Abstract:: This study, based on Lederach’s conflict transformation (CT) theory, analyses the participation of the local church in CT of political crises in Zimbabwe at the grassroots level – from 2005 to 2020. It compares the CT interventions of one Pentecostal church denomination and of one African Independent Church denomination in the Dzivarasekwa suburb of Harare. A convergent parallel mixed methods design was used. SPSS software was used to analyse quantitative data while the NVivo application was used for qualitative data analysis. One key finding is that both denominations believe CT entails community engagement. Major challenges to local churches’ CT participation include financial constraints, repressive laws and church executives’ fear of victimisation. The study concludes that the impact of the local churches is low because their interventions are limited to congregation members and their immediate neighbours. Another conclusion is that CT is politicised in Zimbabwe, which restricts effective church participation. The study makes some recommendations to address this.

Abstract:: Farmer-herder conflict is an age-old phenomenon, which is widely spread in the West African sub-region. Current studies on the Ghanaian farmer-herder conflict have emphasised the land-related conflicts between indigenous farmers and nomadic herders. It has focused especially on environmental scarcity and climate change approaches. However, this study adopts the political ecology framework to highlight land conflicts between migrant farmers and nomadic herders, two migrant groups that are considered “strangers” to the Kwahu Afram Plains District. The study contributes to the broader debates on farmer-herder conflict. It provides contrary evidence with regard to the popular notion in literature and theory about the prevalence of land insecurity among nomadic herders. The study argues that migrant farmers in the study area experience more land insecurity compared to the nomadic herders. This is because of their history of immigration, their relationship with the Kwahu landowners, which is driving the escalating cost of accessing land, and disputes between landowning groups.

Abstract:: How does the 2020–2022 civil war in Ethiopia contribute to our understanding of the Responsibility to Protect (R2P) doctrine? This study seeks to revisit the debate over the effectiveness of the R2P doctrine in the wake of increased intrastate conflicts. The objective is to assess the dilemma that arises with the implementation of R2P when governments are involved in the conflict and the international community is reluctant or unable to intervene. The study adopts the systematic review approach (PRISMA) to identify the shortcomings, trends, and debates around R2P. It uses the Ethiopian civil war to contribute further to the existing body of literature. The paper finds that, indeed, the R2P doctrine is facing serious challenges with its implementation. It shows that when governments fail to acknowledge the other actors as legitimate combatants and instead describe them as terrorist groups, it becomes difficult to uphold the R2P doctrine. The paper also identifies a lack of leadership and coordinated efforts at regional and international levels as contributing factors, which further undermine the effectiveness of R2P. The paper concludes that the Ethiopian civil war exposes serious shortcomings in the R2P doctrine that need to be reviewed and reformed urgently. It proposes the adoption of a systems-thinking approach that can streamline the actors and processes of response during civil wars.

Abstract:: Algeria and Morocco have for centuries kept an uneasy relationship of conflict and doubt which shaped the Maghreb region history. In fact, both states shared the same borders but never shared same policies. This caused the relational gap at both governmental level and social grounds. As a result, the hostility and continuing tension has remained at top in their foreign policies for most of their mutual history. Consequently, the Western Sahara conflict has been undoubtedly an important driver of one of the most critical problems to have confronted the two countries in the course of their bilateral relations. Abstract:: Nasarawa State in North Central Nigeria has been notorious for communal conflicts. Such conflicts have often assumed complicated dimensions reflective of the social dynamics of the state. Oftentimes, the conflicts are framed in terms of identitarian differences and contestations, whilst the underlying drivers derive essentially from the socio-structural dynamics of the conflict context. By way of mixed research that is predicated on a combination of field and desk sources, this article interrogates the contemporary manifestations of communal conflicts in Nasarawa State through the combined lenses of liberal political ecology and conflict analysis. The article observes that the ethno-primordial cleavages of the focal state have provided veritable pretexts for the prevalence of communal conflicts, making such conflicts problematic to understand as well as resolve. The outcome of the analysis indicates that communal conflicts in the focal state have been both dynamic and opportunistic, often feeding into the existing primordial and structural fault-lines to assume multiple complications. There is therefore a need to understand the peculiar nature and dynamics of such conflicts in order to know how best to interpret, analyse and mitigate them.

Abstract:: The Nun River Basin (NRB) has a long history of cross-border conflicts, mostly connected to the impact of climate change on water sources and resources. This article discusses the link between water politics and conflicts among the traditional communities in the NRB. Water scarcity and floods have led to border conflicts among the “traditional states” at the drier edges and in the marshes of the NRB. Initial mappings to determine geopolitical and water security contexts helped identify the areas, including firstly, Bamali, Bamunka, Babungo and Baba I, with maritime border conflicts, and secondly the Babessi and Baba I floods, with access in the NRB. Based on our findings and analysis of existing sources and critical interviews, the recognised and unrecognised links that bind water to the regional politics and relations among the fondoms are central to the conflicts related to the control of water sources and the fertile rice cultivation marshes. The article concludes that although the “traditional states” have been in mutual competition, where food needs accelerate in response to rising populations and economic interest, the traditional method of conflict resolution through consensus has been most effective in achieving peace in the region.

