  • Abstract: Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

  • Abstract: The conventional wisdom is that the foreign policy of Donald Trump’s Administration severely damaged relations with U.S. allies and partners. Commentators point to repeated criticism by the United States of friends in Europe and Asia, as well as the abrupt withdrawal from trade and other arrangements. But such critics overlook the U.S. relationship with India, which made significant advances and will be an area of substantial continuity in Joseph Biden’s Administration. The U.S.-India partnership has grown steadily since the turn of the century, with the past four years seeing major progress in diplomatic, defense, economic, energy and health cooperation. The strengthened bilateral relationship has become the backbone of an Indo-Pacific strategy designed to promote peace and prosperity in a dynamic and contested region. The longstanding U.S. commitment to the Indo-Pacific has underpinned the stability and remarkable economic rise of this region over the last 70 years. While the concept of the Indo-Pacific has been many years in the making, in the past four years the United States and India have turned it into a reality. For the United States, the Indo-Pacific agenda meant working with India to provide coordinated leadership in addressing the threat from an expansionist China, the need for more economic connectivity and other challenges in the region.

  • Abstract: INFORMATION and communication technologies (ICTs) provide humankind with unprecedented opportunities. Mass communication technologies, the Internet of Things, artificial intelligence, cloud computing, blockchain, big data, e-government, digital medicine, and cryptocurrencies have become part and parcel of our life. But at the same time, new ICT achievements bring new threats and challenges – primarily to international peace, security and stability, and the sovereignty and territorial integrity of states. The first international warning about those threats came from the Shanghai Cooperation Organization (SCO). It was issued in the Agreement among the Governments of the SCO Member on Cooperation in the Field of Ensuring International Information Security of June 16, 2009.1 The main threats, the agreement says, are the “development and use of information weapons” and the “preparation and waging of information war.”

  • Abstract: The South China Sea is a contested region between China and different smaller states ( Vietnam, the Philippines, T aiwan, Malaysia, and Brunei) of the Asia Pacific region. The United States is acting as a balancer by supporting smaller nations against assertive Chinese policies. Moreover, the United States has a military presence in the region. According to the US, it has a military presence to protect its allies and freedom of navigation. China considers these US designs as a threat to its interest in the region. The United State who was once considered the sole superpower in the world is now challenged by China in the South China Sea. Power Transition theory explains if the emerging superpower does not follow the rules established by the existing superpower then the conflict is inevitable. As China is building artificial islands, it could invite a strong response from the United States that could eventually lead to a major conflict. This Study analyzes the conflict in the South China Sea by using the lens of Power Transition Theory.

  • Abstract: In the 21st century, China’s rise has been shifting global and regional geopolitical scenari- os. Faced with its growth and fears of being perceived as a threat, China sought to associate its eco- nomic and political emergence with the preservation of the current international system, empha- sizing speeches about a peaceful development and harmonious world in which it would be an actor who wants to grow and accommodate the world order. However, changes in the balance of power and its continued rise have caused China’s behaviour to change in its own region, especially regard- ing maritime disputes and affecting other countries’ perceptions. By applying Neoclassical Realism, this paper analyses the Chinese foreign policy in the 21st century, elucidating its behaviour in terms of the country’s action and reactions regarding the dispute over the Senkaku/Diaoyu Islands and shows the perceptions of other countries to that behaviour. The article concludes that perceptions concerning the balance of power, Chinese capabilities, nationalism, regime legitimacy, and on lead- ership images affect the intensity of Beijing’s responses and foreign policy about maritime territorial disputes. Also, the article shows that China’s growing assertiveness in both the East China Sea and the South China Sea is pushing countries that have territorial disputes with China to grow closer

  • Abstract: Th e article presents an idea of the possible Russian - Chinese strategic economic partnership at the beginning of the 21st century. Th e author indicates the main factors infl uencing Russian Federation foreign policy towards China from the perspective of a neoclassical realism.Th e author stands that according to J. Rosenau, the main factors determining the Russian foreign policy are idiosyncratic and role. Th en he analyses the Russian documents of foreign policy, economic data and geopolitical ideas. On that ground, he makes a simple analyse using the neoclassical realism model, that’s integrates Foreign Policy Analyse and International Relations Th eory, joining independent and intervening variables, to support the article’s hypotheses. Th at hypotheses say that, fi rstly, Th e Peoples Republic of China (PRC) plays a role of diversifi cation of Russia’s international economic ties; and secondly, Th e PRC status as a Russia’s strategic partner is at issue, despite the official declarations of both sides.

  • Abstract: In the second decade of the 21st century, the Middle Kingdom, which had huge financial surpluses, became the world’s largest exporter of money capital, which meant that investment policy became the main element of China’s foreign policy. In the case of Central and Eastern Europe, the 16+1 (17+1) format, containing both investment policy and soft power elements, has become the basic tool of the general policy of Middle Kingdom. Th is article aims to define the basic principles of China’s policy towards Central and Eastern Europe. For this purpose, the following general hypothesis was formulated: Chinese policy in Central and Eastern Europe consists of presenting the countries of this region with initiatives that do not go beyond the sphere of declarations and serve as a bargaining chip in relations with Germany, the country with the greatest potential in the European Union. The general hypothesis gives rise to detailed hypotheses that were verified in individual parts of the article with the use of the comparative method. Th e reasons most oft en mentioned in the literature on the subject, such as economic, cultural, social, and political differentiation of Central and Eastern European countries, legal barriers resulting from EU legislation, insufficient recognition of the region’s needs by the Chinese side and asymmetry of expectations of both parties, undoubtedly largely contribute to the lack of effective Sino-CEE cooperation. However, they cannot be considered decisive because similar problems occur wherever Chinese companies appear. However, in many regions of the world, despite these obstacles, mutual economic relations are more dynamic than in CEE. Th e reasons why the potential of the 16+1 (17+1) format has not been properly used can be found primarily in the context of German-Chinese relations.

