU governments: none of them has hoisted Palestinian flags or primarily condemned the Israeli occupation or its devastating Gaza offensive, as many countries in the so-called Global South have done. The only vocal exception may be Spain’s Deputy Prime Minister Yolanda Díaz of the leftwing Sumar party who has denounced “Israeli apartheid” and called for sanctions and an arms embargo against Israel. However, her statements do not represent the position of the government as a whole.

13. NATO: Waging High-Tech Warfare

Abstract:: THE rapid technological progress observed in the last decade throughout the world, especially in China and Russia, threatens the established sources of military and industrial dominance of the collective West on the world stage. NATO views this as an alarming trend, and in an attempt to stop it, bloc members are making a determined effort to preserve their militarytechnological leadership and the international order structured around their policies. To this end, they are initiating a new arms race, partially through the active incorporation into the military sphere of the latest breakthrough technologies (Emerging and Disruptive Technologies – EDT), which, they believe, can reverse the emerging multipolarity of international relations and radically change the nature of future wars. Thus, the Allies are stepping up collective efforts to master innovative technologies and introduce them into the operational activities of NATO and all member nations to ensure their victory in future high-tech wars. They emphasize the urgency of adapting the armed forces of said countries to the realities of global technological advancement. As the communiqué adopted at the Alliance summit in Vilnius in 2023 directly stated: “We are accelerating our own efforts to ensure that the Alliance maintains its technological edge in emerging and disruptive technologies to retain our interoperability and military advantage including through dual-use solutions.”1 The US, as the main sponsor of NATO militarism, demands that its allies and partners closely and expeditiously collaborate on the creation of novel weaponry utilizing these emerging technologies and dramatically increase investment in various EDT projects and adapt their armed forces to them. Under the US’s diktat, Brussels and its American allies are creating new bureaucratic and financial entities. Private businesses and academic and research institutions are also being drawn into this sphere. To speed up this process, at the urging of Washington at the NATO summit in Brussels in 2021, a strategic initiative was launched to create the NATO Defense Innovation Accelerator for the North Atlantic (DIANA), which will manage and coordinate all this activity within NATO. The main task of this organization is to form an innovative technological network that unites R&D centers, innovative start-ups, defense enterprises, and military agencies in order to simultaneously and rapidly master all types of dual-use EDT technologies and implement them in the civilian and military fields. In addition to these efforts, a decision was also made to form a €1 billion NATO Innovation Fund to finance venture capital companies developing dual EDT in areas of strategic importance to NATO. Essentially, these decisions by the alliance are aimed at mobilizing European resources, primarily to strengthen American military power. Of course, the main efforts to field the latest technologies are being undertaken by the largest member nations.

14. Getting Statelessness Published: Pathways to Publication for Early Career Researchers in the Field of Statelessness Studies

Abstract:: In Hungary, four legislations regulating citizenship-related issues in detail had been enacted starting from the second half of the 19th century. The Hungarian legislation recognises the legal status of statelessness and the concept of a stateless person. Hungary has ratified both the 1954 Convention relating to the Status of Stateless Persons(‘1954 Convention’)1 and the 1961 Conventionon the Reduction of Statelessness (‘1961 Convention’).2 Consequently, there was an intention to find a solution for persons who submit an application for stateless status in its territory. In this commentary, I introduce the Hungarian citizenship legislation in force, particularly focusing on the articles concerning the acquisition of Hungarian citizenship and how these relate to statelessness. I examine whether statelessness is adequately addressed in the legislation governing the acquisition of Hungarian citizenship and whether the legislation in force is able to provide appropriate safeguards in order to prevent statelessness, especially childhood statelessness. Comprehensive analysis regarding this matter is currently lacking. I argue that the situation in Hungary could be viewed as a ‘glass half empty’, as the citizenship legislation does provide some safeguards against statelessness, but significant flaws remain in the legislation regarding the prevention of statelessness, especially childhood statelessness. The National Assembly should address these gaps toenable Hungary to fulfil its international obligations under the 1961 Conventionto prevent and eradicate childhood statelessness. This commentary only focuses on the examination of the citizenship law and its safeguards against statelessness. I do not extend the analysis to the Hungarian statelessness determination procedure.

Abstract:: Political communication is inherently intertwined with social dynamics and cannot be considered a separate field of study. Symbolic elements, slogans, and the leadership of political figures have permeated human history, influencing and often determining political action. This study has analyzed the phenomenon of personalization as compelling evidence in the field of contemporary political communication. The analysis is based on a study of Italian cases, aiming to provide an in-depth insight into the strategies adopted by political parties to personalize their leaders’ image and engage voters. In particular, the focus has primarily been on party symbols incorporating the leader’s name. The research was conducted to identify party personalization mechanisms and their impact on public opinion. The result highlighted the role of political communication in asserting the individual as a brand at the expense of the party organization, with significant implications for democracy and political participation.

Abstract:: This study addresses the urgent need to establish a comprehensive compensation mechanism for damages incurred by Ukraine due to Russian aggression. The research analyzes the legal, procedural, and practical aspects of the Enlarged Partial Agreement on the Register of Damage instituted by the Council of Europe. Methodologically, the study employs existing literature, legal documentation, and various scientific methods to understand the dynamics of compensation mechanisms. The study identifies unresolved issues through a comprehensive literature review and proposes solutions. The study underscores the pivotal role of the Ministry of Justice of Ukraine in meticulously documenting damages and proposes specific categories of compensation claims. Overall, the research highlights the significance of international cooperation and legal frameworks in restoring justice and providing accountability for those affected by the conflict.

Abstract:: Local communities play an essential role in developing and organizing their lives for joint betterment. Local self-government, through local democratic mechanisms, involves the community as part of the public policies, showing the sign of the development of the local democracy. This research aims to analyze the communication and collaboration between the local government and local communities in Kosovo, focusing on their role in the development of education and the reduction of deviant behavior, intending to create a better social environment for the community. The research methodology employed for this paper is as follows: library research, qualitative research, and the analysis of the laws in power related to the topic. There will be field research working with two focus groups belonging to the municipality of Prishtina, considering their ethnic component. General results show that communities are still in the development and organization phase, whereas their participation in the process of public policies is still under the average level. Social audits can be mechanisms for development, organizing the community, and involvement in local government policies.

Abstract:: The objective of this paper is to assess the gap between the EU’s commitment to its values and the fairness of its accession process, in particular the Macedonian journey to the EU, which is not only contradictory to the EU’s core values but also contradictory to the principle of equal rights and self-determination. For this purpose, the methodology consists of conducting qualitative analysis based on two bilateral agreements and analyzing the evolution of EU requirements and their implications. The paper argues that rather than enforcing the Copenhagen criteria and making the country’s pre-accession progress contingent on the strengthening of the rule of law, the EU has expended enormous effort in what was essentially a political bilateral dispute between states, with the resolution of the dispute to be replaced as a pre-accession criterion. The paper concludes that the EU should return to its fundamental values and prioritize merit-based criteria in the enlargement process, not a politically based decision.

