1. The Putin Doctrine: What is it? The Russian Strategic Issue and the Enlarged National Security

Abstract:: One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:: Russia is trying, through its bombs, attacks, and brutality, to erase what Ukraine was. Therefore, it is a war effort to keep remembering how Ukraine in peace looked like, how it smelled, tasted, and felt. And to never forget that this is a war against Ukraine, in its own right. Not as a representative of the West, and not as a representative of democracy. But because Ukraine is of such importance to Russia, that a break between the two is unthinkable for Putin. That was what Leonid Kravchuk, the Ukrainian president, realized already in 1991. He, and Ukrainian leaders after him, tried to protect their territory while at the same time reassuring Russia that relations could still be friendly. But Russia has never changed in a similar way

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

4. Why Romania is a NATO "Model Ally?"

Abstract:: NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

Abstract:: Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:: This article argues that the critical point of failure in the Allied catastrophe in France and the Low Countries in 1940 was a military plan that ignored key tenets of operational art and planning. In doing so, it points out that the Allies lacked a strategy oriented toward victory, failed to balance their operational factors of time, space, and force, and planned against a single potential enemy course of action. Together, these components set the conditions for a swift Allied defeat that shocked the world.

Abstract:: As the international security environment undergoes significant changes, North Atlantic Treaty Organization’s (NATO) capacity to adapt shows how alliances can evolve from focusing on military defence to encompassing a wider spectrum of regional security challenges in an integrated manner. Russia’s violation of international law in 2014, followed by the war in Ukraine, has drawn the attention of NATO to the fact that apart from diplomatic measures, there might be a need to resort to more dynamic means in order to safeguard its members’ interests, especially when the security of the alliance’s eastern flank is threatened. NATO’s evolving role in the international security landscape reflects the alliance’s strategic adaptation to contemporary geopolitical challenges. The 2022 Strategic Concept embodies this change, emphasising NATO’s primary purpose of ensuring collective defence through a comprehensive approach focused on deterrence and defence, crisis prevention and management, and cooperative security (Calmels, 2020; North Atlantic Treaty Organization [NATO], 2022). This change occurs within a complex geopolitical context, further complicated by evolving public opinion. For example, recent trends in the United States, particularly among younger Republican congressional representatives, reveal evolving attitudes towards the support for Ukraine. With growing disapproval of President Biden’s management of the Ukraine crisis, and varying opinions on the level and duration of support for Ukraine, it is evident that public sentiment is divided and evolving (Cerda, 2023; Langer, 2023). These findings reveal the complexity of the US involvement in the Russia–Ukraine conflict and the need for policymakers to consider these diverse viewpoints when shaping the future foreign policy decisions. The shifts in public opinion can also have significant implications for the ongoing conflict (Fisher, 2020), which is expected to continue for an extended period. This dynamic international security situation and shift in public opinion have set the stage for the ongoing challenges that NATO member states face in addressing the war in Ukraine. Consequently, there has been a significant surge in literature exploring these issues, examining them in terms of geopolitics, economics, and even psychology. Thoroughly investigating complex conflicts, such as the war in Ukraine, requires an integrative research approach, drawing on multiple research sources, including scholarly journal articles, government information resources from multiple democratic countries and international organisations, datasets, public policy research institute materials, multiple social media platforms, and public opinion polls. Researchers must navigate the strengths and weaknesses inherent in these resources while adopting an interdisciplinary methodology to comprehensively analyse these events.

Abstract:: Our reasoning is straightforward: for better or worse, Ukraine will never be as important to the West as it is to Russia—and this would be true even if Ukraine was the only item on their respective stra- tegic agendas. But this last is very far from being the case today—cer- tainly for the United States, whose leadership of the West has again been reaffirmed thanks to the conflict over Ukraine. Abstract:: The crisis over Ukraine reinforces the view that, despite progress in many areas on the international agenda in recent years, the number of people affected by conflict and violence keeps growing. In the past 20 years, the number of forcibly displaced people has doubled, reaching over 80 million. According to United Nations data, over 60 percent of conflicts have relapsed in the last decade, a staggering figure that testifies of the difficulty of conflict resolution in this context. More than 80 percent of conflicts over the past 30 years involve militias and non‑state actors, while the more recent rise in transnational violent extremist groups has increased the challenges for conflict resolution. Civil wars are leading to more protracted conflicts with ethno‑cultural components, which complicate the traditional political approach. Existing multilateral mechanisms and diplomatic negotiations are increasingly ineffective, and a new toolbox for conflict resolution is more urgent than ever. The combination of great power competition, regional struggles for hegemony, and the proliferation of non‑state actors create interlocking and multi‑layered conflicts that impact international peace and stability. At the same time, these elements are challenging the traditional approaches whilst further putting the achievement of the Sustainable Development Goals at risk, as recognized inter alia by the latest Strategic Plan of the UN Department of Political and Peacebuilding Affairs. The international multilateral order is being questioned from many different quarters, while the wave of global protests shows the exhaustion of existing economic and political models, as well as the need for a new social contract. The impact of the pandemic and the measures taken to control it are also having a profound impact on these new political and economic dynamics, laying bare the growing inequalities of the new digital economy as well as the weakening of solidarity and common action. The increasingly intricate fabric of peace and conflict and the multiplicity of actors involved have made conflict resolution more complex, as stated in the December 2020 Concept on EU Peace Mediation. Terrorism and radicalization have become a more imminent security threat and tensions related to environmental degradation, irregular migration and forced displacement, are affecting the social fabric in fragile states in unprecedented manners.

Abstract:: The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Abstract:: This article presents the research results, which set out to explain the mechanisms leading to the achievement of dominance by the Russian Federation in the international security environment. In the research process, the systemic approach was applied. Analysis and criticism of the literature, non-participatory observation and case study elements were used to solve the research problems. As a result, it was determined that the theoretical basis for the Russian Federation's achievement of international dominance is the concept of new generation war. The model of the strategic influence of the Russian Federation is directed at the shaping of the security environment and includes the synchronisation of kinetic and non-kinetic measures, indirect and direct effects, the blurring of the boundaries between war and peace and the application of pressure and aggression. The Russian Federation achieves strategic dominance through asymmetry, chaos, reflexive control, and strategic deterrence. Armed forces provide a key role in asserting dominance, focused on conducting offensive activities and inflicting losses with conventional and nuclear weapons.

Abstract:: This article outlines the evolving geopolitical situation in the Black Sea in the context of Russia’s recent invasion of Ukraine. It establishes a historically rooted pattern in Russian strategy tied to the region that runs through most recent acts of Russian aggression against its neighbors. It illustrates how after each Russian conflict with its neighbors in the last 20 years Russia has gained more physical coastline on the Black Sea. It roots this behavior in a centuries-long pattern of Russian behavior grounded in practical and ideational motivations. Accordingly, it establishes that Russian aggression in the Black Sea is likely to be a persistent fixture of global great power competition for the near future. The author then proposes a sustainable solution to counter Russian aggression in the theater through U.S. support of the current trend toward increased European “strategic autonomy” within the bounds of the NATO alliance.

Abstract:: The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Abstract:: Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Abstract:: Russia’s war against Ukraine has created a watershed moment for Europe. The coming weeks and months will decide what kind of peace and security order will shape the old continent. The prominence of nuclear weapons will likely increase in the years ahead. Mutual deterrence between NATO and Russia will be the military component to what may soon turn out to be a new Cold War dividing Europe. While this is already bad news news, Ukraine’s fate has again exposed the system of nuclear deterrence as highly unjust and precarious. Abstract:: This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

Abstract:: La estrategia y la doctrina militar de la OTAN se han convertido en una de las referencias principales para el pensamiento estratégico occidental y también para el desarrollo de la estrategia y doctrina militar en España. La estrategia de la Alianza partióde un escenario muy específico en la Guerra Fría para ampliarse después de ella hacia un papel de estabilización fuera de Europa, y retornar paradójicamente al punto de partida debido al renacimiento de la amenaza rusa. En ese camino se desarrollaron conceptos clave sobre el empleo del poder militar convencional, de las armas nucleares y de las nuevas formas de conflicto asimétrico o híbrido. Pese a que España ingresó en la OTAN tarde y de una manera muy peculiar, la estrategia y la doctrina OTAN resultaron esenciales para modernizar tanto las fuerzas armadas como el propio pensamiento estratégico denuestro país.

Abstract:: During a recent webinar, I was asked to address the following question: what does Russia’s invasion of Ukraine mean for Türkiye’s approach to the Caucasus and Central Asia? At first, the question struck me as odd. Having worked on these issues since the late 1990s and now living in Istanbul, it seemed obvious to me that Türkiye’s goals in these regions have been enduring since the end of the Cold War and were not changing because of Russia’s latest invasion of Ukraine. These goals, I said, were and remain to: secure westward exports of oil and natural gas produced in the Caspian Basin; promote stability in the South Caucasus; and strengthen Türkiye’s business and cultural ties with the Turkic populations of Azerbaijan, Turkmenistan, Kazakhstan, Uzbekistan, and Kyrgyzstan. Türkiye’s approach toward Russia in this context also remains what it has been since the Ottoman centuries: cooperate where possible but confront where necessary. Reflecting momentarily on this question, however, I realized how different Ankara’s goals appear from the perspectives of Washington, Paris, and Athens. In these and other NATO capitals, Turkish foreign policy seems to have shifted from its pursuit of “zero problems with neighbors” during the early years of the leadership of Recep Tayyip Erdogan to one of “zero neighbors without problems.” Türkiye is thus viewed within the Atlantic Alliance as a belligerent outlier, bent on violating international law to pursue the extraction of Eastern Mediterranean hydrocarbons, enabling Azerbaijan to use military force during the Second Karabakh War, and aligning in Syria more with Russia than with its own treaty allies.

