Government subsidies to industry in leading economies are large and growing, with potentially deep, wide-ranging, and unpredictable consequences for the world. It is not clear what rules, if any, will apply in this new era of industry competition, nor whether the measures will be effective in denying frontier technology to rival economies. The impacts of industry subsidies and export controls, including for countries such as Australia, hang on their implementation — beneficial in so far as they speed tech innovation, but detrimental if they split the global economy into competing blocs.

Abstract:
Official development finance plays an important role in financing Southeast Asia’s development, equivalent to around 10% of total government development spending in the region. China is Southeast Asia’s single largest development partner and leads infrastructure financing. Yet, implementation problems have seen the scale of China’s financing decline in recent years. Traditional development partners collectively still dominate development financing in Southeast Asia at 80% of the total. The multilateral development banks lead the way, followed by Japan, Europe, and South Korea. The United States and Australia are mid-sized players. India and the Middle East have become notable sources of non-traditional development finance, with the Islamic Development Bank playing an important role. Climate development finance is increasing, but Southeast Asia will need more support if it is to transition towards resilient, low-carbon development. Intraregional development cooperation is growing, but only makes up a small part of development finance in Southeast Asia.

Lidya Christin Sinaga analyzes the internal and external challenges that Indonesia, as the Chair of ASEAN, faces in promoting the principles of democracy in the organization`s agenda. Sinaga claims that the recent cases of Indonesia`s democratic regression have damaged the credibility of its sincerity in spreading democracy in Southeast Asia. On the other end, the ASEAN member states’ growing emphasis on economic performance as their source of legitimacy complicates the regional organization`s commitment to democratic values. Given that the ASEAN has limited influence on its member states’ respective political 시스템s, whether Indonesia can successfully implement democratic agenda this year depends on the extent of the members’ willingness to engage in meaningful political communication. Finally, Sinaga argues that bolstering commitment to democracy within the ASEAN can only be successful when every member states recognize that democratic principles are critical for regional prosperity.

4. Autonomy Curbed? Kurdish Oil Exports Hit Snags from Turkey and Baghdad

For the past three months, the Kurdish region in northern Iraq and its government, the Kurdish Regional Government (KRG) have been facing one of the most serious challenges in the two decades of its formal existence. The pipeline through which it exports some 400,000 barrels of oil a day (b/d) – 10 percent of the overall Iraqi exports and 0.5 percent of global production – has been closed since March 25, at an estimated cost of close to a billion dollars a month (approximately $30 million daily). The KRG has depended on income from oil exports for some 80 percent of its budget. The stoppage came after a decade-long arbitration between the Government of Iraq (GOI) and Turkey by the Paris-based International Chamber of Commerce was decided in March in Iraq’s favor. Turkey was ordered to cease loading Kurdish oil without GOI supervision, and to pay Baghdad $1.5 billion in owed fees (Baghdad had demanded $30 billion). Baghdad had claimed that use of the pipeline from northern Iraq to the port of Ceyhan in Turkey by the Kurds without GOI consent was in violation of a bilateral agreement between the two countries from 1973, the annex of which states Turkey would only buy oil from Iraq’s state-owned oil marketer.

