“2022 will be the year of European defence”.[1] These were the words of European Council President Charles Michel in October 2021. When he gave his speech at the Charlemagne Prize Award Ceremony in Aachen, no one expected that his statement would materialise in the way it did. Yes, headway was to be expected with the adoption of the Strategic Compass and European countries demonstrating commitment to investing more in defence cooperation. Although there is still a world of difference between ambitions and reality, the degree of progress accomplished in the past twelve months was not foreseen.

Russia’s aggressions against its neighbours since 2008 – first Georgia, then Ukraine twice – impel the urgent reconstruction of European security. While articulating a post-war European security order and Russia’s place there is easy, implementing it is extremely difficult. Nevertheless, in Ukraine, Russia has unilaterally, and unprovokedly, violated or broken at least eight major international treaties and accords, ranging from the 1994 Budapest Memorandum, according to which Moscow had pledged to respect Ukraine’s territorial integrity, to the 1968 Non-Proliferation Treaty, which prohibits nuclear threats against non-nuclear states.[1] It has also broken NATO’s (and especially Washington’s) conventional deterrence.[2]

Abstract:
One year of full-fledged conventional war fought on the European continent between two large countries, including a nuclear power, is obviously a historical watershed for NATO and the whole Euro-Atlantic area, whose strategic implications are yet to be fully assessed. The conflict has already destroyed a number of expectations widely shared in Western Europe, including the ideas that Putin would not have invaded the whole of Ukraine, that Western sanctions would have paralysed his ability to wage a prolonged military campaign, or that Europeans would have diminished their military support to Ukraine over the first wartime winter. Given the ongoing “fog of war” and uncertainty about future scenarios, it is perhaps too early to identify lessons for allies and their militaries. Still, the following elements may be considered food for thought for the Western defence policy communities, cum grano salis.

Abstract:
Russia’s invasion of Ukraine has turned the international spotlight back onto the value of democracy and the contrast between liberal democracies and authoritarian systems. However, it has done so by adding nuance and emotional power to what was previously a rather sterile debate. When Joe Biden was elected President of the United States, putting an end – at least for the time being – to the traumatic years for US democracy epitomised by Donald Trump’s presidency, international politics reacquired a distinctively normative, if not ideological, taste. Powers like Russia and China should be opposed, not “only” because of their aggressive or unfair behaviour – be it in the South China Sea, Taiwan, Ukraine, cyber, energy, technology or trade – but because that malign behaviour, so the argument went, is intrinsically linked to the nature of their political systems: it’s democracy versus autocracy, stupid.

Italian capabilities, expertise and potential in the space sector are not widely known. Among state actors, Rome has actually been a pioneer in the field, boasting a long tradition that started in 1964 when Italy became the third country, after the Soviet Union and the United States, to send a nationally manufactured satellite into orbit.[1] From an industrial standpoint, Italy is among the few countries whose companies cover the whole space value chain.[2] In Europe, Rome is ranked second for total number of assets in orbit and is currently the third contributor to the European Space Agency (ESA).[3] An Italian astronaut, Samantha Cristoforetti, has recently become the first European woman to take command of the International Space Station (ISS).[4]

Between the 1940s and the 1960s, Iran developed into the world’s first petro-state. In the recently published Petroleum and Progress in Iran: Oil, Development, and the Cold War (2022, Cambridge University Press), author Gregory Brew argues that Pahlavi petro-state emerged from a confluence of global and local forces in the context of the Cold War, the global oil economy, and the nascent practice and discourse of international development assistance. The Toynbee Prize Foundation interviewed Gregory Brew on the main arguments and events of his book. Next to providing a brief chronology of the political and economic development of Iran in post-WW2 decades – including the episode of the failed attempt to nationalize Iranian oil industry in the early 1950s followed by the coup d’état in 1953 – Brew explained the concept of dual integration introduced in his book, which tries to account for both local and global integration of the Iranian oil industry. He also highlighted the role of the international development actors, including the World Bank, American developmentalists and development economists in shaping the Pahlavi regime and the Iranian development project.

