Abstract:: The contemporary trends of Indian foreign policy cannot be studied without understanding the extension of New Delhi’s strategic collaborations with different stats beyond its traditional bilateral and multilateral cooperative frameworks. The prevalence of a minilateral approach to New Delhi's foreign relations has started focusing on creating different trilateral and quadrilateral engagements with diverse states to address the emerging security challenges of contemporary global power politics. These security challenges are fundamentally linked with the emerging role of China in the international system and New Delhi’s longstanding confrontational ties with Beijing. The position of the United States, and its strategic support to New Delhi, cannot be ignored in the evolving India-China confrontations in economic and strategic domains. The continuation of cooperation against common security threats originating from China has witnessed a bilateral Indo-US strategic collaboration against China in the broader Asian balance of power. Thus, the increasing shadows of minilateralism on Indian foreign policy cannot be treated separately from South Asian regional politics, where India has created a security dilemma parallel to introducing various new trends in the regional arms race of South Asia. This new strategic alignment of New Delhi with the international community tries to counter the increasing role of China in the South Asian region, where Pakistan provides a gateway to China for its South Asian entry. Therefore, the central theme of this paper revolves around the newly evolved era of minilateralism in New Delhi's foreign relations and their impacts on the politics of nuclearized subcontinent due to Islamabad's strong trading ties with China. This paper is an academic endeavour to provide a comprehensive understanding of New Delhi's increasing reliance on minilateralism and its relevance with the decades-long India-Pakistan rivalry.

Abstract:: Pakistan's naval modernization efforts and response to India's naval strategy demonstrate a commitment to regional security and stability. Indian naval strategic vision is expansionist in nature. Indian is race for hegemony and dominance in the Indian Ocean Region has direct implications on the security of Pakistan. This study will include an examination of the modernization of Pakistan's naval fleet, the development of new naval bases, and the cooperation with other countries to enhance Pakistan's naval capabilities. The article tries to explore Pakistan's naval strategy and its response to India's naval capabilities. To measure the behaviors involved in this study, two theoretical frameworks have been used. To highlight the geo-politics of Indian Ocean, Sea Power theory of Alfred Mahan has been used. To explore the essence behind the conducts of actors, broader framework of realism has been employed. The research methodology adopted for this study is qualitative in nature. Being an important state actor and due to its strategic location Pakistan’s response carry far reaching impacts on the peace and stability of the Indian Ocean Region. The article concludes with the finding that Indian frantic efforts for domination in the IOR is disturbing balance of power in the region.

Abstract:: The main environmental problem of the twenty-first century is climate change, which has received a lot of attention and discussion at global level. It is expected to have an adverse, permanent effect on the planet and its environment. South Asia will be among the nation’s most badly impacted by climate change, which will predominantly affect the Global South. Due to climate change, 62 million South Asians are anticipated to relocate by the year 2050. South Asia has 1.891 billion people, or almost one-fourth of the world's population. Because of this, we have the desire to comprehend the Pakistan and India policies and to identify any opportunities for climatic cooperation between Pakistan and India, which are currently hampered by a variety of ambiguous circumstances.

Abstract:: The enduring antagonism between Pakistan and India enlarged by thoughts of threat perception has spawned recurring crises. Because of the presence of misperceptions as well as miscalculations the possibility of an accidental clash between both nuclear powers was high. So, through the crisis management technique possible armed collision is controlled. The primary purpose of the study is to analyze the American mediation in the India-Pakistan crises. The nature of the study is qualitative because qualitative research supports explaining comprehensively and helps interpretive objectives to understand the role of America in the India-Pakistan crises. The case study method is applied for the present study and the selected era is from 2001 to 2019. Being a review study descriptive, exploratory and historical approaches are applied to discover the answers of the research questions. This research would offer a guiding structure for studying third-party mediation in the management of the crisis. Consequently, an analysis of this research will support to discover several potential finding of the American involvement in crisis management to keep strategic stability and peace in the South Asian region. But, there is no assurance that the findings and conclusions of this crisis management case study are applied to other contexts or crises.

5. Pandemic Politics Through Social Media: A Study of India

Abstract:: This paper discusses the use of social media by the ruling party BJP and its opposition, especially Congress, during the pandemic in India. The party at the centre has used social media, especially for two reasons; firstly, the BJP leveraged social media to promote the image of India as a “responsible sovereign” at the global level during the COVID-19 pandemic. The Indian government, under the leadership of Narendra Modi, has exported drugs and medicines to different countries during the first wave of the COVID-19 pandemic. The party has extensively used social media platforms, especially Twitter, to engage with global leaders during the pandemic. Secondly, the party and its right-wing supporters have used social media to highlight the achievements of Modi’s government at the domestic level. The ruling party has used a “free vaccination campaign” for its political gains, and Narendra Modi was portrayed as the “savior” of the Indian people during the pandemic. The BJP and its supporters have also employed social media to target Muslim minorities during the pandemic. This paper also discusses the opposition parties' use of social media, especially Congress, during the pandemic phase in India. The opposition parties have mainly used social media to target and expose the weaknesses of Modi’s government in handling the pandemic in India. This paper analyses the different themes, such as the ruling party’s use of social media to promote its image both at the global and at domestic level, targeting of Muslims for spreading coronavirus, role of opposition parties, internal disputes, international status-seeking, and vaccine diplomacy. To fulfill the requirements of this study, both primary and secondary data collection methods were used.

Abstract:: This research paper critically analyses Pakistan‟s crucial and costly relationship with the United States of America, during the three eras of bipolar, unipolar and emerging multi-polar world order. It also contemplates that a new and balanced relationship, anchored in shared bilateral economic, political and security interests built simultaneously with the status quo, emerging and resurgent great powers is more beneficial and less risky for Pakistan in future than band wagoning with a single great power or offering its total security commitment against any other great power. Total alignment with a great power not only earns the threat of other great powers but also makes Pakistan more vulnerable against economic coercion in an interdependent global economy. It also argues that Thucydides‟ Trap is not a manifest destiny and can be avoided with astute statecraft rather than provocative and dangerous risk taking strategic competition.

