Abstract:: The essay addresses an outsider's perception of the characteristics and dynamics of the IR field/discipline in Turkey. How may this country serve as a role model or, at the very least, as a source of inspiration, reflection, or evaluation of the field's development in other local/national settings? In this respect, Greece is chosen as a case study. Βy addressing and assessing Turkish self-reflection and the search for disciplinary identity within Turkish IR scholarship, what can be learned, on behalf of Greek IR scholarship, regarding both Greece's and Turkey's social scientific development regarding foreign affairs/policy? A major theme discovered is the acknowledgement of the limitations of the dependency/vulnerability-centered explanations for the development of IR.

Abstract:: Russia as a state and civilization and Russian statehood as an institution have acted for centuries as system-forming factors of the world order. They have, at various times, exerted influence of varying intensity and significance on the shape, character, and content of international relations, while also being influenced by them. The West’s hostility toward Russia arose, took shape, and began to actively manifest itself as one of the constants of this influence, occasionally reaching the level of outright hatred and spiraling into attacks against Russian statehood, which invariably mobilized the country’s peoples to rebuff the aggressors.

Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Abstract:: The war in Ukraine has had a marked economic impact. However, since Russia is a net producer of important commodities, the impact of sanctions on its economy was less than expected. But what would happen if there was a war involving a country that was a net importer of commodities? In the case of a possible China-US conflict over Taiwan, the impact on the world economy would be different, with a deeper recession around the world, but the impact on the Brazilian economy would still be positive on account of the possibility that would remain of agricultural exports to China.

Abstract:: One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:: Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The article examines why a new cold war emerges again, and analyses how such a ‘Cold War II’ differs from the original.

Abstract:: Russia is trying, through its bombs, attacks, and brutality, to erase what Ukraine was. Therefore, it is a war effort to keep remembering how Ukraine in peace looked like, how it smelled, tasted, and felt. And to never forget that this is a war against Ukraine, in its own right. Not as a representative of the West, and not as a representative of democracy. But because Ukraine is of such importance to Russia, that a break between the two is unthinkable for Putin. Abstract:: The Russian invasion of Ukraine intensified the defining conflict of the new age, the conflict between democratic and authoritarian capitalism. The unified Western response to the war highlighted the revitalization of the democratic club of Western states and their allies (G7 plus). Another critical implication of the War has been that a clear divide has emerged between “the West” and “the Rest” in their reactions to the War. The Russian War on Ukraine signals the beginnings of a new phase of the post-Western world, where territorial conquests could be considered the new normal, paving the way for further military confrontations in a conflict-ridden World.

Abstract:: Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. This article suggests that only a reconciliation within Ukrainecan bring lasting social harmony to Ukraine and peace to Europe as a whole.

Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

Abstract:: The current Ukrainian-Russian war has far greater-reaching effects than what is typically reported in much of the international news media. The war has significantly impacted African development, which was already harmed during the global Covid-19 pandemic. With the pandemic seemingly over, African nations such as Rwanda hoped for increased economic development. However, the current war in Ukraine sparked increased fuel and food prices throughout the continent, which has impacted expected growth rates. This article reviews the war’s impact on the central African nation of Rwanda. It illustrates Rwandan anger about the economic implications of the war and the frustration from the nation’s inability to stop its effects.

Abstract:: Türkiye has been a challenging actor in the regional and global politics since the early 2010s, which relies on its imperial past and soft power. Abstract:: When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

Abstract:: Contradicting political worldviews of the EU and Russia contribute to their conflictual relations much more than the attention currently given to this facet of the relations. Each of their solidarist worldviews creates an ideological wall severing their communication that is essential for possible peaceful solutions. Abstract:: NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

Abstract:: Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:: This article examines Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications in the context of the invasion of Ukraine. Putin's vision involves re-establishing the former Soviet Union and extending Russian dominance beyond its borders, fueled by a belief in the historical and cultural ties between Russians and Ukrainians. The article explores Russia's assertive and unilateralist approach to international politics, its military interventions in neighboring countries, and the justifications used to expand Moscow's control over former Soviet territories. Highlighting the invasion of Ukraine in 2014 and its devastating consequences, the author raises questions about Putin's long-term goals and whether they involve recreating "Greater Russia" or countering perceived threats from the West and neighboring states. The author contends that despite other factors that might play a role in influencing Russian policy, the re-establishment of Moscow’s influence/ control over as much post-Soviet territory as possible – the recreation of “Greater Russia” -- is the most important role – not NATO expansion, although it no doubt was an issue. If the Russians are successful in dominating Ukraine, other former Soviet areas – for example, the Baltics – are likely to become targets of future expansion.

Como punto de partida, toma contenidos de la geopolítica y las teorías del realismo que analizan por qué es tan problemática la política común de defensa europea.El estudio explica la herramienta del océano azul con el caso práctico de la aeronave F-35. A partir de su comprensión, se describe la estrategia del océano rojo frente a la estrategia del océano azul, contraponiendo unaEuropa en el seno de la OTAN y con dependencia de EEUU ante una Europa como A²E (actor estratégico y autonomía estratégica).Posteriormente, se elabora el esquema de cuatro accionesen la construcción de una política común de defensa en Europa. 23. Incivility in Diplomacy as a Reflection of the Crisis in Foreign Policy Culture

Abstract:: The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). We also see the use of undiplomatic expressions (accusations, insults, namecalling, threats, blackmail, jokes) against counterpart or senior foreign or international officials, albeit primarily behind their backs, as well personal correspondence between such individuals on publicly available electronic mail services, instant messengers, and social networks.

Abstract:: The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

25. THE REGIONAL DIMENSION OF CORRUPTION RISKS IN THE CZECH REPUBLIC IN THE LIGHT OF DECENTRALIZATION

Abstract:: The article elucidates the relationship between decentralization and corruption risks in the Czech Republic. Economic inequality in the regions inevitably leads to corruption risks. The unemployment rate and the wage level determined the fragmentation of the Czech regions. Most Czech regions (8 out of 14) have an average unemployment rate (of 3-5%). The capital Prague (44 thousand korunas), as well as the Central Bohemian Region (35 thousand korunas), significantly differ from the rest of the Czech regions in wage level (within 31-32 thousand korunas). If the Czech regions are similar in the unemployment rate, there is a noticeable stratification between the capital and other regions. The findings of an expert survey among civil servants and deputies of regional Assemblies identified corruption and anti-corruption measures in the regions. The sphere of public administration is the most corrupt. Partially corrupt is the provision of administrative services. The greatest corruption risks result from the employees’ influence on funding sources (grants, subsidies and grants). On a 10-point scale, the average corruption in the regions is 5,8. More research prospects derive from studying corruption risks at the regional rather than national levels and expanding the geographical framework of the transition countries under research.

26. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

27. Indonesia´s interests in winning biodiesel disputes in the World Trade Organization

Abstract:: This article analyzes the Indonesia's interest in winning in a series of biodiesel disputes against the EU. These disputes formally entered the Dispute Settlement Body (DSB) of the World Trade Organization in 2014 (DS480) and in 2019 (DS593). This article explores how Indonesia could defend its political-economic interest by providing the necessary evidence to the Panel. The logic of the neoliberal institutionalist framework, which does not believe in the harmony of interests, allows for an in-depth analysis of why Indonesia pursues institutional mechanisms within its litigation approach. This research argues that the WTO is perceived as the enabling factor to defend Indonesia's interest, where resource nationalism justifies the state's ability to play an increasingly complex and pervasive role that the private sectors could not otherwise have done. The legal procedures provided for in the WTO system are in line with Indonesia's interest in cooperation and conflict management.

Abstract:: The article tries to present a theoretical-legal and international-practical analysis of the migration crisis as a tool for hybrid warfare, analysing the features of such a war and the peculiarities of using the flow of migrants and refugees as "living" weapons in a military conflict. The authors try to prove that a migration crisis can be provoked by an aggressor country using the hybrid warfare methodology attempting to destabilize the political situation, avoiding the resistance of the civil society of the target country without engaging in open hostilities. The authors stress the uncertainty surrounding the term "hybrid warfare" and propose their own classification of the modern hybrid warfare´ features. Based on the analysis of the use of migration crisis in Syria, Venezuela and Belarus, the article singles out the stages of employment of such a tool for warfare.

Abstract:: La región del Sahel se ha convertido en una prioridad estratégica para la Unión Europea (UE). Bruselas ha desplegado en la última década diversas misiones en el marco de su llamada Política Común de Seguridad y Defensa en países como Mali o Níger, a la vez que ha ofrecido un respaldo directo y masivo a nuevos actores regionales como el G5 Sahel, contribuyendo así a la proliferación de iniciativas militares impulsadas por diferentes actores globales que han convertido esta región en un espacio cada vez más militarizado y securitizado. El artículo analiza el contexto y las características de esta estrategia, considerando que escenifican un giro sustancial del papel tradicionalmente más normativo de la UE en el continente africano a una estrategia mucho más “pragmática”. Se argumenta que este cambio no responde a una única lógica sino a factores de diferente naturaleza y, a su vez, que presenta múltiples problemas, implicaciones y dilemas para la agenda europea en África en el corto, medio y largo plazo.

Abstract:: In this month’s feature article, Raphael Marcus, a supervisory intelligence research specialist at the NYPD Intelligence Bureau, examines the nature of the crime-terror nexus in the United States based on a dataset of 237 U.S. Islamic State defendants and perpetrators. He writes that although seemingly less prounounced than for racially and ethnically motivated violent extremists, “the crime-terror nexus in the United States is observable in about one-third of Islamic State cases and had an impact on defendants’ pathway to terrorism.” He notes that “the prevalence of prior violent crime in 20 percent of U.S. Islamic State defendants may provide indicators to law enforcement related to the propensity for violence of a subject exhibiting signs of extremism” and that “in the United States, there appears to be little organizational overlap between gangs and Islamic State extremists despite some similarities related to recruitment patterns and underlying mechanisms that draw individuals to such groups.” He adds that “in prison, relationships formed by U.S. Islamic State inmates only occasionally had plot relevance, but exposure to charismatic or high-profile terrorist inmates was a key factor in the cases of prison radicalization.” Our interview is with Robert Hannigan who served as Director of GCHQ, the United Kingdom’s largest intelligence and security agency and NSA equivalent, between 2014 and 2017. Prior to that, Hannigan’s service also included working as the Prime Minister’s Security Adviser from 2007-2010, giving advice on counterterrorism and intelligence matters. Michael Duffin, a senior advisor on countering violent extremism at the U.S. Department of State’s Bureau of Counterterrorism, examines the evolution of the violent far-right in Poland. He writes: “Along with Hungary and Serbia, Poland has become a point of interest for white supremacists globally for being a predominantly homogeneous country of white Christians led by a socially conservative government. One of the biggest draws for international violent far-right groups is the Independence Day march organized by Polish far-right groups in Warsaw every November 11. Since the early 1990s, Poland has also been a popular destination for a range of violent far-right activities, including neo-Nazi concerts, ‘whites only’ mixed martial arts (MMA) tournaments, and paramilitary training. The hate these groups direct toward racial and ethnic minorities, immigrants, members of the LGBTQI+ community, and other perceived enemies such as anti-fascists and liberal politicians is part of a growing trend of polarization across Poland.”

Abstract:: In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

Abstract:: Women’s liberation is a concept that is almost always found at the heart of revolutionary thinking. Plato, devising the ideal state in which all perform work according to inborn ability and hold goods in common according to the dictates of justice, very soon discovers that marriage and the nuclear family are hindrances to the perfectly just republic. Plato’s plan for abolishing the traditional family pertains to the guardian class and exemplifies a deep suspicion of the family as fostering attitudes detrimental to building the just state. Plato was the opposite of an egalitarian, but the view of the family as a harbinger of “private morality” would in the modern period characterize radically egalitarian philosophies that envision an all-dominating public consciousness and a corresponding collective activism. Family life, especially for women, is not naturally suited to this political objective. The construction of Plato’s perfectly just city entails the assurance that women worthy of being “guardians” can outsource childcare and can freely produce guardian-worthy children.

Abstract:: The Troubles period in Northern Ireland (1968 to 1998) left victims, their families, and the region with a legacy of trauma that has remained unaddressed for the past 24 years. Despite various legislative proposals to provide victims with forms of recourse, leaders have yet to implement justice provisions detailed in political agreements. As a result of government inaction, victims and survivors have lived without the truth of the past and without the ability to seek criminal charges against perpetrators who inflicted violence against them and/or their loved ones. This paper explores why civil society organizations are the best option to meet victims’ needs in the absence of government intervention.

But this last is very far from being the case today—cer- tainly for the United States, whose leadership of the West has again been reaffirmed thanks to the conflict over Ukraine. 36. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:: The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

37. The Alliance of Civilizations and the Role of Spain

Abstract:: The crisis over Ukraine reinforces the view that, despite progress in many areas on the international agenda in recent years, the number of people affected by conflict and violence keeps growing. In the past 20 years, the number of forcibly displaced people has doubled, reaching over 80 million. According to United Nations data, over 60 percent of conflicts have relapsed in the last decade, a staggering figure that testifies of the difficulty of conflict resolution in this context. More than 80 percent of conflicts over the past 30 years involve militias and non‑state actors, while the more recent rise in transnational violent extremist groups has increased the challenges for conflict resolution. Civil wars are leading to more protracted conflicts with ethno‑cultural components, which complicate the traditional political approach. Existing multilateral mechanisms and diplomatic negotiations are increasingly ineffective, and a new toolbox for conflict resolution is more urgent than ever. The combination of great power competition, regional struggles for hegemony, and the proliferation of non‑state actors create interlocking and multi‑layered conflicts that impact international peace and stability. At the same time, these elements are challenging the traditional approaches whilst further putting the achievement of the Sustainable Development Goals at risk, as recognized inter alia by the latest Strategic Plan of the UN Department of Political and Peacebuilding Affairs. The international multilateral order is being questioned from many different quarters, while the wave of global protests shows the exhaustion of existing economic and political models, as well as the need for a new social contract. The impact of the pandemic and the measures taken to control it are also having a profound impact on these new political and economic dynamics, laying bare the growing inequalities of the new digital economy as well as the weakening of solidarity and common action. The increasingly intricate fabric of peace and conflict and the multiplicity of actors involved have made conflict resolution more complex, as stated in the December 2020 Concept on EU Peace Mediation. Terrorism and radicalization have become a more imminent security threat and tensions related to environmental degradation, irregular migration and forced displacement, are affecting the social fabric in fragile states in unprecedented manners.

