Abstract:: “Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

2. Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’

Abstract:: After the waters of the Mediterranean Sea washed the dead body of Alan Kurdi ashore in 2015, issues of migration, border security, and European Union (EU) migration policy gained more widespread interest. Although many scholars deal with the issue from different angles by focusing on the roles of different ‘agents’ and their roles in the politics of the EU’s 2015 ‘migration crisis’, Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’ argues that there is no comprehensive study analyzing the EU citizens itself (p. 4). Problematizing the passive recipient role given to the EU citizens, Nick Vaughan-Williams critically intervenes, problematizing contemporary scholarship’s “propensity to speak for, rather than to (or, perhaps better, with) ‘ordinary people’…”.1 Asking “[w]hy is it that the intensification of EU border security appears to have heightened rather than diminished border anxieties among EU citizens?” (p. 3), Vaughan- Williams highlights a theoretical and methodological shift in studying border security, one that juxtaposes ‘top-down’ elite narratives of border security with ‘bottom-up’ investigations of ordinary EU citizens’ knowledge on the issue. Chapter 1 justifies this unique theoretical shift, namely the ‘vernacular turn’ in critical security studies. Connecting elite and vernacular narratives becomes a must if we are to transcend dominant securitizing narratives of migration and see alternative ways of ‘living with’ strangers (p. 3-4). Forming such a connection allows us to understand better the interconnected relationship between the macro-level of national border security and border anxieties at the micro-level of citizens. And, in the final analysis, it is important to see how these elite narratives are both reproduced and contested locally in citizens’ everyday lives. Chapter 1 also contributes to vernacular security studies by conceptualizing ‘vernacular narratives’, which has been absent so far in the theoretical discussion (p.12).

3. Goodbye to Russia, Russia and Russia!1: Finland’s New NATO Chapter Within the Framework of Shelter Theory

Abstract:: One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

4. The Russia Factor in China’s Relations with the West

Abstract:: Tension between China and the Western world has been a characteristic of global affairs for the better part of the last decade. Notwithstanding Russia’s full-scale invasion of Ukraine in February 2022, the United States continues to view China as its greatest global rival and competitor. In fact, many policymakers in Washington (though by no means all of them) view China as an existential threat to America’s global influence and predominance. As the European Union and its 27 member states are not among the world’s superpowers, the Europeans have a somewhat more relaxed attitude toward China. Still, according to an important policy statement issued by the EU Commission in 2019, Brussels has come to see Beijing not only as a “partner and competitor” but also as a serious “systemic rival.” This refers less to geopolitical concerns but very much to global governance issues and geoeconomic, trade, and investment relations with China. The EU is deeply concerned about the continuing lack of reciprocity of market access, intellectual property theft, and China’s frequently state-subsidized competition regarding cutting-edge technology products, including solar panels, EV vehicles, and many other products, which may soon swamp the EU market. The EU Commission has launched an investigation into China’s production of EV vehicles and also Beijing’s shipbuilding industry, which it suspects may well work on the basis of rather unfair and highly subsidized support from the Chinese state.

Abstract:: This study explores the application of the regional security complex theory (RCST) to the energy relations between the European Union (EU), Russia, and Turkey. It underscores the critical role of energy security in shaping international relations and highlights the mutual interdependence among these actors in the energy issue. The study sheds light on the impact of the Russia-Ukraine war on energy security and emphasizes the need for diversification of energy sources to reduce dependency on Russian natural gas. Turkey's active and neutral policy with Russia has formed a security complex in energy relations among these three actors. The claim that shared concerns or threat perceptions among actors assumed by the regional security complex theory constitutes a security complex has been used within the framework of this study to justify the existence of an energy security complex between Turkey, Russia, and the EU. Furthermore, given its strategic geographical position and energy infrastructure projects, this research outlines Turkey's potential as a critical isolator actor and energy hub in the region. Overall, this study offers valuable insights into the complex dynamics of energy relations and the evolving regional energy security landscape in the EU-Russia-Turkey triangle.

Abstract:: Article 2 of the North Atlantic Treaty, also known as the Washington Treaty, stipulates that international relations between member states should be conducted peacefully and with mutual respect, based on free institutions, thus creating conditions of stability, security, and satisfaction within the Alliance. It also promotes the elimination of opposition factors about international economic policies, which, in turn, are based on a collaborative foundation. Despite this more peaceful premise, the North Atlantic Treaty Organisation (NATO) is, above all, a collective defence alliance, and over its 74-year history, there have been no further commitments that would allow for more integration despite the shared common values that were at its inception. The Parliamentary Assembly of the North Atlantic Treaty Organisation (NATO PA) is an Interparliamentary Organisation (IPO) that acts independently of the North Atlantic Alliance but brings together parliamentarians from its member states and associates. Although its resolutions are merely recommendatory and advisory in nature, they have provided crucial strategic input into NATO's action, allowing parliaments to properly reflect on the organization's interests and strategies in national debates.

7. Defining Peace: A content analysis of Brazil's, China's, and the European Union's discourses on the Ukraine War

Abstract:: Since the beginning of the Russian invasion of Ukraine in 2022, many political leaders have vowed to settle this conflict. Although Brazil, China, and the European Union were among these voices, some have accused these international actors of propelling the war. This study offers a content analysis of the speeches proffered by Lula da Silva, Ursula Von der Leyen, and Xi Jinping, the political leaders of these three actors. This analysis concluded that Ursula Von der Leyen mentions peace fewer times, accounts solely for Russia’s responsibility for the war, and presents a perspective akin to International Relations neoliberal theory. Meanwhile, Lula da Silva provides some views closer to Johan Galtung’s theories. Nevertheless, the Brazilian president does not clearly explain the beginning of the war, affirming that negotiation is the pathway to peace. Finally, Xi Jinping stresses his Global Security Initiative and avoids calling “war” what is happening in Ukraine.

8. When Life Gives You Lemons: How EU Citrus Standards Can Limit Trade

Abstract:: In the early 2000s, the European Union (EU) created multiple standards on agricultural imports. This paper focuses on the effect of stricter maximum residue limits (MRLs) for pesticides on citrus fruit exports to the EU after the limits went into effect in 2005. Using a regression model on overall citrus fruit exports and an interaction term for country-level income, the data shows that the EU’s stricter MRLs hurt exports from high-income, lower-middle-income, and low-income countries. Exports from low-income countries declined the most after 2005, while only upper-middle-income countries saw an increase in exports. For product-specific models, low-income countries saw a reduction in exports to the EU for all citrus fruits, while results varied by fruit for other income classifications. The results of these models demonstrate that the EU’s tightened pesticide regulation hurt low-income countries the most. While the regulation is meant to maintain a standard of food quality in the EU, its impact on low-income countries raises important questions about the unintended effects of import regulations. The EU could maintain its quality of food while alleviating the burden on low-income countries by relaxing its MRL standards or by providing more assistance to developing nations to meet its standards.

9. Migrant Death and Disappearability at Sea: Mediterranean Necropolitics as a European Strategy of Migration Deterrence

Abstract:: The Mediterranean Sea has become the deadliest passage in the world over the past decade, as thousands of migrants lose their lives at sea each year. It has become a key actant of European border violence perpetrated against migrants, as European national and supranational migration institutions instrumentalize the Mediterranean’s natural properties through necropolitical strategies of deterrence. The sea must be understood as a wet ontology and a fluid hybrid border. It is shaped by dynamic and complex interactions between human actors and more-than-human elements through which European violence is passed onto non-European migrants’ bodies. It conceals migrants’ deaths and disappearances, as they become ‘inevitable accidents’ caused by natural and untamable elements. The Mediterranean Sea therefore invisibilizes European structural violence occurring at the border zone and acts as an archive and witness to this violence.

Abstract:: This article assesses how environmental issues have been incorporated into the strategic association between the European Union and Latin America and the Caribbean. It analyses whether the 2030 Agenda and the Sustainable Development Goals are reflected in the EU-CELAC declarations, and what bi-regional programmes and projects have been developed in relation to the environmental SDGs. The analysis shows how the environment has become a key priority in both the political dialogue and development cooperation pillars, although it has only recently been included in the trade pillar, and in an incipient way.

Abstract:: The article discusses Mearsheimer’s interpretation of Russia’s use of force against Ukraine based on concepts and categories of Offensive Realism. It is argued that external balancing lost its place during unipolarity. However, Russian internal balancing is one of the factors that enabled the current conflict, and Russia’s rapprochement with China diminishes the prospects for conflict in Asia, allowing Russian military efforts to be concentrated in the European theater. Additionally, the decision to use force will be analyzed in its strategic dimension. It is concluded that Russia’s activities against Ukraine are entirely consistent with Offensive Realism, despite of Mearsheimer’s allegations contrarywise.

12. The EU’s Response to the Gaza War Is a Tale of Contradiction and Division

Abstract:: Since the Hamas attacks on October 7 and the start of Israel’s retaliatory offensive in the Gaza Strip, European Union (EU) member states have broadly split into three camps. At one end are those who have professed to stand “on the side of Israel”, flying its flag on government buildings, backing its military campaign, and avoiding criticism even after the Israeli army flattened most of Gaza and killed thousands of Palestinian civilians. The Czech Republic, Austria, and Hungary stand out in this camp, followed by Germany. At the other end of the spectrum are governments that proclaim to stand “on the side of peace” and, while strongly condemning Hamas, have been calling for a ceasefire and openly criticizing Israel for violating international humanitarian law. Belgium, Spain, and Ireland are the most vocal members of this moderate camp, followed by France and several others. The third, middle camp, is made up of those who are somewhere in between the first two groups: siding with Israel but in less absolute terms than the first camp. It would be wrong to label the moderate camp as “pro-Palestinian”. The fact is that there is no pro-Palestinian camp at the level of EU governments: none of them has hoisted Palestinian flags or primarily condemned the Israeli occupation or its devastating Gaza offensive, as many countries in the so-called Global South have done. The only vocal exception may be Spain’s Deputy Prime Minister Yolanda Díaz of the leftwing Sumar party who has denounced “Israeli apartheid” and called for sanctions and an arms embargo against Israel. However, her statements do not represent the position of the government as a whole.

