In two separate speeches—one at the Sorbonne University in April and the other during his visit to Germany at the end of May—French President Emmanuel Macron said that Europe is “fighting to the death” (Macron 2024). Indeed, Europeans who are caught between Xi Jinping’s China, Vladimir Putin’s Russia, and the future possibility of Donald Trump’s USA, are the ones who most need unity at this point, but it is precisely because of this sense of insecurity that European unity is eroding. Macron’s last visit to Germany (Scally 2024) showed that Franco-German relations were only a facade manifestation of friendship and solidarity, and that the French and German governments are no longer able to independently decide on the geopolitical direction of Europe. Moreover, even if they can agree on a specific agenda, it is unlikely that it will be shared by the rest of the European Union. The solution to this dilemma is to strengthen the Franco-German union and add Poland as a third member. This makes sense, given that Russia’s invasion of Ukraine reduced the differences in the three states’ perceptions of European security, and renewed the Weimar format for collaboration in the interest of peace and security in Europe. In our article, we will try to briefly answer the following questions: 1. What is the Weimar Triangle? 2. What political factors led to its activation? and 3. What changes might it undergo in the future?

Abstract:
Egypt, strategically positioned in the heart of the Middle East and North Africa, is grappling with significant economic pressures exacerbated by regional conflicts and geopolitical instability. The multifaceted crises stemming from the Israeli-Palestinian war, the Sudanese civil war, Libya’s political disarray, and the Russia-Ukraine war have collectively intensified the economic strains on Cairo. These challenges not only impact Egypt's economy but also threaten regional stability. Given the challenges facing Egypt and the region, Cairo is expecting from the United States to play a supportive role towards its strategic partner in the region. The international perception of regional instability is affecting Egypt’s domestic economy; tourism accounted for over 24% of GDP and employing over 2.5 million. However, the perception of insecurity in neighboring countries has deterred international visitors. Tourist arrivals declined by an estimated 25-30% between 2010-2022 compared to pre-conflicts levels. The resulting drop in tourism revenue has placed an additional strain on Egypt's foreign exchange reserves and employment relies heavily on this sector for foreign exchange earnings and employment.

Russia’s war against Ukraine has brought back to the spotlight the question of China’s (officially the People’s Republic of China, PRC) potential attack on Taiwan (officially the Republic of China, ROC). Beijing claims that the island is one of its provinces, whereas the current Taiwanese government maintains that it is already an independent country. A conflict over Taiwan – or even a Chinese blockade of the island – would have immediate economic and political implications for Europe which will likely impose sanctions on the PRC, the EU’s second-largest trading partner.[1] The EU is not a security actor in East Asia, but has some formidable – and unique – soft power assets that could be leveraged to promote dialogue and understanding between China and Taiwan, with the objective of reducing tensions in the area and maintaining the status quo.

This report outlines potential security and geopolitical risks for the Western Balkans stemming from the war in Gaza. While none of these security challenges are inevitable, they are possible. Depending on whether the conflict in Gaza continues in its current form or whether it escalates in intensity and number of belligerents, there are at least three potential ramifications for the Western Balkans. The first concerns the potential radicalisation in the local Muslim communities involving anti-Semitism and acts of violence that could disrupt harmony between local religious communities. The second concerns the risk that if the conflict expands to engulf Iran and Hezbollah and potentially other regional actors, there is a risk that this security rivalry between Middle Eastern players like Israel and Iran will spread to the Western Balkans. Abstract:
The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

On October 26, the European Council adopted a new set of conclusions relating to the war in Gaza. Notably, these reiterated condemnation of Hamas, Israel’s right to defend itself in line with international law, calls to release all hostages, concern for all civilian lives, the need to ensure humanitarian access to Gaza, and a commitment to achieving a two-state solution to the Israeli-Palestinian conflict. Earlier European dissonance regarding the Gaza conflict thus appeared to be replaced by clearer communication. But European unity could soon be tested again, including on humanitarian messaging, which is less easily consented upon than meets the eye. More broadly, whereas the war in Ukraine had given rise to optimism about the emergence of a “geopolitical Europe”—a European Union capable of defining common strategic international objectives and deploying concrete operational means to achieve them—events following the Hamas attacks have exposed divisions within European institutions and highlighted the absence of a clear strategic approach in the southern neighborhood, potentially undermining the ability to achieve such objectives.