Abstract:: When Muslim Leaders of the Subcontinent of India were trying to create a different independent state for Muslims, the Quaid-e-Azam Muhammad Ali Jinnah repeatedly used the phrase “Separate state for the Minorities of India”. He demanded a state where all types of minorities could live freely according to their religious teachings and norms. These demands were very pleasing for all types of religious minorities of the Subcontinent, so few of them supported the idea of Pakistan where anyone could live freely. The Christian community supported the idea of Pakistan and made efforts to become part of it. There are different speeches of Quaid-e-Azam that consist of praises of Christian leaders who were helping the Muslim leadership. Despite the fact that Pakistan’s Objective Resolution and Constitution of 1956 and 1962 gave equal rights to every citizen and religious liberty to minorities, the Objective Resolution and Constitution of 1956 and 1962 are the most condemned document which made Pakistan a theocracy. After liberty and freedom, political rights are the most important rights for any person. This paper will try to find out the answer to the question of how objective resolution, Constitution of 1956 and 1962 dealt with the minority rights and their political rights. For this purpose in-depth study of all three documents occurred along with different articles, news, research reports and books.

Abstract:: The blue economy is the development of sustainable economic growth preserving the marine ecosystem. The concept of a blue economy emerged after the UN Rio+20 conference held in Rio de Janeiro in 2012. South Asian maritime nations are facing serious economic problems. They all have excessive oceanic resources and different maritime economy sectors like shipping, coastal tourism, fishing, etc. This research explores the challenges which are associated with these maritime economy sectors of South Asian littoral states. This study also intends to find out the possible options available to earn more through the maritime sectors to improve their current social and economic conditions. A case study design has been used in this research. Interviews have been conducted from maritime experts for this case study. India is the largest South Asian country in terms of population and technological advancements. It is investing a lot in the tourism and shipping sector to become a strong blue nation. Pakistan’s blue economy sectors have vast potential, but there is a need to formulate favorable policies and considerable investments to utilize all these resources. Bangladesh is putting positive efforts toward sustainable development in the coastal tourism, fishing, and shipping sectors. Maldives is famous for the best beaches and tourist destinations. Sri Lanka’s maritime economy sectors have faced many ups and downs, which affected her blue economy growth. This research concludes that the future of maritime South Asian states is related to the development of the blue economy. All these littoral states should work together and find out strategies for regional development.

Abstract:: South Asia has been a unique geographical region where all member states share commonality of interests in history, politics, economics and socio-cultural aspects due to close geographical proximity. Because of this uniqueness, South Asia is considered a single geographical unit where security issue has a cross border dimension. For Sikh community, Pakistan has opened the Kartar Pur border between India and Pakistan. It is a step forward to bring peace across the region. Though it has also raised many questions on the security of South Asia; would tension between Pakistan and India be diluted or escalated? Would it trigger peace or security threat across the region? What would be behavior of India and Sikh community in the new scenario? How a sovereign state can establish relations with a community group (religious community) of neighboring sovereign state by passing later? How it would affect the pattern of state relations at regional level as well as at international level? The research paper is mainly based on an attempt to answer these queries. The descriptive and analytical method is used along with the primary sources in the form of indepth interviews and focus group activities.

Abstract:: This article is a critical appraisal to the findings of Sweden based Institute V-Dem1 , the Democracy Report 2021 ―Autocratization Turns Viral‖. This report elucidates that India is no more among the list of democratic countries, terming India as an ―Electoral Autocracy‖. This statistically quantified analysis puts a big question mark on the face of Indian democracy where human rights are no more respected. The Indian democratic backsliding has largely occurred due to Modi‘s promotion of Hindu-nationalist agenda that has hollowed Indian democracy leading country to a polarized and intolerant society. Personality cults have historically been the hallmarks of totalitarian regimes. The cult of Modi has been complemented by a deepening majoritarianism, as the ruling party assaults and threatens religious minorities in its effort to build a theocratic Hindu state. Empirically the study focuses on critical analysis of this report while discussing Hindutva Ideology and Citizenship Amendment Act (CAA). The present research tries to answer the question how current situation of democratic backsliding will impact Indian politics. The paper will argue the impact it has vis-a-viz regional and global peace.

Abstract:: This study problematizes the Sikh’s demand for Khalistan, a separate country of their own. To begin with, they demanded a greater degree of political autonomy within the domains of India. During the colonial period the Sikhs supported the Indian National Congress’s demand for the division of Punjab and inclusion of the East Punjab into Bharat. But soon after the creation of Bharat(India), `the Sikhs realized that they were betrayed and they started to vow for more autonomy. Initially, they felt that PEPSU was a step towards their aspirations but later they felt that they had missed the train and moved for Punjabi Province. After much deliberation and delaying tactics, finally the Punjab emerged on the Indian Territory in the form that always proved a nightmare for the Sikh community.

Abstract:: This article addresses the intrastate hydro issues and conflicts in India. With the advancement of industrial development, the issue of hydro resource sharing and acquisition has emerged as a major issue in the country. Presently Indian states are facing serious disputes over the hydro resource sharing formulas and construction of mega water reservoirs over the shared water resources. Water deprivation has even compelled some states to demand for themselves a separate state, causing alienation from the Indian federation. This article strives to look into the parameters adopted by the federal government of India for resolution of the issues. It also investigates how India has been unable to adopt and devise a permanent hydro management policy. The expert view opines that if the grim hydro management situation is not addressed properly it may lead to water scarcity and consequent deteriorated internal political scenario. This article suggests that this issue can be resolved through viable hydro management strategies that involve all stakeholders with a positive purpose to satisfy each one of them. Ultimately, it is suggested that unless India improves its water sharing mechanisms with the neighboring countries, the internal strategies to resolve the issue would go in vain.

Abstract:: Pakistan and India have remained to be foes with a fixture and their competitiveness continues to grow within the Indian Ocean Region as well. This research paper focuses on comparing the Maritime Strategy of India and Pakistan in terms of their capabilities, strengths, weaknesses, threats, and challenges. Further in the paper with the help of literature review and interviews it is discussed how both the countries differ majorly and have more or less similar threats to face from each other whereas the ultimate goal of maritime strategy remains to be different for both. As the growing importance of sea is realized by the world leaders, Pakistan still faces a sea blindness in terms of resources and equipment. With this paper an analysis of budget, fleet and a comparison of objectives of both the navies is presented with a clear conclusion of who is winning the battle in the Indian Ocean. Robust and Multifaceted Pakistan Navy still has a long way to go to reach competitiveness able to be compared with India and should focus more on research, coordination, and planning.