  • Abstract: Th e article aims to present and evaluate the activities and politics of the People’s Republic of China in the Middle East, and to define its objectives through the Silk Project. It will provide an overview of the most important changes in the Chinese foreign and political policy, and the importance of the Middle East, particularly the Silk Road to China, and it will try to answer the following questions: How important is the Middle East for the Silk Road? Will the Chinese project bring stability to the region in light of the fierce competition between the great powers? Th e article adopted the hypothesis that China’s involvement in the Middle East will deepen the conflict between the countries of the region among themselves, and thus become a fertile ground for international conflicts to the international conflict.

  • Abstract: The ratcheting up of tariffs and the Fed’s discretionary conduct of monetary policy are a toxic mix for economic performance. Escalating tariffs and President Trump’s erratic and unpredictable trade policy and threats are harming global economic performance, distorting monetary policy, and undermining the Fed’s credibility and independence. President Trump’s objectives to force China to open access to its markets for international trade, reduce capital controls, modify unfair treatment of intellectual property, and address cybersecurity issues and other U.S. national security issues are laudable goals with sizable benefits. However, the costs of escalating tariffs are mounting, and the tactic of relying exclusively on barriers to trade and protectionism is misguided and potentially dangerous. The economic costs to the United States so far have been relatively modest, dampening exports, industrial production, and business investment. However, the tariffs and policy uncertainties have had a significantly larger impact on China, accentuating its structural economic slowdown, and are disrupting and distorting global supply chains. This is harming other nations that have significant exposure to international trade and investment overseas, particularly Japan, South Korea, and Germany. As a result, global trade volumes and industrial production are falling. Weaker global growth is reflected in a combination of a reduction in aggregate demand and constraints on aggregate supply.

  • Abstract: Donald Trump was a trade “hawk” long before he became president. In the late 1980s, he went on the Oprah Winfrey show and complained about Japan “beating the hell out of this country” on trade (Real Clear Politics 2019). As president, he has continued with the same rhetoric, using it against a wide range of U.S. trading partners, and he has followed it up with action (often in the form of tariffs). While many countries have found themselves threatened by Trump’s aggressive trade policy, his main focus has been China. As a result, the United States and China have been engaged in an escalating tariff, trade, and national security conflict since July 2018, when the first set of U.S. tariffs on China went into effect and China retaliated with tariffs of its own. In this article, we explore the U.S.-China economic conflict, from its origins to the trade war as it stands today. We then offer our thoughts on where this conflict is heading and when it might end.

  • Abstract: Women make up more than 80 percent of North Korean migrants to South Korea. This paper provides a gendered analysis of their migration and offers recommendations to address the systematic oppression and abuse of North Korean migrant women and girls. Gendered human rights abuses and societal shifts in gender roles due to famine contributed to women leaving in record numbers. On the journey, often via China, women face human trafficking fueled by China’s skewed sex ratios, sexual violence, and the threat of extradition back to North Korea where defectors are imprisoned, tortured, or killed. Even those who successfully complete the journey suffer from post-traumatic stress disorder, discrimination, and difficulty adjusting into South Korean society. Interventions and policies must acknowledge the gendered dimension of migration to effectively address the harm North Korean women and girls experience.

  • Abstract: As the unparalleled ability of big data to capture and process real-time information signals a revolution in public administration, countries around the world have begun to explore the application of the technology to government functions. At the forefront of these efforts is China, which is planning to launch the social credit system (SCS), a data-powered project to monitor, assess, and shape the behavior of all citizens and enterprises. This new frontier of digital surveillance raises questions about how the United States will incorporate data technology into its own politics and economy. This article argues that the U.S. needs a comprehensive nationwide data protection framework that places limits on surveillance by both private business and the government. Without drawing its own baseline for personal data protection, the United States risks missing the already narrowing opportunity to define its balance between democracy, security, and growth.

  • Abstract: In early 2017, the Chinese Communist Party changed its internal security strategy in Xinjiang, escalating collective detention, ideological re-education, and pressure on Uyghur diaspora networks.   • Abstract: The January issue provides an overview of terrorist and violent extremist threats in key countries and conflict zones in the Asia-Pacific throughout 2019. Regional specific threats and responses covering Southeast Asia, South Asia, Central Asia, China and the Middle East are assessed. In addition, themes such as the online narratives propagated by global threat groups and counter-ideological dimensions of terrorism and violent extremism are analysed. Globally, despite suffering severe territorial, leadership and organisational losses in 2019, Islamist terror groups Islamic State (IS) and Al Qaeda (AQ) continued to pose the most potent terrorist threat. Early in the year, IS’ territorial reign was ended by American-backed coalition forces, following which its networks became scattered and, in a bid to overcome its physical decimation, more decentralised across the globe. The death of IS’ “Caliph”, Abu Bakr Al-Baghdadi, in October 2019, raised further questions about the group’s continued resiliency. Yet, IS has proved persistent and adaptive. The group’s violent ideology continues to bind its myriad followers across regions. In the aftermath of its territorial and leadership losses, IS’ terror attacks and online offensives have been sustained. The global security landscape was further complicated by the emergence of Right Wing Extremist groups as violent actors on the world stage in 2019. Mass political protests around the world further underscored growing dissatisfaction with the present status quo, amid perceptions that some states are unable to articulate masses’ aspirations and meet their demands. The threat of Islamist terrorism will persist into 2020, especially with escalating geo-political tensions in the Middle East. Overcoming the physical and ideological threat by global militant groups, including far-right extremist groups, will remain very much a work in progress in the year ahead.

