The first weekend of 2024 saw one of the fiercest exchanges of fire between Hezbollah and Israel since the 2006 war. On January 6, the group launched antitank guided missiles, attack drones, and no less than sixty-two rockets against Israel’s northern air control unit in Mount Meron, causing some damage. Hezbollah described the salvo as an “initial response” to the targeted killing of senior Hamas official Saleh al-Arouri in Beirut days earlier. In response, the Israel Defense Forces struck Hezbollah military compounds, a surface-to-air missile unit, and other targets at seven sites in south Lebanon. On January 8, an IDF strike killed Wissam al-Tawil, a senior commander in the group’s Radwan special forces. The next day, Hezbollah drones attacked the IDF’s northern command headquarters, while Israel killed the head of the group’s southern aerial unit and three of his team. In all, Hezbollah has claimed ten new “martyrs” since Saturday. Amid the fighting, Prime Minister Binyamin Netanyahu has restated Israel’s “resolve to return the northern communities home, diplomatically if possible; otherwise, by other means.” Similarly, Defense Minister Yoav Gallant told U.S. envoy Amos Hochstein, “We prefer the path of an agreed-upon diplomatic settlement, but we are getting close to the point where the hourglass will turn over.” Senior U.S. and European officials are now shuttling between Beirut and Jerusalem in a bid to stop the escalation. What exactly will it take to prevent a war in Lebanon and possibly beyond?

Kyung-Joo Jeon, a research fellow at the Korea Institute for Defense Analyses, predicts that the Korean peninsula might repeat the days of fire and fury in 2017 this year. North Korea will likely turn to its military provocation tactics ahead of the ROK-US Freedom Shield Exercises in mid-March, DPRK’s 70th Anniversary of The Day of Victory in the Great Fatherland Liberation War in July, and another ROK-US joint military drill in August. Abstract:
On March 31, 2023, the sixth Concept of the Foreign Policy of the Russian Federation was published (The Ministry of Foreign Affairs of the Russian Federation 2023). The document was updated for the first time in six years, the main reason for which is the deteriorating international situation for Moscow amid the Russo-Ukrainian war. The text of the concept is highlighted by harsh and revanchist calls against the West and especially the USA. The document almost entirely refers to the Russo-Ukrainian war, at the same time, the concept shows that the current war is only one part of Russia’s confrontation with the Western world. The concept contains a number of statements inconsistent with the real policy of Russia and even lies, but despite the absurd, propagandistic content of the new document, it is important to find out how the new concept differs from its predecessor, and also what factors Russia relies on in the current difficult international situation? Based on the 2023 Concept of the Foreign Policy of Russia the impact of Russia’s imperialist worldview on its foreign policy in the light of full-scale military intervention in Ukraine, the changed attitude towards the West, the prospects of Russia-West relations, Russia’s attempt to strengthen ties with non-Western countries, and finally, threats from Russia to Georgia are discussed in this publication.

Violence is escalating in Amhara region, prompting the government to declare a state of emergency Nearly 30 clashes between government forces and Fano militias were recorded in Amhara last week, with most concentrated in North Wello and West Gojam zones, though fighting has been spread throughout the region. This marks an almost eightfold increase in armed clashes in the region relative to the weekly average since the start of the crisis in April. While Amhara was among the least volatile regions in the country prior to the start of the northern Ethiopia conflict in 2021, it is now one of the most unstable. Persistent insecurity in Amhara poses a significant threat to the federal government, the Abiy administration, and Ethiopia’s stability at large.

The full-scale Russian invasion of Ukraine escalated the war to a level that dwarfed all other conflicts in 2022, both in the sheer scale of violence and its deadliness. It also obscured a significant overall deterioration of the security situation in most other regions worldwide. Driven by heightened levels of conflict in both new and longstanding hotspots, political violence increased substantially over the course of the year. While 2022 saw some positive developments – including a significant reduction in total violent events in places like Afghanistan and Yemen after years of war – these gains only represent qualified improvements. Despite the aggregate decline in events in Afghanistan and Yemen, for example, they remain home to two of the most complex and severe conflict environments in the world. Globally, political violence targeting civilians became not only more common but also more deadly in 2022, underscoring the fact that it is civilian communities that are increasingly shouldering the burden of rising conflict levels around the world.

Abstract:
On 25 February 2023, Nigerians will elect a new president, vice president, and members of the National Assembly. Term limit legislation bars President Muhammadu Buhari from running for a third term, and the end of his presidency marks the longest democratic stretch since independence. Eighteen candidates are vying for the presidency, and at least 4,223 candidates are running for the 469 seats in the National Assembly.1 The presidential frontrunners include Bola Ahmed Tinubu of the incumbent All Progressives Congress (APC), Atiku Abubakar of the Peoples Democratic Party (PDP), and Peter Obi, the Labour Party (LP) candidate who has surprisingly led in the pre-election polls. Two weeks after the national election, on 11 March 2023, 28 out of 36 states will also elect a new governor, with 17 incumbent governors reaching their term limits and hence barred from re-running.

Most of the construction has focused on creating the capacity to monitor the three main passages into the ocean through the Indonesian archipelago, namely the Malacca, Lombok, and Sunda Straits. Unprecedented global turbulence in 2022 has demonstrated the need to pay increased attention to naval operations. Enhanced military capability allows naval power projection far beyond home waters. New threats and challenges are emerging from technological advances and new applications, not least the vulnerability of warships and naval facilities to cyber intrusions and cyberattacks. As states implement the programmes they need to protect and promote their interests at sea, there is also likely to be an increase in the number of close tracking incidents. The increasing pressure of ecological disruption on people and on security means that ideas and policy on peace and security must increasingly address the need for ecological security. This paper poses five research questions concerning: (a) amplification of antimicrobial resistance (pathogens that are increasingly drug-resistant); (b) the physiological consequences of pollution; (c) the loss of nature’s contribution to people’s well-being; (d) local and regional ecological tipping points; and (e) detrimental organisms and processes that thrive in the rapidly changing planet. Each question has a human health dimension, with likely socio-economic impacts and effects on behaviour, as well as potential effects on security and political stability. Understanding these issues is essential if appropriate responses are to be developed. More research is needed in both the natural and the social sciences, with interdisciplinary work that is in close contact with the policy world. The situation is urgent and policy responses cannot wait until all the answers are known and uncertainty has been fully eliminated.

17. Neutrality Not NATO: Assessing Security Options for Ukraine

The United States should not guarantee Ukraine’s security, whether via the NATO alliance or some lesser means. Guaranteeing Ukraine’s security serves no major U.S. interest and would increase the risk of a U.S. or NATO war with Russia and nuclear escalation. Those dangers are why the United States refuses to fight directly for Ukraine against Russia today, and they would induce similar caution if the United States guaranteed Ukraine’s security. Lacking a major interest, U.S. promises to defend Ukraine will be unserious and unbelievable. Fake security guarantees for Ukraine might have some deterrent value, despite their lack of credibility, given the terrible risks involved for Russia in testing those promises. However, fake security guarantees would likely degrade Ukraine’s security on balance, both by preserving a cause of the war and by encouraging Ukrainian leaders to make dangerous choices based on the false prospect of U.S. protection. Announcing plans to guarantee Ukraine’s security once the war ends would encourage Russia to continue fighting. Guaranteeing Ukraine’s security now would demand a choice between ignoring the commitment and undermining other U.S. security guarantees or fighting for Ukraine and sparking an immediate nuclear crisis. What the United States can credibly offer Ukraine is armed neutrality, where the United States, ideally with European allies taking the lead, provides Ukraine with arms and training without security guarantees.

