1. Clearing the Path for Nuclear Disarmament: Confidence-building in the Korean Peninsula

Abstract:
This paper explores possibilities for building confidence in the Korean peninsula to address the conflict dynamics and militarization in the region. It argues that a key reason for the failure of past diplomatic efforts has been the coercive approach in pursuit of immediate nuclear disarmament in North Korea. In addition to a more incremental approach to North Korean–United States nuclear diplomacy focused on arms control, the paper highlights the need for reciprocity in terms of sanctions relief, as well as more robust confidence-building measures aimed at reducing instability and addressing the security rationales behind North Korea’s nuclear policy. At the same time, it proposes embedding nuclear diplomacy into a broader framework of cooperative risk reduction and arms control that also includes South Korea and possibly other regional actors. If sustained over time, such a framework could ultimately also promote nuclear disarmament alongside the normalization of political relations between key conflict parties.

2. Target Taiwan: Prospects for a Chinese invasion

Abstract:
In a scenario where China attempts an amphibious invasion of Taiwan and the United States does not fight, the invasion will likely succeed assuming Beijing is willing to bear heavy casualties. Taiwan’s vulnerability to China is due to its proximity, since it is located well within range of Chinese missiles, airpower, rocket artillery, helicopters, and paratroopers. All this will reduce Taiwan’s ability to prevent an amphibious landing. Due to its air superiority and the geography of Taiwan, which is mostly urban and mountainous, China can plan for an infantry fight, at least initially, not one dominated by heavy armor. Hence, civilian vessels, including small craft of all types, can help ferry most troops ashore. While an operation to seize Taiwan would be a highly risky endeavor that could result in heavy Chinese losses, Beijing would likely be motivated to bear such costs, since it views national unification as a core interest. A Chinese invasion of Taiwan thus cannot be discounted and Taiwan should prepare by boosting its defense spending, emphasizing its own self-reliance, and engaging in diplomacy.

Abstract:
Houthi leader Abdelmalek al-Houthi sought to reposition his movement as the head of the Iran-led Axis of Resistance. Israel’s destruction of Gaza and attacks on Lebanon’s Hezbollah, including the killing of its influential leader, Hassan Nasrallah, have left the alliance weakened, a point underscored by the rapid fall of the Assad regime in Syria. Iran has tried to avoid direct conflict with Israel and the West, leaving the Houthis as the only undiminished group continuing to fight. Abdelmalek has increasingly spoken as if on behalf of the entire alliance, condemning the war in Gaza and chastising Saudi Arabia for pursuing normalization with Israel. The Houthis dissolved their Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation (SCMCHA), transferring its responsibilities to the Ministry of Foreign Affairs. SCMCHA oversaw humanitarian operations and was notorious for its interference and aid diversion. The move follows the arrest and detention of dozens of humanitarian workers in June, some of whom have since been charged with espionage.

The first weekend of 2024 saw one of the fiercest exchanges of fire between Hezbollah and Israel since the 2006 war. On January 6, the group launched antitank guided missiles, attack drones, and no less than sixty-two rockets against Israel’s northern air control unit in Mount Meron, causing some damage. Hezbollah described the salvo as an “initial response” to the targeted killing of senior Hamas official Saleh al-Arouri in Beirut days earlier. In response, the Israel Defense Forces struck Hezbollah military compounds, a surface-to-air missile unit, and other targets at seven sites in south Lebanon. On January 8, an IDF strike killed Wissam al-Tawil, a senior commander in the group’s Radwan special forces. The next day, Hezbollah drones attacked the IDF’s northern command headquarters, while Israel killed the head of the group’s southern aerial unit and three of his team. In all, Hezbollah has claimed ten new “martyrs” since Saturday. Amid the fighting, Prime Minister Binyamin Netanyahu has restated Israel’s “resolve to return the northern communities home, diplomatically if possible; otherwise, by other means.” Similarly, Defense Minister Yoav Gallant told U.S. envoy Amos Hochstein, “We prefer the path of an agreed-upon diplomatic settlement, but we are getting close to the point where the hourglass will turn over.” Senior U.S. and European officials are now shuttling between Beirut and Jerusalem in a bid to stop the escalation. What exactly will it take to prevent a war in Lebanon and possibly beyond?

