Abstract:
David M. Lampton is Senior Fellow at the SAIS Foreign Policy Institute and Professor Emeritus at Johns Hopkins--SAIS. Immediately prior to his current post he was Oksenberg-Rohlen Fellow at Stanford University’s Asia-Pacific Research Center from 2019-2020. For more than two de- cades prior to that he was Hyman Professor and Director of China Studies at the Johns Hopkins University School of Advanced International Studies. Lampton is former Chairman of The Asia Foundation, former President of the National Committee on United States-China Relations, and for- mer Dean of Faculty at SAIS. Among many written works, academic and popular is his most recent book (with Selina Ho and Cheng-Chwee Kuik), Rivers of Iron: Railroads and Chinese Power in Southeast Asia (University of California Press, 2020). He received his B.A., M.A., and Ph.D. degrees from Stanford University in political science where, as an undergraduate student, he was a firefighter. Lampton has an honorary doctorate from the Russian Academy of Sciences’ Institute of Far Eastern Studies. He is a Life Trustee on the Board of Trustees of Colorado College and was in the US Army Reserve in the enlisted and commissioned ranks.

Abstract:
The Chinese government’s treatment of the Uyghurs has gone from a relatively obscure issue in the international press to a central one. It has become the subject of discussion and policymaking in the halls of governments around the world and has gained widespread awareness among the general public. This is because Uyghurs are subject to some of the worst human rights abuses in the world; in many respects, their treatment meets the accepted definition of geno- cide. The fact that these abuses are being perpetrated in the People’s Republic of China (PRC), a nation widely expected to have a major role in shaping the twenty-first century, has contributed to the urgency of the issue. The Uyghur community has welcomed the long overdue response from some governments. An increasing number of parliaments have condemned the Chinese government’s actions as genocide, and some are developing legislation aimed at addressing issues such as forced labor in the supply chain and transnational repression di- rected at Uyghurs living abroad. Although the Chinese government denounces these as attempts to meddle in their internal affairs, the repression of Uyghurs has a global dimension that requires a global response.

Abstract:
As I lay on a gurney in an examining room in Peking Union Medical College Hospital (Xiehe Yiyuan) in central Beijing—pleading with the doctor to give me something, anything for the pain coursing through my head—I could not help but wonder why it was taking so long for hospital staff to give me relief. The diagnosis could come later, I thought, but right now I want either morphine or a gun. The year was 1990. Martial law imposed on Beijing during the aftermath of the massacre that occurred as the culmination of the Tiananmen Square demon- strations of 1989, had only just been lifted five months earlier. The city remained on edge. We were quickly approaching the 1 October Chinese National Day holiday, which would typically celebrate the founding of the People’s Republic of China (PRC) with fanfare and tens of thousands of people in Tiananmen Square itself. The tanks sent to break up the student protests months earlier had rolled by on East Chang’an Avenue only 800 meters away; doctors and nurses in Peking Union had treated survivors and dealt with the dead.

Abstract:
Throughout recorded history, nations have employed spies to support foreign policy goals and military operations. However, such clandestine activities seldom become the subject of foreign policy themselves, and intelligence and related activities are rarely subject to public review. Yet in the People’s Republic of China, a massive “whole-of-society” approach to economic espionage is creating a new paradigm for how nations conduct, view, and address intelligence func- tions. In fact, a key element in the United States-China trade war is Washington’s insistence that Beijing cease stealing American intellectual property and trade secrets. China denies the claim, but hundreds of recently prosecuted espionage cases prove otherwise. These espionage activities are changing the global balance of power, impacting U.S. and foreign economies, and providing challenges to domestic and national security, as well as foreign policy formulation. Domesti- cally, they threaten economic security, the protection of critical infrastructure, and intellectual property rights.