18. Overreach in Africa: Rethinking U.S. Counterterrorism Strategy

Due to an overly broad definition of threat, the United States currently commits far too many military resources to counterterrorism, especially in Africa. The United States is pursuing military action against at least thirteen terrorist groups in Africa, but only one of those groups has the “global reach” to be a threat to Americans. Consequently, the U.S. military is fighting a slew of counterinsurgency—not counterterrorism—wars in Africa today, a strategy that borders on nation-building. Counterintuitively, U.S. security assistance, training, and military activity in Africa since the 2000s has inadvertently aided the growth of terrorist groups in the region. Most concerning, U.S. policy today could be helping to inspire the next generation of global jihadists tomorrow, intent on attacking the United States and its closest democratic allies. U.S. military activity in Africa has expanded significantly over the past decade and a half and this trend will likely continue even further without an intentional course correction. The potential for further mission creep and overexpansion is high. Washington should wind down direct military activity and close most military bases in Africa, while also curbing security assistance to local regimes.

19. Moving to an Offshore Balancing Strategy for East Asia

Those calling for Washington to expand U.S. military presence in the Western Pacific have misread the regional security environment. The United States can reduce its military footprint in East Asia without jeopardizing its national security or the stability of the region. China is not poised to dominate East Asia or any other part of the Indo-Pacific region. While the distribution of power in East Asia has shifted in favor of Beijing, it does not follow that China constitutes a major threat to the territorial integrity or political independence of all neighboring states. Regional powers can deter China from launching wars of aggression by investing in the right kinds of defensive weaponry to capitalize on geographic advantages. The United States should play the role of an “offshore balancer” by helping China’s neighbors to become more resilient to coercion from Beijing. The leaders of several prominent states in East Asia are anxious to avoid a “cold war” between the United States and China. Washington should heed their calls for restraint. Pushing these governments to choose a side in the U.S.-China rivalry would needlessly antagonize them. The issue of Taiwanese security presents a special challenge for the United States and its allies. Taiwan has the most to lose from China’s rise and perceives U.S. military support as essential to its survival as a de facto independent entity. However, the United States can retrench from East Asia without “abandoning” Taiwan to China. Peace in East Asia and the wider Indo-Pacific does not depend upon the United States enjoying primacy in the region. On the contrary, the pursuit of U.S. military primacy in the Western Pacific will make it more difficult to maintain regional security and promote economic prosperity over the long term.

The post-2003 security landscape in Iraq has seen the proliferation of dozens of militias identifying with Shiite Islam. Many of these actors are integrated into the Popular Mobilization Forces (PMF) – a paramilitary group established in 2014 to counter the Islamic State and later incorporated into the Iraqi state forces – and have strong relations with the Iranian regime and its security apparatus.1 These Iran-backed groups include prominent militias such as Kataib Hizbullah (KH), Asaib Ahl al-Haqq (AAH), and Haraka Hizbullah al-Nujaba (HHN), as well as a number of recently formed ‘facade groups’ like Ashab al-Kahf and Qasim al-Jabarin. Such facade groups are generally assumed to operate on behalf of KH, AAH, and HHN (see graph below). These groups are notable for portraying themselves as the Muqawama, or the ‘resistance’ against the United States and other foreign forces.

When he gave his speech at the Charlemagne Prize Award Ceremony in Aachen, no one expected that his statement would materialise in the way it did. Yes, headway was to be expected with the adoption of the Strategic Compass and European countries demonstrating commitment to investing more in defence cooperation. Although there is still a world of difference between ambitions and reality, the degree of progress accomplished in the past twelve months was not foreseen.

Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

As Lebanon’s economic and socio-political conditions have spiraled downward since the rise and fractionalization of the 2019 popular protests—known as the October 17 Revolution—various proposals have emerged as to how to remedy the bankrupt and virtually failed state. All agree that the current outlook is grim; today, the Lebanese currency has lost almost all its value and the presidential seat is contested and remains vacant. Political elites are at loggerheads and blamed for robbing the state, society is polarized across intra- and inter-confessional lines, and poverty has reached a popular level not seen since the Great Famine of World War I. Among the proposed suggestions is the federal option, put as an alternative to the country’s confessional system. Such ideas are not new; in fact, the federal option had been championed and the subject of debate among mainly Christian politicians and parties prior to and during Lebanon’s civil war (1975-1990). President Camille Chamoun (1952-1958) offered a detailed plan for a federal Lebanon; the Lebanese Front, representing mainly Maronite aspirations, likewise presented a federal project during the Lebanon National Dialogue in Lausanne in 1984; and president-elect Bashir Gemayel, assassinated in 1982, toyed with the idea of federalism. However, Lebanon’s civil war ended when the antagonistic parties signed the Document of National Reconciliation of 1989, also known as the Taif Agreement, which introduced administrative decentralization instead of federalism. And while the agreement ended the civil war, it subsequently ushered in an era of Lebanese politics marked by the Syrian occupation of Beirut until 2005 and the rise of the Islamist Shia party Hezbollah, effectively building a state within a state and commanding a militia more or less better equipped than the Lebanese Armed Forces. Meanwhile, Lebanon’s political elites entered into a Faustian pact with Hezbollah under which they legitimized the ‘Party of God’ in exchange for turning a blind eye to their theft of the state. It is this bargain that has brought Lebanon to its almost total collapse as a state and a nation.

In U.S. Central Command’s 2022 “year in review” statement on the current status of the fight against the Islamic State, commanding general Michael Kurilla highlighted three categories: (1) “ISIS in detention,” meaning the thousands of men and boys affiliated with the group and held in Iraqi and Syrian prisons; (2) the “potential next generation of ISIS,” meaning the approximately 55,000 women and minors held in camps; and (3) “ISIS at large,” meaning the leaders and operatives that the United States and its partners “are currently fighting in Iraq and Syria.” Although Gen. Kurilla praised the ongoing effort to militarily degrade ISIS, he also noted that the group’s ideology persists, and that “partnered operations” are needed to keep up the pressure. This view aligns with the pivot in U.S. strategy in Syria over the past year and a half, from a military mission to “advising, assisting, and enabling” local partners. At the same time, however, U.S. forces have continued launching unilateral strikes against ISIS leaders in Syria as recently as this month.

The Kurdish-led Autonomous Administration of North and East Syria (AANES) recently announced that due to the international community’s slow response to the repatriation of thousands of individuals affiliated with the Islamic State (IS), it will begin to hold “fair and transparent trials in accordance with international and local laws related to terrorism.” The announcement comes after representatives from more than eighty countries gathered in Saudi Arabia on June 8 for a ministerial meeting convened by the Global Coalition Against Daesh, where U.S. Secretary of State Antony Blinken reminded attendees, “We know that repatriation is the only durable solution.” His statement stood out in this context because citizens from many coalition states are still being detained indefinitely in northeast Syria. While the United States has proactively advocated for repatriation across two administrations, most other countries around the world have been reluctant or slow to take such action. To date, approximately 5,500 Iraqis and 2,700 third-country nationals (i.e., not Syrian or Iraqi) have been repatriated from detention camps, and the international community is on track to repatriate more such individuals in 2023 than in years past. Although this is a step in the right direction, it means that more than 10,000 third-country nationals from almost 60 countries remain in detention in northeast Syria, including approximately 2,000 men and boys and 8,000 women and minors. These numbers do not include the more than 18,000 Syrians and 25,000 Iraqis who are also being held indefinitely. With numerous international conflicts dominating daily headlines, much of the international community is no doubt fatigued by the challenges emanating from the fight against IS and the repatriation of IS-affiliated individuals. Yet the AANES announcement and other developments show that these challenges will only proliferate without concerted attention from Washington and its coalition partners.

