Abstract:: The debate around viable global governance has become increasingly topical, particularly from the perspective of countries in the Global South. Concerning Africa, despite the continent’s quest to reform the United Nations Security Council (UNSC), existing research has failed to comprehensively address the topic. Consequently, this article explores the arguments and challenges surrounding Africa’s drive to secure a permanent voice in the UNSC. It argues that despite the enduring legacies of colonialism, neocolonial interventions, and being the primary concern of the UNSC agenda, Africa’s claim for fair representation in the Council remains. The article attempts to address the research gap and contribute to the existing debate by examining why Africa has failed to be represented in the UNSC. Africa’s collective initiative towards reforming the UN system is instrumental in ensuring inclusive and sustainable global governance. Nonetheless, Africa’s insistence on immediate and full veto power for new entrants and its demand for representation merely through numbers inside the UN are unfeasible.

3. Central African Republic Mine Attack: Can China Protect its Overseas Nationals?

Abstract:: On March 19, gunmen stormed a gold mine near Bambari, in the heart of the Central African Republic (CAR), killing nine Chinese workers. The People’s Republic of China (PRC) Embassy in the CAR issued successive warnings for Chinese nationals to evacuate all areas outside of Bangui, the capital. On the same day as the attack, the Embassy called on Chinese citizens in the CAR’s external provinces to immediately evacuate themselves and report their whereabouts (PRC Embassy in CAR, March 19). A subsequent Embassy warning on March 22 went further, stressing that the situation in the CAR is now “red” or “extremely high risk,” emphasizing that the March 19 attack demonstrated the “extreme necessity of evacuating Chinese companies and nationals” in areas outside the capital “as soon as possible” (PRC Embassy in CAR, March 22). Foreign Ministry spokesperson Wang Wenbin stressed that General Secretary Xi Jinping was closely monitoring the situation and had instructed that immediate action be taken to ensure the safety of Chinese nationals in the CAR and to “severely punish the murderers” (严惩凶手) (PRC Foreign Ministry [FMPRC], March 20). Exactly who perpetrated the attack remains, however, unclear. The CAR government faulted the rebel alliance, the Coalition of Patriots for Change, for the gold mine attack. However, the rebel group blamed Russia’s Wagner Group, which has been deployed in the country to protect the central government since 2018 (South China Morning Post [SCMP], March 20). The timing of the attack and subsequent allegations of Wagner’s involvement was inopportune for Xi as he prepared to travel to Moscow the following day for meetings with Russian leader Vladimir Putin, as Beijing sought to position itself as a mediator in the Russia-Ukraine War (Xinhuanet, March 21). In a blog post on the CAR attack, the well-known nationalist firebrand and former Global Times editor Hu Xijin observed that in “the chaotic situation in CAR anything can happen,” but rejected Western media conjecture concerning the Wagner Group’s involvement as an attempt to “undermine Sino-Russian relations” (Sohu, March 22). He even claimed that due to Wagner’s cooperative relationship with the CAR government, its operators reportedly “helped the authorities deal with the aftermath of the situation and evacuate the bodies of the dead Chinese miners back to Bangui.” Finally, Hu averred that in the “2020s anyone who kills a Chinese national will face severe punishment and retribution.” A post on Tencent echoed these sentiments, stating: “the Central Africa Republic owes us nine lives” before castigating the U.S.-led West for treating Africa as a “modern colonial territory” and creating conditions for “vicious attacks” on Chinese companies to drive them out of emerging markets (Tencent, March 28). Putting aside the murkiness of the March 19 mine attack in the CAR, the incident highlights a growing problem for China, which is the sheer proliferation of state-owned and private businesses operating overseas, either in conflict zones or in areas with chronic political instability. The population’s widespread expectation that the government will exact swift retribution against the perpetrators of attacks on Chinese nationals overseas also puts Xi in a difficult position, as popular assumptions about the People’s Liberation Army’s (PLA) ability to target armed groups in distant and difficult operational environments do not align with its actual capabilities.

4. Including Africa Threat Analysis in Force Design 2030

Abstract:: This article examines the threat analysis across Africa that should be included in Force Design 2030 for the United States Marine Corps to be deployed landward to Africa or seaward of the continent. It is a strategic guidance document examined from a threat analysis of China, Russia, Korea, Iran, and violent extremist organizations. Africa is not mentioned, and this is a notable omission given that high level interventions in the past to Africa have not been overtly successful. Given geostrategic significances and hot spots it is inevitable that the Marines will be deployed there again. This article examines lessons learned from failures in Somalia, Libya, and Lebanon and successes in Syria and Iraq as well as the experiences of others—France in Mali and Burkina Faso and United States Africa Command. Great power competition, violent extremist organizations, and the gray zone phenomena across Africa are examined as are security, intelligence, counterintelligence, and hybrid warfare.

5. Unknown gunmen and insecurity in Nigeria: Dancing on the brink of state fragility

Abstract:: There is a compelling need to address the protracted and recurring multidimensional insecurity in Nigeria. The prevalence of insecurity in the country is multipronged and caught in a cyclic web. Insecurity in Nigeria comprises insurgency, killer herdsmen, extrajudicial killings, ethnoreligious conflict, armed robbery, militancy, banditry, cybercrime and attacks by unknown gunmen, among other things. The incidence of attacks by unknown gunmen is pervasive and symptomatic of a fragile state where the government’s monopoly of force is challenged and where marginalisation, crises and contested spaces are ubiquitous. The thrust of this paper is that the menace of unknown gunmen is pervasive and threatens to plunge Nigeria into a cesspit of fragility. The argument is predicated on the conceptual and theoretical suppositions of a fragile state. To this end, the paper adopts the documentary method of data collection and uses qualitative descriptive analysis to expound on the phenomenon. The findings reveal that the words unknown gunmen – terminology that is used to describe the spate of insecurity in the country – are a bane to peaceful coexistence. The paper also shows that the insecurity caused by these armed attacks and other forms of threat is emblematic of a fragile state. Consequently, policy recommendations – state-building and peace-building – are proffered.

6. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

El artículo analiza el contexto y las características de esta estrategia, considerando que escenifican un giro sustancial del papel tradicionalmente más normativo de la UE en el continente africano a una estrategia mucho más “pragmática”. 9. Turkey's Growing Role as a Security Actor in Somalia: Dynamics and Motivations

Abstract:: Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

10. Institutional corruption as the bane of critical infrastructure protection in Nigeria

Abstract:: Against a background of contemporary security challenges such as terrorism, violent extremism, insurgency, armed banditry, and separatist movements across the country, the study attempts to examine critical infrastructure protection. With the aid of largely secondary data, the study finds that there is an inextricable link between CIP and institutional corruption in Nigeria. Institutional corruption has been a major factor inhibiting effective critical infrastructure protection in Nigeria. This is because funds meant for the strengthening of operational effectiveness of the agencies are often diverted to other expenditure that does not have an effect on the operational strength of the agencies, thereby undermining their capacity to deliver on their mandates and increasing the vulnerability of the infrastructures to vandalism. The study recommends the adoption of a whole-of-society approach to CIP in Nigeria, because of its ability to block leakages and ensure transparency in the business of government as well as encouraging all stakeholders, the state, private, CSOs, the media, traditional institutions and all others involved, to share responsibilities in the protection of infrastructures as part of their concerns.