13. NATO: Waging High-Tech Warfare

Abstract:: THE rapid technological progress observed in the last decade throughout the world, especially in China and Russia, threatens the established sources of military and industrial dominance of the collective West on the world stage. NATO views this as an alarming trend, and in an attempt to stop it, bloc members are making a determined effort to preserve their militarytechnological leadership and the international order structured around their policies. To this end, they are initiating a new arms race, partially through the active incorporation into the military sphere of the latest breakthrough technologies (Emerging and Disruptive Technologies – EDT), which, they believe, can reverse the emerging multipolarity of international relations and radically change the nature of future wars. Thus, the Allies are stepping up collective efforts to master innovative technologies and introduce them into the operational activities of NATO and all member nations to ensure their victory in future high-tech wars. They emphasize the urgency of adapting the armed forces of said countries to the realities of global technological advancement. As the communiqué adopted at the Alliance summit in Vilnius in 2023 directly stated: “We are accelerating our own efforts to ensure that the Alliance maintains its technological edge in emerging and disruptive technologies to retain our interoperability and military advantage including through dual-use solutions.”1 The US, as the main sponsor of NATO militarism, demands that its allies and partners closely and expeditiously collaborate on the creation of novel weaponry utilizing these emerging technologies and dramatically increase investment in various EDT projects and adapt their armed forces to them. Under the US’s diktat, Brussels and its American allies are creating new bureaucratic and financial entities. Private businesses and academic and research institutions are also being drawn into this sphere. To speed up this process, at the urging of Washington at the NATO summit in Brussels in 2021, a strategic initiative was launched to create the NATO Defense Innovation Accelerator for the North Atlantic (DIANA), which will manage and coordinate all this activity within NATO. The main task of this organization is to form an innovative technological network that unites R&D centers, innovative start-ups, defense enterprises, and military agencies in order to simultaneously and rapidly master all types of dual-use EDT technologies and implement them in the civilian and military fields. In addition to these efforts, a decision was also made to form a €1 billion NATO Innovation Fund to finance venture capital companies developing dual EDT in areas of strategic importance to NATO. Essentially, these decisions by the alliance are aimed at mobilizing European resources, primarily to strengthen American military power. Of course, the main efforts to field the latest technologies are being undertaken by the largest member nations.

14. Getting Statelessness Published: Pathways to Publication for Early Career Researchers in the Field of Statelessness Studies

Abstract:: In Hungary, four legislations regulating citizenship-related issues in detail had been enacted starting from the second half of the 19th century. The Hungarian legislation recognises the legal status of statelessness and the concept of a stateless person. Hungary has ratified both the 1954 Convention relating to the Status of Stateless Persons(‘1954 Convention’)1 and the 1961 Conventionon the Reduction of Statelessness (‘1961 Convention’).2 Consequently, there was an intention to find a solution for persons who submit an application for stateless status in its territory. In this commentary, I introduce the Hungarian citizenship legislation in force, particularly focusing on the articles concerning the acquisition of Hungarian citizenship and how these relate to statelessness. I examine whether statelessness is adequately addressed in the legislation governing the acquisition of Hungarian citizenship and whether the legislation in force is able to provide appropriate safeguards in order to prevent statelessness, especially childhood statelessness. Comprehensive analysis regarding this matter is currently lacking. I argue that the situation in Hungary could be viewed as a ‘glass half empty’, as the citizenship legislation does provide some safeguards against statelessness, but significant flaws remain in the legislation regarding the prevention of statelessness, especially childhood statelessness. The National Assembly should address these gaps toenable Hungary to fulfil its international obligations under the 1961 Conventionto prevent and eradicate childhood statelessness. This commentary only focuses on the examination of the citizenship law and its safeguards against statelessness. I do not extend the analysis to the Hungarian statelessness determination procedure.

In this respect, Greece is chosen as a case study. Abstract:: Russia as a state and civilization and Russian statehood as an institution have acted for centuries as system-forming factors of the world order. They have, at various times, exerted influence of varying intensity and significance on the shape, character, and content of international relations, while also being influenced by them. The West’s hostility toward Russia arose, took shape, and began to actively manifest itself as one of the constants of this influence, occasionally reaching the level of outright hatred and spiraling into attacks against Russian statehood, which invariably mobilized the country’s peoples to rebuff the aggressors.

Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Abstract:: The war in Ukraine has had a marked economic impact. However, since Russia is a net producer of important commodities, the impact of sanctions on its economy was less than expected. But what would happen if there was a war involving a country that was a net importer of commodities? In the case of a possible China-US conflict over Taiwan, the impact on the world economy would be different, with a deeper recession around the world, but the impact on the Brazilian economy would still be positive on account of the possibility that would remain of agricultural exports to China.

Abstract:: One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:: Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The article examines why a new cold war emerges again, and analyses how such a ‘Cold War II’ differs from the original.

Abstract:: Russia is trying, through its bombs, attacks, and brutality, to erase what Ukraine was. Therefore, it is a war effort to keep remembering how Ukraine in peace looked like, how it smelled, tasted, and felt. And to never forget that this is a war against Ukraine, in its own right. Not as a representative of the West, and not as a representative of democracy. But because Ukraine is of such importance to Russia, that a break between the two is unthinkable for Putin. That was what Leonid Kravchuk, the Ukrainian president, realized already in 1991. Abstract:: The Russian invasion of Ukraine intensified the defining conflict of the new age, the conflict between democratic and authoritarian capitalism. The unified Western response to the war highlighted the revitalization of the democratic club of Western states and their allies (G7 plus). Another critical implication of the War has been that a clear divide has emerged between “the West” and “the Rest” in their reactions to the War. The Russian War on Ukraine signals the beginnings of a new phase of the post-Western world, where territorial conquests could be considered the new normal, paving the way for further military confrontations in a conflict-ridden World.

Abstract:: Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. This article suggests that only a reconciliation within Ukrainecan bring lasting social harmony to Ukraine and peace to Europe as a whole.

Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

Abstract:: The current Ukrainian-Russian war has far greater-reaching effects than what is typically reported in much of the international news media. The war has significantly impacted African development, which was already harmed during the global Covid-19 pandemic. With the pandemic seemingly over, African nations such as Rwanda hoped for increased economic development. However, the current war in Ukraine sparked increased fuel and food prices throughout the continent, which has impacted expected growth rates. This article reviews the war’s impact on the central African nation of Rwanda. It illustrates Rwandan anger about the economic implications of the war and the frustration from the nation’s inability to stop its effects.

Abstract:: Türkiye has been a challenging actor in the regional and global politics since the early 2010s, which relies on its imperial past and soft power. Abstract:: When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

Abstract:: Contradicting political worldviews of the EU and Russia contribute to their conflictual relations much more than the attention currently given to this facet of the relations. Each of their solidarist worldviews creates an ideological wall severing their communication that is essential for possible peaceful solutions. However, shifting toward a pluralist worldview inspired by conceptual tools of the English School and Michael Oakeshott’s theory of civil association could be an alternative to the current situation of conflict. Abstract:: NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

Abstract:: Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:: This article examines Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications in the context of the invasion of Ukraine. Putin's vision involves re-establishing the former Soviet Union and extending Russian dominance beyond its borders, fueled by a belief in the historical and cultural ties between Russians and Ukrainians. The article explores Russia's assertive and unilateralist approach to international politics, its military interventions in neighboring countries, and the justifications used to expand Moscow's control over former Soviet territories. Highlighting the invasion of Ukraine in 2014 and its devastating consequences, the author raises questions about Putin's long-term goals and whether they involve recreating "Greater Russia" or countering perceived threats from the West and neighboring states. The author contends that despite other factors that might play a role in influencing Russian policy, the re-establishment of Moscow’s influence/ control over as much post-Soviet territory as possible – the recreation of “Greater Russia” -- is the most important role – not NATO expansion, although it no doubt was an issue. If the Russians are successful in dominating Ukraine, other former Soviet areas – for example, the Baltics – are likely to become targets of future expansion.

Abstract:: The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). We also see the use of undiplomatic expressions (accusations, insults, namecalling, threats, blackmail, jokes) against counterpart or senior foreign or international officials, albeit primarily behind their backs, as well personal correspondence between such individuals on publicly available electronic mail services, instant messengers, and social networks.

Abstract:: The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

Abstract:: The article elucidates the relationship between decentralization and corruption risks in the Czech Republic. Economic inequality in the regions inevitably leads to corruption risks. The unemployment rate and the wage level determined the fragmentation of the Czech regions. Most Czech regions (8 out of 14) have an average unemployment rate (of 3-5%). The capital Prague (44 thousand korunas), as well as the Central Bohemian Region (35 thousand korunas), significantly differ from the rest of the Czech regions in wage level (within 31-32 thousand korunas). If the Czech regions are similar in the unemployment rate, there is a noticeable stratification between the capital and other regions. The findings of an expert survey among civil servants and deputies of regional Assemblies identified corruption and anti-corruption measures in the regions. The sphere of public administration is the most corrupt. Partially corrupt is the provision of administrative services. The greatest corruption risks result from the employees’ influence on funding sources (grants, subsidies and grants). On a 10-point scale, the average corruption in the regions is 5,8. More research prospects derive from studying corruption risks at the regional rather than national levels and expanding the geographical framework of the transition countries under research.

Abstract:: This article explores the correlation between Russian influence and the European Union (EU) integration process in the Western Balkans. The focus is on analyzing the impact of Russian influence expressed through political, economic and cultural means on the region’s integration into the EU. The article argues that the Russian foreign policy toolkit inhibits the EU accession process for the six countries of the Western Balkans, as it interferes with the internal functioning of these countries, which, in turn, affects their ability to fulfill EU requirements. Using a comparative case approach this study has found evidence that Russian cultural, political and financial support negatively affects the Western Balkans’ European integration process, hindering progress towards accession. Additionally, the findings support the argument that Western Balkans countries with Slavic populations are more susceptible to Russian influence. Abstract:: El mercado halal se ha convertido en una realidad en España. Los productos halal elaborados en España son reconocidos por su calidad y la garantía cumplir con preceptos islámicos. Aunque, la demanda de productos halal todavía es reducida en España, son varias las empresas que han optado por adentrarse en este mercado. El presente artículo analiza la dimensión actual del comercio halal en España, tomando como referencia la adaptación de la industria cárnica a estos procesos. Junto con el análisis de la evolución de la industria y su actual impacto, el artículo profundiza en los métodos utilizados para poder vender productos halal y resalta las ventajas que para muchas de las empresas implicadas ha supuesto el compromiso halal.