As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

Italy inaugurated its year of G7 presidency with the Italy-Africa summit on 28-29 January in Rome, an event representative of the current government’s ambitions.[1] The long-awaited meeting was the first test for the strategy of “cooperation as equals” with African states that Giorgia Meloni has repeatedly proposed as central to her government's foreign policy. It was also the first occasion to test the real scope of the so-called Mattei Plan for Africa, the project with which the Italian government wants to substantiate this strategy but whose official strategic outline has yet to be announced.

Abstract:
Peace talks between Saudi Arabia and the Houthi group (Ansar Allah) dominated Yemeni politics over the last year. The negotiations began as backchannel discussions in October 2022 after the Houthis resisted UN pressure to renew a truce first agreed in April 2022 by making a series of eleventh-hour demands. The talks continued despite Houthi attacks on oil terminals in southern Yemen in late 2022 that effectively put the internationally recognized government under a form of economic blockade. As the months progressed, the government’s increasingly dire economic situation pressured it to accept the Saudi policy of seeking a settlement with Houthi authorities, seemingly at almost any price. The broad terms of a Saudi-Houthi agreement first became public in January, when international media reported that Saudi Arabia had agreed in principle to pay outstanding civil servant salaries in Houthi-run areas, including those of military and security personnel, and to remove restrictions on entry points, including the ports of Hudaydah and Sana’a airport. In return, Saudi Arabia wanted guarantees that there would be no more attacks on its territory and the creation of a buffer zone along the border, an end to the Houthi blockade of southern ports and the siege of Taiz, and for direct Yemeni-Yemeni talks to follow any deal. Within a few months, these proposals had morphed into a comprehensive roadmap for peace involving a six-month ceasefire, to be followed by three months of government-Houthi discussions on managing a transitional phase of two years, during which a final resolution of the conflict would be negotiated. A prisoner swap in April arranged by the International Committee of the Red Cross in Switzerland saw around 973 people released, including high-profile figures, and seemed to augur rapid progress. But Saudi Arabia appeared to overplay its hand when Ambassador to Yemen Mohammed al-Jaber led a delegation on a much-feted trip to Sana’a in April. The Houthis again raised their demands, arguing that an agreement must be signed first with Riyadh alone as a party to the conflict, and that Saudi Arabia should agree to pay compensation for war damage and finance postwar reconstruction. Al-Jaber left Sana’a without an agreement, but the basic terms of a formal de-escalation and path toward a resolution of the conflict were nevertheless laid down. Saudi Arabia’s problem now was how to manage resistance from the government’s Presidential Leadership Council (PLC). Ultimately, it was kept in the dark about the details of the proposed arrangement for most of the year, even its chairman Rashad al-Alimi, who was expected to sign off at the end of the process. A Houthi delegation met Saudi officials during a hajj pilgrimage trip in June – posing for photos with Defense Minister Khaled bin Salman – sending the signal that a formal agreement normalizing Saudi-Houthi ties and initiating a Yemeni-Yemeni peace process had become a question not of if, but when. A complication that emerged early on was US reservations about a peace deal following the Saudi-Iran rapprochement brokered by China in March. This seemed to mark China’s arrival as a diplomatic player in the region, putting the Americans on notice that another global superpower was interested in challenging its role in the Middle East, including, perhaps, in Yemen. There was an irony here, in that rising criticism of Saudi Arabia’s conduct during the war in the US Congress, and threats to halt arms sales, played a role in bringing the Saudi leadership around the idea of getting out of Yemen and ending a foreign military adventure that had damaged its global standing.

Without a sea change, U.S. and European soft power will continue to erode in Tunisia at a moment of increasing crisis for the country. For decades, Tunisians have viewed their country’s relationship with the West as a relationship built on a sense of mutual alliance. Tunisia has long seen itself as a vital ally for both the United States and Europe; in 2012 a host of bilateral and multilateral agreements solidified the economic and political ties between Tunisia and Europe, and in 2015 Washington deemed Tunisia a Major Non-NATO Ally. These relationships span much of the past century; aside from being under French and Italian control during the colonial period, Tunisia became a key site of conflict in the North African theater during World War II, when Allied forces eventually broke into the Italian peninsula from the south. And for many Tunisians coming of age in the 1990s, the United States was seen as the ideal model of a superpower. Despite these deep ties between Tunisia and the West, the true nature of the country’s relationship with the United States and Europe continues to be unclear and ever-changing. However, geopolitical shifts and harsh realities have snuffed out that once-bright optimism. In Tunisia, the recent actions of the United States in the region have damaged its reputation, perhaps irreparably. This was evident in the United States' stance on the ongoing war in Gaza since last October, where it did not intervene effectively to stop the war using its diplomatic leverage. Moreover China, Russia, and other powers are steadily making economic and political inroads at the expense of the United States and Europe.