“This dappled dawn injured by the night This is not the dawn we awaited. ” Thus, lamented the poet Faiz Ahmad Faiz in his poem ‘Subh-e-Azaadi’ (The Dawn of Freedom) in August 1947 as the two nation-states of India and Pakistan were created unleashing catastrophic violence and bloodshed. The history of the subcontinent’s partition has been a fecund field of inquiry for decades. Often told as the cleaving of the provinces of Bengal and the Punjab, most studies of Partition and its aftermath have not devoted attention to the region of Kashmir. Treated as an exceptional case in official narratives and consequently in histories, Kashmir has been largely absent from accounts of Partition and its ramifications for the lives of millions of its inhabitants, many of whom faced displacement and violence as the erstwhile princely state was prized apart. Shahla Hussain’s Kashmir in the Aftermath of Partition (Cambridge University Press, 2021) offers a corrective to this absence by braiding the history of Kashmir into the history of Partition and by introducing a bottom-up approach to this study. Interweaving official sources with meticulously unearthed vernacular sources, Hussain sets herself to the task of foregrounding people’s experiences of Partition and their aspirations of the future. What ensues is a rich interrogation of the multivalent meanings of freedom and self-determination in Kashmir, the limitations of the myopic model of territorial nationalism adopted by India and Pakistan and the Janus-faced nature of state-sponsored development in the region. Hussain deftly retraces international connections and solidarities between the Kashmiri liberation struggle and movements for decolonization in the mid-twentieth century and underlines the failure of institutions of international governance to accommodate movements for liberation. Kashmir in the Aftermath of Partition therefore brings germane themes of historical inquiry such as anti-colonialism, nationalism, decolonization and development into dialogue. I had the delight of interviewing Professor Hussain about her book, the challenges that this project entailed, and her future research.

KF: This online history project responds to the “fragility, absence, or inaccessibility of archival materials” for the study of South and Southeast Asian history, and the multifaceted historical connections between these regions. Could you tell us about how you have encountered these archival challenges in your research, and what were the solutions that you found? AB: My research so far has focused on India. File transfers from departments of the Government of India to the National Archives of India after independence in 1947 are erratic, and those from earlier periods can be poorly preserved or catalogued. My book project focused on the Swatantra Party, which did not have papers that became available until 2019, a year after I finished my PhD dissertation. Working around these challenges has meant mixing various different kinds of evidence and “reimagining the archive,” to take Sunil Amrith and Tim Harper’s turn of phrase from Sites of Asian Interaction. I, and many of my colleagues, take particular inspiration from the innovative work of Indonesia historian Rudolf Mrazek, whose Engineers of Happy Land involves working across multiple archives in the Netherlands and Indonesia and combining them with sources ranging from motorcyclist journals to poetry.

As much as it was a moment of America’s reckoning of its own immense power or its sudden vulnerability, the early-1940s was also a moment of a successful transplantation. Technical experts of the League of Nations were shipped (literally in a Pan Am Yankee Clipper) across the Atlantic and were soon incorporated into America’s war effort and postwar planning. Their knowledge on food, public health, world economy, and many more was weaponized, first, to win the war against the Axis powers and later, to “win the peace” against the Soviet Union. How was this transfer of knowledge possible? According to David Ekbladh’s new book, Plowshares into Swords: Weaponized Knowledge, Liberal Order, and the League of Nations (University of Chicago Press, 2022), it is essential to understand the US’ special relationship with the League during the interwar years. Contrary to being skeptical outsiders, many Americans were dedicated insiders; they intermingled with fellow liberal internationalists to exchange ideas to address what they conceptualized as common global problems brought about by industrial modernity. In essence, the successful transplantation of internationalist knowledge at the onset of the Second World War was feasible because it had been nurtured over the preceding two decades within the liberal international society of which the US was an integral part. As Ekbladh points out in the introduction, “American internationalism was, well, international.” During the course of the conversation, Ekbladh expanded upon his views on internationalism and hegemony, the role of internationalists from “non-Great Powers” in the liberal international order, and the place of democracy and planning in the thoughts of the interwar liberal internationalists.

The history of the fight against enslavement in the Americas is a rich and multi-faceted one. It should, therefore, come as no wonder that there are still several aspects of it to be disinterred, and which the growing and dynamic scholarship on slavery and emancipation is, year after year, progressively bringing to light. Nonetheless, the new story recounted in the latest book by Jesse Olsavsky (Assistant Professor of History, Duke Kunshan University), The Most Absolute Abolition: Runaways, Vigilance Committees, and the Rise of Revolutionary Abolitionism, 1835–1861 (Louisiana State University Press, 2022), is a wondrous one. This is the history of the Vigilance Committees based in US northeastern cities which organized and supervised the submerged network of secret “lines”, safe “stations”, and trusted “conductors” of the Underground Railroad, along which thousands of African Americans travelled northward, by land and by sea, in the decades preceding the Civil War. Established since the mid-1830s, the Vigilance Committees were urban organizations aimed at illegally assisting enslaved persons escaping slavery in the South, as well as protecting and agitating on behalf of those who had already escaped. These Committees, as the author puts it, represented “a movement within the movement” of abolitionism, but also a form of activism which radicalized anti-slavery militancy and revolutionized its objectives, shifting its focus from the conversion of whites to the abolitionist cause to the desires and needs of the enslaved themselves. Most interestingly, Olsavsky’s study shows how the Vigilance Committees became crucial sites of convergence between northern abolitionists and southern fugitives, and radical spaces of production of knowledge about slavery, communication of the strategies to escape it, and debate around the meanings of freedom.

