Abstract:: Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The article examines why a new cold war emerges again, and analyses how such a ‘Cold War II’ differs from the original.

Abstract:: Russia is trying, through its bombs, attacks, and brutality, to erase what Ukraine was. Therefore, it is a war effort to keep remembering how Ukraine in peace looked like, how it smelled, tasted, and felt. And to never forget that this is a war against Ukraine, in its own right. Not as a representative of the West, and not as a representative of democracy. But because Ukraine is of such importance to Russia, that a break between the two is unthinkable for Putin. That was what Leonid Kravchuk, the Ukrainian president, realized already in 1991. He, and Ukrainian leaders after him, tried to protect their territory while at the same time reassuring Russia that relations could still be friendly. But Russia has never changed in a similar way

Abstract:: The Russian invasion of Ukraine intensified the defining conflict of the new age, the conflict between democratic and authoritarian capitalism. The unified Western response to the war highlighted the revitalization of the democratic club of Western states and their allies (G7 plus). Another critical implication of the War has been that a clear divide has emerged between “the West” and “the Rest” in their reactions to the War. The Russian War on Ukraine signals the beginnings of a new phase of the post-Western world, where territorial conquests could be considered the new normal, paving the way for further military confrontations in a conflict-ridden World.

Abstract:: Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. This article suggests that only a reconciliation within Ukrainecan bring lasting social harmony to Ukraine and peace to Europe as a whole.

Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

Abstract:: Contradicting political worldviews of the EU and Russia contribute to their conflictual relations much more than the attention currently given to this facet of the relations. Each of their solidarist worldviews creates an ideological wall severing their communication that is essential for possible peaceful solutions. However, shifting toward a pluralist worldview inspired by conceptual tools of the English School and Michael Oakeshott’s theory of civil association could be an alternative to the current situation of conflict. Building on this theoretical framework, we also attempt to explain the significance of Türkiye’s mediation efforts along the way and present a constructive criticism of today’s norms-based international law.

Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Abstract:: The trigger of the Ukraine-Russia war is the enlargement of NATO, essentially a Western exploitation of Russian weakness emanating from Soviet Union’s dissolution. Russia has communicated her reactions to the enlargement peacefully until the prospect of Ukraine becoming a NATO member. The second wave of enlargement coming from the direction of neutral states such Finland and Sweden originates from Finnish and Swedish fears of being the next targets of Russian military campaigns. NATO enlargement to Ukraine has caused Russia-Ukraine war that in turn has caused some neutral states to leave their neutrality and become NATO members. Therefore, NATO expansion efforts has led to a further expansion through war. However, the exclusion of and warring with Russia only obliterates the opportunity to form a large alliance to balance China. The West should understand that it is not wise to create incentives for the formation of a Sino-Russian alliance.

Abstract:: The article presents Systemic Geopolitical Analysis, which as a scientific method can be an important tool for studying the distribution of power in Eastern Europe, supporting the assumptions of structural realism with an element of quantitative research. This region, as a place where spheres of influence and the ensuing economic and potentially military conflicts meet, is an area where the knowledge of the most precise distribution of power may be a crucial element in the analysis of the genesis of conflicts, the shifts in power distribution during their course, as well as in the prediction of future flashpoints. Being the first attempt to correlate Systemic Geopolitical Analysis with the issue of conflicts in Eastern Europe, the paper contains a hypothesis that Systemic Geopolitical Analysis is a research method that enables an effective analysis of the geopolitical reality in the region because of: 1) the conflicts occurring in the system due to differences in power distribution; 2) the nature of the components of power, measurable by the means of Systemic Geopolitical Analysis. Confirming the above hypothesis, the article points to the economic aspect, linked to the Russian natural gas exports, and the military aspect, by taking into account the characteristics of contemporary tensions in the region, which reduce the role of supra-systemic reserves.

Abstract:: The article tries to present a theoretical-legal and international-practical analysis of the migration crisis as a tool for hybrid warfare, analysing the features of such a war and the peculiarities of using the flow of migrants and refugees as "living" weapons in a military conflict. The authors try to prove that a migration crisis can be provoked by an aggressor country using the hybrid warfare methodology attempting to destabilize the political situation, avoiding the resistance of the civil society of the target country without engaging in open hostilities. The authors stress the uncertainty surrounding the term "hybrid warfare" and propose their own classification of the modern hybrid warfare´ features. Based on the analysis of the use of migration crisis in Syria, Venezuela and Belarus, the article singles out the stages of employment of such a tool for warfare.

15. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:: The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

16. Armenia Adapts to New Postwar Realities

Abstract:: To many observers, Armenia’s non‑violent change of government in 2018 represented an unusual victory of “people power.” In what became heralded as Armenia’s “Velvet Revolution,” Armenian opposition leader Nikol Pashinyan surprised many with the relative ease with which he displaced an entrenched elite and emerged as the new Prime Minister of the Republic of Armenia. After an important free and fair election in December 2018 cemented Pashinyan as Armenia’s new leader, the country ushered in a new period of democracy and reform. Endowed with a rare degree of legitimacy bolstered by popular support, the new democratically‑elected government promised a critical reassessment of a number of critical issues, ranging from Armenian relations with Russia to its policy regarding the conflict over Karabakh. Yet despite these important gains in democratic change and advances in reform, the Armenian leadership faced a looming challenge that was largely obscured by a legacy of arrogance and complacency. With a focus overwhelmingly devoted to domestic reform priorities, the Pashinyan government seemed increasingly ill‑prepared for the inescapable geopolitical and foreign policy demands that loomed large over Armenia. And through much of the period between mid‑2018 and early 2020, Armenia embarked on a foreign policy course characterized more by overconfidence than any realistic reassessment, marked by sporadic mistakes and missteps in its approach toward Russia but also Azerbaijan. Although somewhat explainable by a combination of inexperience and simplistic idealism, Armenia greatly overvalued the advantages of democracy and reform while also overstating its strategic significance. Against that backdrop, such diplomatic overconfidence only exacerbated a mounting crisis over Karabakh, as tensions increased and vulnerability intensified.

Abstract:: Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Abstract:: Russia’s war against Ukraine has created a watershed moment for Europe. The coming weeks and months will decide what kind of peace and security order will shape the old continent. The prominence of nuclear weapons will likely increase in the years ahead. Mutual deterrence between NATO and Russia will be the military component to what may soon turn out to be a new Cold War dividing Europe. While this is already bad news news, Ukraine’s fate has again exposed the system of nuclear deterrence as highly unjust and precarious. Abstract:: In July 2021, Russia submitted its first inter-state complaint against Ukraine to the European Court of Human Rights. It was an unexpected and intriguing step of the Russian government, especially since many of the presented allegations are linked to the events that initiated the Russian-Ukrainian conflict. Referring to the hostilities that began in 2014, the international community was, in principle, unanimous in assessing who the aggressor was. The focus of this research is the strategy of the Russian Federation in its recently initiated legal battle before the Strasbourg Court. This paper presents an attempt to outline the possible motives for taking such a step. Moscow's position on this case is particularly puzzling, as some of the allegations concern the Crimean Peninsula, widely recognized under international law as territory occupied by Russia. In spite of that, doubt arises about the strategic objectives of the Russian authorities in the conflict with Ukraine; the question is whether the actions taken by Russia fall within the scope of its previous strategy or if there has been a new turn in the matter. The first part of this paper outlines the background of the given conflict, the second details Russian policy after the annexation of Crimea, and the third, which is crucial for the formulating of conclusions, presents considerations on Russia's possible motivation and goals in filing a complaint to the European Court Human Rights. The research was conducted mainly based on the merits of the complaint, the statements of the representatives of Russia and Ukraine in the matter, the author's observations, and practitioners' considerations.