Abstract:: The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Abstract:: Kidnapping in Nigeria is not a new phenomenon but has assumed an alarming dimension in recent times. Acts of kidnapping are increasingly perpetrated by different criminal elements, such as militias, gangs, ritualists, and terrorists, among others, for a variety of reasons. However, the increased frequency, geographical spread, and operational sophistication of kidnapping for ransom (K4R) is a major source of concern for individuals, organisations, the diplomatic community, and, indeed, the Nigerian Government. Much of the concern is about the safety of the victims as well as the cost of this expanding criminal enterprise. For instance, Nigeria’s main geopolitical intelligence platform, SBM Intelligence, estimated that between 2011 and 2020, Nigerians paid at least US$18.34 million (₦7 billion) in ransoms to kidnappers.[1] In the first half of 2021, 2 371 people were kidnapped and the sum of about US$23.84 million (N10 billion) was demanded in ransoms in Nigeria.[2] The targets are as diverse as the actors who benefit from and the factors that underpin the upsurge in K4R. Expatriates, businesspeople, schoolchildren, women, politicians, government officials, diplomats, and traditional rulers, among others, are increasingly being targeted by criminal gangs.[3] The wanton predation on schoolchildren through mass abduction by armed groups that are ideologically or economically motivated is the latest worrisome trend in the pattern of criminal victimisation in Nigeria. This article examines the trajectory of the mass abduction of schoolchildren in northern Nigeria, highlighting the drivers of mass abduction and evaluating emerging responses by the government.

15. The roaming threats: The security dimension of Almajiris’ mobility in Nigeria and its implications for Africa’s regional security

Abstract:: The culture of children begging for alms in Northern Nigeria is long-established and is propelled by poverty, ‘parentlessness’, the absence of parental care and, most importantly, the Islamic doctrines of ‘giving’ to children who are made to seek for qur’anic education outside their parents’ homes. The prevalence of these ‘almajirai’ in Northern Nigeria has begun to create new security dimensions as a result of their mobility given the context of their recruitment into terrorist sects such as Boko Haram and ISWAP. Almajirai have also indulged in drug addiction, street pickpocketing, and other urban crimes. Their mobility has constituted threats for transmission of dangerous communicable diseases such as Corona Virus-19 or what is known as COVID-19. This paper examines the non-military security dimensions associated with the mobility of wandering children beggars or what are often regarded as the Almajiris in Nigeria’s northern states. It examines the level of security threat that the Almajirai pose to the Nigerian state and what implications their mobility has for Nigeria’s internal security, especially in the age of international migration and globalisation. Further, the article analyses the dynamic ways in which the mobility of the Almajiris has threatened the security of the neighbouring states of Chad and Niger as well as West Africa’s regional security in general given its proximity and socio-cultural linkages. The paper employed secondary sources of data collection. It concludes that the mobility of Almajirai poses serious internal security challenges for Nigeria as it serves as a fertile ground for terrorist breeding and radicalization. Disease contraction and transmission, urban crimes such as car-hijacking tactics, pickpocketing, and criminal surveillance of potential innocent targets have become associated with their mobility; hence, regional security is endangered as a result of their increasing crossing of the loosely guarded Nigerian border to the Lake Chad area and West Africa.

16. Youth Engagement in Peace Processes in Africa

Abstract:: Since International Youth Day was celebrated on 12 August 2020, it is a good time to take stock of the youth and their role in peacebuilding and peace processes in Africa. With the youth, peace and security agenda gaining ground in recent years, this is an opportune time for youth-focused organisations to strengthen their work on youth and peacebuilding, while contributing to the ongoing discourse. The youth, peace and security agenda is currently backed by three United Nations Security Council (UNSC) resolutions adopted between 2015 and 2020, namely UNSC Resolutions 2250 (2015), 2419 (2018) and 2535 (2020). Among other priorities, the resolutions emphasise the importance of youth as agents of change in the maintenance and promotion of peace and security;[1] reiterate the need for stakeholders to take young people’s views into account and facilitate their equal and full participation in peace and decision-making processes at all levels; and recognise the positive role young people can play in negotiating and implementing peace agreements and in preventing and resolving conflict.[2] The third resolution, adopted in July 2020, also establishes a regular biennial reporting requirement on youth, peace and security by the United Nations (UN) Secretary-General, which is a great step forward in mainstreaming the youth, peace and security agenda into the work of the UN – especially since youth engagement in peacebuilding and peace processes is ad hoc and intermittent. The reporting requirement will therefore provide a snapshot of ongoing processes and how engagement can be enhanced and deepened in future processes.

17. Seizing a Historic Opportunity: the U.S.-DRC Privileged Partnership for Peace and Prosperity

Abstract:: The Congolese people have endured a tragic history, first at the hands of a colonial power and, since gaining independence, from its own homegrown rulers. A country with ample supplies of strategic minerals and natural resources has become dependent on considerable international humanitarian assistance and peacekeeping support to avoid a further calamity. Yet out of an imperfect electoral transition in 2019, the Democratic Republic of the Congo can break with the past and achieve substantial progress. Despite Congo’s unpredictability and legendary challenges, one constant has been clear throughout my time in Kinshasa: there is presently an opportunity for real change. One can envision how sustained good governance that channels resources toward development could rapidly transform this struggling nation. If President Tshisekedi can embody the vision he has ambitiously laid out, it is possible to achieve a rapid transformation of this struggling nation. But DRC cannot do it alone. Since the U.S. is a committed, reliable and long-term partner of the Congolese people and their government, it is incumbent on us to step up and make a difference. Still, given the enormity of the task at hand, U.S. interagency efforts in support of the DRC must be sustained over time even if there are setbacks and if progress is painfully slow. This is an investment well worth making!

Abstract:: Insecurity in Nigeria is a recurring phenomenon that threatens the well-being of its citizens. The multipronged occurrence constitutes a bane to development and leads to the proliferation of crime. As a multifaceted quandary, insecurity assumes varying dimensions in different geopolitical zones. The South West is plagued by a surge in cybercrime, armed robbery, kidnapping, domestic crime, extrajudicial killings, herder-farmer conflicts, ritual killings, and banditry. The South East is a haven for ritual killings, commercial crime, secessionist agitation, kidnapping, herder-farmer clashes, attacks by unknown gunmen, and banditry. The South remains threatened by militancy, kidnapping, and environmental agitation. The North East has been subject to a humanitarian crisis lasting over a decade and caused by the Boko Haram insurgency and the Islamic State in West Africa Province. Meanwhile, the North West is enmeshed in illegal mining, ethnoreligious killings, and banditry. It is, therefore, an axiom that insecurity in Nigeria has assumed a disproportionate geopolitical stance and that it has claimed thousands of lives and extensive damage and loss of property.