Abstract:: The article analyzes the process of normalizing relations between Belgrade and Pristina after adopting the Agreement on the Path to Normalization. The analytical framework of neorealism was used to explain that the normalization process was accelerated due to the war crisis in Eastern Europe. The international legal aspects of the agreement were scrutinized, based on the method of content analysis and comparative studies, to argue that the agreement is a legally binding treaty between two sides that respect each other’s international legal personality. The authors concluded that the European Union and the United States attempted to create new momentum in the decade-long and rather unsuccessful process by adopting the Agreement and the Annex on implementation. Thus, these documents were put in the context of relations between Belgrade and Pristina and broader European and regional levels of complex relations. In addition, the analysis concluded that the documents serve as new impulses in normalization as a continuous legal formalization of relations between the two sides based on international legal rules.

Abstract:: This paper explores the political landscape of war-torn Ukraine, focusing on the country’s core domestic problems. The war in Ukraine has led to a significant deterioration of Ukraine’s political landscape. While victory on the battlefield is Ukraine’s utmost priority, escalating internal problems pose additional challenges. With Ukraine having obtained EU candidate status, these problems have moved to a new level on the EU’s membership agenda. The most urgent of these is endemic corruption, which has gained fresh momentum during the war and has put foreign aid at risk. As the costs of the war grow, international pressure on the Ukrainian authorities to show better results increases. Accountability and transparency should become the guiding principles of the reconstruction and recovery processes to maintain Western support and ensure effective postwar reconstruction.

Abstract:: The subject of this paper is irregular migration and modern models of preventing the smuggling of migrants on the part of the Western Balkan route through the Republic of Serbia. The goal is to show how the new strategic approach of the Serbian police in this area can give excellent results, that the application of modern methods of policing and technical means are aimed at preventing the smuggling of migrants, i.e., the illegal movement and transport of migrants across the state border and state territory to go to countries of the European Union. Based on the conducted research, the authors have drawn certain conclusions: 1) effectiveness, efficiency, and economy in the area of suppression of irregular migration can be achieved by applying an adequate criminal strategy, 2) the new strategic approach led to the discovery and arrest of a large number of people smugglers and the discovery of illegal firearms, 3) the use of modern technical means, coordinated, joint work of different police units and management from a single center by a strategic level manager directly in charge of combating irregular migration and human smuggling in a particular area (territory) which is estimated to be a hotspot of criminal activity, is a prerequisite for success.

Abstract:: This article analyses the role of skilled migration before and during the Covid-19 pandemic, emphasizing the health sector. Using official statistics, it investigates the evolution of the migrant skilled professionals from this sector over the last decade and the difficulties they face in different European countries. A special analysis is devoted to recognizing and validating the professional credentials of migrant healthcare workers and their crucial importance nowadays. Some comparisons have been made between the health sector in the UK and Spain by pointing out the importance of foreign doctors and nurses in mitigating the pandemic’s effect even during periods of lockdown and border closures. The conclusion of this research confirms the necessity of a collective and sustainable response to address the global shortage of health professional regulations and bureaucratic difficulties related to work permissions and authorizations in the post-Covid-19 recovery era.

Abstract:: The paper analyzes the campaign strategies of the PiS political party during the Polish elections from 2009 to 2020. It examines how the gradual modernization of communication strategies and the adoption of a less aggressive narrative contributed to the party’s revival after a decline in support caused by the political crisis of 2007 and the death of leader Lech Kaczynski in 2010. The research aims to identify the changes in campaigning that contributed to regaining electoral success since the 2015 national elections. The analysis is based on audio-visual materials produced by PiS for the elections during both the “crisis” period (2009-2013) and the “revival” period (2014-2020), allowing for a comparative analysis of the main changes between these two periods. Abstract:: The recent Memorandum of Understanding concluded between Italy and Albania for cooperation in the migration field has caused strong criticism. This agreement has raised many doubts regarding its compliance with the Albanian Constitution, specifically concerning the procedure required for concluding international agreements relating to the concession of the territory to foreign powers and the protection of human rights. Recently, the Albanian Constitutional Court decided that the Protocol does not violate the Constitution. This study aims to highlight the critical issues related to fundamental rights protection, particularly regarding the issue of which state will be responsible for human rights protection according to the ECHR. Another profile to consider is the determination of Albania as a safe place, considering that the agreement aims to transfer people rescued in international waters by Italian military vessels into Albanian territory.

Abstract:: The coastal States of the Mediterranean Sea tend toward a steady decrease in their search and rescue capacities. When a migrant boat sends out a distress signal, many ships in its vicinity either ignore it, merely observe the ship, or even move away from it. Rather than allowing people in distress onto rescue boats, the coastal States control the activity from a distance via, for example, mere distress calls. This lack of action occurs despite their legal obligation to protect under the law of the sea. Due to a maritime legal black hole, those stranded are effectively rendered rightless. This article examines whether a new jurisdictional approach may serve as a remedy and explores an intermediate design. It will assess this jurisdictional approach based on progressive Inter-American Court of Human Rights and Human Rights Committee cases while bearing in mind potential advantages and drawbacks.

Abstract:: Externalizing borders for the purpose of shifting and avoiding responsibilities under human rights law is not a new phenomenon in the context of migration control. In the Mediterranean, European States have increasingly sought new measures of extraterritorial migration control to avoid being held responsible under cornerstones of international refugee law such as non-refoulement. In the precedent Hirsi Jamaa and Others v. Italy, the European Court of Human Rights (ECtHR) established that the exercise of effective control over persons on the high seas amounts to the exercise of jurisdiction within the meaning of Art. 1 of the European Convention on Human Rights (ECHR). As a result, European States began to find new ways of controlling their borders. The focus on physically controlled ‘push-backs’ shifted to administratively controlled ‘pull-backs’. Cooperation with third States by equipping and training their coast guards has become a way for European States to avoid any direct contact with migrants, thereby avoiding triggering jurisdiction as defined by the current case law of the ECtHR. This paper focuses, first, on how ECtHR jurisprudence responds to new forms of extraterritorial migration control and, second, on how this concept of jurisdiction relates to the obligation of States to fulfill their international obligations in good faith. How can the object and purpose of an obligation be undermined if that obligation does not apply in the first place? While the realization of Hannah Arendt’s concept of ‘the right to have rights’ seems to depend in practice on the geographical location of the individual, this paper addresses the question of whether there might be a right to come within the jurisdiction of a State, in the sense of gaining access to a legal system, applying a good faith reading to non-refoulement.