  • Abstract: For decades, the Graduate Student Associate (GSA) Program has sat, literally and figuratively, at the heart of the Weatherhead Center. Established in the late 1960s, the program now comprises some twenty-five doctoral students from nearly a dozen different departments and programs across Harvard. Students appointed as Weatherhead GSAs get office space, research funding, and membership in a diverse community of like-minded scholars. While they work across different disciplines and deploy an array of research methodologies, they all share an interest in the core research areas of the Weatherhead Center and an open-minded approach to scholarly inquiry and exchange. If the GSA program sits at the heart of the Center, at the heart of the program itself is the long-running Friday lunch seminar. Every Friday we would gather in the Bowie-Vernon Room, the Center’s main seminar space, to catch up, share great food, and hear and discuss the work of one of the GSAs. Presentations have ranged from testing out potential dissertation topics to mock job talks and everything in between. Over the years, many GSAs have testified to how profoundly the program influenced their lives, helping to shape their intellectual trajectories and launching lifelong friendships. For a program with such emphasis on community, the recent campus lockdown presented a special challenge. Since mid-March, students have been unable to use their offices, and the Friday lunches have moved online. And while important things were lost in this transition—not least the freestyle socializing that began each gathering and the famous, Clare Putnam-curated lunch buffets—the intellectual exchanges have remained as fascinating and robust as ever. Of course, the insights that GSAs produce go far beyond these gatherings, and many have been contributing to the wide-ranging public conversation about the current crisis. The following short selections, focused on the question of the pandemic’s impact on China through an international lens, is yet more evidence that our GSAs remain as brilliant and as engaged as ever.

  • Abstract: The coronavirus (COVID-19) epidemic has revealed the corruption of Chinese authoritarianism under Xi Jinping. In an unsparing critique, Tsinghua University professor Xu Zhangrun argues that Chinese governance and political culture under the Chinese Communist Party have become morally bankrupt. The Party deceived the Chinese people as the viral outbreak in Wuhan spread across China before developing into a global pandemic. Chinese officials were more concerned with censoring the internet and news of the disease to preserve Xi’s one-man rule than with protecting the people from a public-health disaster. Xu calls on his fellow citizens to reject the strongman politics of the People’s Republic in favor of greater reform and the creation of a constitutional democracy.

  • Abstract: In a moment of great global uncertainty, the BRICS countries (Brazil, Russia, India, China, and South Africa) are increasing their standing worldwide. Despite several areas that still undermine their credibility on the world stage and which make them appear to seem irrelevant as a group in the view of some scholars, we try to analyze and evaluate if they are really accountable as a group and what impact they could have on global governance and, in general, on the global order. We depart from previous research accomplishments and, following certain classical theories of International Relations such as those of Critical and Dependence, we consider three aspects of the BRICS growth that could influence the current international framework: 1) the emergence of institutions outside the Bretton Woods system; 2) an interest in improving their “soft power” (for example, climate change may play a decisive role here); 3) the growth of their presence in different parts of the world which have so far experienced a subordinated or marginal role. The paper considers both the limitations of and the potential for BRICS countries in the reshaping of the international framework. Moreover, we provide some interpretations to the current situation, especially in light of the prospective impact that COVID-19 may have on these three fields.

  • Abstract: The Belt and Road Initiative (BRI) is clearly aimed at international development, and designed to jointly build a regional economic cooperation framework that is open, inclusive and balanced. Financial integration is the cornerstone of the BRI, and development finance is the most widely used mode of cooperation in financing. Development finance with Chinese characteristics is concessional and development-oriented, differing from Official Development Finance (ODF) defined by the OECD. Based on its development experiences, China applies development finance with Chinese characteristics to the BRI projects. This benefits countries along the Belt and Road by facilitating their sustainable development.

  • Abstract: Sino-Indian stand-off in Galwan has revived world attention to the dispute in Kashmir. Indian revocation of Article 370 and Article 35-A propped up diverse responses from the international community. China condemned Indian abrogation and the US offered to mediate on Kashmir. Trump’s offer of mediation opened up a pandora box of strong opposition in Indian Lok Sabha. Resolute criticism unleashed on Modi for compromising on Indian national security objectives and territorial integrity. Reflecting the urgency and complications involved in conflict resolution, the propensity of nuclear confrontation in South Asia remains high in Kashmir. US Democratic presidential nominee Joe Biden has declared Human Rights in Kashmir as integral part of his electoral agenda. The US State Department has declared no change in its historic Kashmir policy, while China has resented Indian unilateral change in the region’s status. Great powers’ involvement in regional conflicts has been fluid, fluctuating with the change in their national security interests. Broad contours of national security objectives have shaped Sino-US Kashmir policy in the past. Employing qualitative research methodology and theoretical perspective of complex interdependence, the article reviews Sino-US traditional policy roles in conflict resolution on Kashmir. How has the US and Chinese Kashmir policy evolved over the years? What impact does the US and Chinese Kashmir policy has on regional stability? The article argues that great powers’ involvement has inflicted more injury than cure, exacerbating regional tensions. Great powers’ alignment along opposite poles has increased India-Pakistan bilateral hostilities on Kashmir. Sino-US insistence on Indo-Pakistan bilateral approach for conflict resolution rather than the UN framework has created the impasse on Kashmir.