Following President Recep Tayyip Erdoğan’s victory in the Turkish general elections in May 2023, Turkish foreign policy in Iraq has the potential to evolve in a different direction under the new Minister of Foreign Affairs, Hakan Fidan. Though the management of Turkey’s affairs in Iraq has shifted between various Turkish institutions since 2003, President Erdoğan has consolidated decision-making into his own hands since 2017, and his recent appointment of Fidan—a former intelligence director and loyal ally of Erdoğan—signals a continuation of this process, especially vis-a-vis Iraq. As Director of National Intelligence, Fidan oversaw the most sensitive backchannels with various regional and international actors, and he played a leading role in formulating Turkish intelligence and security policy. Notably, Fidan also led Turkey's reconciliation efforts with a variety of adversaries, including Egypt and Saudi Arabia. He has also been intimately involved in Turkish efforts to combat the Kurdistan Workers’ Party (PKK), targeting many PKK leaders and allied factions in northern Iraq, particularly in Sinjar, Makhmur, and al-Kuwayr. In this regard, Fidan comes equipped with deep connections to Iraq’s bureaucratic circles, having already succeeded in building bridges between various Iraqi actors and institutions. In particular, Fidan has developed close ties with both Sunni and Kurdish political leaders and has good relations with Falih al-Fayyadh, chairman of the Popular Mobilization Forces, whom he met during one of his secret trips to Iraq in September 2022. Fidan notably conducted such bridge-building efforts during the formation of the current Iraqi government led by Mohammed Shia al-Sudani. Given this background in Iraqi politics along with his experience in intelligence, Fidan is an important player through which Erdoğan can rethink Turkish involvement in Iraq on a number of different issues. Though Fidan’s appointment certainly indicates a shift toward more security-focused policies for Turkey, the new minister will also have to balance Turkey’s political ties, economic and energy interests, environmental concerns, and military operations in Iraq. Indeed, Erdoğan likely hopes that Fidan can both diversify Turkey’s relationship networks in Iraq and reestablish normalized energy negotiations with key partners while also curbing the threat of the PKK and Iranian-aligned militias operating in Turkey’s areas of involvement in Iraq.

This summer, Supreme Leader Ali Khamenei delivered his most detailed remarks in years on Iran’s nuclear trajectory. While his comments on a potential agreement with the West drew the most attention, he also called on Iranian officials to follow a controversial 2020 law that ordered rapid steps to escalate the nuclear program and reduce international monitoring. “Some people think that this law creates problems for the country,” he stated. “They are wrong. This law is a good law...And it must be followed.” Indeed, the 2020 legislation has played a prominent role in Iranian debates about nuclear advances, and Khamenei’s comments suggest this will remain the case. Yet the law is widely misunderstood; more important, it has not been the primary driver of Iran’s actual nuclear activity over the past three years. The governments of Hassan Rouhani and Ebrahim Raisi each sidestepped key provisions of the legislation while also escalating the program in ways the law does not require. Despite Khamenei’s sentiment, neither the existing law nor potential successor legislation is likely to compel escalation or constrain diplomacy.

The NATO summit in Vilnius taking place from 11 to 12 July 2023 marks another step towards deepening the relationship between Ukraine and the collective West. When paired with the EU’s reinvigorated enlargement process, there is a growing tendency to assume that Washington and Brussels can – or even must – set the terms of the European security order without input from Moscow. However, in a world of ‘mega-regions’ and competing visions of international order, cooperative security remains relevant if the EU wishes to salvage some degree of rules-based order in the space that connects Europe with Eurasia. The rapid evolution of digital technology has ushered in a data-centric economy, where data accessibility drives marketplace efficiency and economic growth across various industries. However, this shift, while offering numerous benefits, introduces significant privacy and data security challenges, particularly in the context of transatlantic data transfers. Considering the vast economic ties between the EU and the US, the transatlantic data flow vividly illustrates the complexities involved in governing and transferring data. It grapples with the ongoing challenge of striking a satisfactory balance between economic advantages stemming from data utilisation and various concerns pertaining to national security, digital sovereignty and individual rights. In recent years, the European Commission approved two different frameworks on transatlantic data flow – Safe Harbour in 2000[1] and Privacy Shield in 2016[2] – asserting that the US provided a level of data protection for data transfers essentially equivalent to that guaranteed in the EU. However, despite initial optimism, both adequacy decisions faced a significant setback when the Court of Justice of the European Union invalidated them in what is commonly referred to as the “Schrems saga”,[3] named after the Austrian activist who first challenged both frameworks before the European Court. The core arguments centred on the absence of adequate safeguards for personal data within US domestic law and the extent of state surveillance over such data when it was transferred, as initially disclosed by Edward Snowden in 2013.[4] This legal development led to a period of significant uncertainty and further heightened the ongoing debate concerning the regulation of transatlantic data transfer. To address the consequences of this legal turmoil, both EU and the US committed to establishing “a renewed and sound framework for transatlantic data flows”,[5] seeking a long-term solution to address the complexities of data privacy and security, eventually leading to the recently adopted EU–US Data Privacy Framework (“DPF”).

Climate action, economic competition and geopolitical shifts are more intertwined than ever. In the wake of the skyrocketing inflation and deteriorating China relations, United States President Joe Biden signed the Inflation Reduction Act (IRA) into law on 16 August 2022. Conceived as the foundation of the new US industrial policy, the IRA aims to rebuild the country’s industrial capacity, including 500 billion US dollars in new spending and tax breaks, among which almost 400 billion aimed at boosting clean energy.[1] Across the Atlantic, the European Union expressed concerns about the potential loss of industrial competitiveness resulting from the IRA. In response, the EU unveiled its own Green Deal Industrial Plan (GDIP) in February 2023.[2] The objective of this plan is to promote the enhancement of net-zero manufacturing capacities in order to meet the EU’s climate targets. Both the IRA and the GDIP have a common goal of reducing dependence on China, especially in clean technology, although through different approaches. The US focuses on bringing high-value production back to its shores, while the EU aims to develop and diversify supply chains.[3] This divergence is also reflected in the debate between “decoupling” and “derisking”, with the latter recently gaining prominence as policymakers recognise the challenges of completely reshoring supply chains domestically.[4] The US and the EU share industrial and geoeconomic objectives, but will also encounter similar challenges, in particular concerning the first stages of green supply chains. Despite their heterogeneous approaches, Western policymakers will in fact have to secure critical raw materials for clean technology manufacturing, with the aim of resourcing the energy transition.

Italy is stepping up its involvement in the Indo-Pacific, both in the economic and security realms. The cabinet led by Giorgia Meloni – a centre-right coalition often portrayed by commentators as right-wing and nationalist – is rebalancing Rome’s policy in the Far East by scaling down ties with Beijing and by effectively lending support to the United States and its Asian allies vis-à-vis an increasingly assertive and self-confident China. Moving away from previous centre-left governments that tended to prioritise commercial relations with Beijing, the conservative coalition in power since September 2022 has been fostering defence-related cooperation with Japan and India and chip-related cooperation and investments with Taiwan. Moreover – and remarkably for a country that has long been absent from Asian security – the Italian government has sent a patrol vessel to the South China Sea and plans to forward the country’s flagship aircraft carrier to the area to conduct joint exercises with the navies of Australia, Japan, the United Kingdom and the United States. The quantity and quality of initiatives being undertaken warrant the label of an Italian ‘pivot’ to the Indo-Pacific. By upgrading its presence in the region, Italy joins the other G7 nations in their efforts to uphold the rules-based order and dissuade Beijing from invading Taiwan. However, to consolidate the western anchorage of this pivot, the Meloni government needs to fully align its policy towards Beijing with that of the Euro-Atlantic allies – which includes deciding whether to continue to lend Italy’s official support to China’s Belt and Road Initiative or not.