Abstract:: The disastrous event of 9/11 changed the Political and Security dynamics of the world. The event of 9/11 provided a chance for India to enter into Afghanistan. Afghanistan attracts the world powers due to its strategic importance. Afghanistan is a gateway to the energy rich Central Asian Republics. India’s involvement in Afghanistan is quite realistic. India had never established cordial relations with the Taliban regime in Afghanistan. The event of 9/11 gave India a chance to establish cordial relations with the Afghan political government. India participated in the Bonn Conference and announced its support for the people of Afghanistan in the reconstruction of the country. India enjoyed its best relations with the governments of Hamid Karzai and Ashraf Ghani in Kabul. India enhanced its ties with Iran to secure its interest in Afghanistan and to counter Pakistan. India and Iran have some common interests in Afghanistan. New Delhi has invested a big amount in various sectors in Afghanistan to enhance its influence in Afghan society. India has worked hard to facilitate Afghan Nationals to boost its soft power. India now influences the internal politics of Afghanistan. The world considers India a major market in South Asia. India’s presence in Afghanistan has always been a source of worry for Pakistan. Pakistan considers India’s presence in Afghanistan a threat to its National Security. Pakistan thinks India should work for the betterment of Afghan people but she should avoid using Afghan soil against Pakistan. Pakistan has already suffered a lot due to the disturbance in Afghanistan. Peaceful Afghanistan is in the favor of South Asia and for the Global Powers. This paper focuses on the Indian presence in Afghanistan and India’s role to bring peace in Afghanistan.

US aspires a greater Indian role in Afghanistan in the wake of its withdrawal from Afghanistan and India, in order to pose itself an international power, seeks in Afghanistan a deeper involvement. Although both of the states, India and the US, have devised a commonality of interests since 9/11, yet since the current US Administration bilateral ties have been intensified to the extent where Pakistan have severe implications. Abstract:: Sri Kartarpur Sahib is one of the most sacred religious sites for over twenty-seven million followers of Sikh religion around the world. This religious site known as gurdwara became a part of the premises of the state of Pakistan according to the partition plan in 1947. Sikh pilgrims desiring to visit this sacred place have always found it difficult due to the tensions between the two states of India and Pakistan. Finally, in August 2018, the newly elected Pakistani government under premiership of Mr. Imran Khan announced its intention to build a connecting corridor from Dera Baba Nanak in India to Kartarpur Sahib for the Sikh pilgrims. While it was generally considered a highly positive gesture towards building peace in the region, there was some negative response from the Indian side in particular. This paper discusses brief history of Kartarpur Sahib, the implications of the decision of constructing corridor by the Pakistan government and its importance in building peace between the two states and creating inter-faith harmony within Pakistan. An exploratory, historical and descriptive method has been applied. Besides consulting books and newspaper reports on this issue, two interviews were conducted to analyze contemporary situation. The results show that the move by the Pakistani government can very well be considered a way forward in peace building process and hurdles in implementation of a peace-oriented gesture need to be removed to promote inter-faith and inter-state harmony.

Abstract:: In the aftermath of August 5, 2019, almost the entire population of Indian-held Jammu & Kashmir was placed under stark lockdown with pro-freedom and mainstream politicians arrested. This was to prevent any outbreak in response to the revocation of region‟s special status. There were only two indigenous constituencies left for campaign and raising voices; „Pakistani-administered‟ J&K and Kashmiri diaspora. The diaspora‟s feeling of being backstabbed created a sense of dispossession and alienation. Kashmiri diaspora across the globe mobilised on various fronts ranging from diplomatic, social, political, academic, and media. Though they managed to highlight the Kashmir conflict internationally, but they could not make some tangible impact as India‟s constitutional re-arrangements and the human rights violations in Jammu & Kashmir continued unabated.

Abstract:: The preface of the Indian Constitution declares India a sovereign, democratic, republic, and socialist state. Later on through the 42nd amendment, socialist and secular terms were incorporated into the constitution. Indian social order is known to be a multi-cultural and multi- religious society on account of an assortment of castes, religions, and cultures. Within all that disparities, Muslims form the main minority in the state. However, a clear-cut pluralistic discrepancy between the theory and practice of the Indian constitution is obvious. Indian Muslims are deprived of cultural, religious, and political rights due to the escalation of Hindutva policies throughout the Modi reign. The continued Kashmir dispute and the recent Pulwama attack intensified India- Pakistan animosity and the root cause seems to be the rise of Hindutva in India. For that reason, the authors delve into the matter and strive to present a descriptive analysis on the rise of Hindutva in India and the illicit silence of the international actors on this grave Indian fanaticism.

Abstract:: Guru Nanak Dev was born in November, 1469. He grew up to be the founder of Sikhism along with other nine Gurus. It soon emerged as an independent faith, and instantly won many followers to its fold. Therefore, the purpose of this research paper will be to delve into Guru Nanak’s role and appreciating his importance as far as bridging the wide gulf of enmity particularly between India and Pakistan and in the wider South Asia region in general. As all his life he focussed on fostering amity, peace, brotherhood, tolerance and harmony among people of various backgrounds, his teachings therefore promise to have all the necessary ingredients of peace which is currently wanting in the region.

20. Provincial Pride, Public Outcry: The Creation of the Lahore High Court and Judicial Development in South Asia

Abstract:: The creation of a modern judicial system is one of the most enduring legacy of British rule in South Asia, especially the Punjab. In the Punjab, the judicial system not only ingrained itself quickly but the province soon became the most litigious in India. Despite being often labelled as the ‘loyal’ province, progress in its higher judiciary was slow. Even though the Punjab got a Chief Court in 1866, it was only after decades of representations by the judges of the Punjab Chief Court, the Government of the Punjab and finally the Government of India, that Whitehall granted a High Court to the province in 1919, much later than other comparable provinces. The reasons behind such a delay, the long-drawn process, and the final upgradation of the Punjab Chief Court as the Lahore High Court, merit study as they shed critical light on the pattern of governance, development of public interest, and the ultimate role and impact of the judiciary in the Punjab.

Abstract:: Kashmir is the most serious dispute between Pakistan and India that originated with the British decision to give independence to British India that later divided into two states i.e. Pakistan and India. Being a Muslim majority princely state, the people wanted to join Pakistan. However the non-Muslim ruler of Kashmir opted India. The people of Kashmir revolted against this decision which set the stage for the first Kashmir war between Pakistan and India. Since then India has maintained its control over Kashmir by use of force and a heavy presence of Indian security forces. India and Pakistan fought another war on Kashmir in 1965. Despite India’s coercive policies, Kashmiris continued to resist Indian domination. The current uprising in Kashmir is the latest manifestation of Kashmiri revolt against India. Pakistan and India need to hold talks for a peaceful resolution of Kashmir which is also acceptable to the Kashmiris. They do not want to live under Indian rule and want to decide about the future of Kashmir through plebiscite, as promised in the UN resolutions of 1948-49.

