As Russia increases its geopolitical involvement across the globe, the concept of “Global Russia” has been gradually taking hold. Though Russia is inherently weak, it is likely that Moscow will continue its global initiatives throughout the 2020s. Only by the end of that decade and into the next is there likely to be a gradual decline in Russia’s adventurism abroad.

Abstract:
The revolution that took place in the Czech Republic thirty years ago was not just the work of Vaclav Havel and his Charter 77 followers. The spark was a KGB coup directed by General Secretary Mikhail Gorbachev. A Kremlin coup also helped spur revolutionary change in Germany. The late 1980s saw unprecedented power struggles within the Soviet elite and Politburo under Gorbachev.

Russian foreign policy since the mid-2000s tends to be perceived in contradictory terms: as either a negative for Russia or the product of a grand strategic vision on the part of the Russian leadership. It is also often falsely perceived as representing a break with the past. Moscow’s foreign policy moves need to be viewed with a balanced perspective and should be placed in their historical context.

If antisemitism is to be fought effectively, three priorities have to be set. First, the Israeli government should establish an anti-propaganda agency. Second, an effort must be made to achieve a broad recognition that antisemitism is an ancient and integral element of Western culture. Third, there should be a consistent exposure of Jewish masochists who claim that Israel alone has to be perfect while others do not.

Abstract:
Fatou Bensouda, the chief prosecutor of the International Criminal Court (ICC) at the Hague, has decided to indict senior Israeli policymakers and military officers for committing war crimes in the West Bank and Gaza. Her decision is baseless, preposterous, and discriminatory, and it violates the ICC’s own mission and rules. Bensouda’s action should be placed within the wider context of the Palestinian disinformation, delegitimization, and demonization campaign against Israel at international organizations. Israel should discredit and delegitimize the ICC in turn via aggressive political measures and collaboration with concerned liberal democracies, primarily the US.

Abstract:
The challenging geography of Greece makes it hard for the country to take full advantage of its natural resources and expand its energy grid. Though it has doubled its share of renewables, it needs to redouble those efforts to reach the EU’s ambitious goal of covering a third of its energy needs from renewable sources by 2030. The Greek islands that have been at the forefront of the migration and refugee crises would particularly benefit from a targeted policy to reach that goal, as the transition would increase their energy security, reduce their energy costs, and diversify their economies. Greece has the potential to be a model of sustainability that would enhance the stability of the entire Eastern Med.

Abstract:
Berlin has surpassed Malmö as Europe’s antisemitism capital, with a wide variety of anti-Jewish and anti-Israel attitudes on display. They include dozens of cases of physical aggression against Jews, including rabbis. Jewish pupils have had to leave public schools. Thirty-five percent of Berliners view Israelis as analogous to Nazis. An Al-Quds Day march takes place annually that calls for the destruction of Israel. Both the municipality and the federal government are two-faced about the problem of antisemitism.

Abstract:
Contemporary antisemitism has the ability to graft itself onto a variety of causes and movements. But the social and information environment in the US and Europe is strongly conditioned by virtue-signaling among elites and increasingly among portions of the middle class. Antisemitism, in part through BDS-fueled antipathy toward Israel, is becoming a signal of middle class respectability. At the same time, though left-wing Western elites remain strongly anti-national, the working classes and other parts of the middle class are becoming renationalized. These and other class conflicts will shape antisemitism in the next decades.

Marshall European Center’s (“Marshall Center”) Program on Terrorism and Security Studies (PTSS) course participated in a first-of-its-kind collaborative CT-COI in Garmisch-Partenkirchen, Germany to discuss and exchange ideas, share best practices, and make recommendations for securing national borders against traveling terrorists. Participants heard from eleven alumni representing nine countries and FRONTEX on current border security challenges and how these challenges are being addressed. The COI concluded with the following observations and recommendations.

This summer thus far has greatly frustrated those in support of friendlier China-US relations. China-US trade talks recently took a turn for the worse. The Trump administration, after accusing Beijing of reneging on past trade commitments, has sought to raise tariffs to 25% on US $200 billion worth of imported Chinese goods. The Office of the US Trade Representative has proposed slapping tariffs on nearly all remaining imports from China, which are valued at approximately $300 billion. It is now soliciting public comment on the proposed list, which is expected to be issued as early as late June, following a congressional hearing.

Abstract:
Rethinking Russia issues its new report on development of parliamentarism in world politics. The modern democratic model derives from parliamentary representation, which has been developing for a number of centuries in search for better coherence between people and political decision-making. The evolution of parliamentarism has been differing from country to country, which however brought nations to similar functions for their representative bodies. What is a parliament of the XXI century? Is it a national or universal phenomenon? How does it relate to global governance? Who represents people (not peoples) outside their sovereign entity? Speaker of the Russian State Duma Viacheslav Volodin raises corresponding questions in order to articulate what Russian view on the development of parliamentarism might be. We consider such a discourse to be quite worth rethinking and propose our ideas on that. Who knows – maybe such a discussion would contribute to better understanding for challenges we are facing.