Having observed two decades of instability across its southern borders and anticipating U.S. withdrawals, Ankara is planning steps to end the volatility, including potentially wide-ranging agreements with the Assad regime. Events in the Fertile Crescent since the 2003 U.S. invasion of Iraq have not been in favor of Turkish security interests. The ensuing Iraqi civil strife, the rise of al-Qaeda and the Islamic State (IS), and Syria’s civil war collectively resulted in regional instability for over two decades, including numerous terrorist attacks against Turkey. Meanwhile, the Kurdistan Workers Party (PKK), a NATO-designated terrorist entity that has been fighting Ankara for decades, took advantage of Iraq’s decentralization to establish itself along the border in the semiautonomous Kurdistan Region. On Turkey’s other southern border, the multinational campaign against IS led to a U.S. partnership with the People’s Defense Units (YPG)—the PKK’s armed Syrian wing that later took a leading role in the Syrian Democratic Forces (SDF) and gained control over a large swath of the frontier. This partnership became the greatest impediment to a reset in U.S.-Turkey ties. Today, anticipating that the U.S. military presence in Iraq and Syria will decrease significantly, Ankara aims to promote soft recentralization in both neighbors, toward the broader goals of curbing instability across its borders and denying operational space to the PKK. Abstract:
The US ambassador to South Africa recently accused South Africa of shipping arms to Russia. The ambassador was criticized by some—including the South African government—for breaking with diplomatic protocol by so openly condemning his host government. However, maintaining an effective working relationship does not mean that a diplomat must never say or do anything that the host country might not like. Far from it. Effective diplomacy is built on trust, honesty, and respect, and the diplomat who never disagrees or who comes across as a sycophant, will be neither trusted nor respected. On the other hand, a diplomat who is consistently honest, but who strives to be polite and considerate, might not be universally liked, but will earn respect.

14. Biden’s Middle East Balancing Act: Iran’s Nuclear Program and Saudi-Israeli Ties

This summer, the Biden administration decided to negotiate a temporary deal with Iran involving the release of American prisoners held by the Islamic Republic in exchange for the release of some of the funds that were held by the United States as part of the economic sanctions on Tehran. The White House expects that this package deal will open the road to talks with Iran on its nuclear program. The outline of a deal would include a pause in the accumulation of enriched uranium and an Iranian pledge not to produce weapons-grade fissile material, in exchange for the removal of US economic sanctions. But any diplomatic deal between Washington and Tehran raises fears among two of America’s allies in the region, Saudi Arabia and Israel, that regard Iran as an existential threat. From that perspective, a US-led process of normalizing the relations between Riyadh and Jerusalem could help contain Iran and reinforce the American pledge to strengthen the alliance with Saudi Arabia and Israel.

Abstract:
The Hamas-Israel war has derailed but not destroyed the trend towards regional de-escalation and integration. Hamas’ “success” has revived fears in the region of a Muslim Brotherhood resurgence and led aspiring regional powers to compete to steer the Muslim world’s attitudes and responses to the crisis . Egypt and Jordan, Israel’s peace partners, face particular domestic challenges that both constrain and incentivize engagement in the crisis. Egypt’s strategic interests have led to a discreet, but more active role, while Jordan’s domestic pressures have led it to keep the crisis at arm’s length. The United Arab Emirates and other conservative Arab states emphasize the need to prevent escalation, to limit civilian deaths, and to implement an immediate ceasefire, and at least publicly, minimize the relevance of “who started” the war.