Abstract:: For the moment as western Europeans watch the nightly media display of Russian brutality in Ukraine, many instinctively feel it’s a long way away. An echo of British Premier Neville Chamberlain’s dismissal of Hitler’s threats to Czechoslovakia in 1938 as a “quarrel in a faraway country, between people of whom we know nothing.” One Czech emigrée saw the fatuousness of Chamberlain’s stance—Madeleine Albright. Balts and Poles, their memories fresh of Russian occupation, are clearly nervous. At greater distance, Portuguese, Greeks and Italians feel less threatened. French people show more concern with cost-of-living hikes—albeit driven by Russia’s actions. Yet the violence is happening on all Europeans’ doorstep. One false move, deliberate or careless, and NATO’s Article 5 activates. Perhaps. Let us look at the complexities of the context in which this war has come to pass.

The cacophony of noise pours from the idling helicopters and the columns of police cars, motorcycles, and armored personnel carriers with their engines and blaring sirens. But the scenes are remarkable all the same. They show the city of Banja Luka, the second largest metropolitan area in Bosnia and Herzegovina (BiH), on May 12, 1992. Abstract:: Secularization versus religious revival debate has been shifted to another dimension with the mass migration targeting Europe because of the conflicts in the Middle East. The literature concerning secularism was expecting a linear trend in line with the modernization and Europe was considered to be the nexus of both. This study delineates the secularization debate for evaluating the recent trend of migration within this rather neglected scope. The main argument is that among the secularization theories, religious market model and existential security paradigm have a greater explanatory power for the future state-religion relations in Europe. They indicate that as a result of migration, contrary to the expectation of classical secularism theories, the overall religiosity might increase in Europe due to the pluralization of the religious realm as well as the fact that Muslim migrants who are more religious also have higher fertility rate than Europeans. In that sense, Europe, which seemed to settle the dispute concerning religious realm for years now might be faced with a new challenge due to the migration phenomenon.

Abstract:: Unlike the British or the Americans, the Turks do not officially designate or name military campaigns in their official histories. This article presents the author’s appraisal of which operations might be considered as the Ottoman army’s campaigns in the First World War. The Ottomans fought a large number of operations and battles in the war but an analysis of these in terms of defining them at the operational level is absent from the extant historiography. The article also presents an appraisal of the various offensive and defensive campaigns that the Ottoman army conducted in the First World War as well as identifying a new vocabulary that distinguishes the army’s deliberate campaigns from its campaigns of opportunity and expediency.

24. The Evolution of the Syrian Humanitarian NGOs and External Challenges

Abstract:: Syrian humanitarian sector was limited to two types of NGOs till the Syrian conflict started; traditional charities composing of religious or ethnic focus NGOs, and the Government Organised Non-Governmental Organisations (GONGOs) that were affiliated by governmental figures. They both failed to respond to the needs of civilians in non-governmental controlled areas. This has forced Syrians with limited or no previous experience in this sector to act immediately and independently. However, after the crisis erupted, the commitment to their case, availability of funds, and hospitality from the neighbouring countries evolved them very quickly to become the primarily organised responders in the non-governmental controlled territories. Those newly formed humanitarian groups tried to link humanitarian interventions with early recovery activities without losing the scope of being a voice advocating for the human rights of the innocents. The Syrian Humanitarian NGOs based in Turkey were delivering their assistance to the vulnerable communities inside Syria further than where they physically reach without even evaluating the risks that might affect their lives or their beloved families. In some cases, they were the only humanitarian actors in besieged areas as Rural Damascus or Eastern Aleppo and hard to reach locations as Rural Homs or Northern Hama. Those security threats are now less impactful on their existence compared with the political, economic, social, technological, legal and environmental external challenges that they are facing and can highly affect their presence. The external challenges that they are witnessing that might affect not only the way they are operating but their sustainability as well. Those external challenges were focusing on political, economic, social, technological, legal, and environmental to form the well-known PESTLE analysis that categorises these external threats and risks. As new Syrian NGOs have spread within countries nearby as well as in the diaspora, this article will only focus on those that were based mainly in Turkey due to several reasons explained in the article.

Abstract:: This article aims to analyze the main elements and processes underway in Eurasia, involving three essential actors: the United States, Russia, and China. At first, it is emphasized the importance of Eurasia as a space that has historically influenced the hegemonic disputes between Great Powers. Then, Eurasia is analyzed as a space for development cooperation, presenting the intersections of the Chinese BRI and the Russian EAEU. Last, the US approach to China is addressed, specifically the Indo-Pacific strategy. We conclude that despite the intense pressure to contain the rise of China and Russia in Eurasia, rivaling both powers is not feasible. In the current path, it will boost the cooperation between two giants, China and Russia.

26. Achieving Full Resolution to the Karabakh Conflict

Abstract:: Azerbaijan’s decisive defeat of Armenia in the Second Karabakh War is certainly cause for optimism that any remaining issues between the two countries can be resolved through diplomacy rather than military might. After all, Azerbaijan managed to recover all the territories outside the Karabakh enclave captured and occupied by Armenia since the 1990s—as well as parts of the former Nagorno‑Karabakh Autonomous Oblast itself—in addition to forcing Armenia to withdraw all its troops from sovereign Azerbaijani territory. However, past indisputable successes in other conflicts indicate that Azerbaijan must be careful not to overestimate its capabilities to translate the recent military triumph into full resolution of the Nagorno‑ Karabakh conflict. While it is tempting to declare the conflict over and to talk strictly of post‑conflict construction and development, a handful of countries have painfully learned that such declarations can be premature. For instance, in August 1982 Israeli Prime Minister Menachem Begin predicted that the imminent defeat of the Palestine Liberation Organization (PLO) in Lebanon portended 40 years of peace; and in May 2003 U.S. President George W. Bush declared “Mission Accomplished” after ousting Saddam Hussein from power in Iraq. Both of these declarations came back to haunt the respective countries that had believed they had put behind them the conflict at issue. The crucial element that both of the aforementioned leaders had missed was that they did not control completely the fate of the conflict they chose to treat as being resolved. In Israel’s case, the PLO relocated to Tunis, from where it was able to rebuild its power base and receive support from the Soviet Union, while Hezbollah—which didn’t even exist at the time of the defeat of the PLO in 1982—arose with the support of Iran to become a much more formidable and menacing force in southern Lebanon than the PLO had been. In the case of America’s wars in Afghanistan and Iraq, the resulting power vacuum allowed numerous external forces to enter the picture and disrupt the plans of the United States. Moreover, corruption and disorganization within the governments established with American help contributed to the deterioration of stability in the region.

27. Spotlight on Normalization Armenian-Azerbaijani Relations in the Wake of the Second Karabakh War

Abstract:: More than half a year has passed since the end of the Second Karabakh War and the signing of the Moscow‑brokered trilateral statement by the President of the Republic of Azerbaijan, the Prime Minister of the Republic of Armenia, and the President of the Russian Federation on a complete ceasefire and a cessation of all hostilities in the zone of the Nagorno‑Karabakh conflict. These developments have ended the almost 30‑year‑long illegal Armenian occupation, restoring Azerbaijan’s territorial integrity. They have also contributed to the ultimate implementation of numerous decisions and resolutions adopted by various international organizations, including four resolutions of the UN Security Council (822, 853, 874, and 884) demanding the immediate, complete, and unconditional withdrawal of Armenian armed forces from the occupied Azerbaijani territories. At the same time, a new political reality has emerged in the region as a result of the war. This has brought about at least seven implications:

28. Winning the Peace Azerbaijan’s Karabakh Reintegration Challenges

Abstract:: The Karabakh conflict was not resolved peacefully. Decades of unfruitful negotiations held under the auspices of the Co‑chairs of the OSCE Minsk Group (France, Russia, and the United States) produced no diplomatic solution. The 30‑year‑long stalemate ended when Azerbaijan re‑gained its occupied territories with a decisive military victory after 44 days of fighting. After the Second Karabakh War, Azerbaijan restored its territorial integrity in conformity with four UN Security Council resolutions. Formally, Azerbaijan’s sovereignty over all Karabakh was restored through the signing of a trilateral settlement that was reached between Azerbaijan and Armenia on November 10th, 2010, with Russia being the facilitator and third signatory. The settlement, which is more than a conventional truce but less than a full peace agreement, ensured the return of the remaining five occupied Azerbaijani areas immediately. A five‑kilometer‑wide corridor connecting Armenia to Karabakh was opened through Lachin, with control granted to a newly‑established Russian peacekeeping force, which also took over control of Khankendi and some surrounding areas populated by ethnic‑Armenians. Despite some delays, the trilateral settlement is being enforced and the Armenian occupation of 20 percent of Azerbaijani territories came to an end in early 2021. Other provisions of the settlement, such as the establishment of the free movement of all Azerbaijani persons, services, and capital to the region, is to follow.

