As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

Abstract:
Since the beginning of Russia’s full-scale invasion of Ukraine, ACLED records nearly 40,000 political violence events across the country. Three-quarters of these events are shelling, artillery, and missile strikes mostly affecting the northeastern, eastern, and southern regions of Ukraine. Quantifying the civilian toll of the conflict presents a challenge – especially in areas continuously engulfed by violence, like eastern Ukraine. In areas under Russian occupation, reports of abductions, forced disappearances, torture, and extrajudicial executions have been widespread, though the scale of violence against civilians becomes known only upon the liberation of territories, evidenced in the case of northern Ukraine and especially the Kyiv suburbs. Meanwhile, long-range strikes, including those deliberately targeting civilian infrastructure, pose a permanent threat and continue to induce extreme hardship for communities even farther afield from the frontline.

Abstract:
In the first two months of 2023, suspected United States drone strikes killed two senior leaders of al-Qaeda in the Arabian Peninsula (AQAP) in Yemen’s Marib governorate. One of the group’s top explosives experts, a Yemeni citizen named Husayn Hadbul (also known as Hassan al-Hadrami), was killed on 30 January. The group’s media chief and leader of the group’s Shura Council, Saudi citizen Hamad al-Tamimi (also known as Abu Abd al-Aziz al-Adnani), was killed on 26 February. These strikes on high-profile AQAP leaders took place amid a resurgence of AQAP activity in Yemen, which started during the United Nations-mediated truce between Houthi and anti-Houthi forces that lasted from April to the beginning of October 2022, and that has informally held to this date.1 The lull in fighting between Houthi and anti-Houthi forces induced by the truce allowed for a broader political and military reconfiguration within the anti-Houthi camp. At the political level, former President Abdrabbuh Mansur Hadi was replaced by an eight-member Presidential Leadership Council (PLC) to enhance coordination among anti-Houthi forces. Armed militias affiliated with the secessionist Southern Transitional Council (STC) and other United Arab Emirates (UAE)-backed forces exploited the new situation to gain control over territory in southern Yemen. As part of this territorial expansion, STC forces spearheaded several offensives against AQAP beginning in August 2022, leading to a sudden rise in AQAP activity in 2022.2 However, the nature of this overall increase is disputed, with some analysts arguing that it is a sign of AQAP’s weakness rather than its strength.3

The crossover between cybercrime and cyberwarfare has intensified in recent years, particularly against the backdrop of the ongoing conflict in Ukraine and mounting tensions between China, Russia and the United States. This paper delves into specific cyber incidents that employ cybercrime tactics with cyberwarfare objectives, allegedly involving Chinese, Russian or US actors. It examines responses within and among the private sector, the public sector and international forums. Although not directly involved in all of the cases, the European Union (EU) was impacted in a variety of ways, including as a result of spillover effects and intentional targeting. Drawing on an examination of cyber incidents, this paper highlights how emerging trends in actors, means and responses present escalatory risks for the EU and emphasizes the pressing need to bolster cybersecurity measures.

Throughout the fifteen years that following the 2011 withdrawal from Iraq, each American presidential administration has experienced domestic calls to leave the Middle East. However, each time these voices grew louder, a new regional variable emerged that compelled the American administration to return to its traditional role dictated by urgent strategic security and economic interests. After the withdrawal from Iraq, a strategic vacuum led to the emergence of and fight against ISIS, with the deaths of thousands both locally and internationally, and millions from the region displaced. The U.S. military was forced to return to the region to contribute to the efforts to eliminate ISIS. When this goal was declared completed, new regional threats emerged in the form of Iran and its weapons, which threatened not only America’s allies but also the free flow of global oil supplies. While the Biden administration thought this problem could be resolved through a package of incentives and agreements with Iran, the war in Gaza has emerged to confirm once again the error of U.S. assessments that contend that this region is no longer important to America’s strategic interests. According to the third section of the U.S. National Security Strategy document signed by President Biden in October 2022, America's top priority on the global stage is to surpass China, followed by limiting Russia's influence. The national security priorities also include combating terrorism in the Middle East.

8. New Poll Sheds Light on Saudi Views of Israel-Hamas War

AWashington Institute poll conducted from November 14 to December 6, a nationally representative sample of 1,000 Saudi citizens measured how Saudi attitudes have shifted due to the Israel-Hamas war. According to responses, the Saudi popular attitude towards the outcome of the war is clear: the overwhelming majority (91%) express agreement with the statement that “despite the destruction and loss of life, this war in Gaza is a win for the Palestinians, Arabs, and Muslims.” And as for the role of the broader Arab world, almost all (96%) agree with the proposal that “Arab countries should immediately break all diplomatic, political, economic, and any other contacts with Israel, in protest against its military action in Gaza.” Polling during a war is likely to produce more volatile results as circumstances shift quickly on the ground—during the current polling period, for instance, the Israel-Hamas war had several major shifts, including a temporary ceasefire from November 24-30 and the subsequent expansion of Israel’s incursions into southern Gaza. However, comparisons with Saudi polling fielded in August can help provide a barometer as to just how sharply this conflict has, at least temporarily, shifted certain attitudes, and how little it has moved others. While Hamas as a movement remains unpopular among the majority of Saudis—in contrast to a new trend of widespread popular support in countries like Lebanon, Jordan, and Egypt—just 16% of Saudis say that “Hamas should stop calling for the destruction of Israel, and instead accept a permanent two-state solution to the conflict based on the 1967 borders.” Nor do most believe that Hamas’s attack on October 7 targeted Israeli civilians—the overwhelming majority of Saudis (95%) responded that Hamas did not actually kill civilians when asked about whether they believed the Hamas killing of civilians was against Islam. This view is widespread across the eight countries polled by TWI, and similar results appear in a recently released poll of Palestinians from PSR. There, the overwhelming majority reported that they had not seen any videos of Hamas members committing atrocities, and only 10% of Palestinians (17% of Gazans and 5% of West Bankers) stated that they believed that Hamas committed war crimes in the current war, in comparison to 95% who say the same about Israel. While the majority of Saudis continue to express a negative opinion of Hamas, the Israel-Hamas war has generated a significant boost in its popularity. There has been a thirty point shift in positive attitudes towards Hamas, from just 10% in August to 40% in November/December. Responses in the most recent poll, alongside those in 2014 and 2021, demonstrate the increased popularity Hamas achieves among some Saudis during or in the immediate aftermath of conflict between Hamas and Israel, along with its likely disappearance over time. In the aftermath of the 2021 Hamas-Israel conflict, for instance, five years of steadily decreasing popularity in Saudi Arabia suddenly reversed, though just to a quarter (23%) of the total population.