Abstract:: The ongoing militant insurgency and conflict in the upper north-eastern Cabo Delgado province in Mozambique has been brewing since 2017. However, it only gained the attention of the international community in mid-August 2020 when the Islamist extremist movement, Al Sunnah wa Jama’ah (or Ansar al-Sunna), captured the port town of Mocimboa da Praia in the north-eastern part of the country. This was not the first capturing of the town, as the insurgents – many of whom reportedly are originally from Mocimboa da Praia – earlier also briefly took control of the town in March 2020. At the same time, the town of Quissanga, approximately 180 km further south, then became the most targeted area in 2020, although the insurgents focused attacks on several other towns and districts. The insurgents further specifically targeted military and police forces, while the population in Cabo Delgado experienced horrific brutality in the form of killings, including beheadings, and other forms of violence that led to internal displacements and food shortages in the affected areas.[1] What followed were harsh security responses from the Forças Armadas de Defesa de Moçambique (Mozambican Defence and Security Forces) (FDS),[2] similar to indiscriminate responses elsewhere in conflict zones in Somalia, the Lake Chad Basin, the Sahel, and the Maghreb. The escalating attacks and heavy-handed responses have only heightened distrust among local residents and are alleged to have enhanced recruitment by the insurgents.[3] Currently, Cabo Delgado province is caught up in a security challenge with national, regional and international implications. The situation not only endangers the lives of tens of thousands of Mozambicans, but is also destabilising the upper north-eastern parts of Mozambique and certainly poses a threat to foreign direct investment pertaining to large-scale infrastructure, mining, exploration (especially natural gas), and other projects in Mozambique and the region.[4]

20. Ignoring the Roots of Mozambique’s War in a Push for Military Victory

Abstract:: Nearly 2 900 people were killed[1] and most of the population displaced[2] by early June 2021 in a civil war that began in October 2017 in Cabo Delgado, Mozambique’s north-eastern province. From a single initial attack involving 30 men, insurgents now control most of four districts and parts of three others in a block roughly 70 km wide and 200 km from north to south. The second-largest natural gas field in Africa is being developed in the far north-east of Mozambique, with more than US$20 billion in investment predicted. The French company Total is developing the project, but insurgents reached the gates of the development zone in December 2020, and Total pulled out its staff and halted work on 1 January 2021. The Total Chief Executive Officer (CEO) told President Filipe Nyusi personally that Total would only return if Mozambique could guarantee security in a 25 km cordon around the gas project on the Afungi Peninsula. On 22 March 2021, Nyusi staked his personal reputation and that of the nation on a promise of security. Total agreed to resume construction. Two days later, insurgents occupied Palma, which is within the security cordon. Total withdrew its staff again and, on 26 April 2021, declared ‘force majeure’[3] on its Liquefied Natural Gas (LNG) project. The company stated that it would only return if Mozambique ended the war.

Abstract:: Like other continents, Africa has embraced the so-called Fourth Industrial Revolution. Emerging technologies are defined as those that are radical or novel and may have disruptive effects in the sectors where they are deployed and in society.[1] For example, in Africa, drones have improved the way healthcare is provided in Rwanda as they are being used to deliver blood in remote areas, thus helping to ensure the security of the people. Some of these emerging technologies are being researched and tested. Others have already been deployed, including mixed reality merging the virtual and the real world, Augmented Reality (AR) and Virtual Reality (VR), 5G, Artificial Intelligence (AI), and Blockchain, among others. Currently, Africa is also engaged in technological Research and Development and deployment. Some countries on the continent already have thriving AI hubs, such as Nigeria and Ethiopia. Google has its own AI hub in Ghana, and the United Nations (UN) has an AI centre, the UN Global Pulse lab, in Kampala.

Abstract:: Amid continued domestic upheaval, Ethiopia’s foreign relations are also in crisis. This is particularly true of relations with Ethiopia’s neighbouring countries. Ethiopia’s rapprochement with Eritrea, for which Prime Minister Abiy Ahmed received the Nobel Peace Prize, has morphed into a joint security pact that has now seen Eritrean troops occupy parts of northern Ethiopia for more than six months, in an attempt to defeat the Tigrayan People’s Liberation Front (TPLF), whose forces are now rebranded as the Tigray Defence Forces (TDF).[1] The war between Ethiopian and Eritrean allied forces and the TPLF/TDF has led to numerous atrocities, a humanitarian and development disaster, and brought the Tigray region to the brink of widespread famine.[2] Even after sustained military operations and despite the higher number of Ethiopian federal and Eritrean troops, the TPLF/TDF have not been defeated and, as was predicted, they still retain the capacity to mount guerrilla attacks.[3] There is little prospect that the war will be won outright by either side and, to date, the Ethiopian federal government’s commitment to withdraw Eritrean forces has yet to be fulfilled.[4] Recent, albeit unconfirmed, reports have suggested that Somali troops may also be involved in the war in Tigray, prompting Somali parliamentarians to demand an investigation into the location of their troops.[5]

Abstract:: The West African countries, namely, Nigeria, Burkina Faso and Mali, all gained independence in 1960. Since the attainment of independence, these countries have continued to witness peculiar socio-political and economic challenges. These include the contemporary menace of terrorist groups such as the Boko Haram, ISWAP (Islamic State West Africa Province), and their local and international affiliates. These challenges had been precipitated by both local and external socio-political and economic dynamics in the sub-region. Apparently, the challenge of terrorism has intensified in a way that it has overshadowed and compounded existing challenges in West Africa in the contemporary period. [...] Placed in perspectives, this paper gives an overview of the linkage between the post-colonial and post-independence periods, thereby under-scoring the contemporary intensification of terrorism. Abstract:: On March 6, 2020, India secured the distinction of ob‐ server status to the Indian Ocean Commission (IOC), an association that consists of five Indian Ocean states—Mauritius, Seychelles, Madagascar, Comoros, and Réunion (France). New Delhi is now formally clubbed in the IOC along with the four other observer countries of China, Malta, the European Union, and the International Organisation of La Francophone (OIF). What does this mean for India’s power play in the Indo-Pacific? Fundamentally, inclusion in the IOC points to a more serious structural maritime engagement for India in the Western Indian Ocean region. The IOC is a key grouping working to foster cooperation on both traditional and non-traditional security matters of the Western Indian Ocean, which connects the Southeastern Coast of Africa with the mainstream Indian Ocean. In other words, this association opens the gateway for a more formal "continental connection" between India and the Eastern African coastal countries bordering the Indian Ocean. It not only enhances India’s stature as a rising maritime power in the Western Indian Ocean, but also exemplifies India’s security-based desire for institutionalized association with countries in the region. Abstract:: The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

Abstract:: This paper argues that two incidents in the terrorism of Boko Haram primarily attracted the attention of the international community. First, the mass abduction of the Chibok schoolgirls by the group and secondly, the pledge of allegiance by Islamist sect to the Islamic State group in the Middle East. It is against this background that this study examines the interventions of the United States, France and Russia in the counterterrorism operation in Nigeria. It contends that while their responses have only had a slight impact on the war against terrorism in the country, they have had ramifications for Nigerian foreign relations. The paper shows that the wavering attitude of the United States to the war based on human rights issues, strained US- Nigerian diplomatic relations, while France’s participation further helped to improve Franco-Nigerian relations.The involvement ofRussia, which primarily revolved around economic imperative, reignited the largely lukewarm Russo-Nigerian relations.

