1. Druk (2020) Movie as an Example of Authentic Way of Being: A Heideggerian Approach

Abstract:
Heidegger's philosophical project is generally seen as atheoretical and anti-logical because he remarked on the subjective conditions of knowledge and the everydayness of human behaviors. To him, Dasein's everyday reasoning is coercively and inevitably framed by the present-at-hand modes of understanding. Heidegger alerts us about the possible origins of present-at-hand modes of everyday experience. One of them is Das Man that, is associated with a categorical otherness for Heidegger. It can be regarded as an origin of the primordial scheme of experiences for Dasein that takes those experiences for granted as an axiological ground for their lives in the World. Heidegger sees that process as an inauthentic condition for Dasein's fundamental character. Everyday reasoning generates a variety of present-at-hand instruments to understand and interpret the World and Dasein itself; thus, Dasein moves between Das Man and authentic modes. With a Heideggerian approach, this article observes how the characters in the film Druk take themselves out of Das Man and go into the authentic mode and how they do this through alcohol. The primary data source is Druk and the four teacher characters in the film. In the movie, alcohol is not a ready-to-hand object but a tool motivating its users and pushing them to perform. It is an example equivalent to the Heideggerian analogy of the hammer. The movie is a well-fitting example of the Heideggerian position with the story of four teachers who experiment with having a certain amount of alcohol in their blood to achieve a better version of themselves.

Abstract:
Since the beginning of the late modern era, modern constitutions have been trying to keep both group rights as minority rights and individual rights. But, in some cases, it is still ambiguous if an action or a phenomenon must refer to individual rights or group rights. Abortion discussions, with regard to political rights, are one example of these ambiguous cases. In this context, whereas Liberal view tends to regard abortion as individual rights of a woman, Communitarian view can be against it by pointing out the right to life and this case may lead to a kind of liberal constitutional crises. This article gains importance as such constitutional crises still emerge even nowadays. John Rawls’s theory of overlapping consensus in Political Liberalism tries to solve these political conflicts that emerged in liberal constitutions by prioritizing public reason. This article conceptionally aims to examine Rawls’s theory in terms of prioritization and value relativity in abortion discussions. The method of article is hermeneutics. In order to extend the universe of the discussion, some important thinkers such as Immanuel Kant, Isaiah Berlin and John Gray, who have related studies on the topic, were included. In conclusion, it is asserted that Rawl’s theory is weak both practically and theoretically as to the principle of utilitarianism violates the rights of communitarians.

Abstract:
Günümüzde mali suçların önlenmesi ve tespit edilmesi, ülkelerin en önemli konularının başında yer almaktadır. Bu konu aynı zamanda mali istihbarat birimlerinin de temel mücadele mekanizmasını oluşturmaktadır. Mali suçların doğası gereği sınıraşan nitelikte olması beraberinde bu suçlarla mücadele açısından bir takım zorluklar ortaya çıkarmaktadır. Bu zorluklardan bir tanesi mali suçların ekonomik olarak ölçülmesinin imkânsız olmasıdır. Bu zorlukların ortadan kaldırılmasında en önemli etkenlerin başında mali istihbarat ve uluslararası işbirliği gelmektedir. Mali istihbarat, mali suçlarla mücadele edilmesinde ve suçun önlenmesinde etkili ve verimli bir şekilde mali istihbarat birimlerine yardımcı olmaktadır. Mali istihbarat, mali suçlarla mücadelede mali istihbarat birimlerinin verilerden yola çıkarak oluşturduğu analiz ve tipolojilerden meydana gelmektedir. Mali suçlarla mücadelede mali istihbaratın doğruluğu ve ortaya çıkacak olan finansal zekâ, suçun önlenmesi ve işlenmesi durumunda çözüme kavuşturulması için gereken en önemli olgu olarak kabul edilmektedir. Mali suçlarla mücadele eden pek çok uluslararası kurum bulunmaktadır. Başta FATF ve EGMONT Grup genel çerçevede mali suç faaliyetlerine ve mali istihbarat birimlerine yönelik çalışmalar sürdürmektedir. Bunun yanı sıra yerel olarak faaliyet gösteren ülke mali istihbarat birimleri tarafından da mali suçlarla mücadele edilmektedir. Bu çalışmanın amacı, mali suç türlerinin nelerden oluştuğunu belirtmek, mali istihbarat birimi kavramının üzerinde durmak ve mali istihbaratın mali suçlarla mücadeledeki rolünü incelemektir. Mali suçlarla mücadele edilirken mali istihbaratın rolünün değerlendirilmesi üzerine oluşturulan bu çalışma ile mali suçların durumu değerlendirilecektir.

