1201. The Economic Impact of Huawei in Japan

Since opening its first office in Japan in 2005, Huawei has played a significant role in developing Japan's digital infrastructure. Working collaboratively with local manufacturers and innovators, the company has developed a suite of innovations that tailor technology solutions to the Japanese context. Huawei also delivers long-term benefits to Japan's productive potential, through its investment in Japanese research and development and the training it provides to its employees and the wider Japanese workforce. This report, commissioned by Huawei, seeks to quantify the company's "total economic impact" across Japan, through its direct operations and the "knock-on effects" it creates in Japanese supply chains and the wider economy. We find that in 2018, Huawei sustained a JPY 766 billion contribution to Japan's GDP, supported 46,400 Japanese jobs and generated JPY 208 billion in tax revenues.

Of all the earth's environments, alpine regions are arguably the most vulnerable to climate change. This is especially true for alpine areas on islands. In both Hawai'i and New Zealand, about 11 percent of the land area is above the tree line, the definition of an alpine environment. In addition to climate change, these island ecosystems are particularly vulnerable to damage from human activity and the invasion of alien species.

With a population of 650 million and an annual GDP of $2.8 trillion, ASEAN is a key component of the US Indo-Pacific Strategy. Two visitors to the East-West Center, Kavi Chongkittavorn and Anu Anwar, emphasized that the United States needs to take several steps to strengthen working relations with ASEAN. In the summer of 2019, Greenland received considerable media attention for two developments: Its large ice sheet saw record rates of surface melt with potentially devastating impacts on the oceans, and Donald Trump suggested that the United States should look into buying the island from Denmark. Although Greenland is not for sale, the Greenlandic government welcomes foreign investment and assistance in meeting the island's socio-economic challenges. The United States can also assist Greenland by improving international scientific cooperation on climate change research, helping Greenlanders adapt to a changing climate, and providing global leadership in addressing and mitigating the effects of climate change.

For national governments around the world, effective budgeting depends on accurate revenue forecasts. Revenue forecasts are estimates of what governments will collect from various sources, such as income taxes, value-added taxes, corporate taxes, and excises, which together determine the funds available to allocate to various public programs. If revenues are significantly overestimated in the budgetary process, the results can be unexpected borrowing, high debt-service costs, and cutbacks in these important governmental services. Under Kenya’s newly decentralized government structure, accurate revenue forecasting has become more important than ever. Kenya’s new constitution, approved in 2010, decentralized the country’s government structure and created 47 county governments, each responsible for a broad range of programs and services. Counties’ execution of these programs depends heavily on funds from the national government.

This summer, several hundred asylum seekers—most fleeing violence in Angola and the Democratic Republic of the Congo—arrived in Portland, Maine, igniting a debate on how to support these new arrivals, most of whom have immediate housing and service needs, as well as issues related to trauma and navigating a new country, and whether to encourage more immigration to bridge local labor shortages. The responsibility of providing services for asylum seekers—unlike refugees, who have access to some supports—falls into a gray area without clearly delineated roles for local, state, and federal government agencies. If granted asylum, these individuals would be eligible for federal supports, but that process could take months or years. Capacity constraints among local service providers are limiting their ability to expand services to meet these new needs. Although there may be long-term, quantifiable benefits for integrating these new, mostly younger residents into communities with workforce needs, the short-to-medium-term integration and support costs, coupled with unclear funding responsibilities and tight budgets, present barriers to action.

