2. The curbing of the collective voices of workers in Ethiopia’s state-led industrialisation: The case of the garment sector

- A state-led industrialisation drive inspired by the East Asian ‘developmental state’ ideology is at the core of Ethiopia’s industrial policymaking. Yet, scholarship on the implications of Ethiopia’s state-led industrialisation on the collective voices of local industrial workers is rare. Hence, this article argues that Ethiopia’s state-led industrialisation has firmly stood for strong business-state alliances, thereby curbing the collective voices of local industrial workers. Using qualitative empirical data, the article attempts to address the research gap and contribute to the existing debate by examining why and how the country’s state-led industrialisation has been operating in this context since 2005. Analysis of the findings indicates that facilitating industrial catch-up is at the centre of the country’s industrial development policymaking. Also that, the voice of the workers has been considered as a threat to foreign direct investment (FDI). As a result of the policy, the Ethiopian government employs diverse de facto or de jure labour control mechanisms, exceptionally against the associational rights of workers in the garment exporting industries across the country’s industrial parks (IPs). Moreover, employing industries have enforced various forms of administrative and punitive measures to subdue the collective voices of their workers. Hence, Ethiopia’s activist industrial policy must navigate a reasonable balance between facilitating industrial catch-up and ensuring labour standards for inclusive, peaceful, and sustainable industrial labour relations.

- Abstract:
- One of the world’s youngest nations, South Sudan, broke out into civil war in December 2013. The civil war was marked by persistent disregard for the sanctity of civilians, especially women and children. At the time of the conflict, both the ruling Sudan People’s Liberation Movement-in Government (SPLM-iG) and the Sudan People’s Liberation Movement-in Opposition (SPLM-iO) carried out massacres, which spread like wildfire across the country. Troops from both sides raped and slaughtered civilians, while government troops in Juba went door-to-door, seeking out opposition ethnic groups. After several failed regional mediation attempts, neighbouring states and international partners pressured President Salva Kiir, SPLM-iO leader, Riek Machar, and former detainees to sign the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS)[1] in August 2015 in Addis Ababa. The Agreement aimed to end the violent civil war and support comprehensive political reform during a three-year inclusive Transitional Government of National Unity (TGoNU). Additionally, the ARCSS provided a pathway to demilitarise many well-equipped militias and mechanisms for transitional justice and reparation, immediate measures to facilitate humanitarian access, and a programme to redress the economy. Nevertheless, just after the ARCSS was signed, Kiir, by presidential decree, ordered an increase in the number of states from 10 to 28.[2]

- The purpose of this article is to understand voters’ confidence in the institutions of political power in Mozambique. The question that arises is what is the level of voter confidence in the institutions of political power? For the purposes of this research, the following political institutions were considered: Assembly of the Republic, National Election Commission (CNE, in Portuguese), Police, Army and Judicial Courts. Throughout the text, the CNE is emphasized because it is the institution responsible for managing the entire electoral process. - One of the bequests of the current democratic dispensation in South Africa is the choice by the citizenry to express their feelings without let or hindrance. Since 1994, the people of South Africa have recouped much power as to expressing their grievances towards their government in some of the worst viciously known manners ever recorded among black Africans within the continent-. Since recent times, South Africans have aggravated their protest revolts over what they perceive as government’s failure in the delivery of vital (basic) services, such as electricity, water and sanitation, with some other protests flanking on the provision of quality higher education at affordable cost or possibly no cost at all. With incidents of violent protests almost becoming frequent occurrences, the main aim of this article is to explore the main question that is still remaining “Do South African mega cities really stand to lose much more for not doing enough for their constituencies”? Attempts at providing answers to this question have resulted in an in-depth reviewing of literature into the antecedents of service delivery protests in South Africa. The article reveals that the cost of unaccountability by the failure of megalopolises’ authorities to render adequate municipal services to their people, outweighs by far the very cost of remedying the situational consequences accruing therefrom. Therefore, South African cosmopolitan authorities must be able to deliver based on the expectations of their masses who elect them into power; they also need to put adequate security measures in forceful place to clampdown on civilian protestors in their megalopolises.