16. To Prevent the PA from Unraveling, Address Internal Reform

Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

17. The Rise and Immediate Fall of Israel-Libya Relations

On August 27, Israeli foreign minister Eli Cohen revealed that he had met with his Libyan counterpart Najla al-Mangoush in Rome, sparking an imbroglio in both of their countries and further abroad. Protests erupted immediately across Libya, including at the Foreign Ministry and the residence of Prime Minister Abdulhamid al-Dabaiba, who likely authorized the meeting. Dabaiba tried to calm the situation by suspending Mangoush and naming an interim foreign minister, while his Government of National Unity (GNU) called the incident a chance encounter alongside Italy’s foreign minister rather than a planned meeting. As protests continued on August 28, Dabaiba appeared at the Palestinian embassy in Tripoli, where he donned a scarf depicting the Dome of the Rock, announced that he had officially dismissed Mangoush, and reiterated Libya’s dedication to the Palestinian cause. Fearing further backlash and potential violence, Mangoush fled to Istanbul. Unlike her predecessors, who were experienced diplomats familiar with Libya’s byzantine Foreign Ministry, Mangoush had no diplomatic background. Dabaiba appointed her in March 2021 only after another female candidate drew criticism, and she faced a unique challenge as a woman among exclusively male foreign ministers across the region. She lacked a power base of her own and wielded narrow influence outside of what Dabaiba and his circle granted her. Yet she was resilient during her first two years in office, surviving calls for her resignation over controversial statements criticizing Turkey’s military presence in Libya, praising Russia’s positive relationship with the GNU, and cooperating with the United States on the extradition of a Pan Am 103 bombing suspect (see below). The State Department named her an International Woman of Courage in 2022, citing her work with civil society organizations and her expertise in conflict resolution (gained in part from PhD work at George Mason University).

18. Strengthening South Korean Value Diplomacy for U.S.-South Korean Normative Alignment

The foreign policy of any state is formulated by calculating national interest and normative ideals. If national interest is based on tangible economic and security gains, normative ideals are often understood as universal and transformative values. However, this distinction is often blurred in reality, as normative choices are made in the context of long-term national interest. Furthermore, a state’s normative alignment can change due to ideologically different new governments or contentious domestic challenges. The worst-case scenario occurs when a strong state withdraws from leadership of a normative coalition of like-minded states. Like-minded states tend to disperse when they lose their leader; the decline of the Community of Democracies after the United States’s neglect is such a case. States fail to pursue consistent foreign policy because normative politics are in flux domestically and internationally. Despite this complexity, a strong power can exercise normative foreign policy more effectively than a weaker power, as it can employ both hard and soft power. The United States played such an enforcement role during the post–Cold War unipolar world. A newly emerging strong state, such as China, can challenge an existing norm or establish a new norm. What about middle powers? Lacking unilaterally exercisable power, middle powers frequently champion multilateral rules and norms that can protect their interests from great power coercion. Professor Andrew Cooper characterizes a middle power as normatively more virtuous and trustworthy in the global order and describes its preferred diplomacy as pursuing multilateral solutions to international problems, embracing compromise positions in international disputes, and adopting the notions of “good international citizenship” (Cooper et al. 1993, 116). The government of former South Korean President Lee Myung-bak pursued middle powermanship under the Global Korea slogan, emphasized value-based international contributions by expanding foreign aid, and hosted the Group of Twenty (G20) and other global meetings. Now, the Yoon Suk Yeol government has scaled up its middle-power ambitions to those of being a global pivotal state by highlighting South Korea’s international contributions and values-based diplomacy (Yoon 2022a). Like the Lee government, the Yoon government is building its proactive multilateral diplomacy while deepening its long-standing alliance with the United States. But the U.S.-China relationship has changed significantly between the Lee and Yoon governments: geopolitical competition between the United States and China has intensified during the intervening fifteen years, expanding beyond the economic and military spheres to include technology and ideology. Under U.S. President Joe Biden and Chinese President Xi Jinping, an ideological narrative dividing the world between democracies and autocracies has set in. The Russian war in Ukraine has caused Western European countries to merge democratic unity and collective security. In Northeast Asia, North Korea’s nuclear capabilities now threaten not only South Korea but also the faraway United States. Facing all these high-risk challenges, the Yoon government has tightened military and economic ties with the United States. The two countries’ shared democratic values and liberal norms have emerged as a crucial component of deepening bilateral ties. This normative alignment has invited criticism from Beijing, but the Yoon government has so far not rolled back its advocacy for those values—although it has carefully dubbed them as “universal values” rather than liberal or democratic values. The national confidence gained by globally successful popular Korean culture and deteriorating public opinion against China have helped fuel this value assertiveness.