38. Armenia Adapts to New Postwar Realities

Abstract:: To many observers, Armenia’s non‑violent change of government in 2018 represented an unusual victory of “people power.” In what became heralded as Armenia’s “Velvet Revolution,” Armenian opposition leader Nikol Pashinyan surprised many with the relative ease with which he displaced an entrenched elite and emerged as the new Prime Minister of the Republic of Armenia. After an important free and fair election in December 2018 cemented Pashinyan as Armenia’s new leader, the country ushered in a new period of democracy and reform. Endowed with a rare degree of legitimacy bolstered by popular support, the new democratically‑elected government promised a critical reassessment of a number of critical issues, ranging from Armenian relations with Russia to its policy regarding the conflict over Karabakh. Yet despite these important gains in democratic change and advances in reform, the Armenian leadership faced a looming challenge that was largely obscured by a legacy of arrogance and complacency. With a focus overwhelmingly devoted to domestic reform priorities, the Pashinyan government seemed increasingly ill‑prepared for the inescapable geopolitical and foreign policy demands that loomed large over Armenia. And through much of the period between mid‑2018 and early 2020, Armenia embarked on a foreign policy course characterized more by overconfidence than any realistic reassessment, marked by sporadic mistakes and missteps in its approach toward Russia but also Azerbaijan. Although somewhat explainable by a combination of inexperience and simplistic idealism, Armenia greatly overvalued the advantages of democracy and reform while also overstating its strategic significance. Against that backdrop, such diplomatic overconfidence only exacerbated a mounting crisis over Karabakh, as tensions increased and vulnerability intensified.

Abstract:: As of this writing, tensions between Russia and Ukraine appeared to continue unabated, despite the Putin‑Biden online meeting and the exchange of several messages between Washington and Moscow aimed at reducing them. The crisis has kept almost everyone guessing as to where all this is heading: will they subside or spiral out control? Will Russia invade Ukraine? If it does, how will America and its allies respond? As things stand at present, it sure seems as though Russia and the U.S. and its allies have gridlocked themselves into a crisis without any sensible way out. The former was emboldened by the feckless handling of the crisis by the Biden Administration such that Moscow now wants to dictate terms to America and NATO that amount to something like this: “give us proper, preferably written assurances that Ukraine and Georgia will not be admitted to NATO.” Team Biden, which has inadvisably goaded Ukraine against Russia for a second time in less than a year with its much‑hyped ‘America is back’ slogan cannot simply comply with the request. At the same time, America cannot stand up to Russia militarily in that part of the world. Moreover, neither the United States nor its NATO allies that have considerable military clout are prepared to make a promise to Ukraine regarding admission to NATO. Indeed, just as this edition of Baku Dialogues was going to press, the hectic diplomacy between NATO and Russia on the one hand and the U.S. and Russia on the other, climaxing in the latest meetings of 11‑12 January 2022, broke up with no agreement. This has given rise to further concern that the ongoing conflict is going to perpetuate. From Turkey’s perspective, the conflict between Russia and Ukraine has turned insoluble— akin in not unimportant ways to the Turkish‑Greek dispute, with its clusters of psychologically combustible elements freely circulating across the board. Should Russia invade Ukraine, it would presumably trigger a harsh package of sanctions by both the EU and the U.S.; this would likely hurt Moscow considerably, albeit hardly enough to budge it from staying the course. Should the U.S. and NATO simply give in to Russia’s ultimatum, then this would amount to a complete surrender of the Western powers— particularly after the disastrous U.S. debacle in Afghanistan. At the same time, the likelihood that Russia will step back entirely from its position—that, in other words, it will calmly accept the prospect of the admission of Ukraine and Georgia to NATO—is close to zero. Thus, it is possible to conclude that the conflict between Russia and Ukraine on the one hand, and the U.S.‑led West and Russia on the other, will perpetuate.

Abstract:: This essay should be understood as a series of reflections on the geopolitics of the South Caucasus in the aftermath of the Second Karabakh War and how this has provided Turkey with a great opportunity to revisit, redefine, and even consolidate its newfound role and mission in the region. It is predicated on the assessment that, starting in July 2020, Turkey became more proactive and involved in the region, which in turn laid the foundation for a game‑changing development; Turkey’s stature then grew even further in the wake of the 10 November 2020 tripartite statement between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War. Now Ankara is taking on a balancing role—if not quite a mediating one—in the region. The situation is not straightforward: the well‑consolidated empowerment of the Russian Federation in the wake of the war has ensured its continuing status as the main mediator in conflict resolution as well as open the possibility for it to become a genuine peacemaker. Turkey is considered the main balancing power to potentially check or restrain Russia’s dominant position, at least down the road. But for now, Russia can be considered as “being fully back” on the ground: its armed forces are present in each of the three South Caucasus states—by invitation or otherwise. This lends a certain pallor of instability to the newly achieved status quo, although this is not widely recognized, much less pronounced in Turkey and in Azerbaijan. It is thus too early to speak about full‑on regional integration, which will take time to bring about. Yet already today there is potential for the realization of regional cooperation. The ideas related to the latter are being discussed in various fora, yet the feasibility of the implementation of these ideas remains open to interpretation.

Abstract:: Russia's hostile actions against the Estonian state structures take the form of soft power, which can be observed in such areas as the activities of the Russian-speaking minority, media coverage, or through the use of coercion when it comes to fuel sales. This article presents qualitative methods of measuring Russian influence on Estonia. An observable trend in international relations is replacing hard power with soft power, commonly used against states within the sphere of interest of certain geopolitical entities. It is more difficult to identify the latter and prove it results from an aggressor's deliberate actions. Information warfare, including disinformation and propaganda, is one of the means Russia uses to exert political influence. By accepting the offer of a political and military alliance with the Western world, the Baltic States have become a threat to the Kremlin's imperialist aspirations. Russia's direct military actions against Estonia and the other Baltic states would have provoked a strong reaction and could even have led to military confrontation. However, the Russian government wishes to avoid it and, for the time being, limits itself to soft power measures.