On August 8, 2017, Kenya held its first elections since creating 47 new county governments in 2013 under a constitution promulgated in 2010. The elections were intensely contested both at the national and local level. Disputes over presidential results, amid allegations of fraud, saw Kenya’s new apex court, the Supreme Court, annul the August 8 presidential election. The court ordered a fresh presidential poll, which was held on October 26, 2017. Meanwhile, more than 20 local governorship results were legally contested, with multiple cases being taken all the way to the Supreme Court. These elections and the violence that followed the disputed presidential election created long periods of uncertainty across Kenya’s national and local government. In Wajir county, the election result for governor was contested for almost 20 months, until the Supreme Court ruled last February that the election was valid. Political transition generally creates uncertainty for bureaucrats, but prolonged transition periods exacerbate uncertainty and paralyze government functions. An annual survey and a technical report by partners implementing a project funded by the US Agency for International Development and the UK Department for International Development, Agile Harmonized Assistance for Devolved Institutions (AHADI), assesses how 22 Kenyan counties are improving their capacity to efficiently provide services to citizens. The most recent 2018 assessment shows how the 2017 elections undermined counties’ ability to sustain and maintain capacity-building initiatives.

Abstract:
Women around the world face barriers to participating in the labor force, especially in traditionally male-dominated sectors. Addressing these barriers in low-income countries can improve both women’s well-being and the countries’ entire economies (PDF). Building on Urban’s prior research, we recently completed a systematic review (PDF) of qualitative studies of women’s labor force participation and upward mobility. We focused on studies of the higher-productivity, male-dominated sectors of commercial agriculture, mining, and trade and found studies from 18 low-income countries, mostly those in Sub-Saharan Africa, but also in East Asia, South Asia, and Latin America. Barriers to economic empowerment observed by the studies were far ranging, including gender-related laws, violence and sexual harassment, and limited access to land, technology, technology skills, credit and capital, and social and business networks. But one of the strongest and most consistent findings from our review was the influence of social norms about gender.

The United Nations projects that by 2050, urban areas will swell in size by 2.5 billion people, with 90 percent of that growth occurring in Asia and Africa. Urbanization presents significant development benefits—boosting innovation, human capital accumulation, and access to opportunities—but it also strains existing physical infrastructure, social services, and public health systems. To manage the challenges and maximize the benefits of rapid growth, national and municipal governments, civil society, and development partners (among others) must weigh interrelated financial, political, cultural, economic, and technical considerations. For many, the big question is whether cities should build anew in urban peripheries or retrofit and reinvest in urban cores. At a recent event hosted by the Urban Institute, in partnership with the World Bank, experts considered this question through the lens of one rapidly growing city: Dhaka, Bangladesh, examined in a new World Bank report, Toward Greater Dhaka.

Kazakhstan is one of China’s direct neighbours, and a prominent one by size and border. As the Chinese proverb states, “a close neighbour is more valuable than a distant relative”,[1] hence the importance of Sino-Kazakh ties, especially at a time when Beijing tries to promote its “Belt and Road Initiative” (BRI) across Eurasia. The country has a 1782.75 km-long border with China, and shares much history and people with the former Middle Kingdom. Although data is sparse, it is known that many Uyghurs –the main tribe of Xinjiang, China’s troubled autonomous region – live in Kazakhstan. There are also ethnic Kazakhs living on the Chinese side, in Xinjiang (many of them facing great political difficulties, if not persecutions).

In October 2018, LNG Canada – a C$40 billion joint venture supported by some of the largest multinational corporations in the world, including Shell, Petronas, PetroChina, Mitsubishi and the Korean Gas Corporation – was approved by its investors, and a new chapter in Canadian political economy began. The project consists of a coastal liquefied natural gas terminal at Kitimat, British Columbia, which is fed by a 670-kilometre pipeline from the shale gas-producing region in the province’s northeast interior. It is the largest private-sector and natural resource investment in Canadian history, in a country where resource extraction still contributes more than 17 per cent of GDP. Moreover, LNG Canada is the cornerstone of the B.C. NDP government’s economic policy, promising to provide 10,000 jobs during construction and up to 950 permanent jobs once the project is fully operational. It will also create $5 billion in additional provincial GDP per year and $23 billion in new revenues over the project’s life, while spurring the growth of a new natural resource industry.1 Predicted economic benefits in the rest of Canada will total $2 billion per year and approximately $500 million in new federal revenues. These benefits will be in addition to an increase in the value of all Canadian liquefied natural gas exports of between $519 million and $5.8 billion per year, depending on market prices.2 Thus, it is not surprising that the federal government is also strongly supportive, and that Prime Minister Justin Trudeau was seated next to B.C. Premier John Horgan when the agreement was signed.