The strategic city of Marib saw an increase in fighting on several fronts. The Houthis have been reinforcing their positions in the area, which they attempted to seize in a massive and costly offensive two years ago. Should negotiations break down, Marib is seen as a likely area of renewed contestation due to its oil and gas resources. A new counterterrorist campaign was launched in Abyan to target Al-Qaeda forces in the governorate. Named ‘Swords of Haws’, the operation is being conducted by an array of STC and pro-government forces. The campaign reported it had succeeded in securing the Rafd and Jenin Valleys, but had faced strong resistance from Al-Qaeda forces in Mudiya district. Frontline fighting on the border of Al-Bayda and Lahj rose significantly in August, including a particularly large Houthi assault on STC positions on August 26-27 that resulted in dozens of casualties. Two Doctors Without Borders employees were kidnapped by unidentified gunmen in Marib as they traveled from Seyoun. No group has yet claimed responsibility for the incident. An officer investigating last month’s killing of World Food Programme Moayad Hameidi was assassinated. The officer, a member of the Taiz Political Security department, had received death threats and demanded he halt the investigation. Five UN employees were released on August 11, after being held captive by Al-Qaeda for more than 18 months. The group was reportedly released after lengthy Omani mediation and the payment of a ransom, though the UN has disputed these claims. Houthi forces continue to besiege villages of the Bani Nawf tribe in Al-Jawf following the killing of a prominent local Houthi commander. A number of tribes have responded by calling for united action, others have sided with the Houthis.

The Houthi group (Ansar Allah) claimed responsibility for a series of attempted missile and drone strikes on Israel. The Houthis have threatened to keep up the attacks as long as the Israeli military operation in Gaza continues. Four projectiles were intercepted by a US warship in the Red Sea, where the group has expanded its operations, and it could threaten shipping in the area in the future. Hamas’ deadly incursion into Israel and the subsequent conflict has fueled fears of a broader conflagration across the Arab world, potentially drawing in Iran and the US. While this still appears unlikely, the Houthis’ involvement could yet provoke retaliatory strikes from Israel or the US. The conflict is also proving a boon for recruitment for Al-Qaeda in Yemen. The Houthis staged a massive military parade on September 21 to celebrate the anniversary of their seizure of the capital in 2014. They then cracked down heavily on September 26 revolution celebrations, which mark the end of the Imamate and the beginning of republican rule. Thousands were reportedly arrested and detained, and a number of people were beaten for participation, as the event now carries symbolic importance as resistance against Houthi rule. Yemen has also seen nationwide demonstrations in support of the Palestinians over the course of October. Two border incidents marked a rare resumption of violence between the Houthis and foreign members of the Saudi coalition. Five Bahraini soldiers were killed following a Houthi drone strike along the border on September 25, and four Saudi soldiers were killed in a raid one month later. There has been speculation that the incidents reflect internal dissent over progressing Saudi-Houthi peace talks. Heavy fighting in Al-Dhalea has killed scores of fighters on both sides, though the frontlines have moved little. The renewed violence has been accompanied by the assassination and attempted assassination of local military leaders.

Abstract:
Houthi military action in the Red Sea escalated dramatically during November and December, as the group announced the creation of a ‘third front’ against Israel in retaliation for its war in Gaza and military operations along the Lebanese border. Isolated attacks in October, nominally undertaken in solidarity with the besieged residents of Gaza, have mutated into a sustained campaign, with Houthi leaders now threatening to enforce a blockade of all ships headed to Israel through the area. Dozens of missile and drone strikes against maritime traffic have pushed the major shipping and oil companies to reroute their vessels. The attacks have been a public relations coup for the Houthis, who filmed the dramatic hijacking of the cargo ship Galaxy Leader, and have painted themselves as defenders of the Palestinian people. Regional powers have been hesitant to condemn the attacks, which were occurring near daily as of mid-December. The response from the US and other Western powers has been cautious. The US has sent additional warships to the region, and the Pentagon announced the formation of an international task force to protect shipping, though the scope of coordination is not yet clear. Mindful of the popularity of the Houthis’ stance, regional states have refused to officially join the response, with the sole exception of Bahrain. But the task force is unlikely to be the final word in the response. The US, Israel, or other Western nations may still launch strikes if Houthi operations continue unabated. At present they show no signs of stopping, and the group continues to work to improve its maritime power projection. The Houthis have also continued to press on other fronts, launching an attack on Marib in early November. The operation was reportedly the largest in months, and the group has continued to send reinforcements and fortify its positions in the area. Its long-held interest in the governorate’s strategic oil fields does not appear to have abated. The Houthis have also intensified military action in southern Hudaydah, perhaps looking to extend their maritime reach toward the Bab Al-Mandab Strait. A Saudi-Houthi deal, which seemed imminent through much of November, now appears to be on hold. The scale and brazenness of Houthi attacks have given US and Saudi officials pause, even if they still wish for a settlement to be completed. With further military action likely, and the scale of the international response not yet clear, the Houthis’ position vis-à-vis the peace process and the internationally recognized government is now less certain. Should they or the Saudis abandon peace talks, Yemen could face renewed military contestation between the Houthis and their opponents. For its part, the UN Special Envoy’s office announced its continued support for the process. The declining prospects of a deal, which reportedly promised massive Saudi financial relief in the form of public sector salary payments, has further imperiled the cash-strapped internationally recognized government. Saudi assistance promised to the government in August has not arrived, and the Houthis’ Red Sea attacks have dramatically increased already high shipping costs, which are passed on to consumers. The country is particularly vulnerable to such fluctuations as it relies almost entirely on imported foodstuffs, and the economic harm from Houthi operations will be felt most intensely in Yemen. Nearing bankruptcy, the government may no longer be able to pay salaries in the new year. It has already suspended FX auctions to finance basic commodity imports, and with its hard currency reserves exhausted, the value of the new rial has been falling since October. The government’s options to raise revenues are limited. A proposal to sell discounted oil to an Emirati company drew intense backlash, though it is unclear what other avenues are available. The government’s insolvency is perhaps most visible in its inability to provide electricity to the interim capital of Aden. The UAE sent an emergency fuel shipment in November to keep power plants running as an interim measure, but a long-term solution remains elusive.