On March 8, 2000, Ambassador Anwarul K. Chowdhury remarked in his International Women’s Day statement at the United Nations Security Council, …members of the Security Council recognize that peace is inextricably linked with equality between women and men. They affirm that the equal access and full participation of women in power structures and their full involvement in all efforts for the prevention and resolution of conflicts are essential for the maintenance and promotion of peace and equality.i Later that year, the United Nations Security Council unanimously passed the landmark resolution (UNSCR 1325) on Women, Peace and Security. UNSCR 1325 is the first formal recognition of the critical role of women in effective conflict resolution and peacebuilding. The mandate requires attention to gender equality in all aspects of international peace and security decisionmaking. The vision of UNSCR 1325 is to fundamentally change often exclusionary peace and security approaches so that they are fully inclusive and sensitive to the needs and capacities of the entire population. Historically, gender inequality has remained outside the sphere of consideration for many security actors and policymakers. Unlike any other foreign policy agenda, Women, Peace and Security (WPS) originated from a global constituency of non-state actors—women. As a result, WPS promotes nonviolent, human rights–based approaches to peace and security decision-making. This approach explicitly acknowledges equality between men and women as intrinsic to achieving lasting peace.

The White House has now released its long-awaited Strategy on Women, Peace, and Security (WPS). The strategy is mandated under the bipartisan Women, Peace, and Security Act of 2017, which requires the Administration to develop a broad national strategy to support meaningful roles for women around the world in peace operations and political, civic, economic, and security systems. The White House has instructed the Departments of State, Defense, and Homeland Security and the U.S. Agency for International Development (USAID) to produce specific implementation plans within 120 days. The short 15-page text is not the comprehensive strategy required by Congress, but rather a statement of principles and priorities that these four agencies are to use to adopt action plans. As such, it is vital that members of Congress and civil society organizations now assist these agencies in making time-bound, measurable commitments backed by accountability provisions and ample resources, and then hold the Administration’s feet to the fire.

1357. Assessing How Foreign State-Owned Enterprises' U.S. Based Operations Disrupt U.S. Jobs

The entrance of a Chinese state-owned enterprise (SOE) in the transit passenger railcar manufacturing sector disrupts the current private-sector competitive railcar manufacturing sector in the U.S. In this study, Oxford Economics measures the net effects, stemming from this disruption by quantifying the loss to U.S. jobs, income and GDP that result from anti-competitive SOE practices. Even when domestic protective measures, such as 'Buy America' are put in place loss due to the SOE offshoring key apsects of their supply chain quickly accumulates--especially given the size and duration of municipal transit railcar contracts. We estimate that for every $1 billion in new contracts awarded to a Chinese SOE, the U.S. loses between 3,250 and 5,100 jobs.

1358. The Economic Impact of Huawei in Japan

Since opening its first office in Japan in 2005, Huawei has played a significant role in developing Japan's digital infrastructure. Working collaboratively with local manufacturers and innovators, the company has developed a suite of innovations that tailor technology solutions to the Japanese context. Huawei also delivers long-term benefits to Japan's productive potential, through its investment in Japanese research and development and the training it provides to its employees and the wider Japanese workforce. This report, commissioned by Huawei, seeks to quantify the company's "total economic impact" across Japan, through its direct operations and the "knock-on effects" it creates in Japanese supply chains and the wider economy. We find that in 2018, Huawei sustained a JPY 766 billion contribution to Japan's GDP, supported 46,400 Japanese jobs and generated JPY 208 billion in tax revenues.

Abstract:
A new study shows how trade-related job losses translate into increases in military enlistment. While the study is convincing in its own right, it raises important questions and highlights one potential pitfall of political-economic analysis: focusing on partial equilibrium results in a full-equilibrium world. The United States-Mexico-Canada Agreement, or USMCA (or “NAFTA 1.1: Same Great Taste in a New Package!”), the trilateral trade, investment, and regulatory agreement that will replace the North American Free Trade Agreement (NAFTA) is still working its way through congressional approval in all three member nations. The political wrangling, which consumed most of 2018, was arduous and heated. Eventually, what emerged was a new trade deal that mostly kept NAFTA’s architecture in place and added to it many of the US-Canada-Mexico provisions included in the Trans-Pacific Partnership (TPP), to which all three countries were parties before President Trump withdrew the United States in January 2017.

Abstract:
Food and medicine shortages, hyperinflation, and severe debt all loom large over Venezuelans—those who remain in the country anyway. Over 2 million citizens have fled the country since 2014. Those who cannot or do not wish to leave face yet another challenge to their health and wellbeing: an increasingly authoritarian and repressive government. In 2017, the world responded to the crisis in Venezuela by withdrawing ties to the regime. The Mercosur trade bloc suspended Venezuela, and the country currently faces expulsion from the Organization of American States (OAS). Both organizations cite anti-democratic policies and human rights abuses as grounds for the country’s suspension and possible expulsion.