As the war between Israel and Hamas continues, focus is turned towards the Gaza Strip and Israel proper. Although the ongoing hostilities will eventually die down or cease altogether, the lasting impacts of the war on the broader region are still unknown. Nowhere is this truer than in neighboring Jordan. When Hamas launched its attack on October 7, it had an immediate impact on the Jordanian street and the country’s national security. Despite the chaotic and passionate outpouring of emotion among the public, bilateral cooperation between Jordan and the United States can contribute to assisting the conflicting parties in ultimately achieving peace and security.

The U.S.-NATO-Russia-Ukraine crisis could be resolved by a grand bargain among the parties that defines Ukraine as a neutral state. Neutrality deals worked well in the past to forestall Franco-British conflict over Belgium in the 1830s and East-West conflict over Finland and Austria in the Cold War. The Belgian, Finnish, and Austrian neutrality deals enhanced the security of the states they made neutral. Neutrality was an asset for Belgium, Finland, and Austria, not a handicap. Major powers never calmly accept the close approach to their borders of unfriendly powers or alliances. Russia is no exception. It will not accept a settlement that leaves open the possibility of Ukraine in NATO or NATO in Ukraine. Hence, a neutrality solution is both sufficient and necessary to resolve the current crisis. Ukraine is not worth a costly confrontation for the U.S. Hence, U.S. leaders should be open to compromise. If compromise proves elusive, the U.S. should not pay high costs or run large risks to impose a deal on its terms, as it has higher priorities at home and elsewhere.

Afghanistan was not Korea. False analogies to peacetime military garrisons cheapen war and conflate wildly different forms of “support” to U.S. allies. War in Afghanistan was costly—to taxpayers, to civilians, to American soft power, to democratic legitimacy, and to the West’s strategic attention. Thus, withdrawal saved a fortune, saved lives, aided America’s reputation, honored democratic and constitutional principles, and focused Western strategists. War was not protecting Americans from terrorism. Keeping troops in but one of many places terrorists may operate did not meaningfully reduce Americans’ microscopic risk of being harmed in a terrorist attack. War was not helping Afghanistan. Democracy is a strong word for what U.S. forces propped up. Far from maintaining stability, the continued presence of those forces only prolonged armed struggle against a corrupt rentier state, impeding organic or sustainable long-term development. Credibility is highly contextual and unaffected by admitting defeat after 20 years of futile effort. If anything, the resources freed up by withdrawal make the United States better able to honor other commitments.

In the opening phase of its invasion of Ukraine, Russian armed forces made major errors in both the operational and tactical realm, costing the lives of thousands of its troops. Ukraine, by contrast, performed well above expectations and brought the Russian offensive against Kyiv and Kharkiv to a halt. Russia subsequently redeployed a major portion of its combat power, away from Kyiv and Kharkiv, to reinforce its attack on Donbas. This shift plays to Russia’s strengths and exposes Ukrainian Armed Forces (UAF) to greater risk. Russian forces have made slow but methodical progress on the northern shoulder of the Battle of Donbas, putting 10,000 UAF at risk of encirclement in the Sievierodonetsk pocket, like the loss they suffered at Mariupol. Ukrainian President Volodymyr Zelensky declared Ukraine will not stop fighting until all Ukrainian territory has been liberated.1 To have a chance of accomplishing that objective, Ukraine would likely need to recruit and train an additional 100,000 troops, at least, a task that would take 12–18 months, and equip its forces with a comprehensive set of modern, heavy weaponry, provided by the West, numbering in the thousands of armored vehicles and associated weaponry. There is great risk for Ukraine in undertaking such an attempt. It is unclear whether NATO will provide sufficient modern weapons or whether Ukraine can successfully hold off Russia while also recruiting and training so many more troops. If Russia defeats Ukraine in the Battle of Donbas, Kyiv will face a difficult choice: (1) to dig in and continue fighting, even though much of its most effective forces will have been captured or killed, and risk steadily losing more territory or (2) negotiating with Russia to trade territory lost since 2014 for peace to stanch further losses of Ukrainian lives and land.

16. Lessons for Taiwan from Ukraine

The Russo-Ukraine war is analogous in several ways to a hypothetical war between China and Taiwan. Like Ukraine, Taiwan is a relatively weak state, threatened by a neighboring great power with a sizable nuclear arsenal who makes historical claims to its territory, and has some backing from the United States. Ukraine’s experience provides several lessons for Taiwan. War remains an instrument of statecraft that great powers use in pursuit of their perceived national interests; smaller, weaker states should plan accordingly. In Taiwan’s case, that means continuation of the status quo which has helped provide peace for decades. Taiwan should assume the United States will not engage in direct conflict with China on its behalf. This assumption should encourage Taiwan to focus its military strategy on securing an advantage by acquiring more anti-access, area-denial capability and reforming its reserve force to help it deter or resist an invasion. While Ukraine shows Taiwan could expect an outpouring of global humanitarian and military aid if attacked, its island geography and the likely course of the war means it might not manage to receive or access those supplies, and should therefore maintain strategic stockpiles of weapons, ammunition, food, fuel, and other supplies. The United States and others will likely impose economic sanctions on China. However, sanctions are unlikely to alter China’s behavior in any meaningful way if it has already committed to war.

17. The UN-Mediated Truce in Yemen: Impacts of the First Two Months

Key Trends: Both Saudi-led coalition airstrikes from fighter jets in Yemen and Houthi drone and missile attacks on Saudi Arabia stopped entirely. In the year leading up to the truce, ACLED records an average of more than 40 coalition airstrike events per week in Yemen,3 and an average of four Houthi drone and missile attacks per week in Saudi Arabia.4 Shelling across the main frontlines increased significantly, becoming the main form of political violence in Yemen. During the first two months of the truce, shelling, artillery, and missile attack events accounted for 55% of all political violence events, compared to 19% in the two months preceding the truce. While armed clashes between conflict parties remained at relatively high levels in April and May 2022, their lethality decreased considerably. The lethality of armed clashes was five times lower during the first two months of the truce than during the two months prior. April and May 2022 saw the lowest levels of reported fatalities since January 2015, but civilians suffered disproportionately from political violence. Although reported fatalities from civilian targeting decreased by more than 50% from March to April, their share of the total reported fatalities increased by more than 50%.

Between 24 February and 4 March, ACLED records more than 1,800 demonstrations in support of Ukraine and against Russian aggression globally. During this time, demonstrations were reported across at least 93 countries and territories (see map below). Nearly all of these demonstrations — over 99% — were peaceful (i.e. protesters engaged in neither violence nor destructive activity).