The ongoing war that Israel is waging in Gaza against Hamas is one of the most consequential conflicts with serious political implications worldwide. The Gaza conflict has already diverted the world’s attention from what has been the most dominant international conflict in the past year and a half: the Russian invasion of Ukraine. Many countries in the Western Balkans are conflicted about what diplomatic stance to take on the Gaza war, primarily whether they should support Israel or Palestine or remain neutral since their decision-making will have to balance their domestic public, as well as their ties with Israel, Muslim countries and, most importantly, the US and the EU. The vote taken on October 26 in the UN General Assembly (hereinafter: UNGA) on the resolution that called for a truce between Israel and Hamas with a strong emphasis on humanitarian factors demonstrated how conflicted the Western Balkan countries were on the current conflict in Gaza. The pattern of division among the Western Balkan countries on this occasion somewhat diverges from the votes cast in different UN fora in the past decade. Whereas Albania and North Macedonia have continued with their previous positions when it comes to their foreign policy toward the conflict in the Middle East, Bosnia and Herzegovina, Montenegro and Serbia have displayed an interesting change.

In 2014, the Houthis, a Zaydi Shia armed group from the Sa’ada region of northern Yemen, aligned with former President Ali Abdullah Saleh, who had been removed following the Arab Spring uprisings. Together, they defeated the government led by President Abd Rabbuh Mansur Hadi, and established control over the Yemeni capital of Sana’a and the entirety of northern Yemen. At that time, Iran began to progressively increase its support for the Houthis, seeing partnership with the group as an opportunity to advance its revisionist agenda in the region and establish its influence in the southern Red Sea, an area of immense strategic significance. Threatened by aggressive Iranian expansionism at its doorstep, in March 2015, Saudi Arabia entered the war alongside Hadi. As Iran sided with the Houthis and Saudi Arabia sided with Hadi, Yemen became the battlefield of both a domestic competition for power between different local factions and a regional competition for influence between Teheran and Riyadh.

Leaders will come together in the United Nations General Assembly (UNGA) High Level Week starting September 19 for both a return to diplomacy and a test of diplomacy. At the last minute, the schedule for the meetings has been thrown into disarray by the death of the HM Queen Elizabeth II, with her funeral in London scheduled for September 19: this will draw attendance from many heads of state and governments and will mean that the earliest many leaders will arrive in New York for UNGA is the night of September 19-20. Nonetheless, these meetings offer the chance for a return to diplomacy because it will be the first high-level week in three years that approaches normal in-person attendance and meetings (although access to the United Nations [UN] building will still be restricted for all except diplomats and special invitees). Over 100 heads of state and 50 heads of government were confirmed, although it is not clear the extent to which this will change due to the UK funeral ceremonies. The current signals are that this will affect timings more than overall attendance: President Biden’s speech for example will shift to Wednesday, September 20 instead of the traditional Tuesday address. As for a test of diplomacy, this is because the sense last year that “things could hardly get worse,” after 18 months of the pandemic, has proven to be an underestimation: the invasion of Ukraine has made the political, security, and socio-economic landscape considerably worse than it was in September 2021. In these circumstances, CIC experts cover what leaders coming to the high-level week should focus on, focusing the following items that we hope to see transpire during high-level week in both public events and the bilateral/closed meetings.