Ildo Hwang, Associate Professor of Korea National Diplomatic Academy, points out the similarities between North Korea’s nuclear policy and Russian 2020 Basic Principles of State Policy on Nuclear Deterrence and the possibility of Pyongyang’s adoption of Russia’s “escalate to de-escalate” strategy on the Korean Peninsula. However, Dr. Hwang argues that North Korea is not likely to gain any leverage through this new Policy Act, given that Pyongyang is yet to secure the Assured Retaliation capability in the eyes of Washington. The 14 September 2022 killing of two customs agents days after the kidnapping of three individuals with government ties signals an alarming uptick in jihadist violence in northern Benin (Les 4 Vérités, 14 September 2022). ACLED records 28 organized political violence events in northern Benin attributed to Jama’at Nusrat al-Islam wal-Muslimin (JNIM) or the Islamic State between 1 November 2021 and 14 September 2022 (see map below). It is increasingly clear that jihadist cells have become deeply established in the country’s northern regions. The Beninese government is currently ramping up its threat response, which looks likely to include a security agreement with Rwanda (Radio France Internationale, 10 September 2022). It is more urgent than ever that the country’s counterinsurgency avoids the tragic mistakes of governments in the Sahel by blunting the deepening roots of the insurgency in rural areas.

Abstract:
In Indonesia, political disorder in Papua and West Papua1 provinces increased in 2021 amid opposition to the revision of the Special Autonomy Law. First promulgated in 2001, the Special Autonomy Law was initially intended to give greater power to the local governments in the Papuan region. However, new revisions to the law introduced in 2021 expand the central government’s authority and have allowed for the unwelcome creation of new provinces in the region (Tempo, 16 July 2021). Tensions between the political demands of many Papuan groups and the centralized, development-oriented agenda of the Indonesian state continue to fuel unrest. This report examines disorder trends related to the issue of Papuan independence since 2018,2 focusing in particular on the rise in clashes between state forces and the West Papua National Liberation Army (TPNPB), increasing levels of violence targeting civilians by the TPNPB, and disproportionate state intervention in peaceful protests held by Papuans and Papuan groups.3

This SIPRI Insights Paper provides a preliminary assessment of China’s attitudes to and policies on Afghanistan since the August 2021 Taliban takeover. It examines the scope of China’s security, economic and humanitarian interests, and the depth of its engagement so far. It finds that China’s footprint has been minimal due not only to China’s non-interference policy but also to a range of broader challenges: the militant extremist groups that continue to operate on Afghan soil, the risks of investing in a country where the government remains unrecognized by any member of the international community and a fragile stability that is far from conducive to long-term planning. While there may be prospects and opportunities for China to contribute to Afghan peace and development, particularly from a broader regional perspective, current realities mean that China’s overall approach to Afghanistan will remain cautious, pragmatic and limited.

The women, peace and security (WPS) agenda in peace operations has had myriad successes as well as setbacks in implementation. The rise of ‘gender-sensitive’ or ‘gender-responsive’ approaches to peacekeeping signals progress in policy language, but in practice peacekeepers can struggle to comprehensively implement gender analyses or deliver on WPS tasks. Based on a review of existing academic and policy literature, this paper identifies five strategic debates central to WPS agenda implementation: participation beyond numbers, men’s roles, defining ‘gender’, balancing gender ‘inside and outside the fence’, and non-traditional security challenges. It then identifies six key operational challenges to implementation: resourcing, accountability, recruitment barriers, scale, siloing versus mainstreaming, and securitization. With the approach of the 25th anniversary of the WPS agenda in 2025—possibly the most significant yet for the integration of gender and peace operations—stakeholders should step up efforts to ensure the sustainability of the agenda’s implementation in line with its most progressive reading.

Long-running tensions between the Islamist Islah party and UAE-backed groups in Shabwa erupted into open conflict in August, with the Giants Brigades and STC-aligned Shabwa Defense forces driving Islah-aligned military and security forces from the governorate. The expulsion of Islah from Shabwa and the STC’s subsequent takeover of much of neighboring Abyan governorate raised questions about the ability of the Presidential Leadership Council (PLC) to resolve tensions between anti-Houthi parties and the nature of any future peace deal. Despite being extended on August 2, the UN-brokered truce between the government and the Houthi movement saw its first major violation later in the month when Houthi forces attempted to take control of the last major government-controlled road out of Taiz city, prompting widespread international condemnation and the government’s withdrawal from UN-facilitated talks in Amman. Although the pledged Saudi-Emirati financial aid to the government remains stalled, the exchange rate in government-held territory has remained relatively stable, with the rial even appreciating somewhat following PLC head Rashad al-Alimi’s visits to Abu Dhabi and Riyadh in the middle of the month. Despite this, and news of the resumption of grain shipments from Ukraine under a UN-backed deal, issues remain around food price affordability and fuel availability.

“We will not walk away and leave a vacuum to be filled by China, Russia, or Iran,” President Biden said this July in defense of his administration’s continued commitment to the Middle East.1 His comments reflect a widely held misconception: that a U.S. military exit from the Middle East would empower U.S. adversaries, and thus somehow make Americans less secure.2 U.S. leaders and pundits have expressed similar fears about the danger of creating vacuums by leaving Syria, Afghanistan (before U.S. exit of course), and even Africa, where only smatterings of U.S. troops are stationed.3 Vacuum fears also fuel more general warnings against surrendering influence in the developing world. Chinese investments via its Belt and Road Initiative—a massive set of infrastructure-development loans—for example, are said to exploit a vacuum the United States should compete to fill. Chinese trade in South America, or Russian port calls there, are said to reflect a failure to exert U.S. influence.4 The burgeoning idea behind these claims is that “great power competition,” which once seemed a useful rationale for exiting conflicts and lingering endeavors of the global war on terror, demands winning an open-ended, ill-defined contest for influence with Russia and China in the greater Middle East and developing world, or what is now sometimes called the global south.5 Vacuums that could be said to follow a U.S. exit—not the terrorists or insurgents U.S. forces were deployed to fight—are the new justification for staying.

Montenegro’s outgoing Prime Minister, Dritan Abazovic, initially hedged about potential responsibility for the attack, stating on August 26: “We do not have clear information about the organizers… Security sector authorities couldn’t confirm that there is an individual, a group, a state behind [the attack].” Nevertheless, later that same day officials from Montenegro’s national intelligence agency attributed the attack to Russia. Far-reaching changes in the global balance of power and Europe’s security environment call for a new U.S. strategy toward Europe—for the benefit of Americans and Europeans alike. European states should take deliberate steps toward autonomy in defense, which the U.S. should foster by reducing its military presence in, and security commitments to, Europe, gradually and in coordination with its NATO allies. The eventual goal should be to eliminate permanent U.S. military deployments in Europe. Europe, particularly France and Germany, possesses the material wherewithal to balance Russia’s military power. What Europe lacks is the motivation, something it will not acquire so long as it can count on a blanket, open-ended American commitment. Europe’s stability and security demand a regional order into which Russia—the continent’s strongest single military power—is eventually integrated, rather than one from which it has become progressively alienated. The post-Cold War crises over Ukraine arose from complex circumstances; but one of them has been the absence of a pan-European security order that extends from the Atlantic to the Urals and contains provisions for engagement with Russia, including arms control and crisis management, as well as confidence-building measures designed to reduce the risk of war. Restructuring Europe’s security order to promote European strategic autonomy will improve, not harm, trans-Atlantic relations and cooperation. The U.S. and Canada are bound to Europe by centuries-old ties—historical, cultural, and economic. While the extent and nature of these ties will necessarily change over time, their existence does not depend on an American willingness to serve indefinitely as Europe’s prime defender.

The military value of Taiwan to China should be viewed in the aggregate. There are detriments that could come with seizing the island in addition to advantages for China’s military position. Taiwan is likely to be of greater utility to China in consolidating its hold over the East and South China Seas, as opposed to projecting power deep into the Pacific Ocean. Basing sensors on Taiwan would enhance the effective range of China’s anti-access and area denial (A2/AD) capabilities against mobile targets, like U.S. aircraft carriers. The technical deficiencies of Chinese nuclear submarines will limit the advantages of occupying Taiwan in terms of undersea warfare, but there could be gains with respect to operation of China’s conventionally powered submarines. Depending on the depth of resistance China encounters, force requirements for permanently garrisoning Taiwan could place major stress on Chinese military and security forces.

Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

Admitting Finland into NATO constitutes a permanent defense commitment by the alliance. In the case of the United States, it also entails a further extension of its nuclear umbrella. Such moves warrant a fulsome public debate, not a rush to action. Consideration of the defensibility of Finland must take into account a revitalized, long-term Russian threat, not just the force currently mired in a grinding war in Ukraine. More thorough discussion is needed about Finland’s capacity to defend itself and the level of outside support it would require from NATO and, specifically, the U.S. military. Regardless of whether it admits Finland, NATO should support it in any future crises with Russia. But the nature of that support changes depending on whether Finland is an alliance member or not, with attendant implications for the level of risk NATO incurs. U.S. forces cannot be everywhere at once. New, permanent security commitments in northern Europe need to be examined relative to other U.S. global priorities.

Melting ice is making the Arctic more accessible, which in turn may affect three key issues in the region—militarization, maritime trade, and natural resource development. U.S. security interests in the Arctic remain deterring an attack on the United States and NATO allies and ensuring the lawful use of Arctic waters. The United States can secure both at minimum cost and risk. Greater accessibility does not increase threats emanating from the Arctic, so the United States does not need to do more militarily to ensure its security. Militarization absent threats could lead to a destabilizing security dilemma. Trans-Arctic maritime trade routes and natural resource development present potential economic opportunities; however, both still face significant challenges that limit their near-term viability. The United States should be vigilant to Russian and Chinese activity in the Arctic and avoid overreacting or reflexively mirroring their behavior. A U.S. Arctic strategy built on the reality that the United States enjoys a strong conventional and nuclear deterrent, a robust network of Arctic allies, and favorable geography, is the best avenue to protect U.S. interests and keep the Arctic at peace.

During the past decades, many initiatives have been proposed for regional cooperation in the South Caucasus, mainly coming from Georgia and Turkey. In 1999, the then Georgian President, Eduard Shevardnadze, conceived the idea of the ‘Peaceful Caucasus Initiative’ with an objective to defend the sovereignty and territorial integrity of the states in the region. In the following year, a similar proposal was laid down by the then Turkish Prime Minister, Suleyman Demirel, who intended to create the ‘Stability Pact for the Caucasus’ initiative. Later in 2008, the then Prime Minister of Turkey, Recep Tayyip Erdoğan, floated plans to establish the ‘Caucasus Stability and Cooperation Platform’ that would bring the three states of the South Caucasus together with Turkey and Russia in order to tap the sustainable economic development of the region. In 2010, the then Georgian President, Mikheil Saakashvili, promoted the idea of the ‘United Caucasus’ platform (Kaleji 2021). Despite coming up with a plethora of ambitious cooperation initiatives, none of the leaders managed to push their initiatives to come into motion.

Nuclear deterrence is a core pillar of NATO’s defense and deterrence policy. At the same time, the Alliance, which is not a formal party to any arms control negotiation, has a long-standing commitment to an active policy in arms control, disarmament and non-proliferation. The Alliance has been regularly conducting consultations in different fora - the North Atlantic Council, the Nuclear Planning Group and the Defense Planning Committee – to constantly address the ongoing challenges of the arms control architecture. Currently, NATO successfully maintains the balance between its nuclear deterrence and disarmament aspirations. However, it does not represent an easy task for the organization of 30 member states. Over the years, NATO has suffered from a serious nuclear identity crisis. Many Allies tried to increase the Alliance’s arms-control profile while others gradually opposed any further changes in this direction. The positioning of NATO in this regard has been constantly shaped by significant shifts in the international security environment. Despite the contested view on maintaining NATO’s nuclear deterrence, the Alliance managed to evolve as a nuclear alliance, effectively ensuring peace and security in the Euro-Atlantic area. Today, European security faces the biggest security challenge since World War II when one state wages an unprovoked and unjustified war against another sovereign and independent state on the doorsteps of NATO, threatening the world with the use of nuclear weapons. In this unprecedented environment, it is important for NATO to maintain and further strengthen its nuclear deterrence posture to ensure peace and stability for generations to come. Therefore, this article will demonstrate a historical overview of the evolution of NATO as a nuclear alliance and the importance of strengthened nuclear deterrence and conventional defense capabilities.

Abstract:
Russia’s “special military operation,” as the Kremlin calls its full-scale war against Ukraine, has been underway for the second month in a row. However, the Russian army has not been able to cope with the combat tasks as effectively as Kremlin leaders originally planned. The incredible resilience and courage of the Ukrainian nation has fascinated the world but it has become an additional challenge for the Putin regime. In addition to the fact that the Russian government had to radically change its officially declared military objectives, it also faced the need to tighten measures to maintain control over the situation inside the country. At this stage, the Kremlin has to take effective steps both inside and outside of the country in order to fulfill Putin’s imperialist ambitions.

In the Russo-Ukrainian war, we cannot call the position of one of the main challenges of the 21st century, communist China, “neutral”. Beijing’s position was obvious even before the war: it is pro-Russian, clearly antiWestern, and especially anti-American. China does not condemn Russia’s actions in Ukraine, nor does it call it an invasion. At the same time, reports have emerged of the prospect of Beijing providing military assistance to Moscow, and it is not beyond imagination that China will also help Moscow avoid the sanctions. The course of the war, and time, will show China’s level of support for its strategic partner, Russia. However, despite Moscow’s support and negative attitude towards the West, Beijing will still act according to its long-term strategic goals, and if China distances itself from Russia on specific issues, it will not be because of solidarity with Ukraine, but for its own strategic interests.

Abstract:
Georgia and the Baltic states – Lithuania, Latvia and Estonia – have a history of friendship that is strengthened through the common Soviet past and shared experiences of Russian influence and violence as well as by the common vision of the contemporary Russian threat towards Eastern Europe. All of this creates the shared desire in these countries to put themselves as far from the Russian sphere of influence as possible. The Baltic states along with Ukraine (and Belarus) are neighbors of Russia and the touch point between Europe and Russia1 while Georgia is located between Russia and Turkey and performs a significant role in linking them. The partnership between Georgia and the Baltic states in terms of decreasing Russian influence in Eastern Europe, as one of the joint aims, requires the cooperation to be on the highest of levels in order for it to be successful. The partnership not only stands on the common past of the four countries but also on their common security visions and shared values which can ultimately contribute to making the partnership stable and long lasting.

Abstract:
At the 2022 Madrid Summit, NATO unveiled its new Strategic Concept.1 The update of the 2010 Strategic Concept2 was naturally necessitated by the momentous developments seen in the 2010s such as, among others, Russia’s annexation of Crimea in 2014, the more outward-looking and ambitiously rising China, Brexit, the election of Donald Trump and its attendant implications for transatlantic relations as well as the election of Joe Biden as the President of the United States and the reinvigoration of the transatlantic and the democracy agenda. The renewal of the Strategic Concept seemed apt amid Russia’s re-invasion of Ukraine in February 2022 that put NATO-Russian relations at a historic low. NATO was forced to let go of its desire to forge ‘a true strategic partnership’ with Russia and instead referred to Russia as “the most significant and direct threat to the Allies’ security and to peace and stability in the Euro-Atlantic area.”3 NATO’s new agenda for 2030 is also full of issues that go beyond the immediate geopolitical challenges. Issues such as climate change, technology, healthcare, space and cyberspace are equally significant for the Alliance’s ability to meet the challenges of the new decade.

