The buzz surrounding the so-called “Russian trace” in the U.S. elections, started by former presidential candidate from the Democratic party Hillary Clinton during her 2016 failed presidential campaign, continues to evolve. New accusations spring up, leading to new investigations. Started in mid-2016 by Clinton’s claims about the Russian hackers, who allegedly disclosed information contained on the Democratic Party National Committee servers, it increasingly targets the members of President Donald Trump’s inner circle, including some of his family members. Appointed to deal initially with a narrow set of issues, the Independent Prosecutor Robert Mueller, the former FBI Director, has to deal with the quickly expanding set of claims and accusations.

2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. The country’s biggest Orthodox Church – as measured by different criteria – remains the one aligned with Moscow.

May 5, Vyacheslav Volodin, the State Duma’s Speaker, paid a significant visit to Serbia for working negotiations with President-Elect Aleksandar Vučić, acting Prime Minister and Foreign Minister Ivica Dačić, President of the National Assembly Maja Gojkovic, Serbian Orthodox Church Patriarch Irinej and other officials. The parliamentary delegation’s trip came at a difficult time. Montenegro’s accession to NATO and internal political changes in Macedonia are reconfiguring the military and political landscape of the region. All the events are unfolding amid a massive information campaign mounted by the mass media and Western pundits capitalizing on the issue of Russian influence in the Balkans, with yet another information attack being launched on the day of Volodin’s visit. Moreover, Russia’s relations with Montenegro have reached their lowest point over the past year. In its turn, Serbia is completing the phase of consolidation of Vučić’s regime. The agenda includes the creation of a new government, which may require new parliamentary elections. It is noteworthy that the President-Elect, however, fails to command total popular support. At the same time, Vučić is singled out for allegations and fierce criticism for embracing Euro-Atlantic integration. When it comes to Russia’s assets and liabilities in the Balkans, Volodin’s stay in Serbia, therefore, was of particular importance.

If anything, the central tenet of the Hippocratic oath: first do no harm – Primum non nocere – is the first motto to be applied to today’s dialogue between Russia and NATO, a military and political organization. The dialogue essentially boiling down to interaction between Russia and the United States, the alliance’s leader, has offered fewer grounds for optimism over the years. Noticeably worse relations, whose downward spiraling trend is too serious a phenomenon to be even referred to as “the Cold War”, are degenerating into an agony. This is testified by some experts predicting an unavoidable military conflict and a real deterioration in the situation amid the Ukraine and Syria conflicts that Russia and NATO (the US) treat differently. For instance, Moscow officially suspended a deal with the US to prevent mid-air collisions over Syria in response to America’s attitude towards April’s deadly chemical attack in Syria’s Idlib province.

With the advance of globalization, the spread of new technologies and communication, diffusion of power to non-state actors, as well as the emergence of new forms of rivalry and statecraft, the concept of “gray zone” conflict has very recently produced substantial debates in the US and internationally. Most analysts do not view this phenomenon as entirely new, but they distinguish certain characteristics of gray zone and argue that it will progressively depict and challenge the international system in the near future. The gray zone form of conflict is usually defined by the presence of several crucial elements including rising revisionist states that seek to alter some aspect of the existing, status quo international order, incremental or gradual strategy often ambiguous, and unconventional tools, which are short of outright war. Actors using a gray zone method strive to achieve their goals while minimizing the scope and scale of actual fighting[3]. Russia’s actions in Eastern Europe are often described by the theorists of gray zone conflict as using multi-instrument strategies while employing direct action. China’s use of incremental approaches to produce a critical basis for its claims in the South China Sea also represents a prominent example of the gray zone conflict.

The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. Elections have been trivialized in Iran. They allow for the expression of diversity, in particular ethnical and denominational, of historical regional identities, and prove the growing professionalization of political life. Paradoxically, such professionalization withdraws the Republic away into the levels of family, parenthood, autochthony, and even neighborhoods or devotional sociability, which are all institutions that instill a feeling of proximity, solidarity, communion; close to the notion of asabiyat. As the saying goes, the Islamic Republic has become a « parentocracy » (tâyefehsâlâri). The country’s industrial development isn’t at odds with such ponderousness since it lies on a web of very small family businesses. The analysis of the 2016 legislative elections in four wards reveals how important the issue of property is in political life, indivisible as it is of the various particularistic consciences. The connections with notables are still there, revealing lines of continuity with the old regime as well as longstanding agrarian conflicts that have not been erased by the Revolution and that are being kept alive through contemporary elections.