22. How the Conflict Over Ukraine Affects Security in the South Caucasus

Abstract:: Against the background of the present stage of the conflict over Ukraine, the South Caucasus is experiencing perturbation. Three examples rise immediately to mind: elements of the 10 November 2020 tripartite between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War statement (and the arrangements that have derived from it) are being suboptimally implemented; the leaders of Georgia’s breakaway region of South Ossetia continue to hold out the possibility to conduct a referendum on “unification” with Russia; and the uncertain outcome of the talks in Vienna to revive the Iran nuclear deal. Such and similar examples have led all three South Caucasus states (Armenia, Azerbaijan, and Georgia) to pursue variants of a policy some call “neutrality” and others “hedging” between the parties to the conflict over Ukraine. Located at the intersection of Europe, Russia, and the Greater Middle East—and thus constituting the western part of the Silk Road region, as defined by the Editorial Statement of Baku Dialogues—the South Caucasus is one of the most important and, at the same time, one of the most potentially explosive areas bordering the West. Over the past several decades, developments within all three South Caucasus states have contributed to a general sense of insecurity within the region. These include, most obviously, ethno‑political conflicts, civil wars, and color revolutions; the lackluster development of Western‑style governance institutions; and the widely‑held perception of ongoing high levels of corruption. Even the potentially positive strategic consequences of the outcome of the Second Karabakh War—namely, the prospect for the normalization of two sets of bilateral relationships (Armenia‑Azerbaijan and Armenia‑Türkiye) and the unblocking of all economic and transport connections in the region—have been overshadowed by the ongoing restructuring of world order, manifested by the increase of geopolitical volatility and ambiguity due to the major escalation of the conflict over Ukraine whose present phase began on 24 February 2022. The effects of the Western‑led sanctions and export restrictions regime against Russia have spilled over into the South Caucasus— notwithstanding the fact that none of the region’s states have formally aligned themselves with them. This essay provides an overview of the reverberations of the conflict over Ukraine towards the South Caucasus, with a focus on its impact on the region’s political, economic, and security environment.

Abstract:: At the beginning of 2022, just as the globalizing world was entering the postCovid period and the United Nations Climate Change Conference declared a “code red” emergency for the climate crisis at COP 27, a strategically calculated move came from Russian President Vladimir Putin to unlawfully invade Ukraine. From the beginning, the invasion of Ukraine has generated impacts much larger and more transformative than any previous crisis, triggering serious crisis-ridden developments in the international system and globalization and forcing national governments and global actors to recalibrate and reposition. It is in this global and broader context NATO’s Madrid Summit and its “new Strategic Concept” should be analyzed and assessed. This paper argues that the summit is historic, necessary, but not sufficient. To substantiate this argument, it analyzes is NATO’s new strategic concept in detail, exploring its critical importance, its transformative effect and the six challenges that it faces.

As a result, NATO, which has undergone several changes since the end of the Cold War, has regained its key role as the cornerstone of the West’s collective security interests. Abstract:: The emerging and disruptive technologies of the 21st century—artificial intelligence and quantum technologies—confront NATO with a paradox: the integration of those technologies into national armed forces will significantly narrow and possibly invert the systemic technology dominance NATO has enjoyed since 1945 and widen the technology gap within the Alliance with potentially debilitating consequences for operational effectives and allied cohesion. Abstract:: The war between Russia and Ukraine that began on 24 February 2022, has now gone on for more than four months. It has already taken a severe toll on much of the world and will cause much more harm the longer it continues. Moreover, it does not seem likely to end soon. Russian President Vladimir Putin recently declared that Russia has barely begun its military operation in Ukraine. He has clearly stated his goal of taking the entire Donbas. Success in that endeavor may motivate him to continue the fight for other objectives, including the major industrial center of Kharkiv, the key Black Sea port of Odesa, and perhaps even Kyiv and its environs. For his part, Ukrainian President Volodymyr Zelensky has repeatedly said his goal is to push Russia back to the line it occupied on 23 February. His Minister of Foreign Affairs Dmytro Kuleba has spoken of winning back the entire Donbas and liberating “the rest of our territory.” The U.S. Director of National Intelligence has predicted that a “grinding struggle” may continue for a long time. Abstract:: The new strategic concept of the alliance looks at the Mediterranean situation as a shift in the engagement with a history that is as old as the origins of the Western bloc. In this history, the Italian role has been an example for the other Mediterranean countries that later joined NATO. The steps in the construction of the Atlantic coalition started also in Mediterranean with U.S. military engagement grounded in Truman’s doctrine. Twenty years late, the North Atlantic Council’s report on the alliance’s future tasks examined crucial “exposed areas” for NATO, and first among them was the Mediterranean. After the collapse of the Soviet system, NATO worked on a relationship of coexistence and cooperation with Russia. The ongoing invasion in Ukraine has thwarted years of discussion and work, but the partnerships promoted by NATO with the countries of the so-called enlarged Mediterranean stand as a success story.

Abstract:: The secure defense of NATO members does not depend on the Kyiv frontline; the southern flank is the most unguarded. This paper deals with the Mediterranean, a closed sea without borders which globalized before globalization, examining some strategic alternatives for Western allies. Abstract:: North Atlantic Treaty Organization (NATO) has been the most important and successful multilateral military cum political organization, pursuing the agenda of exporting democracy globally and ensuring the mutual defense of its allies. Historically, NATO was formed against the threat of communism emanating from USSR (Russia). The alliance did not use military option till the end of the cold war between the west and USSR, but post-cold war, it transformed and operated in Balkans, South Asia, Horn of Africa, and Middle East. The 9/11 incident further enhanced the military role of the organization and gave it ample reason to act internationally for ensuring the global security. America, being the leader of the alliance used it for fighting the so-called global war on terrorism and its adventures in Middle East. Nevertheless, in the last two decades the organization went through various changes and is now continuously in the state of transformation. The wave of populism which had influenced the very concept of globalization has posed serious challenges for the alliance. The Trump rhetoric of “America first”, BREXIT, challenges of migration, changing demography of Europe, assertion of Russia in global politics, confrontation between the NATO allies like Turkey and France, and rise of China are few factors which may affect the future of the so-called intergovernmental military alliance. This article concurrently discusses the new challenges for the NATO and sheds light on the possible options to the strategy of Biden administration to reverse the policies of its predecessor which have influenced the cooperation of different allies of NATO. In the end researcher has tried to put forth few recommendations which may help the policy makers to cope with the challenges NATO is facing. The study is qualitative and analytical in nature whereas primary as well as secondary sources are used for data collection.

32. Achieving Full Resolution to the Karabakh Conflict

Abstract:: Azerbaijan’s decisive defeat of Armenia in the Second Karabakh War is certainly cause for optimism that any remaining issues between the two countries can be resolved through diplomacy rather than military might. After all, Azerbaijan managed to recover all the territories outside the Karabakh enclave captured and occupied by Armenia since the 1990s—as well as parts of the former Nagorno‑Karabakh Autonomous Oblast itself—in addition to forcing Armenia to withdraw all its troops from sovereign Azerbaijani territory. However, past indisputable successes in other conflicts indicate that Azerbaijan must be careful not to overestimate its capabilities to translate the recent military triumph into full resolution of the Nagorno‑ Karabakh conflict. While it is tempting to declare the conflict over and to talk strictly of post‑conflict construction and development, a handful of countries have painfully learned that such declarations can be premature. For instance, in August 1982 Israeli Prime Minister Menachem Begin predicted that the imminent defeat of the Palestine Liberation Organization (PLO) in Lebanon portended 40 years of peace; and in May 2003 U.S. President George W. Bush declared “Mission Accomplished” after ousting Saddam Hussein from power in Iraq. Both of these declarations came back to haunt the respective countries that had believed they had put behind them the conflict at issue. The crucial element that both of the aforementioned leaders had missed was that they did not control completely the fate of the conflict they chose to treat as being resolved. In Israel’s case, the PLO relocated to Tunis, from where it was able to rebuild its power base and receive support from the Soviet Union, while Hezbollah—which didn’t even exist at the time of the defeat of the PLO in 1982—arose with the support of Iran to become a much more formidable and menacing force in southern Lebanon than the PLO had been. In the case of America’s wars in Afghanistan and Iraq, the resulting power vacuum allowed numerous external forces to enter the picture and disrupt the plans of the United States. Moreover, corruption and disorganization within the governments established with American help contributed to the deterioration of stability in the region.

33. Georgia After the Second Karabakh War

Abstract:: The outcome of the Second Karabakh War between Azerbaijan and Armenia significantly transformed the geopolitical reality in the South Caucasus, with implications for the wider Black Sea‑Caspian region. The unsettled political geography of the South Caucasus and the ethno‑political separatism fueled by external actors since the early 1990s left bleeding wounds on the bodies of the newly re‑emerged sovereign states of Armenia, Azerbaijan, and Georgia. These conflicts have determined the trajectory of the geopolitical developments of the region for the last 30 years, including on the foreign policy orientations of these new states. The conflicts in the South Caucasus were the primary challenge for transforming the strategic assets of this region into greater political and economic success. Three major conflict areas in the South Caucasus were former autonomous regions, created in the early Soviet period: Nagorno‑Karabakh, Abkhazia, and the Tskhinvali region, what was called South Ossetia. (Briefly: the latter term was introduced by the Soviets in the 1920s as a name for the newly created autonomous area in Georgia, populated by Ossetians alongside ethnic Georgians. The historic homeland of Ossetians is located to the north of the Greater Caucasus mountains. Following the Soviet tradition of planting ethno‑political time bombs, Ossetia proper—located in the Russian Federation—was named North Ossetia, while the Tskhinvali region of Georgia—with the Ossetian population at the time concentrated in the border areas with Russia—was named South Ossetia.) As of today, all three of these areas are self‑proclaimed independent states, are formally ruled by de facto governments, and saw fierce military confrontation in the early 1990s. In 2008, the Tskhinvali region became the battleground between Russian and Georgian forces. In 2020, Azerbaijan regained through a combination of military action and diplomatic brinksmanship all seven regions outside of Nagorno‑ Karabakh that had been occupied by Armenia, as well as one‑third of the former Nagorno‑Karabakh region. In the case of Abkhazia and the Tskhinvali region/South Ossetia, as of mid‑2021, these territories remain, in reality, governed by Russian occupational forces. The Russian military influence was inserted into Karabakh after the war that ended on November 10th, 2020, with Russian peacekeepers playing an increasing role in the governance of the region. In terms of geopolitical orientation, Armenia willingly allowed Russian troops onto its territory, seeing them as a security guarantee and deterrent against Azerbaijan. Georgia aligned itself with the Western powers, determined to join NATO and the EU. The conflicts on Georgian territory are seen as punishment from Russia for Georgia’s pro‑Western focus. As a result, there has been a heavy Russian military presence in the separatist areas of Georgia since the Russian invasion to Georgia in 2008.