Abstract:: This paper examines the post-colonial nation‟s history (India) from perspectives of marginalized minorities in Arundhati Roy‟s The Ministry of Utmost Happiness. The aim of this research is to explore the marginalization of “the Others” and traces the otherized segments of contemporary Indian society that are marginalized on the basis of being a hijra, a Dalit, a woman, a Muslim and an Untouchable. This paper analyzes „binarism‟ and the conflict between the center and periphery: between Hindus and Muslims, between male, female and intersex, between Touchables and Untouchables, as well as between the graveyard and the surrounding wider city. Anjum, an intersex, Revathy, a Maoist comrade, Dayachand, an Untouchable, Tilotamma, a wandering Syrian origin half-Dalit woman, Musa Yeswi, a forced Kashmiri freedom fighter– narrate the untold and unheard tales about failure of a secular democratic country. This paper tours the fault lines of India and highlights the struggle of socially excluded people of society, against the established standards of the culture hence challenging contemporary stereotypical representation of “the Others” and eventually resistance. Roy explicitly advocates religious, racial and territorial degenerative system and reflects the challenges of telling national narrative from a multiple minoritarian perspective. The novel has multi-layered and multi-dimensional plot-structure and investigate the causes behind Roy‟s attempt to give voice to the voiceless (Indians). This research is carried out applying Edward Said‟s theoretical framework of “The Self” and “The Other”, “Us” and “Them”, and “Binary Opposition”.

Abstract:: The article is intended to find out the geopolitical implications, regional constraints and benefits of China-Pakistan Economic Corridor. Researcher reviewed both published research articles and books to find out geopolitical implication, regional constraints and benefits of China-Pakistan Economic Corridor. For this purpose, researcher also reviewed newspapers articles and published reports by government and non-governmental stakeholders working on CPEC. Review of the articles and reports indicated that CPEC had enormous benefits not only for China and Pakistan but also for the whole region. But different internal and external stakeholders are not in favor of successful completion of this project. Extremism, sense of deprivation, lack of political consensus, political instability are some of the internal constraints. On the other hand, Afghanistan, India, Iran, UAE and USA are posing constraints to halt the successful completion of CPEC.

Abstract:: St. Thomas, one of the twelve disciples of Jesus Christ, came to India by ship following the sea routes. While some historians also believe that St. Thomas came to India by crossing Asia Minor West Taxila, north Thatta, and afterwards, he settled in India. There is a consensus among historians that St. Thomas first reached Taxila which was then ruled by a Buddhist king, Gonophores. All of the historians relate the meeting of St. Thomas met with Gonophores. According to the current historical publications, it was in the 3rd century when Christians reached India and settled in the North West and they were called Thomai or Christians of St. Thomas while they are named as Thomai in the present day. In 72 A.D Hindu Brahmins martyred St. Thomas in Mylapore and now the Shrine of St. Thomas is situated in Chennai, India. Thousands of people come to Chennai and visit his shrine. The shrine of St. Thomas is the evidence of Christian presence in India in the 1st century. A king, Kanishka, attacked Taxila; he plundered, devastated and robbed the people, causing ruin. This forced the early Christian settlers to disperse and migrate towards Northern Punjab and Central India. Though Mughal Empire governed the Subcontinent for 200 years yet in this long period they were unable to affect the Hinduism and Christianity. Islam is considered as minority during the period of Mughal Empire. During the period of Mughal Empire some Muslim Emperor forced the Punjabi Christians to enter the fold of Islam and many Christians accepted Islam and those who did not, were targeted and scattered

Abstract:: Peace building is the rehearsal of developing policies that strengthen the peace and re-establish order through social, political and economic reforms. Peace building has shifted its state-centric approach to regional focused agendas for more than a decade.South Asia is a diverse region with a unique geo-strategic significance, socio-political subtleties, and economic diversities. It faces distinct traditional and non-traditional challenges in the process of peace building. South Asia – the home to one third global population faces immense challenges due to weak state structure. The long and persistent influence of external powers in decision making process in South Asia has impacted the political evolution of the states included in the said region. The lack of fundamental necessities has increased the level of frustration and the sense of deprivation, which provides a fertile ground for the prospect of conflicts. The region is often labelled as one of the most dangerous regions on earth due to growing intolerance, extremism, terrorism, insurgencies and rise of various nuclear powers in South Asia. Kenneth Waltz claimed that the anarchic international system is a power that shapes the states behaviour, as the structure of the anarchic system compels states to adopt certain policies. In this exploratory research, an effort has been made to explore and analyze that how anarchic international structure influences and affects the peace building process in South Asia.

Abstract:: The protracted conflict between the US and the former USSR demonstrated that deterrence stability is improved by détente. South Asia‟s environment is characterized by mutual hostility; conventional military balance tilting in favor of India; and lack of a transparent and nonaggressive nuclear doctrine. The aforementioned factors are the missing components of détente. Both the provocative Indian expansion in its nuclear weapons programme, and Pakistani retaliatory notion of the short-range weapons option, is problematic not only in the South Asian context, but also contradictory to the decades-long experience acquired during the Cold War. Pakistan and India must move towards nuclear CBMs, doctrinal clarity, and risk-reduction measures in the light of new technological advancements, and changing US role in the region.

Abstract:: Nuclear weapons revolutionized security affairs after Hiroshima and Nagasaki annihilation. States went nuclear eventually after the United States, Russia, UK, France and China but India and Pakistan joined that exclusive club too in 1974 and 1998 respectively. Nuclear weapons a source of security motivated Israel, Iran and North Korea too. Another development that started undermining nuclear security itself was cyber warfare. Pakistan being developing country in the list of Global Innovation Index finds it hard to catch up with other leading nations in science and technology. Leading countries including US, Russia, China, UK, Germany, France etc are not safe from cyber-threats they face then how Pakistan can be considered safe against cybersabotaging to its strategic weapons. Pakistan‟s nuclear security though has gained better levels but cyber security is the field that requires comprehensive strategy to establish cyber nuclear doctrine. China being reliable strategic partner can be a resourceful partner unlike other great powers. This strategy would add much security to Pakistan‟s already existing nuclear security and would open new avenues of cooperation with international organizations to gain next milestone of Nuclear Suppliers‟ Group membership.