Total wars do not just affect the belligerent societies. The two global conflicts of the first half of the twentieth century had repercussions in neutral countries and colonial territories that could not escape of their economic and political impact. This was certainly most evident for the European diasporas in the South American region. How did overseas Europeans participate in the war effort? What were the tensions surrounding the mobilization? What were the effects on the relationship with the adoption countries? These are some of the questions that the authors of Transatlantic Battles. European Immigrant Communities in South America and the World Wars (Brill, 2022) address. The book was edited by María Inés Tato, researcher at the National Council of Science and Technic Research (CONICET), in Argentina, and director of the Group of Historical War Studies of the Institute of Latin American and Argentine History “Dr. Emilio Ravignani”, University of Buenos Aires. Under her coordination, this collective project gathered several historians from different backgrounds, including Juan Pablo Artinian, Norman Fraser Brown, Juan Luis Carrellán Ruiz, Hernán Díaz, Marcelo Huernos, Milagros Martínez-Flener, Germán Friedmann and Stefan Rinke. The main goal of the project was to explore how European communities in South America expressed the transnational nature of their national identities through enlistment in armies and the mobilisation of eco­nomic and cultural assets. As Tato says in the book’s introduction, these immigrants, and their families “had two homelands: they were attached to their countries of origin and, at the same time, exhibited strong connections with the societies they resided in, developing a complex identity that recognized their dual allegiance.” Transatlantic Battles should not be understood as an isolated piece of work, but as a contribution to a growing academic movement that, for the last twenty years, has attended to the global dimension of the twentieth-century total wars. Tato herself has published and directed several books on the subject, working closely with colleagues on both sides of the Atlantic.

World economies are facing a troika of challenges in the form of war (in Ukraine), disease (COVID19) and return of inflation, all of which have led to dampened growth globally. This invites us to ask how new these challenges, individually and as a combination, are, and what lessons we can draw from history? To answer these questions, we take a long-run view from more than 100 years of history to discuss the implications of war, disease, and inflation on our economies. This interview features Dr. Natacha Postel-Vinay, an economic and financial historian and Assistant Professor at the Department of Economic History at the London School of Economics and Political Science. Dr. Postel-Vinay is an expert on the economic history of the Great Depression. Her research focuses on public finance, private finance, and welfare. More specifically, her research looks at the connections between bank risk-taking, banking crises, banking crisis resolution, public debt, and moral hazard, all from a historical perspective. I seek her opinion on the current economic environment and discuss how history can inform the present. The talk is structured in two parts. The first part focuses on understanding the similarities and differences between the experiences of inflation, war, and pandemic today compared to the interwar period. This section covers rising indebtedness and the impact of war, pandemic, and inflation on bank lending and credit supply. The second part focuses on highlighting some solutions to the present crisis and highlighting the risks to recovery.

The recently published work Arrested Development: The Soviet Union in Ghana, Guinea, and Mali, 1955–1968 (Cornell University Press, 2022) explores the Soviet Union’s economic partnership with three newly-independent countries in West Africa during the Nikita Khrushchev era. The Toynbee Prize Foundation interviewed the author, Alessandro Iandolo, on the story and the main arguments of his book. Alongside discussing the emergence of the Soviet Union as an international development actor and the challenges it encountered in post-colonial Africa, Iandolo explained the characteristics of the Soviet development model, its similarities and differences to the Western alternatives, and why the Soviet development assistance in Ghana, Guinea, and Mali was not primarily oriented around spreading the communist ideology. Alessandro Iandolo is a historian of the Soviet Union and the world. His research interests cover the USSR’s economic, intellectual, and political interactions with external ideas, states, and people. His current project investigates intellectual exchanges between Soviet and Latin American economists on theorizing “backwardness” and “dependency.” He is a Lecturer in Soviet and Post-Soviet history at University College London.