Abstract:: When the European Court of Human Rights found Italy responsible for push-backs on the high seas in Hirsi Jamaa based on Italy’s effective control over the individuals, it simultaneously solidified the concept of jurisdiction as a prerequisite of human rights obligations and provided States with deeper knowledge on how to avoid responsibility. Since then, instead of pushing the migrants back themselves, destination States increasingly delegate the task of migration control to third States. Under the guise of “capacity building”, they fund, train, and equip third States to exercise containment measures and carry out pull-backs. By way of bilateral agreements, destination States remain in control of the migration flow while avoiding any direct contact with the migrants that would trigger their human rights obligations. One example for this is the Italian-Libyan cooperation under the 2017 Memorandum of Understanding, which was renewed in 2020. Migrants intercepted by Libya are systematically detained in prisons under horrific conditions, which is in clear violation of their human rights. The present article explores ways to allocate responsibility on destination States for their involvement in those human rights violations notwithstanding the lack of jurisdiction. In particular, the article deals with the question whether the general international law of State responsibility is applicable alongside international human rights law. Responsibility for complicity, as lined out in Art. 16 of the Articles on State Responsibility for Internationally Wrongful Acts, is compared to the concept of due diligence obligations in international human rights law, dismissing the claim that the latter poses lex specialis. Subsequently, Art. 16 ASR’s substantive requirements are applied to the case study in order to test the provision’s capability to overcome the accountability gap.

Abstract:: In 2015, the Republic of the Niger adopted an anti-migrant smuggling law (Law 2015-36) with direct involvement of the European Union (EU). Since then, concerns have been raised that this law constitutes a de facto travel ban for anyone moving northwards from Niger. Rather than addressing the involvement of the EU, this article will focus on the direct obligations of Niger, including those set by regional human rights agreements, as the country where the so-called cooperative migration control takes place. People on the move towards Libya will be a special focus as the most affected by the Nigerien law. First, the Nigerien law and its provisions will be described, in order to then assess whether the law and its application infringe the human right to leave any country including one’s own. Drawing from the findings of non-governmental organizations and the United Nations Special Rapporteur on the Human Rights of Migrants, this article argues that Law 2015- 36 renders it impossible for non-Nigerien nationals to leave the country without risking their life and safety. Thus, Law 2015-36 infringes the right to leave. The third part explores possible justifications for the law with a focus on the interests of people on the move, the interests of bordering States, and national interests. It finds that Law 2015-36 is disproportionate and, in fact, impairs the essence of the right to leave, resulting in an unjustified interference. The concluding fourth part contains recommendations for possible amendments to the law.

Buena parte del futuro de Europa pasa por Ucrania y sobre todo por como acabe la guerra con Rusia. Por ello este trabajo tratará de dibujar tres escenarios del futuro de Rusia partiendo de los siguientes cinco factores: la guerra en Ucrania, la situación de Putin, la economía rusa, las sanciones y la paz social en Rusia. Se utilizará una metodología prospectiva partiendo de un análisis previo de la participación de Rusia en las guerras en las que ha tomado partido. Abstract:: El conflicto en Ucrania ha supuesto un nuevo reto para la UE en tanto en cuanto, la solicitud de adhesión a la UE planteada por el presidente ucraniano Zelenski el 28 de febrero de 2022 ha tenido consecuencias directas e indirectas para el futuro de la UE. Tres días después, Georgia y Moldavia presentaron solicitudes similares. En un periodo récord de menos de cuatro meses, en el Consejo Europeo de 23 y 24 de junio de 2022, los líderes de la UE decidieron conceder a Ucrania y Moldavia el estatus de país candidato, y reconocieron la "perspectiva europea" de Georgia, un paso hacia la candidatura formal. Nunca los países de la UE habían reaccionado afirmativamente con tanta rapidez a una solicitud de adhesión a la UE, pero detrás de la rápida respuesta de la UE al adoptar un nuevo proyecto de ampliación había una lógica estrategia geopolítica, y no cabe duda de que se trataba de una decisión histórica que no podía eludir. La problemática derivada del complejo proceso de adhesión y las opciones posibles serán tratadas en este artículo.

Abstract:: La evolución de la Unión Europea, lejos de ser lineal es, indudablemente una historia de avances loables y retrocesos sonoros. Esa evolución irregular es especialmente visible en el ámbito de la seguridad y defensa. Así, si por una parte al Tratado de Ámsterdam siguieron años de grandes avances como los que se materializaron en Saint Malo, Helsinki, Colonia, Santa María de Feira y Lisboa, con posterioridad, el triple choque resultante de la Guerra en Irak, la crisis financiera primero y la pandemia de COVID 19 se traduciría en un periodo de bloqueo y oscurecimiento sustancial del panorama. Sin embargo, esa situación no dudaría para siempre porque una nueva guerra, en Ucrania, percibida como un cambio estratégico fundamental que desafía los intereses y valores de la unión iba a propiciar el despertar de los europeos generando un nuevo impulso en lo que a la seguridad y la defensa se refiere permitiendo una búsqueda más decidida de una mayor autonomía estratégica con todo lo que ésta conlleva. Ese impulso se ve favorecido, además, porque los estados miembros más orientales de la Unión Europea, tradicionalmente más reticentes en este ámbito, siendo los más afectados por la renovada amenaza rusa, pueden empezar a serlo mucho menos. En esas condiciones se reabre, incluso, el debate de la ampliación, entreabriendo la puerta a estados que, de ser capaces de cumplir con los requisitos preceptivos para la adhesión podrían en algunos casos constituir un indudable activo para la seguridad y defensa de la UE en su conjunto.

Abstract:: Russia's invasion of Ukraine is an extraordinarily serious violation of the prohibition on the use of force that was embodied in Article 2.4 of the UN Charter after a long historical process. The fact that it was perpetrated by one of the permanent members of the Security Council implies a breach of the consensus among the Allies in World War II that gave rise to the United Nations and the system of international peacekeeping and security that it brought with it. The final outcome of the war in Ukraine may mean that the blow to the system of collective security envisaged in the Charter may be fatal, should the outcome be favourable to Russian interests, or that, despite being badly damaged, it may continue to exist, should the final outcome of the conflict be favourable to Ukrainian interests.

Abstract:: This study primarily aims to draw attention to the role of the European Union (EU) and the United States (US) in North Macedonia’s1 transition from a hybrid regime to a standard democracy from 2015 to the present. The stability of the country has been of paramount importance for the Western interests, thus the EU and US have continuously supported successive governments to uphold the de-facto powersharing system that prevailed since its independence in the early 1990s. By employing Levitsky and Way’s theoretical framework of linkage and leverage, this study aims to elucidate the decisive roles played by the EU and the US in cultivating the conditions necessitated for North Macedonia’s gradual democratic transition after 2015. To do this it addresses political developments in North Macedonia, discusses the problems that aroused during this transition period, which are inherited in a lack of democratic culture and widespread corruption, and finally, suggests that as the Macedonia example demonstrated, EU support and tutelage is critical during such challenging transitions.