34. Urban Formation and Culture Transformation in Mughal India

Abstract:: India was comprised of many villages before the arrival of Muslims. Those Muslim invaders, who conquered India and established their rule, essentially belonged to the urban ruling classes. In early Turkish Empire (1206 – 1266), ruling classes have developed numerous urban centers in town across India. In Muslims period, Iqta system provided opportunities to Turko – Afghan communities to have luxurious life style which provoked skill workers, artesian and architect to migrate garrison. These towns also emerge as cultural centers with the passage of time. Early cities like Daultabad, Fatehpur Sikri and Shahjahanabad (Old Delhi) were royal capital cities. Some of the major cities like Kabul, Agra, Allahabad, Lahore, Attock and Multan were developed near major road (Grand Trunk Road). Many towns like Dholpur, Jodhpur, Sirohi, Asirgarh and Ajmer were inhabited near nonmetal led roads . Many of the Mughal cities and towns still exist in spite of many natural disasters. Many European travelers narrated the glory and significance of these cities and towns in their account. They compared Indian cities with Europe, like Fatehpur Sikri was larger than London and Delhi was not less urbanized than Paris. These urban centers were not only the administrative units but also considered as cultural centers in Mughal State. Emperors sometimes generated the economic activities in these urban centers. Abul Fazal mentioned many factories in Delhi, Agra and Fatehpur Sikri supplied many precious articles in the King’s wardrobe. Capital cities always had the excess of fruit and food for the Royal kitchen. People brought their master pieces in the capital city just to get the acknowledgement of kings and nobles. This paper analyzes the development of major urban centers in Mughals (most illustrated dynasty of the Muslim civilization). It also highlights the cultural transformation of Muslims under the influence of native one.

35. Afghanistan Imbroglio: The Unintended Consequences of Foreign Interventions

Abstract:: The war-torn Afghanistan has long suffered from the dynastical contests and fraught economic strategies of foreigners, which instigated constant internal strife and regional instability. The foreign interventions have made this land a sphere of influence and initiated the great game politics sporadically. This paper attempts to examine the historical geostrategic tussles in Afghanistan between international players on the one hand and regional actors on the other hand over control and manipulation of Afghanistan and its surrounding regions through the lens of conceptual framework of unintended consequences approach, which deals with irrational aspect of foreign policy of the states. This study makes interesting contribution to the existing literature of the [old] Great Game of the late 19th century between Czarist Russia and Great Britain or New Great Game by re-conceptualizing this idea into a new concept of the Grand Great Game or the 3G in place of explaining the unintended consequences of the historical events i.e. the Soviet invasion of Afghanistan of 1979, the post-Cold War era when the regional players Pakistan and India got involved in Afghanistan; and the US invasion of Afghanistan of 9/11 incident. The findings of the paper suggest that the unintended consequences of these historical events are bitter than the reality. The foreign interventions have paralyzed the Afghan society and made it more insecure by promoting clandestine terrorist activities and proxies. The interview technique helps to verify the 3G concept and present its unintended consequences. The critical content analysis of the primary and secondary data is of assistance to understand that the current 3G to be not only multidimensional competition, embodying multiple stakeholders but also incorporating complex self-defined rational as well as irrational foreign policy objectives and national interests.

Abstract:: Indian film industry is one of the biggest film industries in the world which produces highest number of movies every year. Indian media and film industry overwhelmingly link Islam and Muslims with terrorism. Especially since 9/11 attacks, the Bollywood have portrayed the Muslims in stereotypically negative way. After the 9/11 incident, Muslims have been constructed as distrustful people, terrorists, and antagonists. The study at hand was set out to identify the overall dimension and nature of portrayal of Indian Muslims in the Bollywood. For the purpose the researcher opted convenient sampling as a tool of data collection and quantitative content analysis along with SPSS was used as data analysis technique. Bollywood movies, released during the year 2016 with Muslims as prominent characters in it, were selected as ample to be studied. The results indicated that majority of the movie contents contained negative and stereotypical image of Indian Muslims. Overall findings evidenced that the Muslims were assigned non-patriotic and antagonistic characters more than the patriotic and protagonist characters.

Abstract:: The research has explored the nature of US-Pakistan relationship particularly after the major event of 9/11 of 2001 in United States. Through describing and analysing the facts and figures, mentioned in the published books, research articles, newspapers and other prevailing and relevant data and literature, the research has attempted to mention drone attacks by America in Pakistan‘s Tribal Areas, US-India strategic partnership, US covert military actions in Pakistan, US do more policy, nuclear proliferation, US‘ pressure tactics, US policy towards the Muslim world and America‘s antiIslamic propaganda as the points of divergence due to which Pakistan and United States are experiencing the lowest ebb of relations. The research is helpful for the students of foreign policy of Pakistan, current affairs and the American Studies. In fact, the initiative of China Pakistan Economic Corridor is one of the mega projects which focuses; the creation of new regional connectivity through Gwadar Sea Port, giving direct access to Chinese goods from Kashgar (China) towards Gwadar (Pakistan). Hence, this development of faster infrastructure of rail, roads, towards maritime transportation and communication is an important project which can connect the countries of the area like Afghanistan, India, Nepal, Central Asia as well as Iran. Thus, the Gwadar Port will connect China, Russia, Middle East, Central Asia and South East Asia. The OBOR and CPEC are a burning issue and much debated topic in today’s Pakistan and world at large. In Pakistan mostly people believe that the CPEC will be a major source of economic development, peace and prosperity. On the one hand, US and India nexus, is trying to develop negative image about the project of CPEC by creating the impression of another colonial domination on the Pakistan territory in the form of Chinese presence. India is making all efforts, to sabotage and to damage the credibility of the CPEC project. Abstract:: India-Pakistan conflict is one of the most complicated and protracted conflicts in modern time, clouded by historical, ideological, religious, and political sentimentality. Beyond these, the diplomatic uncertainty between the two countries has proven to be capable of being transnational and international. Following the Indo-US strategic alliance, there is a growing perception that New Delhi is increasingly demonstrating and deepening its hegemonic designs in South Asia and beyond. Under the BJP government, such hegemonic proclivity has exacerbated the mistrust and the gulf of understanding between New Delhi and Islamabad. With the blessing of Washington, the BJP government has changed the dynamic of the mistrust. To this end, the paper addresses the current dynamics twofold. Abstract:: India adopted a democratic parliamentary constitution in January 1950. This constitution enumerates all fundamental civil and political rights irrespective of religion, caste, language or region. However, in practice these rights are denied to religious minorities and low caste and out caste Hindus called Dalits. The Muslims being the largest religious minority have faced more discrimination than any other minority. Their religious cultural identity has been under pressure and they are underrepresented in the parliament or state assembly. The rise of Hindu revivalist movements under the BJP has made the Muslims more vulnerable to Hindu extremism and intolerance. Pakistan has raised the issue of India’s atrocities in Kashmiri at the international level. It supports the Kashmiri struggle for political and civil rights and their right to decide on their own about their political future. The UN and the international community must restrain India from resorting to “state terrorism in Kashmir”.