Este artículo intenta explicar si la recomendación hecha por el Emperador Carlos V a su hijo Felipe, “dos países vecinos no pueden ni deben ser enemigos”, ha sido la tónica general en los vínculos entre los dos Estados; así como los factores que han condicionado el contenido de sus relaciones de cooperación en las últimas décadas, y también los vaivenes o momentos de tensión vividos, junto con las causas específicas que los produjeron. España y Argelia son dos países vecinos y muy próximos geográficamente, pero representan realidades políticas, culturales y religiosas diferentes que explican, en buena medida, la distancia que existe entre los dos países y la complejidad de sus relaciones. Esta diferenciación exige una mayor atención a iniciativas de sociedades civiles.

Abstract:: This month’s feature article focuses on the challenge posed by the evolving Islamic State insurgency in Mozambique. Emilia Columbo writes: “The deployment of regional military and police forces to Cabo Delgado Province in northern Mozambique to assist the Mozambican government against what was then a growing jihadi insurgency nearly two years ago has introduced new dynamics into the conflict, expanding the insurgency’s presence in the region and increasing the importance of the information space as each side works to persuade its constituencies that the conflict is proceeding in its favor.” She assesses that the sustainability of security gains along the coast “will depend largely on the government’s willingness to develop and implement a more balanced counterterrorism approach that addresses the underlying grievances driving this conflict.” Our interview is with Jessica White and Galen Lamphere-Englund, co-conveners of the Extremism and Gaming Research Network, which started a little over two years ago as a practitioner- and researcher-led initiative to try and unpack concerning developments in the online space. Alexander Ritzmann writes that “the alleged plot against the German government by the Reichsbürger group Patriotic Union, whose key members were arrested on December 7, 2022, is best understood as a thwarted, possible early-stage terrorist plot, rather than a preempted imminent violent coup attempt. The Reichsbürger, who are comprised of different groups and networks, claim that the German state of today does not legally exist. Many Reichsbürger ascribe to a version of the anti-Semitic ‘New World Order,’ others believe in ‘QAnon.’” He notes that “although the vast majority of Reichsbürger are neither considered violent nor right-wing extremists by German security agencies, the threat posed by a minority of violent and extremist Reichsbürger persists, with German security agencies continuing to thwart alleged violent activity linked to different Reichsbürger groups.” Francesco Marone examines how an ongoing hunger strike by the imprisoned insurrectionary anarchist terrorist Alfredo Cospito has amplified the threat in and beyond Italy posed by “a transnational extremist tendency that promotes ‘self-organized’ illegal and violent actions, even against people.”

At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. Abstract:: The idea of the outside world and the role that Russia plays in it has undergone radical changes in Moscow’s official worldviews since 2014. The degradation of the international security situation indicates a deep crisis in the existing world order, which was formed in the spirit of the US’s unipolar hegemony after the collapse of the Soviet Union. Attempts are being made to turn the UN, the only universal platform for reaching collective decisions on an inclusive and equal basis, into a tool of the collective West for pressuring “revisionist states.” The decline in the culture of global-level dialogue leads not only to the aggravation of military-political conflicts but also to the inability to effectively respond to new challenges and transnational threats.

Interpreting today’s world by making inferences from Roman history is the most important factor that encourages the academy to work in this wide field. In The Roman Republic of Letters: Scholarship, Philosophy and Politics in the Age of Cicero and Caesar, Katherine Volk examines the Late Roman Republic (63-43 BCE), unlocking details for readers and researchers that were previously overlooked. At the same time, Volk has brought together the subjects of philosophy, religion, politics, rhetoric and grammar in a way that contributes to intellectual history. Abstract:: On December 12, 2022, the U.S. Department of Justice announced the arrest and detention of Abu Agila Mohammad Mas’ud Kheir Al-Marimi (Mas’ud), 71, of Tunisia and Libya, the suspected maker of the bomb that destroyed Pan American Flight 103 over Lockerbie, Scotland, 34 years earlier. In addition to being a sharp reminder of the tragic deaths of 270 innocent persons in 1988, the announcement of Mas’ud’s arrest also brought home for me decades-old questions about what was “known in advance” and the birth of the U.S. government’s No Double Standard policy. The news about Mas’ud sent my mind swirling back 34 years to the discussion at our weekly section heads meeting in Moscow in mid-December 1988; I participated in these Country Team meetings as embassy Press Attaché. That day, Administrative Counselor Bill Kelly reported receiving an unclassified Federal Aviation Administration (FAA) “Threat to Civil Aviation” warning, sent to several embassies. By citing Pan American specifically, the warning had special resonance for the official Moscow community. At the time, our usual route to the U.S. under required “Fly America” rules put us on Pan American’s daily flight to Frankfurt or London, then onward to the U.S.

Abstract:: Nicu Ceausescu, the wastrel younger son of Romanian dictator Nicolae Ceausescu and his wife Elena, was widely believed in the 1980s to be the heir apparent to his father. Unlike his older siblings, Valentin and Zoia, he had been an indifferent student and was more interested in drinking, gambling, and carousing than in any more serious pursuits. Nevertheless, by the 1980s he held high positions in the Romanian Communist Party and government while still in his early thirties —he was First Secretary of the Union of Communist Youth and a member of the Party’s Central Committee, as well as deputy in the parliament and Minister of Youth Affairs. Higher-level positions awaited him. In mid-September 1983, during my assignment as Romania Desk Officer at the State Department, the Romanian Embassy approached me for help in setting up a meeting for Nicu at the highest possible level. Although he was considered a lightweight and his visit to the U.S. was little more than a junket, my Romanian Embassy colleagues obviously were terrified lest he be dissatisfied with his reception in Washington, with possibly unpleasant consequences for themselves and their careers. They were desperate to arrange something for Nicu that would give his Washington stay at least the appearance of substance. After some discussion within our office, we dutifully sent forward an appointment request for him to meet with Under Secretary for Political Affairs Lawrence Eagleburger, with little expectation that the third highest ranking official in the department would agree.

51. Russia’s Cultural Heritage Can Be a Bridge to the Future

Abstract:: Russia has become Europe’s ogre. Beyond the brutality of Moscow’s onslaught on Ukraine looms a harsher ideological backdrop. Too many Russian citizens have been enticed into seeing this invasion as a defence of Russia’s security, national pride and identity, history, Weltanschauung, international standing, and imperial stature. They eulogise Russia’s national church as a defensive shield despite its abuse of spiritual humanity, its soldiers as crusaders. Europeans, in response to this baggage respond with a mixture of fear or unease. Anger, too, along with frustration and ultimately something akin to hatred. With all this comes an inclination in the western world to reject everything Russian. This rejection of a rich culture risks tarnishing our mindset and that of our children. Russian orchestras, dancers and sopranos have been banned from western stages—largely on the pretext that they have not condemned Putin and his acolytes. Ultimately Russian culture risks being airbrushed out of western European mentalities. It is worth pausing for a moment and just looking at what we are rejecting, perhaps unconsciously. Hitherto—and for many Europeans still —Russian culture has had an important place in our education and upbringing. Tchaikovsky, Borodin, Rimsky Korsakov, Shostakovich and the sublime Prokofiev have delighted our concert audiences for decades. Marc Chagall’s imagination has stimulated ours. Ballet in Europe—or the US, for that matter—would not be what it is without the great influence of the ballet russe. Nor, in a related world, would we be so intellectually rich without the heritage of Russian scientists, physicists and mathematicians.

53. Where the “Marshall Plan” Became the Organization for European Economic Cooperation

Abstract:: In 2022, Europe and the U.S. marked the 75th anniversary of the Marshall Plan, and this year is the 20th anniversary of a permanent Paris exhibit that documents its achievements. When I was posted to Paris as the Public Affairs Officer from 2002 to 2006, the public affairs offices (except for the press section), along with the consular affairs services, were in the Hôtel de Talleyrand facing the Place de la Concorde, about a block from the main U.S. embassy building. The Talleyrand, as we called it, gave visitors easier access for these more public functions of the embassy. Running back and forth to meetings at the embassy was a small price to pay for offices overlooking the majestic Concorde. In 2003, the Talleyrand marked a new milestone. Following initial restorations of the Talleyrand’s State Apartment rooms, the embassy invited representatives of the Marshall Plan’s participating nations and restoration sponsors to celebrate the opening of the George C. Marshall Center and its permanent exhibit, “The Marshall Plan: The Vision of a Family of Nations,” created by French and American historians and curators to memorialize the project that revitalized Europe after the devastation of World War II. The Talleyrand has an illustrious history dating from the 18th century and a no-less- illustrious list of inhabitants that included the building’s namesake today, Charles-Maurice de Talleyrand-Périgord, and the Rothschild family, who made the Talleyrand their home until the German occupation of Paris. The “hôtel particulier” (private urban mansion) lived through an evolving history of changes, including its own salvation when only quick action by the Allied forces saved the Place de la Concorde and surrounding buildings from Hitler’s order to destroy Paris.

54. Glasnost – A Bulgarian View

Abstract:: Hanging on the living room wall in our summer house in Sweden is a framed pen-and-ink cartoon from our time late in communist-era Bulgaria. As with most memorabilia, there is a story behind it. One Saturday in September 1987, our family went for a drive in the mountains outside of Sofia, as we often did on weekends. On the way home, we passed through Bankya, a famed mineral springs spa town that now is officially part of the capital city. We noticed a small outdoor craft fair in progress, so we stopped to look around. At one of the stands, we met a gentleman named Iovio Terziev, a cartoonist/caricaturist, who was hawking several of his pen-and-ink drawings. Some were humorous, some mildly “political.” In the former category, I recall one depicting a physician seated at a desk and peering down at a file. Before him stood a man bandaged from head to toe with only his eyes visible. Without looking up at the patient, the doctor is saying to him “please remove your clothes.” That, I guess, is what passes for Bulgarian humor. However, the drawing that particularly caught my eye was one entitled “Glasnost.”