Political news in May was dominated by the reorganization and resurgence of the Southern Transitional Council (STC). Seemingly sidelined by the Saudi-Houthi talks and the Kingdom’s support of Presidential Leadership Council (PLC) chief Rashad al-Alimi, the Emirati-backed group extended its influence through the recruitment of powerful politicians, an internal reorganization, and a conference resulting in a new ‘Southern National Charter.’ Saudi-Houthi negotiations appear to have stalled over disagreement on a number of long-standing issues, but the recent involvement of China could bring additional resources and leverage to the table. The STC’s revived fortunes have led to renewed political and military mobilization in Hadramawt. The Nation’s Shield forces, paid for and supplied by Saudi Arabia, but under the nominal control of President Al-Alimi, increased their presence in the governorate, and were visited by the Saudi coalition commander before assuming control of an important border crossing. For their part, STC-affiliated forces took up positions on the strategic Ataq-Al-Abr road linking Hadramawt and Shabwa, including a key stretch used by Islah-affiliated forces. Al-Qaeda in the Arabian Peninsula also stepped up its activity, conducting at least two drone strikes in Shabwa as it publicly condemned the easing of tensions between Saudi Arabia and Iran. The Houthis launched their latest offensive in the economic war, banning the sale of domestically produced cooking gas in favor of imports. Imported gas is more expensive, but the brunt of the impact will be felt by the internationally recognized government and its production facilities in Marib. Having shut down the government’s oil exports and rerouted trade to deprive it of customs fees, the sanction will further cripple the government’s finances. It is already having trouble purchasing sufficient fuel to keep the lights on – May saw an extension of rolling blackouts in Aden as a Saudi grant has expired without extension. Summer sees the highest demand for electricity, but a number of generators in the interim capital have already shut down due to the shortage.

Abstract:
As Secretary of State Antony Blinken prepares to visit Cairo on January 29-30, Egypt’s economy has been busy plummeting to new lows. Part of the blame can be laid on the twin shocks of the COVID-19 pandemic and the Ukraine war, which disproportionately affected the country due to its heavy reliance on threatened resources such as wheat and tourism revenue from Russia and Ukraine. Yet the bulk of its struggles can be attributed to Cairo’s broad economic mismanagement under President Abdul Fattah al-Sisi, which has included everything from currency manipulation to misplaced spending priorities, wasteful megaprojects, and undue state and military control over the economy. Since March 2022, Egypt’s currency has lost half its value and now stands at 30 pounds to the U.S. dollar—a drop spurred by the flight of dollars and the IMF’s requirement to adopt a flexible exchange rate. As a result, official inflation reached nearly 22% in December, fifteen points higher than it was at the end of 2021. Shortages are now frequent, and prices for basic goods have soared by nearly 40%. The rising cost of essential bread in particular will be difficult to maintain much longer. Meanwhile, the debt-to-GDP ratio has risen to 95%, with a record $100 billion in loan payments due over the next four years. Egypt’s 2022-23 budget allocates over 50% to debt servicing and loan repayments, and this sky-high figure will only increase further over time because the loans are dollar-denominated.

Abstract:
When the U.S. State Department issued its annual Country Reports on Human Rights Practices last week, the document’s assessment of Lebanon’s track record in 2022 stood out for its significant elisions. Although the comprehensive nature of these reports generally makes them a valuable tool for accountability, their diplomatically sensitive content is sometimes colored by an administration’s perceived exigencies regarding a given bilateral relationship. The fact that Lebanon’s report largely avoids some of the country’s more controversial human rights issues therefore seems more than coincidental. Whatever the case, the omissions are a missed opportunity for facilitating just the type of accountability Lebanon needs to pry itself out of its current morass.

9. Italy’s Pivot to the Indo-Pacific – Towards a Value-driven Foreign Policy?

Italy is stepping up its involvement in the Indo-Pacific, both in the economic and security realms. The cabinet led by Giorgia Meloni – a centre-right coalition often portrayed by commentators as right-wing and nationalist – is rebalancing Rome’s policy in the Far East by scaling down ties with Beijing and by effectively lending support to the United States and its Asian allies vis-à-vis an increasingly assertive and self-confident China. Moving away from previous centre-left governments that tended to prioritise commercial relations with Beijing, the conservative coalition in power since September 2022 has been fostering defence-related cooperation with Japan and India and chip-related cooperation and investments with Taiwan. Moreover – and remarkably for a country that has long been absent from Asian security – the Italian government has sent a patrol vessel to the South China Sea and plans to forward the country’s flagship aircraft carrier to the area to conduct joint exercises with the navies of Australia, Japan, the United Kingdom and the United States. The quantity and quality of initiatives being undertaken warrant the label of an Italian ‘pivot’ to the Indo-Pacific. By upgrading its presence in the region, Italy joins the other G7 nations in their efforts to uphold the rules-based order and dissuade Beijing from invading Taiwan. However, to consolidate the western anchorage of this pivot, the Meloni government needs to fully align its policy towards Beijing with that of the Euro-Atlantic allies – which includes deciding whether to continue to lend Italy’s official support to China’s Belt and Road Initiative or not.

