While Georgian Dream (GD) has been attempting to normatively balance between the collective West and Russia for years, the latter’s re-invasion of Ukraine in February 2022 brought increased pressure on the ruling party— ultimately resulting in internal shifts among the elite, and bringing about party-wide discursive change. In the most high-profile case, President Salome Zurabishvili—for the first time since she took office in 2018—was seen openly defying the leadership, and directly contradicting the party line. She has since publicly engaged in several quarrels with the party’s leadership, with one causing the announcement of a lawsuit against her for alleged violations of the Constitution. Despite these disputes, Zurabishvili remains willing to side with Bidzina Ivanishvili, GD founder and former Prime Minister. She openly blamed GD leadership for taking insufficient measures to preemptively shield the oligarch from the possibility of personal sanctions. Zurabishvili’s sudden ‘turn’ against Georgian Dream, though creating some intrigue, remains unsystematically explored. This paper engages in a scenario-outlining exercise, wherein three potential explanations are presented. First, Zurabishvili’s ‘turn’ might have stemmed from valuebased disagreement, with the war in Ukraine revealing the incompatibility of the President’s and GD elites’ values. Second, her ‘turn’ could have been part of a communication strategy, orchestrated to create the illusion of a ‘fragmented leadership’ for public legitimation purposes. Finally, the possibility of patterns of intra-regime (dis)loyalty, alliance-forming, and elite defection being at play is explored. Such patterns are expected to supervene in informal, authoritarian modes of governance and are likely to supervene during heightened crises1 .

The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

Rather than being mere “productive environments”, localities embedded in infrastructure are distinctive living places in which communities of people live and establish a greater part of their daily social relationships. As a result, infrastructure represents the backbone of citizenship rights and strongly affect territorial inequalities. Infrastructure is chiefly understood in physical terms as reticulated systems of highways, pipes, wires or cables. This physical reductionism is by no means sufficient to encompass the multiple facets of the concept or to make sense of the many ways infrastructure affects socio-political inequalities. Knowledge infrastructure, for instance, may indicate robust networks of people, equipment and institutions that generate, share and maintain specific knowledge about the human and natural worlds. Infrastructure furthermore refers to the interplay between information technologies, transportation and other intermodal transport devices. All of these kinds of infrastructure affect inequalities in different ways.

What is rarely acknowledged, however, is that this grouping of the world’s twenty largest economies emerged at a time when the world was fast becoming more “urban” than “rural”. In the 117th Congress, the United States Senate is evenly divided, 50-50, between the two major political parties, and the margin for control of the US House is small. One nonpartisan—and overdue—policy issue that Congress and the executive branch could focus on is the US nuclear waste management program. The US is currently paying billions to utilities to house spent nuclear fuel (SNF) at operating and shutdown facilities, and high-level waste (HLW) remains at former nuclear weapons complex sites around the country. Add to this the potential for greater future reliance on nuclear power in a decarbonizing economy, and the need to finally get a handle on managing radioactive waste is clear. An earlier report from the Center on Global Energy Policy on the US nuclear waste management program examined larger structural changes that the federal government could pursue to help the program make progress, such as fixing the funding mechanism and updating regulatory standards.[1] This commentary discusses the US program as it stands in the 117th Congress and proposes a series of comparatively smaller actions that could be considered and perhaps pursued on a bipartisan basis in the next few years.

China is of growing importance to the United Nations. Beijing aims to exert influence at the world body to legitimise and disseminate its foreign policy values and interests. This report contextualises China’s growing presence at the United Nations by examining publicly available data on four metrics that gauge Beijing’s success in steering the global governance agenda. Those metrics are: funding for UN departments, programs, and initiatives; staffing of executive-level personnel positions; voting in the UN General Assembly and UN Security Council; and the use of PRC-specific discourse and language in UN-generated documentation. The United Nations has become progressively more reliant on China’s general contributions, and in turn China has used a combination of levers to elevate its position within the UN system. However, this report finds that China is still selective in its overall approach to UN participation and that efforts by the PRC do not necessarily translate into successful influence at the body. The report makes three recommendations for UN stakeholders. First, a deeper understanding must be gained of what China contributes across different UN agencies and functional areas to establish a more complete picture of its multilateral input. Second, efforts should be made to shape China’s engagement in multilateral issues, in particular those that the PRC is yet to prioritise, such as refugee management. Third, it is vital to articulate an inclusive multilateral vision for a rules-based international order that specifies under which conditions China’s contributions are embraced, rather than framing PRC input solely as a source of concern.