In the late 1980s and early 1990s, the idea of a ‘common European home’ inspired many different political leaders. This idea has now crumbled amid Russia’s brutal invasion of Ukraine. Historians will long debate what went wrong. For now, the West will have little choice but to inhabit a continental security context based on deterrence rather than romantic visions and shared identities. But Western governments should also not give up on the more flexible, accepting approach to European security and integration that animated the 1990s. The EU granting candidate status to Ukraine last June was a landmark event. But the EU cannot have an effective strategy for Ukraine without also having a strategy for Russia. Even with the continent afflicted by war, the aspiration of a common European home must not be discarded. In the afternoon of 1 August, Joe Biden gave a speech from the White House confirming the killing of Al-Qaeda leader, Ayman al-Zawahiri, in Afghanistan. According to senior sources from the administration, Zawahiri was killed by “a precise tailored airstrike” conducted at around 06:30 am local time in the Sherpur neighbourhood of Kabul.[1] The strike was carried out via two Hellfire missiles (allegedly, two R9X missiles) fired from a drone.[2] The area in which the attack was carried out is particularly significant: the Sherpur neighbourhood is located in a deeply protected area of the capital, in which many Taliban leaders now live. Al-Zawahiri was reportedly killed in the house owned by a top aide to senior Taliban leader, Sirajuddin Haqqani.[3]

The group has unleashed violent chaos across the country and captured more than two-third of the territory, as per senior EU official estimates. On one hand, the insurgents have tightened their grip on seizing the provinces through military means. On the other hand, the insurgents claim that they want to resolve the issue in peaceful ways. “We are committed to finding a diplomatic solution for Afghanistan; the US-Taliban Doha agreement and the Intra-Afghan dialogue are the proofs that the Taliban want to solve the issue through negotiations,”[ii] said Mullah Abdul Ghani Baradar, the deputy leader of the Taliban, on Wednesday, in Doha. Since the end of the Cold War, with five waves of its enlargement, NATO remains committed to the open door policy. Even though these decisions have significantly strengthened the security of the Alliance, skepticism towards NATO enlargement stays on the agenda of debates in academic and policy circles. After regaining independence from the Soviet Union, each of the Baltic States clearly stated their desire to become members of European and EuroAtlantic organizations. In 2004, each of these states became full-fledged members of the North Atlantic Alliance. However, similar to the current situation, the accession of the Baltic States was not widely accepted in the academic and political circles of the time. While the Clinton administration did commit to “keep the membership door open” for the Baltics, neither official bodies nor professionals viewed the decision as a positive sign.1 Even George Kennan had made his case against the Baltic entrance into NATO underlining that historically these nations had been “part of Russia longer than they were part of anything else.”2 Despite all of the difficulties, the Baltic nations joined the Alliance and thus proved that this enlargement and the open door policy overall is a guarantor of the security of the Euro-Atlantic region. Therefore, using the example of the Baltic States, the paper will try to emphasize the importance of NATO enlargement for peace and stability in the Euro-Atlantic region. The paper will demonstrate three main areas where the Alliance benefited the most from this wave of enlargement: a) enhanced peace and stability in the Euro-Atlantic region by the increased number of democratic, economically sustainable countries in Europe; b) the increased defensibility of NATO’s eastern flank and c) the increased ability to strengthen NATO’s resilience towards non-traditional security threats.

The Montreux Convention signed on July 20, 1936 strictly regulates the presence of naval warships of non-Black Sea nations (including the United States) in the Black Sea, limiting their aggregate tonnage (thereby limiting their number), their maximum period of stay within the Black Sea and so on. Such a regime creates a problem of access by Western powers to the Black Sea which negatively influences Georgia’s security environment. However, much has changed in the Black Sea after the Convention was signed – the Second World War took place, the Cold War was concluded, the Soviet Union collapsed and new states arose in its place – Russia, Ukraine and Georgia while Romania and Bulgaria became member states of NATO, Russia annexed Crimea, Turkey distanced itself from the West and so forth. In such conditions, a document signed in the 1930s remains a militarypolitical anachronism, unable to address new requirements and realities. That said, the issue of reviewing it remains problematic as it depends on numerous factors.

The 2020 attack on SolarWinds is one of the largest cyber-intelligence campaigns in US history which inflicted significant damage on agencies such as the US Department of Defense (DoD), the Department of Homeland Security (DHS) and the Cybersecurity & Infrastructure Security Agency (CISA).1 Incidentally, SolarWinds is a US-registered company that provides a wide range of IT-related services to the private and public sectors, including tools used for the remote management of the network’s infrastructure.2 Later, in April of this year, the attack was officially attributed to the Russian Foreign Intelligence Service (СВР - Служба Внешней Разведки). Its consequences were severe not only due to the fact that the attacker, with high probability, gained access to at least part of the information held by the above-mentioned US agencies, but also primarily for the demonstrative effect of this operation. In particular, the attacker demonstrated that no one is protected against Russian cyber-intelligence actors, including the agencies directly in charge of ensuring the information security of the national critical infrastructure throughout the country. Consequently, the attack on SolarWinds negatively affected the US not only in terms of security, more specifically cyber security, but it also poses a significant challenge to its reputation. Namely, this incident questions whether or not US security forces have highly qualified personnel and appropriate technical equipment to protect significant information assets and prevent similar attacks. Moreover, there is a threat that this precedent will encourage similar actions by other hostile actors against the US in the future, primarily China and Iran.

NATO is a major military organization responsible for security in the Euro-Atlantic space. Consequently, the current security environment in the world and, especially, in Europe stimulates debates about NATO’s readiness to resist an armed attack. However, these debates are normally held around the Alliance’s Article 5 as a key component of collective defense and in this process, the principles of Article 3 are ignored, something which is a wrong approach. NATO’s Article 3 states that: “In order to more effectively achieve the objectives of this Treaty, the parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack” (NATO, Resilience and Article 3 2020). Therefore, fulfilling obligations under Article 3 is a crucial part of the organization’s main idea of collective defense as it enables NATO to fulfil the obligations of Article 5. However, one must remember that in today’s unpredictable security situation, “capacity to resist armed attack” (NATO, Resilience and Article 3 2020) means not only military readiness. To be able to deploy rapidly during operations or a potential armed attack, military forces need the support of transport systems, satellite communications and power supplies, etc. However, it is a well-known fact that these systems are highly vulnerable during an attack in both peace and war.

On June 3, 2021, Columbia University’s Center on Global Energy Policy (CGEP) and the Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs), in cooperation with the European Climate Foundation (ECF) and the European Union (EU) Delegation to the US, cohosted a private virtual roundtable focusing on energy security issues during a period of heightened action on climate goals. This document summarizes the June 3 roundtable, which was conducted on a not-for-attribution basis. Participants in the roundtable included just over 50 senior corporate executives, civil society representatives, academic and think tank experts, energy analysts, and government officials from the European Union and United States. In June 2021, President Joe Biden traveled to Europe, his first overseas trip since his inauguration as president, and he met with European heads of state and government in the context of a British-hosted G7 meeting, a North Atlantic Treaty Organization (NATO) Summit, and a US-EU Summit.[1] The journey signaled a concerted effort by the United States and the European Union to rebuild bilateral relations, which were battered during the Trump administration. Protecting the global climate and accelerating the transition to clean energy are objectives that unify top leaders on both sides of the Atlantic today. The European Union has a legislated mandate of climate neutrality by the year 2050 and is implementing its comprehensive European Green Deal and elaborating a corresponding legal and regulatory framework for an enhanced 2030 target. In the United States, the Biden administration reentered the Paris climate agreement and announced plans to reach net-zero emissions by midcentury, though climate protection still faces significant political challenges in the US Congress and in certain states. If the European Union and the United States proceed as these plans indicate, their energy systems face a period of accelerating, unprecedented, and sustained change—new technologies, new supply chains, new business models, and new interdependencies between economic sectors.

CBMs for AWS would make a significant contribution to reducing the military risks posed by AWS and - equally important - are a realistic goal. Although agreement within the OSCE cannot be assured, its strong history of developing CBMs and its ability to make progress towards reducing military risk even in a climate of geopolitical tensions makes the OSCE uniquely well positioned to develop AWS CBMs. The growing proliferation of AWS and their increasing importance in military operations means that risk reduction is an urgent priority. Given the numerous challenges to arms control and cooperative security measures in other international organisations, OSCE CBMs offer one of the best opportunities for making progress in reducing the military risks of AWS. Moreover, they would provide a foundation for further governance of AWS by other international organisations. The CBMs proposed here would provide greater transparency regarding states’ capabilities and intentions regarding AWS, and in doing so, would reduce the risks of miscommunication, miscalculation and inadvertent conflict escalation that these systems pose.