Abstract:: Russia’s intervention in Syria in 2015 marked the Russian Federation (RF) return as a key player in the Middle East and North Africa. In this context, the relations between Russia and the UAE are of utmost importance for both entities, for the region, and globally. This article seeks to fill a gap in scholarly knowledge by answering questions about the nature of the emerging cooperation between Russia and the UAE. How Russia seeks to use the UAE to expand its sphere of influence in the MENA region and how the UAE uses this cooperation to achieve its foreign policy goals. The article applies protocooperation (an analogy to the ecological relationship) as a model for the Russia-UAE partnership. The RF is strengthening its position in the MENA regarding the UAE as a key partner for regaining its political, economic, and military influence in the MENA region. Russia-UAE’s partnership aims at achieving conjunctural geopolitical interests benefiting from diminished Western, mainly the US, presence in the region.

Abstract:: National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Abstract:: In this paper, the authors attempt to prove that the Polish position on developing the EU’s Common Security and Defense Policy (CSDP) was skeptical, despite entries in political and strategic documents which emphasized its great significance for Polish security policy. It is evidenced by Poland’s low level of involvement in EU missions and operations and other undertakings in the CSDP area. The central hypothesis adopted at the beginning of the research is that Poland has always treated security and defense within the European Union as a kind of complement to the potential and capabilities developed within the framework of the North Atlantic Alliance, and the Polish involvement in CSDP has never been adequate to the provisions contained in political and strategic documents. Poland’s stance resulted, on the one hand, from the weakness of the CSDP’s political framework, which was shaped by numerous compromises among its member states, and on the other hand, from the political elite’s conviction that only NATO’s, and de facto the United States’, security guarantees are credible. In this paper, the authors analyze Poland’s previous experience resulting from polish participation in the policy in question and the evolution of Poland’s position toward its development in the context of the Republic of Poland’s security interests formulated in political and strategic documents.

37. Georgian Ethnopolitical Conflicts as a Subject of Confrontation between the USA and Russia

Abstract:: Since 2009 Russia has increased its military forces in Abkhazia and South Ossetia and pursued the policy of ‘creeping annexation in the occupied territories of Georgia. Today, 20% of Georgian territories are occupied by the Russian Federation. The Russian-baked separatists continuously erect barbed-wire border posts in one of the occupied regions of Georgia-South Ossetia and detain Georgian people, under the pretext of ‘illegally crossing the border’. Fundamental rights of the local population are violated daily since the occupants install barbers through people’s houses, gardens, and cultivated lands. Innocent citizens are forced to leave their homes, belongings, and cultivated lands that are left beyond the occupants’ demarcation line. The paper argues that along with other global challenges of the world, the USA-Russia clashes of interests are also found with the Georgian conflicts. While Washington hugely supports Georgia’s territorial integrity and welcomes its Euro-Atlantic aspirations, the Russian Federation, on the contrary, prevents the aforementioned process and directly opposes Georgia’s integration into NATO. The USA condemns Russia’s creeping annexation of Georgian territories and continuously calls on Russia to respect the sovereignty and territorial integrity of an independent country. Furthermore, the USA-Russia relations have considerably deteriorated following Russia’s military intervention in Georgia and the recognition of Abkhazia and South Ossetia as independent states.

Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: The progressive militarization of outer space presents a range of policy and legal challenges for NATO due to its reliance on space assets for operational effectiveness and the increased vulnerabilities of these assets. Indeed, dependence on space-based assets and services in the conduct of military operations has become something of an Achilles heel for NATO as peer and near-peer competitors are honing their counter-space capabilities. Given the vulnerability of space-based assets and services to hostile interference, the question presents itself whether, and under what circumstances, the collective defense commitment, as set out in Article 5 of the North Atlantic Treaty (NAT), arises in space. NATO’s ability and resolve to counter threats in space could be challenged due to the uncertain parameters of the right of self-defense itself when exercised in space and the geographical limits that Article 6 of the NAT imposes on the operation of Article 5 of the NAT.

Abstract:: The North Atlantic Treaty Organization’s strategic minds are increasingly occupied with how to handle the People’s Republic of China’s rise as a maritime power in Asia, but this focus is misguided. China is already a maritime power in the North Atlantic, and its influence is rapidly growing. This influence does not represent a crisis for the Alliance but does require addition of China to the Alliance’s strategic considerations within its area of responsibility. Additionally, the Alliance must account for extraregional competition between the U.S. and the PRC which could draw in alliance commitments in the event of escalation between the two powers.

Abstract:: The United States and its allies are entering an era of strategic simultaneity for which the Transatlantic Alliance is ill-prepared. The prospect of concurrent conflict or pressure from opposing sides of the Euro-Atlantic region would stretch existing resources beyond commitments. It would also risk undermining Article 5 and 70 years of stability and prosperity for NATO in Europe. As the U.S. pivots to the Indo-Pacific, the Biden administration should pursue closer relations with the Alliance as a fourth offset strategy which seeks to bolster European defense and better align strategy at the national and multinational levels. In so doing, the United States can enhance the security and stability of the political West with a view towards the emerging geopolitical environment of the coming decades.

Abstract:: Ukraine’s NATO membership has moved over the last decade from unlikely to mission impossible. Thirteen years after the NATO Bucharest Summit promise that Georgia and Ukraine “will join” the Alliance and Russia’s subsequent invasion of Georgia, and seven years since Russia’s invasion of Ukraine, the political willingness of the 30 NATO member states remains insufficient to keep their 2008 promise. Russia’s violation of Ukrainian territorial integrity makes Kiev’s integration into NATO almost impossible. But the strategic rationale for Ukraine joining NATO remains as compelling as ever. Moreover, the arguments for a revised NATO strategy towards the Black Sea region are multiplying. The current Alliance’s Strategic Revision process should be the first step towards a revised NATO policy towards Ukraine.

Abstract:: Unlike the British or the Americans, the Turks do not officially designate or name military campaigns in their official histories. This article presents the author’s appraisal of which operations might be considered as the Ottoman army’s campaigns in the First World War. The Ottomans fought a large number of operations and battles in the war but an analysis of these in terms of defining them at the operational level is absent from the extant historiography. The article also presents an appraisal of the various offensive and defensive campaigns that the Ottoman army conducted in the First World War as well as identifying a new vocabulary that distinguishes the army’s deliberate campaigns from its campaigns of opportunity and expediency.

Abstract:: This article examines the Russian strategic culture after the Cold War. That is, what perspective on the use of military force is guiding the Russian strategic community? It compares Russian conflict behavior in the 1999 Second Chechen War, the 2008 Russo-Georgian War, and the 2014 Russian Invasion of Crimea to find systematic components of Russian strategic culture. Consequently, this analysis systematically describes the development of Russian conflict behavior after the Cold War and elucidate the underlying and persistent Russian strategic culture. The analysis points to a continuing emphasis on conventional forces. Moreover, the employment of conventional force is enabled by peacetime preparations, and then deception and secrecy in the initial period of the conflict.

Abstract:: In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

Abstract:: The launch of Sputnik demarked the beginning of the space age and also the beginning of the militarization of the outer space. During the Cold War, the two strategic competitors exploited the outer space for their military purposes, which initiated an intense space race, lasted till the end of it. Due to intense competition in space, different satellites for photographic reconnaissance, surveillance, communication and intelligence were launched into the outer space and space became the area of conflict between the arch enemies. The major development in the militarization of space came under the President Reagan‘s period, when Strategic Defence Initiative was announced in 1983. This was the first step towards weaponizing the common heritage of the human being. The power trends in the militarization of outer space have also shown its implication on security of South Asia. China, under the consideration of security dilemma, has contributed its part in the militarization of space. As a result, India in collaboration with U.S is also crawling towards developing its space power, which has serious implications on the security of Pakistan. Therefore, the strategic competition among nations has resulted into their massive investment in the developing their space assets for military purposes and brought a paradigm shift in it. This research paper analyzes that space has become a fourth medium of warfare. The new plans from the major powers to utilize the outer space to dominate and to create their hegemony in the outer space will deteriorate the fragile peace in South Asia, as well as endanger the peace of the world. The design of present research is exploratory and for more empirical analysis, study also based on philosophical assumptions.

