Like many of his predecessors, President Trump has come to office pledging to solve the decades-long Palestinian-Israeli conflict. In this paper, two veteran U.S. peace negotiators point out the repeated failure of past efforts to reach "all-or-nothing" solutions to this conflict, urge the president not to seek a comprehensive settlement, and instead recommend an approach based on reaching an understanding with Israel on steps that could, preserve the potential for a two-state outcome in the future; blunt the delegitimization movement against Israel; and give the administration leverage to use with the Palestinians, other Arabs, and Europeans. The Palestinian-Israeli conflict has faded in significance in the Middle East against the backdrop of the conflict in Syria, the rise of ISIS, and the regionwide clash of Sunni and Shiite powers. Both the likelihood for a return to the negotiating table and the prospects for a two-state solution are growing dim.

Given the unprecedented turmoil and uncertainty afflicting the Middle East, the new administration will need to devote particular care and urgency to understanding the essence of America's interests in the region, and applying clear principles in pursuing them. In advanced economies around the world, population growth is slowing down and populations are growing older. Economic growth is also slowing, at least in part because of the slow growth of the labor force and of populations as a whole—despite immigration. Many empirical studies have found that gross domestic product (GDP) growth slows roughly one to one with declines in labor-force and population growth—a disquieting prospect for the United States and for advanced economies in Asia and Europe. If there are fewer workers to support a growing elderly population and worker productivity remains the same, either consumption must be reduced or labor supply increased—for example, through later retirement. By 2050, the projected slowdown in growth of the labor supply could lead to a drop in consumption of 25 percent in China, 9 percent in the United States, and 13 percent in other high-income countries. The situation could be improved, however, by a rise in labor-force productivity. In fact, standard growth models predict that slower population growth will lead to rising output and wages per worker. The underlying question is whether this higher output per worker will be sufficient to offset the rise in the number of dependents per worker as the population ages. To help answer this question, this article looks more closely at how economic activity varies by age, drawing on national transfer accounts, which measure how people at various ages produce, consume, and save resources. This analysis shows that GDP and national income growth will most certainly slow down as populations age, but the effect on individuals—as measured by per capita income and consumption—may be quite different.

Several weeks after winning a plurality in Bulgaria’s late March parliamentary election, Prime Minister Boyko Borissov did something unprecedented: he brought the nationalist United Patriots (Obedineni Patrioti) into his coalition government. The United Patriots is an electoral alliance of three parties, the IMRO[2]-Bulgarian National Movement (VMRO-Bulgarsko Natsionalno Dvizhenie), the National Front for the Salvation of Bulgaria (Natzionalen Front za Spasenie na Bulgaria), and Attack (Attaka). Their inclusion in the coalition government has given rise to concern among Bulgaria’s NATO allies (and many Bulgarian themselves) about what the Bulgarian Socialist Party’s Korneliya Ninova called Mr. Borissov’s “floating majority, his unprincipled alliance”[3] (plavashti mnozinstva, bezprintsipni sŭyuzi). That concern is well placed for several reasons. Only a few years ago, even the nationalist IMRO-BND and NFSB excluded the radical Ataka[4] from their electoral alliance dubbed the “Patriotic Front” (Patriotichen front) because of Ataka’s positions on Russia and NATO. Even then, however, the Patriotic Front’s “nationalist profile” (natsionalisticheskiyat profil) was so far to Bulgaria’s political right to cause Mr. Borissov to exclude the Patriotic Front from his coalition government. He did so with the active encouragement of his center-right European People’s Party allies across the European Union. “Nothing against the PF, but unfortunately the things Valeri Simeonov [a PF leader, more about whom anon] proposes do not correspond to our Euro-Atlantic orientation,” said Mr. Borissov at the time.[5]

On January 29, 2016, Mexican President Enrique Peña Nieto signed a law changing the official name of Mexico’s capital region from Distrito Federal, or D.F., to Ciudad de Mexico. Beyond altering nearly two centuries of dialectical urban description—the region had been called D.F. since 1824 when Mexico’s first constitution was written—the adjustment grants Ciudad de Mexico a level of autonomous governance similar to the country’s other 31 states. The name change devolved power from Mexico’s federal government “to the citizens of Mexico City” and was presented with great public fanfare. Much of Ciudad de Mexico’s new constitution, which was signed in February 2017 and will become law in September 2018, was crowd-sourced from online petitions and community advocates. With articles enshrining green space and LGBT protections, the document has been hailed by liberal advocates as the most progressive in the Western Hemisphere.

