During an October 29, 2017 session of the Consultative Assembly (the parliament), he emphasized that Iran will not hesitate to build, produce and store any weapon of any kind it needs to defend itself. Like many of his predecessors, President Trump has come to office pledging to solve the decades-long Palestinian-Israeli conflict. In this paper, two veteran U.S. peace negotiators point out the repeated failure of past efforts to reach "all-or-nothing" solutions to this conflict, urge the president not to seek a comprehensive settlement, and instead recommend an approach based on reaching an understanding with Israel on steps that could, preserve the potential for a two-state outcome in the future; blunt the delegitimization movement against Israel; and give the administration leverage to use with the Palestinians, other Arabs, and Europeans. The South Caucasus continues to be critically important to Eurasian security. The outbreak of fighting in April 2016 between Armenia and Azerbaijan over the breakaway republic of Nagorno-Karabakh introduced new uncertainty and confrontation to the region. Russia’s policies here are crucial, as they are in the region’s other ethno-political conflicts, in Abkhazia and South Ossetia. Sergey Markedonov offers an insider’s perspective on the Kremlin’s involvement in the region, highlighting its security concerns and stressing that Russia is not taking a universal approach to all of the post-Soviet conflict zones. While the “Western” political and expert community often assumes that territorial revisionism is a kind of idée fixe within Russia, this is far from the case. Each situation demands an indi- vidual response from Moscow, as it weighs and pursues its own interests. This in turn explains the improbability of “Crimean situations” multiplying in the South Caucasus. The region undoubtedly harbors risks of confrontation – not only between Russia and the countries of the immediate region but also with such large powers as the US, the EU, Turkey, and Iran – but it also holds several opportunities for cooperation.

The arrangement between the United States and Russia over southern Syria represents a test, both for the chances of jumpstarting a coordinated process between the world powers over a future settlement in Syria and for the relations between them on other contested issues. Israel was not mentioned in the context of the ceasefire arrangement, but it has scored several achievements. Nonetheless, Israel is likely to confront an attempt by President Assad to advance forces to southwest Syria and the Golan Heights. The new government proposed by President Hassan Rouhani is the first significant evidence of his intentions, priorities, and limits of power. While forming his government, the President was forced to balance the opposing forces in the Iranian political system. The composition of the government reflects his wish to avoid open conflict with the religious establishment, led by Supreme Leader Ali Khamenei, and his intention to place the economic crisis at the top of his government's priorities, even at the expense of civic reforms. His decision to ignore calls for reforms and the failure to include women and minorities in the government have already sowed disappointment and drawn criticism from broad sections of the public that supported him in the last elections. However, public support depends to a large extent on actual policies and success in realizing promises, mainly in the area of the economy. Putting economic matters at the top of the agenda for his new government requires cooperation with other centers of power in Iran, above all, the Supreme Leader and the Revolutionary Guards. This means that with regard to foreign affairs and security issues no significant changes in Iranian policy are expected.

While North Korea’s recent nuclear tests significantly raised the level of fear in the United States, they were not a surprise. North Korea, long a nuclear state, is a dangerous nuclear proliferator that has shirked international commitments. Pyongyang issues highly aggressive rhetoric toward the United States and its regional neighbors on a regular basis; it flaunts its nuclear capability and threatens to use it, and tends to share nonconventional know-how and technologies. And herein lies a link to Tehran: as Iran also remains motivated in the nuclear realm despite the JCPOA, the direct implications of North Korea's activities for Iran's nuclear program must be under constant scrutiny. The indirect implications for dealing with Iran's nuclear motivation invoke the ability to rely on negotiations to stop a determined proliferator. The North Korean case of failed negotiations must be heeded when thinking about Iran.

The perspective of twelve years since Israel’s disengagement from the Gaza Strip and the northern West Bank confirms that this significant political and security-related event was a correct strategic decision. Regarding the West Bank, it appears that unilateral disengagement as a stand-alone event will not repeat itself. However, a political and security independent process with similar attributes could enable Israel to continue striving for a reality of two states for two peoples, based on a gradual, secure, and responsible end to Israel’s control over the Palestinian people. Efforts should be made to reach agreement with the Palestinians regarding interim measures throughout transitional stages. However, if it becomes clear that an agreement cannot be reached, measures should be implemented independently (regardless of Palestinian consent) aimed at improving Israel’s situation without impairing its security. These measures will need to be carried out in close coordination with the United States and in accordance with US-Israel understandings.

Jerusalem’s holy sites have a way of asserting strategic significance far beyond what their simple physical presence would suggest. Events in the aftermath of the shooting of two Israeli police officers on the Temple Mount highlight this truth. So it was with respect to the Kotel (Western Wall) a month earlier, albeit in a non- security context. Following the Israeli government’s decision to reverse course on an agreement with the liberal streams of Judaism and Diaspora representatives to establish a third section of the Kotel for egalitarian prayer, a crisis erupted that has called into question Israel’s very relationship with Diaspora communities, first and foremost the American Jewish community, which has been steadfast in its support of the US-Israel bilateral relationship. The sense of crisis was deepened further by a separate government decision to advance a law on conversion that could call into question the validity of conversions when Jews converted by Reform and Conservative rabbis overseas come to Israel.

