1. Role Conceptions and Leadership Rivalry in the Middle East: Transforming Turkey, Saudi Arabia, and Gulf Relations

Abstract:: In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

2. Lebanese-Turkish Relations after the 2000s and the Neo-Ottomanist Discourse in Lebanon

Abstract:: Lebanon, had non-visible relationships with Turkey after its independence and the post-civil war period. Although it lost the balance of political stability at times, the political affinity that emerged with the participation of Lebanon in the close relations, which Turkey sought to establish with Arab countries in the 2000s, continued with mutual negotiations at the point of cooperation. After the Lebanon-Israel war in 2006, which caused political and economic destruction in the country, Turkey increased its support for Lebanon. Accordingly, the crises appeared after the Arab Spring in the region led Turkey to follow the sensitive policy over the sectarian groups in the country. However, some reactions arose in Lebanon’s political arena against Turkey’s increasing regional activism, bringing several ideological questions on Turkey’s approach towards Lebanon. Regarding the relationship between Turkey and Lebanon, “Does Turkey desire to establish a new Ottoman administration in the Middle East?” was one of the questions asked. Moreover, a negative environment was created and used occasionally as a trump card against Turkey’s approach toward Lebanon, saying that even the Ottoman Empire did not play an active role in the Lebanon region. This study examines whether there are traces of Neo-Ottomanism and sectarianism in the political roadmap followed by the Turkish Government in its Lebanon policy. It discusses, the diplomatic response of Turkey to the anti-Ottoman rhetoric in Lebanese politics and its effect on bilateral relations. Accordingly, the study analyzes Turkey’s effort to maintain the balance against sectarian discourse that shapes Lebanon’s policy.

Abstract:: While enhancing our economic relations with African countries was positioned as a target within Türkiye’s vision, especially after the Cold War, this could only come true in the first decade of the 21st century. As a result, there have been significant trade volume developments. Although Türkiye had a trade deficit with Africa from the mid-90s to the early 2000s, it became a surplus party in the subsequent period due to stagnation and the impacts of various crises. The trade with Africa is primarily with North African countries due to geographical proximity and historical ties. While Africa's share in Türkiye's total foreign trade volume has been gradually increasing, it remains significantly lower compared to Asia and Europe. Relations between the continent and Türkiye haven’t grown stronger yet, mainly because most African countries were former colonies. On the other hand, Türkiye's geographical proximity to Africa offers a significant opportunity to meet African countries' agricultural and food needs. In this context, this study aims to analyze Türkiye’s trade with the African continent and to reveal the opportunities, threats, strengths, and weaknesses this trade offers for both actors. Furthermore, the study provides recommendations to enhance these relations in this framework.

Abstract:: Amaç Bu çalışmada bir ağ gibi insanlığı sarmış olan yoksulluk ve yoksulluğun boyutları, çocuk yoksulluğunun görünümü, çocuk yoksulluğunun etkileyenleri, çocuk yoksulların yaşam alanlarındaki halleri, çocuk yoksulluğunu azaltmaya yönelik yatırım teorileri ve Türkiye’de çocuk yoksulların durumu anlatılacaktır. Yöntem/Metodoloji/Dizayn-. Çocuklar neden yoksuldur? Sorusuna cevap bulmak için çalışmada öncelikle konu ile ilişkili dokümanlar analiz edilecektir. Amaçları ve sonuçları bağlamında incelenen dokümanlardan bir değerlendirmeye varılacaktır. Sonuçlar-- Bu çalışmada çocuk yoksulluğunun ailenin yoksulluğu ile ilişkili olduğu sonucuna varılmıştır. İyi eğitim almış çocukların yetişkinlikte yoksulluk içinde olmayacakları ve onların çocuklarının da yoksul olmayacağını söylemek gerekmektedir. Katkı/Farklılıklar- Bu çalışmada çocuk yoksulluğuna çok boyutlu yoksulluk yaklaşımı ile bakılarak bütünsel bir bakış sağlanacaktır.

Katkı/Farklılıklar- Literatürde saha araştırmaları İSG profesyonellerinden çoğunlukla iş güvenliği uzmanlarına dönüktür. Bu çalışmada tüm İSG profesyonellerinin görüşleri analiz edilmiştir.

6. Millet Partisi'nin Doğuş Teorileri ve Parti Tipolojileri Bağlamında Değerlendirilmesi

Abstract:: Türkiye'nin çok partili hayata geçmesiyle Türk siyasi hayatında sahneye çıkan partilerden biri olan Millet Partisi (MP) kısa ömrüne ve sönük geçen siyasi macerasına rağmen incelenmeye değer önemli yönlere sahiptir. II. Dünya Savaşı'nın ardından oluşan uluslararası atmosfer ülkeleri yeni dünya düzeninde kendi yerlerini alma çabasına itmiştir. Bu bakımdan Türkiye'de çok partili hayata geçilmesi dikkat çekicidir. Çok partili hayatın yeni başladığı yıllarda Demokrat Parti (DP) ile birlikte mecliste muhalefet sıralarını işgal eden MP Cumhuriyet’in ilk siyasi partilerinden olmasının yanında kısa ömrüne rağmen, kapatıldıktan sonra da etkisi devam eden bir parti olmaklığıyla önemli bir yere sahiptir. Bu çalışmanın temel amacı MP'yi siyasi partiler hakkında ileri sürülen doğuş teorileri ve parti tipolojileri bağlamında analiz etmektir. Çalışmada esasen "MP doğuş teorileri çerçevesinde nasıl açıklanabilir? Parti tipolojileri bakımından hangi tipe uymakta yahut yakın düşmektedir?" sorularına cevap aranmaktadır. Elde edilen başlıca sonuç olarak MP'nin doğuş teorileri bakımından parlamento içi parti kategorisine dâhil edilebileceği, katılma krizi ve modernleşme teorisi ile de ortaya çıkışının açıklanabileceği hususları gösterilecektir. Tipolojik değerlendirmesi yapıldığında da MP'nin bir yaklaşıma göre kadro partisi özellikleri gösterirken bir başka yaklaşıma göre bireysel temsil partisi özellikleri taşıdığı anlaşılmıştır.

7. Türkiye’de Milliyetçi Siyasetçilerin Suriyeli Sığınmacılara Bakışlarının Nefret Söylemi Bağlamında İncelenmesi

Abstract:: Türkiye ve dünyada nefret söylemi çalışmaları incelendiğinde, çoğunlukla sosyal medya üzerinden yapılan çalışmalarla toplumdaki nefret söyleminin ölçüldüğü, siyasi parti liderleri özelinde, siyasal iletişimde nefret söylemi çalışmalarının sayıca çok az olduğu söylenebilir. Bu çalışma, Türkiye’de resmi rakamlara göre sayıları 3,5 milyon civarında olan geçici koruma kapsamında bulunan Suriyelilere ilişkin Türkiye’deki milliyetçi siyasal parti liderlerinin nefret söylemini kullanıp kullanmadığını ortaya çıkarma amacındadır. 2011 yılından itibaren Suriyelilerin Türkiye’ye göçü ile birçok şehirde demografik yapının bozulduğu ve çok çeşitli toplumsal sorunların ortaya çıktığı söylenebilir. Ancak nefret söyleminin, toplumda daha derin yaralara yol açılmasına sebep olabilecek olan “nefret suçlarını” ortaya çıkarma potansiyeli bulunmaktadır. Bu bağlamda önem arz eden çalışmada, Devlet Bahçeli, Meral Akşener ve Ümit Özdağ’ın açıklamaları söylem analizi yöntemi ile incelenmiştir. Bu incelemelerin sonucunda, Milliyetçi Hareket Partisi lideri Bahçeli’nin, geçici koruma kapsamında bulunan Suriyeliler ile ilgili söylemlerinde önyargılı aktarımlar ve ayrımcılık yaratıcı unsurlara rastlanmamakla beraber geçici koruma kapsamında bulunan Suriyelilere dostane şekilde yaklaştığı; İyi Parti lideri Akşener’in de ayrımcılık, ötekileştirme veya önyargılı söylemlerden uzak durduğu gözükmektedir. Buna karşın, Zafer Partisi lideri Özdağ’ın, toplumda meydana gelen neredeyse bütün olumsuzlukları geçici koruma kapsamında bulunan Suriyeliler ile ilişkilendirdiği ve yine neredeyse her zaman ayrıştırıcı ve ötekileştirici söylemler kullandığı görülmektedir. Zafer Partisi’nin kuruluşundan sonra söylemleri keskinleşmiş olup, önyargılı aktarımlara da çokça başvurmaktadır. Bu durum da, Özdağ’ın söylemlerinin nefret içerikli oluşu sonucunu beraberinde getirmektedir.

8. Türkiye’de 1950-2014 Yılları Arasında Sağ Muhafazakâr Siyasette Yaşanan Değişim

Abstract:: 14 Mayıs 1950’de yapılan seçimle “geleneksel kesim” ile “Anadolu köylüsü”nün birlikte hareket etmesi sonucu Demokrat Parti’nin (DP) meydana getirdiği “sessiz yığın”ların başlatmış olduğu iktidar yürüyüşü büyük bir başarı ile kazanılmıştır. Bu başarı “beyaz ihtilal” olarak tanımlanmıştır. Buna halkın Cumhuriyet Halk Partisi’nin (CHP) politikalarına duyduğu tepki neden olmuştur. Böylece “Yeter Söz Milletindir” yaklaşımı halk tarafından karşılık bulmuş ve DP’nin seçimi kazanması ile Türkiye’de iktidar değişikliği beraberinde elit değişimini de getirmiştir. Bu sonuç Şerif Mardin’in ifadesiyle çevrenin merkez üzerindeki zaferidir. Buna karşı çıkanlar ise bunu “karşı devrim” olarak nitelendirmişlerdir. Adalet ve Kalkınma Partisi (AKP) ise 3 Kasım 2002’de “Yeter Karar Milletindir” söylemi ile yola çıkmış ve “geleneksel dindar” kesim ile “Anadolu kaplanları”nın yaptığı güç birliği sonucu “sessiz devrim” yaparak iktidara gelmiştir. AKP’yi 2014 yılına kadar iktidarda tutan kadrolar elitist değillerdi bu nedenle de kimlik siyaseti yapmamışlardır. Kendilerini Türkiye’nin kültür birikimini korumaları anlamında “muhafazakâr”, modern kurum ve değerleri savunma anlamında ise “demokrat” olarak tanımlanmışlardır. “Muhafazakâr demokrat” kimliğin kabul görmesi bu nedenle olmuştur. Nitel araştırma yöntemi kullanılarak yazılan makale Türkiye’de 1950- 2014 yılları arasında sağ muhafazakâr siyasette yaşanan değişimi açıklamaktadır. 1950 yılında iktidara gelen Demokrat Parti ile birlikte Türkiye’de büyük bir değişim başlatılmıştır. Başlatılan bu değişim Adalet ve Kalkınma Partisi iktidarı ile birlikte sağ muhafazakâr siyasette cumhurbaşkanının doğrudan halk tarafından seçildiği 10 Ağustos 2014 tarihine kadar devam etmiştir.

9. Kadın Maden Mühendisliği Bölümü Öğrencilerinin Gözünden Maden Mühendisliği Mesleğinin Toplumsal Cinsiyet Algısına Dayalı Olarak Değerlendirilmesi

Abstract:: Bu çalışmada, Dünya’da ve Türkiye’de halen erkek egemen bir alan olarak kabul edilen maden mühendisliği mesleğine kadın maden mühendisliği öğrencilerinin perspektifinden bakarak mesleğin toplumsal cinsiyet eşitliği yönünden irdelenmesi hedeflenmiştir. Bu çalışma, Türkiye’de maden mühendisliği eğitimi alan kadın öğrencilerin, eğitim hayatlarında cinsiyetçi rollere dayalı olarak karşılaştıkları sorunları tespit etmeyi ve çözüm önerileri sunmayı amaçlamaktadır. Bu bağlamda, 76 katılımcının görüşlerine dayalı olarak bir saha çalışması gerçekleştirilmiştir. Çalışmada katılımcılara iki kısımdan oluşan bir dijital anket dağıtılmıştır. Anketin ilk kısmında demografik bilgiler, ikinci kısmında ise katılımcıların mesleklerini toplumsal cinsiyete dayalı olarak değerlendirmelerine ilişkin sorular sorulmuştur. Çalışmadan elde edilen veriler değerlendirilerek ve yorumlanarak çözüm önerileri sunulmuştur.