Abstract:: The ongoing crisis in Ukraine continues to jolt the architectural plans of Euro-Atlantic security developed over the past 25 years. Predictions of a “new Cold War,” and anxiety over Russia’s ambitions in its neighborhood, have led to calls for the North Atlantic Treaty Organization (NATO) to step up efforts to ensure security on the European continent and protect its newer members in close geographic proximity to the Russian Federation. After more than two decades, during which NATO was transforming into a military alliance fo- cused on out-of-area missions, the collective defense at the heart of the 1949 Washington Treaty has suddenly appeared to regain its relevance. Abstract:: Ultimately though, my very last remarks are ultimately optimistic, because President Trump lacks geopolitical vision, lacks historical insight or, really even, frankly – I don’t mean to be disrespectful, but – curiosity about history. Everything is about the deal. One and one, the individuals, the people – that’s why he had nobody in a room which is what Putin wanted, besides Rex Tillerson and the interpreter when they met. And so, what’s inevitably going to happen is he will start up with a grand bargain, where something hap- pens in Ukraine mostly cut over the heads of the Ukrainians. But thank goodness with Am- bassador Volker there, I know he’s no fool and will fight against that, but probably though there will be an agreement which I know that the Trump administration, from my own contacts within, has been cooking up, hoping for, for a longtime, whereby President Putin gets what he needs. He gets an excuse to exit Donbass, because that’s a failed operation, the uprising that he expected never happened, Russian troops are dying, it’s an economic albatross around the neck of Russia. But he can’t just leave, he can’t just pull out Russian troops, because that would really hurt him domestically, politically. So, okay, he says: “We’ve reentered the geopolitical stage, we’re at the center of it with President Trump”. Putin will say “We’ll pull out of Donbass, we’re never leaving Crimea”, That will be the deal I think. Donbass – if the Ukrainian government offers autonomy – will have a sort of a frozen political conflict, troops gone, heavy weapons pulled back on the Russian side, Crimea still what it is – anschlussed by Russia. And then the other area where there will be coopera- tion is in Syria. And we’ve already seen in Southeastern Syria there is a modest cease-fire that seems to be holding – that’s great, may it work, however it also provides U.S. bless- ing for Russian troops to base deeper in the Middle East, and that has never happened before. But leave that aside, maybe it will bring peace. Eventually that cooperation in Syria will collapse. Russia has no history of successfully establishing peace and rebuilding economies and complex cultures. It used brutality in the 1920s, 1930s, 1940s, and 1950s, to build the Soviet Union, but it doesn’t have the finesse to rebuild something on the scale of Syria. And so, Trump is going to be disappointed with President Putin. President Putin will inevitably overplay Russia’s hand, and finally at that point my last remark – if the EU and NATO have maintained their cohesion, remain strong, maintain the geopolitical vision of President Duda and Secretary of State Szczerski, then we have a chance to take these positive developments and push away the lack of clarity, the dalliance with Putin and the security services on the part of team Trump, and finally wake up – just as Obama woke up, just as President Bush woke up and realized he that he hadn’t see Putin’s soul, and then maybe we can rebuild. So, the key to all this is that you all are doing exactly what you’ve said, Mr. Secretary of State – taking the strategic reins in your own hands, pursuing initia- tives like the Three Seas, changing the geopolitical facts on the ground so that when the U.S. does finally wake up – we know which way to move. Abstract:: In 2019, the 38th Commandant of the Marine Corps released his planning guidance that laid out the strategic focus and future direction of the Marine Corps. General David H. Berger’s intent for the following four years concurred with the analysis of the previous Commandant and the necessary alignment of the Corps with the National Defense Strategy for the future needs of the Fleet by focusing on five areas: force design, warfighting, education and training, core values, and command and leadership. General Berger cogently noted that the coming decade will be characterized by conflict, crisis, and rapid change—just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. Berger’s primary concern is that the Marine Corps is not fully prepared— equipped, trained, or organized—to support the naval force. To that end, force design became the priority for Marine Corps efforts to fulfill its role for the Fleet as prescribed by the U.S. Congress. The level of change required to integrate the Corps of the future with the naval forces of today would not happen overnight and certainly not without a great deal of growing pains to ensure the Corps is equipped and prepared for the future security environment. When Force Design 2030 was released in March 2020, the Marine Corps was prepared to make the force-wide changes necessary to partner with the Navy and serve as the country’s naval expeditionary force. Our current force design, optimized for large-scale amphibious forcible entry and sustained operations ashore, has persisted unchanged in its essential inspiration since the 1950s. It has changed in details of equipment and doctrine as technology has advanced toward greater range and lethality of weapon systems. In light of unrelenting increases in the range, accuracy, and lethality of modern weapons; the rise of revisionist powers with the technical acumen and economic heft to integrate those weapons and other technologies for direct or indirect confrontation with the U.S.; and the persistence of rogue regimes possessing enough of those attributes to threaten United States interests, I am convinced that the defining attributes of our current force design are no longer what the nation requires of the Marine Corps. Berger’s plan pointed to specific areas of change required to make force design a reality: the size, capacity, and capability of the Corps. In an austere fiscal environment, the Marines must assess their current capabilities to achieve a smaller footprint with broader reach—do more with less. As the reality of COVID-19 and the 2020 U.S. presidential election have so poignantly reminded us all, these tasks cannot and should not rest on any single shoulder and any response should be well considered and intended to benefit the greater good. This issue of the Journal of Advanced Military Studies (JAMS) will address elements of the Commandant’s Planning Guidance, particularly the concept of naval integration and what it means for the Services, especially the Marine Corps. Our authors look to the past for relevant examples of military successes and failures of integration, but they also discuss how future warfare will play out based on these concepts. The authors explore the topic from a variety of perspectives, including those for and against, and they offer analyses of past and current attempts and what naval integration may mean for the future of the Corps. The following articles present the capabilities that will be required to shift from a traditional power projection model to a persistent forward presence and how the Marine Corps can exploit its positional advantage while defending critical regions. Our first author, Dr. Matthew J. Flynn, presents a historical approach to the topic in his article “The Unity of the Operational Art: Napoleon and Naval Integration.” Flynn’s research calls for greater coordination between the sea and land domains to improve U.S. national security. His article draws parallels between Napoleon Bonaparte’s defeat and the importance of naval integration for military success: “Napoleon’s fate reveals a great deal about naval integration and how it explains France’s defeat and, most importantly, that there is but one operational art—not one for land and one for sea.” Our second author, Andrew Rhodes, also relies on a historical example with his discussion of the salient lessons that can be learned from the Sino-Japanese War. Rhodes encourages professional military educators and planners who are developing future operational concepts to look beyond simply retelling history and consider how the legacy of this conflict might shape Chinese operational choices. He reinforces From the Editors 9 Vol. 11, No. 2 the concept that military history is not simply a resource for answering concerns about future conflict, but it encourages us to ask better questions about the role of the sea Services and how they can handle uncertainty when preparing for the future. Lieutenant Colonel Michael F. Manning’s “Sea Control: Feasible, Acceptable, Suitable, or Simply Imperative” offers a historical review of early twentieth century Japanese naval battles as a framework to model possible future contests for control of the maritime domain. Manning believes that control of the maritime domain is a prerequisite for assured access and sets the condition for successful Joint operations. Manning believes that “nations not only have to compete with their enemy’s major air and naval capabilities but must also defend against land-based airpower; missiles; torpedoes; short-range, antisurface warfare assets; and coastal mines.” Colonel Scott Erdelatz (Ret) and his team of coauthors focused on an old approach for a new era of naval integration that acknowledges the long-term threat posed by China but also considers how much of what we know as the Marine Corps should be retained to fulfill other missions. Erdelatz et al. also analyze how radical integration might incur significant risk for the Marine Corps if long-term force structure decisions are based on still-evolving concepts and unproven technologies. Major Michael Kohler’s article, “The Joint Force Maritime Component Command and the Marine Corps: Integrate to Win the Black Sea Fight,” discusses how most current Marine and Navy integration takes place at the Service-chief level and primarily focuses on the Pacific. Kohler, however, believes that naval integration is also an important component of a successful defense against Russian expansion in the Black Sea region. Dr. John T. Kuehn shifts the focus to carriers and amphibious operations with his article “Carriers and Amphibs: Shibboleths of Sea Power.” Dr. Kuehn argues that aircraft carriers and Amphibious Ready Groups (ARGs) with an embarked Marine Expeditionary Unit represent shibboleths of seapower that conflate a deeper understanding of where the U.S. Fleet belongs now and where it needs to go in the future to face the challenges of the twenty-first century. Major B. A. Friedman’s article, “First to Fight: Advanced Force Operations and the Future of the Marine Corps,” then circles back to the traditional Marine Corps stance as always first to fight and the need for advanced force operations in the Corps of the future. Steven A. Yeadon’s article, “The Problems Facing United States Marine Corps Amphibious Assault,” rounds out the current perspective with a review of issues the Marine Corps has faced with amphibious assaults. Yeadon offers actionable information on current limitations and vulnerabilities of U.S. amphibious forces to chart a way forward for a robust forcible entry capability from the sea. The discussion closes with two articles looking to the future of naval in- 10 From the Editors Journal of Advanced Military Studies tegration and the Marine Corps. Major Matthew C. Ludlow’s article, “Losing the Initiative in the First Island Chain: How Organizational Inefficiencies Can Yield Mismatched Arsenals,” presents what may be considered a losing proposition of initiatives in China’s First Island Chain; however, strategic gaps in capabilities have emerged that could dramatically impact the ability to execute an island-defense strategy. The final article by Lieutenant Colonels Terje Bruøygard and Jørn Qviller, “Marine Corps Force Design 2030 and Implications for Allies and Partners: Case Norway,” offers a larger discussion of Force Design 2030 and its future implications for American allies with a case study on Norway. The authors encourage the Department of Defense to consider greater interoperability between and among Services and allies, including increased communication with allies on changes happening at the Service and national level of the U.S. armed forces. The remainder of the journal rounds out with a review essay and a selection of book reviews that continues our focus on naval integration, but it also highlights continuing challenges in national security and international relations. The coming year will be busy for the JAMS editors as we work to provide journal issues on a diverse range of topics relevant to the study of militaries and defense.

Abstract:: The November 10th, 2020, trilateral agreement signed by Azerbaijani President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan, and Russian President Vladimir Putin could become the most significant geopolitical development in the South Caucasus since the collapse of the Soviet Union—perhaps even more than the establishment of the Baku-Tbilisi-Ceyhan oil and Baku-TbilisiErzurum natural gas pipelines. But it is not yet clear that key actors in the Transatlantic community appreciate this opportunity, especially Washington and Paris, who along with Moscow, comprise the Co-chairs of the OSCE Minsk Group, the supposedly impartial mediating body of the Nagorno-Karabakh conflict. The trilateral agreement defines a peace settlement in line with the framework unofficially agreed by the leaders of Armenia and Azerbaijan over a decade ago, and thus stands a good chance to hold. The so-called “Basic Principles” or “Madrid Principles” were originally tabled by the American Russian, and French Co-chairs of the Minsk Group in November 2007 at a meeting of OSCE foreign ministers in Madrid.

Abstract:: he paper challenges the view that the fall of France in June 1940 is attributed to military errors of the French High Command and with the brilliant German offense in the Ardennes. The paper highlights that the French security strategy after the end of World War I failed because the country lacked the economic basis to implement its strategy. Thus the paper argues that the French endorsed an internal and external balancing strategy against Germany. The internal balancing strategy was associated with the ability of France to sustain powerful armed forces and obviously this was associated with high defense spending and a strong economy. The second part was associated with external balancing which was associated with the creation of alliances in Eastern Europe in order to block any German expansion. Again this was associated with strong economic relations between France and these states. This strategy was implemented during the 1919-1929 period however after the global economic crisis erupted the deterioration of the French economy made the continuation of this strategy impossible. Thus France was forced to follow a defensive strategy at the military level and the privileged bilateral economic relations with Eastern European countries were abolished and Germany replaced France as the major economic and trading partner of these states.

Abstract:: President Macron talks of France’s ‘Indo-Pacific strategy’ (une stratégie indo-pacifique). This article analyzes French strategic discourse and strategy adopted for the Indo-Pacific by France. It finds that French strategy has three main elements. Firstly it has seeks legitimacy, politically seeking to move from a colonial possessions position to democratic integration with France, and has sought to achieve regional integration and legitimacy of this. Secondly, geographically France has moved up northwards from its possessions in the Southern Indian Ocean and Southern Pacific to active maritime involvement in the northern Indian Ocean, South China Sea and Western Pacific. Thirdly, French strategy is to actively secure security partnerships with other countries in the region. Naval projection is a prominent feature of French strategy, which is a strategy which is significantly driven by China’s maritime expansion across the Indo-Pacific. The article thus seeks to analyze, explain and evaluate the effectiveness of France’s Indo-Pacific strategy.

