1. Doubts down under: American extended deterrence, Australia, and the 1999 East Timor crisis

Abstract:
American extended deterrence commitments span the globe. Despite extensive research on the causes of deterrence successes and failures, evidence of which US allies find what extended deterrence commitments credible is elusive. This article utilizes interviews with former Australian policy-makers to analyze the credibility of the United States to defend Australian forces during the 1999 INTERFET intervention in East Timor. While there was no direct threat to Australian sovereignty, the episode stoked concerns in Canberra regarding the willingness of Washington to come to Australia's assistance. The Howard government coveted a US tripwire force presence, and the Clinton administration's unwillingness to provide this raised serious concerns among Australian political elites about the alliance. While this says little about the separate question of whether Washington would use nuclear or conventional weapons in defense of Australian sovereignty, the Timor case indicates the existence of an extended deterrence credibility deficit regarding the more probable low-intensity conflicts that Australia finds itself in.

Free Market Economics: An Introduction for the General Reader, by Steven Kates. Northampton, MA: Edward Elgar Publishing, 2011. 352 pp. $50 (paperback). Not since 1924 has there been a comprehensive yet readable book on economics aimed at the ordinary but intelligent citizen that defends and incorporates the field's foundational principle, Say's Law (named after Jean-Baptiste Say, 1767–1832) and its main corollaries: the primacy of production, the entrepreneur as prime mover, and prices as the commercial language that coordinates economies and their subsectors. Now we have such a book: Free Market Economics: An Introduction for the General Reader by Australian business economist Steven Kates. His prior books examined the prevalence of Say's Law among top economists during the pro-capitalist 19th century and its abandonment by most economists in the anti-capitalist 20th century. The handful of texts on economic principles since the 1920s that recognize the superiority of a free economy have been too technical, narrowly devoted to refuting economic fallacies, or tainted by dubious philosophy. This book avoids such flaws. Kates accomplishes what was last achieved by Oxford professor Henry Clay (1883–1945) in Economics: An Introduction for the General Reader (1924). Better still, Kates's book offers a modern, more sophisticated, more pro-capitalist treatment than did Clay's book, and it provides the ideas people need to grasp and refute the disastrous dogmas and policies of Keynesianism. At the core of this book is Say's Law, the principle that supply constitutes demand, that one cannot demand (or purchase) anything in any market without first producing an economic value for offer (or, in a monetary economy, without first earning spendable income by producing value). This principle recognizes that markets are made by the producers and that the most economically important producer of all is the entrepreneur, who specializes in soliciting and coordinating the other main factors of production: land (including raw materials), labor, capital, and financing. Say's Law condenses the truth that material prosperity is attained not by consuming (using up) wealth, but by saving, investing, and producing wealth. Unlike most textbooks today, Kates's says economics should explain wealth creation, or “net added value,” not how we ration “scarce resources.” Keynesianism, Kates explains, explicitly rejects Say's Law and asserts that a free market is prone to “failures” and crises, to excessive production, deficient consumption, and depressions; it further insists that government deficit spending, money printing, and near-zero interest rates can fix said market failures. Keynesian policies assume, contra Say's Law, that there can be an aggregate, economy-wide excess of abundance, or deficiency of aggregate demand. Say's Law holds that aggregate supply and aggregate demand are the same thing viewed from different perspectives and thus cannot be unequal; recessions entail reduced production and typically (but not always) are caused by government policies that are antithetical to production and profits. In contrast to Keynesianism, Say's Law, properly understood, tells economists (and citizens) to reject the contradictory claim that a contracting economy reflects an overexpanding economy, that somehow poverty is caused by prosperity, and it recommends the rejection or removal of any policies that impede or depress the incentive or capacity of entrepreneurs to create wealth or employ other factors of production. According to Kates, Say's Law “is the essence of market-based economics”; and “without the clarity that [it] brings, economic theory has lost its moorings and the irreplaceable value of leaving things to the market in directing economic activity cannot be understood” (p. 6). Yet, the classical, Say-based theory of the business cycle and public policy “has the ability to penetrate the darkness left by Keynesian theory in understanding the causes of recessions and the steps that are needed to bring recovery about” (p. 7). . . .