10. Türkiye’de Yoksulluğun Görünümü ve Yoksullukla Mücadelede Aile ve Sosyal Hizmetler Bakanlığının Rolü

Abstract:: Küresel bir sorun olan yoksulluk her ülkede farklı şekillerde görülmektedir. Özellikle 1980’lerden sonra uygulanmaya başlayan neo-liberal ekonomi politikaları tüm dünyada olduğu gibi Türkiye’de de gelir dağılımındaki adaleti bozmuş, yoksulluğu daha görünür hale getirmiştir. Bugün Gini katsayısının 0,415 olarak ölçüldüğü Türkiye’de, en zengin yüzde yirmilik kesim ile en yoksul yüzde yirmilik kesim arasındaki gelir farkı 7,9 kata ulaşmıştır. Bu tablodan yola çıkarak çalışmada Türkiye İstatistik Kurumu’nun güncel Gelir Dağılımı ile Yoksulluk ve Yaşam Koşulları İstatistiklerinden yararlanılarak Türkiye’de yoksulluğun görünümü hakkında bilgi verilmiş ve yoksullukla mücadele konusunda temel aktör olan Aile ve Sosyal Hizmetler Bakanlığı’nın uygulamaları incelenmiştir. Çalışma sonucunda Bakanlığın yoksullukla mücadele politikalarının sosyal hizmetler ve sosyal yardımlar (özellikle nakdi sosyal yardımlar) etrafında şekillendiği tespit edilmiş, yoksullukla mücadelede insanların işlevselliğini artıran, onları yapabilir kılan eğitim, sağlık, istihdam bağlantılı etkin sosyal politikaların önemi vurgulanmıştır.

11. Dijital Ekonomi ve Türkiye’nin Dijital Ekonomi Göstergelerinin Seçilmiş AB Ülkeleri ile Karşılaştırmalı Analizi

Abstract:: Amaç - Çalışmanın temel amacı, Türkiye’nin dijital ekonomiye adaptasyon sürecinin incelenmesidir. Türkiye AB adayı bir ülkedir. Bu nedenle birlik üyesi ülkeler ile karşılaştırma yapılmış, Türkiye’nin bu ül-keler karşısında hangi yönlerini geliştirmesi gerektiği tespit edilmeye çalışılmıştır. Eksik yönler belirlenerek bu eksiklikleri giderecek politikalar oluşturulursa Türkiye’nin dijital ekonomiye daha hızlı ve kolay adapte olması sağlanabilir. Yöntem/Metodoloji/Dizayn- Çalışmada, nitel analiz yöntemi kullanılmıştır. 2023 yılında yayınlanan en güncel Küresel İnovasyon Endeksi raporundaki göstergeler incelenmiştir. 2023 yılı raporuna göre genel endeks puanı en yüksek ve en düşük olan AB ülkeleri ile Türki-ye arasında karşılaştırma yapılmıştır. En yüksek puan İsveç’e, en düşük puan ise Romanya’ya aittir. Sonuçlar- Türkiye’nin dijital ekonomiye adaptasyon sürecinde özel-likle kurumsal kaliteyi artırması gerektiği ifade edilebilir Politik ve operasyonel istikrar, işten çıkarma maliyeti, iş yapma politikaları Türkiye’nin kurumlar boyutundaki zayıf yönlerini oluşturmaktadır. Ayrıca Türkiye’nin ekolojik sürdürülebilirlik konusunda AB ülkelerinin geri-sinde kaldığı, çevreye duyarlı bir ekonomik yapı oluşturma konusunda daha somut adımlar atması gerektiği görülmektedir. Katkı/Farklılıklar- Küresel İnovasyon Endeksi, ele alınan göstergelerin çeşitliliği ve inceleme yapılan ülke sayısı ile dijital ekonomiyi bütünsel olarak yansıtan ölçüm yöntemlerinden biridir. Bu endekste yer alan bütün boyut ve göstergeleri ayrıntılı olarak incelemesi, Türki-ye’nin AB ülkeleri karşısındaki durumu hakkında bilgi vermesi açısından çalışmanın önemli olduğu ifade edilebilir.

12. Turkey's Growing Role as a Security Actor in Somalia: Dynamics and Motivations

Abstract:: Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

13. Corruption, FDI, and Trade Freedom Relationship Between Turkey and Latin American Countries

Abstract:: Foreign Direct Investment (FDI) has been always associated with a high level of trade openness and freedom environment, and with a lower incidence of institutional corruption. Because it is assumed that a high level of international capital mobility makes foreign investors more cautious when there is a fluctuation in political stability and institutional transparency. Most American countries (except Canada and the USA) have been always related to a lack of transparency in their institutional and bureaucratic procedures, which conduct to important levels of corruption and in consequence, to other serious issues such as prominent level of violence, or even the inequality phenomena. This study investigates whether the variables of corruption indices, trade openness and inflation rates have positive or negative effects on FDI between Turkey and American countries. For analyzing this econometric model, it was gathered information from OECD, COMTRADE, TUIK, Heritage Foundation, UNCTAD, and the World Bank Database. The observed data correspond to a decade (2005-2014) and were only taken a sample of 14 American countries. The empirical results of the present study revealed that there is a positive correlation between the trade openness index and FDI; and, it was found a positive correlation between corruption index, inflation, and FDI. The increase in the corruption index causes a 41% increase in FDI inflow.

Abstract:: The third party effect in international relations gained popularity in 1990s in the context of conflict resolution. However, the Turkish-Greek relations in the modern era have always been discussed in reference to a third party involvement and Britain has always prevailed over the other countries as the most prominent third party. This study searches for the British influence on the Turkish-Greek rapprochement in 1930s. The British factor influence is usually taken as a matter of Great Power dominance or the “provocateur of rivalries between the two nations” from the Turkish point of view or “cooperation of allies” from the Greek point of view. Whereas, this study focuses on a specific conjuncture in which Britain acted neither as a “provocateur” nor as an “ally” for any party. In reference to the historical sources, it is documented that from the late 1920s the British approach to the Turkish-Greek affairs was altered dramatically, parallel to the overarching systemic changes in the interwar period Specifically, it is argued that the revision of British financial policy in response to the Great Depression and its retreat from the Eastern Mediterranean as a naval power directed Greece to change its foreign policy orientations with a sudden demarche and offer Turkey a peace settlement. Rather than attributing this rapprochement to the efforts of charismatic leaders, this study analyses the issue with a realist mind in reference to the British policies modified in parallel to the systemic changes during the interwar years.

Abstract:: Over the last two decades, corporate social responsibility (CSR) has been regarded as obligatory rather than voluntary. The literature review suggests that these activities provide benefits such as increasing sales, developing the companies' positive image, reducing the costs, protecting the environment, and many other issues. However, it is questionable whether it is valid for all sectors and platforms. In this sense, this study investigates whether the consumers care about companies' CSR messages on social media. From this perspective, an investigation on Turkish telecommunication companies was conducted. The researchers made a qualitative content analysis, and in this regard, the documents of the study were analyzed with qualitative analysis software MAXQDA. According to the obtained results, most consumers do not believe in the sincerity of the cases' CSR activities. Moreover, this insincerity leads to negative credibility in the field. Both of these negative dimensions in the consumers' minds prevent the correct message conveying about CSR activities of the cases.

Abstract:: Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

Abstract:: Industry is important for development and sustainability. Countries attach importance to industrialization in order to reduce their foreign dependency and gain competitiveness. It is expected that companies which competitiveness has increased with industrialization will have a positive effect on the national economy and financial markets. The raw materials used in the production process of the enterprises whose main activity is based on industry and the supply of these raw materials are among the issues that should be taken into consideration in industrial production. In this study, the relationship between oil price, exchange rate and Borsa Istanbul Industrial Production Index has been examined. In the study, Johansen co-integration and Granger causality tests were carried out using secondary data for the period January 2000 - September 2020. As a result of the Johansen co-integration test, it is concluded that there is a co-integration relationship between variables. As a result of Granger causality test; It was concluded that there is a bidirectional causality relationship between Borsa Istanbul industrial production index and exchange rate, and a racket effect causality relationship between Borsa Istanbul industrial production index and oil price. In addition, it is concluded that there is no causality relationship between exchange rate and oil price. The research of the relationship between the oil price and exchange rate of the industry, which has an important place in terms of economic growth and competition, is a feature that sets this study apart from other studies in the same field.

Abstract:: This study aims to analyze the dynamic effect of renewable energy use and globalization on the environmental quality in Turkey by utilizing quarterly time series data spanning the period 1990- 2017. After identifying the series order of stationarity by utilizing ADF test, this study makes use of SVAR model. The reason is that SVAR is powerful method in testing contemporaneous and past shock among the variables. In addition, SVAR is the powerful in variance decomposition and the possibility of observing long run forecast. The results disclose that environmental quality reacts negatively to the shocks in hydro energy and economic growth, while the globalization seems positively impact the degradation of the environment. These outcomes are consistent with relevant theories and empirical findings. The only striking result is the positive impact of biofuel and waste energy on the environment. Although Turkey has recently implemented a range of energy policies to promote renewables but some challenges still there, future policymaking should enhance the development in renewables and create more competitive environment for investment in the renewables market.

Abstract:: This study aims to reveal the situation of small-scale family businesses that are looking for a market in Western and North African countries and want to realize their growth strategies in this region, and to develop solutions for their growth problems. For this purpose, the market development stages of the selected ABC Company were evaluated within the scope of action research. One of the researchers worked in the company within the scope of UPEP (Üniversiteden Pazar Elçiliğine Projesi -From University to the Market Ambassador Project) in the field to conduct action research, while the other researcher supervised the process academically. Inherent in action research is an approach to find a solution to the problem of the unit that is the subject of the research. The researchers analyzed the market search and development strategies of the company subject to the research and seek solutions for their growth problems. As a result of the research, it is concluded that the example ABC Company, which wants to be effective in these markets, will follow the stage model while opening up to international markets, and will be more effective in terms of penetration into the market. The literature that this result is suitable for small-scale family businesses that are in search of similar support has been supported.

Bosna’da Uluslararası hukukun diplomatik yöntemler, uluslararası örgütlerin ve uluslararası yargının müdahalesi vasıtasıyla tüm imkanlarının kullanıldığı görülmektedir. Ancak bu imkanların çatışmaları engellemedeki başarısı tartışmalı olmuştur. Bu çalışma, söz konusu methotların hangi düzeyde etkide bulunduğu sorunsallaştırmaktadır. Uluslararası hukukun eksik uygulanışının meydana getirdiği büyük sorunların gösterilmesi çalışmanın amacını oluşturmaktadır.

Bu minvalde Türkiye genelinde yüz ve üzeri şubesi olan on üç adet mevduat bankası çalışma kapsamına dahil edilmiştir. Çalışmada, analiz için kullanılan, Toplam Aktifler, Toplam Kredi ve Alacaklar, Toplam Mevduatlar, Toplam Özkaynaklar, Şube Sayısı ve Personel Sayısı kriterleri kullanılarak mevduat bankalarının finansal performansları hesaplanmıştır. Yapılan analiz sonucunda 2018-2019 yılları için en iyi finansal performansa sahip mevduat bankası T.C. Ziraat Bankası, en kötü finansal performansa sahip mevduat bankası ise Şeker Bank olarak tespit edilmiştir. | The purpose of this study is to calculate and use the joint use of CRITIC and Mairca (Multi Attributive Ideal-Real Comparative Analysis) methods of deposit banks for 2018-2019. In this manner, and over a hundred branches throughout Turkey with thirteen commercial banks were included in the study. In the study, the financial performances of deposit banks were calculated using the Total Assets, Total Loans and Receivables, Total Deposits, Total Equity, Number of Branches and Number of Employees used for analysis. According to the analysis results, Ziraat Bank is the best bank in 2018. The best bank in 2019 is Ak Bank. The worst bank in 2018-2019 is Deniz Bank

A qualitative descriptive analysis method was conducted to determine the current situation of Maritime Sector which is including Industry 4.0 processes. Measures and regulations related to the increasing environmental protection sensitivity in the world will directly affect almost every area of the sector. 23. Do Private Sector Short-term External Debt Have Impact on Credit Default Swap Premiums In Turkey? An Analysis with Asymmetric Threshold Cointegration Approach

Abstract:: A country’s capacity to pay short-term external debt, which reflects the fiscal strenght of an economy against adverse shocks, is significantly taken into consideration by international investors in their decision making process. It has been seen that Turkey has experienced a gradually increasing private sector short-term external debt especially in the last twenty-year period. The objective of this study is to investigate the long-run relationship between private sector short-term external debt and CDS (credit default swap) premiums in Turkey for the period of 2000:Q4-2017:Q4 by using asymmetric threshold autoregressive (TAR) and momentum threshold autoregressive (M-TAR) procedures of Enders and Siklos (2001). The results indicate that CDS premiums and private sector short-term external debt in Turkey are cointegrated. After finding cointegration, the null hypothesis of symmetric adjustment is tested against the alternative of asymmetric adjustment and the evidence of symmetric adjustment is found, suggesting that the relationship between the private sector short-term external debt and CDS premiums has the same effect in expansion and contraction periods.

Abstract:: There are contradicting arguments in the literature examining the influence of foreign investment on economic growth in Sub Saharan Africa. Some researchers claim that high level of volatility, rising current account deficit, lack of developed financial markets and low quality of regulatory framework would generate economic losses for developing countries in Sub Saharan Africa when they liberalized their capital flows. However, some studies focus on growth enhancing effect of foreign investment to be a remedy for low capacity of accumulated savings in Sub Saharan Africa. The current study brings new evidence about the role of foreign portfolio investment and foreign direct investment on economic growth for countries in Sub Saharan Africa. Due to the endogenenity issue, we have used panel VAR methodology to estimate three simultaneous equations system. By analyzing 25 Sub Saharan African countries over the 1990-2016 period, we found that foreign direct investment and foreign portfolio investment are complements and they have positive significant impacts on economic growth.

