Cities are where sustainable development challenges like poverty and disaster risk are felt most acutely, particularly as the world’s population shifts to urban areas. But cities can also be incubators for the policies to address those challenges, and local leaders increasingly hold the keys to fostering inclusive growth and mitigating climate change. Fortunately, city leaders across the globe are rallying behind sustainable development in all its dimensions: environmental sustainability, economic opportunity, and social inclusion. Mayors and local leaders were instrumental in securing a dedicated goal on inclusive and sustainable cities in the United Nations’s 2030 Agenda and framework of 17 high-level Sustainable Development Goals (SDGs), signed by all member states at a historic summit last September. Since then, hundreds of local leaders have made commitments to support SDGs in their cities, forming new global networks and designing local implementation plans.

It may be difficult in the current political season to welcome news that international development agencies are paying more attention to the politics of reform when designing their assistance programs to poor countries. But we should be relieved that agencies like the World Bank, the UK’s Department for International Development, and our own US Agency for International Development are doing just that. For too long, aid programs operated with the convenient fiction that assistance work was purely technical. The premise of many programs was “simply transfer missing knowledge, skills, or cash to people in the foreign government or local organizations, and they could adopt policies and programs to promote growth and reduce poverty."

An estimated 1.5 billion people live on less than $1 per day—the majority of whom are women. The “the feminization of poverty,” the worldwide gap between women and men trapped in poverty, has grown during the past decade. As developing countries continue to urbanize, uneven access to public services prevents women from taking full advantage of the newly available economic opportunities. Despite women’s improved overall labor force participation, they often end up with lower paying, precarious jobs—often in the informal economy. In Pakistan for instance, three-quarters of women engaged in non-agriculture jobs work in the informal economy without laws or public policies to protect them. That’s an estimated 8.5 million domestic workers. Governments typically clamp down on informal establishments by shutting them down or simply ignore their existence. The lack of appropriate legal or regulatory systems further increases women’s vulnerability to exploitation through low wages or lack of employment protections. Women are seldom viewed as productive economic agents as they are outside the tax net.

Access to talent is central to London’s competitiveness. It is important that all companies can recruit the skills and experience they need to innovate and grow. Tier 2 of the UK’s visa system is the main economic route for skilled immigration from outside the European Economic Area (EEA), where the position cannot be filled by a UK/EEA national or is on the Shortage Occupation List. This report assesses the extent to which start-ups and SMEs, particularly those in the science and technology sectors, have difficulties in recruiting from outside the EEA through Tier 2. It finds that while some firms are undoubtedly facing challenges, the problem is not especially widespread across the science and technology sector as a whole. However, at least some employers are encountering difficulties with Tier 2 and a faster, better-supported, and simpler process would make a real difference to employers.

Increasingly, civil society actors engage in documentation and investigation processes, seeking to collect evidence against those responsible for serious human rights violations. The purpose of this Handbook is to provide guidelines and best practices for the collection and management of information on serious human rights situations for those that are not professionally trained in such documentation practices. While the Handbook strongly emphasizes the need to refrain from investigating human rights abuses and to refer to professionals, practice shows that this is not always possible. Only under such circumstances and as a last resort may civil society actors consider engaging in certain documentation practices and not in others, always seeking to include professionals when and where possible. They may however only do so by adhering to the ethical principles and documentation guidelines that are provided in this Handbook. These enable unofficial investigators to do no harm, identify security risks, preserve crime scenes, prevent the loss of evidence, and manage the information in manner that preserves confidentiality, security and probative value, with an eye to possible use in later redress processes and without jeopardizing the future work of professionally trained and officially appointed investigators.

The inaction of the UN Security Council with respect to the Syrian crisis has generated widespread aversion. Decision-makers and international humanitarian organizations have debated the particular aspects in which the Council has failed to take measures, such as the widespread abuses that civilians are suffering in the war and the prevailing impunity of the violators. International legal scholars have, however, debated whether the Security Council could be legally obliged to act in respect of a mass atrocity crisis. This represents a novel departure from the established idea that the Security Council has the right to act. Although this emerging position is controversial, it shows that the argumentation in connection to Security Council inaction is toughening up through increased resort to hard law. Many, but not all, of the advocates for imposing a duty to act on the Security Council refer to the Responsibility to Protect norm. But the exact measures that fall under the scope of the duty to act remain unclear and context-bound: there can be no specific elaboration of what the Security Council must do. The most concrete discussion has related to the limitation of the veto use of the five permanent members. Yet, the international debate does not shy away from discussing the legal consequences of Security Council inaction for the organ itself, or its member states. Until now, few scholars have sought to analyse if resort to law really can be beneficial to the overall goal of making the Security Council react to mass atrocity situations. This analysis therefore strives to discuss the elements of the debate and to answer the question ‘Can the law help?’ in remedying inaction. It will be posited that the law is no panacea when it comes to resolving when or by what means the Security Council should react when it comes to atrocity crimes. Its main value lies in building a decision-making environment in the Security Council which is open, explanatory and dialogue-based.