10. How to make Indonesia’s sovereign wealth fund work

Abstract:
The Indonesian government has established a sovereign wealth fund: the Indonesia Investment Authority (INA). Unlike many other sovereign wealth funds that manage large national savings, INA seeks to attract foreign co-investors to help fund economic development. INA’s near-term role is to purchase assets from heavily-indebted infrastructure-related state enterprises to improve their financial health and allow them to carry out further development projects. INA’s corporate governance arrangements are reasonable on paper. Much will depend on implementation. INA has attracted interest from a variety of international financiers, including state-backed investors from the United States, Japan, United Arab Emirates, and China. Clarifying INA’s investment goals and strengthening external monitoring mechanisms could help attract greater interest.

China will likely experience a substantial long-term growth slowdown owing to demographic decline, the limits of capital-intensive growth, and a gradual deceleration in productivity growth. Even with continued broad policy success, our baseline projections suggest annual economic growth will slow to about 3% by 2030 and 2% by 2040, while averaging 2–3% overall from now until 2050. China would still become the world’s largest economy, but it would never enjoy a meaningful lead over the US and would remain far less prosperous and productive per person even by mid-century.

Abstract:
Russia’s military industry is a fundamental factor of its national power. The enterprises operating in its defense sector are largely state-owned. Consequently, Russia’s sizeable military corporations and their subsidiary organizations operate not on the principles of a competitive domestic market, which is one of the key foundations of technological progress, but their main goal is to pursue Moscow’s political interests and ensure the stability of the regime. Accordingly, along with military capabilities, having a powerful economic leverage in the form of energy resources, encourages Russia not only to pursue its own economic interests but also intimidate neighboring countries and extort their territories to satisfy its imperialist intentions. The responsibility of the defense industry in Moscow’s current governing model is exactly on what the Russian government itself has based its legitimacy - military modernization, restoring Russia’s strength and greatness. One of its ill-favored manifestations is the military aggression in Ukraine which is claiming the lives of thousands of innocent people. The unprecedented scale of sanctions imposed by the West will clearly affect Moscow’s defense capabilities but the only questions are - when and to what extent? Russian military production, on the one hand, helps the country to pursue an aggressive foreign policy and, on the other hand, arms exports are an important source of country’s budgetary revenues. At the same time, this allows it to exert political influence over the purchasing states. The collapse of the Russian attack on Ukraine may not only sacrifice the hegemonic goals of the latter but also lead to the loss of existing and potential customers of its military weapons. There is no doubt that Russia is experiencing colossal military losses as a result of the war and, at the same time, questions are being raised about the quality of its arms and heavy equipment. Until now, there has been a consensus that Russian armaments were a viable and affordable alternative to Western weapons, although this statement could also be another victim of the war. As a result of the sanctions, Russia faced not only financial but also technical problems. In addition to Western countries, Asia’s leading technology powers have restricted Russia’s access to critical components needed for military production. Existing restrictions apply to advanced technologies such as semiconductors, telecommunications equipment, software and encryption, microelectronics, aviation systems, oil extraction equipment and other manufacturing components. In this context, it is important to discuss the impact that economic sanctions may have on Russia’s military capabilities, its recovery prospects and its aggressive foreign policy in the future.