  • Abstract: South China Sea (SCS) is a part of Pacific Ocean and is the most strategic and important waterway in the world containing large deposits of hydrocarbons and fossil oil. Due to its unquestioned importance it has become bone of contention among many East Asian nations and China regarding its sovereignty and control of the territory. Two Islands Parcel and Spratly in the SCS are the flashpoints of the dispute because countries like, Philippine, China, Vietnam, Brunei and Malaysia are claiming their rights over some parts or sovereignty over all the above mentioned Islands. Primary concern of the dispute lies in U shaped nine- dashed demarcation line by China in the SCS. A decision of international court of Arbitration in “Philippines v. china arbitration case” showed that China U-shaped nine dash line demarcation is uneven with UNCLOS 1982. This verdict has been rejected by China on the grounds that it has no binding forces because China controls 90% area of the SCS through nine dashed line by having historical claim of the sea and this line was drawn in 1946 by the help of USA prior to the 1982 UNCLOS. China wants to solve the dispute bilaterally without any third party interference while due to the importance of the region many other actors are getting involved in to the dispute. A permanent and lasting solution of the dispute is a dire need of the time to solve the complex issue.

  • Abstract: In 2019, the 38th Commandant of the Marine Corps released his planning guidance that laid out the strategic focus and future direction of the Marine Corps. General David H. Berger’s intent for the following four years concurred with the analysis of the previous Commandant and the necessary alignment of the Corps with the National Defense Strategy for the future needs of the Fleet by focusing on five areas: force design, warfighting, education and training, core values, and command and leadership. General Berger cogently noted that the coming decade will be characterized by conflict, crisis, and rapid change—just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. Berger’s primary concern is that the Marine Corps is not fully prepared— equipped, trained, or organized—to support the naval force. To that end, force design became the priority for Marine Corps efforts to fulfill its role for the Fleet as prescribed by the U.S. Congress. The level of change required to integrate the Corps of the future with the naval forces of today would not happen overnight and certainly not without a great deal of growing pains to ensure the Corps is equipped and prepared for the future security environment. When Force Design 2030 was released in March 2020, the Marine Corps was prepared to make the force-wide changes necessary to partner with the Navy and serve as the country’s naval expeditionary force. Our current force design, optimized for large-scale amphibious forcible entry and sustained operations ashore, has persisted unchanged in its essential inspiration since the 1950s. It has changed in details of equipment and doctrine as technology has advanced toward greater range and lethality of weapon systems. In light of unrelenting increases in the range, accuracy, and lethality of modern weapons; the rise of revisionist powers with the technical acumen and economic heft to integrate those weapons and other technologies for direct or indirect confrontation with the U.S.; and the persistence of rogue regimes possessing enough of those attributes to threaten United States interests, I am convinced that the defining attributes of our current force design are no longer what the nation requires of the Marine Corps. Berger’s plan pointed to specific areas of change required to make force design a reality: the size, capacity, and capability of the Corps. In an austere fiscal environment, the Marines must assess their current capabilities to achieve a smaller footprint with broader reach—do more with less. As the reality of COVID-19 and the 2020 U.S. presidential election have so poignantly reminded us all, these tasks cannot and should not rest on any single shoulder and any response should be well considered and intended to benefit the greater good. This issue of the Journal of Advanced Military Studies (JAMS) will address elements of the Commandant’s Planning Guidance, particularly the concept of naval integration and what it means for the Services, especially the Marine Corps. Our authors look to the past for relevant examples of military successes and failures of integration, but they also discuss how future warfare will play out based on these concepts. The authors explore the topic from a variety of perspectives, including those for and against, and they offer analyses of past and current attempts and what naval integration may mean for the future of the Corps. The following articles present the capabilities that will be required to shift from a traditional power projection model to a persistent forward presence and how the Marine Corps can exploit its positional advantage while defending critical regions. Our first author, Dr. Matthew J. Flynn, presents a historical approach to the topic in his article “The Unity of the Operational Art: Napoleon and Naval Integration.” Flynn’s research calls for greater coordination between the sea and land domains to improve U.S. national security. His article draws parallels between Napoleon Bonaparte’s defeat and the importance of naval integration for military success: “Napoleon’s fate reveals a great deal about naval integration and how it explains France’s defeat and, most importantly, that there is but one operational art—not one for land and one for sea.” Our second author, Andrew Rhodes, also relies on a historical example with his discussion of the salient lessons that can be learned from the Sino-Japanese War. Rhodes encourages professional military educators and planners who are developing future operational concepts to look beyond simply retelling history and consider how the legacy of this conflict might shape Chinese operational choices. He reinforces From the Editors 9 Vol. 11, No. 2 the concept that military history is not simply a resource for answering concerns about future conflict, but it encourages us to ask better questions about the role of the sea Services and how they can handle uncertainty when preparing for the future. Lieutenant Colonel Michael F. Manning’s “Sea Control: Feasible, Acceptable, Suitable, or Simply Imperative” offers a historical review of early twentieth century Japanese naval battles as a framework to model possible future contests for control of the maritime domain. Manning believes that control of the maritime domain is a prerequisite for assured access and sets the condition for successful Joint operations. Manning believes that “nations not only have to compete with their enemy’s major air and naval capabilities but must also defend against land-based airpower; missiles; torpedoes; short-range, antisurface warfare assets; and coastal mines.” Colonel Scott Erdelatz (Ret) and his team of coauthors focused on an old approach for a new era of naval integration that acknowledges the long-term threat posed by China but also considers how much of what we know as the Marine Corps should be retained to fulfill other missions. Erdelatz et al. also analyze how radical integration might incur significant risk for the Marine Corps if long-term force structure decisions are based on still-evolving concepts and unproven technologies. Major Michael Kohler’s article, “The Joint Force Maritime Component Command and the Marine Corps: Integrate to Win the Black Sea Fight,” discusses how most current Marine and Navy integration takes place at the Service-chief level and primarily focuses on the Pacific. Kohler, however, believes that naval integration is also an important component of a successful defense against Russian expansion in the Black Sea region. Dr. John T. Kuehn shifts the focus to carriers and amphibious operations with his article “Carriers and Amphibs: Shibboleths of Sea Power.” Dr. Kuehn argues that aircraft carriers and Amphibious Ready Groups (ARGs) with an embarked Marine Expeditionary Unit represent shibboleths of seapower that conflate a deeper understanding of where the U.S. Fleet belongs now and where it needs to go in the future to face the challenges of the twenty-first century. Major B. A. Friedman’s article, “First to Fight: Advanced Force Operations and the Future of the Marine Corps,” then circles back to the traditional Marine Corps stance as always first to fight and the need for advanced force operations in the Corps of the future. Steven A. Yeadon’s article, “The Problems Facing United States Marine Corps Amphibious Assault,” rounds out the current perspective with a review of issues the Marine Corps has faced with amphibious assaults. Yeadon offers actionable information on current limitations and vulnerabilities of U.S. amphibious forces to chart a way forward for a robust forcible entry capability from the sea. The discussion closes with two articles looking to the future of naval in- 10 From the Editors Journal of Advanced Military Studies tegration and the Marine Corps. Major Matthew C. Ludlow’s article, “Losing the Initiative in the First Island Chain: How Organizational Inefficiencies Can Yield Mismatched Arsenals,” presents what may be considered a losing proposition of initiatives in China’s First Island Chain; however, strategic gaps in capabilities have emerged that could dramatically impact the ability to execute an island-defense strategy. The final article by Lieutenant Colonels Terje Bruøygard and Jørn Qviller, “Marine Corps Force Design 2030 and Implications for Allies and Partners: Case Norway,” offers a larger discussion of Force Design 2030 and its future implications for American allies with a case study on Norway. The authors encourage the Department of Defense to consider greater interoperability between and among Services and allies, including increased communication with allies on changes happening at the Service and national level of the U.S. armed forces. The remainder of the journal rounds out with a review essay and a selection of book reviews that continues our focus on naval integration, but it also highlights continuing challenges in national security and international relations. The coming year will be busy for the JAMS editors as we work to provide journal issues on a diverse range of topics relevant to the study of militaries and defense.