Abstract:: This paper examines controversies over responses to hybrid warfare ranging from defensive societal and institutional resilience to more aggressive measures, and considers some of the strengths and limits of classic deterrence theory. How Canada and NATO interpret major transformations, and the language of ‘hybrid war’ that they adopt, matter because they influence responses. Reflecting NATO’s rhetoric and policies, Canada has become more internally focused, adopting a ‘whole of government’ and increasingly ‘whole of society’ approach, while at the same time taking more offensive actions and developing new partnerships and capabilities. Canada and NATO are taking significant steps towards ‘comprehensive deterrence’, yet more clarity is needed in how responses are combined to avoid the dangers of hybrid wars with no end.

61. Nuclear Security, Arms Control and the U.S.-Russia Relationship

Abstract:: For nearly five decades, Washington and Moscow have engaged in negotiations to manage their nuclear competition. Those negotiations produced a string of acronyms—SALT, INF, START—for arms control agreements that strengthened strategic stability, reduced bloated nuclear arsenals and had a positive impact on the broader bilateral relationship. That is changing. The Intermediate-range Nuclear Forces (INF) Treaty is headed for demise. The New Strategic Arms Reduction Treaty (New START) has less than two years to run, and the administration of Donald Trump has yet to engage on Russian suggestions to extend it. Bilateral strategic stability talks have not been held in 18 months. On its current path, the U.S.-Russia nuclear arms control regime likely will come to an end in 2021. That will make for a strategic relationship that is less stable, less secure and less predictable and will further complicate an already troubled bilateral relationship.

Abstract:: NATO leaders billed their last full formal summit two years ago in Warsaw as a “break- through summit.” Speaking at a parallel experts forum, Polish President Andrzej Duda named the event the second most important in his country’s post-communist history, be- hind only NATO accession itself. In addition to the headline decision for Enhanced Forward Presence (EFP) in the Baltic region, the Alliance adopted special declarations on strength- ening “resilience” and strategic partnership with the European Union. In contrast, the next leaders’ meeting in two weeks in Brussels is expected to be less about conceptual innovation than practical steps to implement existing commitments. At preceding ministerials and other occasions, the Alliance’s leading member, the United States, has pushed for further focus on mobility, stability, and burden-sharing in particu- lar. Nonetheless, recent tensions in other aspects of transatlantic relations have injected a measure of drama and raised the stakes for the summit’s success.1

Abstract:: Experts on information competition between Russia and Western countries are convinced that president Vladimir Putin plans a war against the West as a long-term opera- tion. It is directed on two fronts: internal and the more effective external one. Both can be developed in every country of the World; the opponent may be a compatriot but the ally may be a foreigner. Fortunately, in the West the effectiveness of these operations is lower. Confrontation with the West the Kremlin has many advantages: parental and controlled informational space, technical implements, huge experience based on expert knowledge, likewise a longstanding practice in conducting informational operations. Those actions are strongly concentrated and there are widely used digital platforms and also, they popularise the contents in harmony with Russian Federation politics. Their aim is not only forming in- ternal and external public opinion properly and in line with the Kremlin’s interests, because as the annexation of Crimea has demonstrated that their aim is construction of a new reality of the world. Paradoxically, in the Russian Federation’s policy, media freedom and political pluralism are considered as a weakness of the West. Many communities which have different benefits are sensitive to the Kremlin’ s propaganda.

Abstract:: Russia and China are terraforming the maritime environment as part of their warfare. In both cases the actions are illegal and the performance is offensive to its actual nature. In the case of China, the practice is construction of artificial islands in the South Chinese Sea and in the case of Russia it is about the infamous bridge built over the Kerch strait, Ukraine. Neither Russia nor China expects an armed conflict with the West in the near future. That is a reasonable assumption, which is weaponized at the political-strategically level. The attack of this weaponized situation is that the trust in the West. Primarily the EU (European Union) and NATO (North Atlantic Treaty Organization), is eroded for every day which these countries challenges the international system which the western democracies say that they present and defend. China and Russia offer their authoritarian systems as a replacement and there are a lot of pseudo-democratic or even out-right authoritarian regimes on the sideline watching this challenge unfold. The article highlights the difference for the NATO-countries in logic of practice when it comes to the political social field on one hand and the military political field on the other hand. The article uses material from a previously unpublished survey made on NATO-officers then attending courses at NATO Defense College (NDC).

Abstract:: FOr SeVeral MONThS, the world expert community has been actively discussing the obvious resurgence of the russia-the U.S.-China “triangle.” This happens every time when the key, or even “sacral,” prob- lem of international interaction – the problem of security – comes to the fore. The high level of confrontation inside two of the three sides of the “triangle” – the U.S. vs. russia and China vs. the U.S. – predetermined this resurgence against the background of donald Trump’s non-orthodox and unyielding foreign policy. he brought to the white house his “no-nonsense” approach to add more prominence to the traditional efforts of american pragmatists to keep russia and China apart. his obvious preference for Moscow and his clear intention to rely on it to oppose China were defused by an unprece- dented attack launched against him by the anti-Trump opposition inside the United States. due to the internal balance of power, russia was cho- sen as the potentially most promising target with the best foreign policy dividends perfectly suited to the task of either pushing the president out of the white house or at least, narrowing down his political leeway. This attack and the fairly painful Korean issue created a pause in the america-China relations obvious in the first year of the new administra- tion that ended late in 2017 by the “tough and realistic” description in the National Security Strategy of the United States of “revisionist powers of russia and China.... that challenge american power.” This launched an aggressive trade war with China; today, it has become abundantly clear that it is part of the exacerbated systemic confrontation with China over economic, technological and military leadership.

Abstract:: one hunDReD YeaRs ago, mankind entered the 20th century as the “golden age” of realized ideals of freedom and humanism. Reality proved to be different: this was the cruelest and the bloodiest period in the histo- ry of modern civilization. The new generation of political dreamers, with anglo-saxon roots in the first place, expected the 21st century to become a period of a more or less stable development of the world led by the united states with the help of its closest satellites. In his The Choice: Global Domination or Global Leadership, Zbigniew Brzezinski (who together with henry Kissinger can be described as a “classic” of the contemporary geopoliti- cal thought) wrote that since the end of the Cold War the united states “assumed the unique global security role” and “america’s global socio- cultural celebrity makes it the world’s center of attention.”1 he arrived here at a fairly debatable (as later developments showed) conclusion that “america’s role in ensuring the security of its allies ... justifies it in seek- ing more security for itself than is predictably attainable by other states.”2 This trend of military-political thinking that dominated across the ocean in the 1990s and early 2000s has not changed in fifteen years that elapsed since the time when the maître of american political science wrote the lines quoted above. Formally a Democrat and President Jimmy Carter's national security advisor in the latter half of the 1970s, he nur- tured the ideas that differ but little from those of the present master of the White house, a conservative Republican determined to “make america great again,” that is, to restore its role of the unquestioned world leader in all trends and in all hypostases. nothing what President Trump has said so far clarifies when, in his opinion, america lost its greatness. It seems that he piles the accusations on Democrat obama whom he called a “softy” and who allegedly allowed the adversaries to push america into a tight corner from which the country is scrambling out under his guid- ance. let’s go several decades back. The end of the Cold War, the victory in which Washington arrogant- ly “appropriated” and its rise, at least in its own eyes, became a watershed of sorts in american understanding of the contemporary realities and of certain basic postulates that for a long time remained the cornerstone of the perception of the world by Washington and Moscow. This relates, first and foremost, to the strategic security concept. Brzezinski admitted: “It was until the late 1950s and perhaps not even until the Cuban Missile Crisis that america was jarred into recognition that modern technology has made vulnerable a thing of the past.”3 “The intense national debate on these issues [in the united states] eventually led to a consensus that a relationship of stable deterrence with the soviet union was attainable only through mutual restraint.”4 henry Kissinger fully agrees with the above. In his World Order, he has written: “strategic stability was defined as a balance in which neither side would use its weapons of mass destruction because the adversary was always able to inflict an unacceptable level of destruction in retalia- tion.”5 This adds special importance to what anatoly Dobrynin, soviet ambassador to the u.s., had to say in his book In Confidence: Moscow’s Ambassador to Six Cold War Presidents about his talk to Robert Mcnamara, united states secretary of Defense, in april 1967: “Mcnamara explained that u.s. nuclear doctrine was grounded in the idea that the united states should be ready to absorb a surprise nuclear- missile strike while preserving its capability to hit back and cause irreparable damage to the enemy. as far as he could understand, Mcnamara said, the soviet military doctrine was based on the same prin- ciple. he was convinced that both sides possessed such capability. It was precisely this factor that in a peculiar way provided the stability and ade- quately guaranteed that neither of the two great powers would attack the other, because each well knew that an attack on the other meant suicide.”6 Colonel-general Yury Baluyevsky, a prominent soviet and Russian military theoretician who served as Chief of the general staff of the armed Forces of the Russian Federation, has pointed out the fol- lowing: “[The] term strategic stability has been used for a fairly long time to assess the situation in the world. at first it was limited to the relations between the two superpowers – the soviet union and the united states – and described them as the mutually assured destruction of the sides and the rest of the world in a global nuclear war.... This stability is a product of nuclear arms race that resulted in the parity of strategic offensive armaments of the ussR and the u.s. and the situation of the so-called nuclear stalemate.”