Abstract:: To translate the vision of the 2013 Solemn Declaration into action, the Master Roadmap of Practical Steps to Silence the Guns by Year 2020 (AUMR) was adopted by the African Union (AU) Peace and Security Council in 2016. The AUMR was to be executed by the AU Commission in collaboration with key stakeholders, including regional economic communities; economic, social and cultural communities; organs of the AU; the United Nations (UN) and civil society organisations. Speaking to this endeavour, the 33rd AU Ordinary Summit took stock of achievements and challenges encountered in implementing this flagship project of Silencing the Guns by 2020. It further sought to devise a more robust action plan, informed by the Monitoring and Evaluation Mechanism of the AUMR, for a peaceful and prosperous Africa. Conflicts have robbed Africa of over US$100 billion since the end of the Cold War in 1991. The continent has unfortunately witnessed some of the world’s biggest fatalities, food and humanitarian crises and the erosion of social cohesion, coupled with the total breakdown of economies and decimation of the environmental and political landscape. It is worrisome to see countries such as South Sudan, Central African Republic, Democratic Republic of the Congo, Somalia, Mali and Libya continuing to witness persistent levels of armed conflict, and the decolonisation conflict in Western Sahara is remaining unresolved for so long. The threat posed by COVID-19 has considerably slowed the momentum of the silencing the guns agenda and has abruptly added to the existing challenges, slowing down the attainment of peace and development

Abstract:: The partnership is underpinned by the twin principles of subsidiarity and complementarity.2 Although the RECs/RMs are not uniform entities, it is well established that neither the AU nor the UN can undertake a successful peacemaking venture without the active involvement of the dominant REC/RM in a particular sub-region. For example, the Intergovernmental Authority on Development’s (IGAD) pivotal role in the mediation efforts that led to the signing of the Revitalised-Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) is the most recent demonstration of this trend.3 Similar examples exist in West, Central and southern Africa, where the RECs/RMs in these sub-regions continue to serve as anchors for security and stability.

33. Caught in the Crossfire: Challenges to Migrant Protection in the Yemeni and Libyan Conflicts

Abstract:: In spite of the prevailing security dynamics in Yemen and Libya, both states continue to serve as areas of transit along some of the world’s largest mixed migration routes, leaving migrants caught in the crossfire of the two conflicts. This article examines the legal framework governing the protection of migrants in armed conflict under international humanitarian and human rights law. It also identifies two adverse incentives produced by the conflict situations that impede the exercise of these legal protections: (1) profits derived from migrant smuggling and trafficking, and (2) the use of migrants to support armed groups. In the absence of stable conditions in Yemen and Libya, individuals have little reason to respect international legal protections and discontinue migrant abuse connected with the lucrative businesses of smuggling and trafficking. The intractable nature of the two conflicts has also led to the strategic use of migrants as armed support, and more specifically as combatants, weapons transports, and human shields. Given these realities, the article outlines several recommendations to address the issue of migrant abuse in conflict. It recommends that states, particularly those neighboring Yemen and Libya, strengthen regular migration pathways to help reduce the number of migrants transiting through active conflict zones. It further advises that the international community increase the cost of non-compliance to international humanitarian law through the use of accountability mechanisms and through strategic measures, including grants of reciprocal respect to armed groups that observe protections accorded to migrants in conflict situations.

Abstract:: Before the advent of colonialism in Nigeria, the various indigenous communities, like elsewhere in Africa, had evolved various self-help institutions (vigilante groups in modern sense) for maintaining public order. But, with the emergence of the colonial state and all its coercive paraphernalia, these traditional institutions of public order management, that had for centuries served the people, were relegated to the background, as the modern police force, the precursor of the present day Nigerian Police, under the direction of the colonial authorities, became the primus inter pares, in the internal security architecture of the colony (Ahire, 1991, 18). With this development, the communal/collectivist-oriented frameworks of policing that had for centuries been part of people’s social existence now constituted the informal models of policing rendering subsidiary roles.

Abstract:: This article aims to examine the context of the political breakdown in South Sudan, highlighting its effects on human security in the country, and to analyze the response of the United Nations, with a focus on civilian protection, in the period 2014-2018. In this light, the theoretical hypothesis was that “within the framework of a United Nations peace mission, the implementation of a strategy for the protection of civilians corroborates human security in the region of crisis and/or conflict.” In this effort, after this introduction, the methodological considerations about the investigation are presented, followed by a theoretical and conceptual frame that fits the analysis. Subsequently, is the political breakdown in South Sudan, highlighting its effects on human security and, following the central question, the United Nations response focused on the protection of civilians. Finally, we present the conclusive aspects, illuminated by the theoretical hypothesis.

Abstract:: The United States has been using Remotely Piloted Aircraft (RPA) to assassinate terrorist targets since its first RPA strike on November 3, 2002, when a U.S. Predator fired a hellfire missile at a car traveling through the Mar’ib province of Yemen. The intelligence cycle of this targeted killing process is murky at best, and the policy has changed throughout the successive administrations of U.S. presidents. Details exist but there is no defined tangible chain of analysis concerning the selection of the target, the monitoring of the target, and finally, the assassination of the target. This paper attempts to elucidate the intelligence chain of analysis concerning American targeted killing and examine how the intelligence cycle of targeted killing varies through successive presidential administrations. This paper will begin with a short analysis of relevant literature, although sources concerning this topic are scarce. The occurrence of targeted killings of U.S. citizens will also be explained in the literature section. The paper will continue with an elaboration of a generic intelligence cycle model, which will be used to illustrate the intelligence cycle of U.S. targeted killings using both the Reaper and the Predator RPA.[1] The paper will then address differences in the intelligence cycles and processes that have occurred between successive presidents since targeted killing first began in 2002 with President George W. Abstract:: The landscape of Islamist terrorism is diverse, multifaceted and fractious, simultaneously characterised by inter and intra-group rivalries and various forms of cooperation at the operational, tactical and strategic levels. It cuts across geographical, gender and ideological lines/boundaries. More importantly, it evolves at a very rapid pace resulting in fluid security and conflict environments in different geographical locales. For instance, there are local groups like Nigerian Boko Haram that are trying to globalise their jihadist agenda through affiliations with the Islamic State (IS). However, this cooperation is not entirely collegial and is marked by friction and a trust deficit on both ends. In contrast, Al-Qaeda’s (AQ) South Asian affiliate, Al-Qaeda in the Indian Subcontinent (AQIS), despite its regional character is localising its recruitment and operational strategies to avoid visibility from media and security agencies. AQIS is abstaining from violence while Boko Haram is engaging in violence to gain public attention. At the same time, the evolution of the terrorist landscape in Indonesia and Malaysia from Jemaah Islamiyah (JI) and AQ-dominated to IS-led and inspired, has affected the recruitment and participation of women. The growing involvement of female militants in diverse roles gives rise to further security threats. In this issue, the first article by Mustapha Kulungu examines the genesis of Boko Haram in Nigeria as a local movement representing grievances of Muslims to its transformation as an operationally strong terrorist group. The author writes that the growing links over the last few years between IS and Boko Haram have added to the lethality and brutality of the latter, which has relied on narratives of Muslim victimhood in Nigeria to expand its footprint outside the country. The article analyses Boko Haram’s organisational structure, operational strategies, sources of funding and ideological ambitions. While it is argued that Boko Haram’s growing capabilities will undermine the US’ interests in Africa, enhancing US-Nigerian security cooperation may act as a counter Boko Haram’s threat. The second article by Shafi Mostofa discusses AQIS’ online and offline propaganda operations in Bangladesh and the various political and ideological narratives the group has used to grow further. Along with issuing several online videos and pamphlets, AQIS publishes two Bengali language magazines: Al-Balagh and Azan. In these publications, AQIS has frequently invoked four themes to justify its activities in Bangladesh. These four themes are: Indian hegemonic ambitions in South Asia, Muslim persecution, religious credentials of the head of a Muslim state and Islamic values. The author argues that AQIS is targeting affluent Bangladeshi youth for recruitment. AQIS’ continued online propaganda is likely to have negative security implications. As such, the author recommends adoption of long-term kinetic and non-kinetic counter-terrorism and counter-extremism strategies to neutralise AQIS. The last article by Amalina Abdul Nasir observes how women’s roles in terrorism have evolved in Indonesia and Malaysia from JI to an IS-dominated threat landscape. Overall, the roles of women have become more diverse due to IS’ physical inroads in the region, particularly in light of online recruitment through the open and close media platforms. The author discusses the evolution of women’s roles from wives and mothers to suicide bombers and combatants as recently witnessed in Indonesia and Malaysia. This development will need to be addressed by counter-terrorism agencies so as to mitigate its impact on the security threat landscape. It also requires an examination of the current perception of women in terrorist groups, and developing policies that factor in the gender-inclusive nature of the terrorist landscape in parts of Southeast Asia.