This paper critically considers the operation and objective of Japan’s ‘creative industry’ policy and suggests how to redesign it to align it with recent attention to cultural diversity. But the paper’s scope goes beyond business and extends to defining ‘creativity’ as a means to enhance civic dialogue, sympathy, and inclusion, to imagine a better society. The ‘creative industry’ can include independent and non-profit cultural projects that promote diversity by involving artists, museums, non-governmental and non-profit organisations, public service corporations, local communities, volunteers, and researchers. Research on this subject has consistently produced more evidence on the benefits of globalization; theoretical studies give more attention to what happens within an industry when trade and liberalization occur, while empirical studies confirm the positive impact of trade liberalization. This paper reviews some recent studies on the subject of firms in a globalized economy to enable us to understand more about how firms respond to globalization or changes in trade and investment liberalization. The paper focuses on presenting or explaining the underlying mechanisms through which the effects are realized. The studies summarized in this paper generally confirm the positive impact of trade liberalization on productivity or the spectrum of measures reflecting productivity, such as product quality, firm size, or skill intensity. The positive impact goes through various channels, including competition and industry dynamics, exporting and innovation decisions, and production or investment decisions.

The UK has wasted precious time in the Brexit process. A no deal outcome has become the legal and political default. The new prime minister cannot avoid returning to Mrs May’s deal if he is to avoid no deal. Andrew Duff argues for changes to be made not only to the Political Declaration but also to the Withdrawal Agreement itself. One amendment is needed to buy time: the transition period should be made extendable until the final association agreement enters into force. Such a revision will not breach anyone’s red lines, will obviate the need for the Irish backstop, reassure businesses and citizens, and enable an orderly exit. Duff also argues that the British should pay far more attention to the joint governance of the Withdrawal Agreement. The idea that the UK will become a vassal of the EU is nonsense: in fact, the British will be able to wield influence after Brexit if the new prime minister adopts a positive attitude.

While the study is convincing in its own right, it raises important questions and highlights one potential pitfall of political-economic analysis: focusing on partial equilibrium results in a full-equilibrium world. The United States-Mexico-Canada Agreement, or USMCA (or “NAFTA 1.1: Same Great Taste in a New Package!”), the trilateral trade, investment, and regulatory agreement that will replace the North American Free Trade Agreement (NAFTA) is still working its way through congressional approval in all three member nations. The political wrangling, which consumed most of 2018, was arduous and heated. Eventually, what emerged was a new trade deal that mostly kept NAFTA’s architecture in place and added to it many of the US-Canada-Mexico provisions included in the Trans-Pacific Partnership (TPP), to which all three countries were parties before President Trump withdrew the United States in January 2017.

Two weeks ago, the US envoy to Afghanistan announced that American and Taliban negotiators had drafted a negotiation framework to end the 17-year long war in Afghanistan. Though American troops ousted the Taliban government following September 11th, the Taliban initiated a long-running insurgency against the US-backed Afghan government. After more than a decade of fighting, the Afghan government, the United States, and Taliban insurgents each failed to secure victory and, instead, the conflict has reached an unfavorable equilibrium for each of the parties. Placing refugees in formal encampments remains the preferred policy solution for most host states in the developing world, where about 90 percent of the world’s forcibly displaced are settled. Although UNHCR and other aid agencies increasingly call for alternatives to camps, host states’ preference for camp settlement is driven by perceptions that refugees are threats to national security, and that encampment policies minimize their economic and security impacts on host populations. Encampment can, for instance, increase tensions between refugees when camps concentrate refugee populations from different sides of the same conflict—such as Sudanese Dinka and Sudanese Nuer—together. Tensions between local hosts and refugees are likely to worsen when camps become militarized and are targeted for forced recruitment by militants—host populations often blame refugees for the militants’ infiltration. Refugee encampment has also been shown to worsen host-refugee relations by contributing to environmental degradation in areas surrounding camps.