İç denetçilerin temel ürünleri olan raporlamalar ile raporun içerisinde yer alan bulguların ve önerilerin yeterliliği, her ne kadar analizlere dayansa da iç denetçinin yargı ve kanaatlerinin bir sonucudur. Motivasyonu yüksek olan bir iç denetçi, daha doğru bulgular tespit edebilecek, daha uygulanabilir ve yerinde öneriler sunabilecek ve kuruma daha fazla değer katacaktır. Bu çalışmada, iç denetçilerin kariyer yolu incelenerek 2020 yılı mart ayında Bakanlıklarda görevli iç denetim birim başkanları ile yapılan yarı yapılandırılmış mülakatlar sonucunda iç denetçilerin motivasyonları üzerinde etkili olan hususlara değinilmiştir. Sonuç olarak; teşkilat kararnamesinde iç denetim biriminin yer almaması, iç denetim birim başkanlarının statüsü, iç denetimin kurumdaki yeri, yönetici desteği, iç denetçilerin kariyer yolu, kültürel yapı, teftiş kurullarının yapısı ve ilişkisi, ilk iç denetçilerin müfettiş veya kontrolör kökenli olmaları başlıkları altında toplanan konuların iç denetçilerin motivasyonu üzerinde etkili olduğu değerlendirilmiştir.

Abstract:: Dünya nüfusu hızla yaşlanmaktadır. 2019 yılı itibariyle dünyadaki yaşlı nüfus oranı %9,3’tür. Türkiye ise %9,1’lik yaşlı nüfus oranı ile dünya ortalamasına yaklaşmış durumdadır. TÜİK projeksiyonlarına göre Türkiye’de yaşlı nüfus oranının 2023 yılında %10,2’ye, 2030 yılında %12,9’a, 2040 yılında %16,3’e, 2060 yılında %22,6’ya, 2080 yılında ise %25,6’ya yükseleceği öngörülmektedir. Bu nüfus projeksiyonu hızla yaşlanan nüfusa yönelik sosyal politikaların önemini ortaya çıkarmaktadır. Bu bağlamda yaşlı nüfusa yönelik sosyal sigorta, sosyal yardım ve sosyal hizmet politikalarına duyulan ihtiyaç artmaktadır. Bu çalışmada hızla yaşlanan Türkiye nüfusuna dikkat çekilerek, Türkiye’de yaşlılara yönelik uygulanan güncel sosyal politikaların kapsamı hakkında bilgi verilmektedir.

Abstract:: İşsizlik bütün toplumların üstesinden gelmeye çalıştığı öncelikli ve önemli bir sorundur. İşsizlik, bir taraftan ülke ekonomisinin âtıl kapasitede çalışıyor olmasını göstermesi diğer taraftan da psikolojik, sosyal, ekonomik ve politik yönler barındırıyor olması bakımından çok boyutlu bir kavramdır. Bu nedenle işsizlik ve etkileri çok farklı disiplinlerce sürekli incelenmektedir. Çalışma kapsamında, finansal liberalizasyon sonrasında Türkiye’de ekonomik büyümenin işsizlik türleri üzerindeki etkisi Okun Yasası ve istihdamsız büyüme hipotezi merkezinde incelenmektedir. Veriler Dünya Bankası veri tabanından derlenmiştir ve 1988-2018 yıllarını kapsamaktadır. İşsizlik oranları olarak; toplam, erkek, kadın, genç, genç-erkek ve genç-kadın verileri ele alınmaktadır. Değişkenler arasındaki nedensellik ilişkisi Hatemi-J ve E. Roca tarafından geliştirilen asimetrik nedensellik testiyle incelenmektedir. Elde edilen sonuçlara göre; içsel ve dışsal nedenlerden kaynaklanan ekonomik şoklar işsizlik serilerinde yapısal kırılmalara neden olmakta ve da histeri etkisinin ortaya çıkmasını sağlamaktadır. Değişkenler arasında asimetrik ilişki vardır. Ekonomik büyümenin artması, genel, genç ve kadın işsizlik oranlarında azalmaya neden olmaktadır ve Okun Yasası bu seriler için geçerlidir. Ekonomik büyümeden genel erkek ve genç erkek işsizlik oranları için istihdamsız büyüme yaklaşımı öne çıkmaktadır. Sonuç olarak; -diğer şeyler sabitken- Türkiye’nin bir taraftan histeri etkisini gidermek diğer taraftan da işsizlik oranlarını düşürmek için ekonomik büyümeyi destekleyici mahiyetteki makroekonomik politikalara yönelmesi gerektiği düşünülmektedir. | Unemployment is a preferential and important problem for all societies to overcome. Unemployment causes loss in the economic potential and in addition to this, unemployment has psychological, social, economic, and political aspects, so the problem becomes multidimensional. In this study, the effect of economic growth on the types of unemployment is examined in the scope of Okun's Law and Jobless Growth hypothesis. The data was compiled from the World Bank database and covers the years 1988-2018. As unemployment rates; total, male, female, youth, young-male, and young-female data are taken. After unit root tests, the causality relationship between the variables is examined with the asymmetric causality test developed by Hatemi-J and E. Roca. According to the results obtained; internal and external economic shocks cause structural breaks and so hysteresis effect becomes valid on the unemployment series. There is an asymmetrical relationship between the variables. Economic growth causes a decrease in general, youth, and female unemployment rates and Okun's Law is valid to these series. The Jobless growth approach applies for relations from economic growth to general-male and young-male unemployment rates. As a result; Turkey may/should apply macroeconomic policies focused on economic growth in order to eliminate hysteresis effect and reduce unemployment rates.

Abstract:: Türkiye, 2017 yılında, 1876 yılından beri uygulamada olan Parlamenter hükümet sistemine son vererek, Başkanlık sistemine geçti. Uzun süreden beri yaşanan politik, ekonomik ve toplumsal sorunlar, Başkanlık sistemine geçişin gerekçesi olarak sunuldu. Parlamenter sistemden Başkanlık sistemine geçiş sürecinde, yeterli olmasa da, konu tartışıldı. Birçok konuda olduğu gibi bu konuda da baskın iki görüş ortaya çıktı. Başkanlık sisteminden yana olanlar, genellikle Türkiye’de yürürlükteki Parlamenter sistemin sonuçları üzerinden konuya yaklaştılar. Parlamenter sistemden yana olanlar ise Başkanlık sisteminin özellikle Latin Amerika’daki uygulamaları üzerinden konuyu ele aldılar. Artık Türkiye, Başkanlık sistemine geçtiğine göre yapılması gereken, Başkanlık sisteminin zayıf noktalarına ve yürürlükteki Cumhurbaşkanlığının eksiklerine odaklanmaktır. Böylece yürürlükteki sistem, daha güçlü hale gelebilir ve sistemden kaynaklanan sorunlar bir nebze olsun giderilebilir. Bu bağlamada çalışmada, hükümet sistemlerinin doğuşu, aralarındaki farklar, yaygınlıkları ele alındıktan sonra Başkanlık sisteminin zayıf noktaları ortaya konularak yürürlükteki Cumhurbaşkanlığı sisteminin eksiklikleri üzerinde durulmuştur. Buna göre, daha önceki Hükümet sistemi gibi, yeni Hükümet sisteminin de zayıf halkası yasama organıdır. Bu bağlamda Türkiye, yasama organını güçlendirilerek, muhtemel sorunların üstesinden gelebilir.

Abstract:: Özet Bu çalışmada “kirli eller” kavramı siyaset felsefesinin en çok tartışılan konularından biri olan siyaset-ahlak ilişkisi çerçevesinde ele alınacaktır. Bu amaçla öncelikle deontolojik ve teleolojik ahlak anlayışlarına değinilecek daha sonra kirli eller kavramı örnekler üzerinden analiz edilecektir. Weber’in sorumluluk ahlakı dediği şeyin kirli eller kavramına benzerliği gösterilecek; kirli ellerin siyaset ahlak geriliminde bir orta yol olduğu Walzer’ın görüşleri bağlamında temellendirilecektir. Sonuç olarak Kavramın siyaset ve ahlak arasındaki gerilimi azaltan bir yönünün olduğu; ne deontolojik ne de teleolojik bakış açısı içinde değerlendirilemeyeceği gösterilecektir.

30. International Peace Efforts in the Syrian Civil War: The ‘Inevitable’ Failure?

Abstract:: The purpose of this article is to assess international negotiation efforts towards ending the civil war in Syria. Although many peace events have been organised since the beginning of the civil war, the existing literature has paid little attention to the impact of international peace efforts in ending the Syrian war. The article aims to close this gap by assessing major peace efforts between 2011 and 2019; The Arab League Peace Plan, the United Nations peace initiatives, and the Geneva, Vienna and Astana peace talks. It analyses these efforts through official reports and documents published by the UN, US, Republic of Turkey, UN Security Council, and members of peace initiatives. These documents are complemented by newspaper articles showing the official views of the regional and global actors as well as the key agents of the conflict. Therefore, the article reveals the reasons for the failure of these conflict resolution efforts. The Syrian government’s reluctance to end the conflict in a non-violent way, the armed groups’ dream of territorial gains and regional and global powers’ involvement in the conflict prevented the solution of the conflict. It utilises official negotiations and ripeness approaches to investigate the insights and contents of peace efforts. The article argues that the regional and global powers have acted as facilitators instead of mediators in the peace talks. It finds that even though these peace events are viewed as official negotiations, they are only pre-negotiation efforts.

Abstract:: Following Turkey’s recent military operation in Syria (Operation Peace Spring), “Turks” and “Kurds” have widely been dichotomized by the Western media outlets and political circles. US President Donald Trump even claimed that “Turks” and “Kurds” have been fighting for hundreds of years, and that they are “natural enemies.” However, the complex historical relationship of “Turks” and “Kurds,” as a loosely connected social totality prior to the age of nationalism, refutes such sloppy and feeble contentions. This work presents an identity-driven historical survey of Turkish/Turkmen societies’ and polities’ interrelations with Kurdish collectivities until the emergence of modern nationhood and nationalism. In doing so, this article provides an ideational and narrational context feeding the Turkish government’s contemporary relationship with the Kurds of the Middle East. The major complication in journalistic and academic literature is rooted in the lack or omission of historical background informing current policy choices influenced by how relevant actors historically perceive each other. Today’s incidents and facts such as the “solution process,” “village guard system” or different Kurdish collectivities’ positions between Iran and Turkey are sometimes akin to precedent events in history. This work aims to make a holistic contribution to fill this gap and to provide a succinct historical overview of interrelations.

Abstract:: This study aims to expose the ways in which leading officials of the Committee of Union and Progress (the CUP) interpreted, internalized, and questioned the conditions of their mission in Arab lands during World War I (WWI). It builds on the memoirs of Falih Rıfkı, aide-de-camp of Commander-in-Chief Cemal Pasha, and Halide Edip, an ardent supporter of the social and educational reforms of the CUP government. Both written after the war, these memoirs reflect not only nostalgia and regret but also the complicated relationship between Turkish officials and Arabs on the eve of their breakup from one another as citizens of the Ottoman State. The study also questions the orthodox argument that the Turkist and anti-Arabic ideology of the CUP government in general and Cemal Pasha’s wartime crusade against Arab nationalists in particular triggered the emergence of Arab nationalism. By contemplating the memoirs of CUP members in Arab lands, this study argues that Falih Rıfkı, Cemal Pasha, and Halide Edip tried to understand the region and its people in order to create a mutual future for Turks and Arabs within the Ottoman Empire.