Abstract:
Purpose – The present study aims to explore the motives behind social media (SM) use. Methodology/Approach/Design- The prominent studies on social media use have been examined theoretically, classified in detail regarding SM types, and inferences have been made. In this context, the study is a literature review. Findings- The most emphasized SM sites in the lit-erature are Twitter, Instagram, Facebook, TikTok, Snapchat, LinkedIn and YouTube. SM networking sites have usage differences depending on users’ age and purpose. Motives behind the SM use are mostly explained by the uses and gratification ap-proach. The most emphasized motives in SM use are social interaction, entertainment and infor-mation seeking. Finally, the effects of social mo-tives are higher than individual motives in social media use. Originality/Value- With this study, it is expected to contribute to the field by drawing a profile on SM use and increasing the knowledge about the motives that push individuals to use SM.

5. The Philanthropic Activities During Conflict: The Case Study of the Expatriate Syrian Business Community

Abstract:
This paper analyzes the ways in which the expatriate Syrian business community engages in philanthropic activities to provide help to its fellow countrymen in host countries. Why and how did this group of people, after experiencing the brutal war and losing their assets and families, decide to provide a giving hand to others after relocations? And why did some others not? The mainstream media and reports usually describe the refugees as aid receivers who are disadvantaged or resourceless. However, from the case of the expatriate Syrian businesspeople who fled from Syria to its neighboring countries due to the conflict back home, there are various groups of Syrian philanthropic organizations funded by those businesspeople to give help and aid to other Syrians in the host countries. Their philanthropic aid is not limited to material goods, but also includes religious courses, education, and employee training. The paper argues that although refugees are usually considered to live in a poor or weaker position, the economically strong members (mostly businesspeople) among them can bring positive effects to the difficult humanitarian situations.

Abstract:
In the post-modern era, the mobilization of previously large masses has been replaced by micro-groups dominated by new and distinct identities. As a result, the analysis and predictability of electorate behavior have decreased. The political decision-making processes of individuals have therefore been subjected to detailed analyzes. Emotions have become a significant subject of political psychology in terms of their effects on the political decision-making process of individuals. Emotions have also become an important topic in political psychology. Researches revealed that emotions have important effects on thoughts and decision-making processes. In this context, the article primarily aims to draw a rational framework on this subject by including modern “emotion” definitions and the impacts of people’s emotions on political decisions. Afterward, the article investigated the effect of negative emotions on political decision-making. In this context, anxiety, fear and anger are emphasized by using a descriptive approach. The article argues that negative emotions that are anxiety, fear, and anger, in particular, have positive contributions to the political decision-making process of individuals.

Abstract:
Organizational culture tries to understand human behavior by analyzing thoughts, attitudes, and behaviors. The main purpose of research on organizational culture is to understand organizational functioning and organizational behavior better. The main purpose of this study is to examine the experiences of faculty members working at a state university regarding the changes in organizational culture during the pandemic process. It is qualitative research in terms of research method, and the case study design, one of the qualitative research designs, was used in the research. The research was carried out with a study group of 16 academics and administrative staff working in different units of universities. Observation and semi-structured interview techniques were used as data collection tools in the research. The collected data were analyzed with the transfer of observations and qualitative content analysis. According to the analysis findings, the participants' opinions on the change in organizational ethnography during the pandemic process indicate a significant change in this process's organizational attitudes and behaviors. Analysis findings reveal that a traumatic change such as a pandemic causes various uncertainties and resistances in the organizational field. It is understood that organizational support is essential for constructing a flexible organizational culture suitable for the conditions of this process to eliminate job dissatisfaction and loss of motivation caused by the pandemic.