For a long time, international legal scholars and practitioners tended to see the League of Nations solely as a historical failure. In leading textbooks and inside the classroom, it was not uncommon to read and hear depictions of the interwar international institutions as a mere prelude to the post-1945 international order. The League, in comparison to the United Nations, was dismissed as a moment of not yet. In the last decade or so, however, more nuanced waves of scholarship across disciplines have unearthed the inner lives of international ordering, exploring the immense efforts and disappointments that surrounded the work of the League and other interwar institutions. In his recent monograph, Omer Aloni joins this renaissance of historical scholarship, adding a distinctively socio-legal perspective grounded in rich archival research to a conversation in which lawyers have been relative latecomers. In this sense, The League of Nations and the Protection of the Environment (Cambridge University Press, 2021) provides an exploration the ways in which the relations between “nature, environment, and humankind” were legally regulated at the international plane in the interwar period—and beyond. Aloni’s monograph offers a textured account not only of the origins of modern international environmental law, but also of the deep roots of our contemporary ecological crises. In it, we find that many of the issues that contemporary commentators decry as novel have, in fact, long histories. For instance, Aloni details that the quest for environmental protection and conservation has long been tangled with difficult questions related to scientific expertise, civil society participation, colonial and imperial hegemony, industrial lobbies and economic interests, and the relationship between public and private interests. By exploring several cases studies (which, as Aloni notes, “cover almost every part of the Earth—from the depth of the oceans to wooden landscapes”), the monograph provides us with a thick account of the interaction between the League, legal vocabularies, and environmental agendas. In our conversation, we explore what Dr. Aloni’s book can reveal about the challenges that international organizations face in their quest to enact environmental regulation as the planetary situation becomes increasingly dire.

SEAN PHILLIPS: Could you tell us about your intellectual journey? What drew you to write about interwar internationalism and India’s stake in it, and in particular, Nehru’s view of it? Were there any particularly inspiring tutors or texts which lured you in? MICHELE LOURO: This project really began with an inspiring mentor and began with a text that I was intrigued by. I had received a bachelor's degree in psychology and had dreams of being a clinical psychologist, but I wasn't particularly happy researching in the field of psychology and hadn't quite figured out why. In 2003, I decided to change direction and began a Master's degree in history at Miami University (in Oxford, Ohio) which is not really a typical path to academia in the United States. Judith P. Zinsser who is a world historian took me on as a student and really helped my transition from psychology to the humanities. She suggested that I read Jawaharlal Nehru’s Glimpses of World History, which was published in 1934, written whilst he was in prison during the civil disobedience movement 1930-1934. I was really struck by the fact that much of the scholarship was really focused on his much later work, Discovery of India (1946) and what he wrote about the history of the Indian nation. Few historians had really tackled his chronicle, Glimpses of World History (1934), which is a work of one thousand pages in the form of letters to his daughter. I was also struck by why such an iconic nationalist figure and leader chose to write a work of world history as his first major book. That's really where my journey began—it was trying to answer this question: why the "world" rather than the nation was the subject of his first book and what the "world" meant to Nehru. I was also troubled by the assumption that his world history was simply a copy of H.G. Wells’s Outline of World History with an addition of further Indian context. My close reading suggested otherwise very early on. Instead, I came to learn that he was at the League Against Imperialism meetings in the years immediately preceding the years he wrote this text, so I began to think more critically about the international world that Nehru himself was engaged in and also what these experiences had done to shape his ideas about both India and the world he imagined. In thinking this through, I was really lucky to start my PhD at Temple University because I worked with a scholar, Howard Spodek, who was trained in world history and South Asian history. I also worked with Richard Immerman who trained me in international history, history, and Lynn Hollen Lees at Pennsylvania University who trained me in British imperial history. I was lucky to be able to think about this topic from a variety of different sub-fields therefore, pulling these all together to form a better understanding of Nehru and the world he was writing about.

Empires are not ruled only by force. Some degree of resignation or collaboration from local populations is needed. Despite its brief lifespan, the Third Reich was no stranger to this logic. In Western Europe, tens of thousands of European citizens took part in Nazi imperial policies of domination and spoilation, spurred on by fear of losing an unrepeatable opportunity and inspired by the dazzling triumphs of Hitler’s Germany. Such Nazi collaborators are the main subject of David Alegre’s most recent book, Colaboracionistas. Europa Occidental y el Nuevo Orden Nazi (Galaxia Gutenberg, 2022).Born in Teruel, Spain in 1984, this researcher and lecturer at the Autonomous University of Barcelona delves into collaborators’ experiences, their mental universes, their political strategies, and their stormy relations with the German Nazis, including the creation of volunteer units for war against the Soviet Union. Far from seeing themselves as mere pawns, the collaborators believed that close and loyal cooperation with the occupiers would be the fastest and most effective way to promote their personal interests and political projects. Marginalized by their convictions as traitors and persecuted by the Resistance, they would end up signing a blood pact with the occupiers, contributing to the plunder of their countries, and pushing their communities to the brink of civil war.