Abstract:
The 12 months under review saw the unfolding of the withdrawal timetable from Afghanistan, the second rotation of US Marines to northern Australia, the first “Full Knowledge and Concurrence” statement on US facilities on Australian soil in six years, and the end of Australia's long-term military deployments in Timor Leste and Solomon Islands. The Gillard government produced a trio of major policy statements built on an understanding that Asia's “extraordinary ascent” means Australia is entering “a truly transformative period in our history.” In the words of the Australia in the Asian Century White Paper: “In managing the intersections of Australia's ties with the United States and China, we will need a clear sense of our national interests, a strong voice in both relationships and effective diplomacy.” Meanwhile, Australian politics experienced a bit of turmoil. The Labor government discarded Australia's first female prime minister in an attempt to appease the voters, but instead the voters discarded the Labor government. So it was that in the national election on Sept. 7, Australia got its third prime minister in the same calendar year. After six years of Labor rule, the LiberalNational Coalition led by Tony Abbott is back in power. Plummeting opinion polls had caused the Labor Parliamentary Caucus to vote out Julia Gillard as leader in June and elect Kevin Rudd as prime minister. Thus, Labor returned to the man it had thrown out of the prime ministership in 2010, afraid he could not win the looming 2010 election. Facing the prospect of another federal election, the Caucus this time dispensed with Gillard and gave Rudd a second chance as prime minister. Rudd, though, carried the weight of Labor's six years in office and the wounds of his bitter three-year leadership wrangle with Gillard, a struggle that had eaten at the government's standing and morale. Abbott's simple message was a Coalition alternative to the disunity, drama, and spectacular hatreds of the Labor years, allowing the Liberal leader to run a campaign that was singularly light on policy commitments. In the end, not being Julia Gillard or Kevin Rudd was enough for an Abbott triumph.

Abstract:
The regional security of Central Asia hinges on the level of stability within Afghanistan and its foreign relations with its neighbors.1 Afghanistan is not only pivotal in the maintenance of regional security, but is also crucial to the region's economic and po- litical development. As Ashraf Ghani, chairman of the Afghan transition commission, stated, “The region needs to make a choice, a stable Afghanistan ... is absolutely es- sential.”2 However, there is looming doubt as to the ability of Afghan forces to be able to defend the state against domestic and external insurgent movements and to sustain the progress in counterterrorism and counterinsurgency that the U.S.-backed, NATO- led International Security Assistance Force (ISAF) mission in Afghanistan has estab- lished under UN mandates since the United States initiated military action against the Taliban in 2001. The year 2014 is the deadline that has been set for ISAF troops to withdraw from the war-torn country and hand over the responsibility for ensuring secu- rity in the nation to the Afghan Security Forces. Currently the U.S. and NATO forces are transitioning from a mission of combat to one of support.3 The participants of the “Bonn+10” conference4 identified 2011 as the dividing point “From Transition to the Transformation Decade,” during which the burden on the international community to assist Afghanistan in maintaining peace and continuing to develop its governmental re- forms should gradually diminish.5 Several important questions require informed and in- sightful responses: During this “Transformation decade,” what will the security picture in Afghanistan look like? Who will supplant the U.S. forces and complement the Af- ghan security forces to establish the necessary stability in Afghanistan to allow further economic and political development in the country and the region?