  • Abstract: In 2010, MCU Press published the first issue of this journal, formerly known as Marine Corps University Journal, to serve as the bridge between the military Services and the professional military educators, strategists, and historians within the greater Department of Defense community. During the ensuing years, the press and the journal have evolved to offer innovative and active content that continues to serve as a forum for interdisciplinary discussion of national security and international relations issues and how they impact the Department of Defense, the Department of the Navy, and the U.S. Marine Corps. Now, 10 years later, we see the need to evolve and offer a wider base for those conversations to take place. To celebrate this 10-year anniversary and to reflect the journal’s change in focus over time, the journal has been renamed the Journal of Advanced Military Studies (JAMS) to honor the constant innovation of our content, our authors, and the topics we present to our readers. JAMS will continue to offer readers thematic, biannual issues that encourage and continue the debates happening across Marine Corps University, the Services, and the Department of Defense. It is no coincidence then that this issue of JAMS focuses on innovation and the future of warfare. Each of the articles presented offers the readers a deep dive into a historical, current, or forward-looking perspective on innovation and the military Services. As with any discussion of the military and abstract concepts such as innovation, we must first set the parameters of our discussion. For many readers, the term innovation evokes thoughts of technology, shiny gadgets, and artificial intelligence. While innovation is not necessarily synonymous with technology, it is certainly a challenge to say what in fact it is—a thing, a concept, an action, the people involved, or all of the above. The experts may not agree on what innovation is, but they can agree that it requires change or transformation to be successful. Sun Tzu’s The Art of War compares the nature of warfare to that of water for “just as water retains no constant shape, so in warfare there are no constant conditions.” More contemporary agents of innovation include military theorists such as Earl H. Ellis, John R. Boyd, Michael D. Wyly, and John F. Schmitt. Lieutenant Colonel Earl Ellis’s work on Advanced Base Operations in Micronesia (Operation Plan 712) in 1921 clearly demonstrated his ability to forecast the future needs for amphibious warfare in the Pacific two decades prior to World War II. Though most readers will recognize former Air Force colonel John R. Boyd for his observe-orient-decide-act (OODA) decision-making loop, his more innovative work may well be seen in the energy maneuverability (E-M) theory, a mathematical study of fighter aviation. Then-major Wyly was tasked with reforming the Marine Corps concept of maneuver warfare in the wake of the Vietnam War. The work of Wyly, Boyd, and William S. Lind would serve as the foundation for Warfighting, Marine Corp Doctrinal Publication (MCDP) 1, that was later formally written by then-captain John Schmitt, along with several other doctrinal publications, including Ground Combat Operations, Campaigning, Command and Control, Planning, Expeditionary Operations, and a revision of Warfighting. The articles in this issue of JAMS continue the discussion fostered by these innovative pathfinders. Our introductory section from the Brute Krulak Center for Innovation and Creativity discusses the conception and creation of the center and some of its most innovative programs, including the award-winning Destination Unknown graphic novel and the center’s first essay contest, the U.S. Marine Corps Postmortem, and offers insight from Marine Corps leaders who consider both success and failure as critical measures for the strength of an organization. For example, Lieutenant General Loretta E. Reynolds contemplates how the Corps “must find a way to manage today’s risks while constantly readying ourselves for the emerging challenges of the future fight.”

  • Abstract: This article examines public perceptions in Indonesia and Malaysia regarding the China’s Belt and Road Initiative (BRI). In order to get a comprehensive picture of the subject matter, the article applies three perspectives, namely International Politics, Economy and Debt Trap, and Public Acceptance. The attachments of Indonesia (under Joko Widodo administration) and Malaysia (under Najib Razak administration) are analyzed, mainly by observing the perceptions of the political elites and opinion polls in these most populous Muslim countries. The findings show that both governments in the two countries had exhibited high inclination toward the BRI. Interestingly, their public show different attitudes and many people are against or at least critical of these policies. It therefore suggests that the pro-BRI policies of the governemnts must be managed with high care in order to balance the different interrests with the popular interests.