- State’s choice for human beings emerged when they realized that wild freedom in the “state of nature” where power is right, failed to achieve life and property independence and protection. Human beings were forced to capitulate for the common good to the abstract government. In what Hobbes (1588-1678) called the “social contract”, the state acknowledged this obligation to be governed by a leader of an all-powerful society. In his Second Treatise of Government (1689), John Locke (1632-1704) also agreed with Hobbes’ notion of a social contract, based on the premise that human beings are born free. Individuals enjoy a natural right to life, freedom and the freedom to own or possess estates.

- The recent global initiative towards federalized spending has been gradually justified on the basis that decentralization of resources to sub-national governments level are likely to deliver greater efficiency in the delivery of public goods and services and consequently stimulate economic activities at devolved units (Martinez-Vasquez and McNab 2006). The devolution trend in unindustrialized nations is reinforced by the International Monetary Fund (IMF) and World Bank (WB), which considers expenditure decentralization as a key pillar of its economic growth and poverty eradication strategy (World Bank 2016). But, attention to expenditure transfer has been mainly inspired by local political reasons (Mwiathi 2017). Like the case of Kenya in 2007/2008. The 2007/2008 post-election violence saw the introduction of the new governance system, which entrenched devolved systems (GoK 2010). In a number of nations including Kenya, a devolved system of governance refers to devolution. Essentially devolution is one form of fiscal decentralization. However, devolution is more extensive and includes transfer of both economic and political powers from central government to devolved units (Ezcurra and Rodríguez-Pose 2010).

In fact, diplomatic receptions, lunches, dinners, or simple wine and cheese works are intricate payoffs or seductions and very hard work. The pit face of cookie pushing is when the President visits. Everyone at the Embassy turns out to make sure he and his retinue meet or greet in the right order, time and place everyone of use to American interests. The Ambassador works hardest as any slipups are his responsibility. Even the wealthy, politically appointed Ambassador needs to make the President and his visiting staff happy. The career Ambassador’s next post may be in a steaming jungle if mistakes are made or in an important country if all goes well during the “king’s progress”.

- Yanzhong Huang (“The Sick Man of Asia,” November/December 2011) paints a troubling picture of a China that has rapidly industrialized yet lags in modernizing its health-care system. Yet in his cogent history of China's health policy, much of which centers on self-reliance, Huang puzzlingly omits China's success in winning nearly $1 billion in recent years from the Global Fund to Fight AIDS, Tuberculosis and Malaria. That the country's health officials have had to resort to tapping a fund ostensibly dedicated to helping the world's poorest countries speaks to their inability to persuade the government to pay for public health with its national coªers. Only when the incongruity of a financial giant getting grants at the expense of impoverished African countries was illuminated did China choose to stop taking Global Fund awards.

- It is one of the sad facts of recent human history that the economic prosperity enjoyed by so many remains unknown to most of the rest. The causes of poverty have long been debated and much has been spent in the effort to ameliorate it. Reliable estimates suggest as much as $2.3 trillion has been spent over the last several decades, most of it in the form of sponsored aid programs conceived and pursued by governments and large foundations in developed countries. Despite this investment, however, poverty remains widespread and has worsened in many places, especially in Africa. - In 2009, the Permanent Court of Arbitration administered a unique case: the Abyei Arbitration between the Government of Sudan and the Sudan People's Liberation Movement/Army. This case is unique in several aspects: first, it is an example of intra-state dispute settlement in a conflict zone rich in natural resources, second, it was conducted under a fast-track procedure, and third, it was fully transparent, with all documents and full webcast of the proceedings still available on the PCA website. Currently there is a large number of outstanding intra-state disputes, not limited to Africa, so this paper assesses why the Parties in the Abyei Arbitration chose arbitration in the first place and whether this model could be successfully applied to other similar disputes.

- This article assesses the contribution that IGAD has made to regional security in the Horn of Africa since the adoption of its peace and security mandate in 1996. It describes the evolution of IGAD and its mandate in the context of regional conflict and wider African peace and security processes. It explores the local dynamics of the two major IGAD-led peace processes, in Sudan (1993–2005) and in Somalia (2002–2004), and discusses the effectiveness of IGAD's institutional role. A consideration of the wider impact of the peace agreements highlights the way IGAD has enhanced its role by setting the agenda on peace support operations in Somalia. The article concludes that IGAD's successes are more the result of regional power politics than of its institutional strength per se. Despite the obvious need for a better regional security framework, the scope for the IGAD Secretariat to develop an autonomous conflict-resolution capability will remain limited. However, IGAD brings a new diplomatic dimension to conflict management that locks in regional states and locks out interested parties beyond the region. With regard to Somalia, the organization has played a pivotal role in directing African and wider international responses to conflict in the region.