“Saudi Arabia and Pakistan are back on track,” declared ʿAli ʿAwadh ʿAsseri, a former Saudi ambassador to Pakistan, following Pakistani Prime Minister Imran Khan’s state visit to Riyadh in May 2021.[1] Khan’s visit ended a two-year diplomatic rift that had marred a close relationship spanning seven decades.[2] The Pakistani Prime Minister’s visit reopened vital channels of communication that had been shut for almost a year and signaled a “reset” in Saudi-Pakistani relations.[3] The rift between Pakistan and Saudi Arabia began in 2019 and peaked in 2020, while the year 2021 was marked by calls for a reset in their relations.[4] Saudi Arabia’s deepening ties with India remain at the heart of the Saudi-Pakistani split, and they are unlikely to change despite any presumptive diplomatic reset between Pakistan and Saudi Arabia. Saudi Arabia’s increasing engagement with India as a key energy client is just one aspect of a broader transformation the Kingdom is experiencing under Saudi Crown Prince Mohammed bin Salman.[5] At the same time, Pakistan is in a deep economic crisis and is looking for foreign investment in major infrastructure projects to generate employment in the country.[6] In 2021, Pakistan declared its intention to pursue a foreign policy guided by its focus on economic security over its geopolitical interests.[7] Therefore, the long-term prospects for the Saudi-Pakistani reset depends on Pakistan’s ability to accept Saudi Arabia’s more even-handed India-Pakistan policy and the Saudis’ willingness to invest in an economic partnership with Pakistan.

The West is not imposing coercive sanctions on Russia to stop its current aggression. No one seriously expects that the sanctions will cause President Putin to withdraw from Ukraine. NATO made clear before the war that its members will not defend Ukraine with military force. The European members have also, as expected, carved out exceptions to the sanctions regime for oil and gas so as not to impose too much pain on their own economies. Putin anticipated the general scope of the sanctions likely to be imposed on Russia and decided it was worth invading Ukraine anyways. While he may have been surprised by the extent of the sanctions and unity of NATO so far, this is not enough to alter his calculus. Indeed, he is doubling down on the original plan. He also knows that he has other weapons and forms of coercion against the West up his sleeve. Rather, we are seeing the birth of a possible Containment 2.0, a forced decoupling of Russia from the Western international economy. This is a long-term, not a short-term, strategy. The point is to undermine the Russian economy, stifle its technological progress, deny Russians a standard of living comparable to that of the West, and break support for the regime over time. In doing so, the West undermines Russia’s ability to compete militarily, aiming to forestall further Ukraines, and weakens Putin’s hand at home and abroad.

Ana María Otero-Cleves’s book manuscript examines how Colombian peasants, artisans, formerly enslaved people, bogas (river boatmen), market women, and small landholders became the largest consumers of foreign commodities between the mid-nineteenth century and early twentieth century (1850–1910). It is the first study to argue that the consumption of foreign goods was not solely, nor primarily, an upper-class phenomenon and that the tastes and demands of the country’s popular sectors changed nineteenth-century patterns of production abroad. The manuscript demonstrates that far from being indigenous, the material culture of broad sections of the country’s population was inextricably intertwined with global trends by the end of the nineteenth century. It shows that the appropriation of imported commodities by Colombian popular sectors was in great part due to foreign manufacturers’ willingness to alter or redesign their products to satisfy their demands. Thus, by following the preferences of the popular sectors for English textiles, American machetes, and French patent medicines, among many other foreign commodities, the book demonstrates how, in their capacity as free citizens, Latin American consumers became active agents in the construction of the nation’s marketplace as well as dynamic participants in the global circulation of modern commodities. By methodologically and narratively shifting from the periphery to the centre, the book offers an exciting and original perspective on global interconnectivity in the nineteenth century, where the taste of the popular sectors of apparently isolated countries, such as Colombia, played a key part. Historians, scholars, and students interested in the global history of consumption will find this seemingly marginal case study ideal for testing theories proposed by social scientists on global relationships and on the ability of “peripheral” subjects to transform global dynamics. By examining how popular consumers’ demands affected patterns of exchange and production in Europe and the United States, Otero-Cleves contests the presumption that Colombia’s global relationships in the nineteenth century were dictated solely by outsiders and, even more so, the country’s elites. Moreover, this case study forcefully challenges ongoing stereotypes about Latin America’s peripheral role in the world economy and its unquestionable “dependency” and, furthermore, the lack of agency in the marketplace of the popular classes. By showing how popular consumption was a key broker between political economy and citizenship in the mid-nineteenth century, the manuscript also engages with the burgeoning historiography on subaltern groups and popular politics in nineteenth-century Latin America. The manuscript shows how popular sectors participated in the market economy not only as part of the country’s labour force but as individuals engaged in the consumption and adoption of new needs and comforts; it also explores the extent to which their role as consumers shaped ideas and practices of citizenship in mid-nineteenth-century Colombia. The study not only suggests that citizenship was formed, contested, and recognised in fairs, streets, plazas, tiendas, and local markets but argues that men’s and women’s entry into the market economy and their pursuit of material betterment gave meaning to ideas of citizenship and fashioned practices of political recognition in the second half of the century.