68. U.S. Complicity in the 2014 Coup in Kiev as a Violation of International Law

Abstract:: FIVE YEARS AGO, a coup d’état took place in Kiev. Following demon- strations and arson attacks, a mob seized several government institutions, including the administration building and residence of the constitutional- ly elected president of Ukraine, Viktor Yanukovich. Some members of the Ukrainian president’s security detail who were protecting his residence from illegal seizure were wounded and killed.1 Alexander Turchinov, one of the coup leaders, began serving as the president of Ukraine even though no Ukrainian presidential election had been held. The coup in Kiev led primarily to the U.S. assuming a leading role in Ukraine’s governance – something it had neither during the period of the Russian Empire nor the Soviet era. The February 2014 overthrow of the president in Kiev that took place without elections and in violation of the Ukrainian Constitution de facto divided the country into regions that recognized the new authorities in Kiev and those that opposed the coup (primarily the southern and eastern regions of Ukraine). This occurred not only because the Ukrainian presi- dent was unconstitutionally removed from power but primarily because the “installation” of the putschist government was accompanied by vio- lence, and ethnic and linguistic persecution. In March 2014, the Autonomous Republic of Crimea left the new, “post-coup” Ukraine in accordance with the provision of the UN Charter on the right of peoples to self-determination. Subsequently, following a referendum in Crimea, a treaty on Crimea’s reunification with Russia was signed. A confrontation between the new regime in Kiev* and residents of Donetsk and Lugansk Regions turned into a protracted armed conflict. The forcible replacement in Kiev of a constitutionally elected head of state (Yanukovich) with an unconstitutional leader (Turchinov) directly impacted Russia’s national interests. Russians and Ukrainians lived together within a single state, the Russian Empire, from the 17th century until 1917. During the Soviet period, the border between the Russian Soviet Federative Socialist Republic and the Ukrainian Soviet Socialist Republic did not have international legal significance. It was an administrative bor- der. After the collapse of the Soviet Union, the independent UN member states (Russia and Ukraine) that replaced them continued to maintain close economic and other ties. Their continued integration, including through joint participation in the Customs Union, objectively met the strategic interests of Ukraine and Russia. A friendly Ukraine is also important to Russia from a national securi- ty standpoint, considering NATO’s expansion toward Russia’s borders that began in the early 1990s – i.e., NATO’s absorption of all former member states of the Warsaw Pact, including Poland and even the former Soviet republics of Latvia, Lithuania and Estonia. Russia’s leadership has repeatedly stressed the inadmissibility of dragging Ukraine into NATO. Words about “fraternal” relations between the peoples of Russia and Ukraine are no exaggeration: Millions of family members (both Russians and Ukrainians) live on opposite sides of the Russian-Ukrainian border,2 and at least one-third of Ukraine’s population speaks Russian as a native language. In this context, it is not surprising that Moscow considered the U.S.- orchestrated seizure of power from the head of state in Kiev an event affecting its vital interests. Something else is remarkable: The U.S. administration said that the events in Ukraine, far away from the American mainland, “constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.”4 Westerners promulgated a very different assessment of the forced ouster of Ukrainian President Viktor Yanukovich in 2014. The U.S. called it a “people’s rev- olution” and said that the mob action organized in part by the U.S. ambas- sador in Kiev (including the killing of Berkut fighters, the state guard of the Ukrainian president) was a legitimate way of expressing the will of the “Ukrainian people.”

Abstract:: The intellectual aspiration of the paper is to highlight the economic forces, which played an immense role in the wars in which Greece participated during the 1909-1923 period. These were four major conflicts: The two Balkan wars of 1912-1913 against the Ottoman Empire and Bulgaria; the First World War (1914-1918) and the Greek-Turkish war of 1919-1922. The tragic period started with Greek victories and ended with the greatest defeat of the modern Greek state. Although these conflicts were different, there is a clear nexus between them. In the Greek as well as the international bibliography, the majority of studies highlight the strategic, tactical, operational, diplomatic, psychological dimensions of the conflicts of the period, as well as, the personal motives of political and military leaders. Under this intellectual framework, the economic forces of the conflict are marginalized by most academics. The final conflict of the period is primarily known as the ‘Campaign of Asia-Minor’ in the Greek bibliography, whereas in the Turkish bibliography it is considered as ‘the Great Patriotic War.’ Thus in this article we aim to demonstrate that the conflicts of the period are connected and also that the Greek defeat of 1922 was the outcome of a chain of miscalculations which the Greek side has made, but above all it was the nexus of limited economic resources, diplomatic errors and wrong tactical decision making in the front. The structure of the article is as follows: The first section highlights the concept of ‘Megali Idea,’ which defined Greek foreign and defence policy during the 1844-1923 period. This section highlights the crucial developments of the 1909-1919 decade just before the war of the 1919-1922 period and demonstrates that the war developments were directly associated with those of the previous decade period. Thesecondsection analyses the strategic and tactical errors by the Greek side during the conflict and associates them with the economic forces. The third section highlights the Turkish tactical, economic and diplomatic advantages and demonstrates how these were associated to economic power. The fourth section provides an analysis based on the options, which the Greek side had but failed to materialize. Conclusions follow. (We point out that all the dates are with the new Gregorian calendar versus the old Julian calendar).

Abstract:: This paper poses questions about EU soft power, why it is insufficient and how that can be changed. This is done in an attempt to shed light on the current status of the European Union defence sector. The paper specifically addresses political, strategic, structural and organizational challenges. It further proposes development paths for the enhancement of common defence capacities, vis-a-vis the current stage of major threats and the parity of strategic contenders such as the USA, the People’s Republic of China and the Russian Federation. Finally, this paper identifies concrete policy recommendations for a sustainable long-term defence cooperation-integration process, compatible with the exercise of the EU’s 27 national sovereignties. The research methods are undergirded by qualitative research and supported by semi-structured interviews. Seminar discussions and key points were also incorporated into the final version.

71. Avoiding the Legal Black Hole: Re-evaluating the Applicability of the European Convention on Human Rights to the United Kingdom’s Targeted Killing Policy

Abstract:: In 2015, the United Kingdom (UK) became the first European State to incorporate extraterritorial targeted killing with drones into its counterterrorism framework. This article examines whether the UK’s obligations under the European Convention on Human Rights (ECHR) extend to such operations. Scholars have suggested not, based on a comparison of a drone strike to the circumstances of the landmark Bankovic case, which was inadmissible on jurisdictional grounds. Consequently, the UK policy is perceived as occurring in a legal black.hole outside the purview of the Convention. However, this article argues that the comparisons to Bankovic overlook the uniqueness of targeted killing operations and the context in which the UK policy is utilized. Considering the distinctiveness of the UK policy, this article re-evaluates the applicability of the ECHR and proposes that the European Court of Human Rights (ECtHR) could find a jurisdictional link between the UK and the victims of targeted killing, thereby avoiding the perceived legal black.hole.

Abstract:: The NATO partnership is indeed evolving, and some analysts describe a growing rift across the ocean. Yet transatlantic cooperation today is more important than ever. Beyond any disagreement we might have, European and American interests very often coincide. On most foreign policy issues—from Ukraine to Syria, from Africa’s security to North Korea—transatlantic cooperation is in great shape. During the five-year term of the current EU leadership, the European Union and NATO have signed two historic Joint Declarations, which have opened a whole new phase in our partnership. Our two organizations share 22 Members and the same set of values: our mandates are different but—most importantly—they are complementary. While NATO remains the pillar of Europe’s collective defense, there are tasks that can only be performed by an organization of a different nature, such as the European Union (EU). The EU contribution to our common security is unique and increasingly relevant in our dangerous world.

73. Countering Hybrid Warfare: So What for the Joint Force?

Abstract:: Hybrid threats and hybrid warfare may occur at the same time, prosecuted by the same adversary, as part of an intense revisionist campaign or during war. For example, the current conflict in eastern Ukraine might be viewed as an example of hybrid warfare that is taking place within a wider Russian campaign of regional revisionism and global influence. Likewise, Iranian proxy militia fighting hybrid wars in Syria and Iraq, and against Israel, are part of a wider regional revisionist challenge. Alternatively, any future large-scale war is likely to involve hybrid warfare operations, in parallel with hybrid threats to the homeland. The challenge will be to fight both in parallel.

Abstract:: Punching above its weight is a sign of strong leadership in the Russian cultural-political-military context. As the past two decades show, the Kremlin has been quite consistent in delivering its promises, especially in the political-military sphere. The West has also been very consistent in dismissing Moscow’s promises, finding itself surprised time after time. Unfortunately, in analyzing how Gerasimov’s latest promise was discussed in the West, it is likely to follow the same path, and we all will be “surprised” in a few years when Russia will deploy an intervention force to “protect” its interests abroad.

75. Power and Profit at Sea: The Rise of the West in the Making of the International System

Abstract:: The making of the international system from c. 1500 reflected distinctively maritime dynamics, especially “gunboat diplomacy,” or the use of naval force for commercial gain. Comparisons between civilizations and across time show, first, that gunboat diplomacy was peculiarly European and, second, that it evolved through stages. For the majority of the modern era, violence was central to the commercial strategies of European state, private, and hybrid actors alike in the wider world. In contrast, large and small non-Western polities almost never sought to advance mercantile aims through naval coercion. European exceptionalism reflected a structural trade deficit, regional systemic dynamics favoring armed trade, and mercantilist beliefs. Changes in international norms later restricted the practice of gunboat diplomacy to states, as private navies became illegitimate. More generally, a maritime perspective suggests the need for a reappraisal of fundamental conceptual divisions and shows how the capital- and technology-intensive nature of naval war allowed relatively small European powers to be global players. It also explains how European expansion and the creation of the first global international system was built on dominance at sea centuries before Europeans’ general military superiority on land.

Abstract:: This article explores the use of crowdsourced volunteer battalions by the Ukrainian government in response to Russian aggression in the Donbas region. It examines the weakness of the Ukrainian Armed Forces, contributions of civil-society, and the creation, development, and combat operations of volunteer battalions. The use of crowdsourcing provided the emergency military force that the Ukrainian Government needed to stabilise the Donbas region in the face of the 2014 Russian-backed separatist offensive. The article concludes by raising concerns that the negative consequences of crowdsourcing war, while mitigated by actions taken by the Ukrainian Government, have the potential to return if the situation in Ukraine deteriorates.

Abstract:: In the decade between U.S. diplomatic recognition of the People’s Republic of China (PRC) in 1979 and the Tiananmen Massacre in 1989, the U.S. Department of Defense (DoD) pursued a military engagement policy with the People’s Liberation Army (PLA). The 1979-1989 U.S.-PRC defense relationship was driven by a mutually shared fear of the USSR, but U.S. policymakers also sought to encourage the PRC to become a more deeply involved in the world community as a responsible power. Beginning in the late 1970s, the U.S. defense department conducted high level exchanges, allowed for the transfer of defense technology, promoted military to military cooperation and brokered foreign military sales (FMS). On the U.S. side, this program was strongly supported by National Security Advisor Zbigniew Brzezinski and Secretary of State Alexander Haig, who worked to push skeptical elements in the U.S. defense bureaucracy. By the mid-1980s, this hesitancy had been overcome and the defense relationship reached a high point in the 1984-1986 period, but structural problems arising from the division of authority within the PRC’s party-state-military structure ultimately proved insurmountable to long-term cooperation. The 1979-1989 U.S.-PRC defense relationship highlights the long-term challenges of pursuing military engagement with fundamentally dissimilar structures of political authority.