The word “border” carries much complexity. It encompasses many facets of the human condition, from purely geographical locations to intangible beliefs and personal or individual traits. Yet, today, the term border is often manipulated, coupled with verbs or adjectives that aim to emphasise its importance or demonise its significance; the border has increasingly become a stigma, used indiscriminately by all political forces, with some calling for its demolition and others its strengthening. Frequently, borders tend to be considered as vestiges of a now deceased past or as a sort of chimera, a utopia whose return is preached as a solution to many everyday challenges. Yet, the term border is not just a word: the border exists, it is there, and there are people who inhabit it. By examining the case of the Italian-Slovenian border crossing in the Italian town of Gorizia, one can understand if the border itself has actually lost value in today’s world, or if it still retains traces of its past significance.

On 13 September 2022, India and China confirmed the completion of their respective disengagements from another friction point along their mutually contested border. The disengagement took place in eastern Ladakh, resulting in the withdrawal of troops from Patrolling Point (PP) 15 in the Gogra-Hot Springs area.[1] This was the fourth disengagement from the area, marking a step towards ending the 28-month stand-off in the eastern Ladakh ongoing since the military clashes of May 2020. This stand-off has not only been the longest but also one of the most violent confrontations between India and China. Armenia-Turkey relations have experienced numerous tensions over the decades associated with both the historic issues between the two nations and contemporary regional developments. Turkey’s refusal to recognize the mass killings of Armenians as a genocide1 in the Ottoman Empire during World War I has long been an important difficulty in bilateral relations. However, relations significantly worsened during the Nagorno-Karabakh war between Armenia and Azerbaijan in the 1990s. As a response to Armenia’s capture of the territories surrounding NagornoKarabakh, Turkey closed the border with Armenia in 1993 in support of its ally Azerbaijan.2 The attempts to normalize relations did not have any fruitful outcome in the past decades which resulted in the two countries not having diplomatic or commercial relations for almost 30 years.

Energy sanctions started late, but the number of countries embargoing oil, gas, or coal imports from Russia is expanding. The idea was to isolate Russia from the global financial system while limiting its commodity and energy exports. Russia’s invasion of Ukraine constitutes the biggest threat to peace and security in Europe since the end of the Cold War. On February 21, 2022, Russian president Vladimir Putin gave a bizarre and at times unhinged speech laying out a long list of grievances as justification for the “special military operation” announced the following day. While these grievances included the long-simmering dispute over the expansion of the North Atlantic Treaty Organization (NATO) and the shape of the post–Cold War security architecture in Europe, the speech centered on a much more fundamental issue: the legitimacy of Ukrainian identity and statehood themselves. It reflected a worldview Putin had long expressed, emphasizing the deep-seated unity among the Eastern Slavs—Russians, Ukrainians, and Belarusians, who all trace their origins to the medieval Kyivan Rus commonwealth—and suggesting that the modern states of Russia, Ukraine, and Belarus should share a political destiny both today and in the future. The corollary to that view is the claim that distinct Ukrainian and Belarusian identities are the product of foreign manipulation and that, today, the West is following in the footsteps of Russia’s imperial rivals in using Ukraine (and Belarus) as part of an “anti-Russia project.” Throughout Putin’s time in office, Moscow has pursued a policy toward Ukraine and Belarus predicated on the assumption that their respective national identities are artificial—and therefore fragile. Putin’s arguments about foreign enemies promoting Ukrainian (and, in a more diffuse way, Belarusian) identity as part of a geopolitical struggle against Russia echo the way many of his predecessors refused to accept the agency of ordinary people seeking autonomy from tsarist or Soviet domination. The historically minded Putin often invokes the ideas of thinkers emphasizing the organic unity of the Russian Empire and its people—especially its Slavic, Orthodox core—in a form of what the historian Timothy Snyder calls the “politics of eternity,” the belief in an unchanging historical essence. The salience that Putin and other Russian elites assign to the idea of Russian-Ukrainian-Belarusian unity helps explain the origins of the current conflict, notably why Moscow was willing to risk a large-scale war on its borders when neither Ukraine nor NATO posed any military threat. It also suggests that Moscow’s ambitions extend beyond preventing Ukrainian NATO membership and encompass a more thorough aspiration to dominate Ukraine politically, militarily, and economically. It also helps explain Russia’s military strategy. Moscow appeared to calculate that enough Ukrainians, at least in the eastern part of the country, would accept some form of reintegration into a Russian sphere of influence because of shared cultural, linguistic, religious, and other ties with Russia. Despite pre-war polls showing large numbers of Ukrainians willing to take up arms to defend their country against a Russian invasion, Moscow’s wager was not entirely implausible given the recentness of the shift and the persistence of family and other ties across the Russian-Ukrainian border. Nonetheless, Russia’s war has become bogged down in no small part because this calculation about Ukrainian identity has proven dramatically wrong.

Two weeks ago, the Malian military junta, in power after a coup in May 2021, proposed to hold elections in December 2025 instead of this month as promised. The move was widely condemned. West Africa’s main regional bloc, the Economic Community of West African States (ECOWAS), immediately imposed new sanctions while the French Minister of Defense Florence Parly floated the possibility of reviewing the French and European military engagement in the country. The French Minister of Foreign Affairs Jean-Yves Le Drian openly called the junta “illegitimate”. In response, on January 31 Malian authorities gave 72 hours to the French Ambassador in Bamako to leave the country, an unprecedented diplomatic decision. The European Union (EU) also took a firm stance by imposing targeted sanctions against 5 members of the junta, including Prime Minister Choguel Maïga. The current querelle is arguably only the latest in an ongoing dynamic of political fragmentation in the cooperation between European and regional actors in the Sahel.

With an economy less than a third the size of the U.S. defense budget and a military ill-suited for offensive operations, Iran is at best a minor threat to the U.S., and one in a region of limited strategic importance. The U.S. need not obsess over Iran policy. While Iran does not threaten vital U.S. interests, U.S. policy does seek to moderate Iran’s behavior and restrict its nuclear weapons development. That is why the U.S. negotiated the JCPOA, an agreement with Iran, Europe’s major powers, Russia, and China to constrain Iran’s nuclear activities. The Trump administration abrogated the JCPOA and imposed a policy of “maximum pressure” designed to compel Iran to renegotiate on nuclear issues and moderate its foreign policy. Rather than capitulate to U.S. demands, Iran expanded its nuclear program and increased its aggression in the Middle East. U.S. withdrawal from the JCPOA and imposition of a maximum pressure strategy harmed diplomatic efforts with Iran and increased the prospects of direct conflict. The Biden administration has so far continued the policy it inherited from the Trump administration. With nuclear negotiations between the U.S. and Iran predictably stalled, U.S. officials should abandon maximum pressure. Ongoing diplomacy is the best path to revive the JCPOA, and more importantly, lower the risks of war. Even if the JCPOA dissolves completely, U.S.-Iran diplomacy, including on nuclear issues, should continue. War with Iran is not worth the costs.