55. “La Grande Bouffe” or, Now and Then Diplomatic Life Does Include a Swanky Dinner Party

Abstract:: In Esprit de Corps, Lawrence Durrell’s classic satirical riff on diplomatic life in Belgrade during the 1950s, he writes that “it was a slack period diplomatically and as always happened during slack periods the Corps busied itself trying to see which Mission could give the most original parties.” Life in general and diplomatic life in particular in the Bucharest of the 1970s and in 1950s Belgrade, of course, were not identical. Nevertheless, there were certain similarities, both being the capitals of “Balkan” communist states and hosting a capable but sometimes underemployed resident diplomatic corps. Aside from the diplomatic club, a relic from pre-communist times that featured a golf course, six tennis courts, an outdoor swimming pool, and a clubhouse restaurant, Bucharest provided relatively few social outlets for local diplomats. Contacts with Romanians for most embassies in the early 1970s were perforce limited, and tended to be stiff and formal when they did occur. In order to accept an invitation from a foreign (non-communist) mission or diplomat, most Romanians first had to obtain permission from the appropriate authorities. Such permission often was delayed or denied, except to the favored, and reliable, few. Consequently, frequent, and at times imaginative, parties and other social events characterized diplomatic life among the embassies in Bucharest. The younger staff members of the Western missions, and those of a few other friendly countries such as Japan, Israel, Turkey, and Brazil, were in many cases lively, intelligent, and creative. They were not content to sit quietly at home when they could arrange or attend a good party or other diversion. Far from it!

Abstract:: Both Russian and Ukrainian forces are now working with groups of drones launched against adversary positions. This often involves different drone types working in pairs—such as an intelligence, surveillance and reconnaissance (ISR) drone directing and guiding a loitering munition to a target. There is growing evidence that Ukrainian forces are using these tactics to identify and target Russian positions. A typical group raid on the Russian trenches involves one drone to draw the attention of a counter-UAV unit, exposing their position, while other drones subsequently attack exposed soldiers.

Abstract:: Tucked between Russia, Iran, and China, Central Asia is now desperately looking for solutions to cushion the impacts of global tension on its fragile economies, which are deeply tied to sanctions against Russia and a local production slowdown as China recovers from its zero COVID policy. While European diplomacy has come at a crucial time, its Central Asian policy is ambiguous, and commitments misplaced. Central Asia is continuously perceived by the EU as a region in need of developmental assistance, which leads to European regional policies that focus on digitalization and climate issues. What Central Asia needs is the establishment of concrete logistical connectivity that will enable efficient flow of products across Eurasia.

Yöntem/Metodoloji/Dizayn- Çalışmada, nitel analiz yöntemi kullanılmıştır. 2023 yılında yayınlanan en güncel Küresel İnovasyon Endeksi raporundaki göstergeler incelenmiştir. 2023 yılı raporuna göre genel endeks puanı en yüksek ve en düşük olan AB ülkeleri ile Türki-ye arasında karşılaştırma yapılmıştır. En yüksek puan İsveç’e, en düşük puan ise Romanya’ya aittir. Sonuçlar- Türkiye’nin dijital ekonomiye adaptasyon sürecinde özel-likle kurumsal kaliteyi artırması gerektiği ifade edilebilir Politik ve operasyonel istikrar, işten çıkarma maliyeti, iş yapma politikaları Türkiye’nin kurumlar boyutundaki zayıf yönlerini oluşturmaktadır. Ayrıca Türkiye’nin ekolojik sürdürülebilirlik konusunda AB ülkelerinin geri-sinde kaldığı, çevreye duyarlı bir ekonomik yapı oluşturma konusunda daha somut adımlar atması gerektiği görülmektedir. Katkı/Farklılıklar- Küresel İnovasyon Endeksi, ele alınan göstergelerin çeşitliliği ve inceleme yapılan ülke sayısı ile dijital ekonomiyi bütünsel olarak yansıtan ölçüm yöntemlerinden biridir. Abstract:: During her tenure as Prime Minister, Giorgia Meloni has been far more active on the international scene than most observers predicted. Within the first ten months of her tenure, she has traveled to capitals across Europe, Asia, and North Africa and has hosted numerous foreign leaders on official visits. In July, Meloni visited Washington, D.C. where she and President Biden affirmed their commitment to deepening collaboration across various areas of shared interests. Meloni’s foreign policy agenda has touched on a range of issues including, but not limited to, European security, migration, energy policy, and international trade. It is on this last issue that Italy’s decision-making might be most impactful. As the Meloni administration reassesses its economic partnerships around the world, Italy’s relations—and by extension the European Union’s (EU) overarching position—towards the People’s Republic of China (PRC) could witness lasting changes. At the heart of the new government’s economic policy lies its choice of whether to withdraw from China’s Belt and Road Initiative (BRI). Meloni—along with many members of her cabinet—have voiced skepticism towards the agreement. As such, everything is on the table in the run-up to the decision at the end of the year.

61. The Lion, the Wolf Warrior and the Crossroads: UK-China Relations at a Turning Point

Abstract:: In early 2018, UK Prime Minister Theresa May visited China with a British business delegation, seeking a free trade deal and expressing optimism over Beijing’s “one country, two systems” formula for governing Hong Kong (Global Times, January 31, 2018; Zaobao, January 31, 2018). In her first foreign trip since moving into 10 Downing Street, she promised that the “golden era of relations” between the UK and China would be even better after Brexit (Xinhua, February 1, 2018). Since May’s visit, however, a great deal has happened to move UK-China relations in the opposite direction, with the PRC’s suppression of mass demonstrations in Hong Kong (Global Times, July 29, 2020); the implementation of the 2020 Hong Kong National Security Law that London sees as a breach of “one country, two systems” (PRC Ministry of Foreign Affairs [FMPRC], June 12, 2020); the British riposte in offering a path to citizenship for Hong Kongers (Gov.cn, April 14, 2021); and the escalation of tensions between China and its trading partners, particularly the UK’s closest ally, America (FMPRC, September 24, 2021; Xinhua, October 5, 2021). The British establishment, like their American cousins, have changed tack on China of late. In June 2022, MI5 Director Ken McCallum and FBI Director Chris Wray gave a joint address warning business and academic leaders in Britain of the “massive shared challenge” posed by China (MI5, July 6, 2022). Two years earlier, McCallum said that if Russian behavior is like “bursts of bad weather,” then “China is changing the climate” (CIGI, June 2, 2022). Last November, Prime Minister Rishi Sunak, referring to UK-China relations, said that “the so-called ‘golden era’ is over, along with the naive idea that trade would lead to social and political reform” in the People’s Republic (ThePrint, November 29. 2022). Even the pro-engagement business weekly Beijing to Britain admits that no one in the UK Parliament “believes that an enriched Chinese middle class will steer the country towards democracy” (Beijing to Britain, January 24, 2021). Britain’s conundrum in stabilizing commercial relations with Beijing while heeding American sensibilities is as difficult as at any time since Nixon’s groundbreaking trip to China in 1972. Meanwhile in Beijing, the decades-old ordeal of striving to play the British off against the Americans has become an increasingly uphill battle. In fact, much of today’s menu of bilateral issues between London and Beijing, with the Washington factor always hovering in the background, might be familiar to Clement Atlee, Winston Churchill, Zhou Enlai and Mao Zedong. That brings some predictability to the rollercoaster ride of UK-China relations, but unsettling variables have changed the course of relations and pushed London, not to mention the rest of NATO, ever closer to Washington. Specific aspects of the PRC’s increasingly destabilizing and aggressive policies that have rankled London include the removal of Hong Kong as a centerpiece of the UK-China bilateral relationship; and Beijing’s announcement immediately prior to Russia’s full-scale invasion of Ukraine in February 2022, that “the Sino-Russian cooperation has no limits, no exclusion zone, no ceiling” (中俄合作没有止境 ,没有禁区,没有上限) (Global Times, December 24, 2021; Gov.cn, February 4, 2022).

Abstract:: Western nations enacted harsh sanctions against Russia after its 2022 invasion of Ukraine. However, sanctions are rarely successful and policy makers should not expect sanctions to coerce Russia into a withdrawal. This article examines several concepts including the instrumental effectiveness of sanctions, the significance of state identity, the pitfall of mirror imaging, and aspects of prospect theory as they relate to the effectiveness of sanctions. Additionally, the weakness of sanctions used for moral signaling and the notion of sanctions as an act of war are considered. Recommendations are offered should policy makers continue to view economic sanctions as an attractive policy choice.

Abstract:: The debate on the origins of the Russia-Ukraine War is at an impasse. Many prominent realist scholars argue that Russia’s government chose to invade Ukraine as a last resort to reverse Ukraine’s Euro-Atlantic integration, which it viewed as a major or “existential” national security threat. Critics of this contend that Ukrainian accession did not seriously threaten Russian security, and that Putin launched the invasion in the hope of achieving one or more nonsecurity objectives. This article surveys the current debate, before evaluating one of Moscow’s key stated security concerns. It then identifies four empirical issues on which security and nonsecurity accounts make substantially different predictions. It concludes that in each case, the available evidence is difficult to reconcile with a primarily security-seeking interpretation of the Russian government’s war aims.

Abstract:: Cyber weapons have the potential to achieve strategic military aims in a manner that reduces physical harm, but they can also be used to enhance and expand the lethality of conventional weapons and tactics. When designed to collect private data, cyber weapons can facilitate assassination, kidnapping, torture, and other severe violations of human rights and international law. Russia’s invasion of Ukraine is not the first time that cyber weapons have been deployed for military purposes; however, it is likely the first example of cyber warfare tactics being deployed in a sustained and strategically significant manner in the context of conventional war. To assess the ethical character of Russia’s offensive cyber operations against Ukraine, it is helpful to leverage the principle of double effect, which enables a more precise evaluation of the relationship between the intentions that motivate an act and the effects of the act once it has been taken. Drawing on this principle, this article argues that Russia’s offensive cyber operations in Ukraine represent an unjust use of force and proposes ways of enhancing the ethical character of cyber warfare in future conflicts.