Russia is now the only major country that is on more or less friendly terms with Pyongyang. Its current economic leverage with the North comes mostly from the importation of North Korean labor, which provides Pyongyang with a vital source of cash. The Democratic People’s Republic of Korea (DPRK) trusts no person or country, but it probably distrusts Russia much less than China and the United States. This dynamic gives Russia a potential diplomatic role in the North Korean problem. The Kremlin does not support using high pressure tactics against Pyongyang, especially military options, as it might have unpredictable and disastrous consequences for the entire Northeast Asian region. Moscow is committed to the denuclearization of North Korea, but sees it as a long-term goal, while the most realistic objective at present should be a North Korean nuclear and missile moratorium, or “freeze.”

China’s increased engagement in Central, Eastern, and South Eastern Europe has aroused concerns in Europe that China is pursuing a divisive strategy. Its primary goal, however, is to use the region as a gateway to Western Europe’s markets while including the EU in its own Eurasian integration project; in Beijing’s view, a robust regulatory EU is doubtless preferable to a fragmented Europe. China’s deepening involvement in the region could nevertheless increase economic divisions within the EU as whole. As a trade triangle emerges involving China, Germany, and the Visegrad states, the “German-Central European manufacturing core” potentially stands to gain at the expense of the EU’s Atlantic and southern European member states. Germany must address this risk with a triple strategy that balances national interest, EU cohesion, and engagement with China. This involves, first, working with the Visegrad Four, with other European countries, and with EU institutions to forge a deeper and more effective cooperation with China to enhance transport connectivity and economic modernization, particularly in the Western and Eastern Balkans. Second, Germany should increase pressure on China to open up the Chinese domestic market to ensure mutual access. And third, it should promote forward-looking European industrial policy centered on the digitalization of value and supply chains for Central, Eastern, and South Eastern Europe. This would allow Germany to prevent intra-European divisions from deepening, while taking advantage of its triangular relations with China and the countries of Central Europe and fostering mutually advantageous integration across Eurasia.

The new government proposed by President Hassan Rouhani is the first significant evidence of his intentions, priorities, and limits of power. While forming his government, the President was forced to balance the opposing forces in the Iranian political system. The composition of the government reflects his wish to avoid open conflict with the religious establishment, led by Supreme Leader Ali Khamenei, and his intention to place the economic crisis at the top of his government's priorities, even at the expense of civic reforms. His decision to ignore calls for reforms and the failure to include women and minorities in the government have already sowed disappointment and drawn criticism from broad sections of the public that supported him in the last elections. However, public support depends to a large extent on actual policies and success in realizing promises, mainly in the area of the economy. Putting economic matters at the top of the agenda for his new government requires cooperation with other centers of power in Iran, above all, the Supreme Leader and the Revolutionary Guards. This means that with regard to foreign affairs and security issues no significant changes in Iranian policy are expected.

While North Korea’s recent nuclear tests significantly raised the level of fear in the United States, they were not a surprise. North Korea, long a nuclear state, is a dangerous nuclear proliferator that has shirked international commitments. Pyongyang issues highly aggressive rhetoric toward the United States and its regional neighbors on a regular basis; it flaunts its nuclear capability and threatens to use it, and tends to share nonconventional know-how and technologies. And herein lies a link to Tehran: as Iran also remains motivated in the nuclear realm despite the JCPOA, the direct implications of North Korea's activities for Iran's nuclear program must be under constant scrutiny. The indirect implications for dealing with Iran's nuclear motivation invoke the ability to rely on negotiations to stop a determined proliferator. The North Korean case of failed negotiations must be heeded when thinking about Iran.