The tension on the Temple Mount and the crisis between Israel and Jordan following the attack on a security guard at the Israeli embassy in Amman need more than ad hoc solutions that leave the basic situation unresolved and the strategic opportunities untapped. Israel would do well to seize the political and operational initiative before international and regional entities do, and propose, inter alia, an international meeting on steps that can prevent radical entities from violating freedom of worship and freedom of access to the Temple Mount, a site holy to both Judaism and Islam. The proposals on the Temple Mount issue relate to another key issue, namely, Israel’s response to key regional changes - the accelerated weakening of Arab political unity and the strengthening of the parties threatening the survival of the moderate Arab regimes.

The agenda alone of the G20 summit in Hamburg, Germany on July 7-8, 2017 was not sufficient to draw the world’s attention. Although the forum brings together the leaders of the world’s 19 leading economies and the European Union, representing two thirds of the global population and 80 percent of the global GDP, it generally draws little more than thousands of demonstrators protesting globalization. This summit, however, generated much interest as it provided the stage for personal meetings between leaders, some the first of their kind, such as between Presidents Trump and Putin. In addition, at the summit Trump had to confront the other 19 leaders directly on some trade issues and the Paris Agreement, and the summit itself took place while eyes were also directed eastward, starting just after North Korea successfully tested its first intercontinental ballistic missile.

Events of recent weeks in both nearby and distant arenas have reshuffled the cards vis-à- vis the state of affairs in the Gaza Strip. The result has been the emergence of possible conditions for change – that is, if Israel takes effective advantage of them and leverages them through cooperation with Egypt and the Gulf states. Yahya Sinwar’s election as the leader of Hamas in the Gaza Strip was followed by Hamas’s issuing of a new policy document, and the decision of the pragmatic Sunni camp, led by Saudi Arabia and Egypt, to sever ties with Qatar and impose sanctions on it. In addition, Palestinian President Mahmoud Abbas decided to reduce the Palestinian Authority’s payments for fuel destined for the power station in the Gaza Strip (a measure that has exacerbated the electricity crisis in Gaza), and Sinwar and a Hamas delegation went to Egypt for meetings with senior Egyptian intelligence officials and long-time Abbas rival Mohammed Dahlan.

IN EARLY 2017, Iraqi security forces (ISF) are likely to liberate Mosul from Islamic State control. But given the dramatic comebacks staged by the Islamic State and its predecessors in the city in 2004, 2007, and 2014, one can justifiably ask what will stop IS or a similar movement from lying low, regenerating, and wiping away the costly gains of the current war. This paper aims to fill an important gap in the literature on Mosul, the capital of Ninawa province, by looking closely at the underexplored issue of security arrangements for the city after its liberation, in particular how security forces should be structured and controlled to prevent an IS recurrence. Though “big picture” political deals over Mosul’s future may ultimately be decisive, the first priority of the Iraqi-international coalition is to secure Mosul. As John Paul Vann, a U.S. military advisor in Vietnam, noted decades ago: “Security may be ten percent of the problem, or it may be ninety percent, but whichever it is, it’s the first ten percent or the first ninety percent. Without security, nothing else we do will last.”

The II National Action Plan for the implementation of Resolution 1325, currently being prepared by the Spanish Government, should build on lessons learnt and include specific measures and best practices if it aims to achieve any advancement in the women, peace and security agenda. Nine years after the approval of the I National Action Plan for the implementation of Resolution 1325 –and mainly driven by its participation, as a non-permanent member, in the United Nations Security Council during the 2015-16 biennium–, the Spanish Government has marked the women, peace and security agenda as a priority, undertaking to draft a II National Action Plan. The number of challenges outstanding, almost 16 years after the approval of Resolution 1325, calls for a global commitment that is sustained over time and for actions and measures in field operations supported by sufficient funding (the most serious and persistent impediment for implementation of Resolution 1325). The alliance with local organisations and agents, mainly women’s organisations, has proved to be the most efficient way to promote and ensure a significant participation by women in the prevention of conflicts and in peace-building. Only a Plan based on such premises will effectively contribute towards the implementation of Resolution 1325.

Late in the evening of July 15, a faction of the Turkish army blocked key bridges into Istanbul and occupied several locations throughout the country. The attempted coup failed before morning, but its consequences will reverberate far into the future. The government’s response was immediate and harsh: mass arrests and a purge of not only the military, but also civil servants, judges, academics, and political opponents. President Recep Tayyip Erdogan condemned cleric Fethullah Gulen as the chief conspirator and demanded his extradition from self-imposed exile in the United States. Meanwhile, some opponents of Erdogan suggest that the government orchestrated the attempt as a “false flag” operation to consolidate power and crackdown on dissidents. Turkey is not new to coups, but looking at previous conflicts and the political science literature on coups can tell us why this failed attempt is unique and what its repercussions will be in Turkey and the broader Middle East. This essay examines the discourse on Palestine/Israel in the 2016 U.S. presidential campaign, charting the impact of the Palestine rights movement on the domestic U.S. policy debate. Policy analyst, author, and long-time activist Phyllis Bennis notes the sea change within the Democratic Party evident in the unprecedented debate on the issue outside traditionally liberal Zionist boundaries. The final Democratic platform was as pro-Israel and anti-Palestinian as any in history, but the process of getting there was revolutionary in no small part, Bennis argues, due to the grassroots campaign of veteran U.S. senator Bernie Sanders. Bennis also discusses the Republican platform on Israel/Palestine, outlining the positions of the final three Republican contenders. Although she is clear about the current weakness of the broad antiwar movement in the United States, Bennis celebrates its Palestinian rights component and its focus on education and BDS to challenge the general public’s “ignorance” on Israel/ Palestine.