Abstract:: Caste system is an essential feature of both Hindu and Muslim societies in the sub-continent. This paper compares the dynamics of traditional caste system practiced across Hindus and Muslims of India and Pakistan respectively. Birth-ascribed statuses, definite occupations, hierarchical positioning of caste groups and endogamous form of marriage are found to be the common characteristics of caste system practiced across Indian Hindus and Pakistani Muslims. In the Hindu caste system, membership in a Jati determines the rules and regulations regarding food and touch ability for the members through socio-religious rituals of purity and impurity. In contrast the notions and rituals of pure and impure are virtually absent in Muslim Pakistan. Caste system in both India and Pakistan is decaying with time because of the increasingly urbanization. However, geographical isolation and long established social structures in rural India and Pakistan are the favorable conditions that uphold the caste practices.

Abstract:: Sexual harassment has become social evil in the modern era throughout the world. It is continuously raised with the passage of time among university students and teachers. Especially female students are facing such kinds of negative activities at the workplace. Some female students create an attraction for male students at higher educational sector in Pakistan because it is natural phenomenon because it is true that the esthetic sense exists in the nature of female. It is noted that sexual harassment has become a common issue in every field of life. Especially from the social and cultural aspects it has become a dilemma of our society. It is also found in educational institutions. It is against the dignity of humanity and especially for family ownership. The female students cannot take the report because they do not want to be mistrusted in front of their guardians. The purpose of this study is to investigate the feelings and responses of harassed students on facing sexual harassment on the university premises. Empirical data were collected from 260 students (144 male and 116 female) of 12 departments of University of the Punjab, Pakistan. A stratified random sampling technique was used to collect the data. A questionnaire of 53 items was developed and tested. All the questions were close ended, based on five point Likert scale (from strongly agreed to strongly disagreed). The reliability of the questionnaire was 0.83. Findings of this paper show that seldom complaints were reported on sexual harassment faced by the students in the university. They reported that the male students code such kinds of negative and sexual comments and use vulgar language towards female students. A great care is to be taken for this concern on large scale. It is recommended that awareness sessions should be conducted for the students and the faculty and trainings should be provided. Along with formal policies, the informal culture of the higher education institute should facilitate the victims in preventing and seeking justice

45. Factors Promoting Foreign Aid Dependence in South Asian Countries

Abstract:: This study used panel data approach to investigate comprehensive set of determinant of foreign aid and extent to which these determinants, domestic saving, capital formation, human capital, government expenditure, military expenditure and trade deficit, can affect foreign aid dependence in south Asian countries like Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka. This study used Error correction model to estimate the short run association between defined variables. The results indicate that capital formation, ,trade deficit, government budget deficit and military expenditure have positive and significant association with foreign aid in the long run while these determinant have positive but insignificant relationship with foreign aid in the short run except gross domestic capital formation (GDCF). However, domestic savings, human capital formation has negative and significant relationship with foreign aid in long run. The findings of the study help foreign aid policy makers, analysts, researchers and official donor agencies.

Abstract:: India’s immense diversity is unique with its pluralism based on myriad ethnic communities, cultures, religious identities and tribes. Since independence, the country failed to produce one single dominant nation’s concept because identities have not yet forged a common national outlook and its ethnic, religious, and cultural identities remains strong and quite distinctive. Moreover, the Indian federal structure seems to be failed to accommodate the expectations of diverse communities and socio-political cultures. Consequently, the federation is asymmetric with the separatist movements in many parts of the country specifically violent movements in Kashmir, Nagaland, Assam, Manipur and Mezoland which have severely challenged the country’s sovereignty. Furthermore, the insurgencies in Northeast of India and violent movements of Naxalites and Maoist have also challenged India’s territorial integrity. In the same manner the Dalits (Harijan) and minorities (Christians and Muslims), are the victims of superior Hindu caste and Hindu chauvinism. Hence it is perceived that India has lost sight of vital constitutional spirit of secularism and federalism. Further, the worst internal security situation lies on India’s unfair, unbalanced and discriminatory policies with the communities and especially with its judicial system. Nonetheless, it has proved that various socio-economic and political imperatives are not fulfilled by the ruling elites or society. Thus, ethno-religiousideological fault lines, which exist in India, have to be managed with a sense of fairness and transparent federal policies and there is no need to use forces to suppress people. In this context, India requires peaceful and development manual at the national level in order to stabilize all section of society. Without a coordinate approach, the domestic security threats will lead the country to the worst situation.

Due to fragile geopolitical position of Pakistan,security concerns have always forced her to find balance of power in the south Asian region through different ways. Having fought three major wars with India in 1948, 1965 and 1971 in an asymmetric military environment, Pakistan had been in disadvantageous position. War of 1971 in which Pakistan lost its Eastern wing (now Bangladesh, as an independent state) and nuclear explosion by India in 1974 forced Pakistan to follow the nuclear path. This paper analyzes the results of nuclear policy in the form of economic sanctions imposed by US and its allies, and reversal of US policy after 9/11 regarding sanctions against Pakistan. In the wake of 9/11 incident for joining the US led Global War on Terror, General Musharraf had announced that his objective was to save the nuclear and missile assets of Pakistan. This paper analyses that how Pakistani governments of General Musharraf, and Zardari from 2001 to 2013, had been under immense pressure through different coercive tactics ( from Dr. A. Q khan’s network to safety of nuclear program) to ruin the Pakistani nuclear program which had proved to prevent wars between India and Pakistan since 1999 to 2013. Abstract:: Separatist tendencies emerged in India and Pakistan even before the end of colonial rule in both countries in 1947. The political leadership of these states while dominating the political systems in their respective countries equally demonstrated much determination to curb the separatism. However their response to the challenge of separatist movements, particularly in Indian Tamil Nadu and Pakistani East Bengal, was different to each other. The outcome of separatist movements in two regions were altogether dissimilar. Indian leadership succeeded in repealing the Tamil Movement while Pakistani leadership fell short to the Bengali Movement. This paper is an attempt to expose that India and Pakistan both remained leader centred political systems during most of the time when they were confronted with the challenge of separatism in Tamil Nadu and East Pakistan respectively. While revealing the features of Tamil and Bengali Movement it compares the responses of Indian and Pakistani leadership to the challenges in their relevant spheres. The measures adopted by the political leadership of these countries to appease these movements have been explored in comparison with each other. The dealing of language issue, central to the separatism in both cases, has been specially assessed for the comparative study of response to challenge of separatism.