This series maps the activity of little-known military brigades and armed groups proliferating throughout the conflict in Yemen. Mapping these actors has become relevant for understanding future trajectories of violence in Yemen as some of them have developed significant combat capabilities with shifting allegiances. While some follow their own interests, others have clear allegiances to the internationally recognized government or the Southern Transitional Council. As with actors in other conflict scenarios, such allegiances are, however, never set in stone. Rather, allegiances are a fluid process, shifting due to changes of outside circumstances (e.g. the behavior of a patron) or battlefield victories. Abstract:
Ten years since the start of the war in Syria, conflict dynamics vary across each region of the country. This report maps the latest conflict developments, with a focus on the northwestern, southern,1and eastern regions of Syria, including the impact of ongoing Israeli airstrikes. ACLED data show that while conflict levels in northwest Syria plummeted when compared to those in 2019, the Idleb enclave remained one of the most unstable regions in the country in 2020. Nearly a third of all organized political violence events recorded in the country in 2020 occurred in Idleb. Meanwhile, discontent in the southern provinces, notably in Dar’a, remained a source of violence in the south. The Islamic State (IS) remained active in central and eastern Syria throughout the year, carrying out attacks in urban hubs, as well as in the Syrian desert. Lastly, Israel expanded the scope of its airstrikes in Syria in 2020 in response to Iranian entrenchment in the southern and central provinces.

Abstract:
Bahrain is an island kingdom ruled by the Sunni Muslim Al Khalifa royal family. The Al Khalifa regime is accused of systematically discriminating against the country’s Shiite community, which is estimated to account for 60% to 70% of Bahrain’s Muslim population (BICI, 10 December 2011). Discriminatory practices affect Shiite believers across a wide array of domains, including employment, freedom of expression, and political rights (USCIRF, April 2020). The Shiite community faces exclusion from the military and security apparatuses (CSIS, 9 December 2016), the arbitrary revocation of Bahraini citizenship (OHCHR, 18 April 2019), and the denial of medical care for prisoners (Amnesty International, 28 September 2018). The sectarian divide in Bahrain is stoked by political tensions. The monarchy sees the Shiite popular majority as a threat, and has historically used alleged ties between Shiite opposition groups and the Iranian regime to justify the systematic denial of political rights. As demonstrated by the “Bandargate” scandal (the public revelation of a report on the regime’s plan to marginalize the Shiite community), the Al Khalifa have also pursued a policy of ‘Sunnization’ of the Bahraini population (Le Monde Diplomatique, 19 October 2006). However, the repression of the Shiite community is not only driven by political considerations: Shiite identity is also targeted for purely sectarian reasons.

Abstract:
In 2021, the Sahel crisis entered its tenth year. Despite the transnational nature of the crisis, each country has experienced different patterns of violence and transformations in the midst of a protracted conflict. This report looks at the patterns of violence in Niger, Burkina Faso, and Mali. It concludes with a review of the wider Sahel region. The report finds that both the Islamic State in the Greater Sahara (ISGS) and the Al Qaeda-affiliated Jama’at Nusrat Al Islam Wal Muslimin (JNIM) have shifted their efforts to geographic areas beyond the immediate reach of external forces in the face of military pressure in the tri-state border region (or Liptako-Gourma). Renewed engagement in local conflicts has allowed jihadist militant groups to enlarge their scope of action, reassert their influence, remobilize, and gain resources to rebuild. This can be seen clearly in Niger’s Tillaberi and Tahoua regions, the eastern parts of Burkina Faso, and central Mali (see figure below).

The first in the series — Riders on the Storm — explored the dynamics and agendas which resulted in the Juba Peace Agreement. The second — Danse Macabre — examined the origins of the uprising in Sudan and its trajectory following the coup of April 2019. This final analysis situates Sudan’s current upheaval in the context of the Horn of Africa, and extends the scope of analysis to encompass conflict in Ethiopia and the region.

Abstract:
Six years after the coup that ousted President Abdrabbu Mansour Hadi and his government, the Houthi movement, otherwise known as Ansarallah, has strengthened its grip on northern Yemen. It currently rules over approximately 70% of the country’s population, and in 2020 mounted new military offensives in Al Jawf, Marib and Hodeidah. Domestically, the group has suppressed dissent and won complete control of what is left of the Yemeni state, appointing loyalists in civilian and military bodies and transferring powers from government institutions to a shadowy network of Houthi supervisors. A pervasive security apparatus, built on the ashes of Ali Abdullah Saleh-era intelligence bodies (UN Panel of Experts, 27 January 2020: 9), has focused on protecting the Houthi regime and monitoring the movements of suspected enemies, including humanitarian organizations. Among the successes boasted by Houthi officials is the restoration of security and stability in Houthi-controlled regions, which they contrast with the mayhem plaguing the areas under the authority of the internationally recognized government and allied coalition forces (Yemen Press Agency, 21 December 2019; Al Masirah, 21 July 2020; Ansarollah, 2 January 2021).

Abstract:
As countries continue to contend with the COVID-19 pandemic, it has become clear that its impact extends far beyond public health and safety, with the ability to shape political behavior and conflict. The interplay between disease and disorder is perhaps most visible in India, which has been one of the nations worst affected by the coronavirus. Following the onset of the pandemic, ACLED records an escalation of conflict in Jammu & Kashmir (for more see this spotlight infographic from ACLED’s COVID-19 Disorder Tracker) as well as a new wave of political unrest in the northeast (for more see this ACLED report on political violence in northeast India). In contrast, ACLED data show a decline in events in 2020 related to the Naxal-Maoist insurgency, one of India’s oldest post-independence conflicts. The restrictions surrounding the coronavirus pandemic impacted the Naxal-Maoist insurgency in two significant ways. First, the lockdown worsened already strained supply chains, preventing cadres from accessing vital resources such as rations and weaponry. Second, dwindling supplies subsequently affected operational capacity as insurgents were unable to effectively carry out their annual tactical counter-offensive campaign (TCOC). The combination of these factors has led to an overall decline of Naxal-Maoist activity in 2020, compared to the year prior. A comparative analysis of ACLED data for 2019 and 2020 reveals these trends and offer insights into the changing nature of the conflict.

Abstract:
This series maps the activity of little-known military brigades and armed groups proliferating throughout the conflict in Yemen. Mapping these actors has become relevant for understanding future trajectories of violence in Yemen as some of them have developed significant combat capabilities with shifting allegiances. While some follow their own interests, others have clear allegiances to the internationally recognized government or the Southern Transitional Council. As with actors in other conflict scenarios, such allegiances are, however, never set in stone. Rather, allegiances are a fluid process, shifting due to changes of outside circumstances (e.g. the behavior of a patron) or battlefield victories. In order to be better prepared for these changes, this series maps the activity of such military brigades and armed groups — some of them have become relevant already, while others may see their turn towards increased relevance in the future.