Abstract:: Bu çalışmanın amacı Türkiye’deki yabancı uyruklu bireylerin “mikroagresyonlar”a (microaggressions) ilişkin tecrübelerini ve sorunlarını ortaya çıkarmaktır. Bu bağlamda Türkiye’ye eğitim, daha iyi bir hayat için göç ya da savaştan kaçış gibi değişik sebeplerle gelen bu bireylerin mikroagresyonların değişik çeşitlerinden hangilerine ne sıklıkla maruz kaldıkları belirlenmeye çalışılmıştır. Araştırma beş farklı ilde yapılan görüşmelerle gerçekleştirilmiştir. İlkokuldan üniversiteye kadar eğitimin her kademesinden öğrenci, öğretmen, öğrenci velileri ve doktorlar ile görüşülmüştür. Verileri toplamak için katılımcılara “Türkiye'de sizin kültürünüze ve etnik farklılığınıza yönelik kasıtlı ya da kasıtsız kırıcı, incitici söz ve davranışlara maruz kalıyor musunuz?” sorusu yöneltilmiştir. Çalışmanın sonuçları mikroagresyonların ülkemizde çok ciddi bir sorun olduğunu göstermektedir. Araştırmaya göre Türk insanı yabancılara karşı eskisi kadar anlayışlı değildir ve yabancı uyruklu kimselere kendilerini ikinci sınıf vatandaş gibi ve dışlanmış hissettirecek davranışlar çok yoğundur. Yabancılara hep olumsuz şeyler yakıştırılmakta, burada istenmedikleri sezdirilmekte hatta ülkemizdeki birçok sıkıntının nedeni olmakla itham edilmektedirler. Ayrıca araştırmanın bulguları yabancı uyruklu kişilerin kültürleri ile ilgili önyargılardan muzdarip oldukları ve özellikle ırkla ilgili açık, doğrudan hakaretlere de yoğunlukla hedef oldukları yönündedir. | This study aims to investigate the experiences and problems of foreign nationals in Turkey, concerning microaggressions. Thus, it was aimed to find out which types of microaggressions -and at what frequency- are experienced by people who come to Turkey for different reasons like education, pursuit of a better life or escaping from war. The study was conducted in five different cities of Turkey. Students from primary school to university, teachers, parents and doctors took part in the study. The participants were asked the single question “Do you ever experience deliberate or undeliberate insults, whether verbal or behavioral, targeting your ethnic identity and diversity in Turkey?” The results of the study show that microaggression is a very serious problem in Turkey. It can be gathered from the findings that Turkish people are not as tolerant to foreign people as they used to be. Behaviors that make people of foreign origin feel like second-class citizens and alienated take place quite often. Foreigners are usually connected with negative occurrences and they are reminded that they are not welcome in this country. These people are also accused of causing many misfortunes in the country. The study also exhibits that foreign nationals suffer greatly from prejudices about their cultures and they become the target of explicit and direct insults particularly regarding their race.

Abstract:: Emission control and reduction initiatives required to achieve low carbon society necessitate collaboration and capacity building vertically and horizontally between the public and non-public authorities at the international, national and local level. In particular, measures taken at local level are important on the issue of climate change. To this end, this paper examines local climate protection initiatives of the metropolitan municipalities in the framework of modes of governance including self-governance, provision, enabling and regulation in Turkey. In metropolitan cities, content analysis was conducted to the Municipalities' Annual Action Reports and Strategic Plans including different urban policy sectors in order to determine the achievement level of local climate protection actions. The study concludes that the local climate change mitigation activities are frequently implemented by provision modes in the sector of urban infrastructure and transportation in the Turkish metropolitan municipalities.

Abstract:: Bu çalışma, Türkiye GSM piyasasının Yarışılabilir Piyasalar Modeline uygunluğunun test edilmesi amacıyla hazırlanmıştır. Piyasanın, modele uygunluğunun test edilebilmesi amacıyla öncelikle piyasadaki firmaların ayrı ayrı kârları incelenmiş, sonrasında piyanın genel karlılığı analiz edilmiştir. 2008 – 2018 yılları arasını kapsayan analiz sonucunda piyasada aşırı karın mevcut olduğu görülmüştür. Aşırı kâra rağmen, analiz dönemi boyunca Türkiye GSM piyasasına herhangi bir firmanın giriş yapmaması, çalışmanın yönünü piyasaya giriş engellerini ve batık maliyetleri incelemeye yöneltmiştir. Spektrumun kıt bir kaynak olması, piyasada faaliyet gösterecek firma sayısını kısıtlamaktadır. Ayrıca, spektrum tahsisi için gerekli olan lisanslama maliyetleri, batık maliyet özelliği taşımaktadır. Piyasaya özgü bu iki unsur, Yarışılabilir Piyasalar Modelinin temel varsayımlarına uymamaktadır. Sonuç olarak, piyasanın daha etkin çalışabilmesi için sanal mobil şebeke operatörlerinin piyasaya entegre edilmesi önerilmiştir. | This study has been prepared in order to test the suitability of the GSM Market in Turkey to Contestable Market model. In order to test the suitability of the market to the model, firstly, the profits of the firms in the market were examined and then the overall profitability of the market was analyzed. As a result of the analysis covering the period between 2008 and 2018, it was observed that there was excessive profit in the market. Despite the excessive profit, no firms enter to the market directed the study to examine entry barriers and the sunk costs. The fact that the spectrum is a scarce resource restricts the number of firms to operate in the market. In addition, the licensing costs required for the spectrum allocation include the sunk costs. These two market-specific elements do not comply with the basic assumptions of the Contestable Market Model. As a result, it is proposed to integrate the virtual mobile network operators into the market for the market to work more effectively.

Abstract:: Along with Turkey’s changing refugee policy from the Eurocentric, secular nation-state ideology to the neo-Ottomanist one on the state level, there also exist main handicaps on the micro power level concerning the successful coordination of the refugee issue with full respect of the human rights. Economic, cultural and especially political factors play a role in the relationship between Syrians and Turkish residents. Fragmentation within the Syrian community living in Turkey is also evident. On the other hand, different from the state policy, Turkish people implicitly show their reluctance towards this migration wave without creating a social turmoil. In this line, it is suggested here that Neo-Ottomanism, as a rising trend, helps a considerable majority of the society to take a moderate stance towards the immigration flux.

37. Occupational Segregation and Labour Force Participation of Women: Case of North Cyprus

Abstract:: Previous studies on North Cyprus labour market argued that occupational gender segregation is one of the major cause of low female labour force participation. We aim to shed light on this argument by investigating the extent, patterns and the sources of occupational gender segregation in North Cyprus labour market for 11 years (2004-2014). Segregation measured by D-Index for 9 broad occupational categories for total, and across rural and urban regions employing Household Employment Surveys data. Results show that total occupational gender segregation is high and persistent in North Cyprus. Decomposition of the index show that the main reason for the increase in segregation level is net segregation; the increase in the gender composition of individual occupations. We conclude that high and persistent occupational gender segregation leads to the segmentation of labour market as male and female occupations limiting the mobility of women between occupations affecting women’s labour force participation negatively.

Abstract:: Çevre kirliliğinin azaltılmasına yönelik dünya çapında adımlar atılmaktadır. Ülkeler, çevre dostu üretim ve tüketim faaliyetleri için vergileme yoluna giderken, diğer yandan çevresel harcamalar yapmaktadır. Bu çalışmada, çevre koruma harcamaları ve çevre kirliliği arasındaki ilişki yüksek gelir grubundaki 23 OECD ülkesi için incelenmektedir. 1995-2017 dönemine ait yıllık veriler kullanılarak panel veri analizi gerçekleştirilmiştir. Analizlerde yatay kesit bağımlılığını dikkate alan ikinci nesil testler tercih edilmiştir. Çalışma sonuçlarına göre çevre kirliliği ve çevre koruma harcamaları arasında uzun dönemde eşbütünleşme ilişkisi vardır. Bununla birlikte, çevre koruma harcamalarından çevre kirliliğine bir nedensellik ilişkisi söz konusudur.

Abstract:: Osmanlı devletinin Tanzimatla belirginleşen hukuki, bürokratik ve mali değişim sürecinin ardından II. Meşrutiyet yıllarında geleneksel yapı ve kodlardan hayli farklılaşmış yeni kurumlar tesis edildiği bilinmektedir. II. Meşrutiyet devresinde kamu hizmetinde çalışmakta olanlar için emeklilik ve yardımlaşma sandıklarından farklı bir tecrübe örneği olarak şirket yapıları kurulduğu ve bunların modern finansal araç ve işlemlerle faaliyette bulundukları görülmektedir. Personelin maaş dönemlerinde ayırdıkları fonların faiz getirisi elde edecekleri araçlarla ve farklı yatırım alanlarında nemalandırılmasıyla tasarruflarını artırmak ve yine kurum içi kredi yoluyla dayanışma işlevi görmek, bu şirketlerin başlıca amacıydı. Ticaret ve Nafia Nezareti çalışanlarına yönelik Teavün ve İktisad Şirketi, memur ve katip kadrolarında görev yapan personelin tasarruflarını artırmak ve yardımlaşmalarını sağlamak amacıyla 1908 yılında kurulmuştu. Bu kısa çalışmada adı geçen şirketin kuruluş nizamnamesine göre idari örgütlenmesi, sermaye yapısı, vereceği borçlar ve satışa sunacağı tahvillerle nihayet on yılın sonunda gerçekleşmesi planlanan tasfiye işlemlerine dair bilgilere yer verdik. Elde ettiğimiz belgelerle 1908-1910 devresi içinde gerçekleşen iki yıllık sermaye birikimine, hesap özetleri ve satın alınan tahvillerin değerleri ve faiz hesaplarını ele aldık.

Abstract:: This study aims to trace the evolution of philanthropy towards CSR and to reach an elucidating scheme about the current context and contemporary practices in Turkey. The evolution of the philanthropy concept is evaluated regarding the period of the Ottoman Empire, the Republic of Turkey, the development of the private sector, and finally the influence of globalization. Accordingly, the paper concluded that the historical evolution of philanthropy in Turkey brings about a scheme in which CSR perspective has been emerging. The contemporary practices such as awarding, CSR reporting and following of CSR standards are claimed to be reflections of CSR perspective. On the other side, philanthropy carries on to be influential to some extent in a corporate character, in the practices of the companies.

Abstract:: : Çok boyutlu bir optimizasyon problemi olan rotalama ve yerleştirme, belirli bir araç-rota matrisi üzerinden yerleşkeleri önceden belirlenmiş olan tesislerden hangilerinin ulaşım ve üretim maliyeti toplamını minimize etmek için açılıp açılmayacağı ve aynı anda açılanlar arasında hangi rotaların kullanılacağına dair geometri problemini gündeme getirir. Bu probleme Daskin ve Perl’in modeli üzerine kurulu bir denklemler seti ile heuristic bir çözüm yöntemi olan Parçacık Sürü Algoritması (PSO) ile çözüm aranmıştır. Çalışmanın orijinalliğini aldığı ve üzerine kurulu olduğu birincil köşe taşı, yerleştirme ve rotalama problemini cebirsel ve deterministik mecrada ele almak ve buna dair kurguyu vermektir. | As a multidimensional puzzle, the location and routing problem analyzes the geometric problem about which plants should be opened and which routes should be employed between the opened plants in the framework which includes a matrix of specific possible vehicle-routes and possible plants with specific locations. In this context and equation set based on Dashkin and Perl’s Model and the Particle Swarm Optimization Algoritm (PSO), which is a heuristic solution manner, have been employed in the study. The major cornerstone of this article which the study is based on is the purpose to manage the routing and location problem in the algebraic-deterministic context and to give the basic logical mind map about it.

Abstract:: Bu çalışma kişilik özelliklerinin girişimcilik eğilimi üzerindeki etkisini ortaya çıkarmayı amaçlamaktadır. Bu amaç kapsamında örneklemini Sakarya Üniversitesi’nin sosyal bilimler eğitimi veren İşletme ve İktisat Bölümü son sınıf öğrencileri ile teknik bilimler eğitimi veren Makine, Endüstri ve Bilgisayar Mühendisliği Bölümü son sınıf öğrencilerinden 362 kişinin oluşturduğu bir anket uygulaması gerçekleştirilmiştir. Uygulama sonrası elde edilen veriler SPSS 24.0 programı ile analiz edilmiştir. Yapılan analizler sonucu kişiliğin dışa dönüklük, öz disiplin ve deneyime açıklık boyutları ile girişimcilik eğilimi arasında pozitif yönlü anlamlı bir ilişki bulunurken, duygusal dengesizlik boyutu ile girişimcilik eğilimi arasında negatif yönlü anlamlı bir ilişki tespit edilmiştir. Kişiliğin yumuşak başlılık boyutu ile girişimcilik eğilimi arasında ise istatistiksel açıdan anlamlı bir ilişki bulunamamıştır. Ayrıca kişilik özellikleri ve girişimcilik eğiliminin demografik değişkenlere göre farklılaştığı tespit edilmiştir.

Abstract:: Sosyal dışlanma kavramı 1980’li yıllarda gelişmiş ülkelerde kullanılmaya başlanmıştır. İçtimai, siyasi, kültürel ve iktisadi olumsuzlukların toplanması sonucunda sosyal dışlanma ortaya çıkmaktadır. Sosyal dışlanma; toplumun bir kesiminin işsizlik, yoksulluk, eğitimsizlik, yaşlılık, engellilik gibi nedenlerden dolayı sağlık, eğitim ve kültürel imkânlarından yararlanamamaları, üretim faaliyetlerinde bulunamamaları ve karar alma etkinliklerine katılamamaları olarak ifade edilebilir. Sosyal dışlanma ve yoksulluk kavramının birbirinden farklı olup olmadığı hususunda görüş birliği yoktur. Bir görüşe göre sosyal dışlanma yoksulluğu barından çok geniş bir kavramken, diğer görüşlere göre yoksulluğun nedenini veya sonucunu oluşturmaktadır. Tüm bunların sonucunda sosyal dışlanma toplumsal alanda barış için de bir tehdit unsuru olmakla birlikte sosyal bölünme ve sosyal patlama gibi olumsuzluklara da sebep olmaktadır. Sosyal dışlanma ile mücadelede sosyal politikalar önem kazanmaktadır. Bu çalışmanın amacı, sosyal dışlanma ve yoksulluk kavramlarını karşılaştırmalı olarak incelemektir.