Jerusalem’s holy sites have a way of asserting strategic significance far beyond what their simple physical presence would suggest. Events in the aftermath of the shooting of two Israeli police officers on the Temple Mount highlight this truth. So it was with respect to the Kotel (Western Wall) a month earlier, albeit in a non- security context. Following the Israeli government’s decision to reverse course on an agreement with the liberal streams of Judaism and Diaspora representatives to establish a third section of the Kotel for egalitarian prayer, a crisis erupted that has called into question Israel’s very relationship with Diaspora communities, first and foremost the American Jewish community, which has been steadfast in its support of the US-Israel bilateral relationship. The sense of crisis was deepened further by a separate government decision to advance a law on conversion that could call into question the validity of conversions when Jews converted by Reform and Conservative rabbis overseas come to Israel.

The tension on the Temple Mount and the crisis between Israel and Jordan following the attack on a security guard at the Israeli embassy in Amman need more than ad hoc solutions that leave the basic situation unresolved and the strategic opportunities untapped. Israel would do well to seize the political and operational initiative before international and regional entities do, and propose, inter alia, an international meeting on steps that can prevent radical entities from violating freedom of worship and freedom of access to the Temple Mount, a site holy to both Judaism and Islam. The proposals on the Temple Mount issue relate to another key issue, namely, Israel’s response to key regional changes - the accelerated weakening of Arab political unity and the strengthening of the parties threatening the survival of the moderate Arab regimes.

The agenda alone of the G20 summit in Hamburg, Germany on July 7-8, 2017 was not sufficient to draw the world’s attention. Although the forum brings together the leaders of the world’s 19 leading economies and the European Union, representing two thirds of the global population and 80 percent of the global GDP, it generally draws little more than thousands of demonstrators protesting globalization. This summit, however, generated much interest as it provided the stage for personal meetings between leaders, some the first of their kind, such as between Presidents Trump and Putin. In addition, at the summit Trump had to confront the other 19 leaders directly on some trade issues and the Paris Agreement, and the summit itself took place while eyes were also directed eastward, starting just after North Korea successfully tested its first intercontinental ballistic missile.

Iran appears to be trying to repeat its experience of establishing paramilitary militias, which started after the fall of Reza Shah Pahlavi’s regime in 1979. Yet, this time it is in neighboring countries. On Novem- ber 7 in Tehran, Commander of the Iranian Revolutionary Guards Corps (IRGC), Major General Mohammad Ali Jafari, urged the visiting Pakistani Chief of Army Staff , General Qamar Javed Bajwa to establish a Pakistani version of the Iranian Basij militia to back the regular army. He even said Iran was ready to o er its experience to the neighboring Pakistan, and showed o his country’s experience in Syria and Iraq. He further claimed that their previous experiences succeeded in achieving their goals. However, his assertion is not consistent with the realities on the ground, because Iranian-led militias have exacerbated regional crises and blocked efforts to reach settlements.

May 5, Vyacheslav Volodin, the State Duma’s Speaker, paid a significant visit to Serbia for working negotiations with President-Elect Aleksandar Vučić, acting Prime Minister and Foreign Minister Ivica Dačić, President of the National Assembly Maja Gojkovic, Serbian Orthodox Church Patriarch Irinej and other officials. The parliamentary delegation’s trip came at a difficult time. Montenegro’s accession to NATO and internal political changes in Macedonia are reconfiguring the military and political landscape of the region. All the events are unfolding amid a massive information campaign mounted by the mass media and Western pundits capitalizing on the issue of Russian influence in the Balkans, with yet another information attack being launched on the day of Volodin’s visit. Moreover, Russia’s relations with Montenegro have reached their lowest point over the past year. In its turn, Serbia is completing the phase of consolidation of Vučić’s regime. The agenda includes the creation of a new government, which may require new parliamentary elections. It is noteworthy that the President-Elect, however, fails to command total popular support. At the same time, Vučić is singled out for allegations and fierce criticism for embracing Euro-Atlantic integration. When it comes to Russia’s assets and liabilities in the Balkans, Volodin’s stay in Serbia, therefore, was of particular importance.