A key stumbling point in trying to chart a peace agreement between Russia and Ukraine has been an inability of both sides to consider hybrid solutions that recognize resource interdependencies that could benefit either side. Such a pragmatic view would not undermine American or Western principles and lead to a more durable peace agreement. The peace process in the Russian-Georgian War and the governance mechanism set up for the autonomous region of Adjara provide useful examples in this regard. Science diplomacy, particularly in the Arctic, could be a useful “ice-breaker” between Russia and the West, and the climate crisis makes such interaction even more urgent.

What challenges the new American administration will face in the Balkans, and how should it approach them? Read in the latest analysis of BCSP researcher Vuk Vuksanović. When Joseph Biden defeated Donald Trump in the 2020 US presidential elections, the Balkan countries were not neutral on that race. Serbian President Aleksandar Vučić made a failed bet on Trump, hoping that under Trump, he will get a less painful settlement of the Kosovo dispute and an opportunity to finally make Belgrade a partner of Washington, after several decades. Vučić still congratulated Biden for his win alongside several other Balkan leaders who were probably happier about Biden’s win than him. US foreign policy towards the Balkans under Trump has been marked by transactional logic and disdain towards the European Union, best symbolised in the economic normalisation agreement between Belgrade and Priština brokered in September 2020 by Trump. Many policy hands, including Nicholas Burns, former US diplomat and one of Biden’s advisors, now expect that Biden will display US leadership in the region while cooperating closely with the European Union. The US foreign policy will have to deal with three sets of challenges: the unresolved Kosovo dispute, democratic backsliding in the region, and the presence of non-Western powers like Russia and China. While US power is a necessary element in resolving these challenges, the Biden administration will not be able to offer quick fixes.

16. To Patch or Not to Patch: Improving the US Vulnerabilities Equities Process

The process that determines when and how the US government discloses unknown cybersecurity vulnerabilities to relevant companies or withholds them for government purposes lacks sufficient accountability, transparency, and public trust. Malicious actors do not hesitate to exploit “zero-day vulnerabilities,” or vulnerabilities that a company has had zero days to patch, with Chinese-based hackers most recently using a zero-day in Microsoft Exchange Servers to infect hundreds of thousands of systems.1 Yet, the government also uses zero-days to carry out activities that are in the nation’s interest and, as a result, does not tell the impacted software or hardware vendor about the vulnerability. In this case, the government determines that the benefit of not disclosing the vulnerability outweighs the consequence of a bad actor potentially exploiting the vulnerability for nefarious purposes. In 2010, the US government created the Vulnerabilities Equities Process (VEP) to convene federal agencies that represent a range of national interests—including security, intelligence, foreign policy, commerce, and civil rights and liberties protection—to weigh distinct perspectives on how vulnerabilities should be patched or briefly kept open for law enforcement, intelligence gathering, or military purposes. However, the VEP is not codified in law and has failed to deliver greater transparency around government retention of vulnerabilities nor ensures accountability for the government’s decisions. Congress and the Biden administration should address deficiencies with the VEP to increase transparency, strengthen accountability, build public and industry trust, and establish a world-leading model for decision-making around what to do about high-value vulnerabilities. This paper details seven steps for the Biden administration to enhance transparency and accountability in the VEP while preserving government priorities, as well as flexibility for the defense of democratic values and institutions.