Abstract:: The relationship between climate change and deadly conflict is complex and context-specific, but it is undeniable that climate change is a threat multiplier that is already increasing food insecurity, water scarcity and resource competition, while disrupting livelihoods and spurring migration. In turn, deadly conflict and political instability are contributing to climate change.[2] Darfur captured international headlines in 2004 when United States (US) Secretary of State Colin Powell declared that genocide was occurring in Sudan in his testimony to the US Senate.[3] The early-2000s conflict in Darfur between rebel groups on one side and government forces and allied militias on the other caused an estimated 300 000 deaths, and about 2.5 million people live in displacement camps across Darfur.[4] Most observers agree that the immediate cause was a regional rebellion, to which Khartoum responded by recruiting Arab militias, known as the Janjaweed, to wage a campaign of ethnic cleansing against African civilians.[5] They also argue that the three core drivers of violence in Darfur at present are disputes over land and resources, the complex network of militias and paramilitary forces, and the weakness of the rule of law and security institutions.[6] Eighteen years after the eruption of the conflict in Darfur, these conclusions regarding the main causes and triggers of the conflict remain valid. In 2021, despite the signed Juba Peace Agreement, the security situation in Darfur remained volatile, with significant inter-communal violence and fighting between government forces and rebels in the Jebel Marra area. The instability in the region continues to cause large-scale displacement, with more than 200 000 people displaced in Darfur since the beginning of 2021.

Abstract:: The term ‘natural resource (in)justice’ has been used in various contexts by various scholars. Contemporary resource justice scholarship highlights several different areas of debate, including power and inequality in resource access, control, ownership, greening, eco-efficiency, feminist ecology, resource transparency, just transitions,[1] resource equity, resource rights, and fairness with regards to global inequality in North/South natural resource policies.[2] Resource injustice underlines two dynamic and interwoven contexts. First, there is the anthropogenic context, which examines the adverse effects of natural resource extraction on humans, including exclusion, degradation, inequality, and unfair treatment in natural resource allocation. Second, there is the eco-centric context, which explores the adverse effects of natural resource extraction on the ecosystem or the natural environment. The broader terrain within which natural resource justice is being pursued is rapidly changing. With the rise of natural resource justice movements, new ecological threats, the ongoing Covid-19 pandemic, and lethal feedback with deleterious capitalist resource extraction in the global South, resource justice is confronted with new challenges, notably resource conflict. Since the end of the Cold War, there has been a considerable and increasing number of studies on natural resource conflict, including on questions of resource appropriation or what has become known in resource conflict debates as the ‘resource curse’, which points out the paradox of poverty among resource-rich countries.[3] Conflict and poverty are intertwined. In 2013, 471 million people lived in fragile and conflict-affected countries, while 78% of the world’s poor lived in these countries (181 million people).[4] Natural resources – land, water, forests, air – are essential to life on Earth.[5] Natural resource conflict accounts for the incompatibility of goals in natural resource use or appropriation. The rural poor in developing countries remain the most vulnerable, as they directly depend on natural resources for their food and livelihood security, while the livelihoods of 2.5 billion people depend wholly or partly on agriculture.[6] The dynamics of fair and equitable resource allocation in contexts associated with resource injustice are largely unknown. This is true especially where the resource-bearing local population is either marginalised or excluded in decision-making processes regarding natural resources.

12. Peacebuilding Policies and Frameworks in Kenya

Abstract:: Peacebuilding is both a contested and evolving concept,with no universally accepted definition.[1] Despite being a broadly fluid term without clear guidelines or goals, most scholars agree that the fundamental task of peacebuilding is to improve human security.[2] The term first emerged through Johan Galtung’s peace work. He advocated for the establishment of a peacebuilding system to stimulate long-lasting peace by finding a solution to sources of violent conflicts and enhancing local capacities for conflict resolution and peace management.[3] A report by Boutros Boutros-Ghali entitled ‘An Agenda for Peace: Preventive Diplomacy, Peacemaking and Peace-Keeping’ refers to peacebuilding as ‘an action to identify and support structures which will tend to strengthen and solidify peace to avoid a relapse into conflict’.[4] A peacebuilding agenda is critical in the realisation of the Sustainable Development Goals (SDGs) which advocate for ‘peaceful and inclusive societies for sustainable development, access to justice for all and building effective, accountable and inclusive institutions at all levels’.[5] In the Kenyan context, peacebuilding activities and regulatory frameworks are recognised as vital processes and instruments that are necessary for the achievement of Vision 2030, which is the country’s new development blueprint that aims to transform Kenya into a new industrialising middle-income country providing a high quality of life to all its citizen by 2030. On the one hand, the peacebuilding, conflict management, and security strategy of the political pillar of Vision 2030 underscores the need for promoting peacebuilding and reconciliation, deepening policies and legal and institutional frameworks that promote order in society, as well as institutionalising dialogue between and among communities to promote harmony among racial, ethnic and other interest groups. On the other hand, the social pillar aims at establishing ‘a just and cohesive society that enjoys equitable social development in a clean and secure environment’.[6] Nyambura Githaiga observes that from a cursory glance, Kenya is not an immediate or apparent choice for a peacebuilding case study.[7] This can be attributed to the fact that peacebuilding studies primarily focus on nations that experienced highly destructive and horrific civil wars and require international intervention. However, Kenya has suffered intermittent and localised destructive conflicts, such as the 1992, 1997, and 2007-2008 election-based violence. Therefore, Kenya offers a peacebuilding case study which is not related to civil war, but part of a tactical response to repeated incidents of local destructive conflicts.[8]