Abstract:: The relevance of theory of democratic peace to the case of Pakistan has been a topic of discourse in western academia, as Pakistan struggles to develop democratically and subsequently regarding its efforts to minimise the chances of war and maximising the possibilities of economic cooperation with its adversary India, therefore contributing towards possible regional economic development in South Asia. Considering the significant aspect at the core of these issues the focus of this article is primarily on the Pakistan’s domestic factors playing a significant role in its foreign policy making. Regarding foreign policy vis-a-vis India, the diplomatic and militarystrategic engagement over the issue of Kashmir remains pertinent. Broadly the analysis of these issues shall be accomplished by focussing on the governments of Pakistan Muslim League – Nawaz group PML (N) from the post-second martial law years (1985 onwards) till the most recent elections in 2013. Considering the history of electoral politics in Pakistan, PML (N) has been inclined towards introducing advanced economic and developmental reforms in Pakistan therefore may be regarded as favouring economically liberal reforms. In order to ascertain the role of democracy as a form of governance in affecting the foreign policy making and conflict resolution, the interactions of these PML (N) governments with their Indian counterparts, on the issue of Kashmir shall be examined. This also contributes to the assumption at the core of democratic peace theory that as Pakistan evolves democratically, the chances of peace and economic cooperation in South Asia may be maximised. Therefore this article engages with the themes of separation of powers and problems of governance, different types of governments and regimes, civil-military relations, and possibilities of peace between historical adversaries through domestic economic progress and regional trade and cooperation. Moreover, in the South Asian perspective, it includes the liberal and internationalist discourses that expect regional economic blocks to develop in South Asia supported and guided by economically, financially and strategically advanced states.

Abstract:: This study examines the media coverage of Kashmir issue in the wake of assassination of Burhan Wani - a young Kashmiri freedom fighter. For this purpose, four widely circulated Pakistani newspapers of English and Urdu language (i.e. Dawn, the News, Jang and Nawa-i-Waqt) have been selected and their reportage for three continuous months has been examined. This examination is conducted within the theoretical approach of peace journalism (Galtung, 1985; 2003) and framing (Goffman, 1974). Findings indicate that media remained inclined towards war-oriented journalism and war-frames dominated the coverage as compared to peace-frames. In comparison between English and Urdu media coverage, the contents of Urdu media were carrying more war-frames as compared to English media. The study concludes that increased war-oriented coverage might be attributed to the historical background and state policy towards Kashmir issue, which seem difficult to be disregarded in reporting. Furthermore, since the “objectivity” or “detachment” is considered to be foremost prerequisite of good journalism, Pakistani media could not have avoided reporting violence and human rights violations that took place in Kashmir.

Abstract:: This article highlights the perpetual under-representation of women in Indian parliament. As the recently held 14th General elections in India situated a stable government at the centre, however, it still has lesser women representatives. The election commission reports from 1957 to the recently held general elections in 2014 highlights emancipation of women from mere absent electorate to active voters. Further, the data also underlines a shift from mere active voters to vibrant candidates, as the number of women candidates is increased manifold. Despite these positive shift from becoming ‘active voters’ and ‘vibrant candidates’, women are unable to capitalise the increase in number of candidates to members of parliament. Undoubtedly, the traditionally placed patriarchical society in India is still unwelcoming when it comes to elect women as the political representatives. Apart from patriarchy as the important reason other various political and nonpolitical reasons is also responsible for this democratic deficit. The substantial representation of women is missing in proportion to their population. While we celebrate the vibrancy of Indian democracy, the issue of under-representation of women continue to be a major challenge for Indian democracy.

Abstract:: Pakistan detonated its nuclear test on May 28, 1998 in the Chagai hills which is along the western border of the province, Baluchistan. Many personalities and organizations were involved in developing the nuclear device against a backdrop of political, security and economic constraints, as well as opportunities. India’s 1974 nuclear explosion had proved a fundamental flashpoint for Pakistan‘s nuclear program. Pakistan decided to accomplish its vow to “eat grass or go hungry” in its mission on its advance for the nuclear weapons. Pakistan’s nuclear program evolved under immensely intricate and challenging security dilemmas and circumstances. Historical experience, a combination of cultural nuances, idiosyncrasies of personalities, and domestic politics existed throughout the nuclearization process. Pakistan faced regional crises, geographical compulsions, technical challenges, global politics, external pressure and international propaganda to nuclear materials know-how.

Abstract:: Ethnicity and Ethnic Politics is an important Phenomenon of Plural Societies. In developing world, ethnic politics is one of the main reasons of internal instability. Ethnic conflict leads towards ethnic politics which is often conceived as a conflict among ethnic groups. This study has focused on the theoretical frame work of ethnic politics, and the main argument is that state has a central role in developing, escalating and diffusing ethnic conflict that is why ethnic conflict does not only mean conflict among ethnic groups but group’s conflict with state is also the part of ethnic politics. The study highlights various steps towards the development of politics of ethnicity. A life cycle model of ethnic conflict is also drawn to analyze various stages of conflict, and how the intensity of ethnic conflict with state gradually gain momentum. The debate also focuses that ethnic conflict with state should be handled on priority basis. If state fails to resolve conflict, the reformation of nationality of a particular ethnic group creates serious unrest and threat to the process of nation building.

Abstract:: The four countries are selected and compared based on their use of e-government as a tool to work and share information more effectively while delivering better services to the public. It also provides a general understanding of e-government and uses different variables to discuss the reality of e-government development and e-participation over the last few years in these four countries. In view of this, the time series data are collected from the United Nations e-government survey to highlight developing trends in e-government along with issues and challenges, best practices, and opportunities for the development of egovernment. As a result, this study finds that real e-government remains a distant hope in these countries due to the expense of supplying technology, a lack of infrastructure, limited human capital and a weak private sector.