For years, the Chinese have remained soft towards North Korea when it came to imposing sanctions on them for their nuclear and ballistic missile tests. The United Nations Security Council (UNSC) has prohibited Pyongyang from testing nuclear and ballistic missiles but yet Pyongyang has continued to do develop and conduct nuclear and ballistic missile tests. In February 2017, North Korea test fired a ballistic missile which was reported to be a modified version of their Musudan missile with range of 2500-4000km. In advanced economies around the world, population growth is slowing down and populations are growing older. Economic growth is also slowing, at least in part because of the slow growth of the labor force and of populations as a whole—despite immigration. Many empirical studies have found that gross domestic product (GDP) growth slows roughly one to one with declines in labor-force and population growth—a disquieting prospect for the United States and for advanced economies in Asia and Europe. If there are fewer workers to support a growing elderly population and worker productivity remains the same, either consumption must be reduced or labor supply increased—for example, through later retirement. By 2050, the projected slowdown in growth of the labor supply could lead to a drop in consumption of 25 percent in China, 9 percent in the United States, and 13 percent in other high-income countries. The situation could be improved, however, by a rise in labor-force productivity. In fact, standard growth models predict that slower population growth will lead to rising output and wages per worker. The underlying question is whether this higher output per worker will be sufficient to offset the rise in the number of dependents per worker as the population ages. To help answer this question, this article looks more closely at how economic activity varies by age, drawing on national transfer accounts, which measure how people at various ages produce, consume, and save resources. This analysis shows that GDP and national income growth will most certainly slow down as populations age, but the effect on individuals—as measured by per capita income and consumption—may be quite different.

In 1970, Chinese women were having an average of nearly six children each. Only nine years later, this gure had dropped to an average of 2.7 children per woman. This steep fertility decline was achieved before the Chinese government introduced the infamous one-child policy. Today, at 1.5 children per woman, the fertility rate in China is one of the lowest in the world. Such a low fertility level leads to extreme population aging— expansion of the proportion of the elderly in a population, with relatively few children to grow up and care for their aging parents and few workers to pay for social services or drive economic growth. China’s birth-control policies are now largely relaxed, but new programs are needed to provide healthcare and support for the growing elderly population and to encourage young people to have children. It will be increasingly di cult to fund such programs, however, as China’s unprecedented pace of economic growth inevitably slows down.

Several weeks after winning a plurality in Bulgaria’s late March parliamentary election, Prime Minister Boyko Borissov did something unprecedented: he brought the nationalist United Patriots (Obedineni Patrioti) into his coalition government. The United Patriots is an electoral alliance of three parties, the IMRO[2]-Bulgarian National Movement (VMRO-Bulgarsko Natsionalno Dvizhenie), the National Front for the Salvation of Bulgaria (Natzionalen Front za Spasenie na Bulgaria), and Attack (Attaka). Their inclusion in the coalition government has given rise to concern among Bulgaria’s NATO allies (and many Bulgarian themselves) about what the Bulgarian Socialist Party’s Korneliya Ninova called Mr. Borissov’s “floating majority, his unprincipled alliance”[3] (plavashti mnozinstva, bezprintsipni sŭyuzi). That concern is well placed for several reasons. Only a few years ago, even the nationalist IMRO-BND and NFSB excluded the radical Ataka[4] from their electoral alliance dubbed the “Patriotic Front” (Patriotichen front) because of Ataka’s positions on Russia and NATO. Even then, however, the Patriotic Front’s “nationalist profile” (natsionalisticheskiyat profil) was so far to Bulgaria’s political right to cause Mr. Borissov to exclude the Patriotic Front from his coalition government. He did so with the active encouragement of his center-right European People’s Party allies across the European Union. “Nothing against the PF, but unfortunately the things Valeri Simeonov [a PF leader, more about whom anon] proposes do not correspond to our Euro-Atlantic orientation,” said Mr. Borissov at the time.[5]

On January 29, 2016, Mexican President Enrique Peña Nieto signed a law changing the official name of Mexico’s capital region from Distrito Federal, or D.F., to Ciudad de Mexico. Beyond altering nearly two centuries of dialectical urban description—the region had been called D.F. since 1824 when Mexico’s first constitution was written—the adjustment grants Ciudad de Mexico a level of autonomous governance similar to the country’s other 31 states. The name change devolved power from Mexico’s federal government “to the citizens of Mexico City” and was presented with great public fanfare. Much of Ciudad de Mexico’s new constitution, which was signed in February 2017 and will become law in September 2018, was crowd-sourced from online petitions and community advocates. With articles enshrining green space and LGBT protections, the document has been hailed by liberal advocates as the most progressive in the Western Hemisphere.