Abstract:: This article analyzes Morocco’s and Turkey’s full membership application processes to the European Economic Community (EEC) in 1987 from an identity perspective. The construction of both Morocco’s and Turkey’s European-ness are explored alongside aspects of postcolonial and modernization theories rooted in the poststructuralist approach by taking official discourses of the political leaders in the two states at the time of application into account. In the conventional narratives of the establishment of their modern states, Morocco perceived Europe as its other due to the history of European colonialism, whereas Turkey perceived Europe as its other considering it a threat to its national unity prior to the establishment of the Republic in 1923. In spite of this, two states tried to add European-ness into their national identities through their application to the EEC in 1987. In this way, Morocco and Turkey aimed at demonstrating not why European but how much European they were. In Morocco’s case, an obligation for demonstrating one’s European- ness is explained through the lens of postcolonial theory, and in Turkey’s case, the modernization paradigm is applied. Departing from these theoretical standpoints, the study focuses on official European-ness discourses by Moroccan and Turkish leaders, which had taken place as dynamic processes. In this respect, the article unravels how Europe and European-ness that was once regarded as the other by Turkey and Morocco were tried to be included into Moroccan and Turkish national identities on the path to become a full member to the EEC.

Abstract:: It is the intention in this article to explain the electoral stagnation of the Republican People’s Party (Cumhuriyet Halk Partisi, CHP) in the light of the 2015 parliamentary elections in Turkey. Drawing on theories of voting behavior, the article uncovers the organizational shortcomings within the party and the problem of credibility that have emerged as significant impediments to the party in addressing long-term historical-structural issues, mainly the division of Turkish society between the religious periphery and the secular center. Furthermore, the strong identification between the ruling Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) and its partisans have made party-switching difficult, having been achieved, above all, through the provision of economic benefits and public services and the consolidation of party identification through growing polarization and division in Turkish politics. Last but not least, the changes to the political environment between the June 7 and November 1, 2015 elections, pushed stability and security to the top of the agenda, as well as AKP’s electoral adjustments in the run-up to the November 1 elections inhibited any possible flow of votes to the CHP.

Abstract:: This paper intends to do a sociological analysis of kin marriage, a subject matter of sharp discussions both in Turkish society and in European public. Traditionally, to some extent, practiced and largely approved by the society in Turkey, this type of marriage was opened to discussions during the second half of the last century. The discussions started to be gradually dominated by a medical discourse that focuses on bio-medical results of kin marriage and treats it as a risk factor. Although such views are widely accepted in society, kin marriage insistently keeps its existence. Based on a sociological perspective, this paper aims to analyze the factors leading to the existence of kin marriage despite wide spreading disapproval thoughts and attitudes against it.

Abstract:: This study examines the relationship between the course of divorce and women’s labor force participation in Turkey during 2004-2013 Period. While Trabzon has the highest rate, Mardin has the lowest rate of women participation in the labor force. A significant correlation between the participation of women in the labor force and per capita income, crude divorce rate, and added value exists. There is a significant relationship between the participation of women in the labor force and the crude divorce rate. Bi-directional causal relationships between the participation of women in the labor force and the crude divorce also exists.

49. Antidepresan Konulu İçeriklerin Gazetelerde Sunumu

Abstract:: Antidepresan kullanımının yararları ya da zararları kamuoyunda tartışıla gelmektedir. Gazetelerdeki antidepresan konulu içeriklerin nasıl sunulduğu, antidepresanlara yönelik tutumlar, antidepresanların neden olduğu ya da tedavi ettiği hastalıklar merak konusudur. Dolayısıyla bu çalışmanın genel amacı antidepresan içerikli yayınların gazetelerde nasıl sunulduğunu ortaya koymaktır. Bu genel amaç doğrultusunda Prnet MSuite Programı aracılığı ile yapılan tarama sonucunda Aralık 2017 itibariyle Türkiye’nin tirajı en yüksek ilk 5 gazetesi olan Sabah, Hürriyet, Sözcü, Posta ve Habertürk gazetelerinde 2015, 2016 ve 2017 yılları arasında içinde “antidepresan” kelimesi geçen toplam 180 içerik, içerik analizi yöntemi ile analiz edilmiştir. Analiz sonucunda gazetelerin antidepresanlara yönelik tutumunun çoğunlukla nötr ve olumsuz olduğu ortaya çıkmıştır. “Antidepresanların başka hasta lıklara neden olması”, antidepresanlara ilişkin risk faktörlerinin ilk sırasında yer almaktadır. Antidepresanlara ilişkin yan etkiler arasında ilk sırada “cinsel problemler” ve “sersemlik / baş dönmesi / uyku hali” gelmektedir. Antidepresan kullanmaya alternatif olarak ilk sırada “toplumsal / ekonomik / siyasi yapının düzelmesi” önerilmiştir. Antidepresanların tedavi ettiği hastalık olarak çoğunlukla depresyona / mutsuzluğa işaret edilmiştir. Ancak kimi zaman antidepresanların tedavi ettiği ve neden olduğu hastalık aynı olabilmektedir. Sonuç olarak gazetelerin genel olarak antidepresanlara olumlu bakış açısının olmadığı, çoğu zaman kafa karıştırıcı bilgilerin verildiği, antidepresanlara ön yargı geliştirebilecek nitelikte içeriklerin var olduğu söylenebilir.

Abstract:: Bu çalışmada feminizmin ve çokkültürlülük ilişkisi üzerine bir inceleme yapılması amaçlanmaktadır. Bu paralelde 1980’li yıllardan beri ortaya konmuş olan ikinci dalga feminizmin parametreleri ve 1990’lar itibari ile toplumsal cinsiyet kavramsallaştırması ve kimlik politikaları paralelinde ele alınan üçüncü dalga feminizmin parametreleri değerlendirilecektir. 51. Türkiye’de İl Bazında İstihdam Politikalarının Etkinliği

Abstract:: Küreselleşen dünyada istihdam, hem ülkeler hem de OECD, Avrupa Birliği gibi ülkeler üstü kurumlar için gündem oluşturan ve önemli hale gelen bir politika alanıdır. Ülkelerin istihdam politikalarının pek çok amacı olabilir. Ancak bunların içinde en temel hedef ülke içinde işsizliği ortadan kaldırmak ya da en düşük oranlarda tutabilmektir. Özellikle işsizlik sorunu, ülke içinde sosyal çöküntüye ve ekonomik açıdan kayıpların oluşmasına neden olmaktadır. Benzer şekilde işsizlik sosyal politika yönünden incelendiğinde toplumda kişilerin yaşam kalitesini azalttığı, toplumsal sorunların arttığı, mutsuzluğun yaygınlaştığı, toplum için telafisi zor olan pek çok toplumsal soruna neden olduğu gözlemlenmektedir. Aynı şekilde işsizlik toplumsal zararlarının yanı sıra ekonomik açıdan durgunluğa, işgücünün ve üretimin azalmasına yol açacaktır. Bu nedenle il bazında istihdama yönelik politikalar uygulanması ve işsizlik probleminin çözümüne yönelik politikalar oluşturulması önemlidir. Bu çalışmada 2013 - 2016 yılları arasında il bazında işgücüne katılım oranı, ortalama günlük kazanç ve istihdam oranı değişkenleri çıktı olarak işsizlik oranı ve sosyal güvenlik kapsamındaki aktif çalışanların toplam nüfusa oranı değişkenleri de girdi olarak kullanılmıştır. Çalışmada il bazında uygulanan istihdam politikalarının etkinliği ölçülmüştür. Tüm veriler TÜİK ve SGK veri tabanlarından alınmıştır. Malmquist toplam faktör verimliliği indeksi modelinin çözümünde DEAP 2.1 paket programı ve il bazında sonuçların haritalarının çizilmesi için ArcGIS 10.5 paket programı kullanılmıştır. Bu makalede il ve bölgesel farklılıkların azaltılması için genel politikalar yerine il bazlı politikaların uygulanmasının daha yararlı çıktılar yaratacağı sonucuna ulaşılmıştır.

Abstract:: Ülkelerin gelişmiş veya gelişmekte olmasına bakılmaksızın karşılaştığı sorunların başında ekonomik krizler gelir. Dünya ekonomisinin değişimi ile birlikte ekonomilerin kırılganlıklarının artması sonucu yaşanan krizlerin açıklanması daha da önem kazanmış ve krizlerin tahmin edilebilmesi, politikaların belirlenmesi açısından katkılar sağlar olmuştur. Dünya ekonomisi içinde yakalamış olduğu yüksek büyüme oranları ile önemli bir yeri olan Türkiye ekonomisinde iç ve dış kaynaklı birçok kriz yaşamıştır. Bunun yanında son dönemde faiz ve döviz kurundaki artışlar ekonomide kriz ortamının oluşmaya başladığı yönündeki düşünceleri artırmıştır. Kriz ortamının oluşup oluşmadığının değerlendirilebilmesi ve öngörüde bulunabilmek amacıyla reel göstergelerin değerlendirilmesi önem arz etmektedir. Çalışmada ekonomi üzerinde artan baskının ölçülmesi ve politika uygulayıcılarına yön vermek amacıyla krizleri öngörmek için yapılan çalışmalarda başarılı tahmin gücüne sahip olan Kaminsky, Lizondo ve Reinhart tarafından geliştirilen KLR sinyal yaklaşımı ile reel göstergeler değerlendirilmeye alınmıştır. Türkiye ekonomisinin 1999:01- 2017:12 dönemine ait aylık ve üç aylık verilerden yararlanarak uygulanan analiz sonucunda; kriz dönemi için sinyal verme başarısı açısından cari denge / ulusal rezerv, ithalat ve kapasite kullanım oranı göstergeleri başarılı olmuş ve aynı zamanda kriz olduğunda sinyal verme olasılıkları oldukça iyi değerler almıştır. Sinyal yaklaşımı neticesinde anlamlı sinyal veren göstergeler kullanılarak 2016:01-2017:12 dönemi değerlendirilmesi sonucunda cari denge / ulusal rezerv ve ithalat göstergeleri birer sinyal vererek ekonominin kötüleşme eğilimi içinde olduğunu göstermiştir.

Abstract:: 2008 Küresel finans krizi, kriz literatüründe ölçeğinin büyüklüğü ve küresel boyutta yaptığı etkiden dolayı önemli bir yer arz etmektedir. ABD’de 2008 yılında konut piyasalarında geri dönmeyen kredilerden kaynaklı başlayan finansal kriz başta Avrupa ülkeleri olmak üzere küresel çapta büyük bir yayılım göstermiştir. Bu doğrultuda krizin etkilerini gidermek amacıyla para ve maliye politikaları ülkeler tarafından önemle uygulanmıştır. Bu çalışmada 2008 Küresel finans krizi sonrasında Türkiye’de hükümet tarafından uygulanan maliye politikalarının önemli bir aracı olan kamu gelirleri ile istihdam oranları arasındaki ilişki öncelikle teorik olarak açıklanmaya çalışılmıştır. Teoriye ilaveten 2006Q1-2016Q4 dönemleri arasında kamu geliri politikalarıyla istihdam oranları arasındaki ilişki Toda-Yamamoto nedensellik testine göre analiz edilmiş ve kriz sonrası uygulanan kamu geliri politikalarından istihdam oranlarına doğru tek yönlü Toda-Yamamoto (1995) Granger nedenselliği tespit edilmiştir.

55. Framing a Presidential Foreign Policy in a Parliamentary System: Erdoğan and Mukhtars’ Meetings

Abstract:: During the period between his election as the Turkish president in August 2014 and the constitutional referendum that introduced a presidential system in Turkey in April 2017, Recep Tayyip Erdoğan tried to demonstrate that he would not be a symbolic political figure in Turkish politics as many former Turkish presidents had been. Instead, he would keep shaping the domestic and foreign agenda of the country, as it would happen in a presidential system. One of the main ways he did this was through a series of mukhtars’ meetings, which began in January 2015. From that point, until the desired changes to the constitution were approved through public referendum, Erdoğan held thirty-seven mukhtars’ meetings. In these meetings he gave speeches about Turkish domestic and foreign policy directly to a group of mukhtars but, more importantly, indirectly to the Turkish public and foreign actors. This article will analyze Erdoğan’s foreign policy messages through his discourse in the mukhtars’ meetings and try to answer two controversial questions regarding his foreign policy ideology: Whether he is an Islamist and whether he is shifting the foreign policy axis of Turkey.