In 2018, the United Nations and the World Bank Group launched a joint report, Pathways for Peace: Inclusive Approaches to Preventing Violent Conflict. The report, a synthesis of existing evidence and theories, highlighted how development policies and programs can play a stronger role in preventing violent conflict globally. The report was prepared in response to the dramatic increase in global violent conflict since 2010. The academic and policy community provided significant input, with academics, think thanks, and development practitioners from around the world contributing more than 60 policy papers. The report finds that economic, social, political, and cultural inclusion today is a key dimension of violent conflict, and that inclusion is less about the level of welfare and poverty than about how different groups see themselves fairing in comparison with others. Today, grievances around unfair treatment are the source of most violent conflicts, as opposed to greed. Conflict moves fast across community, sub-regional, national, and regional levels and has a strong territorial dimension with cross-border and marginal regions being particularly unstable. The drivers of conflict are increasingly global, with a strong geopolitical dimension.

It’s been over two months since the crisis between Ukraine and Russia escalated with the Kerch Strait incident in November 2018. Since then, the global news media has devoted little attention to the conflict and references to the dispute from senior American and European policy makers have grown increasingly sparse. Despite an immediate public condemnation of Russia’s actions by the EU and NATO, European and American leaders have yet to coordinate a significant response. In short, the reaction has been underwhelming. This is problematic for three reasons. First, Russia’s latest act of aggression has been interpreted by many as a test of Western resolve and America’s commitment to its European allies. A failure to present a united front carries reputational consequences for the United States, the EU, NATO, and other European powers as well as their leaders. Second, the conflict in Ukraine is ongoing and the humanitarian consequences for civilians of this “forgotten” war—not to mention for Ukrainian democracy itself—are dire. Third, a lack of response to such acts of aggression could further embolden Putin, not just in Ukraine, but also in the Baltics and Eastern Europe.

Can military forces mitigate insurgent activity—“win hearts and minds”—by implementing small, localized aid projects? Evidence from the recent wars in Afghanistan and Iraq has provided contradictory answers to the question of aid’s ability to mitigate violence. Some research finds that aid projects increase the legitimacy of the state among civilians and, under specific circumstances, dampen violence. Other studies, however, show that aid projects provoke insurgent activity, even when delivered by non-military organizations. Despite this ambiguous understanding of counterinsurgency (COIN) aid projects, the US military and its allies spent billions of dollars in Afghanistan and Iraq on projects meant to “win hearts and minds’’ among the populace. After all, there are good theoretical reasons for doing so. Aid projects might make the option of taking up arms less attractive by offering employment opportunities and stimulating local economies (i.e., the “opportunity cost” model of participation in rebellion). They might also encourage locals to share vital anti-insurgent intelligence with military forces.

Abstract:
In recent years, protection of civilians has become a key mandate for UN peacekeeping missions. A number of studies show that deploying peacekeepers in a post-conflict country can sustain the peace and lower violence against civilians. For this reason, there is a growing consensus to increase the military capacity of peacekeepers, not only to deter potential perpetrators, but also to conduct counter-insurgency style operations against spoilers of peace (see here, here and here). Yet, the core principles of peacekeeping—such as neutrality, minimal use of force, and dialogue—are incompatible with the preference for a military-centric approach, even though interventions today warrant some degree of coercive capacity against armed violence by opportunist actors. Furthermore, participating troops in “peacekeeping” missions often have less incentive to take risk by fighting against local actors. In light of this complexity, it is difficult to assess how military peacekeepers can best achieve the goal of civilian protection.