Abstract:: After the beginning of the conflict in Ukraine and Russia’s annexation of the Crimean Peninsula, the Czech Republic became fully aware of the threats posed by the Kremlin despite President Zeman has denied the presence of Russian troops in Ukraine and has criticised the EU sanctions against Russia. Czechia belongs to the group of countries through which Russia influences the EU, to gradually and deliberately erode its structures. Russia exerts a strong influence on the Czech Republic by non-military means, including disinformation and propaganda, the activities of secret services, and penetration of its economy and specifically its energy sector. The article aims to answer the question about the role of Russian disinformation and propaganda in the context of Russian influence in the Czech Republic. Abstract:: The article aims to analyse the significance of liberal norms and values in the development of political relations between the EU and ASEAN, an issue which has been only selectively analysed in academic literature. At the same time, the topic of the article fits into a broader landscape of issues associated with the development of relations between international intergovernmental organisations in contemporary international relations, only partially studied in Polish and international literature to date. Considering the essential framework of classic constructivism, as well as significant contributions added by critical constructivism, the article formulates a research hypothesis whereby the European Union and ASEAN are organisations which, while recognising the importance of liberal values and norms, take a different approach to their promotion and protection. The European Union, which attempted to act towards ASEAN as an interpreter and diffuser of the aforementioned values and norms in the 1990s, adopted a pragmatic approach over time, in response to ASEAN’s stance and actions, limiting its role in this respect and taking regional conditions and dependencies into account. In order to verify this hypothesis, three research questions were formulated, namely: What is the place of liberal norms and values in the EU and ASEAN policy documents? Is the respect and protection of liberal norms and values an important element declared in mutual relations? How do both sides approach the implementation of liberal norms and values in practice in selected cases? This article is structured around these issues and discusses the significance of liberal norms and values in EU and ASEAN policy documents, the place and role of liberal norms and values in documents underpinning EUASEAN relations and in EU documents formulated towards ASEAN and the Southeast Asian region and also provides an analysis of EU and ASEAN policy towards Myanmar.

Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Abstract:: One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

Abstract:: NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

Abstract:: Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:: This article examines Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications in the context of the invasion of Ukraine. Putin's vision involves re-establishing the former Soviet Union and extending Russian dominance beyond its borders, fueled by a belief in the historical and cultural ties between Russians and Ukrainians. The article explores Russia's assertive and unilateralist approach to international politics, its military interventions in neighboring countries, and the justifications used to expand Moscow's control over former Soviet territories. Highlighting the invasion of Ukraine in 2014 and its devastating consequences, the author raises questions about Putin's long-term goals and whether they involve recreating "Greater Russia" or countering perceived threats from the West and neighboring states. The author contends that despite other factors that might play a role in influencing Russian policy, the re-establishment of Moscow’s influence/ control over as much post-Soviet territory as possible – the recreation of “Greater Russia” -- is the most important role – not NATO expansion, although it no doubt was an issue. If the Russians are successful in dominating Ukraine, other former Soviet areas – for example, the Baltics – are likely to become targets of future expansion.

A partir de su comprensión, se describe la estrategia del océano rojo frente a la estrategia del océano azul, contraponiendo unaEuropa en el seno de la OTAN y con dependencia de EEUU ante una Europa como A²E (actor estratégico y autonomía estratégica).Posteriormente, se elabora el esquema de cuatro accionesen la construcción de una política común de defensa en Europa. Se estructura la matriz del océano azul, donde se analiza la construcción de una política común de defensa en Europa, presentando aquello que debería eliminarse de la política de defensa, lo que debería reducirse, lo que se debería incrementar y, finalmente, lo que se crearía para alcanzar una política común de seguridad y defensa de la Unión Europea (UE). Luego, se plantean las cuatro barreras organizacionales para alcanzar unas Fuerzas Armadas Europeasy los tres componentes clave del cambio a las Fuerzas Armadas Europeas.

Abstract:: The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). We also see the use of undiplomatic expressions (accusations, insults, namecalling, threats, blackmail, jokes) against counterpart or senior foreign or international officials, albeit primarily behind their backs, as well personal correspondence between such individuals on publicly available electronic mail services, instant messengers, and social networks.

Abstract:: The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

63. THE REGIONAL DIMENSION OF CORRUPTION RISKS IN THE CZECH REPUBLIC IN THE LIGHT OF DECENTRALIZATION

Abstract:: The article elucidates the relationship between decentralization and corruption risks in the Czech Republic. Economic inequality in the regions inevitably leads to corruption risks. The unemployment rate and the wage level determined the fragmentation of the Czech regions. Most Czech regions (8 out of 14) have an average unemployment rate (of 3-5%). The capital Prague (44 thousand korunas), as well as the Central Bohemian Region (35 thousand korunas), significantly differ from the rest of the Czech regions in wage level (within 31-32 thousand korunas). If the Czech regions are similar in the unemployment rate, there is a noticeable stratification between the capital and other regions. The findings of an expert survey among civil servants and deputies of regional Assemblies identified corruption and anti-corruption measures in the regions. The sphere of public administration is the most corrupt. Partially corrupt is the provision of administrative services. The greatest corruption risks result from the employees’ influence on funding sources (grants, subsidies and grants). On a 10-point scale, the average corruption in the regions is 5,8. More research prospects derive from studying corruption risks at the regional rather than national levels and expanding the geographical framework of the transition countries under research.

Abstract:: This article explores the correlation between Russian influence and the European Union (EU) integration process in the Western Balkans. The focus is on analyzing the impact of Russian influence expressed through political, economic and cultural means on the region’s integration into the EU. The article argues that the Russian foreign policy toolkit inhibits the EU accession process for the six countries of the Western Balkans, as it interferes with the internal functioning of these countries, which, in turn, affects their ability to fulfill EU requirements. Using a comparative case approach this study has found evidence that Russian cultural, political and financial support negatively affects the Western Balkans’ European integration process, hindering progress towards accession. Additionally, the findings support the argument that Western Balkans countries with Slavic populations are more susceptible to Russian influence. The article highlights the significant impact of Russia on the EU integration process in the Western Balkans and underscores the need for EU policymakers to address this issue to ensure a smooth and successful accession process for the region.

Los productos halal elaborados en España son reconocidos por su calidad y la garantía cumplir con preceptos islámicos. Aunque, la demanda de productos halal todavía es reducida en España, son varias las empresas que han optado por adentrarse en este mercado. El presente artículo analiza la dimensión actual del comercio halal en España, tomando como referencia la adaptación de la industria cárnica a estos procesos. Junto con el análisis de la evolución de la industria y su actual impacto, el artículo profundiza en los métodos utilizados para poder vender productos halal y resalta las ventajas que para muchas de las empresas implicadas ha supuesto el compromiso halal.