29. Georgia After the Second Karabakh War

Abstract:: The outcome of the Second Karabakh War between Azerbaijan and Armenia significantly transformed the geopolitical reality in the South Caucasus, with implications for the wider Black Sea‑Caspian region. The unsettled political geography of the South Caucasus and the ethno‑political separatism fueled by external actors since the early 1990s left bleeding wounds on the bodies of the newly re‑emerged sovereign states of Armenia, Azerbaijan, and Georgia. These conflicts have determined the trajectory of the geopolitical developments of the region for the last 30 years, including on the foreign policy orientations of these new states. The conflicts in the South Caucasus were the primary challenge for transforming the strategic assets of this region into greater political and economic success. Three major conflict areas in the South Caucasus were former autonomous regions, created in the early Soviet period: Nagorno‑Karabakh, Abkhazia, and the Tskhinvali region, what was called South Ossetia. (Briefly: the latter term was introduced by the Soviets in the 1920s as a name for the newly created autonomous area in Georgia, populated by Ossetians alongside ethnic Georgians. The historic homeland of Ossetians is located to the north of the Greater Caucasus mountains. Following the Soviet tradition of planting ethno‑political time bombs, Ossetia proper—located in the Russian Federation—was named North Ossetia, while the Tskhinvali region of Georgia—with the Ossetian population at the time concentrated in the border areas with Russia—was named South Ossetia.) As of today, all three of these areas are self‑proclaimed independent states, are formally ruled by de facto governments, and saw fierce military confrontation in the early 1990s. In 2008, the Tskhinvali region became the battleground between Russian and Georgian forces. In 2020, Azerbaijan regained through a combination of military action and diplomatic brinksmanship all seven regions outside of Nagorno‑ Karabakh that had been occupied by Armenia, as well as one‑third of the former Nagorno‑Karabakh region. In the case of Abkhazia and the Tskhinvali region/South Ossetia, as of mid‑2021, these territories remain, in reality, governed by Russian occupational forces. The Russian military influence was inserted into Karabakh after the war that ended on November 10th, 2020, with Russian peacekeepers playing an increasing role in the governance of the region. In terms of geopolitical orientation, Armenia willingly allowed Russian troops onto its territory, seeing them as a security guarantee and deterrent against Azerbaijan. Georgia aligned itself with the Western powers, determined to join NATO and the EU. The conflicts on Georgian territory are seen as punishment from Russia for Georgia’s pro‑Western focus. As a result, there has been a heavy Russian military presence in the separatist areas of Georgia since the Russian invasion to Georgia in 2008.

30. Azerbaijan’s Pathways After the Second Karabakh War

Abstract:: n the aftermath of the Second Karabakh War, Azerbaijan stands at a critical moment in its history. The war has resolved many of the issues driving Azerbaijani grievances over the last three decades. Yet it leaves others both unresolved and entangled within a new regional configuration that more than ever hinges on the interactions of external great powers and the fractured local politics of the South Caucasus. The regionalization of the Armenian‑Azerbaijani conflict— meaning its transition to a Russian‑Turkish condominium— ultimately links the conflict to the vagaries of what Pavel Baev and Kemal Kirişci call the “serpentine” relations between Moscow and Ankara in the era of Recep Tayyip Erdogan and Vladimir Putin. The conflict is now one link in a string of conflict theatres where Russia and Turkey are involved, and across which Moscow and Ankara may negotiate trade‑offs that have little to do with the interests of local parties. To be sure, Azerbaijan’s closeness to Turkey assuages concerns over Russian influence for now. And the strategic, rather than tactical, outlook on Azerbaijani‑Turkish partnership means that few in Azerbaijan believe that Turkey would ever engage in trade‑offs that cross Azerbaijani red lines. This belief is reflected in the experience of the Turkish‑ Armenian “football diplomacy” normalization initiative that took place in in 2008‑2009. Nevertheless, while the Armenian‑Azerbaijani conflict is now seen by many in Azerbaijan as resolved, it has in fact been repackaged and embedded in a new, highly complex, and unpredictable web of linkages.

31. From Struggle to Permanent Failure Why the Karabakh Attempt at Secession Failed

Abstract:: After 44 days of fighting, the Second Karabakh War came to an end on 10 November 2020 as a result of a Russian‑brokered ceasefire agreement. The most important questions here appear to be: what led to this dangerous military escalation, and what does it mean for the conflict, given that it seems to have now entered into a (new) political phase, again? In the declining Soviet Union, what was originally a status dispute over the autonomous Nagorno‑Karabakh region escalated into an international violent conflict between Armenia and Azerbaijan in the early 1990s. Following the end of a bloody war in 1994 (the First Karabakh War, 1992‑ 1994), a fragile situation around the conflict region took root: the “frozen conflict,” as it came to be known, lasted for nearly three decades and led to conditions of neither war nor peace. And during this period, it was feared that the longer the sides had to wait for a peace agreement to be reached, the more likely the conflict would re‑escalate and eventually erupt again into a hot war. As it turned out, this is exactly what happened: an all‑out six‑week war erupted again unexpectedly between the conflict parties in late September 2020, and, as a result, the Armenian side more or less capitulated. But first things first: in the First Karabakh War, Azerbaijan suffered a major defeat, ceding to Armenian forces not only the secessionist region itself but also seven surrounding territories. These other lands were, as a whole, twice the size of Nagorno‑ Karabakh itself and contained five times the old oblast’s population, the entirety of which was expelled by the time an armistice was signed in 1994. And that is why during this war the UN Security Council responded by passing four resolutions demanding the withdrawal of Armenian forces from the occupied areas of Azerbaijan. However, the UN resolutions failed to have any effect. Since that time, no international protagonists felt a strong, compelling need to try to resolve the Nagorno‑ Karabakh conflict. In addition, all international actors dismissed the idea of “power mediation.” Moreover, although Russia as a key international actor is directly involved in all the conflicts on the territory of the former Soviet Union, its involvement in the Nagorno‑Karabakh dispute has been rather indirect: in the Karabakh case, Moscow has been both a critical and a questionable actor. On the one hand, the Kremlin has taken a central position in mediating a peaceful settlement to the conflict while, on the other hand, it has been delivering weapons to both sides. This last represents perhaps the most striking situation regarding the international dimension of the conflict. Russia is militarily allied with Armenia and has a military presence in the country. It has provided security guarantees to Yerevan, primarily through their shared membership in the Collective Security Treaty Organization (CSTO), which neutralized to a certain extent the potential effects of Russian arms being sold to financially strong Azerbaijan on a purely commercial basis.