- Infidel is a heroic, inspiring story of a courageous woman who escapes the hell of a woman's life in the Muslim world and becomes an outspoken and blunt defender of the West. Ms. Hirsi Ali takes the reader on her own journey of discovery, and enables him to see, through concretes and by sharing her thought processes, how she arrived at the conclusion that Islam is a stagnant, tyrannical belief system and that the Enlightenment philosophy of the West is the proper system for human beings. In Part I, Ms. Hirsi Ali describes her childhood in Muslim Africa and the Middle East. With her father imprisoned for opposing Somalia's communist dictator Siad Barré and her mother often preoccupied with finding food for her family, young Ayaan and her siblings grew up listening to the ancient legends their grandmother told them-legends glorifying the Islamic values of honor, family clans, physical strength, and aggression. Born in 1969 in Somalia, Ms. Hirsi Ali moved frequently with her family to escape persecution and civil war, living in Saudi Arabia, Ethiopia, and Kenya. At a colonially influenced Kenyan school, she discovered Western ideas, in the form of novels, "tales of freedom, adventure, of equality between girls and boys, trust and friendship. These were not like my grandmother's stark tales of the clan, with their messages of danger and suspicion. These stories were fun, they seemed real, and they spoke to me as the old legends never had" (p. 64). Forced into an arranged marriage, she was shipped to Germany to stay with distant family while awaiting a visa for Canada to join the husband she didn't know. At age twenty-two, alone and with nothing but a duffle bag of clothes and papers, she took a train to Holland to escape the dreary life of a Muslim wife-slave. "It was Friday, July 24, 1992, when I stepped on the train. Every year I think of it. I see it as my real birthday: the birth of me as a person, making decisions about my life on my own" (p. 188). In Part II, Ms. Hirsi Ali shares her wonder of arriving in modernity, and her relentless effort to create a productive, independent life for herself. After being granted asylum, she worked menial jobs, learned Dutch, became a Swahili translator, earned a vocational degree, and finally graduated with a degree in political science from one of Holland's most prestigious universities. An outspoken advocate of the rights of Muslim women, she was elected to the Dutch parliament in 2003, as a "one-issue politician"-she "wanted Holland to wake up and stop tolerating the oppression of Muslim women in its midst" and to "spark a debate among Muslims about reforming aspects of Islam so people could begin to question" (p. 295). She became a notorious critic of Islam, at one point daring to call the Prophet Muhammad a pervert for consummating marriage with one of his many wives when she was only nine years old. In 2004, she made a short film called Submission: Part 1 in which she depicted women mistreated under Islamic law raising their heads and refusing to submit any longer. Tragically, the film's producer, Theo van Gogh, was brutally murdered by an offended Muslim, who left on van Gogh's body a letter threatening Ms. Hirsi Ali with the same fate. Since 2004, Ms. Hirsi Ali has had to live under the constant watch of bodyguards, often going into hiding for months at a time. Although the straight facts of her life are in and of themselves admirable, Ms. Hirsi Ali's intellectual journey as presented in Infidel is truly awe inspiring. This journey begins in Africa in the disturbingly dark world of Islam-with its disdain for thought and reason, its self-sacrificial ethics, and its corrupt, tyrannical politics-and ends in the West with her having become an outspoken champion of reason and freedom.

- After the september 11 attacks, the Bush administration's foreign policy toward Somalia focused primarily on counterterrorism. This focus was a result of Somalia's proximity to the Middle East, U.S. concern that al-Qa'ida might relocate to the country, a history of terrorist bombings targeting Western interests in nearby Kenya and Tanzania and early contact between al-Qa'ida and individuals in Somalia. Although ties exist between al-Qa'ida and Somalia's al-Shabab militant group, the overwhelming objective of U.S. policy in Somalia should not be confronting international terrorist activity. Instead, the United States should contribute to creating a moderate government of national unity in Somalia, which offers the best hope of minimizing Somali links to international terrorism. Long-term U.S. interests in the Horn of Africa will not be served by a policy that is consumed with military action to the detriment of supporting economic development and a broad based Somali government.