For generations, scholars have debated changes in power and how that evolution could potentially impact the United States, its allies, and those hovering on the edge of greatness in whatever form that may take. The concept of power has taken on many meanings as the character of warfare has adapted to the time—hard power, soft power, sea power, airpower, space power, great power, combat power, etc. So how do we define such an abstract concept as power? The Department of Defense (DOD) defines combat power as “the total means of destructive and/or disruptive force which a military unit/formation can apply against the opponent at a given time.” Clearly, power must be projected; and for our purposes, that means an entity has the “ability . . . to apply all or some of its elements of national power—political, economic, informational, or military—to rapidly and effectively deploy and sustain forces in and from multiple dispersed locations to respond to crises, to contribute to deterrence, and to enhance regional stability.”

Abstract:: This essay begins by addressing the security context in Africa and the structural violence that is felt throughout the Continent. Later, it addresses the main threats that are manifest in such a differentiated space, emphasizing that in the current context it seems to be the fragility of the States the greatest threat, incapable of guaranteeing their inhabitants the ultimate ends - security, justice and well-being. Despite the failure of the state, people continue to live in these spaces, having various forms of social organization, which subsist and compete with other state structures, in the collection of taxes, in the use of force and also having different forms of social responsibility over the populations they control. The second threat emphasized in the essay, is one of those social structures that seek to impose itself in several geographic spaces: global subversion, which today is materialized in the two main factions of the global jihadist movement (al-Qaeda and Daesh), which seek the conquest of spaces and power also in Africa, using not only political mechanisms, but also, and when necessary, violent actions. Finally, a spectral analysis of other security threats in Africa, whether natural, such as climate change and pandemics, or man-made, such as organized crime and piracy, is presented.

Abstract:: Disengagement, rehabilitation and reintegration for members of violent extremist groups during ongoing conflict is a tricky matter. Disarmament, Demobilisation and Reintegration (DDR) programmes are normally implemented after a peace agreement is in place. However, this does not apply to south central Somalia, as well as other conflict-ridden areas around the world today. Providing adequate security for those wanting to leave violent extremist groups is arguably a key element for success for programmes operating in such contexts. This article looks at some of the security challenges the Defector Rehabilitation Programme (DRP) for al-Shabaab members has encountered in south central Somalia. The lessons learnt presented in this article were mainly gathered through discussions and presentations made at a training held in Nairobi in November 2017 by the African Union Mission in Somalia (AMISOM) for programme staff in the DRP. Interviews and conversations were also carried out with staff members and partners involved in different stages of the programme, and practitioners and stakeholders working to prevent or counter violent extremism in Somalia, during field trips to south central Somalia between 2013 and 2017.

Abstract:: This article provides an analysis of less traditional forms of regional security cooperation in Africa through the case study of the Regional Cooperation Initiative for the Elimination of the Lord’s Resistance Army (RCI-LRA) in Central Africa. It explores the progress and shortcomings of this task force. It argues that although its successes were limited by its militarised mandate and approach, the operation has been largely effective in downgrading the threat status of the Lord’s Resistance Army. This example of regional cooperation offers important lessons for other arrangements which deal with similar threats. This type of response represents an emerging trend in security cooperation in Africa and it is clear that task forces of this structure are becoming more frequent in dealing with transnational violence as opposed to more traditional cooperative arrangements organised through the African Union’s African Peace and Security Architecture (APSA).

Abstract:: This study attempts to draw attention to the Boko Haram insurgency and its implications for national security in Nigeria. Using a historical method of research and content analysis, it adopts a descriptive and exploratory approach. It shows how the Boko Haram insurgency has resulted in a dire humanitarian situation evident from the human casualties, human rights abuses, population displacement and refugee debacle, livelihood crisis, and public insecurity – which portend negatively for the maintenance of national security in Nigeria. The study discusses how the counter-terrorism in northeast Nigeria appears to have caused more harm than good and how the terrorist conflict is far from reaching a stalemate ripe for resolution. It is recommended that the Nigerian government should refocus its efforts on a people-centric, community-based and intelligence-driven, whole-of-government approach to better police its borders, improve the capacity of the security forces, enhance interagency cooperation and improve cooperation in the sub-region. The Government should empower the local communities to reach out to the perpetrators of the insurgency with a message of peace and reconciliation. A shift to a restorative and community justice approach may be a pointer to a lasting solution.

Abstract:: Although research on natural resource and ethnic identity-based conflict abounds, studies which critically examine how the state fragility–conflict nexus shapes the contemporary security of the Horn of Africa are rather limited. Qualitatively designed, this study attempts to explore and explain security implications of such a nexus. Analysis of the regional security complex (RSC) and empirical data from the field reveal that conflict dynamics feed and fuel state fragility in the Horn of Africa sub-region. The presence of extra-regional security actors, who are competing for military bases along the coast of Djibouti, the spill-over effects of violence in Yemen, and the Iran–Saudi power rivalry, together with incompetent regional political leadership, tend to shape the security of the Horn. Hence, a new and innovative approach to contemporary security and political commitment are sine qua non since the existing institutions and policies are not fully capable of coping with the need for a new security regionalism. It is hoped that the recent rapprochement between Eritrea and Ethiopia, albeit at an embryonic stage, is and will be a positive force capable of bringing about a paradigm shift in security structure, and inducing a viable and sustainable economic, political and security community in the Horn of Africa.