Abstract:
Immigration detention is a growing threat to the well-being of migrants worldwide. While the use of this tool continues to increase, there is a growing consensus by governments on the need to pursue alternative programs. This paper examines the nature of these apparently contradictory developments and the reasons for tension in this area of migration policy. Drawing from research conducted by the International Detention Coalition and La Trobe University, this paper describes the Community Assessment and Placement (CAP) model, which seeks to prevent unnecessary detention, while allowing governments to meet the rationale offered for detention. It argues that the global trends of growth in detention and an increased emphasis on alternatives reflect competing political, policy and operational objectives. For example, governments wish to ensure compliance with deportation orders; alleviate political pressures regarding the harms associated with detention; and demonstrate control of territorial borders. Understanding the multiple rationales that shape this area of migration policy can help make sense of contradictory policy developments and identify the most effective ways to safeguard those who might be subject to detention.

It is 1939 and England is in crisis—war looms, the government is in chaos, the people are in despair. All eyes turn to the country's reluctant, recently crowned monarch, George VI, to offer stirring words that will brace them for the coming storm. But there's the rub. The king suffers from a paralyzing stammer, and there are grave doubts that he will be able to deliver the speech that will unite his nation. Tom Hooper's Academy-Award winning The King's Speech is much more than a simple, inspiring wartime tale of a historical figure overcoming a physical and psychological ailment. The story of how Albert, Duke of York, later King George VI, overcame his stammer to give a series of rousing wartime speeches that united and inspired his nation is indeed the framework of the film. But at its heart, the film is the story of the power of the human mind and how hard work and perseverance—not miracles and wishes—are the bulwarks of the human spirit. The film opens in 1925. Albert (played by Colin Firth) must deliver the closing speech of the Empire Exhibition. The king's second son is terrified. He is led to the podium where his speech will not only be heard by the assembled crowd but is being simultaneously broadcast across the Empire. The time comes, and in what can only be described as sheer agony, Albert chokes out the first few words. He is next seen several months later at a session with a so-called “speech therapist” who insists that smoking will “relax the throat” and that stuffing one's mouth full of marbles is the “classic” cure for stuttering. Both remedies, unsurprisingly, fail. Albert, with the help of his wife, Elizabeth (played by Helena Bonham Carter), eventually lands himself in the offices of Lionel Logue (Geoffrey Rush), an Australian speech therapist, who promises that he can help Albert (whom he insists on calling “Bertie” to the prince's continuing disdain) overcome his stammer and speak clearly. The eccentric speech therapist delivers. Through hard work, setbacks, and triumphs, Logue, with sometimes unusual therapeutic techniques and a wry bit of psychoanalysis, treats the prince and helps him rediscover the confidence and self-esteem that had been robbed from him during his bleak childhood. The efforts culminate in the pivotal speech that Albert, as king, must give. Success is the only option—and the psychological tightrope the king must cross during this moment is more compelling than any explosive action sequence one might imagine. . . .

7. The Responsibility to Protect—Five Years On

The Responsibility to Protect (RtoP) has become a prominent feature in international debates about preventing genocide and mass atrocities and about protecting potential victims. Adopted unanimously by heads of state and government at the 2005 UN World Summit and reaffirmed twice since by the UN Security Council, the principle of RtoP rests on three equally weighted and nonsequential pillars: (1) the primary responsibility of states to protect their own populations from the four crimes of genocide, war crimes, ethnic cleansing, and crimes against humanity, as well as from their incitement; (2) the international community's responsibility to assist a state to fulfill its RtoP; and (3) the international community's responsibility to take timely and decisive action, in accordance with the UN Charter, in cases where the state has manifestly failed to protect its population from one or more of the four crimes. The principle differed from the older concept of humanitarian intervention by placing emphasis on the primary responsibility of the state to protect its own population, introducing the novel idea that the international community should assist states in this endeavor, and situating armed intervention within a broader continuum of measures that the international community might take to respond to genocide and mass atrocities. As agreed to by states, the principle also differed from the proposals brought forward by the International Commission on Intervention and State Sovereignty by (among other things) emphasizing international assistance to states (pillar two), downplaying the role of armed intervention, and rejecting criteria to guide decision-making on the use of force and the prospect of intervention not authorized by the UN Security Council. Five years on from its adoption, RtoP boasts a Global Centre and a network of regional affiliates dedicated to advocacy and research, an international coalition of nongovernmental organizations (NGOs), a journal and book series, and a research fund sponsored by the Australian government. More important, RtoP has made its way onto the international diplomatic agenda. In 2008, UN Secretary-General Ban Ki-moon challenged the UN membership to translate its 2005 commitment from ''words to deeds.'' This challenge was taken up by the General Assembly in 2009, when it agreed to give further consideration to the secretary-general's proposals. RtoP has also become part of the diplomatic language of humanitarian emergencies, used by governments, international organizations, NGOs, and independent commissions to justify behavior, cajole compliance, and demand international action.