Abstract:: This article revisits the 2021 Global Posture Review’s determination for a status quo European force posture in the wake of the Russian invasion of Ukraine. Considering the poor Russian performance and attrition in the war, and the likely frozen conflict that will emerge, the article lays out the process by which the United States can draw down its permanent presence in Europe to refocus on the Pacific and restructure its relationship with the North Atlantic Treaty Organization (NATO), all while maintaining alliance unity. The article has two main recommendations. The first is a time line for a reduced U.S. force posture in Europe from the present to 2035 while placing more emphasis on a European role in NATO leadership. The second is focused on how to maintain strategic flexibility while reassuring NATO allies of U.S. commitment. It then identifies and provides mitigations for the anticipated risks associated with the recommendations.

The current nuclear strategy of Russia has been informed by the nuclear strategies under different leaders of its predecessor state, the Soviet Union. This article attempts to understand the evolution of the USSR’s nuclear strategy and its continuation toward Russia’s strategy; to assesses the reasons behind the changes in Russia’s nuclear strategy in the twenty-first century; to study the major factors that influence the nuclear strategy of Russia under Vladimir Putin; and to evaluate the possible geopolitical implications of the current Russian nuclear strategy.

Abstract:: This article argues that the critical point of failure in the Allied catastrophe in France and the Low Countries in 1940 was a military plan that ignored key tenets of operational art and planning. In doing so, it points out that the Allies lacked a strategy oriented toward victory, failed to balance their operational factors of time, space, and force, and planned against a single potential enemy course of action. Together, these components set the conditions for a swift Allied defeat that shocked the world.

Abstract:: This article outlines the relevance of intermediate force capabilities as a key enabler for North Atlantic Treaty Organization (NATO) operations in the gray zone.1 NATO adversaries, well aware of the NATO thresholds for employment of lethal force, intentionally operate in a way that limits the alliance’s options in crisis and conflict situations. At present, these options are often restricted to two extremes of mere presence or the use of lethal force. Summarizing almost two decades of NATO research into nonlethal/intermediate force capabilities, the article examines the applicability of these capabilities across the competition continuum. Finally, the article makes two key observations. First, it identifies future modeling and simulation requirements to represent employment of intermediate force capabilities, and second, it identifies possible promising research and development of subdomains in directed energy nonlethal weapons.

Abstract:: The most recent surveys on the study of the connection between mutual military buildups, arms races, and military interstate disputes (MID) warn of research projects, especially in the case of the Greece-Turkey dyad, that have reached a stalemate. This is due to the difficulty of capturing motivations, which constitute the main variable that turns mutual military buildups into arms races. Using the Greece-Ottoman Empire and Greece-Turkey dyads as proof-of-concept cases, we advance a novel approach for analyzing the interrelation between mutual military buildups, arms races, and MIDs that can overcome that stalemate. We suggest a two-stage approach that focuses on the dyad as a unit of analysis. In the first stage, which we preset here, we use rivalry to divide dyad history into periods of differing subsistence military spending. We then locate periods of mutual military buildups in the different rivalry periods of a dyad history. We argue that this process provides a more nuanced and detailed grasp on the presence of mutual military buildups in a dyad. It also provides the foundation for the future second stage of analysis, where qualitative research can focus on the specific periods of mutual military buildups to unearth indicators of motivation.

Abstract:: Aral: Pre-2020 strategies of misinformation and disinformation have evolved over the last 5 years but they have not been any less intense. In fact, they have potentially been at least as intense and sometimes more intense. The tactics have changed. Before 2020, the western world was not as cognisant or prepared to deal with Russian dis- and misinformation online. And so, Russian tactics were much more overt. In particular, what they would do was use bots and human trolls and sock pockets to spread mis- and disinformation. And bots were a big part of it.3 I think that now what you see more of is the amplification of real voices because those are harder to take down. So instead of putting a false narrative out there, they would do a search for real people creating the narrative they want to promote and then amplify that narrative through reshares, retweets, likes, and amplifications as best as they can. And when the platforms look at that, they say ‘we can’t take this down because the originator of the post is a real human being that we can verify as real, not a Russian spy etc.’

Abstract:: This paper takes a comprehensive look at the current state of army aviation attack helicopter squadrons of the Polish Armed Forces. The aim of the article is to present a concept for the functioning of the attack reconnaissance squadrons of the Polish Armed Forces, which takes into account the identified requirements of the Land Forces of the Polish Armed Forces in relation to army aviation on the battlefield and the current limitations in the functioning of the attack helicopter squadrons of the Polish Armed Forces. To meet this aim, qualitative research included interviewing, observation and the collection and qualitative analysis of texts and documents. The study revealed that it is necessary to organise attack-reconnaissance squadrons with a modular organisational structure including: a headquarters, a command company, three attack-reconnaissance companies, an aviation maintenance company and a supply company, capable of conducting autonomous operations in independent directions (areas). The squadrons should be equipped with new attack-reconnaissance helicopters and unmanned aerial vehicles as well as equipment for their technical and logistical support that will be part of their individual subunits. The results of the research are the basis for further, in-depth research on the issue of improving the functioning of attack helicopter squadrons, so that they are fully capable of supporting the land forces of the Polish Armed Forces in large scale combat operations.

73. Defence expenditure and public debt in Greece: A non-linear relationship

Abstract:: The aim of this paper is to consider and evaluate the widely–used argument attributing the growth of the public debt of Greece in recent decades to the country’s defence expenditure. We employ a two-equation model that focuses on the determinants of the military debt and how this has affected the public debt. The source of our military debt data is the Hellenic General Accounting Office, an option taken to cope with confidentiality issues. Finally, we insist on focusing on the expenditure on defence equipment imports rather than the total defence spending that the literature mostly covers, for reasons extensively analysed. Our methodology firstly assumes a linear relationship between military debt and public debt. We solve the system using 3SLS to obtain consistent and efficient estimates to derive interesting policy implications. The employment of a non-linear quadratic form not previously adopted proves to be superior in terms of performance and reveals the complexity of the above relationship. These point to the conclusion that the defence equipment purchases made since the beginning of the eighties have not had a decisive impact on the public debt of Greece. The defence equipment purchases made since the beginning of the eighties represent a very low percentage of the total public debt of Greece. Moreover, these are considered to be an investment activity rather than consumer spending, which has been acknowledged in the literature as the primary cause of Greece’s high indebtedness and the ensuing economic crisis.

74. Conclusions from the use of aviation in the first half of the first year of the Ukrainian-Russian war

Abstract:: The aim of the article is to suggest a desirable direction in which the Polish air force, and indeed the air forces of other NATO countries, should develop so that they are better prepared for the challenges identified in the conflict in Ukraine so far. In order to achieve the aim of the research and answer the formulated research question, the collection and qualitative analysis of texts and documents, observation and interviewing took place. In order to have the ability to deter and gain air superiority during a defensive operation, the Polish air force, and air forces of other NATO countries, should have a large resource of fighter, multi-role, and fighter-bomber aircraft. An object-oriented multi-layer air defence of every military airfield needs to be organised and certain roads reconstructed as runways in the event of war. In turn, helicopter aviation units should be able to organise forward arming and refuelling points for helicopters to effectively support land forces. Attack helicopters should also have integrated fire systems that allow them to attack from a distance beyond the range of man-portable air-defence systems. All warplanes should be equipped with proven and modern systems of active and passive self-defence to make them less susceptible to enemy influence. To sum up, in light of the war in Ukraine, the article explains what aviation equipment is necessary and what actions should be taken to increase both Polish air force’s ability and other NATO air forces’ ability to perform tasks during wartime.

75. Defensive lawfare and deterrence: Analysis of Latvia’s approach to legal bases in the context of hybrid warfare (2014-2022)

Abstract:: Following the ‘hybrid form’ of Russian aggression in Ukraine that emerged in 2014, the period after February 24th, 2022 is referred to as the ‘new reality’. Hence, the question that needs to be addressed is how to deter and prevent Russian aggression of this kind. The national legal framework against the aggressor is a part of the deterrence policy and can be construed as defensive lawfare. Focusing on Latvia, the aim of the paper is to analyse defensive lawfare and deterrence in the context of hybrid warfare. The following research question has been identified: What is Latvia’s approach to establishing defensive lawfare in terms of hybrid warfare? For the empirical analysis, the chronological framework has been set from 2014 to 2022. To complete the empirical analysis of the present paper, both qualitative and quantitative research has been implemented comprising document analysis and semi-structured interviews, as well as content analysis, respectively. The improvement of a regulatory base and the development of deterrence, whilst using regulatory acts, is an element of deterrence and a way to act legally. The law can be used as a weapon. Lawfare, a concept with three definitions, has two forms: defensive a nd offensive. Latvia’s legal base includes a regulation to overcome hybrid threats and to implement a broad-spectrum of defence measures. Latvia’s regulatory framework is designed for defence purposes, whilst also being a way of promoting deterrence. Decision makers must be able to manoeuvre with the powers assigned to them.

Abstract:: The paper explores the evolving role of strategic communication at the operations centre of the Minister of National Defence in Poland, particularly in the period leading up to and during the Russian Federation’s military aggression against Ukraine. The study investigates both proactive communication initiatives and reactive communication in response to citizens’ needs. Our research methodology primarily involved analysing official Polish national defence documents and comparing findings from studies conducted before and during the war in Ukraine. The results show that the conflict had a profound influence on the MOD’s strategic communication, emphasising the pivotal role of the Operations Centre of the Minister of National Defence. Furthermore, the analysis highlights the need for a comprehensive communication approach that encompasses both domestic and international audiences, spanning traditional and social media.