On October 9, the Tunisian National Dialogue Quartet was awarded the Nobel Peace Prize for its work shepherding a peaceful transition of power. This accolade highlighted Tunisia’s success creating compromise and building coalition, while avoiding much of the violence and authoritarian backsliding of its neighbors. What lessons can be learned from its example, and what challenges still await this fledgling democracy? POMEPS Briefing 27 “Tunisia’s Volatile Transition to Democracy” brings together 20 essential articles published by the Project on Middle East Political Science and the Monkey Cage that illuminate this small but important state’s internal politics and regional impact. The National Dialogue came at a pivotal moment for the nascent Tunisian democracy. As trust in its first democratically elected government waned, the nation had to navigate the resignation of the Troika government, without following Egypt’s path to anti-Islamist authoritarianism. The parliamentary and presidential elections of 2014 marked a democratic milestone as the centrist Nidaa Tunis took over from Islamist Ennahda, then — to the frustration of some members in both parties — brought it into a coalition government. The contrast between the fate of Islamists in Tunisia and Egypt on one hand and Turkey on the other is marked. However, despite these notable achievements, the Tunisian democracy has failed to represent a significant portion of the population and overall confidence in the democratic process is slipping. Many of the revolutionaries who initially participated in the uprisings remain disenchanted with their options for representation. Meanwhile, citizens in the interior continue to struggle with staggering levels of unemployment, as elites work the outdated system to their advantage. Though it was the main motivator for the revolution, the economic situation in the country has made little progress. Citizens must also balance their desire for personal freedoms with the need for security, and recent terror attacks have done little to assuage these concerns.

On April 14, 2015, a Japanese court ordered a halt to the government’s plan to restart the Takahama Nuclear Power Plant. The ruling cited safety fears, whereas the Japanese nuclear regulatory watchdog had given the opera on its consent. There are currently 48 commercial reactors in Japan, all of which remain offline a er the Fukushima nuclear accident in 2011. The Japanese government has been cri cized for its insistence on viewing nuclear energy as an important base‐load power source despite its official policy of reducing dependence on nuclear energy. But restar ng nuclear reactors—assuming that they meet the revised safety requirements—does not necessarily contradict that policy inasmuch as the transparency of the safety review process is guaranteed. Moreover, the issue is intertwined with broader concerns that extend beyond Japan’s borders, including U.S.‐Japan rela ons and the interna onal nonprolifera on regime. It is this interna onal context, o en overlooked in Japan and elsewhere, that makes it unrealis c and rather dangerous for Japan to immediately abandon nuclear energy altogether.

This study documents the various forms and measures of political and economic assistance provided by Saudi Arabia, the United Arab Emirates (UAE), and Qatar to Egypt and Tunisia since the upheavals of 2011. It also analyzes the impact Gulf donor countries had on political and economic development within Egypt and Tunisia, particularly with regard to democratization and inclusive socio­ economic change. Economically, efforts undertaken by the Gulf states were inten­ ded to stabilize the two countries, for example by helping them overcome budget de cits. While their business investments are not trickling down to the economi­ cally marginalized segments of society, some of the Gulf­funded development projects have been geared toward fueling more inclusive growth. Due to limited coordination between Arab and Western donor countries, however, there has thus far been little alignment of projects taking place in the same sectors. As a result, the potential for synergies between these projects has remained untapped. In po­ litical terms, as was expected, the Gulf states did not engage in efforts to promote more democratization. Indeed, in Egypt the assistance provided by Saudi Arabia and the UAE even contributed to a return to the pre­2011 order. For Germany and its partners to engage the Gulf states more intensively on governance matters and to create incentives, deeper knowledge is required about how political decisions are made in the Gulf. This is also essential for developing Germany’s much­needed general strategy toward the Gulf states, which is currently lacking. The Deauville Partnership is a useful forum for improving and increasing future coordination.