Abstract:
Following the II. World War, there was a huge devastation and without state intervention it was not probable to reconstruct infrastructure and reinvigorate industry. Under these conditions in order to rejuvenate the economy and heal the havoc of the war, state intervention was pleased by large parts of society. Keynesian-Weberian structures accordingly were associated with development until mid 1970’s but in that time Weberian large bureaucracy was connected with poor performance, inefficiency and financial deficit. The proposals to rehabilitate the illnesses of Keynesian Weberian state were based upon neo-liberal principles and called New Public Management which became vogue in Europe and suggested to limit the boundary of state activities. One of its concrete outcome is huge transfers of state owned assets and public services to the private sector. Following the privatization and pervasion of the market, the boundary between public and private blurred which created a growing suspicion upon the violation of public interest on the part of citizens. This article aims at contributing to understand the nature and principles of both sides upon major areas.

Abstract:
Social innovation is built within a collaboration of different origin stakeholders like public sector, social sector, people, and private sector. In spite of the substantive studies in the literature for the point of view of the first three players, there seems to be a gap to represent the standing point of the companies within social innovation arena, their contributions and their expectations. For profit companies deserve an important role in social innovation scheme with their capacity to offer sustainability and scalability to any project. On the other side, companies can enjoy benefits from a social innovation project as well. The study investigates one of these benefits, corporate reputation enhancement. The study also compares the impact of social innovativeness on corporate reputation to the impact of product innovativeness on corporate reputation, and analyzes the correlation between social innovativeness and product innovativeness within a company. Taking the consumers as the stakeholder in question, the results show that the social innovativeness of a company will positively influence the corporate reputation, and this effect may even surpass the impact of the product innovativeness. Additionally, consumers correlate social innovativeness with product innovativeness, and it is foreseen that the companies having the ability to develop socially innovative projects are also innovative in developing new products or services.

Özet Bu çalışmada “kirli eller” kavramı siyaset felsefesinin en çok tartışılan konularından biri olan siyaset-ahlak ilişkisi çerçevesinde ele alınacaktır. Bu amaçla öncelikle deontolojik ve teleolojik ahlak anlayışlarına değinilecek daha sonra kirli eller kavramı örnekler üzerinden analiz edilecektir. Weber’in sorumluluk ahlakı dediği şeyin kirli eller kavramına benzerliği gösterilecek; kirli ellerin siyaset ahlak geriliminde bir orta yol olduğu Walzer’ın görüşleri bağlamında temellendirilecektir. Sonuç olarak Kavramın siyaset ve ahlak arasındaki gerilimi azaltan bir yönünün olduğu; ne deontolojik ne de teleolojik bakış açısı içinde değerlendirilemeyeceği gösterilecektir.

Abstract:
Çevre kirliliğinin azaltılmasına yönelik dünya çapında adımlar atılmaktadır. Ülkeler, çevre dostu üretim ve tüketim faaliyetleri için vergileme yoluna giderken, diğer yandan çevresel harcamalar yapmaktadır. Bu çalışmada, çevre koruma harcamaları ve çevre kirliliği arasındaki ilişki yüksek gelir grubundaki 23 OECD ülkesi için incelenmektedir. 1995-2017 dönemine ait yıllık veriler kullanılarak panel veri analizi gerçekleştirilmiştir. Analizlerde yatay kesit bağımlılığını dikkate alan ikinci nesil testler tercih edilmiştir. Çalışma sonuçlarına göre çevre kirliliği ve çevre koruma harcamaları arasında uzun dönemde eşbütünleşme ilişkisi vardır. Bununla birlikte, çevre koruma harcamalarından çevre kirliliğine bir nedensellik ilişkisi söz konusudur.