Abstract:: Northeast Nigeria is the epicentre of violent extremism in the country. Borno, Yobe, and Adamawa states, in particular, record high incidences of extremism regularly. Extremists have been responsible for various killings and wanton destruction in the north and other parts of Nigeria. At the centre of the violence are youths, who constitute the majority of the members of these extremist groups. Young people are easier targets for recruitment by extremist groups because of peer pressure, drug use, gang involvement, prior delinquency, family member gang-involvement, membership in a cult, and the quest for adventure, among others. In spite of their involvement in violent extremism, it is recognised globally that the youth can be equal partners in its prevention. The youth should be considered a country’s asset, as the future of the country as well as having the potential to be leaders of today. However, a growing ‘youth bulge’ of unemployable young people trying to survive – and subject to recruitment by armed extremist groups – is problematic, and can even present a threat to prosperity and peace.

Abstract:: This reflection concerns the armed conflicts of the African Sahel and aims to historically analyze the role of Arab-Islamic colonization, Western colonization and the rivalries between the two. It is based on the hypothesis that the confrontation between jihadist and internal and external interventionists in the region constitutes a historical struggle motivated by humanitarian and non moral geoeconomic interests. Methodologically, a historical and comparative analysis is chosen to conclude that the main causes of conflicts should be located in the colonial maps and the historical rivalry between empires and not in ethnic, tribal and religious deferences or the borders created by Western colonization.

Abstract:: The cycle of individual and communal lives from birth to death is supposedly preserved by the government through institutions. However, political, social, and economic activities are engaged to make ends meet wherein the government is to serve as an unbiased regulator. The activities that play out in Southern Kaduna reflected politics of being on one side with interplay on origin, identity, religion, and locality. On the other hand, it reflects politics of belonging that play on kin, reciprocity, and stranger status. It has thus resulted in violence, suspicion, and persistent conflict. The study examines citizen’s inclusiveness in peacebuilding initiatives and the people’s perception of the sincerity of the government. The research relies on secondary sources where governmental and non-governmental publications and documents from relevant and reliable sources enriched the socio-historical approach, particularly those relating to contestation in the region. The study found out that just like situations in the other northwest states of the country, the crisis exacerbates by the government’s inability to mediate fairly between warring parties to ensure fairness and justice as well as failure to apprehend and punish the culprits, even as recommendations from the various interventions were unimplemented. Thus, the spate of violence continues.

Abstract:: This research paper explores the impact of sociological perspectives on the relationship between natural resources and conflicts. From these theoretical perspectives, many fundamental sources of conflict over natural resources are identified and defined. This research takes the approach of a case study in which the researchers investigate and analyze the sources of conflict happening in the Darfur region of Sudan. This case study explores the demographic changes, economic development, and social inequality among some factors contributing to conflict over resources in this region. The research findings demonstrated that various factors play a vital role in the availability of natural resources, which is the main reason sides other reasons flaring conflict in the Darfur region in Sudan. These factors are related to climate change, destruction of ecosystems, immigration, demographic change, and political changes. Even though various factors could impact the conflict of resources in the Darfur region in Sudan, these researchers focused in this research paper on the sociological perspective only.

Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: This paper examines the intersection between the modern state, chieftaincy, and international borders in governance in post-independence Ghana. It draws on a chieftaincy conflict in Ghana between Ave-Dzalele and Ave-Atanve, both Ewe-speaking communities in the Volta Region of Ghana and reflects in some detail on the involvement of the paramount chief of Edzi, whose is based in Togo, to show the complexities of governance in post-independence Ghana. The study highlights the tensions between the formal citizenship rules and traditional, informal rules of affiliation and explores the existing mechanisms for the resolution of such cross-border conflicts. It argues that modernist discourses on the sovereignty of the state and territorial integrity that ignore cross-border cultural ties limit effective approaches to the resolutions of these conflicts. This paper contributes to bridging the gap between country-specific chieftaincy research and research on cross-border chiefs in Africa through critical reflection on the limited literature on issues of governance that relate to the co-existence of modern states and international/cross-border chieftaincies. Ultimately, it calls for a decolonisation of African governance that recognises 'international chieftaincies' and formalises their roles in governance in cross- border areas around the continent.