Its current economic leverage with the North comes mostly from the importation of North Korean labor, which provides Pyongyang with a vital source of cash. China’s increased engagement in Central, Eastern, and South Eastern Europe has aroused concerns in Europe that China is pursuing a divisive strategy. Its primary goal, however, is to use the region as a gateway to Western Europe’s markets while including the EU in its own Eurasian integration project; in Beijing’s view, a robust regulatory EU is doubtless preferable to a fragmented Europe. China’s deepening involvement in the region could nevertheless increase economic divisions within the EU as whole. As a trade triangle emerges involving China, Germany, and the Visegrad states, the “German-Central European manufacturing core” potentially stands to gain at the expense of the EU’s Atlantic and southern European member states. Germany must address this risk with a triple strategy that balances national interest, EU cohesion, and engagement with China. This involves, first, working with the Visegrad Four, with other European countries, and with EU institutions to forge a deeper and more effective cooperation with China to enhance transport connectivity and economic modernization, particularly in the Western and Eastern Balkans. Second, Germany should increase pressure on China to open up the Chinese domestic market to ensure mutual access. And third, it should promote forward-looking European industrial policy centered on the digitalization of value and supply chains for Central, Eastern, and South Eastern Europe. This would allow Germany to prevent intra-European divisions from deepening, while taking advantage of its triangular relations with China and the countries of Central Europe and fostering mutually advantageous integration across Eurasia.

The South Caucasus continues to be critically important to Eurasian security. The outbreak of fighting in April 2016 between Armenia and Azerbaijan over the breakaway republic of Nagorno-Karabakh introduced new uncertainty and confrontation to the region. Russia’s policies here are crucial, as they are in the region’s other ethno-political conflicts, in Abkhazia and South Ossetia. Sergey Markedonov offers an insider’s perspective on the Kremlin’s involvement in the region, highlighting its security concerns and stressing that Russia is not taking a universal approach to all of the post-Soviet conflict zones. While the “Western” political and expert community often assumes that territorial revisionism is a kind of idée fixe within Russia, this is far from the case. Each situation demands an indi- vidual response from Moscow, as it weighs and pursues its own interests. This in turn explains the improbability of “Crimean situations” multiplying in the South Caucasus. The region undoubtedly harbors risks of confrontation – not only between Russia and the countries of the immediate region but also with such large powers as the US, the EU, Turkey, and Iran – but it also holds several opportunities for cooperation.

This was meant to be a Brexit election to strengthen the Prime Minister’s hand. The result was precisely the opposite. Her management of the Brexit process has become a long sequence of own goals: quit the customs union and single market; watch EU agencies relocate to the continent, including importantly for medicines and banking; banking jobs begin to relocate; science, research and academia see their interests harmed; the budget settlement prospect becomes a big new negative; the Irish border question threatens; immigration from the EU is already declining and various sectors from fruit-picking to the national health service are at risk. Moreover, the UK’s economic growth has slowed down and is now forecast to drop to 1% in 2018; the pound has lost 13% since the referendum; inflation is up; and consumer spending is down. The only solace available to Mrs May is that the Scots seem to be having second thoughts about independence. But this election was her biggest own goal yet. The credibility of her Brexit negotiation method is shattered. She thought the British people could be satisfied with slogans about “Brexit means Brexit”, or “getting the best deal for Britain”, and the now notorious “no deal is better than a bad deal”. Above all there was the failure to define and communicate a credible negotiation strategy. The Brexit White Paper of February 2017 contained serious contradictions, insisting that the UK should get ‘seamless’ market access while still leaving the customs union and the single market.

The task of finding a solution to the legal status of non-British EU citizens living in the UK after Brexit is exercising the best minds in the European Union at the moment. As the European Council (Art. 50) guidelines for Brexit negotiations rightly underline, “The United Kingdom's decision to leave the Union creates significant uncertainties that have the potential to cause disruption,…Citizens who have built their lives on the basis of rights flowing from the British membership of the EU face the prospect of losing those rights”. These guidelines also place special emphasis on the priority to ensure reciprocal guarantees in safeguarding the rights derived from EU law of EU and UK citizens and their families affected by Brexit, effective from the date of withdrawal. The latest idea floating in the media is that the UK should naturalise the non-British EU nationals living there (possibly numbering 3 million) as British citizens. This solution has been commonly called “giving them all passports”, but for an individual to qualify for a passport, s/he must hold the nationality of the state of issuance. Is this a serious policy option? It is certainly original and has the benefit of shifting the burden of dealing with this question back onto the UK – enlarge your population and keep good relations with your neighbours. But there are at least four challenging questions that deserve careful consideration.