Secondly, the article analyzes the role of the European Union in the conflict and the policies and measures it proposes for its resolution within the framework of the Neighborhood Policy and the Eastern Partnership the Union maintains with the two States involved in the conflict, Finally, the article concludes with a series of considerations highlighting the role that the EU can play in the future in relation to this conflict./El presente artículo tiene por objeto analizar la actuación de la Unión Europea en relación con el conflicto entre Armenia y Azerbaiyán sobre Nagorno-Karabaj. Con este fin, el trabajo describe, en primer lugar, la evolución a grandes rasgos del conflicto. Abstract:: The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:: Terrorism with religious ideological background today is a serious global threat. The modern infrastructure and the communications of movement allowed terrorist organizations to be able to attack everywhere in the world. The issue that is a point of interest of this paper is the current situation of returning the foreign terrorist fighters to their home country or third countries and the security consequences that may arise if they are not treated properly. For a more detailed perception of this problem through the case analysis – an operative police action related to the foreign terrorist fighters, the functional aspects of the criminal prosecution bodies of the Republic of North Macedonia will be better perceived and studied. Also, a special emphasis will be placed on the strategy for the fight against violent extremism and the financing of terrorist fighters.

36. Georgian Ethnopolitical Conflicts as a Subject of Confrontation between the USA and Russia

Abstract:: Since 2009 Russia has increased its military forces in Abkhazia and South Ossetia and pursued the policy of ‘creeping annexation in the occupied territories of Georgia. Today, 20% of Georgian territories are occupied by the Russian Federation. The Russian-baked separatists continuously erect barbed-wire border posts in one of the occupied regions of Georgia-South Ossetia and detain Georgian people, under the pretext of ‘illegally crossing the border’. Fundamental rights of the local population are violated daily since the occupants install barbers through people’s houses, gardens, and cultivated lands. Innocent citizens are forced to leave their homes, belongings, and cultivated lands that are left beyond the occupants’ demarcation line. The paper argues that along with other global challenges of the world, the USA-Russia clashes of interests are also found with the Georgian conflicts. While Washington hugely supports Georgia’s territorial integrity and welcomes its Euro-Atlantic aspirations, the Russian Federation, on the contrary, prevents the aforementioned process and directly opposes Georgia’s integration into NATO. The USA condemns Russia’s creeping annexation of Georgian territories and continuously calls on Russia to respect the sovereignty and territorial integrity of an independent country. Furthermore, the USA-Russia relations have considerably deteriorated following Russia’s military intervention in Georgia and the recognition of Abkhazia and South Ossetia as independent states.

Abstract:: The issue of the sea between Albania and Greece has been and continues to be an object of study for various authors. Research shows so far that many studies have tried to go slightly from the descriptive to the explanatory and analytical framework and have generally fallen into the ‘trap’ of subjective approaches creating the phenomenon of nationalism. That appears in different forms, damaging the spirit of friendship and cooperation between both countries. This paper analyzes relations between Albania and Greece and their evolution based on international acts until the decision of the Albanian Constitutional Court annulling the agreement between them on the issue of the sea as incompatible with the constitution in terms of absolute objectivity. The demands of the Greek state for extension with 12 miles under the magnifying glass of the interpretation of the norms of the international law of the sea, the principle of equality and equity are part of the insistence on gaining superiority in the sea area vis-à-vis Albania. All this leading to the dialogue for another treaty cooperation and friendship occupy a vital part of the facts, which constitute an ongoing open discussion about the future of the sea issue on the Hague International Court.

Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: In the context of hybrid warfare, an urgent question arises as to the adequacy of responding to its challenges. Ukraine, the EU countries and NATO are facing new threats, which require democracies to make changes in military and political activities, to find new forms and methods of ensuring national security. Hybrid warfare as a form of undeclared war is conducted with the integrated use of military and non-military instruments (economic, political, informational and psychological, etc.), which fundamentally changes the nature of military struggle. Thus, the change in the nature of the current armed conflict and the hybrid aggression of the Russian Federation against Ukraine have created an impetus to accelerate transformations and structural changes in the security and defence sector of Ukraine. One of the priority areas of defence reform is the modernization of the management system of the security and defence sector in order to bring it in line with modern military conflicts, achieve interoperability of Ukraine’s defence forces, systematic transition to NATO standards (STANAG) in the organization, armament and training of troops (forces), as well as in the system of operational decision-making.Russia’s aggression against Ukraine has launched a process of destroying the system of European and transatlantic security. The Kremlin’s hybrid actions against Ukraine and other regional states are undermining stability in the area from the Baltic to the Black Sea, creating a serious challenge to peace and security in the region. Ukraine can become a powerful ally with significant military capabilities and invaluable practical experience, including in the field of combating hybrid threats, with successful reforms for NATO membership and a relevant consensus in NATO.

Abstract:: Russia and China surrounding Eurasia, realizing Halford Mackinder‘s Heartland theory by integrating the Eurasian landmass. Economic, political and strategic complementarities between Russia and China plus geography are the integrative forces compelling both the powers to accommodate each other‘s interests and provide indispensable benefits to each other in the context of Eurasian integration. By developing both the components of cross border connectivity infrastructure i.e. hardware (Roads, Railways, Pipelines, Ports) as well as software (harmonization and coordination of policies, regulations) the dyad is turning the 21st Century into ―Eurasian Century‖. Historically, with the inventions of maritime (Sea lanes of Communication) transportation, the power shifted to Sea powers(West) as they controlled the main transportation routes. The development and hence control over the transportation routes over Eurasia will result into a power shift from Sea powers to land powers (Russia & China). Therefore the stakes are high for both the continental powers in integrating Eurasia. One is World‘s largest energy producer while the other is largest energy consumer. All this mean a permanent need for each other and long-term engagement for at least the rest of 21st century. This complementarily between Russia and China is also turning the heartland i.e. landlocked geography of Central Asian Republics into a blessing for these republics as opposed to the landlocked Afghanistan for which its geography turned to be a curse. Both consider Central Asia as their backyard and therefore unanimous on keeping the backyard stable and developed.

Abstract:: Latin America is the most violent region in the world. Yet, decades of political and financial investment by the international community have not had the desired results. Using the work of the European Union in the Northern Triangle of Central America as a case study, this article asks what explains this failure. Utilizing the conceptual framework of Complexity and Human System Dynamics, it argues that current policies actually entrench the pattern of conditions which lead to, and sustain, violence. It shows how, by reconceptualizing this problem using the concepts of Complexity, policies could be made more effective and sustainable.

Abstract:: Earlier this month, the United Nations monitoring team that tracks the global jihadi threat warned the Security Council that “ISIL franchises in West Africa and the Sahel continued to enjoy operational success in early 2020, as have those of Al-Qaida, heightening international concern about stability in the region.” Concern over the threat has grown despite the fact that a year ago clashes erupted between the Islamic State and al-Qa`ida franchises in the region, turning what had been an often amicable and sometimes cooperative relationship into fighting between them in Mali and Burkina Faso. In our feature article, Héni Nsaibia and Caleb Weiss assess that a number of factors ended the “Sahelian anomaly” of amicable relations between the regional Islamic State and al-Qa`ida groupings, “including the hardening of ideological divisions, pressure from Islamic State Central for its regional satellite to take on a more confrontational approach toward its rival, and tensions created by the growing ambition of the Islamic State affiliate in the Sahel.” They note that “while some argue that fighting between jihadi groups is positive for the counterterrorism landscape, it is also possible that the two groups are in effect engaging in a process called ‘outbidding,’ wherein a group aims to show ‘greater resolve to fight the enemy than rival groups.’” Our interview is with Chris Costa, who during the first year of the Trump administration served as the Special Assistant to the President and Senior Director for Counterterrorism. Building on a study of terrorist recidivism in Belgium by Thomas Renard published in the April issue of CTC Sentinel, Robin Simcox and Hannah Stuart examine the problem set created by jihadi prisoners in Europe from two different angles. Firstly, they examine the nature of the threat by analyzing a dozen alleged jihadi terror plots and attacks that occurred inside and outside prisons in Western Europe since 2014 in which at least one of the attackers/plotters had been convicted in Europe of a previous terrorism offense. Secondly, they look at the scale of the threat by calculating the rates of various forms of recidivism from a comprehensive database relating to U.K. jihadi terror activity. Amarnath Amarasingam and Marc-André Argentino assess the emerging security threat posed by the QAnon conspiracy. They write: “A survey of cases of individuals who have allegedly or apparently been radicalized to criminal acts with a nexus to violence by QAnon, including one case that saw a guilty plea on a terrorism charge, makes clear that QAnon represents a public security threat with the potential in the future to become a more impactful domestic terror threat. This is true especially given that conspiracy theories have a track record of propelling terrorist violence elsewhere in the West as well as QAnon’s more recent influence on mainstream political discourse.”

