1. Bringing the Critical Thinking Back in: A Critique of Andrew Linklater’s Theoretical Contributions to International Relations

Abstract:
Inspired by the Critical Social Theory put forth by the Frankfurt School, Andrew Linklater has dedicated part of his career to elaborating a critical and emancipatory research agenda for International Relations. However, his recent research on the restriction of violence in international society, mostly influenced by the English School and by Eliasian Sociology, has pushed Linklater away from an explicit engagement with critical epistemologies and theoretical approaches. Although there is a possibility for close dialogue between these theoretical strands, we claim that Linklater did not articulate these approaches as much as he could have done. Therefore, we make an assessment of his work to discuss some of its epistemological and theoretical inconsistencies. Based on this, we provide a way to bridge Linklater’s initial critical agenda with his most recent analyses on processes of violence restriction and regulation of global harm in the international realm. We argue that by focusing on multiple global processes that contributed to the restriction of violence, Linklater failed to consider the particularities, pitfalls and side-effects of allegedly beneficial processes of violence restriction and, as a result, his work lost critical potential. Accordingly, this article demonstrates how Linklater would benefit from going back to his initial critical agenda to address the limitations of his scholarship on global harm.

2. Space Making in the Global South: Lessons from the GCC-Mercosur Agreement

Abstract:
This article proposes a revised approach to the mainstream definition and understand- ing of the term ‘Global South’ by anchoring its meaning in a relational view of space. Secondly, it presents the GCC-Mercosur agreement as a case study that illustrates the obstacles involved in the making of spaces in the Global South. The main research question addressed here is: Why has the GCC-Mercosur framework agreement failed to materialize into a meaningful economic space? This question will be answered through David Harvey’s theoretical insights and Doreen Massey’s rela- tional approach to space, as well as post-structural geography. This article argues that the promise of increased trade and investment was the basis on which the GCC-Mercosur economic space was designed, but the narrowness of the framework agreement’s scope and the socio-political relations organized around it have not been able to sustain or strengthen this Global South space. This study employs discourse analysis as its main methodological technique, grounded on a Foucauldian un- derstanding of the empirical properties of discursive activities. It concludes by advocating for the need to incentivize a broader engagement of civil society in the processes of Global South space making.

Abstract:
This paper discusses Brazil’s role in climate governance, methodologically and metaphor- ically comparing it to chess pieces moves, based on national and regional official documents, com- mitments and data. Unlike other IR studies, our proposal suggests different behaviours at different levels of analysis for the same country. Nationally, the country played the role of pawn. Regionally, there is no unitary behaviour: in international cooperation (carbon pricing case), it moves like a queen; in the regional integration process (energy integration case), like a king. The current scenario raises doubts about these roles, suggesting that Brazil has been presenting an increasingly moderate and conservative behaviour in the past years.

Abstract:
The focus of International Investment policymaking in the global South has been shifting from investment protection to investment facilitation (IF). This movement marks an attempt to improve the attractiveness of national economies for foreign direct investment (FDI) and to recover the policy space previously curbed by traditional investment protection clauses. The popularity of investment facilitation led to the beginning of a negotiation process at the World Trade Organization (WTO) to formulate a multilateral agreement in this area. However, the differing negotiation practices related to IF could provoke schisms between the WTO members engaging in this discussion. The latest international investment agreements (IIAs) featuring IF provisions, signed by countries in the global South, indicate that during multilateral negotiations, these countries will focus on improving transparency, predictability and simplicity of the investment environment, as well as preserving their ability to develop public policies that are in line with their development strategies. However, some of the provisions that bring such preferences to fruition would challenge these countries’ bureaucratic and financial capacity. As discussions evolve at the WTO, countries in the global South will need to clarify their positions and co-ordinate their efforts in order to shape an alternative framework that fits their interests.