Abstract:: In July 2021, Russia submitted its first inter-state complaint against Ukraine to the European Court of Human Rights. It was an unexpected and intriguing step of the Russian government, especially since many of the presented allegations are linked to the events that initiated the Russian-Ukrainian conflict. Referring to the hostilities that began in 2014, the international community was, in principle, unanimous in assessing who the aggressor was. The focus of this research is the strategy of the Russian Federation in its recently initiated legal battle before the Strasbourg Court. This paper presents an attempt to outline the possible motives for taking such a step. Moscow's position on this case is particularly puzzling, as some of the allegations concern the Crimean Peninsula, widely recognized under international law as territory occupied by Russia. In spite of that, doubt arises about the strategic objectives of the Russian authorities in the conflict with Ukraine; the question is whether the actions taken by Russia fall within the scope of its previous strategy or if there has been a new turn in the matter. The first part of this paper outlines the background of the given conflict, the second details Russian policy after the annexation of Crimea, and the third, which is crucial for the formulating of conclusions, presents considerations on Russia's possible motivation and goals in filing a complaint to the European Court Human Rights. The research was conducted mainly based on the merits of the complaint, the statements of the representatives of Russia and Ukraine in the matter, the author's observations, and practitioners' considerations.

Abstract:: This article aims to address the issue of alleged hybrid warfare attacks on Lithuania, Latvia, and Poland. The scope of the article covers the Belarus operations conducted in 2021. Firstly, the author addresses the issue of pushing migrants from a descriptive perspective. Secondly, he debates whether Belarus operation was conducted within the scope of hybrid warfare, hybrid threat, and lawfare? The author concludes that the Republic of Belarus has operated lawfare falling within the hybrid threat spectrum. It means that the situation is not to be classified under the law of armed conflict from the perspective of international and non-international armed conflicts and ius ad bellum violation. Thirdly, the author claims that Belarus has violated international law, so certain legal redress is appropriate and justified. Belarus's actions may result in a court proceeding before the International Court of Justice and before other international institutions.

Abstract:: The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Abstract:: After the post-communist transition, decentralisation and subsidiarity have become one of Poland's major principles of political organisation. Moreover, especially the original 1990 reform and establishment of self-governing communes are regarded as a success story, not only in improving the quality of governance and public service provision but also in the civil society and citizen participation, as evidenced by the development of modern urban movements. The article explores legal possibilities for further decentralisation of municipalities, analysing the role of ancillary units in regional capitals. Ancillary units in Poland have developed differently in the countryside and urban communes. Relying on publicly available information and data provided by the respective municipal offices, the article describes the ancillary units' statutory role, competencies, and actual activities. The findings enable the assessment of the application of the sublocal decentralisation solution in Polish cities and the identification of its benefits and shortcomings.

Abstract:: The primary burden of tackling the pandemic COVID-19 lies with the state as the entity responsible for protecting the health and life of its citizens. Hence, it can be argued that the focus of the pandemic-induced changes to the Polish legal order was on administrative law, which not only sets out the principles of the functioning of the State as the executive power but also governs the relations between the government, local government and citizens, which had to be significantly modified during the pandemic. It would be impossible to analyse and discuss all the emergency measures that appeared in Poland’s administrative law due to the threats posed by the pandemic. The subject matter of the present study is the analysis of the legal solutions adopted in the Republic of Poland in the sphere of public law in connection with the spread of the virus and particular provisions shaping relationships between the two basic structural branches of Polish public administration, viz. the government administration and the local-government administration. The following part of this study will accordingly be devoted to the analysis of the legislative solution contained in Article 11h of the COVID-19 Act, establishing a legal framework for issuing binding instructions to, among others, the various bodies of local governments, local-government legal persons and local-government organisational entities without legal personality.

Abstract:: Apart from benefits, internet voting security is most frequently discussed by opponents and supporters of this form of electoral participation. Although this voting method is not available in Poland, the debate on the implementation of i-voting appears in each election. The COVID-19 pandemic showed a great need to implement additional remote voting methods in the elections, and increasingly more countries are considering the introduction of i-vote in the future. Although there is no plan for the nearest future in Poland, citizens' opinions suggest that this voting procedure would meet many of its users. The paper's main aim is to analyse Poles' opinions about the risks and benefits of internet voting. The results of our own studies are based on a survey among Poles regarding their views on internet voting. The main goal is to verify if Poles more often highlight the benefits than risks of i-voting, and if the opinions about risks and benefits of i-voting differ depending on respondents’ sex, age, education and domicile.

Abstract:: This paper aims to point to the transition from international law to transnational law that, on the one hand, is caused, and on the other, is strengthened by the growing role of cities in the fight against COVID-19. Various interactions between cities and other international actors give rise to new trends and challenges on the international plane. One of such terms, transnational law, refers to developments beyond the nation-state and includes “all law which regulates actions or events that transcend national frontiers”. It is characterized by a plurality of overlapping normative systems and a growing role of new actors in the international arena, which are cities. The authors give examples of cities bypassing or complementing states with special emphasis on European cities (Polish including) as well as of cities’ transnational cooperation to fight COVID-19 pandemic, filling the gaps in inter-governmental multilateral cooperation.

49. The Europeanisation of the Local Self-Government in the South Caucasus

Abstract:: The following paper employs a normative approach and focuses on the problem of the current state of the local self-government in the South Caucasus countries: Georgia, Armenia, and Azerbaijan. Since all these countries are members of the Council of Europe, a reference point for decentralisation is the European Charter of Local Self-Government. The paper's main thesis is that despite showing some similarities, the countries have introduced different models of decentralisation that do not fully meet the Council of Europe’s criteria. Such variation is in line with the different political systems of these states and their level of democratisation. The more democratic the state is, the stronger the decentralisation it has adopted. Thus, decentralisation in Georgia follows the European model of public policy, while Azerbaijan is preserving the former Soviet model of weak self-government, with central authorities playing the leading role in public services. The current changes in Armenia’s model resemble the Georgian track of reforms. The findings of this paper may be applicable both in further theoretical research and in implementing reforms of local self-government in various post-Soviet states.

Abstract:: The article aims to analyse the potential role that hydrogen could play in the post-pandemic recovery of Portugal and its climate policy. The article focuses on reducing greenhouse gas emissions and creating new workplaces. The basis for analysis is the Portuguese hydrogen strategy, published in May 2020 and other strategic documents. In the first part of the article, climate goals adopted by the European Union and Portugal are described and analysed. Then the hydrogen strategy of Portugal was analysed from the perspective of hydrogen contribution to the emission reduction by 2030. The article describes the role of hydrogen in the Portuguese economy, paying particular attention to the 2020–2030 horizon, but also covers a period till 2040. The second part analyses the impact of COVID-19 on the Portuguese economy. Based on the International Energy Agency’s estimates, the potential for creating new workplaces is described.

Abstract:: The participatory budget is an important element of the catalogue of tools for involving residents in the local decision-making. The positive effects of involving many citizens in the decision-making process slowly bear fruit in attempts to transfer p.b. into other spheres. This article analyses how these well-known patterns are adapted to new conditions – at universities. Several of them decided to introduce their own participatory budget. A comparative analysis of the local government model and solutions adopted by three universities provides the answer to this question. The hypothesis assumes that the civic budget at universities and polytechnics is, for the most part, a modification of the model used in cities with district status. As shown, the municipal participatory budget is a proven basis for creating its own regulations. However, the available schemes should be modified.