  • Abstract: The BRICS is a group of countries formed by Brazil, Russia, India, China and South Africa that began to operate formally in 2009 as a legitimate, efficient and durable agent of governance in the world order (ACHARYA 2016: 1-27). Scholars all over the world –many of them cited here in this article –have painted the image of the BRICS as an ‘economic colossus’, assuming an underdeveloped intra-bloc cooperation restricted to economic issues. Nonetheless, from an economic starting point, the BRICS has evolved in the last years expanding its cooperation capabilities to a huge array of issues that encapsulates innovation and sensitivity.

  • Abstract: The grouping of the BRICS countries is controversial in several ways. First, because its origins do not have a political foundation: Brazil, Russia, India and China were first put together as an acronym created in the financial market (O’NEILL, 2001) and this was eventually transposed onto the political world. The group’s advocates have argued that the geopolitical initiative that followed made sense because it brought together countries of continental proportions, large economies, with huge domestic markets –an argument that falls apart with the inclusion of South Africa in 2010. In addition, there is the issue of the disproportionate economic power between China and the other members of the bloc. Moreover, many argue that there are few common interests between the economies, which have such diverse productive structures, and therefore it would be unlikely that they could form a cohesive group (see STUENKEL, 2013, pp. 620-621 for a review of criticisms of the group).

  • Abstract: The first decade of the 21st century gave way to a series of international political-economic dynamics with the potential to reorganize global power (IKENBERRY, 2018; KITCHEN; COX, 2019; MAHBUBANI, 2009; MEARSHEIMER, 2018, 2019). Among the changes, one common reference is the rise of the BRICS –Brazil, Russia, India, China, and South Africa –and, consequently, their performance for demanding reforms of the global governance system (COOPER, 2016; HURRELL, 2018; ROBERTS; ARMIJO; KATADA, 2018; STUENKEL, 2017). The emerging economies have invested in consolidating their new status by acting in different branches of global governance, demanding changes and policies to see a reasonable parity between their economic weight and ability to participate as real decision-makers. In this context, international regimes are a crucial dimension to consider.

  • Abstract: After two decades of intense debate about the determinants of economic development, with authors examining the variables that characterize geography, institutions and international trade, BRICS countries were left behind. Thus, in order to fill this gap, this paper uses econometrics of panel data to analyze the economic performance of these developing nations. Mainstream economists have run into serious problems to deal with these particular determinants within the traditional endogenous growth model, and they have not come up with an agreement, so they keep trying to figure out who is the “winner of this competition”. Empirical evidence shows that there is not a unique explanatorydeterminant, and recognizing which of them can provide the best understandingdepends on the particularities of each case (ROS, 2013).Examining BRICS as a group of countries demonstrates that these specific developing nations share some remarkable features. They are rapidly-growing nations with a vast amount of land and growing participation in international trade. So, empirical tests are feasible and desirable in order to understand their recent development. However, they are also different in many aspects, mostly in terms of institutional characteristics. Thus, our goal is to find out if the econometrics of panel data can shed some light on this ongoing debate.

  • Abstract: Attracting international students is an important way to promote the internationalization of one country’s higher education, and to enhance youth and education exchanges between countries. As the biggest developing country in world, China has attachedimportance to the international students education in China since 2010 so as to improve the quality of China’s higher education and promote its internationalization. What’s striking is that in September of 2010, for the first time, the Ministry of Education of the People’s Republic of Chinafrom the perspective of national strategymapped out a plan targeting the international students educationin China, and releasedStudy in China Program, which was designed to “promote the communication and cooperation between China and other countries in education, promptthe sustainable and healthy development of the international students education in China and improve the internationalization of Chineseeducation”.   • Abstract: Myanmar has crafted a neutral foreign policy since its colonial years to avoid leaning too much on any foreign power, but a spiraling political crisis at home is pushing it toward China as a buffer against international outrage. Myanmar faces charges of genocide against the Rohingya. China has backed Myanmar in the UN. In fact, China is in a similar situation. China is grappling with international criticism over the perceived repression of ethnic Uighur people. Myanmar is exposed to various words and loud in the international community. So Myanmar wants to improve relations with China and is turning into an active cooperative attitude as a strategy to secure a friendly army. This paper shows how the diplomatic relations between Myanmar and China are changing, and how Myanmar’s foreign strategy toward China is approaching. Also, this article analyzes the outlook of diplomatic relations and the implications of the current situation.

  • Abstract: The U.S.-Azerbaijan relationship remains important to both countries, but it is time to reevaluate and update how they engage with each other. The Second Karabakh War is the most visible of the reasons for such a reassessment, given Azerbaijan’s military successes, Russia’s headline role in securing the November 2020 agreement that halted the fighting, and the need to undertake the extremely difficult work of avoiding a new war and building a peace. But China’s high profile economic, diplomatic, and security activities across Eurasia, coupled with the results of the November 2020 election in the United States, have also significantly altered the diplomatic environment. Lastly, multinational challenges—such as the economic, social, and other ramifications of the COVID-19 pandemic or the realities of climate change—make the need for revaluation, dialogue, and mapping out new directions in the two countries’ relations even more apparent.