Abstract:: What are the implications of climate change for security in low-income countries? As global warming approaches and passes 1.5°C, climate change will reduce income, disrupt social relations, and fragment authority. I focus on Sub-Saharan Africa (SSA) because its large agricultural sector is sensitive to climate change and will likely see effects earlier than in other regions. The first section discusses climate change, particularly on the large agricultural sector in SSA. The next two sections analyze two channels by which climate change will affect SSA. First, a survey of quantitative analyses demonstrates a correlation between the level and growth of income and the outbreak of civil wars; climate change will likely decease income in the agricultural sector so the frequency of civil war outbreak will likely increase. Second, climate change will reduce the salience of then-current qualitative strategies of survival and increase the salience of new ones, which will likely increase social disruption and reduce government authority. The last sections discuss adaptation and conclude that a major effect of climate change will be fragmented authority and increased disorder in low-income areas.

Abstract:: Over the years the African continent has made significant strides in ensuring its voice is heard on the global scene. Despite this progress, Africa is still not perceived as a credible business partner. Although Africa has experienced significant economic growth, it is still considered “jobless” growth. A “youth bulge” is also appearing across the continent, which can be both an asset and a ticking time bomb. Overall, Africa continues to witness diverse threats to its peace and security, ranging from communal, ethno-religious, and pastoralist conflicts to violent extremism, and most recently, the increasing impacts of climate change. Combined, these threats have claimed an enormous number of lives and properties, displaced millions, and destroyed sources of livelihoods all while stunting socio-economic progress. It is critical for the African Union (AU) and its member states to collectively address the root causes and to understand the multidimensionality of security in Africa to avoid further bloodshed. Understanding what breeds instability is essential in preventing the outbreak of violence and conflict. Instability is often caused by four main factors: power contestation, lack of inclusivity, unequal distribution of resources, and impunity. If these root causes are not addressed in a timely manner, instability is inevitable. Over the years, several strategies have been employed at national, regional, and continental levels to address conflicts. We are perplexed by the dynamics of the existing threats, as well as the patterns of the emerging threats. Assessments reveal an increasing inter-relatedness of the existing and emerging threats and predict their escalation if they are not adequately addressed in a timely manner. More often than not, the signs of potential violent conflicts exist, but the corresponding responses are relatively weak or late. This trend has compelled world leaders to advocate for prevention at the earliest stage given the enormous humanitarian, psychological, and socio-economic costs of violence. As such, the imperatives of matching early warning with early response to prevent and or mitigate violent conflicts cannot be overemphasized. However, these strategies should not be implemented separately or haphazardly, but in concerted and coordinated manners to ensure tangible impacts...

As political parties are crucial actors in political processes, it is vital to understand the roles they play in escalating or de-escalating political violence. This paper provides an analysis of political parties in Kenya and South Africa, focusing on their linkages to political violence. It concludes that political parties are indispensable actors in peacebuilding. The design and implementation of peacebuilding interventions that effectively target political violence must therefore anticipate the involvement of political parties. This applies to both case study countries, but most probably to other countries as well.

52. Morocco's Return to the African Union: Strengthening the Continent's Future

Abstract:: From a strategic perspective, Morocco’s decision to join the African Union (AU) 33 years after quitting the bloc illustrates King Mohammed VI’s vision of his country’s role on the continent as a platform for regional economic, political and security cooperation. It followed almost two decades of personal diplomatic efforts by the king to further Morocco’s goal of supporting greater regional and continental stability through common economic and political interests. Although some observers in the United States may have been surprised, the move—announced by King Mohammed VI in the summer of 2016—is a natural next step in his South-South economic diplomacy. Because of that diplomacy, at the African Heads of State Summit in Addis Ababa this past January, Morocco not only gained admission to the African Union, but it did so with the support of an overwhelming majority—39 of 54— member states. Morocco’s desire to play a stronger leadership role is seen by the king as rooted in the country’s historic ties throughout the region, as well as its long-standing outreach to build ties beyond its existing network in francophone and African countries on the Atlantic. For him, the move has a cultural and economic logic, as well as a strategic one. The AU decision also comes at a time when the United States is, according to various news reports, considering repositioning North African countries (except Egypt), as part of the Africa division at the National Security Council and the Africa bureau of the State Department, rather than as part of the Middle East departments. In the Near Eastern Affairs bureau, Morocco policy was not a high priority, mainly because it was a non-problem in a very troubled region. With the new configuration, I hope attention to Morocco will better reflect its role as one of Africa’s top economic and security powerhouses, with one of the continent’s most democratic governance structures and most liberal economies, as well as its potential position as the preferred economic gateway to Africa for the United States and other world powers. This could have a profound impact on Morocco’s importance to U.S. policy and raise the value of our longstanding partnership with this key African nation.

Abstract:: Since the early times, security has always been a permanent feature, a fundamental condition and a concern of people living in society. However, in seeking this goal, people have established alliances, agreements, partnerships and multiple forms of cooperation to solve their specific security problems, which in certain historical contexts were decisive for the course of their own history and for the survival of societies. In this context, the African continent presents itself as the cradle of mankind, where the level of insecurity qualifies as critical, which in our opinion allowed studying the vectors of these events. In turn, we try to articulate and explain in the light of African International Relations, the strategic vectors that embody a differentiated approach to security in Africa, revealing the roots of the problems that plague the continent, scrutinizing the situation, identifying the constraints and threats before bringing a set of proposals for the solution of various problems that arise on the continent.

Abstract:: There is no doubt that Nigerians conceive their country as the giant state in Africa, principally for the country’s human and material endowments. In the realm of foreign policy, it is Nigeria’s status more than that of any other black African country, that most determines Africa’s collective future. Nigeria is determined not just to play its leadership role in Africa, but to also build upon it.1 It is against this background that Nigeria’s problem of capability comes in. A country that utilizes less than 10% of total steel used in Africa, less than 12% of all the power generated in Africa, a country that is associated with institutional failings and where social upheavals threatens the polity because of inept and corrupt leadership, it is doubtful if Africa will entrust its destiny to the crippled state. Using the “leadership role conception”2 as the theoretical framework, this paper examines the successes and challenges in this monumental task of leading Africa in the 21st century.

Abstract:: After the independence of South Sudan from Sudan on 9 July 2011, the Japanese government decided to dispatch its Self-Defence Forces (SDF) to South Sudan under the auspices of the United Nations Mission in the Republic of South Sudan (UNMISS). Despite the post-conflict military clashes in South Sudan, the Japanese government did not withdraw the SDF, but instead, the Abe administration assigned a new mission, the so-called ‘kaketsuke-keigo’ (‘rush and rescue’), to rescue staff of international organisations and non-governmental organisations (NGO) in preparation for possible armed attacks during peacekeeping operations. The new mission can be regarded as Prime Minister Abe’s ‘proactive contribution to peace’ (proactive pacifism) in action, and the policy is congruous with the purpose of ‘human security’ and ‘protection of civilians’. This paper aims to investigate Japan’s contribution to peacekeeping operations in South Sudan and examine associated dilemmas facing the United Nations, the Japanese government, and the Japanese peacekeepers in UNMISS – which need to be overcome for future international peace operations.