Abstract:: This article aims to answer the question about the legality of the selected measures implemented by the Polish government during the first wave of the coronavirus pandemic, which resulted in constitutional rights and freedom restrictions. The study focuses on examining selected restrictions implemented in the spring of 2020 in the light of the Polish Constitution, especially in the light of Article 31 (3), which defines the premises of limitation of citizens’ rights and freedoms. It indicates the lack of legal basis and incompatibility with constitutional premises of many restrictions. The study further examines the premises of the introduction of the state of emergency, indicating that the government's decision not to impose such a state was legal and why. The study considers legal status from March 13 to May 16, 2020.

Abstract:: When General Vernon Walters, our famously outspoken ambassador in Germany, visited Stockholm in the fall of 1989, we arranged a press briefing at the ambassador’s residence. His prediction that Germany would be reunited within five years made headlines and drew a rebuke from Washington, which was not yet talking publicly about such possibilities. Of course, things moved much faster than even Vernon Walters could predict. During four years at the U.S. embassy in Stockholm, 1989-1993, we saw the Berlin Wall come down, the Soviet Union dissolve, and the Baltic states regain their independence.

54. Launching USAID Programs in the New Independent States

Abstract:: We were in the dark. Launching an aid program as the Soviet Union collapsed, covering 12 countries across 11 time zones from Kiev to Vladivostok, took the U.S. Agency for International Development (USAID) into totally new territory. Most of us had spent careers in the tropics. Almost no one in USAID knew anything about Russia or the former Soviet Union. No one spoke Russian. In June 1992, I joined USAID’s recently formed New Independent States (NIS) Taskforce as Russia Desk Officer. My knowledge of Russia consisted of what I had learned from “Russian Lit in Translation” sophomore year and a one-week trip with the University of California to see about a possible partnership with the university in Puschino, a small town dedicated to microbiology 90 kilometers south of Moscow. Concerned that Puschino, formerly a closed city, might be a center for research on biological warfare, we went to the CIA for reassurance—they said it wasn’t.

Abstract:: In March, 1999, while serving as the press attache at the U.S. Embassy in Kyiv, I hosted a full-day international conference to mark the 50 years since NATO was established. Speakers included the Secretary of the Ukrainian National Security Council Volodymyr Horbulin, U.S. Ambassador to Ukraine Steven Pifer, U.S. Principal Deputy to the Ambassador at Large for the New Independent States Ross Wilson, the chairman of the British parliamentary committee on national security, and Sergei Karaganov, a leading Russian expert on foreign policy and now a close advisor to Russian President Vladimir Putin. One could argue that the goal of such a conference sponsored by the American Embassy was to promote NATO expansion, particularly to urge Ukraine to join the Western alliance. But that is not how I remember it. Typically, U.S. government public diplomacy like this does not bluntly advocate, but rather presents information or views that would be new to our local audiences. A more forceful NATO appeal for membership for eastern European countries, including Ukraine, emerged from the NATO summit in Bucharest in April 2008.

Abstract:: For the moment as western Europeans watch the nightly media display of Russian brutality in Ukraine, many instinctively feel it’s a long way away. An echo of British Premier Neville Chamberlain’s dismissal of Hitler’s threats to Czechoslovakia in 1938 as a “quarrel in a faraway country, between people of whom we know nothing.” One Czech emigrée saw the fatuousness of Chamberlain’s stance—Madeleine Albright. Balts and Poles, their memories fresh of Russian occupation, are clearly nervous. At greater distance, Portuguese, Greeks and Italians feel less threatened. French people show more concern with cost-of-living hikes—albeit driven by Russia’s actions. Yet the violence is happening on all Europeans’ doorstep. One false move, deliberate or careless, and NATO’s Article 5 activates. Perhaps. Let us look at the complexities of the context in which this war has come to pass.

Abstract:: The Russian invasion of Ukraine is the most powerful and destructive example in generations of a nation-state attempting to recreate its lost imperial history. This is not a defense of empire. It is Russia’s rejection of nationhood as a legitimate basis for sovereign existence in the world order. That this is being done by a major power with a long history of imperial ambition, expansion, and domination makes it a serious global issue. Putin’s actions are his rejection of the 20th century decline and extinction of empires and a challenge to the international order founded on and by nation-states.

Abstract:: The article is dedicated to an issue of Eurocentrism in American political scientist Samuel P. Huntington’s concept of the clash of civilisations. The arguments presented indicate that Huntington’s concept is pure Eurocentric. I start by mentioning a few of Huntington’s critics (Noam Chomsky, Samir Amin, Arjun Appadurai, and John M. Hobson). The next step includes analysing in detail the “Eurocentrism anatomy” and presenting Eurocentrism as a phenomenon based on two axes, which I call “materialistic” and “epistemological”. In other words, Eurocentrism is a kind of spectrum. Thanks to that, I compare Huntington’s concept with facts from literature embedded in both axes. Apart from other arguments, Eurocentric factors in the clash of civilisations are 1) civilisations in the past, 2) origin of the West, 3) demographic argument, and 4) the downfall of the West. I argue that the clash of civilisations is based on false, Eurocentric assumptions and prejudices.

Abstract:: With the end of the 20th century, there was a change in the nature and methods of using military force in international politics. It led to the need to develop new cooperation methods between states and reorient military diplomacy into defence diplomacy. In the new reality, the group of entities influencing diplomatic activities has been expanded to include non-governmental entities, including think tanks. It raised questions about the role of expert centres in activities for defence diplomacy under Polish conditions, including shaping the international situation and shaping the state's defence policy. The following considerations are an attempt to answer this question. The analysis was based on the data obtained from a survey and information from the websites of fifteen Polish centres of expertise operating in international relations, political science, and security and defence.

Abstract:: This paper aims to indicate the changes in Polish criminal law introduced in the COVID-19 acts. The text identifies the new regulations of most importance to society. For this reason, the initial focus is on the issue of suspension of procedural time limits and some substantive law time limits from the Criminal Code. It must be stated that, from the perspective of the legal certainty principle, precisely these provisions are of the most significant importance for the defendant. Next, the changes in the Electronic tagging concerning the possibility of interrupting the execution of an imprisonment sentence and serving an imprisonment sentence were discussed. From a criminal policy point of view, higher penalties for the offences of exposure to infection and stalking should also have been mentioned. A new offence of particularly aggravated theft has appeared in the Penal Code and a new offence of obstructing a Police or Border Guard officer in performing official duties. For a more effective fight, it is also vital to provide for the possibility of imposing a new preventive measure and confiscating objects important to public health. The indicated legal developments are presented in the context of human rights protection and in light of recent literature and judicial decisions.