A team of economists at CEPS was commissioned by the Policy Department on Economic and Scientific Policies for the Committee on Internal Market and Consumer Protection to assess the likely economic impact of Brexit on EU27, together with some scenarios for the terms of the UK’s secession. For the EU 27, the losses were found to be virtually insignificant, and hardly noticeable in the aggregate. For the UK, however, the losses could be highly significant, with various estimates running up to ten times greater as a share of GDP. Impacts on some member states – in particular Ireland – and some sectors in the EU27 could be more pronounced than the average for the EU27. 1545. Trump’s Paris Exit A blow to climate politics, but a boon to regional climate policy?

The withdrawal of the United States from the Paris Agreement represents a setback for global climate action. But the damage will be felt more in political and diplomatic terms than in terms of climate policy or reductions in greenhouse gas (GHG) emissions, which depend at least in the near term on domestic climate policies. The election of Donald Trump and the strong Republican majorities in both Houses of Congress that accompanied his election immediately dispelled any hope that the US would implement or maintain ambitious climate policies. Indeed, in the first months of his Presidency, Trump signed an executive order to review (and thus likely roll back) President Obama’s landmark climate policy – the Clean Power Plan. The latter initiative aimed to reduce power-sector emissions by 32% by 2030 through federal legislation. Other US climate policies, such as vehicle standards and methane regulations, are also destined for the axe. Taken collectively, these measures will make it very difficult for the country to meet its Paris pledge of reducing GHG emissions by 26-28% by 2025 compared to 2005, even if another personality occupies the White House by 2021. 1 Improving fundamentals for renewable energy may still allow the US to reach its 2020 target of a 17% reduction in emissions compared to 2005. But the difference between this target and the formal pledge made by the US in Paris is roughly equal to the annual emissions of the entire transport sector in the EU.

This paper argues that none of the secular trends that have driven down real interest rates over the past two decades is likely to reverse in the near future. Thus, real rates can be expected to remain low and government debt-servicing costs to decrease further over the coming years. Based on these findings, the authors calculate direct gains accruing to the Belgian government from lower net debt interest payments. The savings on interest payments are then contrasted with the projected future increases in age-related expenditures on pensions, education and long-term care. The findings indicate that, if savings on interest payments are channelled to cover the increases in age-related expenditures, they will fully offset financing needs in these areas until 2030. The calculations are robust to a moderate increase in interest rates.

The arrangement between the United States and Russia over southern Syria represents a test, both for the chances of jumpstarting a coordinated process between the world powers over a future settlement in Syria and for the relations between them on other contested issues. Israel was not mentioned in the context of the ceasefire arrangement, but it has scored several achievements. Nonetheless, Israel is likely to confront an attempt by President Assad to advance forces to southwest Syria and the Golan Heights. Abstract:
Senior officials within the Iranian regime have long been convinced that American administrations have striven to infiltrate Iran’s internal system and topple the Islamic regime, and this impression has been bolstered of late. For its part, even if the Trump administration has not presented a defined position on regime change in Iran, it undoubtedly has a clear interest in this regard. Yet the US administration has no concrete ability to bring about regime change in Iran in the desired direction – not by supporting internal opposition forces, and certainly not through military intervention. If the Iranian regime does change in the future, it will presumably result from internal processes and not external intervention.

The new government proposed by President Hassan Rouhani is the first significant evidence of his intentions, priorities, and limits of power. While forming his government, the President was forced to balance the opposing forces in the Iranian political system. The composition of the government reflects his wish to avoid open conflict with the religious establishment, led by Supreme Leader Ali Khamenei, and his intention to place the economic crisis at the top of his government's priorities, even at the expense of civic reforms. His decision to ignore calls for reforms and the failure to include women and minorities in the government have already sowed disappointment and drawn criticism from broad sections of the public that supported him in the last elections. However, public support depends to a large extent on actual policies and success in realizing promises, mainly in the area of the economy. Putting economic matters at the top of the agenda for his new government requires cooperation with other centers of power in Iran, above all, the Supreme Leader and the Revolutionary Guards. This means that with regard to foreign affairs and security issues no significant changes in Iranian policy are expected.

While North Korea’s recent nuclear tests significantly raised the level of fear in the United States, they were not a surprise. North Korea, long a nuclear state, is a dangerous nuclear proliferator that has shirked international commitments. Pyongyang issues highly aggressive rhetoric toward the United States and its regional neighbors on a regular basis; it flaunts its nuclear capability and threatens to use it, and tends to share nonconventional know-how and technologies. And herein lies a link to Tehran: as Iran also remains motivated in the nuclear realm despite the JCPOA, the direct implications of North Korea's activities for Iran's nuclear program must be under constant scrutiny. The indirect implications for dealing with Iran's nuclear motivation invoke the ability to rely on negotiations to stop a determined proliferator. The North Korean case of failed negotiations must be heeded when thinking about Iran.