Abstract:
Geopolitics today is characterized by an evolving multipolar great-power competition between China, Russia, and the United States. The zero-sum nature of bipolar Cold War competition logic does not apply so relative losses in power by Russia could help the relative power position of China, and harm long-term American strategic interests, unless carefully managed in Washington. Washington should learn from past multi-state great-power competitions. Great Britain’s approach to Imperial Russia and Imperial Germany in the early 20th century is especially instructive. Like London in 1905, Washington today must stay attentive to the balance of power between itself and China as it manages Moscow’s relative power decline from the military debacle in Ukraine. The United States should defend its interests in Eastern Europe without so undermining Russia that a new period of instability spreads across Eurasia or that China aggrandizes strategically significant relative power gains from Moscow’s infirmity.

For the past several years, two ‘mega-regions’ have been forming in global politics – Eurasia and the Indo-Pacific. On February 21, 2022, Russian President, Vladimir Putin, signed the document recognizing independence of the so-called Donetsk and Luhansk People’s Republics (Lenta, 2022) which was officially supported by the de facto leaders of Abkhazia and the Tskhinvali region. The de facto leadership of the Tskhinvali region, which recognized the DNR and LNR back in 2014, hailed President Putin’s decision of February 21 as an «expected, reasonable and justified» step (RIA Novosti, 2022). Russia’s move was also lauded by the de facto President of Abkhazia, Aslan Bzhania, who said the decision was «fair, geopolitically adequate» and in line with modern challenges and threats (TASS, 2022). In a few days, the de facto leader of Abkhazia signed the document recognizing independence of the so-called Donetsk and Luhansk People’s Republics (Ekho Kavkaza, 2022). The recognition of Donetsk and Luhansk is in itself a remarkable geopolitical step on the part of Russia which also brings significant changes in terms of Abkhazia and the Tskhinvali region. However, within days of its recognition, it became clear that Moscow needed the move as a launch pad for war in Ukraine. Consequently, the recognition of the de facto republics was accompanied by a Russian military aggression in Ukraine which, from the prospective of Sukhumi and Tskhinvali, changes even more than just the recognition of the Donbas region. As the domestic and foreign policy characteristics of Sukhumi and Tskhinvali differ, both will be discussed separately in this article.

Armenia-Turkey relations have experienced numerous tensions over the decades associated with both the historic issues between the two nations and contemporary regional developments. Turkey’s refusal to recognize the mass killings of Armenians as a genocide1 in the Ottoman Empire during World War I has long been an important difficulty in bilateral relations. However, relations significantly worsened during the Nagorno-Karabakh war between Armenia and Azerbaijan in the 1990s. As a response to Armenia’s capture of the territories surrounding NagornoKarabakh, Turkey closed the border with Armenia in 1993 in support of its ally Azerbaijan.2 The attempts to normalize relations did not have any fruitful outcome in the past decades which resulted in the two countries not having diplomatic or commercial relations for almost 30 years.

The U.S. has become a “Phantom Empire,” a country that appears to be powerful because it has a robust military presence abroad but cannot use garrisoned forces to achieve geopolitical objectives. More than 225,000 U.S. troops and DoD personnel are stationed abroad in more than 150 countries. The largest deployments are to wealthy U.S. allies (Japan, Germany, and South Korea) capable of defending themselves. U.S. leaders often justify military commitments by arguing they preserve “influence.” But because American leaders are committed, in most cases, to maintaining troops abroad as a good in and of itself, the U.S. squanders most of its leverage to influence hosts. Threats to withdraw troops are not credible, making them irrelevant for most U.S. geopolitical goals. The sources of U.S. power and influence are ultimately rooted in economic prosperity and soft power. A foreign policy that cultivates these sources of strength over maintaining military commitments would better achieve U.S. geopolitical goals.