Abstract:: ThE DISINTEGRATION of the Soviet Union has led to a new geopolit- ical zone appearing on the world map – the so-called post-Soviet space where Russia plays a dominant role even though post-Soviet countries have different development paths, political regimes and economies. Amid the escalating relations between Russia and the West, the pressing prob- lem for Russia right now is to build relations with its immediate neigh- bors. Therefore, maintaining diplomatic relations with post-Soviet coun- tries is an important geopolitical goal for Russia, since this is a zone of strategic economic and political interests. however, not only Russia is interested in establishing strong diplomatic ties but also former Soviet countries. Abstract:: President-elect Joseph R. Biden has an opportunity to forge a bipartisan, sustained grand U.S. strategy for Russia. With decades of experience in foreign affairs, especially transatlantic relations, he knows Russia, he knows Vladimir Putin and, equally important, he knows the region. When I worked at the National Security Council during the Barack Obama administration, I traveled with then-Vice President Biden to Georgia, Ukraine, Moldova and Russia. Unlike his immediate predecessor, President Biden rightfully will not try to befriend Putin. He and his expert team of foreign policy advisors understand that the central objective in U.S. policy towards Russia today is to contain Putin’s belligerent behavior abroad. At the same time, the incoming Biden administration offers the U.S. a chance to develop a more predictable pattern of bilateral relations with the Russian government and Russian people, supported by Republicans and Democrats alike. After relations with China, competing with Russia is the second-greatest foreign policy challenge of our time, complicated by the fact that China and Russia today are closer to each other now than they were during the Cold War. To successfully achieve American objectives will require the implementation of a comprehensive, sophisticated and nuanced strategy for containing Putin’s belligerent actions abroad and simultaneously cooperating with Moscow on a small set of issues of mutual benefit.

47. How Embassy Pristina Helped Kosovo Manage the Foreign Terrorist Fighter Problem

Abstract:: Kosovo, which declared independence from Serbia in 2008, is the most pro-American country in the world. From 2012 to 2013, it was also the world’s per-capita biggest source of foreign terrorist fighters (FTFs) in Syria. It would seem those two statements could not possibly both be true, but they are. This is the story of how the professional diplomats at the U.S. Embassy in Pristina, aided by experts from the United States, played a major role in helping the new country bring the FTF problem under control for our mutual benefit. Between 2012 (when the Syrian civil war started) and 2016, more than 300 Kosovo citizens went to fight with al-Nusra, or ISIS. U.N. Development Program analysts who interviewed FTFs identified two categories of reasons for this phenomenon: “push factors” and “pull factors.” Among the push factors were Kosovo’s poverty, weak rule of law (enabling porous borders), corruption and high unemployment, especially among the young (60%, compared to 30% overall, in a population with 50% age 25 or younger). The pull factors were more complicated: After the 1998-1999 Kosovo war, “humanitarian” NGOs from the Middle East came to build mosques and provide aid, also importing Wahabi-style Islam, which is very different from Kosovo’s Hanafi Islamic tradition. Some Kosovo imams trained in Middle Eastern religious schools came back with a more radical Islam. ISIS recruiters proclaimed a religious duty for Kosovars to help Syrian Muslims threatened by Syrian President Bashar al-Assad. Radical imams operating outside the Kosovo Islamic community recruited young men, often offering computer or English classes as bait.

Abstract:: This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

Abstract:: Growing anti-Western sentiments around the world are currently manifesting themselves through divergent ways ranging from peaceful resistance movements to various forms of political violence. In the Middle East, unlike the earlier partially secular and nationalist Cold War anti-Americanism, the current popular anti-Western political movements are heavily equipped with Islamism, which appears to be an all-inclusive ideology and political movement for almost all dissidents. This applies to Turkey as well, despite its relatively long history of secularisation. This research particularly aims therefore to discuss the role of nationalism and Islamism on anti-Western sentiments in Turkish foreign policy through the lens of neo-classical realism and a new, broader conceptual framework: The Western Question. The research examines the contours, contents, and consequences of the problem through comparing two cases, namely the Cyprus problem of the 1970s and the crisis with the West that has surfaced after Turkey’s involvement in the Syrian Civil War.

Abstract:: The end of the Cold War has given way to an impressive tranformation of the security concept, which has experienced an incredible expansion over the last few decades. This expansion has also gone hand by hand with the emergence of new concepts which might allow better analysis in this realm. The human security concept stands out among such new concepts as a result of its analytical value, in spite of all the criticism it has received. One of the questions which has become securitized in the context of the mentioned expansion of the security concept is migration. However, even if migrations have been approached too frequently from a traditional security concept based on the state and its sovereignty, the human seecurity concepts seems a much better tool for the analysis of this reality and its causes. In this sense, we cannot forget that people become migrants or refugees because they see questioned their personal security. Likewise, we have to pay attention to the extent to which, the host states and, particularly, their societies, may see their political, economic and societal security in danger. Therefore, the analysis should pay attention to the security challenges of both, host societies and migrants and refugees. Besides, only an analysis on the basis of the human security concept will allow us to come up with an accurate response to the question of migratory and refugee flows, this is a response which pays attention to some key aspects such as conflict prevention and management an growth and development promotion in the countries of origin of migrants and refugees, always in cooperation with those countries themselves. Such un analysis will show the indivisible nature of security and the fact that the security of host societies and that of migrants and refugees, far from being incompatible, go hand by hand.

Abstract:: The pace and effectiveness of Kyiv’s European integration course depends on many internal and external factors. The key ones being the political will of Ukrainian government, ability to implement and dedication to real pro-European changes in the country that would be tangible for Ukrainian citizens. This is the internal factor that is the main issue on the path to integration into the European community. That being said, European integration is a two-way street. The quality and level of Kyiv-Brussels relations to a great extent depend on the position and engagement of the European side, including EU’s internal processes and trends, which are rather complex, controversial and sometimes centrifugal in their nature at the moment. We are talking about an increased sentiment of restoring partnerships with Russia in the “business as usual” format inside the EU’s business and political circles. Russian hybrid aggression is a dangerous factor. For the Russian leadership that views post-Soviet countries as its zone of “privileged” interest, an independent Ukraine headed towards Europe and NATO is both a challenge and a threat. Firstly, Kyiv’s successful European integration is an incentive for other post-Soviet countries to step up, which means a failure for Russia’s plans of “forced” reintegration of Eurasian countries. Secondly, Kyiv achieving success in its European project is a model for Russian citizens and a convincing evidence of the inability of Russia’s authoritarian regime to offer an attractive democratic model of social development. This is why the Russian regime is using all of its available “hybrid warfare” to prevent Ukraine from integrating into Europe – from political and diplomatic pressure, economic blockade, information warfare to military intervention – occupation of Crimea and Donbas. Currently, Ukraine is a training ground and a testing area for Russia’s massive purposeful expansion into the EU territory. In particular, this includes discrediting the unifying European values and institutions, disorienting public opinion, interfering with elections, formation of pro-Russian lobby within the European establishment, support of radical movements, etc. The goal of this influence is to disintegrate the EU, reform Europe’s political system in line with the Russian scenario. An important factor is the EU member states’, institutions’ and other countries’ assistance and solidarity with Ukraine, as well as sanctions introduced by the West. Regrettably, over the period of almost six years, the sanctions have failed to stop Russia’s war against Ukraine, failed to change the nature of Kremlin’s aggressive foreign policy. Yet it is certainly crucial that the EU and other countries uphold a common course of conduct in regard to Russia, maintain and strengthen the “sanctions frontline”. At the same time, assessing the current confrontation in the notional Ukraine-EU-Russia “triangle”, it is worth noting that these problems have been temporarily overshadowed by the global COVID-19 pandemic. On the one hand, the pandemic has affected internal and external priorities of different countries, has shaken the global economy. On the other – it has “hit the pause button” for Ukraine’s European integration, made adjustments to EU-Ukraine Association Agreement implementation plans. Obviously, the problems that have been temporarily postponed will later resurface again – this time in the new circumstances and in the new form.