Abstract:: Scholarship on the challenges of ethno-linguistic federalism in contemporary Ethiopia is copious; yet a critical analysis of violent ethnic extremism in the country and its implications for the sub-region is rare. This article argues that violent ethnic extremism is a threat to the existence of Ethiopia and a destabilising factor for its neighbours. Based on qualitative empirical data, it attempts to address the knowledge gap and contribute to the literature by examining why violent ethnic extremism has persisted in the post-1991 Ethiopia and how it would impact on the stability of the Horn of Africa. Analysis of the findings indicates that systemic limitations of ethno-linguistic federalism; unhealthy ethnic competition; resistance of ethno-nationalist elites to the current reform; unemployed youths; the ubiquity of small arms and light weapons; and cross-border interactions of violent extremists are the major dynamics propelling violent ethnic extremism in Ethiopia. Thus, Ethiopia and the sub-region could potentially face cataclysmic instabilities unless collective, inclusive, transformative and visionary leadership is entrenched.

Abstract:: Since the beginnings of the anti-colonial struggle, Madagascar, a former French colony and an island in the Indian Ocean, has gone through nine episodes of conflict, ranging from political tension to high intensity conflicts. These changes of conflict intensity demonstrate that the proclivity towards conflict may take different forms in various episodes of violence and conflicts in the country. This phenomenon may be explored by examining the causal configurations and the co-existence of positive and negative processes and mechanisms which are interacting and co-constructing each other. In order to untangle the intricacy behind the conflict-readiness of parties preparing for conflict at low, medium or high levels of violence, use is made of concepts and theories pertaining to peace, conflict, negotiation and mediation, conflict escalation and de-escalation to explore the roles played by the following factors: local narratives and metanarratives. repertoires of action of the actors the actors’ framing of the conflicts the actors’ polarising of public opinion construction of the image of the self and the other conflict dimensions (socio-economic, cultural, political and global external) accommodation policies This paper argues firstly that proclivities toward violence/conflict in Madagascar are related to the coexistence of positive and negative elements, and secondly, that such proclivities are built partly upon the fact that liberal strategies for maintaining peace give rise to negative as well as positive effects on the dynamics of keeping that peace.

Abstract:: Nhimbe is an endogenous knowledge practice used in community-based development for community members to provide socio-economic assistance as required. The practice is couched in people’s socio-cultural and moral compass. Households in rural areas use it to assist one another on a wide range of development initiatives, especially agricultural activities to promote and sustain food security and community values. In Africa, practices similar to nhimbe are Harambee in Kenya, Chilimba in Zambia and Letsema in South Africa and Botswana. Since the 1800s or earlier, economic and social benefits have been the known key motivations for the practice of nhimbe. This paper is a re-visit of nhimbe from the perspective of its contribution to conflict prevention and peacebuilding in the communities where it is practised. No in-depth studies have been published concerning the conflict and peacebuilding potentials of nhimbe, but it is quite clear that it plays a fundamental role which emanates from its relatedness to social dimensions and community cohesiveness. The analysis here shows that the practice has inherent capacities for pre-conflict prevention, in-conflict mitigation, conflict management, conflict resolution, conflict transformation and post-conflict peacebuilding.

Abstract:: Since the dissolution of the federal system in 1972, Cameroon has been entangled in an internal crisis between the Anglophone region and the government. After four years of violence, the outcome of peace efforts have largely been countered by more incidents of violence. This article traces how the crisis has evolved over the years from a political crisis into a conflict situation. While appreciating the theoretical perspectives of internal colonialism and ethnonationalism in explaining the conflict, the authors highlight that the evolution from a crisis into a conflict has been driven by factors such as the expanding waves of democratisation, the emergence of new actors (militias) and the evolution of the digital space (social media as platform for mobilisation). The article emphasises that whereas grievances over marginalisation form the underlying drivers of the conflict, disagreements over the judicial (common law) and education system in the Anglophone regions exacerbated the crisis, thereby leading to the outbreak of violence. Against this background, the article provides recommendations that may encourage a recourse to peace and stability for a nation previously lauded as one of the (few) stable countries in the Central Africa region.