The 2008 global financial crisis and the dislocations it caused sparked a renewed interest in economic and international histories of capitalism, globalization, and internationalism and produced a new corpus of writings that we broadly know as new economic and new international histories. Nicholas Mulder’s new book The Economic Weapon: The Rise of Sanctions as a Tool of Modern War is the latest addition to this corpus. It details the history of sanctions, their wartime origins in the economic blockade of the First World War, and their evolution from a deterrent to an actively used tool of modern state warfare. In doing so, it raises and answers important theoretical questions about the limits and contradictions of the interwar liberal international order, state sovereignty, and the legitimacy of a totalising instrument that profoundly and rather devastatingly impacts civilian societies. Through the story of sanctions, the book also offers a fresh perspective on the tragic escalatory spiral of the 1930s—the rise of fascist states but also the Second World War. Straddling regions from Albania, Greece, and Switzerland to Manchuria and Latin America, The Economic Weapon has all the trappings of a gripping international economic history: it blends detail and analysis harmoniously. I had the delightful pleasure of speaking with the author, Nicholas Mulder on a balmy spring day about the book. We talked, inter alia, about Professor Mulder’s scholarly journey, the origins and evolution of sanctions, the ethical dilemmas they posed, and the role of historical memory in the history of sanctions. Professor Mulder was also very generous in giving us a glimpse into his exciting new project on confiscation.

Earlier this year in August the three post-colonial states of South Asia—India, Pakistan, and Bangladesh—marked the 75th anniversary of the end of the British Raj as well as the partitioning of the subcontinent in 1947. Ayesha Jalal’s The Sole Spokesman first published in 1985 remains one of the foundational texts on partition. The work was instrumental in revising previous historiographical trends that advocated that the 1947 partition was the logical end of religious communalism that had plagued the subcontinent. The work refocused much needed attention to the partition resulting from the failure to devise a suitable power sharing mechanism at a federal level. The decolonization of the subcontinent in 1947 also heralded the end of the age of empires. The British Indian Army not only guarded Britain’s empire in much of Asia and Africa, but also provided critical defense to other European empires in the Indian Ocean arena. The loss of India deprived Britain of this critical instrument of coercion and governance. Sugata Bose in his A Hundred Horizons (2006) explored the structures of power in the Indian Ocean world in an age of global empire as well as the anticolonial solidarities that circulated in this interregional arena. Ayesha Jalal is the Mary Richardson Professor of South Asia and the Muslim World at Tufts University and Sugata Bose is the Gardiner Professor of Oceanic History and Affairs at Harvard University. The 75th anniversary provides a wonderful opportunity to not only revisit these two seminal works together, but also to have a larger conversation regarding the craft of history writing and the emerging trends of the discipline. Achieving greater European defensive autonomy is unlikely to be quick or easy. While there are alternatives, adapting NATO to this end is arguably the most realistic path. Pointing out the significant challenges to European defensive autonomy should not be construed as an endorsement of the status quo. Contending demands for limited U.S. military resources in Asia and elsewhere augur a reduced U.S. role in NATO regardless of Europe’s capacity to defend itself. Given current deficiencies with European capabilities and the failure of many NATO members to meet basic funding obligations, significant spending increases are likely needed to actualize greater independent European military capabilities. Smaller coalitions within NATO could achieve more effective solutions at the regional level, as opposed to trying to achieve full defensive autonomy among all 29 European members. In particular, defense of the Nordic-Baltic region could be an important test case. Nuclear issues will be particularly difficult to navigate. Reliance on either British or French nuclear forces as NATO’s primary deterrent comes with important challenges. Likewise, retaining the U.S. nuclear umbrella absent U.S. ground forces in Europe could prove unworkable. Russia’s capacity to rebound long term and pose a more robust threat to Europe should not be discounted. This underscores the importance of working through the difficult issues associated with European defensive autonomy in the current strategic window of Russian weakness.1

Many commentators have claimed that the Russo-Ukrainian War invalidates or refutes core aspects of realist international relations (IR) theory. However, the opposite is the case: many realists correctly predicted the war, and realism offers a compelling explanation for its causes, while explanations based on liberal IR theory are weak and often inconsistent with the evidence. By focusing on factors like the balance of power and the security dilemma, the realist explanation for the Russo-Ukrainian War emphasizes Russian security concerns in the face of NATO expansion and Western-sponsored regime change. Liberal explanations, by focusing on the internal attributes of states and their decision-makers, instead attribute the war to the pathologies of the Russian government. The dominant liberal narratives regarding the causes of the war are that Russian President Vladimir Putin has always been intent on reincorporating Ukraine into Russia and/or that the democratic example set by post-Maidan Ukraine would threaten President Putin’s own autocratic rule at home. Neither of these explanations stand up to scrutiny. For decades, a long list of policymakers, diplomats, and scholars warned against Western encroachment on Russia’s borders and cautioned that a crisis like the current war could erupt due to continued NATO enlargement. These predictions are consistent with realist theory and the explanations for the war offered by realists. Liberal IR theory encourages a crusading, messianic, and highly militarized foreign policy that consistently produces outcomes inimical to U.S. interests. Realist IR theory offers a better framework through which to understand international politics and encourages a more prudent foreign policy that defends fundamental U.S. security interests while avoiding unnecessary conflicts with other powers.