The perspective of twelve years since Israel’s disengagement from the Gaza Strip and the northern West Bank confirms that this significant political and security-related event was a correct strategic decision. Regarding the West Bank, it appears that unilateral disengagement as a stand-alone event will not repeat itself. However, a political and security independent process with similar attributes could enable Israel to continue striving for a reality of two states for two peoples, based on a gradual, secure, and responsible end to Israel’s control over the Palestinian people. Efforts should be made to reach agreement with the Palestinians regarding interim measures throughout transitional stages. However, if it becomes clear that an agreement cannot be reached, measures should be implemented independently (regardless of Palestinian consent) aimed at improving Israel’s situation without impairing its security. These measures will need to be carried out in close coordination with the United States and in accordance with US-Israel understandings.

The crisis concerning the Temple Mount that erupted in July 2017 appears to have ebbed. Despite predictions to the contrary, the Middle East is not ablaze; peoples and leaders of the region remain preoccupied with other crises; and there is no third intifada at Israel’s doorstep. At the same time, the attack on the Temple Mount that left two Israeli policemen dead brought on serious additional consequences, including the murders in Halamish, the tension with Jordan, worsened relations between Israel’s Jewish population and its Arab sector, and further erosion of Israel’s vague sovereignty on the Temple Mount.

Jerusalem’s holy sites have a way of asserting strategic significance far beyond what their simple physical presence would suggest. Events in the aftermath of the shooting of two Israeli police officers on the Temple Mount highlight this truth. So it was with respect to the Kotel (Western Wall) a month earlier, albeit in a non- security context. Following the Israeli government’s decision to reverse course on an agreement with the liberal streams of Judaism and Diaspora representatives to establish a third section of the Kotel for egalitarian prayer, a crisis erupted that has called into question Israel’s very relationship with Diaspora communities, first and foremost the American Jewish community, which has been steadfast in its support of the US-Israel bilateral relationship. The sense of crisis was deepened further by a separate government decision to advance a law on conversion that could call into question the validity of conversions when Jews converted by Reform and Conservative rabbis overseas come to Israel.

The tension on the Temple Mount and the crisis between Israel and Jordan following the attack on a security guard at the Israeli embassy in Amman need more than ad hoc solutions that leave the basic situation unresolved and the strategic opportunities untapped. Israel would do well to seize the political and operational initiative before international and regional entities do, and propose, inter alia, an international meeting on steps that can prevent radical entities from violating freedom of worship and freedom of access to the Temple Mount, a site holy to both Judaism and Islam. The proposals on the Temple Mount issue relate to another key issue, namely, Israel’s response to key regional changes - the accelerated weakening of Arab political unity and the strengthening of the parties threatening the survival of the moderate Arab regimes.

The United Nations Office for Disaster Risk Reduction (UNISDR) estimates that in the past 20 years, approximately 1.3 million people were killed and approximately 4.5 billion were affected by natural disasters, including earthquakes. Yet the number of casualties caused by the earthquake in Haiti in 2010 varied sharply from the number of casualties caused by the earthquake in Christchurch, New Zealand in 2011. The earthquake in Haiti was of similar magnitude as the major quake in Christchurch, but the human toll was significantly higher: 185 people were killed in the Christchurch earthquake, versus an estimated number of more than 220,000 killed in Haiti. Clearly, then, it is not the magnitude of the disaster or natural hazard that determines its impact.

The first meeting between US President Donald Trump and Russian President Vladimir Putin since Trump entered the White House took place in Hamburg, during the G20 summit of July 7-8, 2017. Relations between the two powers have been marked by tension over disagreements on various areas of conflict around the world, and from the reports in the United States about alleged contacts between Trump and Russia during the presidential campaign and Russian cyber interference in the election process. Tensions rose further when US forces attacked pro-Assad coalition forces in Syria and when Russia opposed the condemnation of North Korea in the Security Council regarding Pyonyang’s long range missile program. Nonetheless, reports were that the meeting between the leaders, which lasted longer than planned, was constructive, though very few details about the conversation itself or any agreements reached were provided, other than an announcement on the agreement to impose a ceasefire in southwestern Syria and establish a de-escalation zone there.

The agenda alone of the G20 summit in Hamburg, Germany on July 7-8, 2017 was not sufficient to draw the world’s attention. Although the forum brings together the leaders of the world’s 19 leading economies and the European Union, representing two thirds of the global population and 80 percent of the global GDP, it generally draws little more than thousands of demonstrators protesting globalization. This summit, however, generated much interest as it provided the stage for personal meetings between leaders, some the first of their kind, such as between Presidents Trump and Putin. In addition, at the summit Trump had to confront the other 19 leaders directly on some trade issues and the Paris Agreement, and the summit itself took place while eyes were also directed eastward, starting just after North Korea successfully tested its first intercontinental ballistic missile.