Abstract:
The recent wave of violent protests and unrest across the developed world – the storming of the US Capitol during the electoral college process and the riots in the Netherlands, among others – questions the assumption that high-income countries have become immune to large-scale internal political violence. Are we facing a new wave of high-income conflict? At a minimum, increased violent unrest, political assassinations, and domestic terrorism in the next ten years seem possible, unless governments focus on avoiding impunity and establishing shared understanding of facts, reducing inequality and prejudice, and building institutional resilience. This analysis examines whether these recent events augur a wider shift in conflict risk to high-income countries, akin to the shift seen from low to middle-income countries 20 years ago. Given these events, this analysis systematically reviews conflict risks in high-income countries, as well as offers a framework that has been widely applied in the developing world to examine the risk factors for violent conflict in wealthy countries, including second generation impacts of COVID-19.

Ahead of Prime Minister Bennett's first visit to Washington, Council data show partisan divides on the Israeli-Palestinian conflict, support for a Palestinian state, and more. In recent years, the US-Israel relationship was stewarded by Israel’s longest-serving leader, former Prime Minister Benjamin Netanyahu, and the man whom he referred to as “the greatest friend that Israel has ever had in the White House,” former President Donald Trump. This week, the first meeting between the two countries’ newly elected leaders, President Joe Biden and Prime Minister Naftali Bennett, will set the tone for a new era of US-Israel relations. New data from the 2021 Chicago Council Survey indicate that some differences in ideas about US policy toward Israel on Capitol Hill—heightened by the 11-day clash between Israel and Hamas last May—have corresponding divisions among the American public. The US public is sharply divided along partisan lines on key issues, including whether to take a side in the Israeli-Palestinian conflict, support for a Palestinian state, and restrictions on the uses of military aid to Israel. Moreover, it’s not just Americans who are at odds with each other. A comparison of the recent Chicago Council Survey and a Viterbi Family Center poll shows that the American public and Jewish Israelis have opposing views on what might be acceptable solutions to the Israeli-Palestinian conflict, while Israeli Arabs and Americans are broadly aligned on acceptable political outcomes.

56. President Biden: Try for a Double Play on Iran and Afghanistan

Southwest Asia is increasingly dangerous. Negotiations about Iran’s nuclear program appear stuck near a breakpoint. With the Kabul government’s precipitous collapse, President Biden’s courageous decision to remove U.S. troops from Afghanistan has gone badly. Each situation threatens grave consequences for the administration. Together they suggest more deadly chaos looms from the Middle East to China’s borders. Iran is an important common factor, central to the first case, important in the second due to geography and potential leverage. The concurrence of threat – but also perhaps opportunity – justifies a new strategy for dealing with it that cuts across both situations. Joe Biden said before taking office that it was a priority to restore the nuclear deal that was working well until Donald Trump took the U.S. out. He pledged to conclude the endless war in Afghanistan. Today neither objective appears promising. Iran has more enriched and closer to weapons level uranium than when the original deal was signed. U.S. officials acknowledge that negotiating time is limited and, by implication, that military action may be required to keep the president’s pledge never to allow an Iranian bomb. As the Taliban takes over Afghanistan, Washington is focused as it should be on safely extracting U.S. citizens and the many thousands of Afghans whose lives are at risk for having helped the Americans over 20 years. Soon, however, there will be new proposals, including preparations for off-shore responses to what many anticipate will be a revival of the kind of civil war that ravaged Afghanistan in the 1990s. Any reasonable proposal should include at the least a significant diplomatic component in which Afghanistan’s neighbors, Iran prominent among them, apply their weight to persuade the Taliban to rule more moderately than it did its first time in power and in particular to keep out international terrorists. Most acknowledge that a key weakness of that approach is U.S. inability to work with Tehran.

Though my favorite baseball team in Kansas City was always weak, a local columnist used to write every spring that it would win the championship. I know something of hope’s unreliability as a basis for prediction. But I offer this: there will be a serious chance for a two-state solution to the Israeli-Palestinian dispute within five years. An agreement for Jewish and Arab states to live side-by-side between the Mediterranean and the Jordan River seems increasingly improbable. Last month’s fighting between Israel and the Hamas movement that controls Gaza and simultaneous riots and brutalities between Jews and Arabs within Israel have created a near consensus that the Oslo Process to reach that objective is dead. Fair enough. Neither side has a leadership or constituency with commitment or capability to conclude that deal. The lack of interest Israel showed under Bibi Netanyahu will not change under a conflicted coalition government dominated by right-wing parties favoring more de facto annexation of Palestinian land. Nor are the Palestinians in better shape. Their bitterly divided movements are uninterested in a unified approach to their national problem. President Abbas is in the 17th year of a four-year term. His Fatah, riddled with corruption, has little legitimacy on the West Bank, while Hamas, its popularity renewed by fighting Israel, is less inclined than ever for diplomacy. Ever fewer Israelis and Palestinians believe two states are feasible, and their notions of a single state alternative differ wildly. No serious politician in Israel or Palestine, much less in Washington, will propose a comprehensive initiative this year or next. Nevertheless, a sea change is underway. Israel has long largely been spared terrorism thanks to the separation barrier and security cooperation afforded by the Palestinian Authority. Fighting with Hamas is only a periodic disturbance. The Palestinian issue featured in no recent election, and Israelis had begun to think they could ignore it, that because the Sunni Arab world wanted an anti-Iran front, they could escape regional isolation without cost to their occupation policy.

Among the most signifcant events in Russia in 2020 were the Covid-19 pandemic, reactions to the protests in Belarus, and the poisoning of top opposition politician Aleksey Navalny. Te frst two were clearly events of international signifcance, but so was the medical treatment given to Navalny, frst in Omsk and then in Berlin, after he suffered from symptoms of poisoning dur- ing a flight from Tomsk in Siberia to Moscow in August. In December, a joint study by the investigative journalist groups Bellingcat and The Insider, along with CNN, Der Spiegel and Naval- ny’s FBK Foundation, showed that it was difficult to find more con- clusive evidence of the Kremlin’s involvement in the assassination attempt by a chemical weapons- related poisoning group under the FSB that had been following Na- valny for years. This kind of op- eration would hardly have been possible without the blessing of high-level intelligence. Te ques- tion of whether the FSB leader- ship was proactive in resolving the “Navalny problem” or whether the order came from the Kremlin is irrelevant. Te revealed pattern confrms the long-standing trend of the strengthened role of the se- curity services, especially the FSB, in Russian politics. It is consistent with Putin’s approach to political processes being increasingly seen as issues of national security. Navalny’s self-confidence and style in the revelation videos related to the investigation, receiving ap- proximately 45 million views in less than a month, underscore the extent to which the FSB failed. The target did not die or become paralyzed, but recovered relatively quickly and bounced back, playing for higher and more radical stakes than before. Navalny’s role and reputation as the Kremlin’s most prominent critic has been based on the political pressure on the Kremlin generated by expos- ing elite corruption. While the will- ingness of citizens to see Navalny as an alternative to Putin varies consid- erably – with the majority indifer- ent to politics as a whole – Navalny’s numerous revelations have created an alternative to Russia’s ofcial re- ality, the political potential of which the regime obviously fears.