26. The Restraining Effect of Nuclear Deterrence

Recent developments in international affairs and military technology have led some analysts to conclude that the nuclear revolution, which purportedly prevents war between nuclear powers, no longer has much effect—that the world is getting safer for nuclear war or conventional war beneath the nuclear umbrella. This conclusion is wrong; technological change has not meaningfully shifted the political calculus pacifying relations between nuclear weapons states. The war in Ukraine demonstrates the continued strength of nuclear restraint: while Russian President Vladimir Putin is risk-acceptant and brutal, he did not attack a country protected by U.S.-extended deterrence, and, like NATO members, he appears deterred by the possibility that a Russia-NATO war could escalate out of control. North Korea provides another example of the endurance of mutual deterrence: Despite heated rhetoric and a barrage of missile tests, North Korea remains deterrable, and its small arsenal has also been able to deter the United States. Because the chances of nuclear war are usually low but never zero, the nuclear age should continue to be an era of great power restraint. Traditional foreign policy approaches emphasizing strategic ambiguity and arms control, including with China, remain useful tools to help keep the peace.

27. Neutrality Not NATO: Assessing Security Options for Ukraine

The United States should not guarantee Ukraine’s security, whether via the NATO alliance or some lesser means. Guaranteeing Ukraine’s security serves no major U.S. interest and would increase the risk of a U.S. or NATO war with Russia and nuclear escalation. Those dangers are why the United States refuses to fight directly for Ukraine against Russia today, and they would induce similar caution if the United States guaranteed Ukraine’s security. Lacking a major interest, U.S. promises to defend Ukraine will be unserious and unbelievable. Fake security guarantees for Ukraine might have some deterrent value, despite their lack of credibility, given the terrible risks involved for Russia in testing those promises. However, fake security guarantees would likely degrade Ukraine’s security on balance, both by preserving a cause of the war and by encouraging Ukrainian leaders to make dangerous choices based on the false prospect of U.S. protection. Announcing plans to guarantee Ukraine’s security once the war ends would encourage Russia to continue fighting. Guaranteeing Ukraine’s security now would demand a choice between ignoring the commitment and undermining other U.S. security guarantees or fighting for Ukraine and sparking an immediate nuclear crisis. What the United States can credibly offer Ukraine is armed neutrality, where the United States, ideally with European allies taking the lead, provides Ukraine with arms and training without security guarantees.

28. Overreach in Africa: Rethinking U.S. Counterterrorism Strategy

Due to an overly broad definition of threat, the United States currently commits far too many military resources to counterterrorism, especially in Africa. The United States is pursuing military action against at least thirteen terrorist groups in Africa, but only one of those groups has the “global reach” to be a threat to Americans. Consequently, the U.S. military is fighting a slew of counterinsurgency—not counterterrorism—wars in Africa today, a strategy that borders on nation-building. Counterintuitively, U.S. security assistance, training, and military activity in Africa since the 2000s has inadvertently aided the growth of terrorist groups in the region. Most concerning, U.S. policy today could be helping to inspire the next generation of global jihadists tomorrow, intent on attacking the United States and its closest democratic allies. U.S. military activity in Africa has expanded significantly over the past decade and a half and this trend will likely continue even further without an intentional course correction. The potential for further mission creep and overexpansion is high. Washington should wind down direct military activity and close most military bases in Africa, while also curbing security assistance to local regimes.

29. Reset U.S.-Syria Policy

After 12 years of civil war, Syrian President Bashar al-Assad’s government has consolidated its power and defeated credible threats to its rule. The anti-Assad armed opposition, which once controlled half of Syria, is relegated to the northwestern province of Idlib. While the Biden administration recognizes that Assad will likely remain in office, U.S. policy remains punitive, maintaining comprehensive sanctions on Syria until Assad negotiates political reforms with his opponents and agrees to free and fair elections. This policy will not produce the desired results. Assad is firmly entrenched, benefits from the help of security partners in Iran and Russia, who prefer that he stays in power, and remains highly unlikely to comply with U.S. demands. The status quo amounts to collective punishment of the Syrian population. Approximately 900 U.S. troops remain in eastern Syria, allegedly to train and advise the Kurdish-led Syrian Democratic Forces against ISIS. But ISIS lost its territorial caliphate more than four years ago. The risk of keeping U.S. forces there in perpetuity which includes sporadic attacks on U.S. positions and escalation risks with various actors, outweighs any rewards. Neither the sanctions nor the occupation of eastern Syria serves U.S. security interests. The former does no good, and the latter risks embroiling the United States in a mission without an end date. The United States should withdraw its remaining forces and offload what is left of the counter-ISIS mission to local actors. The United States should also reduce if not end its failing sanctions regime.