Recent weeks have witnessed a change in the public position on the United Nations Interim Force in Lebanon (UNIFIL) among high ranking IDF personnel. Senior IDF officers have addressed Hezbollah’s military activity in Lebanon, regarding both the Iranian-supported production of weapon systems in Lebanon and open, provocative intelligence gathering along the Blue Line. Prominent in this context was an exchange between IDF Deputy Chief of the General Staff Major General Aviv Kochavi and UNIFIL Commander Major General Michael Beary on June 11, 2017 during the visit to Israel by US Ambassador to the UN Nikki Haley. It was reported that after Beary praised the quiet in his Area of Responsibility, and said that there was no need for a change in UNIFIL activity in the sector, Kochavi took issue with this statement, saying that the Lebanese army was preventing UNIFIL forces from entering built-up areas, thereby abetting the continuation of Hezbollah activity in populated terrain.

Events of recent weeks in both nearby and distant arenas have reshuffled the cards vis-à- vis the state of affairs in the Gaza Strip. The result has been the emergence of possible conditions for change – that is, if Israel takes effective advantage of them and leverages them through cooperation with Egypt and the Gulf states. Yahya Sinwar’s election as the leader of Hamas in the Gaza Strip was followed by Hamas’s issuing of a new policy document, and the decision of the pragmatic Sunni camp, led by Saudi Arabia and Egypt, to sever ties with Qatar and impose sanctions on it. In addition, Palestinian President Mahmoud Abbas decided to reduce the Palestinian Authority’s payments for fuel destined for the power station in the Gaza Strip (a measure that has exacerbated the electricity crisis in Gaza), and Sinwar and a Hamas delegation went to Egypt for meetings with senior Egyptian intelligence officials and long-time Abbas rival Mohammed Dahlan.

Spain faces its worst constitutional crisis since the failed 1981 coup d’état, driven by Brexit­ style populism A romantic framing of foreign crises where self-determination is involved is a common trap. When we think of the Holocaust our mind slips inexorably to dismal images of cattle cars stuffed with people, or to gas chambers, crematoria and the cruel irony of the “Arbeit Macht Frei” gate. But of the six million Jews killed during the Holocaust over a million were shot with rifles and other small arms. They were not killed in concentration camps, but were murdered in fields or forests and pitched into mass graves outside villages in Nazi-occupied Eastern Europe. Before Auschwitz, Sobibor or Treblinka, the Holocaust began with bullets. The same is true of most mass atrocities carried out since 1945. From the killing fields of Cambodia to the burnt villages of Darfur, most of the killing was done with rifles and other small arms. It is for this reason that there is an enduring connection between preventing atrocities and confronting the international arms trade. The AK-47, or Kalashnikov, is the most popular weapon in the world today, with an estimated 70 million currently in existence. Numerous countries manufacture local variants of the ubiquitous assault rifle and while a new Chinese-made AK-47 might cost you $500, you can easily purchase one in many former conflict zones for as cheap as $50. When I lived in Johannesburg during the mid-1990s, leftover AK-47s from the civil war in Mozambique were still making their way through the townships and some entrepreneurial gangs were even renting out their AK-47s to other aspiring criminals at an hourly rate.

Papua New Guinea entered its 2017 National Election after a tumultuous period in the country's politics and economy, and there remains much uncertainty about the election process, with significant implications for the country's future. In the last ten years key political, bureaucratic, and regulatory institutions have struggled and in some cases, failed. These struggles have been more profound under the O'Neill government despite some tangible advances in the country's ambitious Vision 2050 roadmap. There is a widespread desire across the country for robust and independent institutions to ensure economic gains are transparently and sustainably managed. The ultimate question for many voters in the 2017 general elections was not who would form the next government, but who would be the most credible leader. [3] With elections now over, and the O'Neill government returning for a second term, what does Papua New Guinea expect of the new government and those in power? This analysis attempts to address how key trends in PNG's politics will impact upon both the bureaucracy and regulatory environment. It will identify some of the key actors and how they are likely to change. It will discuss current political trends, their impact on the regulatory and legislative environments and how likely they are to continue in the future. Finally, it assesses the prospects of continuing dysfunction in PNG politics, the further marginalisation and deterioration of the bureaucracy, and how this destructive course might be avoided.