Abstract:: China, a rising power and Russia, a great power of the past is currently pursuing the aspiration to regain its lost glory, are at the center stage of Asian geopolitics. Starting from the first decade of twenty first century, the extra tilt of Russia‟s moderate ally India towards the US is ringing alarm bells for China, Russia and Pakistan more or less with an equal spell. Indian tilt towards the US culminating in a nuclear deal between the two in 2008 (Baker, 2008), specifically, post nuclear deal strategic partnership provides the former with a punch to pose a challenge to its two sheer competitors Pakistan and China. In fact, this emerging engagement between Indo-US is based on their shared interest of complicating the security calculations of Pakistan and China. Thus, the strategic partnership between India and the US provides a significant variable to Pakistan to dramatically change the dimensions of its security and strategic relationship with Asian powers such as China and Russia. For Pakistan this partnership will provide it not only an option to maintain balance in the region vis a vis India but it will also provide it with an alternate to the US in the form of realigning its relationship with Russia and China. While shunning off increasing US sway in near abroad is in the interests of both China and Russia, so, this emerging strategic triangle will mutually reciprocate their respective interests. Although, India is obsessed with a desire to become regional hegemon independently pose a significant threat to regional balance and stability in South Asia, its strategic partnership with the US acts moderately as a force multiplier. So, for Pakistan being a major stakeholder in the regional affairs, prudence dictates to cultivate and enhance its strategic relationship with its time tested friend China as well with Russia. The current paper will attempt to access the imperative factors bringing China, Russia and Pakistan closer to form a strategic triangle. It will explore the political, geo-economic and geo-strategic areas of convergence for greater cooperation between this emerging triangle. Abstract:: The launch of Sputnik demarked the beginning of the space age and also the beginning of the militarization of the outer space. During the Cold War, the two strategic competitors exploited the outer space for their military purposes, which initiated an intense space race, lasted till the end of it. Due to intense competition in space, different satellites for photographic reconnaissance, surveillance, communication and intelligence were launched into the outer space and space became the area of conflict between the arch enemies. The major development in the militarization of space came under the President Reagan‘s period, when Strategic Defence Initiative was announced in 1983. This was the first step towards weaponizing the common heritage of the human being. The power trends in the militarization of outer space have also shown its implication on security of South Asia. China, under the consideration of security dilemma, has contributed its part in the militarization of space. As a result, India in collaboration with U.S is also crawling towards developing its space power, which has serious implications on the security of Pakistan. Therefore, the strategic competition among nations has resulted into their massive investment in the developing their space assets for military purposes and brought a paradigm shift in it. This research paper analyzes that space has become a fourth medium of warfare. The new plans from the major powers to utilize the outer space to dominate and to create their hegemony in the outer space will deteriorate the fragile peace in South Asia, as well as endanger the peace of the world. The design of present research is exploratory and for more empirical analysis, study also based on philosophical assumptions.

55. Fluctuating Images of Enemies and Friends: Abkhazia, With Turkish Cyprus’ Lens

Abstract:: Since1the 2008 Russian-Georgian war over breakaway regions, journalists talk about the undergoing colonization of Abkhazia by Russia through a number of processes: finan- cial and military aid, missiles installation in the region, infrastructure and telecommuni- cations control, Russian business and migration. Although, for various security reasons, welcomed by the Abkhaz elites while building their political entity against Georgians, one cannot but think of parallels with the Northern Cyprus developments over the last 30 years. In a similar process, Turkey sponsored the construction of the Turkish Cyprus de facto state. Throughout the 1980s and 1990s, considerable resources were used to ‘prove’ the affinity with Turkey and Turks, to construct the enemy image of Greek Cypriots and, in so doing, to legitimate the separatist cause and friendship with the sponsor-State. However, anthropological studies in the North of the island show how living side by side with settlers from Turkey modified Turkish Cypriots’ self-identification as distinct from their new neighbours. Turkish Cypriots of all political convictions are uncomfortable and count critical stories about “people from Turkey.” They distinguish “us” Cypriots from “them” the settlers and simultaneously the image of former ‘enemy’, the Greek Cypriots, is vested with less hostile shapes. A civic identification develops as collective perceptions change. This, in turn, has implications for political cleavages as new options for (de)constructing the de facto state and new party programs emerge. How this identity transformation oc- curs? What triggers changing policies towards our enemies and friends? The article’s objective is to map and compare the ‘colonization’ process that took place in Northern Cyprus and the one observed in Abkhazia and to detect changes that occur in the image of ‘friends and enemies of the nation’ during this process and in the ethnic versus civic State-building endeavours. How external factors affect these transformations? Following Anthony Smith and George Schöpflin, enemies and friends are constantly redis- covered and re-interpreted, and their (re)construction account for “our” territory, justify col- lective claims and mobilize collective action. These fluctuations adapt to the needs of the moment, to an external threat, and to structural changes. When fluctuations in perceiving the ‘Other’ take place and how do they translate into the political construction of de facto states? Although the Abkhazian case is recent and in the making, establishing parallels with the Turkish Cyprus case may shed light on patterns of fluctuating nation-building processes, and by the same token, in (de facto) state-building.

Abstract:: The ongoing crisis in Ukraine continues to jolt the architectural plans of Euro-Atlantic security developed over the past 25 years. Predictions of a “new Cold War,” and anxiety over Russia’s ambitions in its neighborhood, have led to calls for the North Atlantic Treaty Organization (NATO) to step up efforts to ensure security on the European continent and protect its newer members in close geographic proximity to the Russian Federation. After more than two decades, during which NATO was transforming into a military alliance fo- cused on out-of-area missions, the collective defense at the heart of the 1949 Washington Treaty has suddenly appeared to regain its relevance. Since the annexation of Crimea by the Russian Federation and the escalation of military conflict in Ukraine’s Donbas region a year ago, NATO has demonstrated its commitment to the security of its Eastern European member states through reassurance measures that have included increased air and maritime patrols, as well as the rotation of ground forces. There are however countries partnering with NATO – but not covered by its collective defense protective umbrella – which fall into a gray zone of influence between Russia and the Euro-Atlantic allies. Abstract:: According to a general definition, a conflict is a process in which one party perceives that its interests are being opposed or negatively affected by another party1. Conflict is manifested through adversarial social action involving two or more actors and the ex- pression of differences is often accompanied by intense hostilities. Most significantly, pro- tracted conflict arises from failure to manage an antagonistic relationship2. A special kind of conflict involves force being used by both parties to the conflict. Armed conflicts in the neighbourhood of Russia emerged during the disintegration of the USSR, when parts of former Soviet republics began to claim independence. This is when Nagorno-Karabakh, South Ossetia, Abkhazia and Transnistria decided to form inde- pendent states, thus infringing on the territorial integrity of Azerbaijan, Georgia and Mol- dova – all states with international recognition. The parties on both sides of these ethnic and political conflicts had been attempting to resolve these situations by themselves, but the management process was then joined by “third parties”: Russia, Iran, Turkey, CIS and other international organizations such as the UN and the OSCE, and, recently, also the EU.

