Abstract:
In celebration of the 70th Anniversary of the ROK-US alliance, East Asia Institute (EAI) conducted a public opinion poll to assess the Korean people`s perceptions of the United States and the ROK-US alliance. EAI presents the survey results in chart form in the `EAI Public Opinion Briefing.` While many respondents acknowledged the historical benefits of the ROK-US alliance to Korea`s development in the areas of security, economy, and politics over the past 70 years, they expressed reserved outlooks on the current state and future progress of the alliance. Furthermore, the survey results revealed complex viewpoints regarding the role and scope of the alliance, South Korea`s contribution to it, and the extended deterrence provided by the United States.

Abstract:
Recent developments in international affairs and military technology have led some analysts to conclude that the nuclear revolution, which purportedly prevents war between nuclear powers, no longer has much effect—that the world is getting safer for nuclear war or conventional war beneath the nuclear umbrella. This conclusion is wrong; technological change has not meaningfully shifted the political calculus pacifying relations between nuclear weapons states. The war in Ukraine demonstrates the continued strength of nuclear restraint: while Russian President Vladimir Putin is risk-acceptant and brutal, he did not attack a country protected by U.S.-extended deterrence, and, like NATO members, he appears deterred by the possibility that a Russia-NATO war could escalate out of control. North Korea provides another example of the endurance of mutual deterrence: Despite heated rhetoric and a barrage of missile tests, North Korea remains deterrable, and its small arsenal has also been able to deter the United States. Because the chances of nuclear war are usually low but never zero, the nuclear age should continue to be an era of great power restraint. Traditional foreign policy approaches emphasizing strategic ambiguity and arms control, including with China, remain useful tools to help keep the peace.

Abstract:
Historians of the United States and the world are getting religion, and our understanding of American foreign relations is becoming more rounded and more comprehensive as a result. Religion provides much of the ideological fuel that drives America forward in the world, which is the usual approach historians have taken in examining the religious influence on diplomacy; it has also sometimes provided the actual nuts-and-bolts of diplomacy, intelligence, and military strategy.1 But historians have not always been able to blend these two approaches. Lauren Turek’s To Bring the Good News to All Nations is thus a landmark because it is both a study of cultural ideology and foreign policy. In tying the two together in clear and compelling ways, based on extensive digging in various archives, Turek sheds a huge amount of new light on America’s mission in the last two decades of the Cold War and beyond. Turek uses the concept of “evangelical internationalism” to explore the worldview of American Protestants who were both theologically and politically conservative, and how they came to wield enough power that they were able to help shape U.S. foreign policy from the 1970s into the twenty-first century. As the formerly dominant liberal Protestants faded in numbers and authority, and as the nation was gripped by the cultural revolutions of the 1960s, evangelicals became the vanguard of a new era in American Christianity. Evangelicals replaced liberal Protestants abroad, too, as the mainline churches mostly abandoned the mission field. The effects on U.S. foreign relations were lasting and profound.

Kazakhstan is one of China’s direct neighbours, and a prominent one by size and border. As the Chinese proverb states, “a close neighbour is more valuable than a distant relative”,[1] hence the importance of Sino-Kazakh ties, especially at a time when Beijing tries to promote its “Belt and Road Initiative” (BRI) across Eurasia. The country has a 1782.75 km-long border with China, and shares much history and people with the former Middle Kingdom. Although data is sparse, it is known that many Uyghurs –the main tribe of Xinjiang, China’s troubled autonomous region – live in Kazakhstan. There are also ethnic Kazakhs living on the Chinese side, in Xinjiang (many of them facing great political difficulties, if not persecutions).

The 2018 National Defense Strategy (NDS) shifted the Department of Defense (DoD) away from a strategy focused on counterterrorism and deterring regional threats like Iran toward competing with, deterring, and, if necessary, defeating Chinese and Russian aggression. DoD is portraying the President’s Budget Request for Fiscal Year 2020, which is the first such request submitted since the release of the NDS, as a down payment on the long-term investments required to develop a future force that can execute this strategy. In October 2018, LNG Canada – a C$40 billion joint venture supported by some of the largest multinational corporations in the world, including Shell, Petronas, PetroChina, Mitsubishi and the Korean Gas Corporation – was approved by its investors, and a new chapter in Canadian political economy began. The project consists of a coastal liquefied natural gas terminal at Kitimat, British Columbia, which is fed by a 670-kilometre pipeline from the shale gas-producing region in the province’s northeast interior. It is the largest private-sector and natural resource investment in Canadian history, in a country where resource extraction still contributes more than 17 per cent of GDP. Moreover, LNG Canada is the cornerstone of the B.C. NDP government’s economic policy, promising to provide 10,000 jobs during construction and up to 950 permanent jobs once the project is fully operational. It will also create $5 billion in additional provincial GDP per year and $23 billion in new revenues over the project’s life, while spurring the growth of a new natural resource industry.1 Predicted economic benefits in the rest of Canada will total $2 billion per year and approximately $500 million in new federal revenues. These benefits will be in addition to an increase in the value of all Canadian liquefied natural gas exports of between $519 million and $5.8 billion per year, depending on market prices.2 Thus, it is not surprising that the federal government is also strongly supportive, and that Prime Minister Justin Trudeau was seated next to B.C. Premier John Horgan when the agreement was signed.