Abstract:: The article analyses political opposition toward the date of presidential elections and conducting them in the correspondence form on May 10, 2020, in Poland. The study is embedded in the theories of quasi-militant democracy and the emergence of social movements. The method used in the study is the qualitative analysis of media messages of the main news websites in Poland. Mainly in terms of the activity and arguments of citizens against the elections in the form of correspondence. The presidential elections revealed the imperious relationship between the government and citizens in Poland’s becoming quasimilitant democracy. The emphasis was on the elements regarding the organisation of elections on May 10 that could impact a social movement’s emergence. The most significant role in stopping the May 10 elections was played by institutional opposition in the form of local self-governments’ civil disobedience and the Senate’s action, which efficiently blocked the party’s initiative. The article accounts for how election matters determined the social mobilisation and activity of the new social movement. This paper’s main finding is that institutional opposition may prevail over the social one in the pandemic.

Abstract:: This article presents the research results, which set out to explain the mechanisms leading to the achievement of dominance by the Russian Federation in the international security environment. In the research process, the systemic approach was applied. Analysis and criticism of the literature, non-participatory observation and case study elements were used to solve the research problems. As a result, it was determined that the theoretical basis for the Russian Federation's achievement of international dominance is the concept of new generation war. The model of the strategic influence of the Russian Federation is directed at the shaping of the security environment and includes the synchronisation of kinetic and non-kinetic measures, indirect and direct effects, the blurring of the boundaries between war and peace and the application of pressure and aggression. The Russian Federation achieves strategic dominance through asymmetry, chaos, reflexive control, and strategic deterrence. Armed forces provide a key role in asserting dominance, focused on conducting offensive activities and inflicting losses with conventional and nuclear weapons.

Abstract:: Questions about the unity of Italy’s new government on several key foreign policy issues persist, ranging from the extent of its support for Ukraine to its commitment to various European Union institutions. However, on the issue of China, the new government of Prime Minister (PM) Giorgia Meloni appears united. This bodes well for transatlantic cooperation and could spell trouble for Beijing, which not too long ago entertained ideas of using Italy as a friendly counterweight in Europe. Under Meloni, Italian foreign policy, particularly toward China, is unlikely to chart a dramatically new course. This is largely because the current government has prioritized its commitment to NATO and needs to focus on domestic issues rather than risk upsetting the international arena. While openings remain for Sino-Italian cooperation in economic terms, such cooperation will be geared toward supporting Italy’s domestic challenges and is unlikely to provide Beijing with the significant foothold that it has long hoped to gain in Europe.

Abstract:: At the Shanghai Cooperation Organization (SCO) foreign ministers’ meeting in late July, which included China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan, People’s Republic of China (PRC) State Councilor and Foreign Minister Wang Yi exhorted member states to uphold the “Shanghai Spirit” (上海精神, Shanghai Jingshen) of mutual trust, mutual benefit, equality, mutual consultations, diverse civilizations, and the pursuit of common development (Gov.cn, July 29). He then presented a “five-point proposal” for building an SCO community “with a shared future” (CGTN, July 30). In doing so, Wang echoed President Xi Jinping’s call in his four-point proposal at the BRICS (Brazil-Russia-India-China-South Africa) summit in June —albeit via a rather elemental poetic allegory of fire, wind, and water –to embark on a “righteous course” toward a shared global future premised on inclusive, comprehensive and close win-win cooperation (Qiushi, June 24). BRICS already has a “Plus” mechanism and is mulling an expansion to include “like-minded” partners.

69. 16 + 1: China’s Push Into Central and Eastern Europe Loses Momentum

Abstract:: Since its inception in 2012, the Cooperation between China and Central and Eastern European Countries (China-CEEC; 中国—中东欧国家合作, Zhongguo—Zhong Dong Ou Guojia Hezuo), better known as the 16+1 or 17+1 initiative, has often been described as a security risk with the potential to divide European structures and make them serve the interests of the People’s Republic of China’s (PRC). The 16+1 is a Sinocentric economic cooperation initiative comprising China and 16 Central and Eastern European (CEE) countries, which share only a mutual Communist past as a common denominator (in 2019, Greece, which is heavily indebted to China, joined, and the platform was briefly renamed to 17+1). Apart from several different formats such as inter-party dialogues and think tank conferences, the 16+1 holds annual summits attended by state heads, with Premier Wen Jiabao (温家宝) and then Li Keqiang (李克强) the official highest-ranking PRC representatives in attendance. In comparison, two other, similar, Sinocentric regional platforms — China-CELAC Forum (中国-拉共体论坛, Zhongguo- Lagongti Luntan); and the Forum on China-Africa Cooperation (FOCAC: 中非合作论坛, Zhongfei Hezuo Luntan) — are regularly attended by President and General Secretary Xi Jinping (习近平) (China-CELAC Forum, March 1, 2018). Thus far, FOCAC has generated the greatest level of interest from participating regional countries (China Brief, December 3, 2021). By contrast, several CEE countries have distanced themselves from the 16+1 platform: in 2021, Lithuania quit the group and this May, a Czech parliamentary committee urged the government to consider making the same move.

Abstract:: This article examines European residential responses to migrations after 2015. The literature meticulously analyzes their historically-contextually changing variances and inner diversities while imposing a binary view: the anti-immigration response is the negation, and the solidarity response is the affirmation of liberal tolerance. Contrarily, I argue that both responses utilize the liberal tolerance idea and its operational principles. First, they border the European Self and the migrant Other; re-border “the intolerable” and “the tolerable” migrant; and then exclude the former while only partially including the latter. Refugees’ inclusion and exclusion are seen either as a zero-sum (i.e., they are either included or excluded) or a dialectical state (i.e., the inclusion of some means the exclusion of others), but I claim that even the most inclusive responses are excluding the very subjects they claim to include. Inclusion is partial, while exclusion is constant. Thus, I discuss the migrants’ permanent yet differential exclusions in three modalities of liberal tolerance: Liberal intolerance, differentiating tolerance, and indifferent tolerance.

Abstract:: Secularization versus religious revival debate has been shifted to another dimension with the mass migration targeting Europe because of the conflicts in the Middle East. The literature concerning secularism was expecting a linear trend in line with the modernization and Europe was considered to be the nexus of both. This study delineates the secularization debate for evaluating the recent trend of migration within this rather neglected scope. The main argument is that among the secularization theories, religious market model and existential security paradigm have a greater explanatory power for the future state-religion relations in Europe. They indicate that as a result of migration, contrary to the expectation of classical secularism theories, the overall religiosity might increase in Europe due to the pluralization of the religious realm as well as the fact that Muslim migrants who are more religious also have higher fertility rate than Europeans. In that sense, Europe, which seemed to settle the dispute concerning religious realm for years now might be faced with a new challenge due to the migration phenomenon.

Abstract:: During the First World War, the front between the Austro-Hungarian Empire and the Italian Kingdom ran across hundreds of kilometers through the Alpine mountain range. In this geographical context, the armies had to survive in a hostile environment that abounded with fierce and relentless natural hazards. Despite the widely recognized relevant role of nature on the Alpine front, works focusing on this topic are still few. This article gathers and organizes the information found in literature concerning the impact of nature on casualties. The article further identifies the mechanisms through which natural hazards inflicted losses and evidences the necessity of quantitative data and analyses for reaching a better-supported and improved quantification and characterization of these victims. Despite the still-limited knowledge about the casualties due to natural hazards, the Alpine front represents a historical case of how the consequences of waging war in inhospitable environments go beyond the difficulties concerning fighting and how nature can cause great damage to armies.