Abstract:: In late February of 2014, president of Ukraine, Viktor Yanukovych, a staunch ally of Russia, lost power. This event sent into motion a sequence of events that pitched Rus- sia against its neighbour and the West. Faced with the loss of influence, if not control, over Ukraine, Vladimir Putin immediately took steps that, in his mind, were to secure the interests of his country. First, in March 2014, Russia seized and annexed Crimea; soon af- terwards a Russian-inspired rebellion engulfed eastern Ukraine. These measures drastically increased Putin’s popularity at home, but made him a pa- riah abroad. Initially, the West, including the European Union, imposed diplomatic sanc- tions1. They had no effect on Russian behaviour and, in July, the West expanded punitive measures to the economy2. President Putin did not budge, and in September, the United States and the European Union increased the pressure by imposing additional sanctions on the financial sector3. As a result, Russian companies, including large banks, were effec- tively cut off from western financial markets. Past experience, such as the U.S. led sanc- tions on Iran, shows that this type of punishment is very effective and this paper illustrates that they exacted a price on the Russian economy as well.

Abstract:: On the occasion of the 100th anniversary of the restoration of the independent states of Poland and Lithuania, we will return to a fundamental question, namely, whether the relationship between our contemporary states, which had already become hostile during the restoration process, is a time of missed opportunities? Or maybe the interests of both sides were simply so different that it was impossible for them to agree on a matter of major importance – state territory (partly also on the issue of national minorities) – and to balance their interests, thus avoiding conflict and a particularly hostile bilateral relationship which lasted until the tragic developments for both Poland and Lithuania in 1939-1940, when our countries fell victim to two tyrants. It is necessary to adopt new approaches to history. As time passes, new generations lose the memory of how events developed. Moreover, old beliefs, suspicions, and phobias are even revived. I would like to tell you a personal story in order to illustrate this point. At the end of December 1993, an annual convention of Lithuanian ambassadors was held in Vilnius. I had just flown in from Washington, D.C., and so I was reflecting on the attitude of the U.S. Administration and the conclusions that were arrived at after some friendly dis- cussions with the staff of the Polish Embassy in Washington D.C., and I shared my thoughts.

Abstract:: As relations between Russia and the U.S.1continue their downward spiral, the Balkans have become another front in what scholars such as Stephen F. Cohen and Robert Leg- vold have dubbed “the New Cold War.”2 Yet the return to cold war, as Legvold notes, in- volves numerous opportunity costs for both countries—and considerable collateral dam- age as well. One of the areas in which the collateral damage will be most severe is the Balkans. Indeed, the costs of the new confrontation between Washington and Moscow are already evident in the democratic backsliding that has occurred throughout the region over the past decade. The Economist Intelligence Unit’s Democracy Index 2016, shows that of the nine countries in southeastern Europe (Albania, Bosnia & Herzegovina, Bulgaria, Croa- tia, Greece, Kosovo, Macedonia, Montenegro, Romania and Serbia), only one (Bulgaria) showed any improvement, one (Albania) showed no improvement, and the remaining sev- en all regressed in terms of their democratic development.3 Freedom House’s Nations in Transit and the Bertelsmann Transformation Index have similarly shown significant demo- cratic backsliding in the Balkans since 2008.4

Abstract:: The study aims to answer the question of the nature of European-Israeli military relations during the time of four conflicts in the Middle East region; one with the Lebanese Hezbollah, and three in the Gaza Strip. In this view, we divided the study into three principal parts. The first part focuses on European-Israeli military relations by addressing three phases. The first phase from 1949 to 1967, i.e. from the establishment of the State of Israel to the Six-Day War; the second phase from 1967 to 1993, i.e. the period that preceded the peace agreement between the Israelis and Palestinians, the Oslo Accord; and the third phase from 1993 to 2006, which addresses the period preceding the Israeli war on Lebanon. The second part examines the justifications for the military relations between Europe and Israel through a review of Israeli and European concerns that stimulate the existence of military relations between them. The third part addresses the areas of armament and military exercises between EU countries and Israel from 2006 to 2016. The study concludes by providing several findings, most prominently, that European-Israeli military relations were not seriously affected during Israel’s regional conflicts in the period of 2006-2016.

Abstract:: Experts on information competition between Russia and Western countries are convinced that president Vladimir Putin plans a war against the West as a long-term opera- tion. It is directed on two fronts: internal and the more effective external one. Both can be developed in every country of the World; the opponent may be a compatriot but the ally may be a foreigner. Fortunately, in the West the effectiveness of these operations is lower. Confrontation with the West the Kremlin has many advantages: parental and controlled informational space, technical implements, huge experience based on expert knowledge, likewise a longstanding practice in conducting informational operations. Those actions are strongly concentrated and there are widely used digital platforms and also, they popularise the contents in harmony with Russian Federation politics. Their aim is not only forming in- ternal and external public opinion properly and in line with the Kremlin’s interests, because as the annexation of Crimea has demonstrated that their aim is construction of a new reality of the world. Paradoxically, in the Russian Federation’s policy, media freedom and political pluralism are considered as a weakness of the West. Many communities which have different benefits are sensitive to the Kremlin’ s propaganda.

Abstract:: The discourse on religious extremism in the past few decades has largely been dominated by Islamist-oriented trends and actors. However, there are emerging alternate discourses of religious extremism that are becoming relevant in South and Southeast Asia – Buddhist and Hindu extremism. The March Issue thus focuses on Sri Lanka and Myanmar as case studies depicting the rise of Buddhist extremism and related intolerance towards the minority Muslim communities. The Issue also delves into two different responses to counter-terrorism by the state and community stakeholders in their bid to tackle religious-motivated terrorist groups. It takes a look at two divergent ‘hard’ and ‘soft’ counter-terrorism responses: (i) leadership decapitation; and (ii) the Danish de-radicalisation programme. First, Amresh Gunasingham narrows in on radical Buddhism in Sri Lanka and Myanmar focusing on the rise of the Bodu Bolu Sena (BBS) and Ma Ba Tha groups respectively. The author argues that these groups, rooted in Theravada Buddhism, have justified intolerance and violence towards minority Muslim populations that could escalate further, if neglected or exploited by the state. In Sri Lanka, periodic attacks against Muslims since 2014 and the legitimacy of groups such as BBS have emboldened a segment of the Sinhalese Buddhists. In Myanmar, the violent clashes between the Buddhist majority and the Rohingya, minority Muslim community since 2012, coupled with Ma Ba Tha’s rhetoric bordering on Islamophobia, have exacerbated intolerant ethno-nationalist sentiments within the country. The author proposes the need for a national identity that is inclusive and peaceful in both countries with political leaders taking a stand against intolerant narratives to mitigate long-term unrest. Kenneth Yeo Yaoren discusses leadership decapitation as a counter-terrorism strategy, which includes killing or arresting the senior leadership of a terrorist group. The author outlines the varying outcomes of the strategy in the context of religiously-motivated terrorist groups in the Israel-Palestine and Malay Archipelago regions. The impact of leadership decapitation on four key groups: Hamas, Hezbollah, Abu Sayyaf Group and Jemaah Islamiyah in terms of the frequency and lethality of attacks after the arrests or killings of their leaders are observed. It is argued that, “leadership decapitation is not a silver bullet against terrorism”, necessitating broader responses to counter the ideology and operational strength of religiously-motivated terrorist groups. Lastly, Ahmad Saiful Rijal Bin Hassan focuses on Denmark’s de-radicalisation programme in light of the returning foreign terrorist fighters (FTF) phenomenon. The author delineates the components and key features of the ‘De-radicalisation – Targeted Intervention’ and the ‘De-radicalisation Back on Track’ projects which constitute a ‘soft’ approach towards dealing with homegrown terrorists and FTFs in the country. Overall, three guiding principles dictate Denmark’s de-radicalisation programme – (i) inclusion over exclusion; (ii) collaboration between public, private and people sector bodies; and (iii) assumption that every individual aspires to live a ‘good life’. The article then focuses on the perceived efficacy of the programme in the Danish context vis-a-vis contending views made by other interested observers.