What was initially seen as another strike of the wave of democratization known as the “Arab Spring” has now become an extremely complicated multi-level regional conflict, where authorities in Damascus, estranged from the Western countries, are fighting against several groups, including ISIS1. At the start of 1917, rumours reached London that something was stirring in Petrograd (now St. Petersburg). As a result, the concerned Prime Minister, David Lloyd George, urgently dispatched Lord Milner, a diplomat of some repute, to the Russian capital. His Lordship visited the Tsar and spoke to ministers and members of the Duma, who informed him that enemies of the state were spreading groundless yarns. Sadly, being a creature of his class, Milner believed that only the elites mattered so he neglected to consult any of the general public. Thus, cocooned in his bubble, the peer reported to London that there was nothing the government could not handle and no need to expect no major changes. However, the same British travelling party also included Lloyd George’s private secretary Philip Kerr. A little more clued in, Kerr walked the streets and interviewed the plain folk. Armed with their predictions, he sent a telegram to Downing Street which asserted that Russia was on the verge of an unstoppable revolution. As it happens, the man who stepped out of the comfort zone was right because Nikolai II was shorn of his crown before the British delegation made it home. We know this story because many years later the ‘Welsh Wizard,’ Lloyd George, revealed the details to Ivan Maisky, the Soviet ambassador to London. And almost a hundred years later, it is a salutary lesson in the dangers of the establishment refusing to acknowledge ordinary people’s concerns when evaluating the causes of political upheaval.

The Germany-Poland-Russia Trialogue Workshop held at the DGAP in December 2015 focused on security. It brought together a group of Russian, Pol- ish, and German experts to discuss their respective national security discourses and the security situation in Europe more generally. The three short papers includ- ed here provide brief analyses of how the security situation is currently perceived in each of the three countries. From the German side, the answer was the refugee crisis. Polish experts pointed to the threat posed by Russia, while the Russian speakers described their worries about color revolutions and regime change in the post-Soviet sphere. Certainly, perceptions of security threats differ greatly among EU member states, to say nothing of the difference between Russia and the EU as a whole. Only real understanding of our counterparts can help in forging a new modus vivendi and overcoming the dangerous situation in which Europe currently nds itself. The Germany-Poland-Russia Trialogues aim to forge better understand- ing of “the other side” through presentations and opportunities for discussion, offering crucial rst steps toward overcoming misperceptions and stereotypes. In June 2014, The Soufan Group (TSG) released its initial Foreign Fighters in Syria report, which identified approximately 12,000 foreign fighters from 81 countries. Nearly eighteen months later, despite sustained international effort to contain the Islamic State and stem the flow of militants traveling to Syria, the number of foreign fighters has more than doubled. Based on its own investigation, TSG has calculated that between 27,000 and 31,000 people have traveled to Syria and Iraq to join the Islamic State and other violent Salafist groups from at least 86 countries. This increase is evidence that efforts to contain the flow of foreign recruits to the Islamic State and other extremist groups in Syria have had limited impact.

On April 14, 2015, a Japanese court ordered a halt to the government’s plan to restart the Takahama Nuclear Power Plant. The ruling cited safety fears, whereas the Japanese nuclear regulatory watchdog had given the opera on its consent. There are currently 48 commercial reactors in Japan, all of which remain offline a er the Fukushima nuclear accident in 2011. The Japanese government has been cri cized for its insistence on viewing nuclear energy as an important base‐load power source despite its official policy of reducing dependence on nuclear energy. But restar ng nuclear reactors—assuming that they meet the revised safety requirements—does not necessarily contradict that policy inasmuch as the transparency of the safety review process is guaranteed. Moreover, the issue is intertwined with broader concerns that extend beyond Japan’s borders, including U.S.‐Japan rela ons and the interna onal nonprolifera on regime. It is this interna onal context, o en overlooked in Japan and elsewhere, that makes it unrealis c and rather dangerous for Japan to immediately abandon nuclear energy altogether.

The security risks of post-Soviet Central Asia are pronounced and therefore pres- ent on the agendas of most international actors, including the US, Russia, and China. The EU is also concerned, although it has hitherto not been known for political success in the region, especially in terms of security. Indeed, the EU’s approach to the region – oriented toward transformation, liberalization, and de- mocratization – has been largely labeled a failure, with minimal impact and prog- ress.