China is of growing importance to the United Nations. Beijing aims to exert influence at the world body to legitimise and disseminate its foreign policy values and interests. This report contextualises China’s growing presence at the United Nations by examining publicly available data on four metrics that gauge Beijing’s success in steering the global governance agenda. Those metrics are: funding for UN departments, programs, and initiatives; staffing of executive-level personnel positions; voting in the UN General Assembly and UN Security Council; and the use of PRC-specific discourse and language in UN-generated documentation. The United Nations has become progressively more reliant on China’s general contributions, and in turn China has used a combination of levers to elevate its position within the UN system. However, this report finds that China is still selective in its overall approach to UN participation and that efforts by the PRC do not necessarily translate into successful influence at the body. The report makes three recommendations for UN stakeholders. First, a deeper understanding must be gained of what China contributes across different UN agencies and functional areas to establish a more complete picture of its multilateral input. Second, efforts should be made to shape China’s engagement in multilateral issues, in particular those that the PRC is yet to prioritise, such as refugee management. Third, it is vital to articulate an inclusive multilateral vision for a rules-based international order that specifies under which conditions China’s contributions are embraced, rather than framing PRC input solely as a source of concern.

The image of two men, sitting awkwardly across each other in a solemn conference table, suddenly sprouted everywhere in my Twitter feed last winter. As a terrifying war erupted over competing visions of eastern Europe’s place in the international order, this somewhat surreal picture of the rulers of France and Russia conferencing offered little respite. It was precisely at this time that I had the pleasure to converse with the incoming Toynbee Prize Foundation President Glenda Sluga about her most recent monographThe Invention of International Order: Remaking Europe after Napoleon (Princeton University Press). As the so-called international order comes under increasing pressure in Ukraine and beyond, Sluga’s timely book invites us to engage with the “two centuries of multilateral principles, practices, and expectations” to understand the promises and limits of our contemporary arrangements (p. xi). It places the recent meeting between Macron and Putin in the context of the rise and consolidation of “a new professional, procedural, and bureaucratic approach to diplomacy, based on the sociability of men” (p. 6). After all, our modern notions of international “politics” or “society” were forged in the aftermath of a previous European-wide conflagration that had France and Russia at its helm: the Napoleonic wars. Sluga’s account does not aim to blindly celebrate nor to categorically condemn this modern political imaginary of international ordering. Others have dismissed the post-Napoleonic diplomatic constellation as reactionary or have lauded it as protoliberal. Sluga, above all, is interested in questioning it. She invites us to: reflect on for whom this order has been built; push against the ways it narrows our perspective; and grapple with its inner tensions and contradictions (p. 282). At the heart of the book, I would suggest, lies a concern about the paradoxical record of European modernity: a project that “has offered an expansive horizon of political expectations but delivered a voice only for some” (p. 7). By taking women, non-Europeans, and “non-state” actors seriously as political agents, she shows how bankers, Jews, or ambassadrices were ironically crucial in the making of a system that came to exclude them from the historical record. And, unsurprisingly, these exclusions lead to tensions that threaten to upend international order from within and without—from 1821, 1848, or 1853 to 2022. In our conversation, we attempt to make sense of these paradoxes, contradictions, and ambiguities of international ordering.

Few may have noticed, but Italy recently advanced its own diplomatic proposal for a resolution of the war in Ukraine. During the past decades, many initiatives have been proposed for regional cooperation in the South Caucasus, mainly coming from Georgia and Turkey. In 1999, the then Georgian President, Eduard Shevardnadze, conceived the idea of the ‘Peaceful Caucasus Initiative’ with an objective to defend the sovereignty and territorial integrity of the states in the region. In the following year, a similar proposal was laid down by the then Turkish Prime Minister, Suleyman Demirel, who intended to create the ‘Stability Pact for the Caucasus’ initiative. Later in 2008, the then Prime Minister of Turkey, Recep Tayyip Erdoğan, floated plans to establish the ‘Caucasus Stability and Cooperation Platform’ that would bring the three states of the South Caucasus together with Turkey and Russia in order to tap the sustainable economic development of the region. In 2010, the then Georgian President, Mikheil Saakashvili, promoted the idea of the ‘United Caucasus’ platform (Kaleji 2021). Despite coming up with a plethora of ambitious cooperation initiatives, none of the leaders managed to push their initiatives to come into motion.