Abstract:: This article outlines the evolving geopolitical situation in the Black Sea in the context of Russia’s recent invasion of Ukraine. It establishes a historically rooted pattern in Russian strategy tied to the region that runs through most recent acts of Russian aggression against its neighbors. It illustrates how after each Russian conflict with its neighbors in the last 20 years Russia has gained more physical coastline on the Black Sea. It roots this behavior in a centuries-long pattern of Russian behavior grounded in practical and ideational motivations. Accordingly, it establishes that Russian aggression in the Black Sea is likely to be a persistent fixture of global great power competition for the near future. The author then proposes a sustainable solution to counter Russian aggression in the theater through U.S. support of the current trend toward increased European “strategic autonomy” within the bounds of the NATO alliance.

Abstract:: This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

Abstract:: The aim of this article is to shed a broader light on the social identity of the BRICS group of countries (Brazil, Russia, India, China, and South Africa) whose growing economic power is the defining motive of their social construct in international relations. In line with this purpose, the article examines the BRICS nations’ positions concerning the moral aspect and the notion of responsibility for the nexus between climate change and sustainable development. This article argues that their statements and discourse on climate change and sustainable development forge the process of constructing a separate group identity for the BRICS partners. The articulation of moral appraisals and the notion of responsibility in the areas of climate change and sustainable development help the BRICS countries build their self-conception and self-categorization corresponding to their identity as emerging powers, so their actions are accomplished accordingly.

Abstract:: The aim of the article is to present a conceptual approach to the use of the EU-SENSE system in exercises based on Kolb’s learning cycle. The methodology of the research conducted in 2018–2021 was based on an analysis of literature in the field of teaching adults and conducting training, chemical and ecological rescue, analysis of domestic and foreign materials and procedures in the field of chemical and ecological rescue, direct observation of the way of the State Guard Fire Service respond to CBRNe threats, taking place in the measurement test dams of the EU-SENSE system and for the analysis of the training module, which is an element of the EU-SENSE system. After completing the exercises, the participant should achieve learning outcomes in terms of knowledge, abilities and skills. The acquired knowledge and practical skills will allow firefighters and civilians to conduct effective and safe rescue operations in the field of chemical rescue during incidents involving hazardous chemicals in the future. Exercises in the field of chemical rescue with the use of the EU-SENSE system will lead to an improvement of skills within the State Fire Service and make it possible for it to cooperate and coordinate activities with entities cooperating in the field of crisis management activities.

79. Improved detection of chemical threats by sensor data fusion

Abstract:: This paper presents some aspects of sensor data fusion that were derived from the EU-SENSE project of the European Commission (Horizon 2020, Grant Agreement No 787031). The aim of EU-SENSE was to develop a novel network of sensors for CBRNe applications through the exploitation of chemical detector technologies, advanced machine-learning and modelling algorithms. The high-level objectives of the project include improving the detection capabilities of the novel network of chemical sensors through the use of machine learning algorithms and reducing the impact of environmental noise. The focus in this paper is on the detection and data fusion aspects as well as the machine learning approaches that were used as part of the project. Detection (in the sense of detectto-warn) is a classification task and improvement of detection requires enhancing the discriminatory power of the classifier, that is reducing false alarms, false positives, and false negatives. This was achieved by a two-step procedure, that is a sensitive distance-based anomaly/change detection followed by downstream classification, identification and concentration estimation. Bayesian networks proved to be useful when fusing information from multiple sensors. For validation purposes, experimental data was gathered during the project and the developed approaches were applied successfully. Despite the development of several new, helpful tools within the project, the domain of chemical detection remains challenging, particularly regarding provisioning of the necessary prior-knowledge. It might make sense from a coverage point of view to look into integration of stand-off detection techniques into a sensor network, including data fusion too.

80. Bureaucratic policy and defense cooperation among the Baltic states

Abstract:: The objectives of this paper are to (1) comparatively analyse defence strategies of the Baltic countries against the theory of institutionalism, focusing on factors that affect policy maintenance or change within defence cooperation and (2) assess the current state of defence cooperation in the Baltic countries. The study gives a theoretical overview, relating the theory of new institutionalism to the subject of debate over bureaucratic institutions, which also plays a role in the regional security politics of the Baltic countries. An empirical study compares the defence strategies of Latvia, Estonia and Lithuania. While few studies have investigated this subject before, that the conclusion reached by this investigation is that administrative bodies in the defence sector of the Baltic countries are affected by politically driven processes pertaining to the foreign affairs domain, which play a key role in matters related to cooperation and synchronisation of the defence and security of the Baltic States. The findings suggest that a more focused analysis of the role of institutions and bureaucratic policy in the policy making of the three Baltic countries needs to take place. The study concludes that (1) the current state of defence cooperation in the Baltic countries can be called “developing”; (2) the operation of defence establishments can be called “path dependent”, which is mainly influenced by “external” factors or pressures.

81. The performance of the Portuguese Armed Forces and the relevance of military capabilities in 21st century: The different perspectives of citizens and militaries

Abstract:: A high performance level in a public organisation is fundamental. The Portuguese Armed Forces can influence the environment, both external and internal, and should therefore have a high performance level and adequate development of military capabilities. For that, it is fundamental to understand the importance of military capabilities for combatting the threats of the 21st century. This paper aims to analyse the influence of military capabilities for combating the current threats and risks in fulfilling the various operations, and for optimising the performance of the Portuguese Armed Forces. A quantitative analysis was carried out from citizen and military convenience samples through correlations between variables, as well as measures of central tendency like mean and standard deviation. The results show that the development of military capabilities has a positive effect on the performance of the Portuguese Armed Forces, combatting conventional threats and risks, as well as threats to civil protection. This capabilities performance is related with the execution of military operations (external and internal). Therefore, a proper development of military capabilities (output) with a special focus on human resources and privilege and the efficiency and quality of the missions (outcomes) are essential to combat the threats of the 21st century.

82. Preparing youth for defence: Socialisation, education, and training of young people in Europe for national security

Abstract:: This article compares military and defence-oriented training, education, and socialisation in seven European countries—Sweden, Germany, France, Latvia, Lithuania, Estonia, and Poland. The comparative case study approach has been employed to identify the systemic solutions employed in the defence education of young people in those European Union countries. The criteria that have guided the analysis of defence education in each country include purpose, characteristics, duration and possible shortcomings. The results identify common content and alternative delivery patterns and establish a research agenda for further study based on gaps in policy knowledge and programme evaluation. The defence education solutions implemented in each of the countries under analysis lead to conclusions and recommendations regarding the need to create common solutions in the area of cooperation between the armed forces and the civilian population of EU countries. The experience of each country shed light not only on defence-oriented training of young people but also on the potential of various activities aimed at strengthening national security.