With his presidential term set to end in 2022, Moon Jae-in has engaged in his final push for peace on the Korean peninsula – Moon called for an end of the Korean War in his address at the United Nations General Assembly. In this commentary, Youngshik Bong, Research Fellow at the Yonsei University Institute for North Korean Studies, explains the implication of the end-of-war declaration, discusses what leverage South Korea has over related parties, and suggests courses of action for the Korean government. Dr. Bong states that the proposal will have a fighting chance for related parties only when it is seen as something that will help deliver substantial and verifiable benefits to them. On North Korea’s response, he states that it will have to dial down the military tension between the Koreas. In other words, the proposal must be substantial rather than symbolic.

While many of the conflicts that have unfolded in Indonesia have been somewhat resolved, the conflict revolving around separatist movements in Papua remains unresolved. Upon its dawn, the Papua conflict has claimed thousands of lives, most of which are those of civilians. In this Issue Briefing, Gabriel Lele, Senior Lecturer at Universitas Gadjah Mada, explains the paths Indonesia has taken to resolve conflicts both in the domestic and regional realms. From a domestic standpoint, the author claims that the Indonesian government has failed to properly diagnose the conflict and that its measures have been futile as it was unable to take an accommodative approach towards the issue. From a regional standpoint, Indonesia utilized two strategies – litigation and dialogue. While the latter strategy contributed to sustainable political stability in the region, it has failed to yield significant progress towards conflict resolution. In this regard, the author claims that Indonesia should design more approaches that are more accommodative and apply more critical engagement.

In essence, the process of defining African peacebuilding and its socioeconomic value is both revolutionary and futuristic in pointing to a possible trajectory for the development of the sector beyond its bureaucratic organizational forms. This discussion paper explores the relationship between the African philosophy of Ubuntu and the practice of peacebuilding in historical and contemporary Africa. In particular, it seeks to establish Ubuntu's actual and potential value-added to shaping the theory and praxis of peacebuilding in Africa.

On January 27, 2021, the political climate in Tunisia was charged up, following the parliament’s approval on a cabinet reshuffle on January 26, supported by 144 parliamentarians. This included new ministers joining the government of ‘Hichem Mechichi’, which had been formed on August 24, 2020. The proposed amendments intensified the political crisis in the country, against the backdrop of President Kais Saied’s announcement of his rejection of the cabinet reshuffle under the claims of the potential corruption of some ministers. Yet, Mechici resorted to the parliamentary majority led by Al-Nahda movement to gain the confidence of the parliament. Despite the lapse of a week since the new reshuffle won the confidence of the Parliament, the President rejected summoning the new ministers to take the constitutional oath, which paves the way for more complications in the Tunisian scene. Furthermore, the Parliament's approval of the amendments may fuel a constitutional struggle between the Prime Minister and the President.

The operation of the Russian Aerospace Forces in Syria was perceived by the world community as a demonstration of strength, unveiling Moscow and the Kremlin's readiness to defend its interests in the Middle East by military means. It is not surprising that the Russian military presence in Syria has generated a lot of speculation about the possibility of a repetition of the Syrian ‘scenario’ in other hot spots in the region, such as Yemen. We believe that such generalizations are inaccurate and simplify the multifaceted situation. First of all, the Syrian case is rather an exception for Moscow. After the collapse of the Soviet Union and the communist ideology, Russia became more pragmatic, its policy got rid of the prefix ‘pro’, and, in principle, it is trying to serve its own interests. It is not surprising that the rejection of messianic ideas forced Russia to reconsider its attitude to conflicts, including ones in the Middle East. The best example of Russian pragmatism is the Kremlin's policy on the Yemeni crisis since its beginning in 2011 until now.

While many Libyans look forward to implement the outcome of the Berlin II Conference on Libya and achieve stability across their country, others believe that the first steps towards such stability should be through breaking the deadlock on unresolved issues. Such issues require urgent but decisive action, and the most prominent of which is the reopening of the coastal road between Sirte and Misrata. The announcement on June 20, 2021, by head of the National Unity Government, Prime Minister Abdelhamid Dbeibah, that the main coastal highway will be re-opened, following months of talks on a ceasefire, has revived Libyan hopes. The move is projected to yield significant political, security and economic benefits for the country. However, according to media reports circulated in late June, the 5+5 committee, formally named the 5+5 Libyan Joint Military Commission, decided to put off the re-opening of the vital highway, claiming that only damages will be repaired, which made the situation murky once again. The 5+5 committee, on July 2, dispelled the confusion by announcing that the highway linking Sirte to Misrata will be re-opened over the next week upon the completion of maintenance work. Member of the committee, Major General Faraj Al-Sousaa, confirmed that arrangements were underway for the re-opening.

On the other hand, the insurgents claim that they want to resolve the issue in peaceful ways. “We are committed to finding a diplomatic solution for Afghanistan; the US-Taliban Doha agreement and the Intra-Afghan dialogue are the proofs that the Taliban want to solve the issue through negotiations,”[ii] said Mullah Abdul Ghani Baradar, the deputy leader of the Taliban, on Wednesday, in Doha. Furthermore, Taliban leaders urge governors, military leaders, and other Jamiat Islami party leaders to surrender and put an end to the 40-years long conflict via negotiations. So, the question is, why have the Taliban fighters intensified violence and, at the same time, stress on making peace?