Abstract:: The ongoing militant insurgency and conflict in the upper north-eastern Cabo Delgado province in Mozambique has been brewing since 2017. However, it only gained the attention of the international community in mid-August 2020 when the Islamist extremist movement, Al Sunnah wa Jama’ah (or Ansar al-Sunna), captured the port town of Mocimboa da Praia in the north-eastern part of the country. This was not the first capturing of the town, as the insurgents – many of whom reportedly are originally from Mocimboa da Praia – earlier also briefly took control of the town in March 2020. At the same time, the town of Quissanga, approximately 180 km further south, then became the most targeted area in 2020, although the insurgents focused attacks on several other towns and districts. The insurgents further specifically targeted military and police forces, while the population in Cabo Delgado experienced horrific brutality in the form of killings, including beheadings, and other forms of violence that led to internal displacements and food shortages in the affected areas.[1] What followed were harsh security responses from the Forças Armadas de Defesa de Moçambique (Mozambican Defence and Security Forces) (FDS),[2] similar to indiscriminate responses elsewhere in conflict zones in Somalia, the Lake Chad Basin, the Sahel, and the Maghreb. The escalating attacks and heavy-handed responses have only heightened distrust among local residents and are alleged to have enhanced recruitment by the insurgents.[3] Currently, Cabo Delgado province is caught up in a security challenge with national, regional and international implications. The situation not only endangers the lives of tens of thousands of Mozambicans, but is also destabilising the upper north-eastern parts of Mozambique and certainly poses a threat to foreign direct investment pertaining to large-scale infrastructure, mining, exploration (especially natural gas), and other projects in Mozambique and the region.[4]

Abstract:: Conflict is a complex phenomenon that dwells in the domain of human relations. It rears its head when interests clash, opinions differ, needs fail to be met, agreements are breached, and the parties involved fail to find common ground for peace, or to continue relating to one another. Conflict can mutate and develop new dimensions. It can occur at the interpersonal, sectional, racial, ethnoreligious, national, regional, continental and international levels. Wars start as smaller-scale conflicts. Once a certain group in a given population continues to feel aggrieved, marginalised, frustrated or threatened, conflicts will likely arise. But human societies also make efforts to prevent conflicts before they occur, manage them when they do, and resolve them to sustain peace. Conflict handling thus includes the phases of prevention, management, and resolution. Prevention entails early efforts to avoid the occurrence of conflict. Management entails efforts to contain it. Resolution entails the de-escalation of conflict. It involves negotiation on the conditions or materials of dispute, reopening interaction, increasing cooperation, fostering positive attitudes, building trust, and sustaining peace among the parties.

27. Ignoring the Roots of Mozambique’s War in a Push for Military Victory

Abstract:: Nearly 2 900 people were killed[1] and most of the population displaced[2] by early June 2021 in a civil war that began in October 2017 in Cabo Delgado, Mozambique’s north-eastern province. From a single initial attack involving 30 men, insurgents now control most of four districts and parts of three others in a block roughly 70 km wide and 200 km from north to south. The second-largest natural gas field in Africa is being developed in the far north-east of Mozambique, with more than US$20 billion in investment predicted. The French company Total is developing the project, but insurgents reached the gates of the development zone in December 2020, and Total pulled out its staff and halted work on 1 January 2021. The Total Chief Executive Officer (CEO) told President Filipe Nyusi personally that Total would only return if Mozambique could guarantee security in a 25 km cordon around the gas project on the Afungi Peninsula. On 22 March 2021, Nyusi staked his personal reputation and that of the nation on a promise of security. Total agreed to resume construction. Two days later, insurgents occupied Palma, which is within the security cordon. Total withdrew its staff again and, on 26 April 2021, declared ‘force majeure’[3] on its Liquefied Natural Gas (LNG) project. The company stated that it would only return if Mozambique ended the war.

28. Rethinking South Sudan’s Path to Democracy

Abstract:: One of the world’s youngest nations, South Sudan, broke out into civil war in December 2013. The civil war was marked by persistent disregard for the sanctity of civilians, especially women and children. At the time of the conflict, both the ruling Sudan People’s Liberation Movement-in Government (SPLM-iG) and the Sudan People’s Liberation Movement-in Opposition (SPLM-iO) carried out massacres, which spread like wildfire across the country. Troops from both sides raped and slaughtered civilians, while government troops in Juba went door-to-door, seeking out opposition ethnic groups. After several failed regional mediation attempts, neighbouring states and international partners pressured President Salva Kiir, SPLM-iO leader, Riek Machar, and former detainees to sign the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS)[1] in August 2015 in Addis Ababa. The Agreement aimed to end the violent civil war and support comprehensive political reform during a three-year inclusive Transitional Government of National Unity (TGoNU). Additionally, the ARCSS provided a pathway to demilitarise many well-equipped militias and mechanisms for transitional justice and reparation, immediate measures to facilitate humanitarian access, and a programme to redress the economy. Nevertheless, just after the ARCSS was signed, Kiir, by presidential decree, ordered an increase in the number of states from 10 to 28.[2]