30. Moving to an Offshore Balancing Strategy for East Asia

Those calling for Washington to expand U.S. military presence in the Western Pacific have misread the regional security environment. The United States can reduce its military footprint in East Asia without jeopardizing its national security or the stability of the region. China is not poised to dominate East Asia or any other part of the Indo-Pacific region. While the distribution of power in East Asia has shifted in favor of Beijing, it does not follow that China constitutes a major threat to the territorial integrity or political independence of all neighboring states. Regional powers can deter China from launching wars of aggression by investing in the right kinds of defensive weaponry to capitalize on geographic advantages. The United States should play the role of an “offshore balancer” by helping China’s neighbors to become more resilient to coercion from Beijing. The leaders of several prominent states in East Asia are anxious to avoid a “cold war” between the United States and China. Washington should heed their calls for restraint. Pushing these governments to choose a side in the U.S.-China rivalry would needlessly antagonize them. The issue of Taiwanese security presents a special challenge for the United States and its allies. Taiwan has the most to lose from China’s rise and perceives U.S. military support as essential to its survival as a de facto independent entity. However, the United States can retrench from East Asia without “abandoning” Taiwan to China. Peace in East Asia and the wider Indo-Pacific does not depend upon the United States enjoying primacy in the region. On the contrary, the pursuit of U.S. military primacy in the Western Pacific will make it more difficult to maintain regional security and promote economic prosperity over the long term.

Abstract:
Won Gon Park, Chair of the EAI Center for North Korean Studies (Professor at Ewha Womans University), argues that North Korea utilizes its “new Cold War” rhetoric for two objectives: 1) to criticize US military buildup and its DPRK policy, and 2) to enhance the legitimacy of its possession of nuclear weapons by exploiting the geopolitical competition. Further, he claims that North Korea characterizes the Cold War as a clash between liberalism and authoritarianism in an effort to appeal to and garner support from China and Russia. However, Dr. Park assesses that while North Korea, Russia, and China may temporarily cooperate against the US as their common enemy, the nature of their “political marriage of convenience” complicates the likelihood of a sustained alliance. Finally, Dr. Park predicts that the new Cold War system that Pyongyang envisions is unlikely to come to fruition.

Kyung-Joo Jeon, a research fellow at the Korea Institute for Defense Analyses, predicts that the Korean peninsula might repeat the days of fire and fury in 2017 this year. North Korea will likely turn to its military provocation tactics ahead of the ROK-US Freedom Shield Exercises in mid-March, DPRK’s 70th Anniversary of The Day of Victory in the Great Fatherland Liberation War in July, and another ROK-US joint military drill in August. Dr. Jeon suggests that Seoul should increase its strategic value as an essential global player while Washington seeks a stronger alliance network in the Indo-Pacific region if South Korea wants to live up to its policy goal of the “Global Pivotal State.”

Dong Ryul Lee, Chair of the China Research Center at EAI (Professor at Dongduk Women’s University), highlights that although China and North Korea might seem to have a close relationship, Beijing maintains a reserved stance regarding the North’s perspective on its strategic value amid the US-China competition. Professor Lee explains that Xi Jinping prioritizes political stability by boosting the economy and tries to avoid a full-scale confrontation with the US. Accordingly, China seeks to manage the risk spurred on by Pyongyang’s military provocations, given that they legitimize stronger US-Japan-ROK trilateral security cooperation.

Won Gon Park, Chair of the EAI Center for North Korean Studies (Professor at Ewha Womans University) stresses that North Korea's persistence to pursue its nuclear-first line will lead Pyongyang to a severe crisis as the line would cripple its economy while boosting the U.S. efforts to establish enhanced alliance security cooperation based on the concept of "integrated deterrence." Dr. Park suggests that the South Korean government establishes measures to assist North Korea's transition to an "economy first" state and to prepare an innovative measure that could guarantee the survival of the regime while not jeopardizing the national security of South Korea.

Abstract:
On March 31, 2023, the sixth Concept of the Foreign Policy of the Russian Federation was published (The Ministry of Foreign Affairs of the Russian Federation 2023). The document was updated for the first time in six years, the main reason for which is the deteriorating international situation for Moscow amid the Russo-Ukrainian war. The text of the concept is highlighted by harsh and revanchist calls against the West and especially the USA. The document almost entirely refers to the Russo-Ukrainian war, at the same time, the concept shows that the current war is only one part of Russia’s confrontation with the Western world. The concept contains a number of statements inconsistent with the real policy of Russia and even lies, but despite the absurd, propagandistic content of the new document, it is important to find out how the new concept differs from its predecessor, and also what factors Russia relies on in the current difficult international situation? Based on the 2023 Concept of the Foreign Policy of Russia the impact of Russia’s imperialist worldview on its foreign policy in the light of full-scale military intervention in Ukraine, the changed attitude towards the West, the prospects of Russia-West relations, Russia’s attempt to strengthen ties with non-Western countries, and finally, threats from Russia to Georgia are discussed in this publication.