If anything, the central tenet of the Hippocratic oath: first do no harm – Primum non nocere – is the first motto to be applied to today’s dialogue between Russia and NATO, a military and political organization. The dialogue essentially boiling down to interaction between Russia and the United States, the alliance’s leader, has offered fewer grounds for optimism over the years. Noticeably worse relations, whose downward spiraling trend is too serious a phenomenon to be even referred to as “the Cold War”, are degenerating into an agony. This is testified by some experts predicting an unavoidable military conflict and a real deterioration in the situation amid the Ukraine and Syria conflicts that Russia and NATO (the US) treat differently. For instance, Moscow officially suspended a deal with the US to prevent mid-air collisions over Syria in response to America’s attitude towards April’s deadly chemical attack in Syria’s Idlib province.

Late in the evening of July 15, a faction of the Turkish army blocked key bridges into Istanbul and occupied several locations throughout the country. The attempted coup failed before morning, but its consequences will reverberate far into the future. The government’s response was immediate and harsh: mass arrests and a purge of not only the military, but also civil servants, judges, academics, and political opponents. President Recep Tayyip Erdogan condemned cleric Fethullah Gulen as the chief conspirator and demanded his extradition from self-imposed exile in the United States. Meanwhile, some opponents of Erdogan suggest that the government orchestrated the attempt as a “false flag” operation to consolidate power and crackdown on dissidents. Turkey is not new to coups, but looking at previous conflicts and the political science literature on coups can tell us why this failed attempt is unique and what its repercussions will be in Turkey and the broader Middle East. On February 26, 2016, Iran held elections for its Assembly of Experts, the body tasked with choosing the next supreme leader, and the Islamic Consultative Assembly (its parliament or majlis). As the first major round of voting since 2015’s historic Joint Plan of Comprehensive Action nuclear agreement, the world watched the results closely — and Iran’s leaders leveraged this international focus. While many reformist candidates were barred from running, and those who did were censored on state media, new forms of communication and social media aided existing organizing networks for a strong showing for the reformist candidates, most notably in Tehran. Coalitions between moderates and reformists potentially herald a new era of politics in the Islamic Republic, though it has yet to be seen if these changes will translate mean greater democracy. The 2016 electoral campaign outcome came like a complete bolt out of the blue for the American establishment, including the ruling elites, as well as academics, journalists, and other groups safeguarding the elites’ interests. Ironically, the showy campaign and the scandalous behavior of US billionaire and TV star Donald Trump, now 45th President-elect, overshadowed the fact that such a candidate per se exposed a deep systemic crisis in American society. The crisis is caused by the exhausted potential of the US political and socio-economic system, which took shape in the 1960s and is over 50 years old. The International Primakov Readings Forum took place November 29-30, 2016, in commemoration of Yevgeny Primakov. The meeting was organized by the Russian Chamber of Commerce and Industry and the Primakov Institute of World Economy and International Relations (IMEMO led by Alexander Dynkin) and was backed by the World Trade Center, the Russian Science Foundation, the Council for Foreign and Defense Policy, and the University of Pennsylvania. In his address to the Forum, Russia’s President Vladimir Putin argued that Primakov had succeeded in predicting the events unfolding in today’s world, especially in the Middle East. As the Head of State put it, “Actually, I was always taking heed of Primakov’s assessments, as he was a wise and astute diplomat. I trusted him and asked to accomplish responsible and sensitive missions rather than ordered him”. Besides, the Primakov Readings Conference brought together Russia’s Foreign Minister Sergey Lavrov, Chair of the Federation Council Valentina Matvienko, and President’s foreign policy adviser Yuri Ushakov who delivered an opening speech. The Forum was also attended by most leading experts on international relations. At the start of 1917, rumours reached London that something was stirring in Petrograd (now St. Petersburg). As a result, the concerned Prime Minister, David Lloyd George, urgently dispatched Lord Milner, a diplomat of some repute, to the Russian capital. His Lordship visited the Tsar and spoke to ministers and members of the Duma, who informed him that enemies of the state were spreading groundless yarns. Sadly, being a creature of his class, Milner believed that only the elites mattered so he neglected to consult any of the general public. Thus, cocooned in his bubble, the peer reported to London that there was nothing the government could not handle and no need to expect no major changes. However, the same British travelling party also included Lloyd George’s private secretary Philip Kerr. A little more clued in, Kerr walked the streets and interviewed the plain folk. Armed with their predictions, he sent a telegram to Downing Street which asserted that Russia was on the verge of an unstoppable revolution. As it happens, the man who stepped out of the comfort zone was right because Nikolai II was shorn of his crown before the British delegation made it home. We know this story because many years later the ‘Welsh Wizard,’ Lloyd George, revealed the details to Ivan Maisky, the Soviet ambassador to London. And almost a hundred years later, it is a salutary lesson in the dangers of the establishment refusing to acknowledge ordinary people’s concerns when evaluating the causes of political upheaval.