Abstract:: Mülkiye Mektebi’nin maliye hocalarından İbrahim Fazıl Pelin (1886-1944), iktisat ve maliye dersleri vermiş ve bu alanda ders notları dâhil hayli kitap yazmıştır. Çağdaşı Mehmed Cavid Bey ile pek çok ortak noktaya sahip oluşu dikkat çekmektedir. Selaniklidir, iktisatçıdır ve liberal iktisadi görüşlere sahiptir. İstanbul Üniversitesi’nde hocalık yaptığı sırada, Hukuk Mektebi birinci sınıf öğrencileri için hazırlanan İlm-i İktisad Dersleri, 1914 tarihinde kitap olarak yayınlanmıştır. Kitap ile ders notları arası bir yerde duran eserin başlangıç kısımları, iktisadi düşünce tarihine ayrılmıştır. Bugün için bile pek tanınmayan Fransız ve İngiliz iktisatçılara yapılan atıflar ve ayrıntılı bilgilerle zenginleşmiş kitabın akıcı bir üslûba sahip olduğu aşikârdır.

57. Türkiye Ekonomisi: Bardağın Dolu Tarafına Bakmak

Abstract:: Tarihsel analizler, Türkiye Ekonomisinin en temel sorununun dış açık olduğunu ortaya koymaktadır. Kalkınma girişimlerini kesintiye uğratan bu sorunu aşmak için 1980’li yılların başında ithal ikameci büyüme modeli terk edilerek ihracata dönük büyüme modeli benimsenmiştir. 1980’li yılların sonuna doğru bu modelin sürdürülebilir olmadığının görülmesi üzerine, 1990’lı yılların başından itibaren yüksek faiz ve düşük kur beklentisine odaklı kısa vadeli sermaye girişlerinin [portföy yatırımları] uyaracağı tüketim talebine dayandırılmış yeni bir büyüme modeli hayata geçirilmiştir. Ne var ki bu model, iktisadi yapının kırılganlığını artırarak 1994, 2000 ve 2001 yıllarında ağır finansal krizler yaşanmasına sebep olmuştur. 2001 Krizi’nin ardından mali disiplin, sıkı para politikası ve bankacılık reformu temelinde kurgulanmış bir program izlenerek yeni bir büyüme dalgası yakalanmıştır. Bu dönemde enflasyonun denetim altına alındığı, bütçeden yapılan faiz ödemelerin azaldığı, devletin borçlanma gereğinin ve toplam borç yükünün hafiflediği görülmektedir. Diğer taraftan 2005’den itibaren doğrudan yatırım girişlerinin keskin bir biçimde artmaya başlaması ile birlikte dış açık’ın finansmanında kısa vadeli sermaye girişlerine duyulan ihtiyaç azalmıştır. Bütün bu gelişmeler sayesinde Türkiye Ekonomisi, 2008’de vuku bulan Küresel Finans Krizi’ni minimum hasar ile atlatmayı başarmıştır. Bu krizin bir sonucu olarak 2008 ve 2009 yıllarında hafif bir sarsıntı geçiren Türkiye Ekonomisi [işsizlik ve dış açık sorunlarını henüz çözememiş olmakla birlikte] 2010’dan itibaren hızlı bir biçimde toparlanmıştır.

Abstract:: Bu çalışmada Türkiye’de terörizm ve doğrudan yabancı yatırım arasındaki ilişkiler eşbütünleşme ve nedensellik testleriyle, 1980-2015 dönemi için incelenmiştir. Seriler arasındaki ilişkiler, mevcut literatür-den farklı olarak önce Hatemi-J ve Irandoust (2012) tarafından geliştirilen, saklı eşbütünleşme yaklaşımıyla incelenmiştir. Bu analiz sonucunda terörizm ve doğrudan yatırımlar arasında eşbütünleşme ilişkisinin olmadığı belirlenmiştir. Daha sonra, seriler arasındaki asimetrik neden-sellik ilişkileri Hatemi-J (2012) yöntemiyle araştırılmıştır. Bu analiz sonucunda ise literatürdeki mevcut çalışmaların bulgularına ters düşecek biçimde terör eylemleri ile ekonomik büyüme arasında herhangi bir nedensellik ilişkisi olmadığı tespit edilmiştir. Bütün bu bulgular birlikte değerlendirildiğinde, Türkiye özelinde terörist saldırıların doğrudan yabancı yatırım davranışlarını etkilemediği sonucuna ulaşılmaktadır.

59. Scientific Collaboration of Turkey with the EU Member States: The Case of Nanotechnology

Abstract:: As an emerging technology field, there is an on-going mo-tivation for analysing the trend of research networks of nanotechnol-ogy. This paper attempts to present the evolution of Turkey in nano-technology research by taking into account the academic publications to indicate the overall trend and the leading actors and subject catego-ries in the systems of nanotechnology innovation. The purpose of this paper is twofold: (i) to present the trend of nanotechnology research and (ii) to highlight Turkey’s collaboration patterns in the relevant re-search sub-fields with the EU member states. In this framework, the study aims to show whether Turkey has the capability to collaborate with the advanced group of countries such as the EU in nanotechnol-ogy and to identify the sub-fields of common interests. Finally, the re-sults of collaboration among two parties will be correlated with the Web of Science subject categories. Abstract:: The consumption of substances such as coffee is known to have gained popularity in the early-modern period along with increased urbanization and the proliferation of public places such as coffeehouses, and bathhouses in towns. Marshall Hodgson refers to the use of such substances in the Venture of Islam, underlining their increase in popularity in the Islamic world, particularly following the Mongol era.[1] Boza is a sweet and fermented drink made from millet, chickpeas or barley, which is known to have equivalents in the Mediterranean, the Middle East, Crimea and the Balkans. Its consumption partly falls under the category of mood-changing substances along with alcoholic drinks as boza is alcoholic when fermented long enough. This article focuses on boza consumption in seventeenth-century Istanbul based on the travelogue of Evliya Çelebi. I compare this narrative with some aspects of my previous study of bozahane affairs in fifteenth-century Bursa, wherever the contents are relevant.

Çok farklı işkollarından olan bu temsilcilerin belirtmiş oldukları sorunlar, temsilcilerin işyerinde ortaya çıkan sorunları nasıl çözdükleri hakkında ipuçları vermektedir. Çalışmada temsilcilerin davranışları kuramsal olarak iki ana başlık altında incelenmiştir. Bu başlıklar çatışmacı yaklaşım çerçevesinde işçilerin hakları için mücadele eden temsilciler ile yapısalcı kuram başlığı altında işverenle uzlaşan ve diyaloğu esas alan temsilcilerdir. Bu çalışmanın bulguları sayesinde Türkiye için işyerinde demokratik çalışma ortamının daha iyi nasıl kurulabileceği ve sendikal kararların tabandan karar alıcılara doğru nasıl etki edebileceği yönünde öneriler yapılabilir. | In this study, the problems of union stewards who have important roles in ensuring social dialogue in the workplace were investigated. For this purpose, focus group and in-depth interviews were conducted with workplace union stewards who are the representatives of two labour confederations in Turkey between 2012 and 2017. The problems expressed by these union stewards from many different branches of activity have been given some clues about how the union stewards sort out the problems that arise in the workplace. The behaviours of the workplace union stewards were theoretically examined under two main approaches in this study. These are the representatives who struggle for the rights of workers within the framework of the confrontational approach and representatives who compromise with the employer under the structuralist theory and take dialogue as basis. Thanks to findings of this study, suggestions can be made that how to establish a democratic working environment in the workplace and how trade union decisions can create an impact from shop floor to decision makers in Turkey.

Bu çalışmanın amacı, Mor Çatı Vakfı’nı çağdaş sivil toplum anlayışı ilkeleri çerçevesinde değerlendirmektir. Araştırma kapsamında Haziran 2019’da yarı yapılandırılmış görüşme formu yaklaşımıyla bir Mor Çatı gönüllüsüyle ve ardından Temmuz 2020’de 3 Mor Çatı gönüllüsüyle bir uzaktan görüşme programı aracılığıyla odak grup görüşmesi yapılmıştır. Görüşme metinleri incelendiğinde bulgular 3 başlık altında sınıflandırılmıştır: Vakfın kuruluşu, amacı ve örgütlenme biçimi. Bulgulara göre Mor Çatı, hukuki ilkeler çerçevesinde özerk halde örgütlenen, meşru bir kuruluştur. Kâr amacı güden bir kuruluş değildir ve kamu yararına olacak çalışmalarda bulunmaktadır. Karar alma ve uygulama noktasında iç işleyişinde bağımsızdır. Hedefleri doğrultusunda ülkenin yasama ve yürütme araçlarını etkileyerek politika üretme noktasında başarılıdır. Faaliyetlerini yürütürken şiddet ve zor kullanmama ilkesi ile hareket etmektedir. Kurum hakkında bilgi almak isteyen bireylere karşı şeffaf davranmaktadır. Toplumsal farklılıklara ve çeşitliliğe karşı hoş görülüdür. Kamuoyu oluşturabilmektedir ancak köklü bir geçmişe sahip bir örgütlenme için aktif gönüllü sayısı azdır.

Abstract:: International and regional organizations can act as persuasive actors with re- gard to minority rights in a given country by raising awareness, putting the issue on agenda, and endorsing a new platform in a country which may lead to a policy change. Despite the general observation that Turkey’s Europeanizati- on process has had limited impact on the minority issues in Turkey, there are numerous examples that the European Union (EU) has played a constructive role in improving of rights and fundamental freedoms for the Kurdish populace living in Turkey. The Law on Compensation for Damage Arising from Terror passed in 2004 is a case worth addressing in order to ascertain both the symbo- lic and discursive policy change. The aim of this article is to explain how the EU used democratic tools to promote change in Turkey’s political structure for the displaced Kurds. The Europeanization of Turkey, based on specific con- ditionality, is taken as primarily responsible for granted for the shift and the policy change. In this policy-oriented case study, hypotheses from Rationalist and Constructivist Approaches in Europeanization literature are investigated to explain the causes and constitutive relations of the policy shift from repudiate to compensation.

Abstract:: This article reviews existing comparative literature on Iran and Turkey in terms of their approaches, themes and findings. It extracts and critically analyses two dominant trends in this literature; Comparative Analyses of Cultures and Comparative Analyses of Modernizations. This paper argues that, these two common lines of approaching have serious limitations since they carry the traces of orientalist and ethnocentric assumptions. New literature on this topic however, offers new avenues of research, enabling the debate to avoid the above mentioned pitfalls. As a conclusion, this critical review points to certain dynamics to consider (over-politicization of the Iran-Turkey comparisons and the impact of international developments) in order to facilitate stronger comparative frameworks.

Abstract:: The issue of rapprochement with Kurdish parties in the Northern Iraq turned a discursive battlefield between Turkish Armed Forces (TAF) and the ruling Justice Development Party (AKP) after the 2005 General Elections in Iraq from which Kurdish groups emerged as a strong political actor in Iraqi politics. When the AKP government declared its policy of rapprochement with the Kurdish regional government at the beginning of 2007, the then Chief of General Staff Yaşar Büyükanıt publicly criticized and rejected this new policy. Büyükanıt declined to talk with Kurdish leaders on the grounds that they were supporting for the PKK. This exchange of statements was the part of a political snowball rolling to which other areas of the struggle were included. The rift between the AKP government and the TAF over how to deal with Iraqi Kurds started just as Turkey gears up for key presidential elections. This paper will attempt to analyze the battle over the Northern Iraq between the TAF and the AKP in order to answer the following questions: How the TAF and the AKP came face to face on the issue of the Northern Iraq? Under what conditions the Northern Iraq turned a discursive battlefield between the TAF and the AKP? What was the function of the Northern Iraq in the domestic power struggle between the TAF and the AKP?

Abstract:: The “Promulgation of Freedom” on 23 July 1908 paved the way to the Second Constitutional Period. A clear ideological change occurred in this 10 years period that lasted in 1918. This shift in ideology was a transition from “Islamic-Turkish Synthesis” of Abdülhamid II’s reign to the “Turkish-Islamic Synthesis.” The Committee of Union and Progress could have put into practice “Turkish nationalism” or “militant secularism” as the Republican People’s Party did after 1924 when they took the power after the coup of 23 January 1913. However the Balkan Wars and the World War I enforced them to postpone their will. On the contrary they made use of Islam as a unifying and mobilizing source of power and tried to build Turkish identity between the lines in the education system. That is why, as a result of these circumstances, “Militarist nationalism” and “Militarist Turkish-Islamic Synthesis” came into agenda in the Second Constitutional Period.

67. What Happened on the Mavi Marmara? An Analysis of the Turkel Commission Report

Abstract:: On 31 May 2010, Israeli commandos killed nine Turkish citizens aboard the Mavi Marmara, the flagship vessel of a humanitarian flotilla headed for besieged Gaza. The Israeli attack evoked international outrage, which caused Israel to appoint an official commission of inquiry chaired by former Israeli Supreme Court Judge Jacob Turkel. In January 2011, the Turkel Commission released a 300 page report that allegedly established what happened in the course of the Israeli assault. In fact, and unsurprisingly, the report was a grotesque whitewash of Israeli actions. Nonetheless this mendacious report effectively shielded Israel from further international scrutiny. A panel of inquiry created by UN Secretary-General Ban Ki-moon to resolve differences between Turkey and Israel over the Mavi Marmara killings “fully associated itself” - in the bitter words of the Turkish representative on the panel - with the the Turkel report’s findings. To date, no independent researcher has exposed in detail the dishonesty and fraud of the Turkel report. The purpose of my article is to fill this gap.