18. North Korea’s Covid-19 Outbreak: An Opening for Engagement?

In January 2020, in response to the novel coronavirus, the Democratic People’s Republic of Korea (DPRK; North Korea) closed its borders and for the next two years claimed it had not experienced a single case of Covid-19. However, on 12 May 2022, North Korea disclosed a severe domestic outbreak and in the following weeks began reporting millions of cases of “fevers” and several deaths.[1] Pyongyang’s admission was initially interpreted as a veiled request for international assistance as the country is particularly vulnerable due to its zero per cent vaccination rate, inadequate healthcare system and chronic food insecurity. However, as with previous attempts during the height of the pandemic, offers of aid and vaccines from the Republic of Korea (ROK; South Korea), the US, international organisations (IOs) and multilateral initiatives like COVAX received no response; most likely due to suspicion of the aid being politicised.[2]

In normal economies, currencies weaken in times of difficulty, but something counter-intuitive happens in North Korea. Eun-lee Joung, a research fellow at Korea Institute for National Unification claims that the value of the North Korean won appreciated, and the market prices were remarkably stable although North Korea’s economy suffered its biggest contraction during the pandemic situation. Dr. Joung states that the partial lockdown of the border between North Korea and China, and North Korea’s various changes to deal with the sanctions including the substitution of imported goods with domestic goods may have contributed to the outcome. Meanwhile, she mentions that intensifying U.S.-China strategic competition and the possibility of a prolonged conflict between Russia and Ukraine could increase North Korea’s economic reliance on China and Russia which will impede the re-establishing relations between the two Koreas. However, as the cooperation between North Korea and China in tourism has increased up before the COVID-19 outbreak, Dr. Joung highlights that Pyongyang’s tourism industry is likely to expand, which is expected to stimulate non-governmental exchange and induce North Korea toward openness.