Abstract:: The Ukrainian crisis of 2014 has been a popular theme of journal and media articles for obvious reasons. Its “Chinese”, or rather Sino-Russian dimension has been less so, though the Chinese reaction to the Ukrainian crisis and the implications of this reaction represent interesting political phenomenon. This article tries to fill this gap and uses the description of Russia and China policies during the crisis as a case study of Moscow and Beijing political behavior on the international scene in general. Its thesis is that the Ukrainian crisis represents a great case study of these behaviors. Moreover, this case is also a supplement to the general discussion in the field about the state of Russia-China contemporary political relations.

Abstract:: This article examines the goals, methods, and implications of regional organizations founded and dominated by autocracies—including the Commonwealth of Independent States (spearheaded by Russia), Shanghai Cooperation Organization (China), Bolivarian Alliance for the Peoples of Our America (Venezuela), and Gulf Cooperation Council (Saudi Arabia). It shows the role that these organizations play in preserving and promoting autocracy and the different tools they use for this purpose: rhetorical endorsement; the redistribution of resources to support weaker authoritarian states; and even military interventions to suppress revolution. The existence of authoritarian regionalism poses an important challenge for Western states and institutions in democracy promotion around the world.

Abstract:: his article will analyse the academic literature on Poland’s Foreign Policy by focusing on its used theoretical approaches. Abstract:: This is a very powerful place for me to be, here at the University of Warsaw, I am totally Polish by background, 100 percent. I was looking in front of my hotel today, at the monu- ment to the victims of Soviet repression and the deportations, it is very powerful. I looked at all the towns that victims came from, and I thought about my grandmother’s region – Sambor, She was only from a small village, but you know, it made me think that had she, like so many other Poles, not taken a very difficult decision at that time I probably would not exist, would not be here speaking before you, and the changes that this country has gone through, would have never have happened. Fundamentally, my talk, is going to end up being optimistic, but it’s going to start pessimistic, because the title is, U.S. relations with NATO’s East under Trump: Shaking the foundation. But before that I just want to build on some other things that were said already and thank all the excellencies who are here, the ambassadors, the other members of the diplomatic and academic communities. Professor Micgiel referred to my new life outside of diplomacy. I have a joint venture with a Finnish company, Lamor Corporation, which is the world’s largest oil spill response company. I am on their global board – a fantastic en- vironmental technologies company, and it’s really fun to be involved in entrepreneurial en- deavor, even if it’s scary, because, well, all my meager savings are on the line and I have to succeed. So, it’s very nice to be back here and have a chance to think and stretch my mind in the way I did in my previous career, to be here with you in a place that my grandparents may have never been able to enter. So it’s a very powerful moment for me, thank you. And also to be an opening speaker, together with Secretary of State Szczerski and with my favorite boss of all time, Ambassador Daniel Fried closing the conference. Dan taught me so much about this part of the world, which I’ll get to in a moment, enabled me and my dear friend Kurt Volker, who is now the new special representative for Ukraine, to make it, to move through the State Department system, when there were all sorts of bureaucratic obstacles, If you go back and google us, you will see we were attacked by The Washington Post, when we were brought to the State Department from the White House in 2005. There is a position in the State Department called DAS – Deputy Assistant Secretary. That’s the first level at which things get serious, where you actually can have an impact on policy. And, we were called the baby DASes, because we were brought over at younger age than normal, thanks to Secretary Rice and Ambassador Fried, and Dan suffered because of that, inside the bureaucracy, a lot of people disliked him because he enabled Ambassador Volker and me, and then another ambassador, Mark Pekala, a Polish American guy as well who became ambassador to Latvia. I remember, Mark at that time was 50, and he said: “Boy, only in the State Department and in Washington could a 50-year-old guy be criticized for being a baby”. So, it’s great to be outside Washington, it really is. I live in Istan- bul now, by the way.

82. Defending the Free World

Abstract:: ne week ago President Trump spoke at Plac Krasińskich and gave the best foreign policy address of his presidency. He spoke of a community of nations, an alliance of coun- tries united by values, among those values the rule of law, freedom of expression, freedom of speech. He spoke of a strong alliance of free nations. He spoke a strong Europe. He then mentioned that Russia is acting in Ukraine and other ways, as a destabilizing factor in the world. And therefore reaffirmed America’s Article 5 commitment to Poland and to all the other NATO members. As I said, I think this was the best foreign policy speech of President Trump’s new presidency. He reaffirmed in essence America’s commitment to the free world. The free world is sometimes termed the liberal world order but I really don’t like the phrase “the liberal world order,” because there are many people who don’t describe themselves as liberals, who belong in it, not outside it. I prefer “the free world”. And in re- committing the United States to the free world, President Trump was following a centu- ries-old tradition in the West. In Europe, the notion of a just international order, rooted in transnational values, is at least as old as Erasmus. Emmanuel Kant elaborated the theory of perpetual peace between states committed to the rule of law and republican values. As my country, as America, emerged as a world power at the end of the 19th century, we developed our own American Grand Strategy, our version of the free world. We thought of ourselves as distinct from the European empires and spheres of influence of the time. In contrast, America sought an open, rules-based world, more just and simultaneously more profitable for ourselves and for others, because we Americans recognize that our interests, our prosperity and our security are tied to the prosperity and security of other nations. We believe that the advanced democracies of the world should set the global agenda along the lines of this vision. An objective, ambitious, but also generous vision, because we un- derstand America’s national interests in broad, not narrow terms. In his memoirs, Kurier z Warszawy, Jan Nowak-Jeziorański writes of astonishment at American humanitarian as- sistance to Poland in 1920 and wondered what sort of nation helped others and asked nothing for itself. But America understood that as we helped others, we in fact advanced our own interests, because America could not do good business with poor countries. We wanted to make the world a better place so we could all get rich. That was our American ambition and confidence. My nation developed the outlines of this grand strategy starting in 1900, but my country failed to apply it in the 1930s when Europe needed us most.

Abstract:: I am delighted to be in Warsaw on this panel. In 1994 when I graduated with a PhD, and held my first academic post, the first international conference I went to was in Wrocław, and obviously I had to travel through Warsaw. So, it’s really nice to be back in Poland and have the opportunity to present in the capital when older and wiser. Today, I am going to try and look at how we understand the rationality, the logic of Russia’s foreign policy, particularly the destabilization efforts against neighbours and come to a conclusion has to how sustainable and long-term this approach will be. Will it gradually diminish or is it set to stay as it is or even increase? To try and understand Russia’s foreign policy, we need to look into the domestic eco- nomic, political, and social system created by a system-forming figure that is President Vladimir Putin. The two key data points here really are two strategic vulnerabilities that Russia has to deal with. The first is the hydrocarbon dependence, 50% of GDP and 70% of exports, and 98% of corporate tax. The vulnerability is that Russia is dependent on hy- drocarbon revenues but cannot affect the price of oil globally (which sets the price of gas). Oil can be priced at $110pb or at $25pb and the shift can take place over a matter of months. The second vulnerability is the popularity of the president. When Putin has de-modernized Russia, de-institutionalized and de-globalized Russia it means that if his popularity decreases then you have an existential crisis within the federation. The destabi- lizing question is: “If not Putin, then whom?” There are no contingency plans, no succession mechanism to replace the leader. So, essentially we are looking at Russia’s foreign policy operating in a context where the economy is in the toilet as reflected in a 0.2% average GDP growth since 2009; 2012 – 0% growth and since 2012 when Kudrin resigned from the government. Normally, the popularity of a president – as was the case in the first 8 years of Putin’s presidency from 2000 to 2008 – tracks the economy, or maybe lags a little bit behind. As economic performance increases and revenues distributed to the population, so the popularity of the president. So, this is very abnormal politics.

Abstract:: The term ‘hybrid warfare’, which is widely understood as mix of conventional/ unconventional, regular/irregular, as well as information and cyber warfare, appeared at least as early as 2005 and was subsequently used to describe the strategy used by the Hezbollah in the 2006 Lebanon War. Since then, the term “hybrid” has dominated much of the discussion about modern and future warfare, to the point where it has been adopted by senior military leaders and promoted as a basis for modern military strategies. But after Russian aggression against Ukraine in 2014 the term has gone beyond the discussion in small circles of experts and became a starting point for the formation of the new hybrid world order. And its main political agenda is Russian’s attempt to bring under control as much independent countries as possible. Since Ukraine became the first (and we sincerely hope the last) hybrid victim in Europe, it is useful to analyze some hybrid war’s tactics, that have been used against Ukraine by Russia to predict their usage in other countries, especially in the countries of the Central and Eastern Europe region, where the Russian Intelligence services are especially active.

Abstract:: I will try to talk about a little bit about what NATO in particular as a core part of this community has been doing to respond. A starting point is to recognize that this confer- ence is taking place at almost exactly the one year anniversary of NATO’s summit here in Warsaw. I had an opportunity to participate during this summit at the parallel Warsaw Summit Experts Forum that was organized by NATO together with the Polish Institute of International Affairs here in Warsaw. While the adults were meeting in the Warsaw National Stadium about 300 other professors and experts such as myself were meeting in a circus tent across the parking lot. Sometimes this felt a little bit silly but it was very interesting to hear firsthand from many of the people attending the main summit and one of the open- ing speakers there was President Duda. One thing that stuck with me was his remark that for him this summit was the second most important thing that had happened for Poland since the end of the Cold War and the only thing that topped it was Poland’s entry to NATO itself, so for him this was really a big deal. What I will try to do in my time is to talk a little bit about why the Warsaw Summit was so important for President Duda and other leaders of the alliance, and try to reflect on where we are a year after that summit and what remains to be done for NATO to respond to the Russian threat especially of hybrid warfare.