Abstract:: The Russian invasion of Ukraine on 24 February 2022 heralded a new “social media war” era. This “hybrid warfare” extends beyond the military landscape and includes attacks in cyberspace and fake news with the aim of destabilising governments. The goal of this paper is to present a high-level of architecture based on imagery intelligence (IMINT) and geospatial intelligence (GEOINT) using geographic datasets and state-of-the-art methods. Integration with intelligence information (like Open-Source Intelligence [OSINT]) produces multiintelligent knowledge for security and defence decision-making end users. The results depict a harmonious and creative collaboration between IMINT, OSINT, and GEOINT. OSINT data helps to identify and describe the meteorological conditions that are present, contributing to the procedure’s responsiveness. Weather and dense cloud cover above Ukraine poses a challenge for optical imaging satellites, but synthetic aperture radar (SAR) sensor satellites can operate at night and overcome the problem. We carried out OSINT and IMINT analysis, monitoring the situation shortly after the invasion. OSINT data helped in the choice of an appropriate area of interest. Using the right Earth observation satellite system and artificial intelligence/machine learning algorithms is the best way to keep an eye on many different sites over long periods, send out alerts about unusual activity, and find new places where incoherent changes might be happening.

78. Measuring economic resilience for the CEE and Black Sea countries in the framework of comprehensive defense

Abstract:: The main research objective of this paper is to identify key factors influencing economic resilience from the perspective of comprehensive defence. This involves developing a composite economic resilience index (Ericda) that outlines the relative economic resilience of countries in Central and Eastern Europe and the Black Sea regions, within the comprehensive defence framework. The paper employs qualitative research methods, focusing on an analysis of specialist literature pertaining to economic resilience. Quantitative methods are also used for developing the Economic Resilience Index from the Comprehensive Approach to Defence (Ericda) perspective. This includes using data on selected resilience indicators in Central and the Eastern European and Black Sea region countries to generate rankings. The results of the study reveal strong positive correlations between the economic resilience index and various factors, such as logistics and infrastructure, economic complexity, foreign trade vulnerabilities and dependence, economic stability and development, governance effectiveness, military, and human capital. Additionally, a negative correlation was observed with the resilience index. The research findings suggest that to ensure effective comprehensive defence, isolated measures targeting individual pillars are inadequate. Economic resilience requires a collaborative approach, extending beyond the purview of the finance ministry and involving a broader range of stakeholders.

79. Net spills among NATO allies: Theory and empirical evidence from dynamic quantile connectedness

Abstract:: The paper draws on the economic theory of alliances to stress the importance of considering both benefits and costs arising from the 0interaction between member states of a military alliance in terms of defence expenditure on equipment. We expand the theory of alliances to incorporate the spills that stem from the obligations of each ally by introducing the notion of spill-outs and net spills, the latter measured as the difference between spill-in and spill-out effects. To assess the net spills contribution of each of the members to the alliance, we test for empirical evidence of net spills among a group of North Atlantic Treaty Organization (NATO) allies, applying time-varying Dynamic Quantile Connectedness analysis. The results that stem from our model considering the cost of spill-outs suggest that there are strong incentives among the allies for free-riding behaviour. In line with our theoretical model, our empirical analysis shows that it is only during crisis period that NATO member-states contribute actively to the alliance, something that has become increasingly clear since the recent Russian invasion of Ukraine.

Abstract:: The paper aims to analytically present the existing data and information regarding notable aspects of the ongoing war in Ukraine, notably through lessons identified in the political-military field, both conventionally and hybrid. The article hypothesis starts from the consideration that even the war is not over, there are some lessons identified that should be considered for the future security of Europe and the international environment. The author uses the analytical method of research to explain the cause-effect relationship between the war itself and its future influence for the European security and world order, going down to European nations living at the edge of this conflict. It will also theoretically test those implications to determine whether they fit the specified hypothesis. The conflict itself has deepened the international consequences of almost two years of the COVID-19 pandemic. It magnified the disastrous security situation not only in Europe, but all around the world, by creating additional energy (gas) and food (cereal) crises. Therefore, the Russian – Ukrainian War has significantly modified regional and international security environment and there are tendencies to challenge the current World order. What happened in Ukraine in the past year has and will continue to have direct implications for the European and Euro-Atlantic security, going down to European nations living at the edge of this conflict. Therefore, this paper is significant for advising the political-military decision-makers on better understanding the modern operational environment and addapting future defence capabilities to face 21st Century Warfare.

Abstract:: As the international security environment undergoes significant changes, North Atlantic Treaty Organization’s (NATO) capacity to adapt shows how alliances can evolve from focusing on military defence to encompassing a wider spectrum of regional security challenges in an integrated manner. Russia’s violation of international law in 2014, followed by the war in Ukraine, has drawn the attention of NATO to the fact that apart from diplomatic measures, there might be a need to resort to more dynamic means in order to safeguard its members’ interests, especially when the security of the alliance’s eastern flank is threatened. NATO’s evolving role in the international security landscape reflects the alliance’s strategic adaptation to contemporary geopolitical challenges. The 2022 Strategic Concept embodies this change, emphasising NATO’s primary purpose of ensuring collective defence through a comprehensive approach focused on deterrence and defence, crisis prevention and management, and cooperative security (Calmels, 2020; North Atlantic Treaty Organization [NATO], 2022). This change occurs within a complex geopolitical context, further complicated by evolving public opinion. For example, recent trends in the United States, particularly among younger Republican congressional representatives, reveal evolving attitudes towards the support for Ukraine. With growing disapproval of President Biden’s management of the Ukraine crisis, and varying opinions on the level and duration of support for Ukraine, it is evident that public sentiment is divided and evolving (Cerda, 2023; Langer, 2023). These findings reveal the complexity of the US involvement in the Russia–Ukraine conflict and the need for policymakers to consider these diverse viewpoints when shaping the future foreign policy decisions. The shifts in public opinion can also have significant implications for the ongoing conflict (Fisher, 2020), which is expected to continue for an extended period. This dynamic international security situation and shift in public opinion have set the stage for the ongoing challenges that NATO member states face in addressing the war in Ukraine. Consequently, there has been a significant surge in literature exploring these issues, examining them in terms of geopolitics, economics, and even psychology. Thoroughly investigating complex conflicts, such as the war in Ukraine, requires an integrative research approach, drawing on multiple research sources, including scholarly journal articles, government information resources from multiple democratic countries and international organisations, datasets, public policy research institute materials, multiple social media platforms, and public opinion polls. Researchers must navigate the strengths and weaknesses inherent in these resources while adopting an interdisciplinary methodology to comprehensively analyse these events.

Abstract:: As we approach the close of the first quarter of the twenty-first century, it is striking how gloomy our world must seem compared to how it might have looked at its outset. True, the immediate post-Cold War period saw its share of civil wars and ethnic violence, but heading into a new century, at least in some circles in the West and perhaps elsewhere could still imagine that these were merely the aftershocks of the turbulent one still ending. Today, however, with two decades of costly occupations behind us, the onset of the first major cross-border land war in Europe since World War II, and escalating geostrategic competition with a still-rising China in the Pacific, matters look quite a bit different. It is only natural that we might begin to cast about for sources that could illuminate our situation. And, perhaps ironically, few books on war and politics shed such light on present circumstances as one of the earliest we still have: Thucydides’ magisterial history of the Peloponnesian War.

83. A Model for Connectivity: Hungary’s Strong Bond with the Turkic World

Abstract:: For more than one thousand years, Hungary has existed in the heart of Europe, drawing from our rich history and unique geographic location. Sovereignty has emerged as a cornerstone of our national strategy, influenced by our past and our geography. While we align ourselves with the West, we also cherish our Eastern heritage. Taking a pragmatic approach, we strive to build meaningful connections and engage with the non-Western world. Balancing our Western ties with our Eastern roots, Hungary seeks to foster productive relationships and promote connectivity across diverse global landscapes. In the early 1990s, Central Europe experienced significant regime changes as countries liberated themselves from four decades of communist rule and reclaimed their independence. However, in Hungary and other Central European states, the political elite failed to fully leverage this newfound sovereignty. While the aspiration to reintegrate Hungary into the Western cultural, economic, and political sphere was wellfounded—as our country had a century-long history of belonging to the West—the emphasis on this objective led to a neglect of our relationships with the non-Western world. This oversight occurred despite clear and indisputable indications that the non-Western world was quickly catching up with the West. Subsequent governments, driven by political loyalty to the West, overlooked the vast potential Hungary possessed in terms of economic and cultural relations with the non-Western world—particularly through pragmatic diplomacy. However, a significant shift occurred after the landslide victory in 2010, when the Viktor Orbán government took charge and decided to change course. Since then, connectivity has become the central guiding principle of our foreign policy and our foreign economic policy, emphasizing the importance of forging meaningful connections, diversifying trade, forging value chains, establishing diplomatic relations with multiple regions, all the while also preserving our national sovereignty in the process.

84. ‘Appeasement’ and the Current Crisis: How ‘Munich’ Impoverishes Western Grand Strategy

Abstract:: Ukrainian President Volodymyr Zelenskyy loves to remind any Western leader who seems about to go wobbly that appeasing aggressors is not only dishonorable but strategically unwise and dangerous. When Henry Kissinger, for instance, suggested in May 2022 at the annual meeting of the World Economic Forum at Davos that Ukraine may need to make territorial concessions to end the war, Zelenskyy said this: “It seems that Mr. Kissinger’s calendar is not 2022, but 1938, and he thought he was talking to an audience not in Davos, but in Munich of that time.” Indeed, Munich makes an appearance in every speech (and most off-hand remarks) that the Ukrainian president makes, as if the conference happened in 2018 rather than 1938. Zelenskyy knows his audience. The lessons of Munich and appeasement are deeply ingrained in the strategic consciousness of the United States and its allies. It is no exaggeration to suggest that the dangers posed by appeasing dictators is one of the central tenets of the Western foreign policy establishment. Those arguing for staunch opposition to Russian President Vladimir Putin employ the analogy as much as possible, accusing anyone who disagrees of being ignorant of the most basic of lessons that history supposedly teaches. The word “supposedly” is doing a lot of work in that sentence. This brief essay begins by providing a historical overview of appeasement and explains how the lessons of Munich have been mislearned by generations of Western policymakers. That infamous conference did not lead to the Second World War, which was coming no matter what British Prime Minister Neville Chamberlain did at the negotiating table. The essay then turns to the effect of misremembrance on U.S. foreign policy to this day, including its influence on the debates regarding Russia’s barbarous invasion of Ukraine. It would be best for everyone involved if the true history of the Munich conference was widely known, or barring that (since it is probably too late), that it was forgotten altogether. This essay provides a historical overview of appeasement, explains how the lessons of Munich have been mislearned by generations of Western policymakers, and then turns to the effect of misremembrance on U.S. foreign policy to this day.