83. Protection of Polish critical infrastructure (CI) against air threats

Abstract:: The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

Abstract:: The main aim of this article is to examine how the issue of protecting critical infrastructure is addressed in Norway. To answer this question, the article addresses two important sub-questions – what is to be understood in the current historical and the specific Norwegian context as important elements of national critical infrastructure and what is the current understanding of risks and threats that this infrastructure should be protected against? This article is based on a detailed quantitative and qualitative examination of the official Norwegian documents and statements on questions related to various aspects of protecting critical infrastructure in Norway. In section one, structural factors that have played a major part in shaping Norwegian thinking about critical infrastructure are discussed. Section two provides a short summary of the current discussion on elements of critical infrastructure in Norway. In section three, the article discusses official Norwegian perceptions of threats and how they address questions related to critical infrastructure. The fourth section looks at the current official approach to protection of critical infrastructure in the country. The process of building the existing system for protecting critical infrastructure in Norway has been driven by both domestic and international concerns. The system should make it possible for citizens to meet their needs through access to various important societal functions, but it also needs to make it possible to address challenges that stem from the international environment.

85. The evolution of the Hungarian Defence Forces’ volunteer reserve component after the Cold War

Abstract:: When Hungary transformed to an all-volunteer force in 2004, most attention was given to the regular component and very little mention was made of reservists. The main goal of this study is to draw attention to the importance of, and the potential, in the reserve component using historical research to produce an overview of how the reserve component of the Hungarian Defence Forces has evolved since the end of the Cold War. Information was collected and analysed from the discussed time period and interpretations were made of the collected evidence through systematic methods appraising all available studies to synthesise the findings. Similarly to other countries in the region, more than a century of conscription and the Warsaw Pact legacy still haunts the Hungarian Defence Forces. Fortunately, Hungary’s NATO membership spearheaded the drive for qualitative change within the armed forces and more attention was paid to a volunteer reserve system. Hungary’s NATO membership has ushered in a new era of security guarantees and obligations which, among other things, brought with it the realisation that the time for qualitative change in the armed forces had come. Among other changes, an initial shift of emphasis towards a reserve system – followed by the adoption of the all-volunteer force model – made it clear that a new basis had to be provided upon which to address the reserve issue in Hungary.

Abstract:: The 1938 Munich Agreement (Akehurst, 1972) by which the Allies allowed Adolf Hitler’s Germany to take the Sudetenland from Czechoslovakia is also known as the Munich Betrayal or, to English speakers, as appeasement by Neville Chamberlain (Valladares, 2020). This historical moment reminds me very much of how the West has dealt with Russia since Vladimir Putin rose to power. Like Adolf Hitler, Vladimir Putin has been sending aggressive signals to his neighbours and Western nations (Putin, 2007) since his 2005 speech arguing that the collapse of the Soviet empire ‘was the greatest geopolitical catastrophe of the [20th] century’” (Putin, 2005). Note that he did not mention the Bloodlands that Timothy Snyder described, i.e. the killing of 14 million people in Central and Eastern Europe (Snyder, 2010), or World War II (Halloran, 2015) as the greatest catastrophe.

Abstract:: Russia’s war in Ukraine fundamentally challenges the post-Cold War international order. Yet the scenario of a renewed Cold War must be balanced by alternative visions of European order. This contribution reassesses the concepts of interdependence, socialization, normative power, and international society taken from international relations theory to develop some general lessons for European order and concrete pointers toward alternative policy paths. Such an order needs to build on a more honest engagement, serious great power management mirrored by societal linkages, and creative thinking about joint institutions and regional overlaps.

Abstract:: The hour of reckoning is when one confronts past mistakes and decides what to do next. Russia’s war in Ukraine reveals numerous European mistakes in the past and accelerates the development of a new foreign policy paradigm. The article examines the emerging policy paradigm and how it organizes the politics of EU foreign policy. Moreover, the article argues that the emerging paradigm is closely connected to, if not dependent on, the ongoing processes of reckoning, that is, to the degree that past mistakes are acknowledged. Finally, the article argues that the twin processes of reckoning and paradigm change make a determining factor for the future of Europe

Abstract:: The common-market project, that after World War II aimed to prevent future wars among European Nations, evolved through crises into a complicated and unstable set of European Union policies and institutions. The COVID-19 pandemic and the war in Ukraine reinforced coordination and added common debt issuance to the supranational policy toolkit. But the NextGenEU program relies heavily on government subsidies rather than on market incentives, and Russia’s invasion of Ukraine shows that economic integration can at most move the boundaries of war to those of the integrated economic area, rather than of Nations. These developments weaken the crucial role of integrated markets as the principal instrument for growth, cohesion, stability, and peace in Europe.

This intervention attempts to elaborate the destructive nature of the civilizational paradigm in Europe, leading to the co-radicalization of Islamist and right-wing populist groups.

Abstract:: The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Abstract:: The article explores the conception of European integration and enlargement that was consistently proposed by leading British politicians in the post-War period prior to Brexit. Two basic themes are identified in that conception: first, a clear preference for a project of both integration and enlargement; and second, an equally clear resistance to the formation of a European superstate as the final goal of that project. The article concludes that this characteristically British vision of European integration – the vision of a United Europe of States – is not exclusively British and is unlikely to disappear from the now Britain-free EU

Abstract:: The term “Crisis Europe” simply defines the current state of the EU affairs. Within the last ten years, the financial crisis, the entrance of refugees, the pandemic, and lately, the Russian invasion have deeply damaged the actorness of the bloc. Abstract:: Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Abstract:: Russia’s war against Ukraine has created a watershed moment for Europe. The coming weeks and months will decide what kind of peace and security order will shape the old continent. The prominence of nuclear weapons will likely increase in the years ahead. Mutual deterrence between NATO and Russia will be the military component to what may soon turn out to be a new Cold War dividing Europe. While this is already bad news news, Ukraine’s fate has again exposed the system of nuclear deterrence as highly unjust and precarious. Abstract:: The OSCE is the largest regional security organization globally, but a common understanding of the institution and the security it seeks to promote has been in decline since roughly 2008. The war in Ukraine and renewed Russian invasion in February 2022 have led many to ask how to sustain the OSCE past 2022. One of the conflicts at the core of the OSCE’s current and existing malaise is the question of what the OSCE of today symbolizes. Ahead of the 50th anniversary of the Helsinki Final Act in 2025, we argue that better incorporation of the perspectives of civil society on the ground may help revive a genuinely comprehensive vision of the OSCE. Abstract:: Europe was marginalized in the Libyan conflict, not the least because the conflict exposed foreign policy flaws concerning a lack of coherence and cohesion. Working at cross purposes, European states were more interested in fulfilling their parochial interests than making an effort to give a typical response to the Libyan conflict. At the same time, the shortcomings related to tools and strategies in the European Neighborhood Policy (ENP) helped prevent the EU from adopting an influential position. This lack of a joint European position enabling it to play a significant role in the Libyan civil strife facilitated the functions of rival countries, such as Russia in Libya, leaving the EU sidelined.