60. A Historical Analysis of Trends in Pakhtun Ethno-Nationalism

Abstract:: Although, historically, the first political manifestations of Pakhtun nationalism may be traced to Bayazid Ansari’s (1525-85) Roshani movement (Gregorian, 1969 :43-45; and Misdaq, 2006: 36-39) and Khushal Khan Khattak’s (1513-89) rebellion against the Mughal rule, however, its ethno-nationalist roots are usually mapped out from the pre-partition mobilization of common Pakhtun masses by the Khudai Khidmatgar (servants of the God) movement of Khan Abdul Ghaffar Khan. Starting off as a social reform society, the Khudai Khidmatgars metamorphosized into first an anti-colonial nationalist movement, evolving on the eve of partition of India, into one of ethnic nationalism. The post-independence period witnessed calls for attainment of either an independent Pakhtunistan or greater autonomy for the Pakhtun regions within a federal structure of the state. The irredentist trend in Pakhtun ethno-nationalist politics manifested itself in the controversial Pakhtunistan issue that strained relations between Pakistan and Afghanistan. Pakistani state’s growth and rise in ethnic Pakhtun share in the civil-military bureaucracy witnessed greater integration of Pakhtuns within the polity of Pakistan and a dampening of separatist tendencies in them. Renaming of NWFP as Khyber Pakhtunkhwa and extension of provincial autonomy under the 18th Amendment further boosted Pakhtun ethnic integration into the state of Pakistan. More recently, however, Pakhtun ethno-nationalist movement is believed to be assuming a distinct fervor. The rise of Taliban phenomenon in the tribal belt and settled districts of Khyber Pakhtunkhwa has been labeled as a violent manifestation of Pakhtun ethnonationalism manifested in an Islamist garb. The paper, besides analyzing the integrationist and the separatist (irredentist) trends in Pakhtun ethno-nationalist politics, also aims at exploring the more recent phenomena of its construction around the conceptual framework of ‘ethnicizing Islam’ in the Pakhtun context. It argues that the current Islamist manifestation of Pakhtun ethno-politics is a product of Pakistani state’s attempts at subduing the irredentist Pakhtun strain (that bothered the state throughout the 1960s and the 1970s in Pakhtunistan issue) through support to the Islamist movement inside Afghanistan, especially in later half of 1970s and in the wake of Soviet invasion of Afghanistan. This paper analyzes the Pakhtun ethno-nationalist struggle, especially in the earlier decades as a South Asian Studies 30 (2) 232 form of class struggle to attain political power in the state. As such, it primarily adopts a Marxist lens to the problem of ethnic nationalism among the Pakhtuns for the beginning phase of it. Most of the analyses are historical in a sense that the paper traces the history of Pakhtun ethno nationalism in Pakistan. Moreover, the paper does not claim to be a consummate effort, rather it proposes that there are alternative explanations as plausible as this one to understand the issue.

Abstract:: Pakistan relations with China remain a cornerstone of Pakistan’s foreign Policy. Their common views, perceptions, approaches, and policies at the regional and global level made them a durable friends, allies and partners. Their hostility towards India, their support each other in wars against India, and the conclusion of different agreements further strengthened their bilateral mutual relations between these two countries. And above all, China’s moral, diplomatic, political, financial, and military support since 1971 proved a great source of consolation and encouragement to Pakistan in the difficult hours. In the changing global scenario since 9/11, witnessed drastic improvement in Sino-Pak military and strategic relations. Exchange of visits by high leaderships and other dignitaries, their growing coordination in Indian Ocean, Arabian Sea, Persian Gulf and Gwadar, the signing of naval and military agreements, their missiles and nuclear cooperation, provided both the countries with opportunity to counterweight India’s growing hegemony and supremacy. On her part, India is trying its best to frustrate the growing Sino- Pak Defence nexus by using a variety of tactics in order to protect and safeguard her interest in the region.

Abstract:: This paper focuses on the role of discourse indicating socio-political and economic situation of bilateral relations between India and Pakistan. It gives an analysis of 37 articles published in Dawn regarding bilateral trade ties between India and Pakistan over the period of 2 years i.e. june2011 to June 2013. This study is an overview of Dawn’s perspective regarding the changing ties between two nations on the basis of increasing interaction in business sector. Further, the nature of relationship is explained with help of revealed themes and characterization of the words and grammatical features. The article concludes that shift in bilateral relations of two countries is visible in context of increasing trade ties on parallel basis.

Abstract:: The age of Sultan ul Masha’ikh Hazrat Khawaja Nizam ud Din Auliya (636 AH – 725 AH/ 1238 AD – 1325AD) was the most glorious period of Muslim history in the sub-continent because of political grandeur and people’s prosperity as well as spiritual sublimation. The political rule contributed a lot in turning Delhi Empire into a centre of Muslim culture and civilization by promoting science, learning and fine arts. On the other hand is spiritual and ministerial order founded by Hazrat Khawaja Moeen ud Din Chishti (R.A), organized by Khawaja Qutab ud Din Bakhtiar Kaki (R.A) and reinvigorated and brought to acme by Baba Fareed (R.A) was entrusted to Hazrat Nizam ud Din Auliya (R.A). There had been many rises and falls in the relations of two dynasties: spiritual as well as political. This paper briefly reviews the rises and falls of the relations.

Abstract:: Tens of million people of Pakistan, India and Bangladesh speak Urdu language and hundreds of people of South Asia understand it. It is such an auspicious language that many pious Sufis and holy saints participated in its growth and development. When the Muslims came in India they spoke Persian, Arabic and Turkish languages. Although they did not enforce any of these languages by force in India, but Persian was the official language of the regions under Muslim rule. Therefore, the people had to get a nodding acquaintance of Persian. On the other hand many words related to Muslim mode of life and Islamic sociology entered into local language. Although the local language started growing rapidly but it did not get the status of mature literary language that Persian enjoyed. Therefore, the scholars, intellectuals and litterateurs of India preferred Persian language for expression of serious subjects. But the Iranian scholars and poets showed incredulity about Persian works of the Indians. These antagonistic feelings against the Indian littérateurs turned them towards their local language. This paper examines the effect of this reactionary attitude on the development of Urdu.

65. Nuclearization of South Asia 1998: Pakistan’s Domestic Constraints

Abstract:: India and Pakistan are two countries that, having tussles since the day they emerged on the globe as independent countries in 1947. The dispute between the two countries has a number of constraints in terms of historical, political and strategic terms. However, the most important amongst them is Kashmir, over which a number of wars have been fought. In May 1998, the relations between India and Pakistan took a new turn when India conducted its nuclear tests on 11 and 13 May 1998, followed by Pakistan conducting its own series of nuclear tests on 28 and 30 May 1998. Thus began a complicated nuclear race between the two that concerned the international community at large because any conflict between the two having a nuclear angle would have global ramifications. This research is focused on the domestic constraints of Pakistan related to the nuclear issue of 1998 and provides a better perspective, from a Pakistani viewpoint. The acquisition of nuclear weapons by India and Pakistan did not lead to instability in the region, both have adopted a policy of deterrence, the leadership of both sides is thinking rationally and stable relations in the form of deadlock are current. Both in India and Pakistan there exists a common belief that their nuclear programs are the guarantors of national security and national power. Due to these explosions, nuclear weapons have been put to political use by both countries. And both states are now targets for the nuclear missiles of all the other nuclear weapon states, as well as each other.