“Saudi Arabia and Pakistan are back on track,” declared ʿAli ʿAwadh ʿAsseri, a former Saudi ambassador to Pakistan, following Pakistani Prime Minister Imran Khan’s state visit to Riyadh in May 2021.[1] Khan’s visit ended a two-year diplomatic rift that had marred a close relationship spanning seven decades.[2] The Pakistani Prime Minister’s visit reopened vital channels of communication that had been shut for almost a year and signaled a “reset” in Saudi-Pakistani relations.[3] The rift between Pakistan and Saudi Arabia began in 2019 and peaked in 2020, while the year 2021 was marked by calls for a reset in their relations.[4] Saudi Arabia’s deepening ties with India remain at the heart of the Saudi-Pakistani split, and they are unlikely to change despite any presumptive diplomatic reset between Pakistan and Saudi Arabia. Saudi Arabia’s increasing engagement with India as a key energy client is just one aspect of a broader transformation the Kingdom is experiencing under Saudi Crown Prince Mohammed bin Salman.[5] At the same time, Pakistan is in a deep economic crisis and is looking for foreign investment in major infrastructure projects to generate employment in the country.[6] In 2021, Pakistan declared its intention to pursue a foreign policy guided by its focus on economic security over its geopolitical interests.[7] Therefore, the long-term prospects for the Saudi-Pakistani reset depends on Pakistan’s ability to accept Saudi Arabia’s more even-handed India-Pakistan policy and the Saudis’ willingness to invest in an economic partnership with Pakistan.

January 2022 was an exceptional month in Abu Dhabi’s history. For the first time, this peaceful city suffered casualties as a result of a direct airstrike on two strategic sites – a petroleum storage site and Abu Dhabi International Airport.[1] The January 17 attacks, associated with the Houthis in Yemen, were followed by several failed attempts to attack the United Arab Emirates’ (UAE) capital again. After the initial shock, the UAE launched an international campaign, calling for a multinational response.[2] And indeed, a chain of Arab leaders arrived in Abu Dhabi through the same airport that was attacked just a few days earlier.[3] The goal of their visit was clear – to express their full support and affirm their countries' solidarity with the UAE, its leaders, and its people. For the UAE, these high-level visitors reinforced the Emirati message that it was not alone on this front. The expressions of solidarity with the Emiratis transcended the region - leaders from around the world reached out to the Emirati leaders with messages of support and through other diplomatic channels.

In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

A follow-up to the Negev Summit took place in Manama on June 27, 2022 and the steering committee, which was chaired by Bahraini Undersecretary for Political Affairs Sheikh Abdullah bin Ahmed Al Khalifa, formed working groups on security, health, education, tourism, food and water security, and energy.[1] A previous paper addressed recent developments in the foreign policy of U.A.E. which impact on the current status of relations with Israel, as well as recent developments in the two states’ bilateral relations. This paper will look at the context and content of relations between Israel and Bahrain, and analyze the overall state of normalization in the region at this stage.[2]

If 2020 was the year of “mask diplomacy”, as countries raced to tackle the spread of the SARS-CoV-2 virus and acquire the necessary protective gear and equipment, 2021 is likely to be remembered as the year of “vaccine diplomacy”. Growing competition between states to secure the necessary quantities of vaccines to inoculate their population has already become an established feature of the post-COVID international system and such trends are only likely to increase in the near future. It normally takes up to a decade to transition from the development and testing of a vaccine in a laboratory to its large-scale global distribution. Despite current challenges, the speed of COVID-19 vaccination campaigns is unprecedented. To put an end to the current pandemic – which in one year has led to the loss of 2.6 million lives and triggered the worst economic recession since the Second World War – the goal is to ensure the widest immunisation of the world population in a timeframe of 12 to 18 months. In this context, COVID vaccines emerge as instruments of soft power, as they symbolise, on the one hand, scientific and technological supremacy and, on the other, means to support existing and emerging foreign policy partnerships and alliances with relevant geopolitical implications. From their experimentation in laboratories, to their purchase and distribution, the vaccine has emerged as a significant tool for competition between powers, often associated with the promotion of competing developmental and governance models across third countries.