Abstract:
The Easter morning attack in Sri Lanka reminds us that, when it comes to terrorism, governments often want to reduce the amount of media attention attackers receive. This is why the Sri Lankan government initially withheld the names of the attackers who killed nearly 300 and injured many more. The desire to deny perpetrators publicity is also why New Zealand Prime Minister Jacinda Arden publicly refused to utter the name of the gunman who killed fifty people attending mosques in Christchurch. A similar impulse can be seen in US President Barack Obama’s attempt to downplay the threat from ISIS by calling them the “jayvee team.” But can governments actually discourage terrorism by influencing the mass media’s attention? Our research suggests the answer is not much, although we do not address the efficacy of these policies specifically. Nevertheless, we have a potentially useful way of thinking about the promise of counterterrorism policies that influence media attention.

Abstract:
White House National Security Advisor John Bolton recently declared, “In this administration, we’re not afraid to use the phrase ‘Monroe Doctrine.’” The Monroe Doctrine harkens back 200 years to a policy that captures the idea that a hegemonic power holds dominion over a particular geographic region—its sphere of influence—where it serves as the sole arbitrator of the rules of the game. Bolton likely referred to the doctrine’s Roosevelt corollary where, “the United States was justified in exercising ‘international police power’ when there was unrest in Latin America.” In explicitly referencing this doctrine from the past, Bolton seemingly took a page from the playbook of the Game of Thrones’s (GoT) Night King, bringing back to life things once considered dead. As President Obama’s Secretary of State John Kerry stated, “’The era of the Monroe Doctrine is over. The relationship that we seek and that we have worked hard to foster is not about a United States declaration about how and when it will intervene in the affairs of other American states.’”

Abstract:
Deep in the Colombian jungle in December 2011, an advertising firm contracted by the government decorated dozens of trees near the FARC’s jungle supply paths, hanging Christmas lights and banners wishing the guerrillas a Feliz Navidad. Evidence suggests the campaign, composed of several years of multimedia spectacles, weakened guerrilla morale and spread awareness of the government’s program of legal amnesty and economic incentives for FARC deserters. Following fifty years of war, the campaign contributed to a landmark peace deal in 2016. This advertising campaign softened the edges of the government’s image and shifted individual guerillas’ political beliefs, offering the fighters a promise of economic prosperity as entrepreneurs and small-business owners. As the Colombian experience shows, public relations and information campaigns can significantly impact military outcomes.

Seventy-four years ago last week, the United States dropped the first atomic bombs on Hiroshima and Nagasaki. Would Americans support the use of nuclear weapons again? Despite the possibility of talks between President Trump and North Korean leader Kim Jong Un, a shocking percentage of Americans—one-third—say they would support a nuclear strike against North Korea, according to a study published last month in the Bulletin of the Atomic Scientists. Nuclear weapons are incredibly devastating. The blast, radiation, and firestorm from a nuclear explosion would cause unspeakable human suffering and environmental damage. Why, then, are so many Americans willing to inflict such harm on North Korean civilians? We have reason to believe that many may be both unaware and misinformed about the horror of a nuclear strike.

Drone attacks allegedly by Houthi rebels this past weekend on the Abqaiq facility and the Khurais oil field effectively knocked out five million barrels of processed crude oil from the world market. If this number doesn’t sound impressive, it amounts to about 5% of the world’s energy supply. Although the Iranian-supported Houthi rebels have been targeting Saudi Arabia in retaliation for their participation in the civil war in Yemen, this attack is different. Knocking out this critical facility will potentially cause prices to rise significantly for almost every commodity due to the reduction of global energy supplies. Since energy influences the price of transportation, which in turn influences the price of food and other commodities, this may cause prices of goods and services of all types to rise globally. Recent estimates suggest that the price of oil may rise from $60 to over $100 per barrel. That is an enormous shock that will be felt worldwide.