Este artículo intenta explicar si la recomendación hecha por el Emperador Carlos V a su hijo Felipe, “dos países vecinos no pueden ni deben ser enemigos”, ha sido la tónica general en los vínculos entre los dos Estados; así como los factores que han condicionado el contenido de sus relaciones de cooperación en las últimas décadas, y también los vaivenes o momentos de tensión vividos, junto con las causas específicas que los produjeron. España y Argelia son dos países vecinos y muy próximos geográficamente, pero representan realidades políticas, culturales y religiosas diferentes que explican, en buena medida, la distancia que existe entre los dos países y la complejidad de sus relaciones. Esta diferenciación exige una mayor atención a iniciativas de sociedades civiles.

Abstract:: This month’s feature article focuses on the challenge posed by the evolving Islamic State insurgency in Mozambique. Emilia Columbo writes: “The deployment of regional military and police forces to Cabo Delgado Province in northern Mozambique to assist the Mozambican government against what was then a growing jihadi insurgency nearly two years ago has introduced new dynamics into the conflict, expanding the insurgency’s presence in the region and increasing the importance of the information space as each side works to persuade its constituencies that the conflict is proceeding in its favor.” She assesses that the sustainability of security gains along the coast “will depend largely on the government’s willingness to develop and implement a more balanced counterterrorism approach that addresses the underlying grievances driving this conflict.” Our interview is with Jessica White and Galen Lamphere-Englund, co-conveners of the Extremism and Gaming Research Network, which started a little over two years ago as a practitioner- and researcher-led initiative to try and unpack concerning developments in the online space. Alexander Ritzmann writes that “the alleged plot against the German government by the Reichsbürger group Patriotic Union, whose key members were arrested on December 7, 2022, is best understood as a thwarted, possible early-stage terrorist plot, rather than a preempted imminent violent coup attempt. The Reichsbürger, who are comprised of different groups and networks, claim that the German state of today does not legally exist. Many Reichsbürger ascribe to a version of the anti-Semitic ‘New World Order,’ others believe in ‘QAnon.’” He notes that “although the vast majority of Reichsbürger are neither considered violent nor right-wing extremists by German security agencies, the threat posed by a minority of violent and extremist Reichsbürger persists, with German security agencies continuing to thwart alleged violent activity linked to different Reichsbürger groups.” Francesco Marone examines how an ongoing hunger strike by the imprisoned insurrectionary anarchist terrorist Alfredo Cospito has amplified the threat in and beyond Italy posed by “a transnational extremist tendency that promotes ‘self-organized’ illegal and violent actions, even against people.”

Originally the vision of Mr. Vinnie Viola, Brigadier General (Retired) Russ Howard, and General Wayne Downing, the CTC has evolved into a trusted global hub for scholars, practitioners, and policymakers. At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. As national security priorities and resources rebalance toward strategic competition, the CTC will maintain its focus on understanding current and future terrorism threats to our nation and to the world, ready to assist our nation and our allies wherever we are called. Abstract:: The idea of the outside world and the role that Russia plays in it has undergone radical changes in Moscow’s official worldviews since 2014. The degradation of the international security situation indicates a deep crisis in the existing world order, which was formed in the spirit of the US’s unipolar hegemony after the collapse of the Soviet Union. Attempts are being made to turn the UN, the only universal platform for reaching collective decisions on an inclusive and equal basis, into a tool of the collective West for pressuring “revisionist states.” The decline in the culture of global-level dialogue leads not only to the aggravation of military-political conflicts but also to the inability to effectively respond to new challenges and transnational threats.

Interpreting today’s world by making inferences from Roman history is the most important factor that encourages the academy to work in this wide field. In The Roman Republic of Letters: Scholarship, Philosophy and Politics in the Age of Cicero and Caesar, Katherine Volk examines the Late Roman Republic (63-43 BCE), unlocking details for readers and researchers that were previously overlooked. At the same time, Volk has brought together the subjects of philosophy, religion, politics, rhetoric and grammar in a way that contributes to intellectual history. We can confidently say that this book fills a gap in helping us understand the intellectual and philosophical debates behind the political upheavals of the late Republic and in comparing Roman politics and politics today.

Abstract:: On December 12, 2022, the U.S. Department of Justice announced the arrest and detention of Abu Agila Mohammad Mas’ud Kheir Al-Marimi (Mas’ud), 71, of Tunisia and Libya, the suspected maker of the bomb that destroyed Pan American Flight 103 over Lockerbie, Scotland, 34 years earlier. In addition to being a sharp reminder of the tragic deaths of 270 innocent persons in 1988, the announcement of Mas’ud’s arrest also brought home for me decades-old questions about what was “known in advance” and the birth of the U.S. government’s No Double Standard policy. The news about Mas’ud sent my mind swirling back 34 years to the discussion at our weekly section heads meeting in Moscow in mid-December 1988; I participated in these Country Team meetings as embassy Press Attaché. That day, Administrative Counselor Bill Kelly reported receiving an unclassified Federal Aviation Administration (FAA) “Threat to Civil Aviation” warning, sent to several embassies. By citing Pan American specifically, the warning had special resonance for the official Moscow community. At the time, our usual route to the U.S. under required “Fly America” rules put us on Pan American’s daily flight to Frankfurt or London, then onward to the U.S.

Abstract:: Nicu Ceausescu, the wastrel younger son of Romanian dictator Nicolae Ceausescu and his wife Elena, was widely believed in the 1980s to be the heir apparent to his father. Unlike his older siblings, Valentin and Zoia, he had been an indifferent student and was more interested in drinking, gambling, and carousing than in any more serious pursuits. Nevertheless, by the 1980s he held high positions in the Romanian Communist Party and government while still in his early thirties —he was First Secretary of the Union of Communist Youth and a member of the Party’s Central Committee, as well as deputy in the parliament and Minister of Youth Affairs. Higher-level positions awaited him. In mid-September 1983, during my assignment as Romania Desk Officer at the State Department, the Romanian Embassy approached me for help in setting up a meeting for Nicu at the highest possible level. Although he was considered a lightweight and his visit to the U.S. was little more than a junket, my Romanian Embassy colleagues obviously were terrified lest he be dissatisfied with his reception in Washington, with possibly unpleasant consequences for themselves and their careers. They were desperate to arrange something for Nicu that would give his Washington stay at least the appearance of substance. After some discussion within our office, we dutifully sent forward an appointment request for him to meet with Under Secretary for Political Affairs Lawrence Eagleburger, with little expectation that the third highest ranking official in the department would agree.