  • Abstract: Globalization and communication on the internet poses challenges to sociolinguistics. China is one of the engines of economic in the world. Since the Internet service started in 1994, it has been developing rapidly. The rapid development of Internet communication in China has created huge impact on the Chinese language and society. According to Yates (1996), a new medium of communication such as the Internet not only draws upon existing linguistic practices, but also generates new forms of Chinese Internet lexicon. The rapid diffusion of the Internet has prompted developments in the variety and creativity of language use. Internet users often create new words or appropriate the meanings of existing words. The resultant “Internet language” has unique lexical and discourse features. Li (2002) and Ma (2002) confirmed that Internet lexicon has brought the tremendous impact and spread to everyday usage in Chinese society. In 2006 National Language Resources Monitoring and Research Graphic Media Center has released the first time an annual report of Inventory of Chinese Language (汉语盘点 Hanyu pandian). Since 2011 ten most popular Internet hot words have been released annually by National Language Resources Monitoring and Research Graphic Media Center. This research is aimed to discusses the emergence and use of most popular Chinese Internet vocabularies in the recent 10 years. Based on the data from National Language Resources Monitoring and Research Graphic Media Center, the most popular Chinese Internet words and phrases(2011–2019) are analyzed and summarized into twelve categories. The implication and findings of the symbolic meaning embedded in the Chinese internet lexicon are analyzed. This study sets out to examine the transformation of internet lexicon in China and to argue the equivalent relation between symbols, language and popular culture.

  • Abstract: The article is devoted to the geoeconomic goals and prospects of implementing the Chinese initiative „One Belt, One Road”. The author explores the benefits, problems and future opportunities that open up to the Republic of Kazakhstan as a participant in this initiative. The analysis carried out in the article showed that there are still many problems in the implementation of the Silk Road Economic Belt (SREB) project taking into account the state program of Kazakhstan “Nurly Zhol”, and difficulties arise in the practical implementation of various cooperation areas. At the same time, Kazakhstan should be guided exclusively by its national interests in cooperation with China in the framework of the “One Belt, One Way” initiative.

  • Abstract: Poland is one of the first countries to establish diplomatic relations with People’s Republic of China. Since the establishment of diplomatic ties 70 years ago, both countries have conducted close cooperation in all areas and the bilateral relations have witnessed steady development. In particular, the “One Belt, One Road” initiative, launched in 2013, got the positive responses and support from many countries, including Poland, which became an important partner for China to promote the construction of the initiative. This paper, from a historical perspective, reviews the first interaction between China and Poland in the period of Yuan Dynasty which is arranged in chronological order. The narrations mainly concentrate on accounts of the western expeditions by Genghis Khan and his descendants as well as the Battle of Legnica, during the period of which the Mongolia Empire was successively set up. Each entry will include a concrete description, highlighting where possible issues such as where the Mongolia went, why the expedition and its record are important. The paper also expounds the first record about Poland and the change of the name of Poland in Chinese literature so as to deepen the mutual understanding between two countries.

  • Abstract: The aim of this article is to examine two treaties which are often presented by scholars as potential models for a maritime regime in the South China Sea, namely the Svalbard Treaty and the Antarctic Treaty System. The work concludes that even though both of the treaties have resolved equally complex territorial disputes, their importance as a role model for the SCS is limited due to the unique political condition in the Asia-Pacific. However, the solutions within the sphere of environmental protection and the structure of decision-making institutions developed by the abovementioned treaties present a valuable lesson and a potential example for the countries involved in the South China Sea dispute to emulate. The article argues that cooperation within environmental protection and fisheries management, as a low-profile endeavour, is easier to be put into practice than the joint development of highly contested hydrocarbon resources of the SCS. Furthermore, it can potentially lay foundation for the future high profile collaboration. The paper also presents a model of a maritime regime for the South China Sea.

  • Abstract: The China–Pakistan Economic Corridor (CPEC) holds the potential to transform Pakistan along with its turbulent regional environment. In the short run, the multiple networks of infrastructure that the project provides will eventually improve Pakistan–European Union (EU) trade. Moreover, while the CPEC is unlikely to bring an immediate strategic shift in the bilateral dialogue, which is particularly lacking in political dynamics, its long-run promises can help to foster such dynamics. The project, if successful, can help Pakistan to establish a peaceful domestic environment and subsequently promote the country’s fresh image to reverse its soft power losses in Europe and beyond. This paper investigates contemporary Pakistan–EU relations, which have so far attracted little attention from international relations scholars. It presents the bilateral dynamics in the context of the CPEC, which is an unprecedented investment by China in Pakistan. The paper concludes by shedding light on the differences between China’s and the EU’s strategies vis-à-vis Pakistan. Despite the fact that the study focuses on one particular South Asian state, it can serve as a case study for the comparative analysis of China’s and the EU’s presence in third countries, especially those that, like Pakistan, have joined the Belt and Road Initiative.

  • Abstract: Poland, due to its location in the center of Europe, is a key element of the New Silk Road (NSR), an initiative that attempts to create the shortest land connection between China and Western Europe. This article analyzes various industry reports, national development strategies up to 2030, and EU and local projects to see is the further development of NSR an opportunity for container rail transport in Poland. As it turns out, the issue discussed in the article has hitherto been outside the circle of researchers’ interest, thus the analysis is an important supplement to the existing research gap. It indicates that the further participation of Poland in the Chinese One Belt One Road initiative is a great opportunity for the economic growth of the Republic of Poland (RP).

  • Abstract: As confrontation looms over Washington and Beijing, it is critical to identify the true nature of this challenge from an international relations perspective before any attempt to devise a counter measure. Wrong presumptions or prejudicial interpretations may lead to dire consequences of unforeseeable magnitude. One past example would be the U.S. government’s belief that Iraq was developing weapons of mass destruction (WMDs) before the American invasion in 2003. A more current example would be the American nuclear anxiety on North Korea and how President Trump bypassed conventional American strategic thinking and circumvented hawkish threats of preemptive nuclear annihilation to resolve a “draconian crisis” via “smart diplomacy.” These examples may shed light on a pathway to resolution for the current U.S.-China trade conflict. The United States and China have ample experience of weathering a crisis on the brink of war, whether it was on the Korean Peninsula or in Indochina. China today remains on the U.S. sanctions list for certain high-tech products and military equipment. Both the Trump administration and Congress continue to criticize China regularly, ranging from human rights to religious rights, from the rule of law to the autocratic political system, from the state-owned banks to restrictive market access to foreign corporations, and from currency manipulation to unfair trade practices.