Abstract:: It has often been cited that major armed conflicts (>1,000 casualties) afflicted two-thirds (23) of the world’s recognized biodiversity hotspots between 1950 and 2000.1 In 2011, the International Law Commission (ILC) included in its long-term work program Protection of the Environment in Relation to Armed Conflict.2 This led to the adoption of twenty-eight Draft Principles, including designation of protected zones where attacks against the environment are prohibited during armed conflict.3 Protected zone designations apply to places of major environmental and cultural importance, requiring that they “[...] shall be protected against any attack, as long as it does not contain a military objective.”4 Most research on armed conflict and protected areas has focused on impacts to wildlife and less on how to protect these natural habitats from the ravages of armed conflict.5 This article highlights some of the gaps in the ILC Draft Principles towards protecting protected zones in bello. It uses transboundary protected areas (TBPAs) formalized through multilateral agreements to illustrate challenges on the ground. TBPAs are internationally designated “[...] protected areas that are ecologically connected across one or more international boundaries [...]” and sometimes even established for their promotion of peace (i.e., Parks for Peace).6 There is little legal research on how to design TBPA agreements for conflict resilience, conflict sensitivity, and ultimately positive peace.7 The research draws from two case studies in Africa’s Great Rift Valley: the Greater Virunga Landscape (GVL) between the Democratic Republic of the Congo (DRC), Rwanda, and Uganda, and the Kidepo Landscape, which forms part of the broader Landscapes for Peace initiative between South Sudan and Uganda. Both suffer from armed conflicts of various types and present two of the only TBPAs in the world that have incorporated environmental peacebuilding into their transboundary agreements.8 The case studies illustrate different approaches to TBPA design and the pros and cons of each modality in the context of conflict resilience and conflict sensitivity. This guides us on how to better protect protected areas in bello, ensuring that protected zones endure on the ground and not just in principle.

Abstract:: Earlier this month, the United Nations monitoring team that tracks the global jihadi threat warned the Security Council that “ISIL franchises in West Africa and the Sahel continued to enjoy operational success in early 2020, as have those of Al-Qaida, heightening international concern about stability in the region.” Concern over the threat has grown despite the fact that a year ago clashes erupted between the Islamic State and al-Qa`ida franchises in the region, turning what had been an often amicable and sometimes cooperative relationship into fighting between them in Mali and Burkina Faso. In our feature article, Héni Nsaibia and Caleb Weiss assess that a number of factors ended the “Sahelian anomaly” of amicable relations between the regional Islamic State and al-Qa`ida groupings, “including the hardening of ideological divisions, pressure from Islamic State Central for its regional satellite to take on a more confrontational approach toward its rival, and tensions created by the growing ambition of the Islamic State affiliate in the Sahel.” They note that “while some argue that fighting between jihadi groups is positive for the counterterrorism landscape, it is also possible that the two groups are in effect engaging in a process called ‘outbidding,’ wherein a group aims to show ‘greater resolve to fight the enemy than rival groups.’” Our interview is with Chris Costa, who during the first year of the Trump administration served as the Special Assistant to the President and Senior Director for Counterterrorism. Building on a study of terrorist recidivism in Belgium by Thomas Renard published in the April issue of CTC Sentinel, Robin Simcox and Hannah Stuart examine the problem set created by jihadi prisoners in Europe from two different angles. Firstly, they examine the nature of the threat by analyzing a dozen alleged jihadi terror plots and attacks that occurred inside and outside prisons in Western Europe since 2014 in which at least one of the attackers/plotters had been convicted in Europe of a previous terrorism offense. Secondly, they look at the scale of the threat by calculating the rates of various forms of recidivism from a comprehensive database relating to U.K. jihadi terror activity. Amarnath Amarasingam and Marc-André Argentino assess the emerging security threat posed by the QAnon conspiracy. They write: “A survey of cases of individuals who have allegedly or apparently been radicalized to criminal acts with a nexus to violence by QAnon, including one case that saw a guilty plea on a terrorism charge, makes clear that QAnon represents a public security threat with the potential in the future to become a more impactful domestic terror threat. This is true especially given that conspiracy theories have a track record of propelling terrorist violence elsewhere in the West as well as QAnon’s more recent influence on mainstream political discourse.”

Since the attainment of independence, these countries have continued to witness peculiar socio-political and economic challenges. Abstract:: The partnership is underpinned by the twin principles of subsidiarity and complementarity.2 Although the RECs/RMs are not uniform entities, it is well established that neither the AU nor the UN can undertake a successful peacemaking venture without the active involvement of the dominant REC/RM in a particular sub-region. For example, the Intergovernmental Authority on Development’s (IGAD) pivotal role in the mediation efforts that led to the signing of the Revitalised-Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) is the most recent demonstration of this trend.3 Similar examples exist in West, Central and southern Africa, where the RECs/RMs in these sub-regions continue to serve as anchors for security and stability.