75. Russia’s Cultural Heritage Can Be a Bridge to the Future

Abstract:: Russia has become Europe’s ogre. Beyond the brutality of Moscow’s onslaught on Ukraine looms a harsher ideological backdrop. Too many Russian citizens have been enticed into seeing this invasion as a defence of Russia’s security, national pride and identity, history, Weltanschauung, international standing, and imperial stature. They eulogise Russia’s national church as a defensive shield despite its abuse of spiritual humanity, its soldiers as crusaders. Europeans, in response to this baggage respond with a mixture of fear or unease. Anger, too, along with frustration and ultimately something akin to hatred. With all this comes an inclination in the western world to reject everything Russian. This rejection of a rich culture risks tarnishing our mindset and that of our children. Russian orchestras, dancers and sopranos have been banned from western stages—largely on the pretext that they have not condemned Putin and his acolytes. Ultimately Russian culture risks being airbrushed out of western European mentalities. It is worth pausing for a moment and just looking at what we are rejecting, perhaps unconsciously. Hitherto—and for many Europeans still —Russian culture has had an important place in our education and upbringing. Tchaikovsky, Borodin, Rimsky Korsakov, Shostakovich and the sublime Prokofiev have delighted our concert audiences for decades. Marc Chagall’s imagination has stimulated ours. Ballet in Europe—or the US, for that matter—would not be what it is without the great influence of the ballet russe. Nor, in a related world, would we be so intellectually rich without the heritage of Russian scientists, physicists and mathematicians.

77. Where the “Marshall Plan” Became the Organization for European Economic Cooperation

Abstract:: In 2022, Europe and the U.S. marked the 75th anniversary of the Marshall Plan, and this year is the 20th anniversary of a permanent Paris exhibit that documents its achievements. When I was posted to Paris as the Public Affairs Officer from 2002 to 2006, the public affairs offices (except for the press section), along with the consular affairs services, were in the Hôtel de Talleyrand facing the Place de la Concorde, about a block from the main U.S. embassy building. The Talleyrand, as we called it, gave visitors easier access for these more public functions of the embassy. Running back and forth to meetings at the embassy was a small price to pay for offices overlooking the majestic Concorde. In 2003, the Talleyrand marked a new milestone. Following initial restorations of the Talleyrand’s State Apartment rooms, the embassy invited representatives of the Marshall Plan’s participating nations and restoration sponsors to celebrate the opening of the George C. Marshall Center and its permanent exhibit, “The Marshall Plan: The Vision of a Family of Nations,” created by French and American historians and curators to memorialize the project that revitalized Europe after the devastation of World War II. The Talleyrand has an illustrious history dating from the 18th century and a no-less- illustrious list of inhabitants that included the building’s namesake today, Charles-Maurice de Talleyrand-Périgord, and the Rothschild family, who made the Talleyrand their home until the German occupation of Paris. The “hôtel particulier” (private urban mansion) lived through an evolving history of changes, including its own salvation when only quick action by the Allied forces saved the Place de la Concorde and surrounding buildings from Hitler’s order to destroy Paris.

Abstract:: Hanging on the living room wall in our summer house in Sweden is a framed pen-and-ink cartoon from our time late in communist-era Bulgaria. As with most memorabilia, there is a story behind it. One Saturday in September 1987, our family went for a drive in the mountains outside of Sofia, as we often did on weekends. On the way home, we passed through Bankya, a famed mineral springs spa town that now is officially part of the capital city. We noticed a small outdoor craft fair in progress, so we stopped to look around. At one of the stands, we met a gentleman named Iovio Terziev, a cartoonist/caricaturist, who was hawking several of his pen-and-ink drawings. Some were humorous, some mildly “political.” In the former category, I recall one depicting a physician seated at a desk and peering down at a file. Before him stood a man bandaged from head to toe with only his eyes visible. Without looking up at the patient, the doctor is saying to him “please remove your clothes.” That, I guess, is what passes for Bulgarian humor. However, the drawing that particularly caught my eye was one entitled “Glasnost.”

Abstract:: In Esprit de Corps, Lawrence Durrell’s classic satirical riff on diplomatic life in Belgrade during the 1950s, he writes that “it was a slack period diplomatically and as always happened during slack periods the Corps busied itself trying to see which Mission could give the most original parties.” Life in general and diplomatic life in particular in the Bucharest of the 1970s and in 1950s Belgrade, of course, were not identical. Nevertheless, there were certain similarities, both being the capitals of “Balkan” communist states and hosting a capable but sometimes underemployed resident diplomatic corps. Aside from the diplomatic club, a relic from pre-communist times that featured a golf course, six tennis courts, an outdoor swimming pool, and a clubhouse restaurant, Bucharest provided relatively few social outlets for local diplomats. Contacts with Romanians for most embassies in the early 1970s were perforce limited, and tended to be stiff and formal when they did occur. In order to accept an invitation from a foreign (non-communist) mission or diplomat, most Romanians first had to obtain permission from the appropriate authorities. Such permission often was delayed or denied, except to the favored, and reliable, few. Consequently, frequent, and at times imaginative, parties and other social events characterized diplomatic life among the embassies in Bucharest. The younger staff members of the Western missions, and those of a few other friendly countries such as Japan, Israel, Turkey, and Brazil, were in many cases lively, intelligent, and creative. They were not content to sit quietly at home when they could arrange or attend a good party or other diversion. Far from it!

This often involves different drone types working in pairs—such as an intelligence, surveillance and reconnaissance (ISR) drone directing and guiding a loitering munition to a target. There is growing evidence that Ukrainian forces are using these tactics to identify and target Russian positions. A typical group raid on the Russian trenches involves one drone to draw the attention of a counter-UAV unit, exposing their position, while other drones subsequently attack exposed soldiers.

Abstract:: Tucked between Russia, Iran, and China, Central Asia is now desperately looking for solutions to cushion the impacts of global tension on its fragile economies, which are deeply tied to sanctions against Russia and a local production slowdown as China recovers from its zero COVID policy. While European diplomacy has come at a crucial time, its Central Asian policy is ambiguous, and commitments misplaced. Central Asia is continuously perceived by the EU as a region in need of developmental assistance, which leads to European regional policies that focus on digitalization and climate issues. What Central Asia needs is the establishment of concrete logistical connectivity that will enable efficient flow of products across Eurasia.

Abstract:: During her tenure as Prime Minister, Giorgia Meloni has been far more active on the international scene than most observers predicted. Within the first ten months of her tenure, she has traveled to capitals across Europe, Asia, and North Africa and has hosted numerous foreign leaders on official visits. In July, Meloni visited Washington, D.C. where she and President Biden affirmed their commitment to deepening collaboration across various areas of shared interests. Meloni’s foreign policy agenda has touched on a range of issues including, but not limited to, European security, migration, energy policy, and international trade. It is on this last issue that Italy’s decision-making might be most impactful. As the Meloni administration reassesses its economic partnerships around the world, Italy’s relations—and by extension the European Union’s (EU) overarching position—towards the People’s Republic of China (PRC) could witness lasting changes. At the heart of the new government’s economic policy lies its choice of whether to withdraw from China’s Belt and Road Initiative (BRI). Meloni—along with many members of her cabinet—have voiced skepticism towards the agreement. As such, everything is on the table in the run-up to the decision at the end of the year.