  • Abstract: 1978 has been erratic, with many interruptions along the way. The end result, however, has been eye opening: the Middle Kingdom has become the world’s largest trading nation, the second largest economy, and more than 500 million people have lifted themselves out of poverty as economic liberalization removed barriers to trade. One of the enduring lessons from China’s rise as an economic giant is that once people are given greater economic freedom, more autonomy, and stronger property rights, they will have a better chance of creating a harmonious and prosperous society (see Dorn 2019). Nevertheless, China faces major challenges to its future development. There is still no genuine rule of law that effectively limits the power of government, no independent judiciary to enforce the rights promised in the nation’s constitution, no free market for ideas that is essential for innovation and for avoiding major policy errors, no competitive political system that fosters a diversity of views, and a large state sector that stifles private initiative and breeds corruption. China’s slowing growth rate, its increasing debt burden, environmental problems, and the increasing tension in U.S.-China relations compound the challenges facing Beijing.

  • Abstract: In 2016 alone, China saw $9 trillion in mobile payments—in contrast to a comparably small $112 billion of mobile payments in the United States (Abkowitz 2018). The use of mobile payment systems such as Alipay and WeChat Pay are widespread in China, with users ranging from beggars to lenders to criminals. Previously, the mobile payments landscape was largely untouched and unregulated by the Chinese government because of its relative insignificance in the Chinese economy. However, with the explosive growth in mobile payment transactions, the People’s Bank of China (PBOC) implemented a new mobile payment regulation on June 30, 2018. Most notably, the government will require all mobile payments to be cleared through the PBOC, and hence, all mobile payment transactions will begin to touch the hands of the Chinese Communist Party (CCP) (Hersey 2017). The PBOC’s stated reasoning for implementing this regulation is to curb money laundering and fraud. While those are valid concerns, it is unlikely that there are not additional motivations for the new regulation. In this article, I analyze the effects this new regulation has had and will likely have on the various mobile payment system stakeholders, competitors, and users, and also uncover what underlying motives the PBOC has in implementing the regulation.

  • Abstract: When China began economic reform in 1978, it had only one financial institution, the People’s Bank of China (PBOC), which, at that time, served as both the central bank and a commercial bank and accounted for 93 percent of the country’s total financial assets. This was primarily because, in a centrally planned economy, transfer of funds was arranged by the state and there was little demand for financial intermediation. Once economic reform started, the authorities moved very quickly to establish a very large number of financial institutions and to create various financial markets. Forty years later, China is already an important player in the global financial system, including in the banking sector, direct investment, and bond and equity markets. However, government intervention in the financial system remains widespread and serious. The PBOC still guides commercial banks’ setting of deposit and lending rates through “window guidance,” although the final restriction on deposit rates was removed in 2015. Industry and other policies still play important roles influencing allocation of financial resources by banks and capital markets. The PBOC intervenes in the foreign exchange markets from time to time, through directly buying or selling foreign exchanges, setting the central parity, and determining the daily trading band. The regulators tightly manage cross-border capital flows, and the state still controls majority shares of most large financial institutions.

  • Abstract: Many scholars and policymakers in the United States accept the narrative that China is a revisionist state challenging the U.S.-dominated international liberal order. The narrative assumes that there is a singular liberal order and that it is obvious what constitutes a challenge to it. The concepts of order and challenge are, however, poorly operationalized. There are at least four plausible operationalizations of order, three of which are explicitly or implicitly embodied in the dominant narrative. These tend to assume, ahistorically, that U.S. interests and the content of the liberal order are almost identical. The fourth operationalization views order as an emergent property of the interaction of multiple state, substate, nonstate, and international actors. As a result, there are at least eight “issue-specific orders” (e.g., military, trade, information, and political development). Some of these China accepts; some it rejects; and some it is willing to live with. Given these multiple orders and varying levels of challenge, the narrative of a U.S.-dominated liberal international order being challenged by a revisionist China makes little conceptual or empirical sense. The findings point to the need to develop more generalizable ways of observing orders and compliance.

  • Abstract: Chinese views of nuclear escalation are key to assessing the potential for nuclear escalation in a crisis or armed conflict between the United States and China, but they have not been examined systematically. A review of original Chinese-language sources and interviews with members of China's strategic community suggest that China is skeptical that nuclear escalation could be controlled once nuclear weapons are used and, thus, leaders would be restrained from pursuing even limited use. These views are reflected in China's nuclear operational doctrine (which outlines plans for retaliatory strikes only and lacks any clear plans for limited nuclear use) and its force structure (which lacks tactical nuclear weapons). The long-standing decoupling of Chinese nuclear and conventional strategy, organizational biases within China's strategic community, and the availability of space, cyber, and conventional missile weapons as alternative sources of strategic leverage best explain Chinese views toward nuclear escalation. China's confidence that a U.S.-China conflict would not escalate to the use of nuclear weapons may hamper its ability to identify nuclear escalation risks in such a scenario. Meanwhile, U.S. scholars and policymakers emphasize the risk of inadvertent escalation in a conflict with China, but they are more confident than their Chinese counterparts that the use of nuclear weapons could remain limited. When combined, these contrasting views could create pressure for a U.S.-China conflict to escalate rapidly into an unlimited nuclear war.