Abstract:
Sosyoloji, iktisat, felsefe gibi farklı disiplinlere ilham kaynağı olan 14. yüzyıl düşünürü İbn Haldun’un emek anlayışı alana önemli katkılar sunmaktadır. Marx’la birlikte sistematik hale gelen pek çok emek söyleminin yüzyıllarca önce İbn Haldun tarafından Mukaddimede incelenmesi araştırma probleminin oluşmasında önem taşımaktadır. Araştırmanın ana amacı, İbn Haldun ve Marx’ın emek anlayışlarını karşılaştırmalı olarak incelemektir. Ana problem, “İbn Haldun ve Marx’ın emek anlayışlarında ne tür farklılıklar/benzerlikler bulunmaktadır?” ifadesidir. Emek tartışmalarına farklı bir bakış açısı getiren bu çalışmada, nitel bir yaklaşım benimsenerek Mukaddime adlı eser derinlemesine incelenmiş, emeğe ilişkin verilerden kod listesi oluşturulmuştur. Elde edilen veriler içerik analiziyle değerlendirilerek Marx ve İbn Haldun’un emek anlayışları karşılaştırmalı olarak sunulmuştur. Araştırmanın sonucuna göre, İbn Haldun ve Marx’ın iş bölümünde farklı anlayışlara sahip oldukları, işçi ücretlerine yaklaşımlarının farklılaştığı, emeğin servetin kaynağı olarak görülmesi bakımından emek değer kuramında benzer görüşlere sahip oldukları, çalışmaya farklı anlamlar yükledikleri ve yabancılaşmayı baskıyla ilişkilendirdikleri belirlenmiştir. İbn Haldun, ibadete dönüşen emeği vurgularken Marx yabancılaşmış emeği vurgulamaktadır.

: Çok boyutlu bir optimizasyon problemi olan rotalama ve yerleştirme, belirli bir araç-rota matrisi üzerinden yerleşkeleri önceden belirlenmiş olan tesislerden hangilerinin ulaşım ve üretim maliyeti toplamını minimize etmek için açılıp açılmayacağı ve aynı anda açılanlar arasında hangi rotaların kullanılacağına dair geometri problemini gündeme getirir. Bu probleme Daskin ve Perl’in modeli üzerine kurulu bir denklemler seti ile heuristic bir çözüm yöntemi olan Parçacık Sürü Algoritması (PSO) ile çözüm aranmıştır. Çalışmanın orijinalliğini aldığı ve üzerine kurulu olduğu birincil köşe taşı, yerleştirme ve rotalama problemini cebirsel ve deterministik mecrada ele almak ve buna dair kurguyu vermektir. | As a multidimensional puzzle, the location and routing problem analyzes the geometric problem about which plants should be opened and which routes should be employed between the opened plants in the framework which includes a matrix of specific possible vehicle-routes and possible plants with specific locations. In this context and equation set based on Dashkin and Perl’s Model and the Particle Swarm Optimization Algoritm (PSO), which is a heuristic solution manner, have been employed in the study. The major cornerstone of this article which the study is based on is the purpose to manage the routing and location problem in the algebraic-deterministic context and to give the basic logical mind map about it.

Abstract:
Sosyal dışlanma kavramı 1980’li yıllarda gelişmiş ülkelerde kullanılmaya başlanmıştır. İçtimai, siyasi, kültürel ve iktisadi olumsuzlukların toplanması sonucunda sosyal dışlanma ortaya çıkmaktadır. Sosyal dışlanma; toplumun bir kesiminin işsizlik, yoksulluk, eğitimsizlik, yaşlılık, engellilik gibi nedenlerden dolayı sağlık, eğitim ve kültürel imkânlarından yararlanamamaları, üretim faaliyetlerinde bulunamamaları ve karar alma etkinliklerine katılamamaları olarak ifade edilebilir. Sosyal dışlanma ve yoksulluk kavramının birbirinden farklı olup olmadığı hususunda görüş birliği yoktur. Bir görüşe göre sosyal dışlanma yoksulluğu barından çok geniş bir kavramken, diğer görüşlere göre yoksulluğun nedenini veya sonucunu oluşturmaktadır. Tüm bunların sonucunda sosyal dışlanma toplumsal alanda barış için de bir tehdit unsuru olmakla birlikte sosyal bölünme ve sosyal patlama gibi olumsuzluklara da sebep olmaktadır. Sosyal dışlanma ile mücadelede sosyal politikalar önem kazanmaktadır. Bu çalışmanın amacı, sosyal dışlanma ve yoksulluk kavramlarını karşılaştırmalı olarak incelemektir.