Since its establishment in 2007, the Quadrilateral Security Dialogue (QSD or Quad) has transformed into a multilateral forum to enhance military coordination in the Indo-Pacific among the U.S., Japan, India, and Australia and to address issues of mutual concern—particularly the rise of China. The U.S. has pushed for this transformation. Quad members speak of the group as a forum for issues in the Indo-Pacific ranging from COVID-19 and climate change to emerging technologies. But China, Asia’s biggest power, is integral to addressing each issue. In early 2021, the group’s leaders signed a joint statement reiterating the importance of a rules-based order in the Indo-Pacific—a reference to what all four members regard as China’s illegitimate claims in the South and East China Seas. Indo-Pacific Quad members also have disputes with China: India over its shared border with China; Japan over China’s sovereignty claims over the Senkaku islands; and Australia over worsening ties, including onerous trade restrictions and tariffs.

Russia will absorb significant costs—monetary and human—to prevent this outcome. A resolution in Ukraine that does not account for Russia’s concerns is unrealistic; therefore, U.S. and European leaders should account for them, starting with ruling out Ukrainian accession to NATO. Because of the risk of escalation, potentially to nuclear war, the U.S. should seek détente with Russia and support the establishment of a neutral, non-aligned Ukraine that serves as a buffer state between Russia and the West.

Abstract:
On 3 October 2020, in Nigeria, operatives of the Special Anti-Robbery Squad (SARS) allegedly shot a young man at Wetland Hotel in Ughelli, injuring him. This incident was filmed and went viral, sparking an outcry on social media against SARS using the hashtag #EndSARS. By 8 October, demonstrations associated with this hashtag had begun to increase in size and number throughout Nigeria, peaking at 26 demonstration events on 13 October (see figure below). On 20 October, Nigerian military forces fired live ammunition at #EndSARS demonstrators in Lagos who had sat down in the road to peacefully protest against police brutality, reportedly killing at least 15. Young Nigerians are still reeling from the shock and after effects of the government’s heavy-handed response. Military officials have rejected claims that they killed unarmed protesters, alleging that soldiers had only fired blank bullets (BBC, 15 November 2020). The reaction has widened the distrust between young Nigerians and the government. This analysis identifies three lessons from the #EndSARS movement and highlights what the government’s response means for Nigeria’s fragile political stability and security.

Military cooperation between Serbia and the United States is the topic of the latest analysis by BCBP researcher Maria Ignjatijevic. Serbia and the United States have had intensive cooperation in the field of security and defense for years, members of the armed forces have participated in over 70 military exercises in the last ten years, and the United States is one of the largest donors to the Serbian defense system. However, if we follow only media reports in Serbia, the intensity of this cooperation will not be so obvious. Defense cooperation with Russia gets far more space in the media than activities with the US and NATO members. Thus, for example, the military exercise “Slavic Shield” completely occupied the public’s attention before and after its organisation in October 2019. Although undeniably a significant activity between the two armed forces, to which Russia brought its S-400 and Pantsir systems, it gained a disproportionately large space in the media compared to other exercises that took place that year with other partner countries. Apart from the image being sent to the public through media and various foreign policy moves, a very dynamic and practical defense cooperation with all partners takes place behind the scenes. The United States is one of Serbia’s important partners in the field of defense, and cooperation with the US Department of Defense has been achieved in various fields. Every year, Serbia and the US conduct about 100 different bilateral activities. In the eyes of the Serbian public, perception of relations with the United States, and especially perception of military cooperation, is burdened by the NATO intervention in 1999. In order to avoid losing political points at home and endangering relations with Russia, the political elite in Serbia avoids talking about cooperation with the United States and other NATO members, and the pro-regime media report accordingly. Regardless of the fact that military cooperation is often used as a foreign or domestic policy tool, it is important to discuss the practical aspects of this cooperation, benefits for Serbia and the US, their defense systems, but also the citizens. At the online discussion “Serbia and the USA: Together we are safer”, specific examples of military cooperation between Serbia and the US and practical benefits for our defense system and its members from this cooperation were discussed. Defense cooperation between Serbia and the United States takes place on several levels, through joint exercises, cooperation with the Ohio National Guard, a student exchange program, as well as donations.

Based on an analysis of top officials’ speeches, this text will show how officially promoted narratives about Kosovo serve to capture the state. This analysis has shown the mechanism by which the Serbian authorities, by controlling and strategically using narratives on resolving the Kosovo dispute, manage to increase their own discretionary powers while simultaneously abolishing control mechanisms. In other words, under the pretext of resolving the Kosovo issue, the separation of powers and democratic decision-making are being abolished, leading to an even greater level of state capture. The analysis is divided into five thematic units. The first chapter shows how the executive power instrumentalises Kosovo and, using the media, creates a false impression in the public that, when it comes to Serbia’s membership in the European Union, Kosovo is more important than the rule of law, thus putting a false premise before the citizens: that their choices are either Kosovo or a future governed by the rule of law. The second part of the analysis shows how the government in Belgrade traded stability for democracy and ensured the tacit consent of the West in preserving political stability in Serbia for the purpose of reaching a final agreement with Pristina. The third and fourth parts point to the absence of real social dialogue on Kosovo, and reveal how the President of Serbia and a narrow circle of his associates strive to increase their discretionary power to decide on Kosovo beyond the Constitution and democratic institutions, all under the pretext of protecting national interests. Finally, in the last part, the authors will provide additional evidence for understanding why citizens of Serbia cannot come to terms with the loss of state control over Kosovo, that is, why the opinion of the majority of Serbian citizens – that Kosovo should not be recognised – is still relevant.

We are presenting you the Dossier on organized crime in the Balkans, produced in cooperation between the Italian Institute for International Political Studies (ISPI) and Belgrade Centre for Security Policy. In some of the countries of the Western Balkans, criminal groups and political elites have grown increasingly interdependent. In particular, Serbia’s and Montenegro’s societies have suffered the most from these links. The two countries have long been considered frontrunners in the EU integration process, whose final completion, however, is difficult to foresee. Similarly, Albania’s EU negotiating process has also been delayed for years, in part because of the country’s role in global drug trafficking schemes. The crime-politics nexus is contributing to the erosion of the rule of law in several Balkan countries, where the risk – or reality – of state capture is increasingly worrisome. In light of recent events, Serbia appears to be the most concerning case as its authoritarian drift currently seems hard to reverse. The analysis reflects the current state from the viewpoint of legal solutions, but also from the viewpoint of real problems seen in practice, which come in part as the result of inconsistent and insufficiently precise legal provisions. 93. Taking Action on Cyber Enforcement: Assessing US Legislative Progress in the 116th Congress

The 116th Congress experienced events like no other in American history, including unprecedented levels of malicious cyber activity. Global estimates say that ransomware attacks have increased by 148% since February 2020, with many US hospitals and schools falling victim and having their operations suspended.1 Leading up to and during the pandemic, Members of the 116th Congress responded and drafted cybersecurity legislation, introducing 316 bills to tackle the issue—a 40% increase from the previous Congress. This memo presents a comprehensive analysis of the cybersecurity legislation introduced in the 116th Congress and is a successor to our memo assessing the cybersecurity legislation in the previous Congress. Unlike the 115th Congress, the two chambers of the 116th were each under the control of a different party. Still, more than half of the introduced bills were bipartisan, including 85% of the bills signed into law. However, only 11% of the introduced bills focused on imposing consequences for the human actors behind cyberattacks, such as imposing sanctions or strengthening laws to prosecute criminals to hold them accountable for their actions. Following the trend of past congresses, most of the bills focused on protecting data and securing critical infrastructure. But while defending data and infrastructure is important, the lack of legislation to address the challenges of imposing consequences on the human actor suggests that Congress should prioritize introducing and passing bipartisan legislation that reduces the impunity with which malicious cyber actors, particularly cybercriminals, act. Here are the main takeaways from the bills introduced last Congress: Cybersecurity-related legislation increased by 40% since the 115th Congress. Of the 316 bills introduced, 14 became law, with nine related to appropriations or agency authorizations legislation. However, only 36 of the 316 bills introduced in the 116th Congress, and just three of the 14 provisions signed into law, focused on imposing consequences on the human actors behind cyberattacks. Cybersecurity remains a largely bipartisan issue. Over 50% of all legislation and 85% of all bills signed into law had a bipartisan co-sponsor.