2021, we all hope, will be the year of recovery. If COVID-19 vaccines are rolled out at scale, including in the developing world, global economic recovery will be large. But that in itself ensures neither that all countries will be included in the recovery, nor that all people within each country will see the gains. A rising tide, as we have seen only too well since US president John F. Kennedy first used the phrase in 1963, does not lift all boats. Elsewhere, CIC has analyzed the high demand for transformative policies in high- and low-income countries alike since the COVID-19 crisis began, including policies for domestic action on inequality and socioeconomic exclusion. This piece takes a more global view and considers how to ensure that all countries benefit, and examines the issues, challenges, and opportunities in financing for development. It looks first at the key political messages that explain why 2021 should be a year of urgent, ambitious global action for shared economic recovery; secondly at the measures under discussion (which are expanded in an annex); thirdly at the political interests at play; and fourthly at foreseeable scenarios for agreement. We are still engaged in a race against time of increasing urgency, not only in terms of flattening the pandemic curve in situations such as those India and many Latin American countries face, but also in restoring trust that government and international institutions can act, and act successfully, in face of 21st century crises. We are seeing both deeply negative and truly positive developments. Many parts of the world enter the depths of the third wave of the pandemic, with record highs in new daily infections, and in human suffering behind the numbers. Yet at the same time there is positive news: on medical innovation, on international liquidity, on tax cooperation, and on climate. The question is which will win out: can positive progress move fast enough to counteract the trust crisis? In 2020, CIC published a number of pieces on trust in high-, middle- and low-income countries and in international organizations. Last summer, trust in government had in many parts of the world increased: we made the argument that people were faced with a brutal reminder of what governments are for and hence had turned back to the state, but also warned that trust bubbles in crises often evaporate within a year if people do not see sustained and credible action. This analysis from the CIC team looks at what empirical research says about why trust matters for many different forms of political, social, and economic development—and why we should take declining trust seriously. The team also takes a look at what we know about the determinants of trust, in particular corruption, inequality, and history. Lastly, this analysis discusses the different policy options to restore and nurture trust.

The COVID-19 pandemic is an opportunity to re-evaluate the principles or ideas that are at the heart of theories of government, that is the fundamentals of governance and public theory. What is government for, but also what should government do and how. Engaging with the crucial philosophical questions of governance is integral to building back better: going back to basics is a major step in figuring out how to prevent mistakes from happening again. The social contract is one such principle: the idea of a social contract is central to answering the question of what governments are for: explaining why people obey laws, providing answers to why we live in societies, and why we abide by social rules and norms. Recognizing the ongoing debates, national and international, around the meaning and origins of the term social contract, this paper by Nanjala Nyabola tries to point to some of the important thinking from the south and from non-western sources and traditions that have helped shape modern understanding of social contract theory. It is not intended to be a comprehensive review, in such a short paper, but rather a selection that reflects the richness and variety of such sources and how they have impacted thinking throughout the ages. Overall, looking at ideas of social contracts outside Western philosophical tradition reminds us that it is not just about the form of the social contract or that all political organizations must be identical. These theories also remind us that compulsion and punishment are not a strong foundation for strong systems of governance. We have to create societies that people want to live in.

Amid the ongoing military rule in Myanmar, the public health crisis has been reaching new heights. According to Khine Win, founder and director of Sandhi Governance Institute, hopes were high among citizens in Myanmar for a healthcare system that could aptly combat the COVID-19 pandemic upon the election of the NLD in November 2020. However, progress has been reversed and is yet stalled under the elongated military rule. Despite dire civil health and poverty predictions issued by the UNDP, World Food Programme, and other international organizations, the military government turned a blind eye to their warnings, exacerbating the ongoing health crisis. COVID-19 cases have been increasing exponentially, with the number of actual COVID-19 cases expected to be higher than official numbers. News that military rule is expected to continue into 2023 paints a dull future for the public health situation in Myanmar.

Abstract:
Kim Jong Un has been trying to overcome the triple distress North Korea faces – sanctions against North Korea, natural disasters, and the coronavirus pandemic. In this commentary, EJR Cho, Research Fellow at the Institute for National Security Strategy (INSS), and Tae-Kyung Kim, Associate Research Fellow at the National Assembly Futures Institute, explains North Korea’s “disaster risk reduction” governance, a system implemented by Kim Jong Un to flaunt the legitimacy and superiority of his regime. Internally, the regime has changed its organization and system related to disaster management. Externally, North Korea has requested the international community for disaster recovery assistance, accepted international norms on disaster management, and sought a multilateral cooperation to solve the distress that the regime faces. Changes such as Kim Jong Un’s shift from the Kim Jong Il regime's military-first politics to 'people first politics' show that it is possible for North Korea to engage with the international community in other areas in the coming years.

Abstract:
Days after the European Central Bank (ECB) publicly disclosed its roadmap for a digital euro project on 24 July, the People’s Bank of China (PBoC) published a white paper describing the advancements of its plan for a digital yuan (e-CNY). While the EU roadmap outlines an investigation phase which will end in five years, China has already introduced several pilot experiments for its e-CNY. In June 2021, the e-CNY was employed in more than 70.7 million transactions for a value of 34.5 billion yuan by 20.8 million retail users and 3.5 million corporate users.