The security risks of post-Soviet Central Asia are pronounced and therefore pres- ent on the agendas of most international actors, including the US, Russia, and China. The EU is also concerned, although it has hitherto not been known for political success in the region, especially in terms of security. Contrary to a perception—fueled by Chinese propaganda during the 2008 Tibetan uprising that the Tibetan struggle is heading toward extremism—this study shows that the movement for Tibetan freedom has since the 1950s moved toward a tighter embrace of nonviolent resistance. The study traces this evolution, analyzing the central themes, purposes, challenges, strategies, tactics and impacts of three major Tibetan uprisings over the past six decades. Tibetans are now waging a quiet, slow-building nonviolent movement, centered on strengthening the Tibetan national and cultural fabric via what the author refers to as “transformative resistance.” This is happening in an immensely repressive political environment, which shows that there is a way to mobilize people power against even one of the most ruthless regimes in the world.

In June 2014, The Soufan Group (TSG) released its initial Foreign Fighters in Syria report, which identified approximately 12,000 foreign fighters from 81 countries. Nearly eighteen months later, despite sustained international effort to contain the Islamic State and stem the flow of militants traveling to Syria, the number of foreign fighters has more than doubled. Based on its own investigation, TSG has calculated that between 27,000 and 31,000 people have traveled to Syria and Iraq to join the Islamic State and other violent Salafist groups from at least 86 countries. This increase is evidence that efforts to contain the flow of foreign recruits to the Islamic State and other extremist groups in Syria have had limited impact.

The world’s urban population is projected to add 2.5 billion people by 2050, with nearly 90 percent of the increase concentrated in Asia and Africa. The provision of safe, clean drinking water in urban settings is a high priority for international development, and justifiably so. Drinking water that is protected from contamination improves health, education, and economic growth, yet roughly 150 million urban dwellers do not have access, with numbers on the rise. Fortunately, the problem has not gone unrecognized. An expansive body of work explores the causes of water market failures and the policy interventions national governments can use to mitigate them. This body of work, however, has paid less heed to local governments’ role in implementing those policies, a critical link in the chain of service provision.

As we approach this year’s deadline for achieving the UN’s Millennium Development Goals, the global development community is trying to decide how to make the new targets for 2030 more responsive and appropriate to local needs. An important piece of this debate concerns the role of local governments, and how local spending on public services such as health care and education could promote human welfare. A growing body of research explores this relationship, but so far the focus of most studies has been limited to spending by elected local governments, with the assumption that this type of local spending is the only type that matters. Yet many local entities responsible for service delivery in the developing world are not elected. Excluding resources provided directly by central government ministries or their local administrative arms ignores a rich and complicated story of how different levels of government interact to provide basic services.

Africa is on the move. Cities across the continent are continuing to grow, shrink, and transform in response to the demographic and economic pressures that drive urban migration. By conservative estimates, every hour Dar es Salaam, Tanzania is growing by 47 people; Kinshasa, DR Congo by 53 people; and Lagos, Nigeria by 58. Today about 40 percent of Africans are city dwellers, and that number will rise to nearly 60 percent by 2050 as sub-Saharan cities swell with 800 million new residents. This tremendous shift in where people live represents a major opportunity to guide development, but it also raises important questions. In places where land is scarce and expensive, how do urban migrants find a foothold? What opportunities or anchors do people use to establish themselves in the city? How do they buy or rent land for their own use and welfare? And what does this mean for governments?

Of the world’s 10.5 million refugees, just one-third reside in camps. This figure turns on its head the common perception that refugees live in rural camp settings and begs the question: where are the other seven million refugees? The short answer is that many refugees and displaced peoples make their way to cities or other communities in pursuit of better opportunities for employment and education, to join existing ethnic or familial social networks, and to gain some level of security not available to them in settlements. Readers love lists, especially city rankings. There are lists that rank the world’s leading cities of opportunity, the most sustainable cities, the bike-friendliest cities, the top shopping cities, and even the most competitive cities in the future. What they all share is an attempt to measure cities. But what defines a city? The answer isn’t as clear-cut as it seems. Every year, leading corporations fund the publication of an increasingly large number of benchmarking studies, which generate significant interest in the media. Even the UN has jumped on this bandwagon by adapting, for the first time, an urban goal within the Sustainable Development Goals framework. However, the basic question of what constitutes a city is often defined inconsistently across rankings. This could leave general-interest readers and policymakers, confused, or worse—misled.