Abstract:
This paper aims to analyze Germany’s approach to the Eastern Partnership against the backdrop of the “turning point” (Zeitwende) in German foreign policy announced by Olaf Scholz in February 2022. The deviation from the previous policy came as a result of Russia’s war against Ukraine, which disrupted the European collective security system and called into question the main characteristics of German foreign policy. The outbreak of the war on the territory of Europe showed the German leadership that the use of non-military means in the foreign policy, as well as their policy of openness and normalization towards the East (Ostpolitik), which largely implies Russia, turned out to be wrong. Russia’s war in Ukraine also became the basis for the rethinking of yet another political concept - change through trade (Wandel durch Handel), according to which trade and economic interdependence with Russia will facilitate its integration into Europe and push it towards peaceful mutual cooperation. Germany’s dependence on Russian natural resources on the one hand gave Russia a lever of political influence, and on the other made the German economy vulnerable.

Abstract:
While Georgian Dream (GD) has been attempting to normatively balance between the collective West and Russia for years, the latter’s re-invasion of Ukraine in February 2022 brought increased pressure on the ruling party— ultimately resulting in internal shifts among the elite, and bringing about party-wide discursive change. In the most high-profile case, President Salome Zurabishvili—for the first time since she took office in 2018—was seen openly defying the leadership, and directly contradicting the party line. She has since publicly engaged in several quarrels with the party’s leadership, with one causing the announcement of a lawsuit against her for alleged violations of the Constitution. Despite these disputes, Zurabishvili remains willing to side with Bidzina Ivanishvili, GD founder and former Prime Minister. She openly blamed GD leadership for taking insufficient measures to preemptively shield the oligarch from the possibility of personal sanctions. Zurabishvili’s sudden ‘turn’ against Georgian Dream, though creating some intrigue, remains unsystematically explored. This paper engages in a scenario-outlining exercise, wherein three potential explanations are presented. First, Zurabishvili’s ‘turn’ might have stemmed from valuebased disagreement, with the war in Ukraine revealing the incompatibility of the President’s and GD elites’ values. Second, her ‘turn’ could have been part of a communication strategy, orchestrated to create the illusion of a ‘fragmented leadership’ for public legitimation purposes. Finally, the possibility of patterns of intra-regime (dis)loyalty, alliance-forming, and elite defection being at play is explored. Such patterns are expected to supervene in informal, authoritarian modes of governance and are likely to supervene during heightened crises1 .

Violence is escalating in Amhara region, prompting the government to declare a state of emergency Nearly 30 clashes between government forces and Fano militias were recorded in Amhara last week, with most concentrated in North Wello and West Gojam zones, though fighting has been spread throughout the region. This marks an almost eightfold increase in armed clashes in the region relative to the weekly average since the start of the crisis in April. While Amhara was among the least volatile regions in the country prior to the start of the northern Ethiopia conflict in 2021, it is now one of the most unstable. Persistent insecurity in Amhara poses a significant threat to the federal government, the Abiy administration, and Ethiopia’s stability at large.

The Islamic State Sahel Province (IS Sahel) is a salafi-jihadist militant group and the Sahelian affiliate of the transnational Islamic State (IS) organization. It is primarily active in the border areas between Burkina Faso, Mali, and Niger — known as the tri-state border area, or Liptako-Gourma — but it has also engaged in sporadic activity in Algeria, Benin, and Nigeria. The group’s composition reflects the social fabric in the areas where it is active. Its members belong to the Fulani, Arab, Tuareg, Dawsahak, Songhai, and Djerma ethnic groups, although its core leadership was historically composed of Western Saharan militants.

50. Beyond Riyadh: Houthi Cross-Border Aerial Warfare 2015-2022

Abstract:
On 25 March 2022, the Houthis launched a large-scale attack on Saudi Arabia using a combination of loitering munitions, ballistic missiles, and cruise missiles. This coordinated attack targeted oil refineries and energy infrastructure across Saudi territory, from Asir to the Eastern Province, and even threatened the Formula 1 Grand Prix in Jeddah. Yet, it turned out to be the last major gasp of the aerial war between Riyadh and the Sanaa-based government that had started in 2015. A few days later, on 2 April, a United Nations (UN)-mediated truce came into effect, which lasted until 2 October and, as of the time of writing, has effectively terminated Houthi cross-border attacks into Saudi and Emirati territories. In the current situation of relative stability, Saudi-Houthi talks are ongoing to renew and expand the truce.