Abstract:: In early 2018, UK Prime Minister Theresa May visited China with a British business delegation, seeking a free trade deal and expressing optimism over Beijing’s “one country, two systems” formula for governing Hong Kong (Global Times, January 31, 2018; Zaobao, January 31, 2018). In her first foreign trip since moving into 10 Downing Street, she promised that the “golden era of relations” between the UK and China would be even better after Brexit (Xinhua, February 1, 2018). Since May’s visit, however, a great deal has happened to move UK-China relations in the opposite direction, with the PRC’s suppression of mass demonstrations in Hong Kong (Global Times, July 29, 2020); the implementation of the 2020 Hong Kong National Security Law that London sees as a breach of “one country, two systems” (PRC Ministry of Foreign Affairs [FMPRC], June 12, 2020); the British riposte in offering a path to citizenship for Hong Kongers (Gov.cn, April 14, 2021); and the escalation of tensions between China and its trading partners, particularly the UK’s closest ally, America (FMPRC, September 24, 2021; Xinhua, October 5, 2021). The British establishment, like their American cousins, have changed tack on China of late. In June 2022, MI5 Director Ken McCallum and FBI Director Chris Wray gave a joint address warning business and academic leaders in Britain of the “massive shared challenge” posed by China (MI5, July 6, 2022). Two years earlier, McCallum said that if Russian behavior is like “bursts of bad weather,” then “China is changing the climate” (CIGI, June 2, 2022). Last November, Prime Minister Rishi Sunak, referring to UK-China relations, said that “the so-called ‘golden era’ is over, along with the naive idea that trade would lead to social and political reform” in the People’s Republic (ThePrint, November 29. 2022). Even the pro-engagement business weekly Beijing to Britain admits that no one in the UK Parliament “believes that an enriched Chinese middle class will steer the country towards democracy” (Beijing to Britain, January 24, 2021). Britain’s conundrum in stabilizing commercial relations with Beijing while heeding American sensibilities is as difficult as at any time since Nixon’s groundbreaking trip to China in 1972. Meanwhile in Beijing, the decades-old ordeal of striving to play the British off against the Americans has become an increasingly uphill battle. In fact, much of today’s menu of bilateral issues between London and Beijing, with the Washington factor always hovering in the background, might be familiar to Clement Atlee, Winston Churchill, Zhou Enlai and Mao Zedong. That brings some predictability to the rollercoaster ride of UK-China relations, but unsettling variables have changed the course of relations and pushed London, not to mention the rest of NATO, ever closer to Washington. Specific aspects of the PRC’s increasingly destabilizing and aggressive policies that have rankled London include the removal of Hong Kong as a centerpiece of the UK-China bilateral relationship; and Beijing’s announcement immediately prior to Russia’s full-scale invasion of Ukraine in February 2022, that “the Sino-Russian cooperation has no limits, no exclusion zone, no ceiling” (中俄合作没有止境 ,没有禁区,没有上限) (Global Times, December 24, 2021; Gov.cn, February 4, 2022).

Abstract:: Western nations enacted harsh sanctions against Russia after its 2022 invasion of Ukraine. However, sanctions are rarely successful and policy makers should not expect sanctions to coerce Russia into a withdrawal. This article examines several concepts including the instrumental effectiveness of sanctions, the significance of state identity, the pitfall of mirror imaging, and aspects of prospect theory as they relate to the effectiveness of sanctions. Additionally, the weakness of sanctions used for moral signaling and the notion of sanctions as an act of war are considered. Recommendations are offered should policy makers continue to view economic sanctions as an attractive policy choice.

Abstract:: The debate on the origins of the Russia-Ukraine War is at an impasse. Many prominent realist scholars argue that Russia’s government chose to invade Ukraine as a last resort to reverse Ukraine’s Euro-Atlantic integration, which it viewed as a major or “existential” national security threat. Critics of this contend that Ukrainian accession did not seriously threaten Russian security, and that Putin launched the invasion in the hope of achieving one or more nonsecurity objectives. This article surveys the current debate, before evaluating one of Moscow’s key stated security concerns. It then identifies four empirical issues on which security and nonsecurity accounts make substantially different predictions. It concludes that in each case, the available evidence is difficult to reconcile with a primarily security-seeking interpretation of the Russian government’s war aims.

Abstract:: Cyber weapons have the potential to achieve strategic military aims in a manner that reduces physical harm, but they can also be used to enhance and expand the lethality of conventional weapons and tactics. When designed to collect private data, cyber weapons can facilitate assassination, kidnapping, torture, and other severe violations of human rights and international law. Russia’s invasion of Ukraine is not the first time that cyber weapons have been deployed for military purposes; however, it is likely the first example of cyber warfare tactics being deployed in a sustained and strategically significant manner in the context of conventional war. To assess the ethical character of Russia’s offensive cyber operations against Ukraine, it is helpful to leverage the principle of double effect, which enables a more precise evaluation of the relationship between the intentions that motivate an act and the effects of the act once it has been taken. Drawing on this principle, this article argues that Russia’s offensive cyber operations in Ukraine represent an unjust use of force and proposes ways of enhancing the ethical character of cyber warfare in future conflicts.

Abstract:: This article revisits the 2021 Global Posture Review’s determination for a status quo European force posture in the wake of the Russian invasion of Ukraine. Considering the poor Russian performance and attrition in the war, and the likely frozen conflict that will emerge, the article lays out the process by which the United States can draw down its permanent presence in Europe to refocus on the Pacific and restructure its relationship with the North Atlantic Treaty Organization (NATO), all while maintaining alliance unity. The article has two main recommendations. The first is a time line for a reduced U.S. force posture in Europe from the present to 2035 while placing more emphasis on a European role in NATO leadership. The second is focused on how to maintain strategic flexibility while reassuring NATO allies of U.S. commitment. It then identifies and provides mitigations for the anticipated risks associated with the recommendations.

Abstract:: This article outlines the relevance of intermediate force capabilities as a key enabler for North Atlantic Treaty Organization (NATO) operations in the gray zone.1 NATO adversaries, well aware of the NATO thresholds for employment of lethal force, intentionally operate in a way that limits the alliance’s options in crisis and conflict situations. At present, these options are often restricted to two extremes of mere presence or the use of lethal force. Summarizing almost two decades of NATO research into nonlethal/intermediate force capabilities, the article examines the applicability of these capabilities across the competition continuum. Finally, the article makes two key observations. First, it identifies future modeling and simulation requirements to represent employment of intermediate force capabilities, and second, it identifies possible promising research and development of subdomains in directed energy nonlethal weapons.