Turkish president Recep Tayyip Erdogan attended a military parade in the Azerbaijani capital of Baku on December 10 to celebrate Azerbaijan’s victory over Armenia in the war over the Karabakh region that ended with the Russia-brokered armistice on November 9-10. The Russian historian, Andrey Zubov, describes the Baku parade as an occasion “rather to celebrate the birth of a new geopolitical alliance than the victory over Armenia”1 . Following the parade, Russia imposed a ban on tomato imports from Azerbaijan in its flagship manner and Russian peacekeepers attempted to do something around the town of Shusha in Karabakh resembling what they have done in Georgia: “borderization”. Azerbaijani state TV, other media outlets and public figures widely and explicitly condemned such behavior of the Russian peacekeepers as a jealous response to the parade demonstration of Armenia’s Russian-made weapons and military equipment captured by the Azerbaijani armed forces or destroyed using Turkish-made Bayraktar drones . Erdogan and the Azerbaijani President, Ilham Aliyev, watched Turkish soldiers march alongside with Azerbaijanis on the central streets of Baku to the joy of local residents who took to the streets despite the COVID-19 related restrictions in order to salute them. This scene shows a major Russian weakness vis-àvis Turkey in Azerbaijan. Unlike Moscow, whose perception in Azerbaijan is controversial, Ankara enjoys nation-wide support. Recently leaked Russian secret files reveal that it is much more difficult for Moscow to develop proRussian civil society organizations and soft power instruments in Azerbaijan than even in staunchly pro-Western Georgia.

The 2020 Karabakh war has significantly shifted the geopolitics of the South Caucasus. Armenia suffered a tough defeat while the non-recognized Republic of Artsakh (Republic of Nagorno Karabakh) lost almost 80 percent of its territories. Azerbaijan won a decisive victory and took not only territories outside of the former Nagorno Karabakh Autonomous Region (NKAR) but 30 percent of NKAR itself. The November 10 trilateral statement signed by Armenia, Azerbaijan and Russia not only stopped the war in Karabakh but ushered in a new era in regional geopolitics.1 The key features of the new status quo are the increased role of Russia and Turkey and the significant reduction of Western involvement. However, the South Caucasus is far away from stability and, most probably, volatility will continue. We will seek to analyze the main interests of the key regional and external players and what may play out in a short/mid-term perspective.

Abstract:
The Special Monitoring Mission to Ukraine (SMM) is one of the OSCE’s few success stories in recent years. This civilian mission has been uniquely able to operate as a quasi-peacekeeping force in high-risk areas of Donbas, monitoring ceasefire compliance and facilitating dialogue and humanitarian action in support of those living in the conflict zone. In the history of the OSCE, there has been only one other ceasefire monitoring mission: the Kosovo Verification Mission (KVM). This contribution to OSCE Insights considers the track record of OSCE peace operations, with special attention to the abovementioned missions. All OSCE peace operations to date have been civilian missions, and this paper considers military OSCE mission to be unfeasible also for the future. The paper provides lessons learned and recommendations for future missions by the OSCE and other organizations operating in high-risk environments.

According to a public opinion survey Serbian citizens identify Russia and China as their greatest friends. As the country's most important foreign policy priorities, citizens recognize preserving Kosovo as part of Serbia, strengthening cooperation with neighboring countries and strengthening cooperation with Russia. More than half of the citizens do not support Serbia's membership in the EU. Most respondents (40%) perceive Russia as Serbia’s best friend, and 72% believe that Russia’s influence in the country is positive, which is an increase of 11% compared to the results of the survey from 2017. Only two percent of people believe that Russia’s attitude towards Serbia is hostile. After Russia, second place on the list of friends is reserved for China (16 percent of respondents). The growth of positive attitudes towards China is especially visible after the beginning of the pandemic, which is proved by the fact that 75% of respondents believe that China provided the most assistance to Serbia in the fight against the pandemic, although there are no official data on the amount of Chinese aid. According to available data, the largest donor was the European Union (EU), and only 3% of Serbian citizens recognize that. In addition, almost 90% of respondents believe that the Chinese influence in the country is positive, which is an increase of over 30 percent compared to the survey from 2017. Although EU membership has been a strategic goal of Serbia since 2005, only 9% of respondents believe that it is the main foreign policy priority of Serbia. Citizens recognize the preservation of Kosovo as part of Serbia, strengthening cooperation with neighboring countries and strengthening cooperation with Russia as the three most important foreign policy priorities. Although Serbia is a candidate for EU membership, only 20% of respondents believe that the state should harmonize its foreign policy with Brussels. The results of the survey show that the majority of 51% do not support Serbia’s membership in the EU, compared to 46% of respondents who would opt for membership. This result indicates that the number of opponents of European integration has increased since 2017, when only 35% of citizens voted against EU membership. The number of respondents who believe that Serbia is surrounded by mostly friends in the region has almost doubled compared to 2017 and now is over 40%, but there is a slight increase in the opinion that Serbia has more enemies in the neighborhood, which now think a little less than 50% of citizens. When asked who Serbia’s biggest enemy is, 30% of respondents identified Croatia, 20% Albania and 13% the United States. Slightly more than 70% of the respondents believe that there will be no outbreak of armed conflict in the Balkans in the next five years, which is an increase of 20 percent compared to 2017. The powerful emotional pull of the Kosovo dispute is also demonstrated by the fact that 52% of respondents believe that Serbia should intervene militarily in Kosovo in the case of a conflict and 47% of respondents would personally join their compatriots in the case of conflict. In contrast, 69% of respondents said that Serbia should not intervene if the same situation occurred in Montenegro, and 58% if the conflict broke out in Bosnia and Herzegovina and the majority of citizens would not get involved in those conflicts. It is encouraging that two thirds of those interviewed believe that lasting peace between Serbs and Albanians is possible, and half of all respondents think that it is possible to achieve this only in the case of a peaceful settlement of the dispute over the status of Kosovo. Public opinion survey was conducted by CeSID for the needs of the Belgrade Centre for Security Policy (BCSP) in the period from September 15 to October 5, 2020, on a representative sample of 1,200 citizens of Serbia.

Abstract:
Sadness and tragedy come in many forms. One form consists in knowing how to solve a problem in theory, but realizing at the same time that what that would take in practice is not available. That is the case now with the tragedy unfolding in Idlib. There is a way to turn the crisis into an opportunity, but it would take wise and bold leaderships simultaneously in Washington, Jerusalem, Riyadh, Ankara, and the capitals of Europe. And that is precisely what we lack. What should be done? The U.S. government should privately propose, organize as necessary, and backstop as required a joint Israeli-Saudi intervention, coordinated with an on-going Turkish intervention, to save the million-plus refugees now facing imminent annihilation in Idlib Province, in Syria.