56. Towards Ending Conflict and Insecurity in the Niger Delta Region

Abstract:: Since independence in 1960, insecurity has been a feature of the Nigerian State as conflicts in different parts of the country have continued to make life insecure. In the Niger Delta, violence has been the bane of the region where conflicts have been occurring for over four decades. Beginning from the pre-colonial period, the region has witnessed a series of conflicts, which had their roots, initially in the protest against injustice, and in recent years in the quest for resource control. All efforts to resolve conflict in the region failed until 2009 when amnesty was declared by the Yar’adua/Jonathan administration and some form of uneasy peace prevailed. However, seven years down the line, there is renewed militancy in the region and effort is once again geared towards finding lasting peace. This article assesses the efforts made by the Federal Government of Nigeria to address conflicts in the region from the early 1960s to date. It is based on a literature study and on the author’s knowledge of the issues in the Niger Delta. Findings from the work show that the Federal Government’s approach to resolving conflict in the region has not been successful because it has not adequately addressed the issues that gave rise to the conflict, and because of its emphasis on the use of force. The article therefore recommends a Collective Non-violent Conflict Management approach – involving a group of negotiators, both international and local, an international mediator, as well as all the parties to the conflict – as the means for resolving conflict in the region. There is no doubt that a viable resource conflict strategy based on an alternative framework of multilateral cooperation is necessary for resolving and preventing a recurrence of future conflict in the Niger Delta region.

57. Revisiting Africa in Canadian Security Planning & Assessment

Abstract:: During the Second World War, Canadian expeditionary forces played a proportionally significant role in the war in Europe, but, just like the First World War, Canada avoided or was not asked to consider deployment of land forces in any significant way to African theatres of operations. Not since the South African War (also known as the Second Anglo-Boer War) of 1899-1902 had Canadian-raised combat arms units been sent to the continent. Between 1956 and 1969, however, Africa became an active theatre of operations for the Canadian Armed Forces (CAF), but in substantially new roles: peacekeeping (Suez, Congo) and military training and assistance outside the North Atlantic Treaty Organization (NATO) (Ghana, Tanzania and Nigeria). Africa was the experimental lab for both of these new taskings, and the first time Canadians served alongside, under, or trained soldiers from newly independent African states. Canada’s early engagement with post-colonial Africa was led by security, commercial, and world order considerations, with the CAF and not official humanitarian and/or development assistance at the forefront. Where commercial and security concerns characterized Canada’s initial activity (1955-1965), between 1965 and 1975 development, “facilitated by, rather than caused by, the public’s increasing responsiveness to the humane internationalism of the era,” came to dominate Canada-Africa relations.1 From one of the lowest contributors to foreign aid on a proportional Gross National Product basis in the early 1960s, Canada had surpassed many other major and minor Western donors by the middle of the 1970s.2 Not unrelatedly, the 1970s also marked a nadir of Canadian defence spending, with the CAF shrinking in personnel, its presence in Europe halved, and its ships, aircraft, vehicles, and even small arms aging without replacement. Under Prime Minister Pierre Elliot Trudeau, from 1968 to 1979, the government’s international fiscal envelope skewed spending heavily towards development at the expense of defence. Peacekeeping – or at least support for “Collective Measures for maintenance of peace and security embodied in the Charter of the United Nations”3 – that rated first mention in the 1964 White Paper on Defence – dropped to last in the foreign policy priorities articulated in the 1970 foreign policy overhaul, Foreign Policy for Canadians,4 and the subsequent 1971 White Paper on Defence. Military training assistance efforts shrank to a care and maintenance basis in the 1970s, totalling less than 0.25% of Canada’s growing annual foreign aid budget.5 Kilford concludes his chapter on the winding down of military assistance in the early 1970s with the observation that it took thirty years (until the early 2000s) “before the funds allocated for military assistance even came close to the amount spent in the 1960s.”6 These periodic shifts that privileged defence/security over development, or development over defence/security (to use two of the “3Ds” of diplomacy, defence, and development now in regular use), have represented a somewhat regular thematic influence in Canadian relations with Africa. At times, especially during the “human security” era of the late 1990s, development and security were seen as complementary. In the mid-2010s, however, there is wide consensus that security, development, and governance are the three crucial interlocking pillars required to underpin Africa’s economic prosperity, human empowerment, and regional stability. In other words, one cannot be prioritized at the expense of the others if any kind of long-term stability is the goal of local and international stakeholders. Over fifty years of pursuing development and conflict-management in Africa and fifteen years of doing the same in Afghanistan have produced agreement on the three pillars but no consensus about how to go about cultivating them concurrently. Many good intentions around state-building, poverty alleviation, humanitarian intervention, and conflict amelioration have foundered on the shoals of the hard reality of political and economic complexity and vested interests, both local and international. This is the conundrum which lies behind this “African security” themed issue of the Journal of Military and Strategic Studies. It follows a workshop the editors co-chaired, in June 2016 at the University of Calgary, on the precise theme of “Revisiting Africa in Canadian security planning and assessment,” an initiative which grew out of that conundrum.7 As Canada signals it will again increase its involvement in addressing African security and development challenges,8 the workshop examined the difficulties in mobilizing consensus around what Canada and other external actors can and should do, as well as some of the multifaceted security challenges facing contemporary Africa, from terrorism and transnational criminal networks to political elites who are not that interested in deepening constitutionalism. This collection of essays showcases the research and insights of a handful of the over thirty participants at the June workshop.9

Abstract:: Militant activities, which are mostly localized in Ogoniland, Nigeria, have remained a threat to the security of the country since the death of Ken Saro-Wiwa and nine Ogoni members when they were hanged during military rule. As a way of drawing attention to itself, the militant Ogoni group initiated violence campaigns which resulted in the massive killing of many multinational oil workers and security forces. To understand how militancy came to be such a Gordian knot in Nigeria’s contemporary security situation, one should have an understanding of Ogoniland’s reality as well as the social and economic history.

Abstract:: Since the first peacekeeping operation was created until today, the UN has been trying to adapt them to the different contexts in which they are deployed. This paper analy- ses the possibility of a bigger shift happening in the way the United Nations, through the Security Council, operates their Peacekeeping Operations. The change here ad- dressed includes, mainly, the constitution of more “robust” missions and the newly introduced Intervention Brigade in the Democratic Republic of Congo. By presenting three missions (UNEF I, UNAMIR and MONUSCO) deployed in different historic periods, we identified various elements in their mandates and in the way these were established which indicate a progressive transformation in the peacekeeping model since the Cold War - when conflicts were in their majority between States – until present days, when they occur mostly inside the States.