The Vientiane–Hanoi Expressway (VHE) has been one of the most anticipated transportation projects between Lao PDR and Viet Nam. This report (1) explores the potentiality of the corridor between Hanoi and Vientiane as designated by the Greater Mekong Subregion Economic Development Program; (2) illustrates impacts on economies and industries of Lao PDR and surrounding countries of the VHE; (3) sets out industrial development strategies for Lao PDR, Viet Nam, and Thailand that take maximum advantage of the VHE; and (4) suggests appropriate financial mechanisms to construct the VHE. Abstract:
This paper critically considers the operation and objective of Japan’s ‘creative industry’ policy and suggests how to redesign it to align it with recent attention to cultural diversity. But the paper’s scope goes beyond business and extends to defining ‘creativity’ as a means to enhance civic dialogue, sympathy, and inclusion, to imagine a better society. The ‘creative industry’ can include independent and non-profit cultural projects that promote diversity by involving artists, museums, non-governmental and non-profit organisations, public service corporations, local communities, volunteers, and researchers. Such a redesign is compatible with the creative industry policy’s aim to advance social inclusion and democratisation by promoting grassroots creativity.

Trade and investment liberalization has been one of the key features of economic policy in many developing countries since the 1990s. Research on this subject has consistently produced more evidence on the benefits of globalization; theoretical studies give more attention to what happens within an industry when trade and liberalization occur, while empirical studies confirm the positive impact of trade liberalization. This paper reviews some recent studies on the subject of firms in a globalized economy to enable us to understand more about how firms respond to globalization or changes in trade and investment liberalization. The paper focuses on presenting or explaining the underlying mechanisms through which the effects are realized. The studies summarized in this paper generally confirm the positive impact of trade liberalization on productivity or the spectrum of measures reflecting productivity, such as product quality, firm size, or skill intensity. The positive impact goes through various channels, including competition and industry dynamics, exporting and innovation decisions, and production or investment decisions.

Abstract:
The UK has wasted precious time in the Brexit process. A no deal outcome has become the legal and political default. The new prime minister cannot avoid returning to Mrs May’s deal if he is to avoid no deal. Andrew Duff argues for changes to be made not only to the Political Declaration but also to the Withdrawal Agreement itself. One amendment is needed to buy time: the transition period should be made extendable until the final association agreement enters into force. Such a revision will not breach anyone’s red lines, will obviate the need for the Irish backstop, reassure businesses and citizens, and enable an orderly exit. Duff also argues that the British should pay far more attention to the joint governance of the Withdrawal Agreement. The idea that the UK will become a vassal of the EU is nonsense: in fact, the British will be able to wield influence after Brexit if the new prime minister adopts a positive attitude.

Now that the movement to address climate change at the systemic and cultural level has gained unprecedented momentum, it is critical for us to establish a viable alternative economy that committed citizens around the world can join. The basic unit of that economy should be fossil-fuel-free (FFF) communities. The Turkish invasion, which began on October 9, has been devastating for Rojava. According to the United Nations, nearly 180,000 people, including 80,000 children, have been displaced. German public sector wage restraint has been explained through the presence of a specific type of inter-sectoral wage coordination in the industrial relations system – i.e., export sector-led pattern bargaining. This paper has a twofold ambition. First, as a literature assessing exercise, I review the literature in industrial relations and comparative political economy (CPE) and find that (1) the origins and mechanics of inter-sectoral wage coordination through pattern bargaining have never been laid out clearly; (2) the mechanisms of the pattern bargaining thesis have never been tested empirically; and (3) the CPE literature reveals a limiting export-sector bias. Second, as a theory-testing exercise, I perform hoop tests to verify whether the pattern bargaining hypothesis can really account for wage restraint in the German public sector. I find that Germany cannot be considered a case of export sector-driven pattern bargaining. These findings challenge core tenets of a longstanding scholarship in both CPE and industrial relations. Most importantly, they open a new research agenda for the study of public sector wage-setting that should shift its focus to public sector employment relations, public finance, public administrations, and the politics of fiscal policy

The end of the Bretton Woods regime and the fall of the Iron Curtain deepened the export orientation of the German model of the economy. Only after entry into the Monetary Union, however, did rising exports turn into a persistent export–import gap that became a problem for other eurozone economies. This Discussion Paper shows why the present asymmetric euro regime will not be able to enforce their structural transformation on the German model. Neither will German governments be able to respond to demands that would bring the performance of the German economy closer to eurozone averages. Instead, it is more likely that present initiatives for financial and fiscal risk sharing will transform the Monetary Union into a transfer union.

The Government Reform and Reorganization Plan released earlier this year by the White House calls for substantial reform of US humanitarian institutions. The plan mandates that the State Department and USAID produce a “specific reorganization proposal” to “optimize” humanitarian assistance and “eliminate duplication of efforts and fragmentation of decision-making.” This policy note lays out guidance for how an ambitious but feasible optimization could be achieved. It is informed by two high-level private roundtables convened by the Center for Global Development to solicit expert input, as well as a desk review of documents, expert interviews, and the author’s own experiences serving in the humanitarian arms of both USAID and the State Department. While numerous experts contributed thoughts and feedback, the author takes sole responsibility for the views represented herein.

It’s tricky to evaluate government education policies. They’re not implemented in NGO-like laboratory conditions, and political motivation and public sector capacity constraints play as much of a role in their success or failure as policy design. Using the examples of three rigorous studies of three different education policies, this note aims to shed some light from the perspective of someone on the policy side on how, why, and when to evaluate government-led reforms. A government education policy is not an abstract theory that can easily be replicated in a different place. In each new context, it is effectively a brand-new programme and needs to be evaluated as that. None of the three examples presented was “new” as a policy: school inspections, school vouchers, and charter schools have all been tried and evaluated elsewhere. But the evaluations of these policies—when implemented in new contexts—illuminated a new set of challenges and lessons and generated a different set of results.