Through most of 2021, the armed Houthi movement appeared unstoppable. As their forces pushed relentlessly toward Marib city, the fall of the last government stronghold in the north began to seem inevitable. Rich in oil and gas, its loss would be a mortal blow to the spiraling economy and political legitimacy of the internationally recognized government. Along frontlines across the country, Houthi forces either held their ground or advanced, showing a cohesiveness, discipline and effectiveness unmatched by the motley array of armed groups opposing them. Houthi drones and ballistic missiles flew across the border into Saudi Arabia, and continued even in the face of retaliatory airstrikes, heightening the cost of conflict for the coalition. Houthi military efforts were buttressed by developments behind the frontlines and beyond Yemen’s borders. A significant threat to the movement emerged and vanished without the Houthis even having to respond. The group was designated a Foreign Terrorist Organization (FTO) in January 2021 as a swan song of the Trump administration in Washington, but the decision was rescinded less than a month later by newly inaugurated US President Joe Biden after the United Nations and aid organizations testified it would paralyze humanitarian operations. For Houthi leaders, it was an affirmation of their strategy of holding the wellbeing of the civilian population hostage, giving the international community the poisoned choice of abandoning people in need or propping up the Houthi state. The group has been able to marshal humanitarian assistance to underwrite economic activity in the areas it controls, helping to legitimate its rule and freeing up resources for its war effort. Houthi security forces have successfully suppressed dissent, and an ever-growing number of children and adults are indoctrinated into the group through the rewriting of school curricula and religious teachings at mosques. The economy remained relatively stable in Houthi-held areas, even as searing inflation took hold elsewhere in the country. Its apparent success has furthered the group’s zealotry and sense of impunity, both on display in September with the public executions of eight men and a minor in Sana’a. In sum, the Houthis’ theocratic state-building project continued to gain steam through 2021. A truce between the internationally recognized Yemeni government and the armed Houthi movement was extended on June 2 and has largely held, despite intermittent violence and unresolved issues from the original agreement. While the truce has succeeded in limiting violence and facilitated the reopening of Sana’a airport, negotiations over the besieged city of Taiz have devolved into recriminations, fueling concerns that the armed Houthi movement will renege on its commitment to reopen access to the city. UN-facilitated negotiations on lifting the blockade of major roads into the city continued into July. Yemen’s economic performance over the month of June was characterized by familiar patterns of fuel shortages and renewed depreciation of the rial in government-held territory. The slide was halted by news of a further US$400 million in pledged Saudi financial support, announced as Presidential Leadership Council head Rashad al-Alami visited Riyadh. Saudi Arabia and the UAE have announced billions of dollars in economic support since the PLC took over executive responsibilities in early April, though it is unclear how much has been delivered as Riyadh and Abu Dhabi are demanding institutional and governance reforms before allowing the Yemeni government to access most of these funds. Renewed fuel shortages in the south precipitated familiar scenes of long lines at petrol stations. Anger over price hikes and power outages during the height of summer, combined with a perceived failure of the government to implement timely economic reforms, sparked demonstrations in Aden and other areas of southern Yemen. The demonstrations overshadowed Al-Alami’s otherwise fruitful tour of regional capitals, where he secured promises of various forms of support from Egypt, Bahrain, Kuwait and Qatar.

Long-running tensions between the Islamist Islah party and UAE-backed groups in Shabwa erupted into open conflict in August, with the Giants Brigades and STC-aligned Shabwa Defense forces driving Islah-aligned military and security forces from the governorate. The expulsion of Islah from Shabwa and the STC’s subsequent takeover of much of neighboring Abyan governorate raised questions about the ability of the Presidential Leadership Council (PLC) to resolve tensions between anti-Houthi parties and the nature of any future peace deal. Despite being extended on August 2, the UN-brokered truce between the government and the Houthi movement saw its first major violation later in the month when Houthi forces attempted to take control of the last major government-controlled road out of Taiz city, prompting widespread international condemnation and the government’s withdrawal from UN-facilitated talks in Amman. Although the pledged Saudi-Emirati financial aid to the government remains stalled, the exchange rate in government-held territory has remained relatively stable, with the rial even appreciating somewhat following PLC head Rashad al-Alimi’s visits to Abu Dhabi and Riyadh in the middle of the month. Despite this, and news of the resumption of grain shipments from Ukraine under a UN-backed deal, issues remain around food price affordability and fuel availability.