Abstract:: The important role of young people in building peace and challenging violent extremism is gaining recognition within the international community. The United Nations Security Resolution on Youth, Peace, and Security (SCR 2250), passed in December 2015, is evidence of this trend. It represents a shift from the dichotomy of youth as either perpetrators or victims of violence to a perspective in which youth are viewed as agents of positive change and peace. In moving forward with this resolution and similarly reflective and supportive policy, one of the greatest challenges for the Middle East and North Africa will be the current geopolitical context and obstacles to opportunity. In a region fraught with conflict, stemming from domestic and foreign policies, as well as a history of unrepresentative and repressive governance systems, leaders have often sought to maintain the status quo. This is a problem in a region where more than 30 percent of the population is between 15 and 29 years of age, and are increasingly frustrated with and stymied by a lack of meaningful political space—leading to lost faith in political systems.1 In such a setting, regional policymakers must be challenged to meaningfully incorporate young people into decisionmaking processes, to ensure that peacebuilding programs target young people early on in their development, to avoid the securitization of youth in the development and implementation of national and local policies, and to address the underlying social, economic, and political grievances that often drive extremism and impact young people’s relationships with their communities and states.

Abstract:: If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

Abstract:: The vast majority of Somalis who have remained in their country con- tinue to rely on remittance money sent from abroad. Although smaller waves of immigration have occurred for many years, prolonged political and economic turmoil coupled with periods of violence and humanitarian crisis have caused the number of Somali immigrants to spike in the last twenty years. This population outflow has resulted in an extensive diaspora network across the globe, with communities established across the Greater Horn of Africa, the Gulf States, North America, and Europe. Estimates on the size of the Somali diaspora range from 1–1.5 million people globally,2 or approximately 14 percent of Somalia’s total population. These diaspora communities have traditionally remained actively engaged on Somali political and economic developments from their adopted countries. One of the diaspora’s primary ties to the homeland comes in the form of remittances—money that is sent on a regular basis to family and friends in Somalia. These funds have often been called a lifeline for the Somali people, covering the costs of needs such as food, education, and health care. Although the exact scale of remittance flows is difficult to pinpoint, estimates have ranged from $750 million to $1.6 billion annually and these funds account for nearly 60 percent of the Somali recipients’ average annual incomes.

66. Plausible Deniability: Proxy Wars in Africa

Abstract:: In the decades since independence, proxy wars have frequently threatened regional security in Africa. Many interstate and intrastate wars on the continent have become increasingly complicated by the involvement of opposing nation states using third parties as surrogates for fighting each other directly. As civil wars threaten to spill across borders and destabilize entire regions, the nature and extent of states using these wars as proxies for their own agendas needs to be studied more systematically. During the Cold War, the United States and the Soviet Union relied on proxy wars as a means of engaging the enemy indirectly and advancing their foreign policy agendas, while leaving minimal visible blood on their hands. These proxy wars between the superpowers played out across Africa, from the Horn to Angola to Mozambique. In the aftermath of the Cold War, the superpower competition for regional supremacy has been replaced by new proxy wars and trans-border alliances between African states and local armed groups. As Joseph argues, the recourse to proxy wars reflects the challenges faced by the African state and its inability to institutionalize democratic structures. But the problem is much deeper. Engaging in proxy wars is a critical strategy for state-building, and develops from calculations by state leaders to advance their policy agendas. Threatened regimes wishing to maintain their hold on power may allow and enable civil tensions to spill across borders and destabilize neighboring countries. This approach can be used as a means to consolidate power domestically and spread influence internationally. A civil war thereby becomes a proxy war between states, with the advantage that governments can distance themselves from atrocities committed by their proxies by either attributing blame to rebel factions or by just claiming that they are in fact not sponsoring any group. This essay proposes that governments have an incentive to allow civil wars to spread across borders in order to engage in proxy battles with neighboring states. Governments can utilize proxy wars to strengthen their hold on the domestic state apparatus and to gain regional superiority. This strategy can include using militarily weak countries as proxies in order to assert their regional dominance and broadcast domestic power. Proxy wars can then advance domestic and foreign policy agendas while allowing states to avoid engaging in costly and bloody direct combat. 67. Purveyors of Terror: Counterterrorism in Africa's Failing States

Abstract:: Weak and failing states in Africa continue to offer challenging environments for counterterrorism campaigns in both a military and a civil law enforcement context. Weakly governed and ungoverned spaces in these states offer venues that violent extremist groups continue to exploit as platforms for terrorism. These groups – Al-Qaeda in the Islamic Maghreb (AQIM) and Al-Shabaab in Somalia are simply two of the more prominent examples – use these weakly governed and ungoverned spaces to recruit new followers, build capability and capacity, and launch new terrorist attacks while avoiding the scrutiny and attention of African security sectors and their international partners. A defining feature of these weakly governed and ungoverned spaces in Africa is the predominance of non-state security actors, including local militias, neighborhood watch organizations, traditional hunting societies, and traditional, customary, or religious justice processes that operate outside of the formal court system. Some of these non-state actors themselves represent violent extremist groups involved in acts of terror. Others play central roles in the mediation of disputes (administration of justice), delivery of police services, or as military surrogates in providing for local defense. I argued in Counterterrorism in African Failed States that collaboration between U.S. military forces and law enforcement agencies is essential to effective counterterrorism interventions in African failed states.[i] Subsequent counterterrorism operations in the region have confirmed that argument, and African senior police and militaryleaders increasingly emphasize the importance of collaboration between military and police forces.[ii] In addition to military forces and law enforcement services, counterterrorism in Africa must effectively address the need for effective partners in the justice sector – prosecutors (and defense counsels), courts, prisons and corrections – in implementing counterterrorism strategies. All three components of counterterrorism strategies must confront the reality that weakly governed and ungoverned spaces are ground zero for counterterrorism on the continent, and that non-state security actors are a defining feature of those spaces. To address the purveyors of terror – in most cases, non-state security actors like Al-Shabaab in Somalia or AQIM in the Sahel – counterterrorism strategies in ungoverned and weakly governed spaces in Africa must address all of the non-state security actors that proliferate in those areas.

68. Security regionalism and flaws of externally forged peace in Sudan: The IGAD peace process and its aftermath

Abstract:: During 1983-2005 Sudan hosted one of Africa’s longest insurgencies. Throughout the conflict a number of competing peace initiatives coincided, but a process under the mediation authority of the Inter-Governmental Authority for Development (IGAD) prevailed. However, although initiated in 1993, the IGAD process only accelerated after the September 2001 attacks on the United States (US) and was consequently finalised through the signing of the Comprehensive Peace Agreement (CPA) in less than four years’ time. Although it was presented as IGAD’s success as a conflict resolution body, in reality the organisation’s role in the making of peace in Sudan was to a large extent conditioned by the involvement of a narrow selection of Western stakeholders. This article examines the IGAD peace process in Sudan, highlighting the dynamics and relative roles of the principal actors involved. It argues that although the negotiations were portrayed as inherently sub-regional, and adhering to the idea of ‘African solutions for African problems’, a closer analysis reveals that the peace process was dominated by external protagonists. This resulted in the interests of Western actors, particularly the US, playing a prominent role in the negotiated agreement, consequences of which are currently experienced both in Sudan and South Sudan.