85. Time for an EU Foreign Policy Update? The EU and the Silk Road Region in Wartime

Abstract:: The European Union has a short history of handling foreign policy when compared to other political actors on the international stage. Most others have a foreign policy tradition that dates back several decades, hundreds of years, or longer. The EU thus remains a paradox. This can be seen by contrasting two characteristic sets of facts. On the one hand, it has established 140 embassies (“delegations”) worldwide and states that it is the single-largest global donor of international development aid. The EU is China’s second biggest trade partner (and America’s biggest trade partner), and its 447-million population continues to set many of the world’s trade and regulatory standards (it is not without cause often described as a “regulatory superpower”). On the other hand, the EU’s foreign policy administration, known as the European External Action Service (EEAS), has existed for barely a decade and a half. In fact, its competences in international relations only date back to the 1992 Maastricht Treaty, while its instruments, strategies, and external budgets remain less than two decades old. With the exception of the EU’s enlargement policy, the EU’s foreign policy strategies—the European Neighborhood Policy (ENP) and the Global Strategy— only date back to 2004 and 2015, respectively. It is within this context that we must understand and analyze both the successes and challenges that the EU’s nascent foreign policy faces today. This essay first describes what is generally understood to be the EU’s foreign policy, including policies, strategies, and instruments. This is followed by an analysis of how Russia’s invasion of Ukraine has changed the EU’s geopolitical and geo-economic thinking and thereby also its inherent foreign policy positions and interests. The third part briefly analyses how certain policies—namely the accession policy in the specific case of Türkiye and the Eastern P a r t n e r s h i p (EaP)—face serious challenges as a result of the geopolitical impact of the conflict over Ukraine and the gradual decoupling of Russian energ y-supplies and transportation corridors. The fourth part briefly examines how the EU is likely to inevitably reposition itself, in geographic terms, as a result of the ongoing war and its effects. This policy is likely to support a united EU that aims to fulfill its internal energy needs while obtaining sustainable access to rare-earths as well as relocated supply chains. The final part outlines how portions of a new EU foreign policy can potentially support this new geopolitical reality by establishing a more securityfocused, sustainable, and geographically diversified foreign policy.

Abstract:: The bilateral crises of 2020 and 2022 between Paris and Baku have provoked more emotional reactions than either dispassionate analyses or detailed projects to attempt to lastingly resolve the issue. This is not to say that relations between Azerbaijan and France are anywhere near where they should be—far from it; but supporters of what the relationship has been and could be again, to say nothing of those seeking to understand its present or wanting to shape its future course in a more agreeable direction—in accordance with the national interests of both Baku and Paris—have been done a great disservice by those who, intentionally or not, distort or misinterpret the speeches and deeds of either state’s decisionmakers and influencers. The main aims of this essay are to explain the origins of the current problems and (this is inextricably linked) to challenge the misunderstandings, misconceptions, and myths accumulated on both sides. This makes it necessary to start by providing the necessary historical background, in part because a misleading version of this past is presented today. And this misdirection itself has become an obstacle for the restoration of mutual understanding, to say nothing of warm and friendly relations. The second part of the essay will examine more recent events (1988-2017). The third and final part is devoted to the contemporary period (the Macron era), with its missed opportunities, and to some discussion of possible ways to bring an end to this litany of errors.

Abstract:: On a warm day in September 2019, I left the United States Mission to the Organization for Security and Cooperation in Europe (OSCE) to travel to the historic “ring” in the center of Vienna, Austria, to attend the weekly Permanent Council meeting of that organization. Leaving the U.S. Mission, located in a modern high-rise office building overlooking a bridge over the Danube, I climbed into an armored SUV and was driven to the Hofburg Palace where OSCE convenes. That was my first meeting as U.S. Ambassador; in fact, it was the first meeting following the summer recess of OSCE. I got out of the car at the entrance to the Hofburg Palace, which once was the in-town residence of the Hapsburg monarchy. I was waived through the security checkpoint. Inside was a small elevator, built into a stone spiral staircase, typical of old Vienna. Then I moved through a large social space with table and chairs and into the meeting hall for the Permanent Council. The hall is very large, built out of a grand palace space. The ceilings are 40 feet high, with big video screens. The hall is arranged with adjoining tables assembled in a long rectangle, with the Chairman and Secretary General seated at one end, as well as seats on the sides for the 57 ambassadors representing the member countries of OSCE. Across the way from my seat sat the ambassador from Ukraine, and down the table on his side, the ambassador of the Russian Federation. To my right were the seats for Andorra, and then Armenia and Azerbaijan, two hostile countries, side by side, all in alphabetical order according to the country names in the French language. All the ambassadors were dressed in suits and business attire, because, after all, they represent their countries.

Abstract:: The purpose of this study is to analyse the European Union (EU) economic and development cooperation in Central Asia. EU’s economic support to Central Asian countries strengthens its position in this region. Central Asia is a key strategic area for cooperation and the EU seems to have deeper engagement. Moreover, this research highlights the EU’s strategic gear up with Central Asian countries from 2007 to till now. Since the EU launched the Central Asia Strategy in 2007, the objective of this policy is to provide development assistance and establish diplomatic channels in the region. The following research questions rely on, why is Central Asia important to the EU and how does it shape relations with Central Asian countries? And this study relies on qualitative analysis that will be used in this research which addresses the main research problems. Further, the study uses the empirical approach to justify answers to the questions and identify the research outcomes.

Abstract:: The party ideologues of the Soviet totalitarian state artificially developed and actively introduced into the life of the titular nation of the Ukrainian SSR a new Soviet ritualism, the main goal of which was to raise from every Ukrainian a Russified citizen of the Soviet type without national identity and religious beliefs, with a Russian consciousness, mentality and language. The article proves that the ancient church and religious traditions and customs of the Ukrainian people continued to be a part of the everyday culture of Ukrainians. The religious activity of representatives of the Ukrainian ethnic group was especially observed during the celebration of Christmas, Epiphany, Easter and other church holidays. And although the number of adherents of religious rites in the republic was different – from less in the East to more in the West, Christian values, despite atheism, continued to be the basis of the spiritual life of the absolute majority of Ukrainians.

Abstract:: The article contains a thorough analysis of the European active labour market policies in the face of the influx of Ukrainians following the outbreak of the Russia’s full-scale aggression against Ukraine. An overview of the temporary protection regulations for Ukrainians adopted by the EU states made it possible to determine the conditions of legal residence and labour market access. Statistical data and surveys conducted by international institutions became the basis for identification the Ukrainian refugee’s profile on the EU labour market. Thus, the vast majority of Ukrainian citizens staying in EU states are women with higher-than-average educational level; good or high proficiency in English; who used to work before the war with a non-negligible share in the health and education sectors; and who often work below their qualification. In addition, an analytical comparison was undertaken to highlight the image of migrants who came to Poland before February 24, 2022 and that of war refugees who have arrived following the outbreak of the war in Ukraine. Acceptance of Ukrainians by Poles, remarkable similarities between countries in terms of culture, favourable access to the labour market and healthcare are of the utmost significance for both economic migrants and war refugees.

Abstract:: The peculiarities of implementing the policy of the EU’s Eastern Partnership Initiative in regards to protecting the rights of national minorities have been studied. The issue of national minorities in the EU is considered from the perspectives of security, democracy, and regional integration. Despite contemporary criticism of the EU’s Eastern Partnership Initiative, many initiatives aimed at protecting the rights of national minorities in the region have been implemented, thereby fostering intergovernmental cooperation. It is evident that Ukraine and Moldova are the most proactive in protecting the rights of national minorities amongst the Eastern Partnership countries. These countries have been granted the status of candidate for EU accession. Despite the Russian-Ukrainian war, Ukraine actively works on improving legislation in the field of ethno-policy. Particular emphasis is placed on analysis of the institutional structure of national minorities, communication pathways, and non-discriminatory policies in Eastern Partnership countries. Member states of the Eastern Partnership actively utilize “soft power” techniques through a network of minority organizations. It has been suggested that European integration of Ukraine and Moldova has generated considerable opportunities for the development of national minorities. Loosening of state borders has enabled national minorities to connect more deeply with their ethnic homelands, thereby transforming them into engaged participants of transborder cooperation and significant figures of regional policy. The Eastern Partnership furnishes a platform for minorities to assert themselves in decisions which pertain to their lives, execute grant initiatives, and take part in regional associations of minorities. Nevertheless, certain risks are highlighted, such as particular nations exploiting EU enlargement to tackle minority matters or manipulate minority rights. The EU has analyzed programs supporting national minorities, especially those implemented in the Eastern Partnership countries. While Eastern Partnership countries have developed their policies regarding national minorities, there are common problems faced by minorities in the region. Ukraine, Georgia, Moldova, Azerbaijan, and Armenia are involved in conflicts, being former Soviet Union countries, and face numerous challenges concerning the functioning of the Russian minority, which is numerically significant in this region. It is stated that the EU cooperates with the Eastern Partnership countries on matters regarding national minorities, and it is crucial to develop innovative models for managing ethnic diversity, promoting the involvement of national minorities in making socio-political decisions and integrating them into society.