94. To Patch or Not to Patch: Improving the US Vulnerabilities Equities Process

The process that determines when and how the US government discloses unknown cybersecurity vulnerabilities to relevant companies or withholds them for government purposes lacks sufficient accountability, transparency, and public trust. Malicious actors do not hesitate to exploit “zero-day vulnerabilities,” or vulnerabilities that a company has had zero days to patch, with Chinese-based hackers most recently using a zero-day in Microsoft Exchange Servers to infect hundreds of thousands of systems.1 Yet, the government also uses zero-days to carry out activities that are in the nation’s interest and, as a result, does not tell the impacted software or hardware vendor about the vulnerability. In this case, the government determines that the benefit of not disclosing the vulnerability outweighs the consequence of a bad actor potentially exploiting the vulnerability for nefarious purposes. In 2010, the US government created the Vulnerabilities Equities Process (VEP) to convene federal agencies that represent a range of national interests—including security, intelligence, foreign policy, commerce, and civil rights and liberties protection—to weigh distinct perspectives on how vulnerabilities should be patched or briefly kept open for law enforcement, intelligence gathering, or military purposes. However, the VEP is not codified in law and has failed to deliver greater transparency around government retention of vulnerabilities nor ensures accountability for the government’s decisions. Congress and the Biden administration should address deficiencies with the VEP to increase transparency, strengthen accountability, build public and industry trust, and establish a world-leading model for decision-making around what to do about high-value vulnerabilities. This paper details seven steps for the Biden administration to enhance transparency and accountability in the VEP while preserving government priorities, as well as flexibility for the defense of democratic values and institutions.

We are still engaged in a race against time of increasing urgency, not only in terms of flattening the pandemic curve in situations such as those India and many Latin American countries face, but also in restoring trust that government and international institutions can act, and act successfully, in face of 21st century crises. We are seeing both deeply negative and truly positive developments. Many parts of the world enter the depths of the third wave of the pandemic, with record highs in new daily infections, and in human suffering behind the numbers. Yet at the same time there is positive news: on medical innovation, on international liquidity, on tax cooperation, and on climate. The question is which will win out: can positive progress move fast enough to counteract the trust crisis? In 2020, CIC published a number of pieces on trust in high-, middle- and low-income countries and in international organizations. Last summer, trust in government had in many parts of the world increased: we made the argument that people were faced with a brutal reminder of what governments are for and hence had turned back to the state, but also warned that trust bubbles in crises often evaporate within a year if people do not see sustained and credible action. This analysis from the CIC team looks at what empirical research says about why trust matters for many different forms of political, social, and economic development—and why we should take declining trust seriously. The team also takes a look at what we know about the determinants of trust, in particular corruption, inequality, and history. Lastly, this analysis discusses the different policy options to restore and nurture trust.

The COVID-19 pandemic is an opportunity to re-evaluate the principles or ideas that are at the heart of theories of government, that is the fundamentals of governance and public theory. What is government for, but also what should government do and how. Engaging with the crucial philosophical questions of governance is integral to building back better: going back to basics is a major step in figuring out how to prevent mistakes from happening again. The social contract is one such principle: the idea of a social contract is central to answering the question of what governments are for: explaining why people obey laws, providing answers to why we live in societies, and why we abide by social rules and norms. Recognizing the ongoing debates, national and international, around the meaning and origins of the term social contract, this paper by Nanjala Nyabola tries to point to some of the important thinking from the south and from non-western sources and traditions that have helped shape modern understanding of social contract theory. It is not intended to be a comprehensive review, in such a short paper, but rather a selection that reflects the richness and variety of such sources and how they have impacted thinking throughout the ages. Overall, looking at ideas of social contracts outside Western philosophical tradition reminds us that it is not just about the form of the social contract or that all political organizations must be identical. These theories also remind us that compulsion and punishment are not a strong foundation for strong systems of governance. We have to create societies that people want to live in.

Following four years of former President Donald Trump’s “America first” foreign policy, President Joe Biden is seeking to reorient the US approach to world affairs, placing much greater emphasis on international cooperation. This reorientation has already been evident in Biden’s decisions to return the United States to the Paris climate agreement, extend the New START arms control treaty with Russia, remain in the World Health Organization, reengage with the United Nations Human Rights Council, and commit to rejoining the Iran nuclear deal if Iran returns to complying with it. To what extent do Democratic, Republican, and Independent foreign policy professionals support Biden’s international agenda? The results of the 2020 Chicago Council on Global Affairs-University of Texas at Austin survey of more than 900 US executive branch officials, congressional staff, think tank scholars, university professors, journalists, and interest group representatives indicates there is substantial support among leaders of different political persuasions for a greater emphasis on cooperation and less reliance on coercion in foreign policy. However, this consensus also has a partisan tilt: Democrats and Independents are far more likely to agree on cooperative foreign policy approaches the United States should use, while Republicans are more comfortable with coercive measures. Taken together, these findings suggest that Biden should be able to attract strong support for his foreign policy from Democratic and Independent members of the foreign 2 policy community but will find it much more difficult to gain Republican backing for many of his international initiatives.

2021 Chicago Council Survey data show a majority of Americans support a range of US policies towards Taiwan: recognition as an independent country, inclusion in international organizations, and a US-Taiwan free trade agreement. Tensions between Beijing and Taipei are running high. Chinese intimidation of Taiwan has increased since 2016, demonstrated by naval drills in the Taiwan Strait, incursions into Taiwanese airspace, and economic coercion targeted at Taiwanese industries. In turn, the United States has sold advanced weapons to Taiwan and normalized US warship transits nearby. While past administrations have not made formal commitments to defend Taiwan, the just-completed 2021 Chicago Council Survey finds that for the first time, a slim majority of Americans now favor sending US troops to defend Taiwan if China invades.

2021 Chicago Council Survey data show that a majority of Americans hold favorable views of South Korea and would support defending the country from a North Korean attack. Under the Biden administration, US relations with South Korea have returned to more solid ground. The May summit between President Joseph Biden and President Moon Jae-in was seen as a success, and negotiations over costs for stationing US troops in Korea were resolved. However, North Korea’s launch of a long-range cruise missile and subsequent ballistic missile test might signal a new phase of escalating tensions on the Korean Peninsula. The 2021 Chicago Council Survey finds the American public continues to hold positive views of South Korea, while majorities of Americans identify North Korea as an adversary. But while Americans support using US troops to defend South Korea, there is little support for taking military action to eliminate North Korea’s nuclear program.

Chicago Council survey data find majorities in South Korea view China as more of a security threat than a security partner and as more of an economic threat than an economic partner. On May 21, South Korea’s President Moon Jae-in will meet President Joe Biden at the White House. In his first 100 days in office, Biden’s foreign policy has focused on repairing alliances and setting the administration’s policy toward China—in March and April alone, the administration participated in US-China talks in Alaska, 2+2 meetings in South Korea and Japan, trilateral talks among national security advisers, and Japanese Prime Minister Yoshihide Suga's visit to Washington. Moon’s visit will add North Korea to the agenda. The two leaders meet at a time when there are significant gaps on their preferred paths forward to dealing with Beijing and Pyongyang. However, recent Chicago Council surveys find that attitudes among publics in South Korea and the United States are remarkably similar when it comes to China and North Korea.