Abstract:: On the occasion of the 50th anniversary of the Organisation of African Unity (OAU)/African Union (AU) in 2013, African leaders solemnly declared “not to bequeath the burden of conflicts to the next generation of Africans” and “to end all wars in Africa by 2020”.1 The AU Agenda 2063: The Africa We Want,2 adopted two years later under the aspirational goal of an “integrated, prosperous and peaceful Africa, driven by its own citizens”, reaffirmed that “all guns will be silent by 2020”, meaning that Africa “shall be free from armed conflict, terrorism, extremism, intolerance and gender-based violence, which are major threats to human security, peace and development”. The AU Agenda 2063 rightly recognised that good governance, democracy, social inclusion, respect for human rights, justice and the rule of law are the “necessary pre-conditions for a peaceful and conflict free continent”. The framers of this document were keenly aware – as many others are – that without addressing the pervasive, internal democratic, governance and development deficits at the root of much of the violence on the continent, sustainable peace would, at best, be elusive

We are already within the target year, but there are no signs that conflict is about to retreat completely from our continent. Instead, Africa still has battlefields in the Great Lakes region, and the menace of terrorism remains a challenge over vast swathes of land in East Africa, North Africa and West Africa. In some African countries, we have seen tempers running high in the streets, among other things due to disputes over elections and the Constitution. All these experiences, as well as ongoing flames in countries such as Libya, are a call to action to find an African solution to these African problems.

Abstract:: Some developments in Africa during the first decade of this century ushered in a shared viewpoint within the African Union’s (AU) institutional space that one of the ways to propel sustainable peace within the African continent is through the forceful implementation of post-conflict reconstruction and development projects. This was a period when it became evident, both regionally and globally, that Africa would not achieve its desired prosperity and development unless sustainable stability was restored in a number of post-conflict states. In activating a coordinated effort to pursue a conflict-free Africa,2 AU policymakers placed priority on post-conflict peacebuilding activities.3 The first prominent action carried in this regard was the development of the AU’s Post-conflict Reconstruction and Development (PCRD) policy in 2006. Six years later, it became apparent to African regional actors that the visionary ideas embedded in the PCRD framework were utopian and unrealistic unless there was a clear demonstration of African self-reliance, leadership and ownership in the area of resource mobilisation for such a complex enterprise. This consensual acknowledgement invariably culminated in the launch of the African Solidarity Initiative (ASI) in 2012 as a flagship continental mechanism for mobilising resources within the African continent to build the institutional capacity of African states that were, and are, emerging from conflict.

Abstract:: This article is an attempt to contextualise Zimbabwe’s complex history of political violence and conflict while providing an analysis of reconciliation, peacebuilding and nation-building attempts since 1980. The article contends that prospects for successful peacebuilding and post-conflict reconstruction in any society hinge on the development of a specific set of skills to attend to the various challenges and opportunities presented by conflict and violence. In Zimbabwe, the National Peace and Reconciliation Commission (NPRC) represents a first major attempt in this regard. The NPRC is an attempt to resolve past violent conflicts while building local capacities to guarantee a peaceful and harmonious future for all. In Zimbabwe, while conflicts today find expression in different interconnected layers, ranging from a household level (domestic violence) to broader social-level land conflicts, the majority of conflicts remain deeply rooted in disputes over national power (politics) and socio-economic hardships. In attempting to provide analyses of the crises in Zimbabwe, this author remains aware that the crises are complex and multidimensional. Because of this limitation, this article only explores issues that have a bearing on the healing, reconciliation and nation-building process in Zimbabwe.

43. Communications Shutdowns

Abstract:: Internet shutdowns – and especially social media disruptions – in Africa are becoming more frequent, mostly around election times and during national exams. A significant communications shutdown occurred in Cameroon in 2018 and lasted 249 days, costing the country US$38 853 122.1 In 2016, an internet shutdown in India cost US$968 080 702.2 Data shows that globally, India leads, with 70% of all known large-scale shutdowns.3 In Africa, Cameroon leads, with 249 days in 2018.4 Some of the reasons cited by governments for shutting down the internet and communications includes national security, political events and school exams. A communications shutdown entails cutting people off from the rest of the world, creating ambiguity and frustration and preventing access to information, which triggers strikes or protests that may become violent. This article examines two case studies – Kashmir and Cameroon – where recent communications shutdowns have led to violent conflict. The information for Kashmir was collected qualitatively – that is, observation and interviews were the key tools used, during a visit to Kashmir in 2019. Ten key informant interviews were conducted with different stakeholders who were affected by the crisis. The interviewees worked in local hospitals or small businesses. In the case of Cameroon, a desk review was undertaken to understand and analyse the conflict. Information was also gleaned from non-governmental organisations working in Kashmir and Cameroon. The communications shutdowns in Cameroon and Kashmir involved disrupting telephone, internet and mobile networks. These recent events in the two countries, which hampered people’s ability to communicate with each other and be informed, and which also included detention of people without trial, especially in Kashmir, violated Article 1 of the Universal Declaration of Human Rights. This states: “All human beings are born free and equal in dignity and rights. They are endowed with reasons and conscience and should act towards one another in a spirit of brotherhood.” Also, Article 9 states: “No one shall be subjected to arbitrary arrests and detention,”5 and calls for the right of political prisoners to have access to justice and get fair trials, which was apparently not the case. There is a close link between conflict, human rights and the denial of rights, as they can lead to the frustration of needs related to identity, welfare, freedom and security, which are fundamental rights for survival. If rights are denied, needs are frustrated – which can lead to violent conflict as people seek ways to address their basic needs and violated rights.6 Everyone has the fundamental right to express their opinion, as indicated by the United Nations (UN): “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”7