In 2010, Australia saw a first-term-elected prime minister deposed by his own party and then a federal election that produced a hung Parliament. The Labor Parliamentary caucus removal of Prime Minister Kevin Rudd on June 24 ushered in Australia‟s first female prime minister, Julia Gillard, who waited only three weeks after replacing Rudd before calling a national election, seeking her own mandate from the voters. Instead, the election on Aug. 21 returned the first hung Parliament since World War II. The new Labor government will live on the permanent brink of defeat – fearing an MP‟s heart attack, a defection, a by-election. Gillard has won the right to negotiate for her policy preferences, not to impose them. Running a minority government will demand an almost unremitting domestic focus from Gillard. She has promised a more consultative, inclusive style of politics. The Australian Financial Review summed up the difference between the two leaders with this quote from a senior ministerial adviser: “Kevin governed from a two-man tent. Julia will need a marquee.” Style changes between the Rudd and Gillard governments will be marked. But policy continuity will often be the norm, especially in foreign policy.

Abstract:
The extremist environment in the Philippines continues to improve. The main organizations that have traditionally been at the forefront of national security concern are either exhibiting a continued readiness to engage in negotiations with the government in Manila or are variously suffering from battlefield losses, criminalization or reductions in popular support. Although there has been an increase in kidnappings by the Abu Sayyaf Group (ASG), this is actually a sign of the group's weakness and declining capabilities. Moreover, the United States and Australia remain committed to underwriting assistance packages to the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), both of which continue to make steady advances in the struggle against violent extremism.

Secretary of State Hillary Clinton's choice of Japan, Indonesia, South Korea, and China for her first official trip overseas helped shine a spotlight on Asia as a high priority region this quarter, as did North Korean Dear Leader Kim Jong-il's announcement that he intended to conduct a satellite launch in early April. The drama surrounding the anticipated launch provided an unfortunate back drop for otherwise very positive pronouncements about intended Obama administration policies in East Asia, even if the quarter closed with only a handful of those eventually to be tasked with implementing these policies at their desks. ASEAN leaders finally held their postponed summit and celebrated the entry into force of their much-maligned Charter. Meanwhile, Australian Prime Minister Kevin Rudd visited Washington to underscore that the U.S. and Australia are still “mates,” even as his reluctance to send more combat forces to Afghanistan foreshadowed the difficulty President Obama faces in getting allies to sign up for his “surge” there. Finally, economic forecasts kept being adjusted downward as Asian leaders prepared for the G20 summit in London in hopes that this would bring a turnaround.

Abstract:
Australia's government swung from the right to the left of the political spectrum in 2007. The U.S. did the same in 2008. Yet, not much changed in the fundamentals of the 57-year-old U.S.-Australia alliance. The assertion of alliance continuity, however, comes with a major caveat: the tectonic effects being exerted by China's rise. As with the rest of the Asia-Pacific, Australia is adjusting significant aspects of its foreign and security policy to the magnetic pull of China, which was dramatized for Canberra through the middle of 2009 by an outburst of Chinese official anger directed at Australia. Other important influences to consider include the so-called “Kevin Rudd” effect, the global economic crisis, and the ongoing conflicts in the Middle East.