China, even if it rises, does not present much of a security threat to the United States. Policymakers increasingly view China’s rapidly growing wealth as a threat. China currently ranks second, or perhaps even first, in the world in gross domestic product (although 78th in per capita GDP), and the fear is that China will acquire military prowess commensurate with its wealth and feel impelled to carry out undesirable military adventures. However, even if it continues to rise, China does not present much of a security threat to the United States. China does not harbor Hitler‐​style ambitions of extensive conquest, and the Chinese government depends on the world economy for development and the consequent acquiescence of the Chinese people. Armed conflict would be extremely—even overwhelmingly—costly to the country and, in particular, to the regime in charge. Indeed, there is a danger of making China into a threat by treating it as such and by engaging in so‐​called balancing efforts against it. Rather than rising to anything that could be conceived to be “dominance,” China could decline into substantial economic stagnation. It faces many problems, including endemic (and perhaps intractable) corruption, environmental devastation, slowing growth, a rapidly aging population, enormous overproduction, increasing debt, and restive minorities in its west and in Hong Kong. At a time when it should be liberalizing its economy, Xi Jinping’s China increasingly restricts speech and privileges control by the antiquated and kleptocratic Communist Party over economic growth. And entrenched elites are well placed to block reform. That said, China’s standard of living is now the highest in its history, and it’s very easy to envision conditions that are a great deal worse than life under a stable, if increasingly authoritarian, kleptocracy. As a result, the Chinese people may be willing to ride with, and ride out, economic stagnation should that come about—although this might be accompanied by increasing dismay and disgruntlement. In either case—rise or demise—there is little the United States or other countries can or should do to affect China’s economically foolish authoritarian drive except to issue declarations of disapproval and to deal more warily. As former ambassador Chas Freeman puts it, “There is no military answer to a grand strategy built on a non‐​violent expansion of commerce and navigation.” And Chinese leaders have plenty of problems to consume their attention. They scarcely need war or foreign military adventurism to enhance the mix. The problem is not so much that China is a threat but that it is deeply insecure. Policies of threat, balance, sanction, boycott, and critique are more likely to reinforce that condition than change it. The alternative is to wait, and to profit from China’s economic size to the degree possible, until someday China feels secure enough to reform itself.

Turkish president Recep Tayyip Erdogan attended a military parade in the Azerbaijani capital of Baku on December 10 to celebrate Azerbaijan’s victory over Armenia in the war over the Karabakh region that ended with the Russia-brokered armistice on November 9-10. The Russian historian, Andrey Zubov, describes the Baku parade as an occasion “rather to celebrate the birth of a new geopolitical alliance than the victory over Armenia”1 . Following the parade, Russia imposed a ban on tomato imports from Azerbaijan in its flagship manner and Russian peacekeepers attempted to do something around the town of Shusha in Karabakh resembling what they have done in Georgia: “borderization”. Azerbaijani state TV, other media outlets and public figures widely and explicitly condemned such behavior of the Russian peacekeepers as a jealous response to the parade demonstration of Armenia’s Russian-made weapons and military equipment captured by the Azerbaijani armed forces or destroyed using Turkish-made Bayraktar drones . Erdogan and the Azerbaijani President, Ilham Aliyev, watched Turkish soldiers march alongside with Azerbaijanis on the central streets of Baku to the joy of local residents who took to the streets despite the COVID-19 related restrictions in order to salute them. This scene shows a major Russian weakness vis-àvis Turkey in Azerbaijan. Unlike Moscow, whose perception in Azerbaijan is controversial, Ankara enjoys nation-wide support. Recently leaked Russian secret files reveal that it is much more difficult for Moscow to develop proRussian civil society organizations and soft power instruments in Azerbaijan than even in staunchly pro-Western Georgia.

The 2020 Karabakh war has significantly shifted the geopolitics of the South Caucasus. Armenia suffered a tough defeat while the non-recognized Republic of Artsakh (Republic of Nagorno Karabakh) lost almost 80 percent of its territories. Azerbaijan won a decisive victory and took not only territories outside of the former Nagorno Karabakh Autonomous Region (NKAR) but 30 percent of NKAR itself. The November 10 trilateral statement signed by Armenia, Azerbaijan and Russia not only stopped the war in Karabakh but ushered in a new era in regional geopolitics.1 The key features of the new status quo are the increased role of Russia and Turkey and the significant reduction of Western involvement. However, the South Caucasus is far away from stability and, most probably, volatility will continue. We will seek to analyze the main interests of the key regional and external players and what may play out in a short/mid-term perspective.

The transfer of the international political reality to a new multi-polar prism makes geopolitics, as one of the directions of interdisciplinary education, more important in the current situation. The development of digital and scientific technologies has moved the phenomenon of the balance of power to a new stage and for a number of states and intergovernmental organizations, the term geopolitics has become the flagship of security strategy, cultural domination and democratic processes. In terms of the new “geopolitical commission,” the action plan of Ursula von der Leyen rests on two main principles – Europe’s climate and digital transition (European Parliament, 2020). Therefore, in the conditions of a war of values, geopolitics and digitalization, technological development has become a super-important component that the European Union is attempting to bring to the forefront as it wrestles with the world’s foremost states (China, India, Russia, Turkey). As the EU’s top diplomat, Josep Borrell, stated, Europe must not become a playground for other great powers and it must take the role of a geopolitical leader in the world (Barigazzi, 2019). It must also be pointed out that the geopolitical nature of Europe also envisages the development and gradual expansion of its neighborhood policy. That said, the associated partners within the Eastern Partnership (EaP) format (Moldova, Georgia, Ukraine) have bigger ambitions and goals than the development of the Deep and Comprehensive Free Trade Area (DCFTA) and the full implementation of the Association Agreement (AA) (European Commission, 2019).