91. Paradox of Relations: Russian - Turkish Relations in the Syrian and Libyan Fronts

Abstract:
Over the last few years, Russia has emerged as a significant power broker and military actor in the Middle East. Russia's intervention in the Syrian crisis since 2015 has revived its relations with neighboring countries. This increase in Russia's activity has led to convergence and divergence with other countries in the region. One of those countries is Turkey, which had cooperated at times and had differences at times with Russia in the Middle East, especially in the Syrian and the Libyan crises. Ankara and Moscow are fully engaged in the global competition trying to increase their power and influence. They face off in Syria and Libya. In Syria, Turkey supports the rebels in the North West while Russia supports the Assad regime. In Libya, Turkey supports the Government of National Accord (GNA) while Russia supports Libyan National Army (LNA). Their relation becomes more intricate as both parties got involved in the Caucus, a region of prime importance to both countries. In the vicinity of Russia, the oil route goes Tbilisi-Baku ending up in Ceyhan Turkey. While Turkey supports Azerbaijan, Russia supports Armenia. The Caucus crisis showed how the two countries are rivals that are ready to accommodate each other on a quid pro quo basis. The cease happened concurrently with a partial withdrawal of Turkey from some posts in the North West in Syria. Was there an agreement between Erdogan and Putin in this regard? There are no proofs; however, the various events that are happening from the Caucus to North Africa suggest that those two powers are rivals that are ready to accommodate each other. To add to that, the American retrenchment has encouraged the two powers to flex their muscles in the region. Therefore, given the developments in the region, this article has tried to examine the paradox of Russian-Turkish relations and their strategy in Libya and Syria.

Abstract:
After two weeks of heavy fighting, the new war between Azerbaijan and Armenia over Nagorno-Karabakh is likely to escalate further. International actors have so far been unable to broker a ceasefire. In this case, the EU, with its limited leverage, can add most value by leading a response to the inevitable humanitarian catastrophe. EU diplomatic efforts should be led by France and Germany, coordinated with other member states, and also with Russia, to the extent necessary.

Abstract:
The COVID-19 pandemic is the byproduct of illicit global trafficking. Although COVID-19 was likely transmitted to humans via pangolins sold in the wet markets of Wuhan, China, these markets acted as mere way stations for the virus. The natural habitats of the pangolins are the forests, grasslands, and savannahs of Africa. But, through a network of impoverished local communities, poachers, transnational organized crime, gangs and corrupt officials, approximately 2.7 million of this endangered species are captured and smuggled to Asia every year. The pangolin has earned the sad distinction of being “the most trafficked animal on earth.” The illicit global network of wildlife trafficking was a major facilitator of the pandemic, but the effects of the virus’ spread are, in turn, facilitating more criminal activities while creating the potential for greater internal instability in many states. The contagion-crime nexus has been overshadowed by the urgent need to combat the spread of the virus. Nonetheless, COVID-19 is acting as an amplifier for crime and conflict that will have repercussions in the international security environment in the near and long term.

Abstract:
Over the years a wide range of different evolving threats have been drastic in their impact and magnitude. This impact is likely to be amplified in the future, especially as global risks such as deglobalisation, fractured social contracts, digital divides and technological gaps increase.39 Also, the rollout of stimulus packages and soaring debt that is estimated to top US$10 trillion by the end of 2020 is likely to make the global economic landscape more fragile.40 The COVID-19 outbreak has perhaps resulted in the single largest socio- economic experiment in the history of humankind. As an evolving threat, what started as a health pandemic in China has snowballed, causing disruptions around the globe and impacting every single industry and individual. Countless lessons are being extrapolated from the outbreak. At the core of these lessons is the importance of resilience and agility in any response to an evolving threat. If governments, organisations, businesses, and society are to manage and mitigate threats of this kind that may occur in the future, there is a need to consolidate and further invest in the four pillars highlighted in this study: strategic management and foresight; human capital, diversity and leadership; collaboration and partnerships; and technology and innovation. Together, these pillars make for organisational resilience and agility. This in turn helps organisations to overcome ambiguity and uncertainty by embedding adaptability and flexibility across their structures. This will allow organisations and vested stakeholders to better map out ecosystem changes that threaten their interests and growth. It will also allow them to respond proactively, timeously and effectively by implementing whole- of-enterprise risk management functions and developing solid decision- making structures and frameworks. Investments in these pillars will also provide opportunities for shared value creation and avoid duplication and wastage. This will help drive growth and mitigate the impact of evolving threats by generating innovative solutions faster and more dynamically, and will accelerate the focus on solving problems rather than fighting them. It will also help to develop human capital, ensure accessibility to a variety of solutions to a wide range of problems, and increase integration, which in turn will create safety buffers and support shock containment.

Abstract:
Placing refugees in formal encampments remains the preferred policy solution for most host states in the developing world, where about 90 percent of the world’s forcibly displaced are settled. Although UNHCR and other aid agencies increasingly call for alternatives to camps, host states’ preference for camp settlement is driven by perceptions that refugees are threats to national security, and that encampment policies minimize their economic and security impacts on host populations. Encampment can, for instance, increase tensions between refugees when camps concentrate refugee populations from different sides of the same conflict—such as Sudanese Dinka and Sudanese Nuer—together. Tensions between local hosts and refugees are likely to worsen when camps become militarized and are targeted for forced recruitment by militants—host populations often blame refugees for the militants’ infiltration. Refugee encampment has also been shown to worsen host-refugee relations by contributing to environmental degradation in areas surrounding camps.

Abstract:
In 2018, the United Nations and the World Bank Group launched a joint report, Pathways for Peace: Inclusive Approaches to Preventing Violent Conflict. The report, a synthesis of existing evidence and theories, highlighted how development policies and programs can play a stronger role in preventing violent conflict globally. The report was prepared in response to the dramatic increase in global violent conflict since 2010. The academic and policy community provided significant input, with academics, think thanks, and development practitioners from around the world contributing more than 60 policy papers. The report finds that economic, social, political, and cultural inclusion today is a key dimension of violent conflict, and that inclusion is less about the level of welfare and poverty than about how different groups see themselves fairing in comparison with others. Today, grievances around unfair treatment are the source of most violent conflicts, as opposed to greed. Conflict moves fast across community, sub-regional, national, and regional levels and has a strong territorial dimension with cross-border and marginal regions being particularly unstable. The drivers of conflict are increasingly global, with a strong geopolitical dimension.

As Bougainville prepares for a referendum on independence, Australia must navigate a policy response that acknowledges the history of conflict and colonialism there, Bougainville nationalism, PNG sensitivities, the principles of the guiding Bougainville Peace Agreement and new geostrategic realities to help forge a lasting solution. Bougainville is largely ‘referendum ready’ and its people are expected to vote overwhelmingly for independence in the November referendum. While Bougainville has abundant natural resources and a skilled older generation, as an independent nation it would face many challenges including fiscal self-reliance, consensus on mining issues, unity and political integrity. Australia has a significant stake in the outcome and should step up its engagement to remain a trusted peace and security broker in Melanesia. It should not oppose Bougainville’s independence if that is the result under the referendum and peace process, and should take a leading role in ensuring a peaceful resolution between the parties.