15. The Rise of Transnational Democracy and Its Effect on the International Legal Order

Abstract:
It has been acknowledged that the international legal order faces the prospect of significant change through developments such as the Internet, the increase in the influence of NGOs, and also – controversially – the waning of Westphalian dominance by states together with the development of transnational democracy. This paper first examines the transformation that the international legal order has experienced, particularly since the end of the Cold War, underlining the rise of NGOs in the international realm. It then discusses the relationship between this development and both the degeneration of the state-centric system and the issue of democracy that is of growing concern in international law. It concludes that the developments the international legal order has been witnessing are interdependent, having led to the rise of NGOs, resulting in the extension of democracy beyond national borders and increasing pressure on state-centric systems.

Abstract:
After 1945, Western countries witnessed the awakening of the Third World. People of underdeveloped countries, who had been subjected to domination by developed Western countries, showed an interest towards a project of the Third World; the underlying motto of which was shaped by disarmament, peace, and social and economic justice. This project aimed to embody a radical break from the economic, political, social, and cultural paths which were devised in the West and then imposed on the rest of the world. This paper will analyze the historiography of this project. In this context, this paper will approach such literature from the lenses of social movements that emerged in the Third World, of nation states and of international relations. Through social movements, it will firstly focus on the people’s struggles in the different regions of the so-called Third World. Secondly, the paper will analyze academic works whose main subject is the anti-imperialist struggles of different nationalist governments. And lastly, it will criticize scholarly works on the Non-Alignment Movement, which pursued an anti-imperialist and anti-colonialist political agenda at the international level.

Bu çalışmada feminizmin ve çokkültürlülük ilişkisi üzerine bir inceleme yapılması amaçlanmaktadır. Bu paralelde 1980’li yıllardan beri ortaya konmuş olan ikinci dalga feminizmin parametreleri ve 1990’lar itibari ile toplumsal cinsiyet kavramsallaştırması ve kimlik politikaları paralelinde ele alınan üçüncü dalga feminizmin parametreleri değerlendirilecektir. Bu temel unsurlar üzerinden çokkültürlülük kuramı içerisindeki liberal ve eleştirel yaklaşımların ikinci ve üçüncü dalga feminizm ile kesiştiği problemli durumlar ataerkillik ve kadının özgürleşmesi bağlamında kültürel farklılıkların ortaya koyduğu ırk, cinsiyet ve sınıf temelindeki tartışmalar üzerinden değerlendirilecektir.

Abstract:
Most of the research on one-sided violence focused on factors that have an effect on the targeting of civilians, which were selected on account of the clarity of their definitions, characteristics that can be differentiated from the other factors, the ease with which they can be studied, as well as their recognizability. Some of the factors researched will be briefly discussed and the most important ones, which are central to this study, examined in detail.

Abstract:
This article addresses the policy employed by ISIS with respect to women. ISIS differs from other extremist organisations in terms of its impact on women and specifically, the number of female militants it has recruited from the West. Such high numbers of women joining ISIS is striking when considered in the face of the fact that ISIS is well known to be involved in rather oppressive and barbaric practices in territories under its control. Therefore, the article examined the rea- sons that trigger women to join ISIS and the promises of ISIS for women. The present review builds the policy employed by ISIS with respect to women upon the meanings attributed to women in the founding process of a state and the man- ner in which women experience this process. Focused on the policy employed by ISIS with respect to women, the article carries on the claim of extending beyond a cultural discourse inflicted with orientalist prejudices by addressing the matter from the perspective of the state and its gender perspective in contrary to research studies approaching ISIS and women from a theological standpoint.

Abstract:
Barrington Moore, karşılaştırmalı tarihsel sosyolojinin önemli isimlerinden birsidir. Demokrasinin ve Diktatörlüğün Toplumsal Kökenleri adlı çalışmasıyla belirli toplumların modern dünyaya farklı siyasi yönetim anlayışlarıyla ulaşmasının toplumsal kökenlerini irdelemeye çalışmaktadır. Bu çalışmada Moore’un yöntemi ele alınarak değişik toplumların farklı siyasal yönetim anlayışlarını geliştirmesinin nedenleri üzerinde durulacaktır. | Barrington Moore is a prominent figure in comparative historical sociology. With his work entitled Social Origins of Democracy and Dictatorship, he tries to examine the social origins of certain societies' reaching the modern world with different political systems.. In this study, Moore's method will be discussed and the reasons for different societies to develop different understanding of political management will be emphasized.