Cambodian Prime Minister Hun Sen’s close relationship with the People’s Republic of China (PRC) has led scholars and policymakers alike to suggest that Beijing’s backing will keep him in power. While Hun Sen himself seems to believe this to be true, his reliance on China is actually enflaming Cambodian discontent to such an extent that his planned patrimonial succession is at risk. Given the fragility of regimes mid-succession, Hun Sen’s Chinese shelter is augmenting the potential of his clan’s fall. Yet as Hun Sen faces increased domestic opposition, he will only further deepen ties with China in hopes of remaining in power, thereby creating a vicious cycle from which escaping will prove difficult.

EU member states have been discussing how to collectively deal with the socioeconomic repercussions of the Covid-19 pandemic. As major debates continue to take place about internal solidarity, the question arises how the EU and its member states wish to support third countries, outside the EU, in tackling their health and economic emergencies. On the one and, the EU wishes to become a geopolitical power, which requires that the Union and its member states step up their role and support on the global scene. On the other hand, there are signs of ‘coronationalism’ with some national political parties questioning EU external aid at a time when member states themselves are struggling. Based on expert contributions from a representative cross-section of thirteen member states, this report delves into the question of whether and how external solidarity has been part of the political or public debates in Covid-struck Europe. It finds that, for now, neither ‘coronationalist’ nor geopolitical ambitions dominate the relatively little politicized debates about international cooperation and development aid.

Abstract:
A global multilateral rules-based order, supported by a pro-active and interventionist United States, is gradually being replaced by a more fragmented world, in which geopolitics and geo-economics are becoming the dominant factors and universal rules, norms, and values are increasingly questioned. For the EU such developments are particularly challenging, as it has long perceived itself as a post-Westphalian soft power, mainly projecting its norms and values in its relations with both its direct neighbors and the world at large. A more isolationist US, a more assertive Russia, and the growing global influence of China have raised questions about the EU’s place and role in the world, which become even more pertinent after Brexit. Therefore, Commission President Von der Leyen intends to lead a “geopolitical Commission” and we are hearing calls for European strategic autonomy or even strategic sovereignty.

50. China is Not Conducting Debt Trap Diplomacy in the Pacific--At Least Not Yet

Abstract:
In an atmosphere of heightened geostrategic competition, China’s Belt and Road Initiative (BRI) has raised questions about the risk of debt problems in less-developed countries. Such risks are especially worrying for the small and fragile economies of the Pacific. A close look at the evidence suggests that China has not been engaged in debt-trap diplomacy in the Pacific, at least not so far. Nonetheless, if future Chinese lending continues on a business-as-usual basis, serious problems of debt sustainability will arise, and concerns about quality and corruption are valid.There have been recent signs that both China and Pacific Island governments recognize the need for reform. China needs to adopt formal lending rules similar to those of the multilateral development banks, providing more favorable terms to countries at greater risk of debt distress. Alternative approaches might include replacing or partially replacing EXIM loans with the interest-free loans and grants that the Chinese Ministry of Commerce already provides.

51. Next Steps for US-Japan Collaboration on Energy Infrastructure

Abstract:
China’s Belt and Road Initiative (BRI) has re-centered discussion of geopolitical competition in Asia around infrastructure. Responding both to BRI and the region’s well-known infrastructure gap, the United States has launched efforts to unlock US private investment for infrastructure. Japan’s engagements in the region emphasize high-quality infrastructure and best practices (an implicit criticism of China’s sometimes less rigorous standards). The foreign policy approaches of the United States and Japan dovetail nicely and have led to many new initiatives and institutional partnerships, as well as the quality-focused Blue Dot Network. But despite the two countries’ intentions to work collaboratively, their efforts have been held back by differences in organizational practices, the lengthy overhaul of US financing, and a lack of immediate movement from US-Japan consortia. For now, a less ambitious approach of closely coordinating technical assistance and conditional funding on proposed projects may serve as a model for closer US-Japan collaboration as efforts mature.