Following four years of former President Donald Trump’s “America first” foreign policy, President Joe Biden is seeking to reorient the US approach to world affairs, placing much greater emphasis on international cooperation. This reorientation has already been evident in Biden’s decisions to return the United States to the Paris climate agreement, extend the New START arms control treaty with Russia, remain in the World Health Organization, reengage with the United Nations Human Rights Council, and commit to rejoining the Iran nuclear deal if Iran returns to complying with it. To what extent do Democratic, Republican, and Independent foreign policy professionals support Biden’s international agenda? The results of the 2020 Chicago Council on Global Affairs-University of Texas at Austin survey of more than 900 US executive branch officials, congressional staff, think tank scholars, university professors, journalists, and interest group representatives indicates there is substantial support among leaders of different political persuasions for a greater emphasis on cooperation and less reliance on coercion in foreign policy. However, this consensus also has a partisan tilt: Democrats and Independents are far more likely to agree on cooperative foreign policy approaches the United States should use, while Republicans are more comfortable with coercive measures. Taken together, these findings suggest that Biden should be able to attract strong support for his foreign policy from Democratic and Independent members of the foreign 2 policy community but will find it much more difficult to gain Republican backing for many of his international initiatives.

Abstract:
Southeast Asian countries that are within close proximity to China were immediately affected by the spread of COVID-19 virus. Paul D. Kenny, Professor at the Australian Catholic University discusses the role of populism in public health responses to the virus and the reciprocal effect of the pandemic on the fate of populists in the region focusing on the Philippines and Indonesian cases. He argues that while the two governments took different responses to the pandemic crisis, both measures led to similar results in terms of how it affected support for the government. While President Duterte responded aggressively towards the pandemic with the issuance of Proclamation 922, President Jokowi’s response was substantially less coercive than that of Duterte’s. Professor Kenny states that both countries, in their current state, have seen similar results — support for both presidents in their respective countries remain considerably high. Nonetheless, the author adds that the continuing decline in Philippines’ economy may hamper his efforts in securing presidency.

After Venezuelan President Hugo Chávez’s death in 2013, then-Vice President Nicolás Maduro succeeded the late socialist leader, consolidating power amid rampant economic mismanagement and increasing violence and deprivation. Venezuela’s authoritarian slide accelerated under Maduro’s rule. Electoral fraud, crackdowns on opposition figures, and human rights abuses hardened U.S. resolve to apply pressure to change Caracas’ policies. President Trump reportedly discussed using U.S. military force to oust Maduro in 2019 but pursued non-military regime change instead, increasing economic and diplomatic pressure in the false hope the Venezuelan leader would vacate his office. A surprise decision by the UAE-backed Joint Forces to withdraw from areas south of Hudaydah city and the surrounding governorate shook up the military situation on Yemen’s Red Sea coast.[1] The largest members of the Joint Forces are the Giants Brigade, Tariq Saleh’s National Resistance Forces and the Tihama Resistance. The withdrawal, which began on November 9, saw the Joint Forces move out 15,000 fighters and abandon frontlines in Hudaydah city, home to Yemen’s busiest port, as well as in Al-Durayhimi and Bayt al-Faqih districts, and from the majority of Al-Tuhayta district. The frontlines had been active but largely static since the December 2018 UN-sponsored Stockholm Agreement, which ended a Saudi-led coalition push to take Hudaydah city. The UN and the Yemeni government said they had no advance notice of the withdrawal,[2] and it appeared as though the Joint Forces’ own units were confused about how it would be carried out. The process was disorganized, with units disputing the order of withdrawal with one another. Houthi forces took advantage of this, shelling Joint Forces positions and causing dozens of casualties, according to local military sources. Hundreds of Joint Forces fighters were captured by Houthi forces. The Joint Forces withdrew to the south, establishing a new defensive line from the Al-Himah area, in southwestern Al-Tuhayat district, to Hays district, about 40 kilometers to the east. The official explanation from the Joint Forces was that the withdrawal corrected what it called the “mistake” of remaining in defensive positions while frontlines elsewhere in Yemen needed support.[3] In effect, the terms of the Stockholm Agreement prevented the Joint Forces from making any serious attempt to advance in Hudaydah since 2018.