- President Obama's July visit focused global attention on Ghana. His speech to the Ghanaian Parliament, however, was clearly a message to the African continent as a whole. He declared that “…this moment is just as promising for Ghana—and for Africa—as the moment when my father came of age and new nations were being born. This is a new moment of promise. Only this time, we have learned that it will not be giants like Nkrumah and Kenyatta who will determine Africa's future. Instead, it will be you—the men and women in Ghana's Parliament, and the people you represent. Above all, it will be the young people—brimming with talent and energy and hope—who can claim the future that so many in my father's generation never found.” Explaining why Ghana was a particularly relevant place to discuss Africa's future, President Obama stated, “Here in Ghana, you show us a face of Africa that is too often overlooked by a world that sees only tragedy or the need for charity. The people of Ghana have worked hard to put democracy on a firmer footing, with peaceful transfers of power even in the wake of closely contested elections. And with improved governance and an emerging civil society, Ghana's economy has shown impressive rates of growth.” More pointedly, President Obama recognized that “time and again, Ghanaians have chosen Constitutional rule over autocracy, and shown a democratic spirit that allows the energy of your people to break through.”

- Abstract:
- Genocide is a crime which is defined under internatioanal law in the twentieth century and could not come about without the ideological, bureaucratic power of a modern state with is sanctions and modern discources on identities and modern classifications. With a non-modern Picture but with modern techniques of governing Rwanda was a place that genocidal killings occured and is a place of a breaking case for modern theories. Rwanda has modern state characteristics in terms of monopoly of use of violence, giving orders and providing obidience of its people, surveillance, classification and registration of its people, and keeping discourses. Morever, Rwandan culture that gives great importance to obidence and Rwandan geography that is so suitable to surveillance become additional factors. In that sense, Rwandan government could influence to daily life of the people even to the smallest details of anyone. All factors provided a suitable bas efor the crime of genocide.

- This article evaluates the extent to which a few selected African countries have incorporated socio-economic rights in their constitutions, the mechanisms through which such rights are realised, the challenges such realisation entails and the approach taken by the courts and other human rights institutions in those countries towards the realisation and enforcement of those rights. The survey examines South Africa, Namibia, Uganda and Ghana. Apart from the logical geographical spread, all these countries enacted their present constitutions around the same time (1990 to 1996) in an attempt to transform themselves into democratic societies. In a sense, these countries can be seen as transitional societies, emerging as they have done, from long periods of apartheid and foreign domination or autocratic dictatorships. The latter is true for Uganda and Ghana while the former refers to South Africa and Namibia. The article concludes that South Africa has not only made the most advanced constitutional provision for socio-economic rights, it has also taken the lead in the judicial enforcement of such rights, an experience from which the other countries in the survey can learn.

- This article examines the human rights dimension of genetic discrimination in Africa, exploring the place of regulatory frameworks while taking into account the disadvantaged position of the average African. This is in response to the tendency of insurance companies toward making health insurance decisions on the basis of individual genetic information, which could result in genetic discrimination or health insurance discrimination based on a person’s genetic profile. The author considers such questions as the intersection between human rights (right to life, health, privacy, human dignity and against genetic discrimination) in relation to the insurance industry, as well as the obligations of state and non-state actors to promote, respect, and protect the enjoyment of these rights. The article argues that African nations should not stand aloof in trying to balance the competing interests (scientific, economic and social) presented by the use of genetic information in the health care context and that ultimately it is the responsibility of states to develop domestic policies to protect their most vulnerable citizens and to prevent entrenched private discrimination based on an individual’s genes.

- L\'étude du processus d\'ingénierie institutionnelle de la Cour africaine des droits de l\'Homme et des peuples révèle le rôle central joué par les ONG : elles ont donné l\'impulsion initiale, orchestré la mobilisation, encadré les négociations et milité pour l\'adoption du Protocole. Ce nouveau mode de production du droit doit cependant être analysé avec un regard critique afin de déceler les logiques de pouvoir très fortes au sein du « monde multicentré ». La professionnalisation des ONG et l\'autonomisation du champ de la production des standards juridiques vont de pair avec la marginalisation des militants locaux. L\'activité de production de normes est l\'affaire des experts juridiques apolitiques qui entretiennent des relations de collaboration avec les notables des diplomaties d\'Etat et des organisations intergouvernementales.