88. Turkey and East Central Europe: Idealism, Pragmatism, Misperception or Clash of Interests?

Abstract:: urkey is focused on Russia in its policy vis-à-vis the Black Sea region, Cauca- sus, Ukraine, Balkan countries as well as, at least to some extent, Central European countries, including Poland. This priority has its impact on Ankara’s relationship with Eastern and Central European countries, which remain in the shadow of Turkish policy towards Russia. However that negative impact is not powerful enough to spoil Turkey’s cooperation with Eastern and Central European countries. It certainly limits the scope of such partnerships or alliances. Turkey contin- ues to cooperate with the region’s countries, but often rejects their Euro-Atlanticism. In Turkish perception the EU’s enlargement in Central Europe was unjust (as Turkey has been applying much longer for the EU’s membership without any significant progress, whereas post-commu- nist countries were accepted relatively quickly). NATO enlargement in the East in Turkey’s view was always a ‘risky adventure’. At the same time, from Ankara’s point of view the Middle East is strategically more important than Turkish northern neighbourhood. Moreover, Turkey wants to be an equal interlocutor in dialogue with Russia, the U.S. and the EU, whereas it often conceives post-communist and post-Soviet countries merely as a zone of influence for the Kremlin and Washington or their battleground in Cold War 2.0.

89. Britain’s Post-Colonial Foreign Policy Towards the Persian Gulf Security (1971-1991): An Alternative Approach

Abstract:: British withdrawal from the Persian Gulf in 1971, started a new era in the region with new political order and new security map. Iran and Saudi Arabia emerged as the guardians of the status quo to be filling the power vacuum left by the British in behalf of the West. Britain adopted a new post-imperial role in the region along with new post-colonial foreign policy in the post-withdrawal context. British policy towards the regional security is analysed in this article with central focus on the shift emerged in the aftermath of the Iranian Revolution in the British policy. After 1979, Iran, no longer a Western ally, has been defined as the major internal threat for the regional security following the major external threat of the Soviet expansion in the British foreign policy. This paper argues that the shift in the British policy came along with a sectarianist approach towards the region. The sectarianization emerged with the securitization of the Gulf based on “Iran threat” within the determinants of the Anglo-American alliance on the regional security. The sectarianist discourse adopted by the British foreign policy was employed as an effective tool of the securitization of the Gulf that was deepened during the regional conflicts, the Iran-Iraq War and the Gulf War.

90. Framing a Presidential Foreign Policy in a Parliamentary System: Erdoğan and Mukhtars’ Meetings

Abstract:: During the period between his election as the Turkish president in August 2014 and the constitutional referendum that introduced a presidential system in Turkey in April 2017, Recep Tayyip Erdoğan tried to demonstrate that he would not be a symbolic political figure in Turkish politics as many former Turkish presidents had been. Instead, he would keep shaping the domestic and foreign agenda of the country, as it would happen in a presidential system. One of the main ways he did this was through a series of mukhtars’ meetings, which began in January 2015. From that point, until the desired changes to the constitution were approved through public referendum, Erdoğan held thirty-seven mukhtars’ meetings. In these meetings he gave speeches about Turkish domestic and foreign policy directly to a group of mukhtars but, more importantly, indirectly to the Turkish public and foreign actors. This article will analyze Erdoğan’s foreign policy messages through his discourse in the mukhtars’ meetings and try to answer two controversial questions regarding his foreign policy ideology: Whether he is an Islamist and whether he is shifting the foreign policy axis of Turkey.

91. NATO's Adaptation in an Age of Complexity

Abstract:: Next year NATO will celebrate its 70th anniversary. Through decades of a sometimes tumultuous existence in an ever-evolving and challenging security environment, the transatlantic Alliance has managed to remain a cornerstone of stability, peace, and security in the Euro–Atlantic region. Comprising 29 nations since the accession of Montenegro in 2017, NATO is grounded on the same values that presided at its creation, to: safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty, and the rule of law, to promote stability and well-being in the North-Atlantic area.1 In the aftermath of World War II and in the early phases of the Cold War, this preamble could be read as an unambiguous will to preserve peace and security by all means necessary, and to prevent the resurgence of massive conflicts such as those that had twice ravaged Europe and the rest of the world during the previous 30 years. The menace to peace then identified has changed and evolved ever since, but the principles still stand as valid. The 1949 Treaty of Washington is quintessential in this regard, because it goes to the absolute essentials of what an alliance is—should it have to be rewritten today, changing a single word would probably be close to impossible. Though its values have remained constant, NATO the organization has evolved to meet new challenges and to adapt to a changing security environment. Indeed, NATO’s durability is closely connected to its ability to change, and to the collective resolve of its members to preserve the Alliance as an international security hub.

92. The Extent and Effects of German-Boer Collaboration During the First World War: A Comprehensive and Chronological Analysis

Abstract:: The Boer Rebellion of 1914 provides a fascinating example of how ethno-linguistic bonds can directly influence the development and formation of pragmatic military and political alliances. What had begun in the late nineteenth century as reciprocal perceptions of shared ethnic heritage had, by the fall of 1914, developed into an official military and political alliance between the German Empire and the Boers of South Africa. Contributing to scholarship in colonial military and cultural history, this essay offers an original interpretation of the often misrepresented and under-studied extent and effects of German-Boer collaboration during the First World War. The author makes use of sources in English, Afrikaans and German to provide a comprehensive account of the events, concluding that German-Boer collaboration was remarkably extensive and ultimately decisive for the course of the South-West Africa campaign and demonstrating the important link between military decision-making and cultural and political structures.

93. Twenty Years of the U.S.-Romanian Strategic Partnership

Abstract:: When Bill Clinton came to Bucharest in 1997, he made history as the first U.S. President to visit Romania since the fall of communism. Speaking to the Romanian public, he announced, “Your President and I have agreed to establish a strategic partnership between our nations, a partnership important to America because Romania is important to America—important in your own right and important as a model in this difficult part of the world. Romania can show the people of this region and, indeed, people throughout the world that there is a better way than fighting and division and repression. It is cooperation and freedom and peace. Our friendship will endure the test of time. As long as you proceed down democracy’s road, America will walk by your side.” This year marks the 20th anniversary of that U.S.-Romania Strategic Partnership, which President Donald Trump, during a meeting with President Klaus Iohannis this past June in Washington, said is now “stronger than ever.” The Partnership is unique because it is not based upon any written agreement, treaty, or compact, but by mutual respect and understanding, strengthened continuously over time. It is a friendship based on shared values and aspirations, including democracy, freedom, respect for human rights, and the rule of law. While usually invoked when speaking of government-to-government bilateral relations, the Partnership extends to people-to-people ties as well. More than 90 percent of the Romanian public rates relations with the United States as good or very good, and overall, associations between the two countries expand far beyond diplomatic obligation.

Abstract:: The purpose of this paper is to analyze the historical process of ascent of the pound sterling to the condition of the international monetary standard in the late nineteenth century. It intends to show that England, led by its geostrategy, diplomacy and war, was able to build a colonial empire and negotiate favorable international treaties, at the same time that it constructed a monetary international territory based on its currency.

Abstract:: For decades, change in Turkish foreign policy has remained as “a neglected phenomenon” in the literature while continuity is explained with two main pillars: Westernization and preference for the status quo. The topic started gaining popularity at the end of 2000s when some conflicts of interest emerged between Turkey and its traditional partners. Scholars mainly explained this change as the result of the new Turkish leadership under Recep Tayyip Erdoğan’s Justice and Development Party (AKP). While the debate in this period provided extensive literature on the subject, the arguments created could not explain the policy fluctuations during the AKP era. In this article, the change in AKP foreign policy is examined during three time periods that show different characteristics in terms of domestic and international opportunities/constraints. It is argued that while Westernization still remains an important pillar in Turkish foreign policy, the main change seems to be in Turkey’s traditional preference for the status quo.

98. Command Decision: Leadership Lessons from the Strategic Air War Against Germany

Abstract:: The history of strategic bombing in World War II is well-documented, but is also found in the unlikeliest of places, in a theatrical production performed in the New York theater—on Broadway— in 1947. The play, Command Decision, by William Wister Haines, is an examination of the decision making process involved with the strategic bombing campaign in the European Theater of Operations. This paper uses Command Decision to examine real events in 1943—notably the raids on industrial targets of Regensburg, Schweinfurt and Stuttgart, where the 8th USAAF sustained punishing losses. Out this terrible episode of the war, when thousands of airmen lost their lives, the lessons of the bombing campaign’s Combined Bomber Offensive are significant. The leaders, events and decisions that influenced this intense and deadly episode of World War II remain relevant. The powerful lessons of leadership and command— mixed with human failing and the suffering of mankind, make a compelling story.

99. Into the Syrian Storm: Between Alliance and Alignment

Abstract:: In the final months of 2015, China-Russia interaction started with President Putin’s state visit to China and ended with the 20th annual prime ministerial meeting in Beijing. While Putin’s visit was full of historical and geopolitical symbolism, the prime ministers meeting was geared for substance, aiming to energize bilateral economic relations against the backdrop of Western sanctions against Russia and China’s economic slowdown. In between, Chinese and Russian leaders met at multilateral forums, and a $2-billion sale of 24 Russian Sukhoi-35 fighter-bombers to China after eight years of negotiations was finalized. Meanwhile, the world witnessed Russia’s intervention in the Syrian civil war, the European refugee crisis, the Paris massacre, and the rise of anti-establishment forces across the West. The apparent warming of Sino-Russian relations led to another round of questions: were they moving toward an anti-West alliance?

100. H-Bomb Plus THAAD Equals Sino-Russian Alliance?

Abstract:: The first months of 2016 witnessed a significant escalation of tension in Northeast Asia following North Korea’s fourth nuclear test on Jan. 6. The test, coupled with renewed US-ROK interest in deploying the Terminal High-Altitude Area Defense (THAAD) system, presented China and Russia with a “double-layered predicament”: nuclear proliferation on the heavily militarized Korean Peninsula and a direct threat to their nuclear deterrence posture. Meanwhile, talk of a Sino-Russia alliance was back on track in China. In reality, however policies of the two powers seemed to go in different directions. Russia continued to surprise the world, including China, over its involvement in Syria. For China, the “One Belt, One Road” initiative took Xi Jinping to three major Muslim nations (Iran, Saudi Arabia, and Egypt) in January. China also dispatched its own Syrian special envoy and initiated a mini-security alliance with Afghanistan, Pakistan, and Kyrgyzstan to the displeasure of Moscow. By the end of April, the two countries announced they would conduct their first-ever joint anti-missile drills in Russia.