Abstract:: The most recent surveys on the study of the connection between mutual military buildups, arms races, and military interstate disputes (MID) warn of research projects, especially in the case of the Greece-Turkey dyad, that have reached a stalemate. This is due to the difficulty of capturing motivations, which constitute the main variable that turns mutual military buildups into arms races. Using the Greece-Ottoman Empire and Greece-Turkey dyads as proof-of-concept cases, we advance a novel approach for analyzing the interrelation between mutual military buildups, arms races, and MIDs that can overcome that stalemate. We suggest a two-stage approach that focuses on the dyad as a unit of analysis. In the first stage, which we preset here, we use rivalry to divide dyad history into periods of differing subsistence military spending. We then locate periods of mutual military buildups in the different rivalry periods of a dyad history. We argue that this process provides a more nuanced and detailed grasp on the presence of mutual military buildups in a dyad. It also provides the foundation for the future second stage of analysis, where qualitative research can focus on the specific periods of mutual military buildups to unearth indicators of motivation.

Abstract:: Aral: Pre-2020 strategies of misinformation and disinformation have evolved over the last 5 years but they have not been any less intense. In fact, they have potentially been at least as intense and sometimes more intense. The tactics have changed. Before 2020, the western world was not as cognisant or prepared to deal with Russian dis- and misinformation online. And so, Russian tactics were much more overt. In particular, what they would do was use bots and human trolls and sock pockets to spread mis- and disinformation. And bots were a big part of it.3 I think that now what you see more of is the amplification of real voices because those are harder to take down. So instead of putting a false narrative out there, they would do a search for real people creating the narrative they want to promote and then amplify that narrative through reshares, retweets, likes, and amplifications as best as they can. And when the platforms look at that, they say ‘we can’t take this down because the originator of the post is a real human being that we can verify as real, not a Russian spy etc.’

The aim of the article is to present a concept for the functioning of the attack reconnaissance squadrons of the Polish Armed Forces, which takes into account the identified requirements of the Land Forces of the Polish Armed Forces in relation to army aviation on the battlefield and the current limitations in the functioning of the attack helicopter squadrons of the Polish Armed Forces. To meet this aim, qualitative research included interviewing, observation and the collection and qualitative analysis of texts and documents. The study revealed that it is necessary to organise attack-reconnaissance squadrons with a modular organisational structure including: a headquarters, a command company, three attack-reconnaissance companies, an aviation maintenance company and a supply company, capable of conducting autonomous operations in independent directions (areas). The squadrons should be equipped with new attack-reconnaissance helicopters and unmanned aerial vehicles as well as equipment for their technical and logistical support that will be part of their individual subunits. The results of the research are the basis for further, in-depth research on the issue of improving the functioning of attack helicopter squadrons, so that they are fully capable of supporting the land forces of the Polish Armed Forces in large scale combat operations.

97. Defence expenditure and public debt in Greece: A non-linear relationship

Abstract:: The aim of this paper is to consider and evaluate the widely–used argument attributing the growth of the public debt of Greece in recent decades to the country’s defence expenditure. We employ a two-equation model that focuses on the determinants of the military debt and how this has affected the public debt. The source of our military debt data is the Hellenic General Accounting Office, an option taken to cope with confidentiality issues. Finally, we insist on focusing on the expenditure on defence equipment imports rather than the total defence spending that the literature mostly covers, for reasons extensively analysed. Our methodology firstly assumes a linear relationship between military debt and public debt. We solve the system using 3SLS to obtain consistent and efficient estimates to derive interesting policy implications. The employment of a non-linear quadratic form not previously adopted proves to be superior in terms of performance and reveals the complexity of the above relationship. These point to the conclusion that the defence equipment purchases made since the beginning of the eighties have not had a decisive impact on the public debt of Greece. The defence equipment purchases made since the beginning of the eighties represent a very low percentage of the total public debt of Greece. Moreover, these are considered to be an investment activity rather than consumer spending, which has been acknowledged in the literature as the primary cause of Greece’s high indebtedness and the ensuing economic crisis.

98. Conclusions from the use of aviation in the first half of the first year of the Ukrainian-Russian war

Abstract:: The aim of the article is to suggest a desirable direction in which the Polish air force, and indeed the air forces of other NATO countries, should develop so that they are better prepared for the challenges identified in the conflict in Ukraine so far. In order to achieve the aim of the research and answer the formulated research question, the collection and qualitative analysis of texts and documents, observation and interviewing took place. In order to have the ability to deter and gain air superiority during a defensive operation, the Polish air force, and air forces of other NATO countries, should have a large resource of fighter, multi-role, and fighter-bomber aircraft. An object-oriented multi-layer air defence of every military airfield needs to be organised and certain roads reconstructed as runways in the event of war. In turn, helicopter aviation units should be able to organise forward arming and refuelling points for helicopters to effectively support land forces. Attack helicopters should also have integrated fire systems that allow them to attack from a distance beyond the range of man-portable air-defence systems. All warplanes should be equipped with proven and modern systems of active and passive self-defence to make them less susceptible to enemy influence. To sum up, in light of the war in Ukraine, the article explains what aviation equipment is necessary and what actions should be taken to increase both Polish air force’s ability and other NATO air forces’ ability to perform tasks during wartime.

99. Defensive lawfare and deterrence: Analysis of Latvia’s approach to legal bases in the context of hybrid warfare (2014-2022)

Abstract:: Following the ‘hybrid form’ of Russian aggression in Ukraine that emerged in 2014, the period after February 24th, 2022 is referred to as the ‘new reality’. Hence, the question that needs to be addressed is how to deter and prevent Russian aggression of this kind. The national legal framework against the aggressor is a part of the deterrence policy and can be construed as defensive lawfare. Focusing on Latvia, the aim of the paper is to analyse defensive lawfare and deterrence in the context of hybrid warfare. The following research question has been identified: What is Latvia’s approach to establishing defensive lawfare in terms of hybrid warfare? For the empirical analysis, the chronological framework has been set from 2014 to 2022. To complete the empirical analysis of the present paper, both qualitative and quantitative research has been implemented comprising document analysis and semi-structured interviews, as well as content analysis, respectively. The improvement of a regulatory base and the development of deterrence, whilst using regulatory acts, is an element of deterrence and a way to act legally. The law can be used as a weapon. Lawfare, a concept with three definitions, has two forms: defensive a nd offensive. Latvia’s legal base includes a regulation to overcome hybrid threats and to implement a broad-spectrum of defence measures. Latvia’s regulatory framework is designed for defence purposes, whilst also being a way of promoting deterrence. Decision makers must be able to manoeuvre with the powers assigned to them.

100. Implications of the war in Ukraine for the strategic communication system of the Polish Ministry of National Defence

Abstract:: The paper explores the evolving role of strategic communication at the operations centre of the Minister of National Defence in Poland, particularly in the period leading up to and during the Russian Federation’s military aggression against Ukraine. The study investigates both proactive communication initiatives and reactive communication in response to citizens’ needs. Our research methodology primarily involved analysing official Polish national defence documents and comparing findings from studies conducted before and during the war in Ukraine. The results show that the conflict had a profound influence on the MOD’s strategic communication, emphasising the pivotal role of the Operations Centre of the Minister of National Defence. Furthermore, the analysis highlights the need for a comprehensive communication approach that encompasses both domestic and international audiences, spanning traditional and social media.