The transatlantic relationship is likely to face difficult challenges whatever the result of the US election. If Trump wins he will launch a revolutionary presidency — pulling back from NATO and other security guarantees, undermining key parts of the global free trade regime and building closer relations with strong-man leaders than allies. Even if Hillary is elected the transatlantic relationship could still face difficult albeit more everyday challenges. Her poor relations with Moscow, exacerbated by gender issues, could threaten transatlantic unity on Russia. Europe would be foolish not to learn lessons from the experience of Trump’s candidacy. Trump represents only an extreme version of a growing feeling in the United States that, in a time of relative decline, the country is getting a raw deal from its allies. The EU should not be complacent in assuming that the transatlantic relationship will continue as it is and should begin to take more responsibility for its own defence and build resilience against a potentially more self-interested US.

149. Aligning Unevenly: India and the United States

In the early and mid-2000s, US policymakers anticipated India becoming one of America's top global partners. Have New Delhi's policies on key strategic issues actually aligned strongly with US objectives, as would be typical of close partners? An analysis of twelve prominent issues in US-India relations indicates that New Delhi's policies mostly converged moderately, rather than to a high extent, with US objectives. Specifically, the alignment between New Delhi's policies and US objectives was high or moderate-to-high on three issues--UN peacekeeping, nonproliferation export controls, and arms sales. It was moderate or low-to-moderate on six issues--China, Iran, Afghanistan, Indian Ocean security, Pakistan, and bilateral defense cooperation. And it was low or negligible on three issues--nuclear reactor contracts for US firms, nuclear arms control, and the war in Iraq. To be sure, despite the low or negligible convergence, New Delhi did not take an anti-US position on these issues.

In the two years since its “Revolution of Dignity” – also known as Euromaidan – Ukraine has launched important reform initiatives. Most of them are still in the inception phase, however, and much remains to be done to ensure their sustainability. The past two years have made clear the enormity of the challenge Ukraine faces in its transformation. At the same time, it has also shown unprece- dentedly strong determination on the part of new reform-minded actors to overhaul the old system. Ukraine today can best understood as a battlefield: the old system and its structures are fighting for their survival, as new actors – from both within the system and outside it – push for a new social contract. This struggle is taking place on an everyday basis at different levels, national and local, in a number of different reform areas. External actors can best contribute by giving stronger sup- port to reformers while promoting development of institutions that limit the space for vested interests to persist. Special attention should be paid to enforcing and implementing already adopted decisions and new laws that change the rules of the game.