Abstract:: The construction of identity is one of the determinant factors in constructing a valid individual and social world, for identities are constructed both individually and socially. Identities through the demarcation of political boundaries the internalization of the essential dissimilarity of the other is created and the theoretical underpinning of actual practices is formulated. In addition, it always requires a politicized society. The construction processes of identity in Turkish society have always functioned as a dynamic of political change. Abstract:: The role of the military in the politics in the developing or socalled “Third World” countries has always been fundamental in order to comprehend the historical process of democratization movements in these countries. To be able to fully grasp the politics, particularly democratic transitions, in the Middle East, it is indispensable to look at the role of the military within the transition process. However, because the democratic transition processes involves different practices, in my research paper, I will focus on the role of military within the constitution-making processes in order to narrow down my research. I have chosen the constitution-making process because, as argued by Özbudun, constitution-making, especially during democratic transitions, is an excellent opportunity to build political institutions that will enjoy broad support from society and its political elites. Both the constitution-making process and its outcome are crucial aspects of the transition to and consolidation of democracy. In this regard, in this study, I have chosen to study Egypt and Turkey comparatively in terms of their military involvement in the constitution making process. It should be noted that in both Turkey and Egypt, previous constitutions were made directly by the military or under military influence through various means, which I will evaluate in my research paper in detailed way. I have chosen these two countries due to two reasons. My initial inspiration is derived from that currently, these two significant countries of the region are in the constitution-making process. When we look at current situation of Turkey, it can be argued that Turkey is in constitution-making process, which is supposed to be totally civilian without the influence of the military. On the other hand, in terms of Egypt, it is argued that following to the Arab Spring, Egypt’s new constitution will be the roadmap to a second republic that most Egyptians hope will be free from the tyranny, corruption, and nepotism, which were the trademarks of Egypt’s political life. The second reason is that despite the fact that Egypt and Turkey differ from each other in terms of longevity of their democratic experiences, the militaries of two countries demonstrate some core similarities, which is noteworthy in terms of comparing the two. Considering all of these, the aim of this study is to see how the military can be a part of the political system, especially in the making of constitution, and to understand the current situation and changing position of the militaries in these countries.

Abstract:: This study deals with the relationship between the current account deficit and the budget deficit in Turkey. Artificial Neural Networks are employed to investigate this relationship. According to the results of the application the twin deficits hypothesis which indicates a positive correlation between the two deficits isn’t valid in Turkey. As this paper tries to analyze the factors accounting for the absence of this kind of correlation, it develops a flexible understanding which doesn’t refuse a hypothesis or a theory (the twin deficits hypothesis) completely, on the contrary, emphasizes the importance of investigating the conditions in which a hypothesis, theory or a model is valid.

However the relationship between social democracy and the Republican People's Party is contradicted with the foundational principles of this Party. Social democracy is a political ideology which is based on people's demands. But the populism of the Republican People's Party aims to determine people's demands. The state holds the political which should be holded by people. The Republican People's Party's social-democratic practice that begins in 1960s has not been coherent with the line of the Socialist International. The Republican People's Party could not follow the transformation of social-democratic ideology on the one hand and it has also been failed in following the political environment of global capitalism. If the Republican People's Party insists on the foundational principles, it seems very difficult for the Republican People's Party to become a real social democratic party.

Abstract:: The aim of this study is to determine the effect of the managers', who are assigned in various levels in GOP University Hospital, leadership behaviour on the staff's job satisfaction. The survey has been carried out on the persons working in GOP University Hospital. Data has been obtained through standardized interview forms. The method of factor analysis has been used to determine the managers' leadership manners. ONE WAY ANOVA has been used for the difference between the groups. To detect the effect of leadership manners on job satisfaction, Correlation Analysis has been put to use. Leadership manners, as type concept, have been considered to be supportive, instrumental, prone to success and participatory. It has been determined that such supportive, instrumental and participatory leadership manners have a positive effect on the staff's job satisfaction.

XIX. asırda yükselen sanayi kapitalizminin derinleştirdiği sosyal eşitsizlik, devletin meşruiyet kazanmak için tekrar refah misyonunu üstlenmesini gerektirdi. XX. asırda revaç bulan refah devleti, geleneksel “adil devlet,” temelde ikinci kuşak insan haklarının sağlanmasını hedef edinen sosyal devlet ise “kerim devlet”in çağımızdaki karşılıkları sayılabilirlerdi. Çalışmada bunun nedenleri incelenmektedir. Bilim geleneğinin olmaması yanında herhalde bunun en önemli nedeni siyasal kaygıların daima ön planda olmasıdır; ülkenin “beka” problemine yoğunlaşan İttihat ve Terakki temsilcileri için bilimin “açıklayıcılığı” değil, “kurtarıcılığı” önemlidir. Pozitivizmin daha genel olarak bilim-siyaset ilişkisinin Batıdakinin tersi yönde şekillenmesi, yani bilimin siyasetin emrine koşul(landırıl)ması, bilimin popüler şeklinin cazip hale gelmesine yol açmıştır. Daha sonraki dönemlerde aynı mantalitenin geçerli olduğunu söylemek mümkündür.

Abstract:: Tarihsel bir süreç içinde sivil ve askeri yöneticilerin alanlarının birbirinden ayrılmasından sonra sivil-asker ilişkilerinde sivil kontrolün oluşturulması konusunda zorluklarla karşılaşılmıştır. Liberal demokrasiler bu soruna çözümler üretmişlerdir, fakat bu çözümler doğaları gereği başka sorunlara yol açmıştır. Liberal demokrasinin ordu-sivil ilişkileri alanındaki geçmişi, bir yanda orduların etkin işlemesi için gereken özgünlüğü ve ulusal güvenlik, diğer yanda ordunun halkın seçilmiş temsilcilerine itaati ve demokrasi arasında bir denge kurma mücadelesidir. Çalışmanın vardığı sonuç, sivil kontrolün oluşturulması ve sürdürülmesinin asla orduyu kısıtlamaya yönelik, tek taraflı bir hareket olmadığıdır. Sivil kontrol, orduyu genel ulusal kurumlar sistemiyle bütünleştirmek, sorumluluk alanını mümkün olduğunca açık bir şekilde tarif etmek amacına yönelik bir karşılıklı taviz vermedir. Bir demokraside sağlıklı sivil kontrol tesis etmek için kesin anayasal güvencelerin yanında yerleşmiş, kurumsallaşmış demokratik gelenekler de gereklidir.

Abstract:: 1950'li yıllar boyunca azgelişmiş ülkeler iyi sayılabilecek durumdadır. Birleşmiş Milletler verileri, gayrisafi yurtiçi hasılanın (GDP), yıllık ortalama olarak, Latin Amerika'da yüzde 4.6 düzeyinde, (Japonya ve Çin Anakarası hariç) Uzak Doğu'da yüzde 4.2 düzeyinde, Güney Asya'da yüzde 5.2 düzeyinde ve Afrika'da yüzde 4.1 düzeyinde arttığını ortaya koymaktadır.3 '50'li yılların başında iktisatçılar, daha çok, söz konusu ülkelerin, yüzde 2'ler düzeyinde seyreden nüfus arıtışının üzerinde bir büyüme performansını mümkün kılacak gayreti gösterip gösteremeyecekleri ile ilgilenmiştir. Yüzde 4'ün üzerine çıkan büyüme performansı, sermaye, girişimcilik, nitelik ve dış ticaret olgularının sanıldığı gibi aşılması zor engeller olmadığını göstermiştir. Bu çalışmada, büyüme sorunu incelenirken kullanılan birtakım kavramlardan istifade edilerek, yukarıdaki unsurların her biri gözden geçirilecektir.

Abstract:: This study elaborates change in Turkish foreign policy since the end of the Cold War. This change was explained with interdependence and diversification concepts. Four main factors play a significant role in change of Turkish foreign policy orientation. After a brief introduction, these four factors (historical heritage and cultural factors, geographical location, politi-cal preferences, economic needs) were analyzed. In the second section of the study, interdependence and diversification in Turkish foreign policy are ana-lyzed based on these factors. Due to economic needs and political prefe-rences, Turkey entered into an integration process with the West. As a result of historical and cultural factors, it has been pursuing an active policy to-wards the Muslim world. Similarly, it initiated cooperation in many issue areas with the Turkic world due to strong ethnic and cultural connections. Finally, it developed close relations with regional countries due to historical heritage and geographical connections.

Abstract:: Kuveyt'in Osmanlı İmparatorluğu dönemindeki idari statüsü ve sınırları Irak-Kuveyt ilişkilerinde sürekli sorun olarak gündeme gelmiştir. Irak'ın kurulduğu günden itibaren üzerinde hak iddia ettiği ve 1990 Ağustosunda da işgal ettiği Kuveyt'in bir Irak toprağı olduğu sorunsalı Soğuk Savaş sonrası dönemde ilk önce Kuveyt ve ardından da Irak işgaline giden sürecin nedenini oluşturmaktadır. 1990 öncesi dönemde Türkiye, Irak ve Kuveyt arasındaki tarihsel hak iddialarına doğrudan müdahil olmak istememiştir. Ancak Irak'ın Kuveyt'i işgal girişimi Kuveyt politikasında bir kırılma yaratmış ve Türkiye, Kuveyt'in bağımsızlığının korunmasında doğrudan taraf olmuştur. Cumhurbaşkanı Özal'ın işgal karşıtı politikaları, Türkiye-Kuveyt ilişkilerinin olumsuz tarihsel önyargıların etkisinden kurtulmasına yol açmıştır. Ancak, Irak işgali sonrası ortaya çıkan yeni koşullar Türkiye ile Kuveyt arasında çatışan çıkarlar ve yeni işbirliği olanakları ortaya çıkarmıştır. İşgale destek veren Kuveyt'in temel dış politika önceliği Irak'ın tehdit unsuru olmaktan çıkartılmasıdır. Dolayısıyla Kuveyt, Irak'ın etnik ve mezhep temelinde federe devletlere bölünmesinden, Iraklı Kürtlerin siyasal ve askeri olarak Bağdat'ı kontrol etmesine kadar birçok alternatifi gündemde tutmaktadır. Türkiye ise Irak'ın bağımsızlığının, siyasi birliğinin ve toprak bütünlüğünün korunması taraftarıdır. Kuveyt'in kısa ve uzun dönemli Irak politikalarının Türkiye-Kuveyt ilişkilerine etkisini analiz etmeyi amaçlayan bu çalışma aynı zamanda tarihsel geri planı göz ardı etmeden Türkiye-Kuveyt ilişkilerinin geleceğine dönük bir projeksiyon sunmayı da hedeflemektedir.

Abstract:: Küreselleşme yazınında ulus devletin sosyoekonomik kalkınma ve sınaî-teknolojik dönüşüm süreçlerinde oynayabileceği rol üzerinde yapılan temel tartışmalardan yola çıkılan bu çalışmada DTÖ rejimi bağlamında küresel yönetişim mimarisinin kamusal stratejik aktivizm girişimlerine etkisi incelenmiştir. “Bilgi ekonomisi” ya da yeni ekonominin başlıca sektörleri bağlamında OECD hükümetlerinin sanayi-teknoloji yönetişimi, risk sermayesi sağlanması, kamu alımları ve proje takipçiliği ile stratejik ihracat politikaları aracılığıyla ulusal girişimcilerini destekleyebilmek adına attıkları adımlara dikkat çekilmiştir. İncelenen tekno-ticaret politikalarının küreselleşme yazınında neoliberal eğilimli yazarlarca vurgulanan “marjinalleşme” süreçlerinden ziyade ulusal otoritelerin belli politika önceliklerine yoğunlaşarak daha dar kapsamlı, seçici, rafine ve sonuç alıcı müdahale formlarını tercih ettikleri vurgulanmıştır. Ardından gelişmekte olan ülkelerin bilgi ekonomisine geçiş noktasında tecrübe ettikleri sıkıntılara dikkat çekilmiş ve bu ülkelerin çok daha proaktif girişimlere ihtiyaçları olduğuna işaret edilmiştir. Bu bağlamda Türkiye gibi belli bir sanayi-teknoloji altyapısına sahip gelişmekte olan ülkeler için “stratejik-aktif devlet” kavramsallaştırması geliştirilerek ekonomik diplomasi, geleneksel uluslararası ilişkiler, yerel eksenli sosyoekonomik kalkınma politikaları ve tekno-ticaret politikaları merkezinde stratejik aktivizme odaklanacak böyle bir siyasi tipolojinin taşıması gereken özellikler ortaya konulmuştur.