Concerns about personal security have been prominent in Papua New Guinea for many years. Personal security figures regularly in travel advisories issued by foreign governments. International news coverage of Papua New Guinea is often about violence or crime, reinforcing the country's reputation as a dangerous and lawless place. A visitor to Port Moresby, the sprawling national capital, sees evidence of this in the elaborate security arrangements that shape the urban landscape. Drivers of insecurity in this young nation are complex and multidimensional, stemming from the legacies of a recent colonial past, along with the ongoing challenges of state consolidation and the uneven effects of economic globalisation. The main security threats are non-traditional, including urban crime, gender-based violence, corruption, arms trafficking, border protection, resource poaching, climate change, natural disasters, and transnational crime. Although some view China's growing presence as a potential threat, its activities in Papua New Guinea have been largely confined to diplomacy, development assistance and investment. Prime Minister Peter O'Neill has acknowledged the absence of any "distinct conventional external threat", while PNG's National Security Policy recognises the developmental and political character of the country's security challenges.

Climate, topography, population, culture, economics, and finance all conspire to raise significant barriers to providing economic and social infrastructure critical to Papua New Guinea's future development. Compared to developed economies, the physical stock of infrastructure assets in Papua New Guinea is insufficient to deliver the economic and social services needed to drive faster economic growth and improve human development. It faces significant choices as a result that may also be influenced by the public infrastructure requirements of foreign direct investment in export oriented extractive resource sectors. A lack of effective national infrastructure planning and funding constrain PNG's economy and its ability to improve the lives of its citizens through provision of these infrastructure services. This paper briefly reviews several key infrastructure sectors - telecommunications, transport, energy, and urban water - to provide snapshots of their status, identify challenges, and where possible make relevant international comparisons. It also looks at ways to improve the delivery of relevant economic infrastructure: (i) effective planning and prioritisation; (ii) funding strategies for infrastructure investment; (iii) funding of ongoing infrastructure operations; and (iv) consideration of infrastructure life cycle issues. In addition, in the future effective economic regulation of PNG commercialised infrastructure services will help ensure that consumers benefit from these services. The Independent Consumer and Competition Commission will therefore have an increasingly important role to play.

Until recently, visitors making their way to the immigration checkpoint at Jacksons International Airport in Port Moresby were greeted with a sign exclaiming, "Welcome to Papua New Guinea: The land of the unexpected". In a nation that is so self-aware of its unpredictability, forecasting future scenarios is like staring into a crystal ball. Quality data is scarce and incomplete, trends are difficult to establish and validate, and prognostications on PNG's future are often dogmatic and politicised. Over the past 42 years Papua New Guinea has defied many of the most negative projections for its future, and navigated a huge number of 'crossroad' situations. Even before 1975, some were arguing that independence would be an unmitigated disaster, and the risk of Papua New Guinea becoming a failed state is a question that has permeated its short history. It is a question that is now being asked more frequently. On one view, Papua New Guinea has managed to "muddle through", largely on the strength of its peoples' resilience in the face of adversity. However, this resilience may be dwindling, and rather than "muddling through", Papua New Guinea may instead be on a "muddling down" trajectory. Its politicians, on the other hand, claim that the country's prospects have never been better. In a nation with so many development challenges and such porous data, it is difficult to identify future scenarios, let alone determine which is most likely. How does one define a failed state in Papua New Guinea, where most of the nation is not dependent on a properly functioning state? Without accurate data, how can one track trends in human development over decades? Should the focus be placed on the country as a whole, or on urban areas, on rural areas, or areas critical for economic development? How can new technological advancements be appropriately accounted for? Drawing on the papers in this series, five variables from each of the sectors addressed in the papers have been identified as critical influences on PNG's development over the next ten years and beyond. From these variables, three potential scenarios emerge, with the most likely scenario that Papua New Guinea will continue to 'muddle through' as it has in the past, failing to meet many expectations of development but defying the country's many detractors, and avoiding state failure.

On many indicators, Papua New Guinea's rapid population growth is outpacing development progress. Service delivery across the country is in decline. Growing urbanisation is increasing the burden on service providers as people who move from rural areas generally lose access to their customary land and become less self-sufficient. More than 40 per cent of the population is under the age of 14. The resulting youth bulge is outstripping very limited formal sector employment opportunities. The needs of the private sector are evolving, and skills development is critical. New immigrant groups are moving in to Papua New Guinea and taking over small and medium businesses that have typically been run by locals, adding further societal and employment pressures. This paper will chart these trends in Papua New Guinea, and the impact they will have on political stability, policymaking and development. It will look at trends in service delivery, employment, and skills development. It will look at the role of new immigrants in Papua New Guinea and future workforce capacity, and assess the government's capacity to deal with these challenges.

The new O'Neill government faces a rapidly changing external environment as it struggles to manage a significant domestic economic downturn and unprecedented pressures on the national budget. Australia remains Papua New Guinea's closest foreign partner; by far its largest bilateral aid partner, trading partner and foreign investor, but its influence is diminishing as that of other actors is growing. China is an increasingly important player - as a trade partner, investor in infrastructure and source of foreign loans, as well as in the small to medium business sector. Relations with other Asian nations are expanding. Large foreign companies are exerting more influence on government policy than most nation state development and trade partners of Papua New Guinea can hope to exercise. These relationships are likely to come into sharper focus over the next year, as the PNG government prepares to host APEC in 2018. It is not clear that the new PNG government has the capacity to pursue the national interest abroad while it is preoccupied with a complex set of challenges at home.