66. U.S. Complicity in the 2014 Coup in Kiev as a Violation of International Law

Abstract:: FIVE YEARS AGO, a coup d’état took place in Kiev. Following demon- strations and arson attacks, a mob seized several government institutions, including the administration building and residence of the constitutional- ly elected president of Ukraine, Viktor Yanukovich. Some members of the Ukrainian president’s security detail who were protecting his residence from illegal seizure were wounded and killed.1 Alexander Turchinov, one of the coup leaders, began serving as the president of Ukraine even though no Ukrainian presidential election had been held. The coup in Kiev led primarily to the U.S. assuming a leading role in Ukraine’s governance – something it had neither during the period of the Russian Empire nor the Soviet era. The February 2014 overthrow of the president in Kiev that took place without elections and in violation of the Ukrainian Constitution de facto divided the country into regions that recognized the new authorities in Kiev and those that opposed the coup (primarily the southern and eastern regions of Ukraine). This occurred not only because the Ukrainian presi- dent was unconstitutionally removed from power but primarily because the “installation” of the putschist government was accompanied by vio- lence, and ethnic and linguistic persecution. In March 2014, the Autonomous Republic of Crimea left the new, “post-coup” Ukraine in accordance with the provision of the UN Charter on the right of peoples to self-determination. Subsequently, following a referendum in Crimea, a treaty on Crimea’s reunification with Russia was signed. A confrontation between the new regime in Kiev* and residents of Donetsk and Lugansk Regions turned into a protracted armed conflict. The forcible replacement in Kiev of a constitutionally elected head of state (Yanukovich) with an unconstitutional leader (Turchinov) directly impacted Russia’s national interests. Russians and Ukrainians lived together within a single state, the Russian Empire, from the 17th century until 1917. During the Soviet period, the border between the Russian Soviet Federative Socialist Republic and the Ukrainian Soviet Socialist Republic did not have international legal significance. It was an administrative bor- der. After the collapse of the Soviet Union, the independent UN member states (Russia and Ukraine) that replaced them continued to maintain close economic and other ties. Their continued integration, including through joint participation in the Customs Union, objectively met the strategic interests of Ukraine and Russia. A friendly Ukraine is also important to Russia from a national securi- ty standpoint, considering NATO’s expansion toward Russia’s borders that began in the early 1990s – i.e., NATO’s absorption of all former member states of the Warsaw Pact, including Poland and even the former Soviet republics of Latvia, Lithuania and Estonia. Russia’s leadership has repeatedly stressed the inadmissibility of dragging Ukraine into NATO. Words about “fraternal” relations between the peoples of Russia and Ukraine are no exaggeration: Millions of family members (both Russians and Ukrainians) live on opposite sides of the Russian-Ukrainian border,2 and at least one-third of Ukraine’s population speaks Russian as a native language. In this context, it is not surprising that Moscow considered the U.S.- orchestrated seizure of power from the head of state in Kiev an event affecting its vital interests. Something else is remarkable: The U.S. administration said that the events in Ukraine, far away from the American mainland, “constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.”4 Westerners promulgated a very different assessment of the forced ouster of Ukrainian President Viktor Yanukovich in 2014. The U.S. called it a “people’s rev- olution” and said that the mob action organized in part by the U.S. ambas- sador in Kiev (including the killing of Berkut fighters, the state guard of the Ukrainian president) was a legitimate way of expressing the will of the “Ukrainian people.”

Abstract:: The intellectual aspiration of the paper is to highlight the economic forces, which played an immense role in the wars in which Greece participated during the 1909-1923 period. These were four major conflicts: The two Balkan wars of 1912-1913 against the Ottoman Empire and Bulgaria; the First World War (1914-1918) and the Greek-Turkish war of 1919-1922. The tragic period started with Greek victories and ended with the greatest defeat of the modern Greek state. Although these conflicts were different, there is a clear nexus between them. In the Greek as well as the international bibliography, the majority of studies highlight the strategic, tactical, operational, diplomatic, psychological dimensions of the conflicts of the period, as well as, the personal motives of political and military leaders. Under this intellectual framework, the economic forces of the conflict are marginalized by most academics. The final conflict of the period is primarily known as the ‘Campaign of Asia-Minor’ in the Greek bibliography, whereas in the Turkish bibliography it is considered as ‘the Great Patriotic War.’ Thus in this article we aim to demonstrate that the conflicts of the period are connected and also that the Greek defeat of 1922 was the outcome of a chain of miscalculations which the Greek side has made, but above all it was the nexus of limited economic resources, diplomatic errors and wrong tactical decision making in the front. The structure of the article is as follows: The first section highlights the concept of ‘Megali Idea,’ which defined Greek foreign and defence policy during the 1844-1923 period. This section highlights the crucial developments of the 1909-1919 decade just before the war of the 1919-1922 period and demonstrates that the war developments were directly associated with those of the previous decade period. Thesecondsection analyses the strategic and tactical errors by the Greek side during the conflict and associates them with the economic forces. The third section highlights the Turkish tactical, economic and diplomatic advantages and demonstrates how these were associated to economic power. The fourth section provides an analysis based on the options, which the Greek side had but failed to materialize. Conclusions follow. (We point out that all the dates are with the new Gregorian calendar versus the old Julian calendar).

Abstract:: Terrorist violence led by the Kurdistan Workers’ Party (PKK) is one of the major issues of Turkey since the 1980s. This violence is based upon Kurdish ethnic identity aimed towards establishing an independent Kurdish state in Turkey’s southeast, northern Iraq, northern Syria and north-western Iran. Despite this aim, the terrorist campaign of the PKK predominantly targets security forces and civilians in Turkey. However, the existence of a terrorist group such a long time raises a question of the impact of external support on the formation and maintenance of the PKK. While Turkey has criticised constantly its southern neighbours on the PKK’s activities and tactics, the regional approaches have been largely neglected in the existing scholarly literature. This article aims to close this gap by focusing on the role played by Iraq, Iran and Syria in the PKK terrorism and Turkey’s counter-terrorism policies. The article argues that the major reasons for the unsuccessful result of Turkey’s effort to destroy the PKK were the approaches of ignorance of the PKK activities and the use of the group as a trump card by the three neighbours and insufficient policies to keep under control the regional dimension of the conflict. The article critically analyses historical relationships between these three states and Turkey to explore how the regional dimension has affected the resolution of this conflict.

Abstract:: This article examines the extraterritorial application of the European Convention on Human Rights (ECHR) during international armed conflict. After a brief discussion of the different historic origins of international human rights law and international humanitarian law (IHL), the article examines the test for establishing jurisdiction under Article 1 of the ECHR. A critical analysis of some contentious legal issues regarding derogations completes the picture of when jurisdiction is established. Subsequently, the article considers the interaction between the ECHR and IHL in international armed conflicts and concludes by arguing that a balance must be found between protecting human rights in international armed conflicts while not interfering unduly with IHL.

Abstract:: Russia and China are terraforming the maritime environment as part of their warfare. In both cases the actions are illegal and the performance is offensive to its actual nature. In the case of China, the practice is construction of artificial islands in the South Chinese Sea and in the case of Russia it is about the infamous bridge built over the Kerch strait, Ukraine. Neither Russia nor China expects an armed conflict with the West in the near future. That is a reasonable assumption, which is weaponized at the political-strategically level. The attack of this weaponized situation is that the trust in the West. Primarily the EU (European Union) and NATO (North Atlantic Treaty Organization), is eroded for every day which these countries challenges the international system which the western democracies say that they present and defend. China and Russia offer their authoritarian systems as a replacement and there are a lot of pseudo-democratic or even out-right authoritarian regimes on the sideline watching this challenge unfold. The article highlights the difference for the NATO-countries in logic of practice when it comes to the political social field on one hand and the military political field on the other hand. The article uses material from a previously unpublished survey made on NATO-officers then attending courses at NATO Defense College (NDC).