Abstract:: 2 Temmuz 1997 tarihinde Tayland Bahtı'nın devalüe edilmesinin ardından para ve menkul değerler piyasalarında, 1994 yılında Meksika Pesosu'nun devalüe edilmesinin ardından yaşanan “tekila” etkisini fazlasıyla aşan ölçülerde bir dalgalanma meydana gelmiştir. Kriz, ilk olarak, Doğu Asya'nın diğer ülkelerine bir dizi devalüasyon ve borsa çöküşü biçiminde yansımıştır. Sorunun derinlik kazanması ile birlikte, Hong Kong ve Güney Kore dahil, bölgedeki diğer ülkelerin para birimleri spekülatif baskılara maruz kalmıştır. Öte yandan kriz bölge dışına da taşmıştır. Arjantin, Brezilya ve Rusya gibi ülkelerin hisse senedi piyasalarında sert düşüşler yaşanmış ve ulusal para birimlerine dönük spekülatif saldırılar olmuştur. Döviz piyasalarında durum düzeldikçe, Tayland ve Güney Kore'de olduğu gibi, ülkelerin önemli bir bölümünde bankacılık sorunları, belki bunun da ötesinde büyük ölçekli bankacılık krizleri ortaya çıkmıştır.

Abstract:: Musa Akyiğitzade korumacı düşünceler taşıyan Kazanlı bir Türk'tür. En fazla bilinen kitabı İlm-i Servet veyahut İlm-i İktisat'ın ilk bölümünde, Antik Yunan ve Roma düşüncesinden kaynaklanmış olan Batı ekonomi düşüncesinin tarihsel evriminden İslam geleneğiyle karşılaştırılmıştır. Kitapta, ekonomik düşünce ve politikalarda 18. yüzyılda ortaya çıkan kırılmanın önemi belirtilmektedir. Akyiğitzade, List ve Paul Cauwes'den esinlenerek, devletin devamı ve huzuru için korumacı prensiplere başvurmanın önemini vurgulamaktadır. Akyiğitzade aynı zamanda ilk Türk milliyetçisi gruplardan biri olan Türk Derneği adlı grubun içinde yer almıştır. Milliyetçilik düşüncesinin bir takipçisi olarak modern düşünce adamıdır. Osmanlı'nın son döneminde modern ekonomi kavramlarının dikkate değer bir karakteridir. O bir milliyetçi ve aydınlanmanın sadık bir bağlısıdır.

Abstract:: Bu çalışmada yabancı sermaye kavramı genel anlamıyla her türlü yabancı getiriyi kapsayacak şekilde ele alınmıştır. Tanım ve ayrıntılardan ziyade Türkiye'de yabancı sermayenin hangi aşamalardan geçtiği belirlenmeye çalışılmıştır. Eskiden olduğu gibi bugünde önemli bir yere sahip olan yabancı sermaye tarihsel bakış açısı ile değerlendirilmiştir. Amaç yabancı sermayenin bugün karşımıza çıkan bir olgu olmaktan öte her dönemde önem arz ettiğini ortaya koymaktır. Bu açıdan 1840'lı yıllardan günümüze uzanan bir süreç kapsanmıştır. Eldeki istatistikî rakamlar değişik kaynaklardan derlenerek bir sistematik oluşturulmaya çalışılmıştır. Ayrıca bu rakamlar dönemlere ait iktisat politikaları çerçevesinde yorumlanmıştır. Bu çalışma Türkiye'de yabancı sermayenin uzun bir geçmişe sahip olduğunu göstermektedir. Tüm dünyada olduğu gibi Türkiye'de de ilk zamanlar dışarıdan alınan borçlarla ülkeye gelen yabancı sermaye daha sonraki dönemlerde kabuk değiştirmiştir. Küreselleşmeyle de paralel olarak bugün gelinen süreçte dünyada sermaye hareketleri ülkeler üzerinde büyük etkiler yaratmaktadır. Bu açıdan çalışmada Türkiye'ye gelen yabancı sermayenin etkileri de ortaya konulmaya çalışılmıştır.

Abstract:: Türk siyasal hayatı krizlerle doludur. Belirli aralıklarla siyasal sistem krize girmekte ve krizden çıkış için çeşitli yöntemler uygulanmaktadır. Sürekli tekrarladığı dikkate alındığında, krizlerin iyi analiz edilmediği ortaya çıkmaktadır. İktidarlar, genellikle krizden kaçınma ve krizi aşma politikası uygulamaktadırlar. Bu politika, sistemin belirli bir süre yürümesine yardımcı olsa da, krizlerin tekrarlamasına engel olamamaktadır. Asıl yapılması gereken ise, krizin kalıcı olarak çözülmesidir. Krizin çözülmesi de krize yol açan aktörlerin iyi analiz edilmesiyle mümkündür. Çalışmada kriz yönetimine değinildikten sonra, Türk siyasal krizinde rol oynayan aktörler ve faktörler incelenmiştir. Bu çerçevede sorunların kaynağını insandan çok sistemde aramanın yararlı olacağı tezi işlenmiştir.

Abstract:: İkinci Dünya savaşından sonra dünya toplumlarının bulundukları eşitsiz düzlemden kurtulmaları adına bir dizi kalkınma kuramları üretildi. Bu kuramların en önemlisi modernleşme kuramıdır. Bu yaklaşıma göre toplumlar Batılı bir gelişme çizgisini takip etmedeki becerilerine göre gelişmiş, gelişmekte olan ve az gelişmiş olarak tasnif edilerek bu gelişme altına düşen toplumların top yekûn bir kalkınma hamlesi içine girmeleri gereğinden söz açılmaktaydı. Ancak bir süre sonra toplumların aynı gelişme çizgilerini izlemek zorunda olup olmadıklarından tutun da bu gelişmenin salt ekonomik etmenlerle olup olmayacağına ilişkin önemli itirazlar yükseldi. Bu süreçlerin sonunda yeni bir toplumsal kalkınma modeli olarak sosyal sermaye kavramının yükselişe geçtiğini görüyoruz. Sosyal sermeye toplumun güven çapının yüksekliği kriterine dayanan ve buna göre toplumların maddi ve manevi yönden kalkınmalarını sağlayan en temel unsurlardan birisi olarak kabul edilmektedir. Sosyal sermaye her şeyi olduğu halde hala istenilen düzeyde bir ilerlemeye ulaşmayan ulusların sahip olmadıkları şeye işaret ederken, gelişme ve kalkınma için öyle elle tutulur fazlaca elverişli bir yapıya sahip olmadıkları halde dünyanın en müreffeh ülkeleri arasına girmeyi başarmış kimi ulusların da kalkınma durumlarının ardında yatan motive edici unsurları anlamamıza izin vermektedir. Bu yazıda kalkınma modelleri içinde çoğu kez hesaba katılmayan ancak çok yakın zamanlarda toplusal gelişmişliğin bir unsuru olarak kabul edilmeye başlamış olan sosyal sermaye kavramı ve bu kavramın Türkiye açısından taşıdığı önem ele alınacaktır. Bu yazı çerçevesinde biz özellikle Türk toplumunun modernleşme süreci içine din ekseninde yaşanan tartışmaların sosyal sermaye kaynaklarını nasıl heba ettiğini tartışma konusu yapılmaya çalışacağız.

Abstract:: Bu çalışma, Türk mobilya sektörünün uluslararası pazarlardaki reka-bet gücünün kaynağına ilişkin sektörde yer alan işletme yöneticilerinin gö-rüşlerini ortaya çıkarmayı amaçlamaktadır. Bu amaçla, sektörel rekabet gücü iki aşamalı olarak araştırmaya konu edilmiştir: Önce ikincil verilerden hareket ile Türk mobilya sektörünün uluslararası pazarlarda göreceli rekabetçi konumu belirlenmiş, daha sonra da, anket aracılığı ile üretilen birincil veriler ışığında bu rekabet avantajı ve sektörün geleceğine ilişkin beklentileri konusunda sektörde yer alan işletme yöneticilerinin düşünceleri değerlendirilmiştir. Elde edilen veriler ışığında, mobilya sektörünün son yıllarda uluslararası pazarlarda rekabet avantajı elde ettiği ve bu rekabet avantajının kaynağının da sektörde yaşanan maliyet stratejilerinden farklılaşmaya kayan stratejik değişiklik olduğu sonucuna varılmıştır. Bu sonuç daha önce yapılan çalışmaların maliyetlere dayalı avantajı açıklamaları ile paralellik arz etmemektedir. Çalışma, bu farklı sonuç ile sektörün rekabet avantajı kaynağı konusunda yeni bir açıklama sunmaktadır.

Abstract:: Makale sendikal çözümleme üzerine daha çok altyapı ilişkilerine atıfta bulunan tarihsel-ekonomik perspektifi, toplumsal yapı ve siyasal kültüre değinen alternatif bir okumayla zenginleştirmeyi hedeflemektedir. Temel iddia Türkiye'de siyasi kültürün örgütlü toplumun gelişmesini yapısal özelikleri nedeniyle geciktirdiği yönünde olduğudur. Dayanışmacı, paternalist, popülist, elitist, cemaatçi, solidarist ve patrimonyal kültürel öğeler çatışma karşıtı bir eylem-söylem zemini yaratmaktadır. Bu zemin, seçkinci pratiğin kendini sivil toplum içinde yeniden üretmesine olanak sağlayan meşrulaştırıcı bir dizi politik enstrümanı mümkün kılar. Sendikalar da sağcı popülizmin ve cemaatçiliğin koşullanması altında patronajcı mantığı içselleştirmişlerdir. Kamusal imkânların patronajcı kullanımı hükümet ile sivil toplumu bir çıkar ağı sistemi ile birbirine bağlayan yozlaşmış siyaset örgütlenme biçimine yol açmıştır. Sendikaların araçsal siyasete tabi olması ya da sendikanın patronajcı bilince teslim olması olgusu örgüt özelinde temsil sorununu ve birçok noktada bu sorunu kesen bir sendikal demokrasi-sendikal bürokrasi karşıtlığını beraberinde getirmektedir.

Abstract:: Bu çalışmanın amacı, Amerikalı sosyolog Edward Shils tarafından ortaya konmuş olan ve Şerif Mardin tarafından Türk siyaseti'ne uyarlanan merkez-çevre ikiliğini açıklamak ve bu ikiliği 27 Mayıs 1960 Darbesi'nde kullanmaktır. Öncelikli olarak Edward Shils'in merkez ve çevre kavramları ile ne anlatmak istediğine değinilmiş, daha sonra, bu kavramlar ile Türk siyaseti'ne tarihsel bir bakış açısı sunan Şerif Mardin'in merkez ve çevre kavramları anlatılmıştır. Son olarak ise 27 Mayıs 1960 Darbesi'ne giden süreç, darbe ve bu darbenin bir ürünü olan 1961 Anayasası merkez-çevre ikiliği açısından değerlendirilmiştir.

Abstract:: Bu çalışmada Türkiye'de finansal serbestleşme uygulamaları ve ekonomik büyümeye olan etkileri incelenmektedir. Yaygın görüşe göre finansal sistemin serbestleşmesi; yabancı portföy akımlarına sınırlamaların kalkması ve yabancı fon girişleri, ekonomik büyümenin motoru olarak kabul edilmektedir. Genel anlamda finansal serbestleşmenin faydaları ve olumsuz etkileri gelişmekte olan ülkeler açısından; özelde ise, Türkiye açısından ele alınmaktadır.

Abstract:: Son yıllarda kamu yönetiminde parçalı fakat kendi içersinde tutarlı birtakım değişimler meydana gelmektedir. Dikkat çeken en önemli değişimlerden birisi kamu kesimi ile piyasa arasındaki ilişkidir. Geleneksel yaklaşımdan farklı olarak yeni yaklaşım, piyasa değerlerinden beslenmektedir. Bununla ilişkili diğer bir gelişme de, yönetimde süreçlerden çok sonuçlara odaklanılmasıdır. Kamu kesimi yönetiminin piyasa tutkusu ve sonuçlara odaklanması, yönetim anlayışı gibi denetim anlayışını da etkilemektedir. Artık denetimin de piyasa değerleriyle performans kriterleriyle yapılması zorunlu hale gelmektedir.

Abstract:: Çalışma, “bölgesel, sosyal ve dini kültürel temelleri bakımından yeni bir Türk elitinin ortaya çıktığı” [15] tespitinden hareketle Türkiye'yi analiz etmeye girişmektedir. Editör M. Hakan Yavuz'a göre, bu yeni elit 1980'li yıllardan itibaren yaşanan gelişmelerin ortaya çıkardığı bir olgu olduğu için, AK Parti “Türkiye'de yaşanan sessiz devrimin bir nedeni değil aksine soncudur.” [1] Bu yeni [İslamcı] elitle birlikte, hem-Oryantalistlerin iddia ettiği gibiİslam, demokrasi ve kapitalizm arasında bir gerilim olmadığı görülmüş, hem de öteden beri Türk toplumuna hâkim olan devletin yarı kutsal anlamı değişime uğramış ve insanların devlete değil devletin insanlara hizmet etmesi gerektiği anlayışı yaygınlaşmıştır [4]. Nihayetinde bu bakış açılarının AK Parti'de bir yansıma bulmuş olması da bir tesadüf olarak görülemez. Kısacası, Türkiye AK Parti ile somutlaştığı üzere “muhafazakâr” ve “normatif” bir devrim [7] geçirmiş ve tam da bu nedenle bugünkü Türkiye için “yeni” sıfatı [15] bir gereklilik olmuştur.