5. China in UN Peacekeeping Operations: A 30-Year Assessment (1990-2019)

Abstract:
This article presents a broad assessment of Chinese personnel deployments to peacekeeping operations (PKOs) for the past three decades (1990-2019). To this end, an original dataset was built with data collected from the UN Department of Peace Operations. The following four indicators were considered in the analysis: (i) total personnel contribution per year; (ii) personnel contribution per mission; (iii) personnel contribution in relation to the mission’s total contingent; and (iv) personnel in a given mission in relation to the total personnel dispatched by China that year. Generally speaking, UN missions in Liberia (UNMIL) and South Sudan (UNMISS) have been the main destinations of Chinese peacekeepers in the 21st Century, while Cambodia (UNTAC) was by far the only place where China got deeply involved during the 1990s. In addition to displaying descriptive data, the paper also briefly analyses Chinese engagement in these operations.

Abstract:
The purpose of this article is to analyse the works of Adolpho Justo Bezerra de Menezes (1910-2006), one of the first Brazilian diplomats to serve in Indonesia, and an enthusiast of Brazilian rapprochement towards the Afro-Asian world. In his books, historical interpretation is closely tied to political engagement, and he turns to the past in order to legitimise a greater role for Brazil in the Third World. His ideas also interact with the context in which they were written; they express the bipolarity of the Cold War, but also advocate change. Many of these ideas were later incorporated into Brazilian diplomacy.

Abstract:
The article analyses the decentralised international co-operation between Brazil and Europe, focusing on two specific issues that are not the main objectives of the literature specialised in paradiplomacy studies: first, how international co-operation can be used as a tool for power pro- jection and second, the effects that the economic, political and institutional asymmetry among the actors involved in co-operation arrangements produces on the co-operation outcomes. For that, a wide range of documents and data was used (interviews, official documents, minutes of meetings and data collected with a survey applied to public managers) related to the international co-oper- ation developed between Brazil and European countries. The conclusions are that even in decen- tralised co-operation arrangements, power relations matter to the results of co-operation.

Abstract:
The current paper is an ethnographic study of an international cooperation project be- tween an international organisation for the fight against the HIV/AIDS epidemic and the organi- sation LAMBDA, the largest LGBT NGO in Mozambique. The objectives of this paper are, firstly, to demonstrate how due to the international flow of financial resources attached to certain con- cepts and agendas, these projects end up somehow institutionalising a homosexuality project in Mozambique, in addition to reviving potentially neo-colonial practices. It also seeks to demonstrate how external bureaucratic practices can clash with local cultural practices, in what has been called ‘NGOisation.’

Abstract:
The international trade system has been facing a relative decrease in the relevance of tariffs in favour of non-tariff, regulatory requirements (technical, sanitary and phytosanitary standards). The proliferation of these measures, which essentially consist of rules on product labelling and on production processes and methods, may be explained by the growing influence of private agents, such as corporations and business associations. Although these players are willing to develop and enforce a competing regulatory framework such as this on a broader range of topics, this may also generate more fragmented trade rules at both geographic and substantive levels, thus leading to a significant resistance among governments to integrate private standards into the multilateral trade system. Therefore, a mounting debate emerges on the ways in which private standards have been stonewalled in the current negotiation processes of the World Trade Organization (WTO). By relying on Kingdon’s Multiple Streams Framework (MSF), we address this question with a particular focus on the current efforts and struggles within the WTO to incorporate private regulations into the international trade agenda.

Abstract:
This article reflects on transnational feminist organising by drawing on the experiences of the African Women’s Development and Communication Network (FEMNET) during the consultations leading up to the 2030 Agenda for Sustainable Development. First, we re-examine some of the debates that have shaped the field of women’s rights, feminist activism and gender justice in Africa, and the enduring legacies of these discourses for policy advocacy. Second, we analyse the politics of movement-building and the influence of development funding, and how they shape policy discourses and praxis in respect of women’s rights and gender justice. Third, we problematise the nature of transnational feminist solidarity. Finally, drawing on scholarship about transnational feminist praxis as well as activism, we distil some lessons for feminist policy advocacy across geo-political divides.