Abstract:: Farmers-herdsmen conflict has become a recurring phenomenon in Nigeria. This article argues that the continuing occurrence of this conflict can be explained by the non-application of restorative justice procedures by government when dealing with such conflict. This has made the structures of traditional conflict resolution ineffective. The article concludes that the application of restorative justice as part of conflict resolution mechanisms will more sustainably resolve the farmers-herders conflict in the country, as well as enhance national security and development.

45. Strengthening Traditional Approaches to Community-Level Land Disputes

Abstract:: Since the discovery of oil in Bunyoro sub-region, land-related conflicts have grown rapidly. Traditional conflict resolution capacities, which were already in a state of disrepair, have been side-lined and the court system has been overwhelmed. Given this context, the objective of this research was to enhance the capacity of local peacebuilders to help resolve land conflicts in their communities. The research was based on an action research approach which involved three phases – exploring the issue, planning and implementing an intervention and evaluating the short-term outcomes. In the exploration phase, data was collected using focus group discussions with community members and in-depth interviews with key informants. In the intervention phase, an action team was formed to help resolve land- related conflicts in their communities, using traditional conflict resolution approaches. The short-term outcomes show that local peacebuilding capacities were enhanced and that many land-related conflicts were resolved using traditional conflict resolution approaches.

46. The role of Politics in Attempts to Resolve the Manya-Yilo Conflict in Ghana

Abstract:: Conflict over a natural resource deposit is commonplace in many resource-rich African countries. Such is the case at Odugblase in the Eastern Region of Ghana where the Manya Krobo and the Yilo Krobo traditional councils are in a protracted conflict pertaining to their claims of sovereignty over land-sites where limestone is mined – each vying for a greater portion of the mineral royalties set aside for local authorities. This article studies the attempts by the government and the mining company (Ghana Cement Limited) to resolve the Manya-Yilo conflict, in order to understand why none of them was successful. This study finds that the government’s committee of enquiry to resolve the Manya-Yilo conflict was unsuccessful as the investigation process did not adequately involve the traditional councils and there is no political will to enforce the recommendation of the committee. Similarly, a mediation attempt by Ghana Cement Limited was unsuccessful due to the limited involvement of the opponents. The complex political structure, the inadequate regulations for distributing mineral royalties, and weak municipal assemblies are major factors protracting the Manya-Yilo conflict. The traditional councils need to negotiate with each other so that they and their respective municipal assemblies receive the limestone royalties and use the funds to develop the mining community.

Abstract:: Conflict is inevitable in any human relationship. The situation is the same in the university system where several groups with diverse interests exist. While scholarly attention has focused on conflict and conflict resolution in the larger human society, less attention has been directed towards conflict and its resolution between and among various groups within a university. This article empirically examines the relations between the Students’ Union (the body representing the students) and the management of Obafemi Awolowo University (OAU), and the conflict resolution mechanisms available to the groups. The article adopts secondary and primary data sourced from semi-structured interviews, and analyses the data using descriptive and content analysis methods. Findings show that the relations between the Students’ Union and the management of OAU are mixed, largely depending on the strategies adopted by the union leaders and the university administrators; that conflicts are mostly triggered by issues bordering on students’ welfare; and that mechanisms such as mediation, negotiation, and consultation are some of the conflict resolution mechanisms between OAU students and management. The article concludes that the central issue between the Students’ Union and management of OAU is student welfare, and that to avert future conflicts, student welfare must be management’s priority at all times.

48. What works?

Abstract:: The African Union (AU) has achieved much in conflict management through its ad hoc approach to peacekeeping. Rather than contend on how to make this approach more effective, African conflict scholars and bureaucrats are now favouring and focusing on the African Standby Force (ASF) and the African Capacity for Immediate Response to Conflict (ACIRC). The debates often laud these mechanisms as necessary for effective peacekeeping in Africa without assessing if they can really get the job done. This paper queries the competency of these mechanisms in achieving stability in conflict areas and asks if they can really be more effective than the ad hoc approach? This article contends that emphasis should rather be on improving the ad hoc approach than on the operationalisation of the two new mechanisms. This paper argues that the ad hoc approach has had major successes. The newly established mechanisms, though yet to be tested, will be ineffective in keeping the peace due to their major structural defects.