President Trump’s retreat on climate change put China ‘in the driver’s seat’. But to really demonstrate leadership, China needs to green its overseas investments. President Trump’s announced withdrawal from the Paris Agreement shone a light on China’s efforts to fight climate change, which are as much about economics and technology as environmental responsibility. Longer-term technological and economic change may lead China to eventually show greater diplomatic ambition on climate. China cannot assume an international leadership position on climate until it deepens its domestic energy transition and greens its overseas investments.

Under President Obama the bilateral relationship between the United States and Vietnam flourished. Despite some misgivings about the future direction of US policy in the region under President Trump, Hanoi is working hard to ensure that the relationship continues to expand. With the key elements of President Trump’s Southeast Asia policy still unclear, the president’s visit to the region comes at a critical moment. This is especially the case for Vietnam whose bilateral relationship with its former adversary, the United States, developed significantly under the Obama administration. While Hanoi was disappointed with President Trump’s abandonment of the Trans-Pacific Partnership, there are strong signs that the relationship will continue along a positive trajectory.

Donald Trump has put US policy in East Asia on autopilot. But that could leave the United States far off course — and in a crisis, Trump will be required to fly the plane. Despite President Donald Trump’s promise to adopt an America First foreign policy, US policies in East Asia — on issues from trade, to diplomatic engagement, to the North Korean nuclear crisis — now more closely resemble those of Trump’s predecessors than his campaign vision. There are few advisers around President Trump with the necessary expertise, experience, and inclination to implement an America First foreign policy in Asia. Most principals hold conventional Republican views, and lead institutions that have advanced conventional policies. As a result, US policy in East Asia is on autopilot. The greatest risks are not a deliberate crash, but that of a crisis, in which the autopilot will disengage and President Trump will be required to fly the plane; or that the United States will drift far off course before a qualified pilot can retake control.

Summits are glitzy events that bring together the highest level of officials – the heads of state and government. These occasions naturally attract the interest of both the media and the public, raise expectations, increase tensions, create drama and heighten the rhetoric – but sometimes they end in disappointment. And this is exactly what the EU would like to avoid in the upcoming 5th Eastern Partnership (EaP) summit, which will bring together most of the leaders of the EU and its Eastern partners – namely Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine – on November 24th in Brussels. The summit will be essentially a stocktaking exercise in which its principals reflect on the difficulties that the Partnership has encountered and the reforms it has undertaken to meet and mitigate the growing challenges. But more importantly, in the midst of the political hyperbole, the summit will aim to chart a pragmatic way forward to bring about tangible and positive results for citizens in a host of sectors ranging from energy efficiency and transport to youth employment and SMEs.

This research note reports the results of a pilot questionnaire on priorities in terrorism and counterterrorism, which was completed by seventy-five security-sector professionals from more than fifty countries who attended the Program on Terrorism and Security Studies (PTSS) at the George C. Marshall European Center for Security Studies (GCMC) in Garmisch-Partenkirchen, Germany, from July to August, 2017. The results reveal that these practitioners consider terrorism to be one of the most serious threats to stability in their countries. Participants were especially concerned with jihadist terrorism and were more or less equally concerned with lone actors versus foreign fighters. The majority identified online versus offline methods as most important to terrorist recruitment, however this difference of opinion was not large. Looking to the future, they viewed hacking/cyber attacks by terrorists as particularly likely. In terms of counter-terrorism (CT), intelligence agencies were seen as playing the lead role, while cooperation between domestic CT agencies was seen as the biggest challenge. In contrast to this, terrorist use of encrypted communications was seen as least challenging. Participants were evenly split in their views on political negotiations with terrorists, but displayed a comparatively high degree of optimism about the prospects of deradicalization. Nevertheless, they also appeared to hold a government-centric view of CT, seeing relatively little role for civil society and non-governmental organizations. Border control was viewed as the capability most in need of further development.

The gap between the richest and the rest in Indonesia has grown faster in the past two decades than in any other country in South-East Asia. The four richest men in Indonesia now have more wealth than the poorest 100 million people. Inequality is slowing down poverty reduction, dampening economic growth and threatening social cohesion. President Jokowi has made fighting inequality his administration's top priority for 2017. This report shows how he could achieve this by enforcing a living wage for all workers, increasing spending on public services, and making big corporations and rich individuals pay their fair share of tax.