Or, rather, was UN Secretary-General António Guterres right to highlight his dissatisfaction with the Summit’s outcome? Bitcoin – the most secure and well-established technology to store value[1] – was created in 2008 to challenge the state’s centralised monopoly on money. It is a digital currency worth 1 trillion US dollars that knows no boundaries and is not controlled by any central authority. Although it is considered a threat to the established order, countries and institutional actors are gradually realising Bitcoin can also be a tool to advance their economic and geopolitical interests. Today, governments find themselves in the difficult position of having to decide whether Bitcoin should be integrated into their economies and governance structures or if they should continue to oppose, block or seek to co-opt the digital currency. But to understand Bitcoin and make an informed decision, one has to first appreciate the different components of its ecosystem.

Abstract:
Following decades of authoritarian rule and highly centralised governing system, the people of Iraq adopted a democratic Constitution in 2005, designed to put Iraq on an evolutionary roadmap for democracy, rule-of-law and economic prosperity. The Constitution consists of 144 Articles which, together, define the main pillars of a democratic governance and provide frameworks and boundaries for their enactment, with or without mandating new legislations. However, translating the Constitution into reality proved extremely challenging. Over the past 16 years, the political and institutional leaders have engaged in overt sectarian political dynamics that proved detrimental to the state-building process. They were highly selective in enacting, key constitutional Articles. Many essential institutions and/or legislations that are mandated by the Constitution are awaiting establishment, some of which are critical for enhancing the rule-of-law, safeguarding the Constitution, streamlining the legislative cycle, institutionalising the centre-periphery relations, empowering the local government and optimising the management of national resources and assets. As a consequence, there are currently numerous structural and functional gaps or weaknesses in Iraq’s governing system, which have added to the country’s fragility and acted as independent drivers of conflict. In this report, attempts are made to: (a) Identify the key structural and functional gaps or weaknesses in the governing system that have arisen from inadequate implementation of the Constitution; (b) highlighting the relevant historical context and political barriers for progress; and (c) offer appropriate policy recommendations to stakeholders.

The year 2020 was a devastating one, but also a year of great change and transformation as the world adapted with difficulty to meet challenges largely unprecedented in living memory, and the trends of global power appeared to shift dramatically. And it was a revelatory year — one that pulled the lid off the true extent and meaning of our globalized, interconnected world, revealed dysfunction present in our institutions of national and international governance, and unmasked the real level of structural resentment, rivalry, and risk present in the world’s most critical great power relationship — that between the United States and China. 2020 may well go down in history as a great global inflection point. It is thus worth looking back to examine what happened and why and to reflect on where we may be headed in the decade ahead. The Avoidable War: The Decade of Living Dangerously, the third volume of ASPI’s annual Avoidable War series, does precisely that. It contains selected essays, articles, and speeches by Asia Society and ASPI President the Hon. Kevin Rudd that provide a series of snapshots as events unfolded over the course of 2020 — from the COVID-19 pandemic, through an implosion of multilateral governance, to the impact on China’s domestic political economy. Finally, it concludes with a discussion of the growing challenges the world will face as the escalating contest between the United States and China enters a decisive phase in the 2020s. No matter what strategies the two sides pursue or what events unfold, the tension between the United States and China will grow, and competition will intensify; it is inevitable. The Chinese Communist Party is increasingly confident that by the decade’s end, China’s economy will finally and unambiguously surpass that of the United States as the world’s largest, and this will turbocharge Beijing’s self-confidence, assertiveness, and leverage. Increasingly, this will be a “decade of living dangerously” for us all. War, however, is not inevitable. Rudd argues that it remains possible for the two countries to put in place guardrails that can prevent a catastrophe: a joint framework he calls “managed strategic competition” that would reduce the risk of competition escalating into open conflict.

On the 64th anniversary of the Republic, President Kais Saied chose to declare ‘state of imminent danger’, invoking the constitution shaped by the Islamist Ennahda movement. On July 25, Saied took exceptional decisions ousting the government led by Prime Minister Hichem Mechichi, freezing the activities of parliament, and stripping parliament members of legal immunity. He considers the measures necessary for saving the state. The political forces took different stands depending on their position in the political hierarchy as well as their closeness to President Saeid.

Against the backdrop of rapid technological change, a transatlantic digital technology community could be a 21st-century answer to the Coal and Steal Community – a big democratic project that reaches across borders, knits like-minded communities together in a manner that reinforces shared values, and codifies standards of market access, increased interdependence, and intensified political dialogue.