Abstract:: The full-scale war in Ukraine caused the largest refugee crisis in Europe after World War II. Poland was the initial destination for people fleeing the war, causing a rapid influx of several million refugees in just a few weeks. An unprecedented and rapid response of the Polish society in terms of providing assistance to refugees enabled the acceptance of those who decided to stay in Poland Social action that began at the local level and translated into commonly known non-governmental assistance provided the basis and impetus for fostering beneficial connections between Poland and Ukraine, not only on the state level, but especially within the respective populations. The purpose of the article was to explore the forms of assistance offered by the Polish society, the scope of aspects of the refugees’ lives it addressed, and how this was reflected in the mutual perception of Poles and Ukrainians. As a hypothesis, it was assumed that a direct involvement of the Polish society in helping refugees from Ukraine decreased over the course of a year of the full-blown war in Ukraine, with simultaneous high social support for the state’s systemic solutions in this regard. In order to verify the hypothesis, a combination of descriptive, analysis of existing data, comparative and statistical methods were employed.

Abstract:: The phenomenon of the Ukrainian national minority is well known in Bavaria. Despite the noticeable presence in Landtag, local universities, Bavarian Academy of Sciences, diplomatic offices and other institutions, they are not the most populous minority in the region. Moreover, in the early 2000s there was the Ukrainian school, Technical- Husbandry Institute and University which had the legal acts to offer education to not only Ukrainians but also to people of other nationalities. What opportunities are available to Ukrainians in Bavaria to benefit from favourable conditions and how is the local authority handling the matter of the Ukrainian institutions? The main objective of the research is to identify the main periods of Ukrainian presence in scientific and educational institutions in Bavaria, as well as research their status in the region. Moreover, the support of these institutions to Ukrainian refugees in 2022 will be studied. Examining the Ukrainian refugee situation in Europe, the article will also evaluate the utility of these institutions. As a final point, the study presents the capacity of these institutions to affect the integration of students into society nowadays.

Abstract:: In Poland, the region where the phenomenon of multiculturalism is most strongly represented is Upper Silesia. Upper Silesia, its historical hosts, have been confronted with German, Polish and Czech nationalism since the mid-21st century. Initially, they were forced to determine their ethnic affiliation, then, due to the change of borders, they were forced to move to one or the other side of the newly established Polish-German border in 1922. After 1945, they were subjected to strong repression, deportation to forced labor camps, forced displacement, degrading verification of nationality, and then they were confronted with the Polish population who came to Upper Silesia. Most often, the Poles who arrived were hostile to the Upper Silesians. The aim of this article is to answer the question whether the experiences of integration of the indigenous population of Upper Silesia into the social, cultural, economic and political structures of the Polish state after World War II can be related to a similar process that will take place after the end of hostilities in the eastern regions of the Ukrainian state. . The starting point is the thesis that the Upper Silesian experience of the rehabilitation and citizenship verification procedures should serve as a warning against the mistakes made in Upper Silesia rather than as a useful reference point.

Abstract:: The aim of the article is to present the activity of three branches of the Association of Ukrainians in Poland, covering the entire Warmian-Masurian Voivodeship. The study also outlines the Association’s activities supporting refugees. The main research hypothesis is that the Association of Ukrainians in Poland is actively engaged in the Warmian-Masurian Voivodeship, and following Russia’s full-scale invasion, members of the Association became extremely proactive both in helping refugees from Ukraine, as well as Ukrainians who stayed in Ukraine, including those from the territory of military operations. The core research problems focuses on the following questions: What efforts did the Association of Ukrainians in Poland undertake to maintain its history, traditions, language and culture? Which activities have been supported by local government authorities, including the Voivodeship ones? How has the Association changed its activity following the Russia’s full-scale aggression against Ukraine on February 24, 2022? Previous studies conducted by the authors demonstrate that economic migrants from Ukraine in the Warmian-Masurian Voivodeship did not perceive themselves as a part of the Ukrainian minority living in the region. Meanwhile, the relationship between the Association and the refugees is different.

96. Forced Migration from Ukraine during the Russian-Ukrainian War: impact on the EU and Ukraine

Abstract:: The full-scale invasion of Russia into Ukraine on February 24, 2022, which was accompanied by the violation of humanitarian law and the demolition of civilian infrastructure, has led to the emergence of forced migration. Millions of people left the country within a short period. On March 4, the EU Temporary Protection Directive was reactivated in response to the unprecedented flow of migrants from Ukraine. EU countries have opened their borders to migrants from Ukraine, providing them with shelter and assistance. Poland and its neighbouring states, such as Romania, Moldova, Hungary, as well as the Czech Republic, Slovakia, Germany, Austria, received the highest quantity of migrants. The wave of migration has had a noticeable influence on the functioning of labour markets and employment, even in those regions of Ukraine which have not been exposed to military activity. Comprehensive studies show that external migration, among other factors, will significantly affect the demographic situation in Ukraine due to the increase in the number of people who do not plan to return from abroad. A key factor in the crisis is the fact that the majority of these people is youth of employable age and children. Besides, educational migration from Ukraine to EU countries has also increased significantly. The influx of immigrants who have established themselves in the nations of the European Union have significantly impacted the labour markets of these countries, putting a considerable strain on the public funds of the host countries. The question of Ukrainian immigrants’ ability to engage in activities such as schooling (including access to educational opportunities for children), employment, residence, and healthcare in both the immediate and long-term future is coming to the fore. Ukrainian and international scholars alike have done numerous studies on external migration from Ukraine; nonetheless, the forced migration resulting from the full-scale military invasion of Ukraine has yet to be adequately examined. Subsequently, the article is intended to examine the displacement circumstances in Ukraine and the EU and to evaluate the consequence of compulsory external migration in Ukraine and the EU.

Abstract:: The article considers the issue of the migration crisis of Ukrainian refugees to EU member states caused by Russia’s full-scale invasion of Ukraine on February 24, 2022. An elucidation was made as to the quantity of Ukrainian refugees taken in by European states since the Russia’s full-scale military invasion of Ukraine commenced. An analysis of forms of protection for individuals in the European Union is conducted, including refugee status and temporary protection. The legislation of refugee status in the EU is represented through the prism of the analysis of the Council Directive 2001/55/EC on temporary protection. The key difference between temporary protection and refugee status is defined. The key problems faced by European countries are highlighted; concurrently, the obstacles experienced by Ukrainian refugees are presented, namely, obtaining housing and employment. Special attention was paid to the issue of “fatigue” and exhaustion of social systems and ordinary citizens in EU countries. The authors present the results of the study on the mechanisms of providing protection and asylum to Ukrainian refugees in the EU. Furthermore, the 10-point strategy suggested by the European Commission to the European Council and the Justice and Home Affairs Council in order to support EU countries in their endeavor of admitting Ukrainian refugees has been duly given attention. The core research objectives revolve around the effectiveness of protection mechanisms for Ukrainian refugees in the EU, and any consequences said system may bring about for both the EU and Ukraine.

98. Model of the Dimensions of Threat Perception: Results of Experimental Verification Based on the Sense of Endangerment Caused by the COVID-19 Pandemic

Abstract:: The article addresses the problem of the limited effectiveness of the perception of warning signals related to threats. The subject is an element of the search for methods to improve the efficiency of risk monitoring systems. The problem with these systems is the fact that, despite the existing standards, binding norms and regulations, as well as numerous organisational, technological, and institutional security measures, unexpected negative events still occur, and their consequences include not only significant losses but also numerous human tragedies. The article presents a model of the efficiency of the perception of threats that identifies a 9-dimensional vector of the “significance of the perceived threat”. Each of the presented dimensions reflects a specific factor that influences the significance of the perceived threat. The research was based on the feeling of endangerment caused by the COVID-19 pandemic among the citizens of Poland. The threat was particularly noticeable in the first phases of the pandemic, i.e., in March and April 2020 and October-December (the second wave of the pandemic).

99. Characteristics of calculating the power of states in Eastern Europe: a powermetric approach

Abstract:: The conducted research indicates the elements characteristic of power relations among states in Eastern Europe by describing them in mathematical terms. Using existing assumptions and resulting universal powermetric models, the study adapts them to the specifics of the region, enabling the implementation of the negative role of the imports of Russian energy resources in calculating the power of individual states. The role of trade links based on the two main energy resources – natural gas and crude oil – has been indicated. Imports of these raw materials from Russia, which constitute a significant part of the balance of resources used in the energy sectors of the importing countries, are the source of reduction of the geopolitical position of these states in the region, in relation to the position held by the Russian Federation. By taking into account the negative impact of trade in energy resources due to their use by the Russian Federation as a tool in achieving geostrategic goals, the conclusions obtained in the study allow for an increase in the accuracy of existing powermetric models in research on power distribution in Eastern Europe.

Abstract:: In his third presidential term, President Lula has been devoting a large part of his government agenda to foreign policy, aimed at strengthening the country’s capacity to advance its interests and, within the aforementioned public policy, at rebuilding integration relations with neighboring countries. Faced with the spread of nationalism and protectionist postures in the midst of a complex international scene marked by the impacts of the Covid-19 pandemic, the war in Ukraine, and tensions between the United States and China, the Brazilian option is for the defense of peace, dialogue and cooperation, starting with its strategic environment represented by South America and Mercosur.With regard to the South American region, the Brazilian government’s ability to convene and unify perspectives was challenged by the heterogeneity of agendas and priorities of different countries, even among countries with progressive governments. In fact, the so-called “Consensus of Brasilia”, a joint declaration resulting from the presidential meeting of May 30, 2023, highlights the size of the aforementioned challenge, since there was no mention, in that declaration, of the Union of South American Nations (UNASUR) and its reactivation. Faced with its dismantling during the Bolsonaro government, carrying forward the Brazilian government’s priority objective of reactivating UNASUR will require, perhaps more than in the past, a broad effort to build consensus.With regard to Mercosur, also under a setback in recent years, Brazil will play, during the second half of 2023, the pro-tempore presidency of the bloc, which will represent the opportunity for the Brazilian state to project its foreign policy priorities, as well as the principles that guide its internal public policies. In President Lula’s own speech at the 62nd Mercosur Summit, which took place in Puerto Iguazú (Argentina) on July 4, 2023, the major issues to be privileged during his tenure at the head of the bloc were portrayed. Such matters refer, essentially, to the strengthening of Mercosur in its multiple dimensions, and to the conclusion of the bi-regional agreement with the European Union.