The analytical paper “Institutional Development and Capacity Enhancement” sheds light on the major parameters of Russia’s political system and the specific characteristics of its electoral model. At the fundamental and operative levels it enables international experts to better comprehend Russia’s internal policy, electoral campaigns, and behavior of political actors and also to anticipate further political developments. Over the past three decades, states emerging from internal conflict have increasingly turned to national political dialogues (NPDs) to achieve durable peace and comprehensive political settlements. NPDs are inclusive and participatory mechanisms for political and social stakeholders to negotiate political transitions. NPDs take various forms because every state, conflict, and peace process involves a unique set of circumstances. NPDs may differ in their mandate, size, level of inclusiveness, and role(s) within a state’s broader political transition. Numerous states around the world have conducted NPDs in various forms, including: Guatemala, East Timor, Nepal, the Democratic Republic of the Congo, Niger, Mali, Kenya, Rwanda, Afghanistan, Iraq, and Yemen. Once parties to a conflict have made a commitment to peace, they often agree to resolve the outstanding issues of the political transition through a participatory dialogue process. The design and preparation of a NPD is the crucial first step to carrying out this process. Though the design of a state’s dialogue will differ according to the particular context of a particular state, the most successful dialogues share several key features and objectives, including a strong mandate with well-defined goals, inclusive and participatory processes that are jointly- owned by all major stakeholders, and public buy-in and acceptance of the dialogue process. The most effective way to ensure that a NPD fulfills these characteristics of a successful dialogue is through careful preparation and design. This Handbook explores the various aspects of planning for and carrying out a successful national political dialogue as part of a broader peace process and political settlement effort. Planning a NPD involves focusing on key elements and considerations for during the preparatory stages of a NPD, such as establishing dialogue guarantees, forming a preparatory committee, setting an agenda for discussions, selecting participants, establishing a governance structure, and engaging in public outreach. Conducting a NPD involves key elements of carrying out the dialogue discussions, including the structure of the talks and division of work, seeking support from international actors, managing dialogue logistics, administering internal governance structures, encouraging internal decision- making and consensus building, and finalizing outcomes and recommendations. The Handbook addresses each of these elements to help practitioners design and carry out a dialogue that can lead to the implementation of meaningful outcomes.

Abstract:
Working with a small-scale calibrated New-Keynesian model, Coibion and Gorodnichenko (2011) find that the reduction in trend inflation during Volcker's mandate was a key factor behind the Great Moderation. We revisit this finding with an estimated New-Keynesian model with trend inflation and no indexation based on Christiano, Eichenbaum and Evans (2005). First, our simulations confirm Coibion and Gorodnichenko's (2011) main finding. Second, we show that a trend inflation-immune Taylor rule based on economic theory can avoid indeterminacy even at high levels of trend inflation such as those observed in the 1970s.

Abstract:
We examine the role of firms’ government connections, defined by government intervention in CEO appointment and the status of state ownership, in determining the severity of financial constraints faced by Chinese firms. We demonstrate that government connections are associated with substantially less severe financial constraints (i.e., less reliance on internal cash flows to fund investment), and that the sensitivity of investment to internal cash flows is higher for firms that report greater obstacles to obtaining external funds. We also find that those large non-state firms with weak government connections, likely the engine for innovation in the coming years in China, are especially financially constrained, due perhaps to the formidable hold that their state rivals have on financial resources after the ‘grabbing-the-big-and-letting-go-the-small’ privatization program in China. Our empirical results suggest that government connections play an important role in explaining Chinese firms’ financing conditions, and provide further evidence on the nature of the misallocation of credit by China’s dominant state-owned banks.

Abstract:
We analyze the impact of bad-tail risks on managerial pay functions, especially the decision to pay managers in stock or in options. In contrast to conventional wisdom, we find that options are often a superior vehicle for limiting managerial incentives to take bad-tail risks while providing incentives to exert effort. Arrangements similar to collar options are able to incent the desired project choice in wider range of circumstances than call options or stock. However, information requirements appear high. We briefly explore alternatives with features similar to maluses and clawbacks, which are a bit like weakening the limited liability of managers.

Abstract:
This paper describes the stylized facts characterizing periods of exceptionally large capital inflows in a sample of 70 middle- and high-income countries over the last 35 years. We identify 155 episodes of large capital inflows and find that these events are typically accompanied by an economic boom and followed by a slump. Moreover, during episodes of large capital inflows capital and labor shift out of the manufacturing sector, especially if the inflows begin during a period of low international interest rates. However, accumulating reserves during the period in which capital inflows are unusually large appears to limit the extent of labor reallocation. Larger credit booms and capital inflows during the episodes we identify increase the probability of a sudden stop occurring during or immediately after the episode. In addition, the severity of the post-inflows recession is significantly related to the extent of labor reallocation during the boom, with a stronger shift of labor out of manufacturing during the inflows episode associated with a sharper contraction in the aftermath of the episode.

Abstract:
I document that the average productivity of firms tends to increase, and its variance to decrease, as they age. These two facts combined suggest that managers learn to reduce their mistakes as they operate. I develop a quantitative framework mimicking these dynamics and find that young firms have substantially higher financing costs due to lower and riskier returns. In this scenario, a reduction in the financial development of an economy raises disproportionately the cost of credit of young-productive firms increasing the input misallocation within this subgroup. To test the validity of the theory, I find that the data confirms some novel predictions on a series of firm-level moments. Finally, I show that introducing these two facts allows the model to better explain the relation between financial and economic development.

Abstract:
We assess the importance of economic fundamentals in the transmission of international shocks to financial markets in various emerging market economies (EMEs). Our analysis covers the so-called taper-tantrum episode of 2013 and six earlier episodes of severe EME-wide financial stress since the mid-1990s. Cross-country regressions lead us to the following results: (1) EMEs with relatively better economic fundamentals suffered less deterioration in financial markets during the 2013 taper-tantrum episode. (2) Differentiation among EMEs set in quite early and persisted throughout this episode. (3) Controlling for economic fundamentals, we also find that, during the taper tantrum, financial conditions deteriorated more in those EMEs that had earlier experienced larger private capital inflows and greater exchange rate appreciation. (4) For earlier episodes, we find little evidence of investor differentiation across EMEs being explained by differences in their relative vulnerabilities during EME crises of the 1990s and early 2000s. (5) That said, differentiation across EMEs based on fundamentals does not appear to be unique to the 2013 episode. Differences in economic fundamentals played a role in explaining the heterogeneous EME financial market responses during the global financial crisis of 2008, and the role of fundamentals appeared to progressively increase through the European crisis in 2011 and subsequently the 2013 taper tantrum.

Abstract:
To "ensure depth and liquidity," the European Central Bank in 2010 and 2011 repeatedly intervened in sovereign debt markets through its Securities Markets Programme. These purchases provide a unique natural experiment for testing the effects of large-scale asset purchases on risk premia arising from liquidity concerns. To explore how official intervention influences liquidity premia, we develop a search-based asset-pricing model. Consistent with our model's predictions, we find statistically and economically significant stock and flow effects on sovereign bonds' liquidity premia in response to official purchases.

In the years preceding the 2007-2009 financial crisis, forward-looking indicators of bank risk concentrated and suggested unusually low expectations of bank default. We assess whether the ex-ante (i.e. prior to the crisis) cross-sectional variability in bank characteristics is related to the ex-post (i.e. during the crisis) materialization of bank risk. Our tailor-made dataset crucially accounts for the different dimensions of realized bank risk including access to central bank liquidity during the crisis. We consistently find that less reliance on deposit funding, more aggressive credit growth, larger size and leverage were associated with larger levels of realized risk. The impact of these characteristics is particularly relevant for capturing the systemic dimensions of bank risk and tends to become stronger for the tail of the riskier banks. The majority of these characteristics also predicted bank risk as materialized before the financial crisis.

Abstract:
Relationships between firms and their foreign suppliers are the foundation of international trade, but data limitations and reliability concerns make studying such relationships challenging. We evaluate and enhance supplier information in U.S. import data and present new facts about importer-exporter relationships. Count of foreign exporters from U.S. import data tends to exceed those from source country data, especially from China. The pattern of U.S. imports from origin countries changes substantially by tracing trade back to the supplier's location instead. Related-party relationships trade more, while larger countries have more relationships.
