“2022 will be the year of European defence”.[1] These were the words of European Council President Charles Michel in October 2021. When he gave his speech at the Charlemagne Prize Award Ceremony in Aachen, no one expected that his statement would materialise in the way it did. Yes, headway was to be expected with the adoption of the Strategic Compass and European countries demonstrating commitment to investing more in defence cooperation. Although there is still a world of difference between ambitions and reality, the degree of progress accomplished in the past twelve months was not foreseen.

Among state actors, Rome has actually been a pioneer in the field, boasting a long tradition that started in 1964 when Italy became the third country, after the Soviet Union and the United States, to send a nationally manufactured satellite into orbit.[1] From an industrial standpoint, Italy is among the few countries whose companies cover the whole space value chain.[2] In Europe, Rome is ranked second for total number of assets in orbit and is currently the third contributor to the European Space Agency (ESA).[3] An Italian astronaut, Samantha Cristoforetti, has recently become the first European woman to take command of the International Space Station (ISS).[4]

Abstract:
The recent proliferation of crypto assets and other digital currencies is rapidly transforming the financial industry and the very concept of money. In response to these developments, many central banks are considering the possibility of introducing a central bank digital currency (CBDC), to be used as an alternative to cash. These trends have led to a lively debate on the role that a new sovereign digital currency could play in the monetary system. Some claim that the creation of a CBDC looks like a solution in search of problem because the private sector is already responding to the needs of faster and cheaper payment services.[1] The opposite view is that, if nothing is done, central banks could eventually lose the capacity to conduct monetary policy, to preserve financial stability and to ensure the proper functioning of the payment system. While the European Central Bank (ECB) has yet to make a final decision, in July 2021 it announced the start of a two-year “investigation phase” on the possible introduction of a euro CBDC, in which the views of prospective users and of those who will distribute the new currency will be sought.

Rather than being mere “productive environments”, localities embedded in infrastructure are distinctive living places in which communities of people live and establish a greater part of their daily social relationships. As a result, infrastructure represents the backbone of citizenship rights and strongly affect territorial inequalities. Infrastructure is chiefly understood in physical terms as reticulated systems of highways, pipes, wires or cables. This physical reductionism is by no means sufficient to encompass the multiple facets of the concept or to make sense of the many ways infrastructure affects socio-political inequalities. Knowledge infrastructure, for instance, may indicate robust networks of people, equipment and institutions that generate, share and maintain specific knowledge about the human and natural worlds. Infrastructure furthermore refers to the interplay between information technologies, transportation and other intermodal transport devices. All of these kinds of infrastructure affect inequalities in different ways.

In this Commentary, Yang Gyu Kim, Executive Director at the East Asia Institute (EAI), identifies the Russia-Ukraine war as a case of deterrence failure from the U.S. and the North Atlantic Treaty Organization (NATO)’s perspective. He points out weakened U.S. feasibility of military and political punishments against Russia’s Fait Accompli Strategy as the cause behind the escalation of the crisis. In the late 1980s and early 1990s, the idea of a ‘common European home’ inspired many different political leaders. This idea has now crumbled amid Russia’s brutal invasion of Ukraine. Historians will long debate what went wrong. For now, the West will have little choice but to inhabit a continental security context based on deterrence rather than romantic visions and shared identities. But Western governments should also not give up on the more flexible, accepting approach to European security and integration that animated the 1990s. The EU granting candidate status to Ukraine last June was a landmark event. But the EU cannot have an effective strategy for Ukraine without also having a strategy for Russia. Even with the continent afflicted by war, the aspiration of a common European home must not be discarded. This CEPS Explainer evaluates the principal lessons of the Ukraine War for European security and outlines a pathway to putting the continent back on the road towards a more inclusive order.

Europe is in the midst of a profound and complex energy crisis. This is not limited to the gas sector as a result of Russia’s invasion of Ukraine but involves all energy sources. French nuclear generation, for example, has fallen to a thirty-year low over the past year due to maintenance works and corrosion.[1] Due to extreme heat over summer, unprecedented drought has reduced hydropower generation as well as the possibility to import coal by river.[2] Oil has not been immune to turbulences either. The EU embargo on Russian crude oil finally began on 5 December 2022, coupled with a price cap at 60 US dollars/barrel generating uncertainty over future supply and prices. In February 2023, the second step of the embargo, on refined products, will kick in, with diesel potentially becoming the next chapter of the European energy crisis.[3]

In the name of national security, Captain Ibrahim Traoré took control of the country on 30 September, deposing Paul-Henri Damiba, who had come to power through his own coup in January. Insecurity and the inability of the political class to deal with the jihadist threat are among the determining factors that led to two coups in such a short time. The coups unfolded in a context marked by competition between the European Union (EU) – initially led by France, the traditional European hegemon in the region – and Russia for influence in the Sahel.

The Russian invasion of Ukraine on 24 February 2022 has renewed momentum on the long-standing debate on EU defence, convincing many that the time for concrete steps to meet this ambition – the building of a united European defence grounded in its own strategic and technological autonomy – has finally come. Talks have been ongoing for some 68 years – that is, since the French parliament sunk the European Defence Community project back in 1954. The manifest broadening of public consensus for the idea of European defence is not enough. Thorough technical assessments will be needed to identify priorities and strike an acceptable balance between reducing duplications, optimising expenses and the inevitable transfer of some elements of strategic and operational “sovereignty” in the military domain.

14. The De-Globalisation of Oil: Risks and Implications from the Politicisation of Energy Markets

The EU’s announced ban on Russian oil imports is a strong political measure that will heavily impact international energy markets, restricting the supply of 4.1 million barrels per day (mbd) of oil and derivates to a market which is a net importer of 10.72 mbd.[1] The EU’s ban, which is due to fully come into effect between December 2022 and February 2023, combined with the US’s previous ban of 600 thousand barrels a day (tbd), means that 4.7 mbd of Russian oil and derivatives are being removed from these high oil consuming markets (35.9 mbd in total). If we add the 1.3 mbd of oil that Iran has stopped producing due to US sanctions reintroduced in 2018, we reach a volume of 6 mbd of oil that is restricted or out of the market due to political decisions. The Russian invasion of Ukraine and the unprecedented sanctions and oil ban imposed on Moscow, combined with the previous oil sanctions against Iran, are fast advancing a new geopolitical reality: the de-globalisation of the international oil market.

In January 2020, in response to the novel coronavirus, the Democratic People’s Republic of Korea (DPRK; North Korea) closed its borders and for the next two years claimed it had not experienced a single case of Covid-19. However, on 12 May 2022, North Korea disclosed a severe domestic outbreak and in the following weeks began reporting millions of cases of “fevers” and several deaths.[1] Pyongyang’s admission was initially interpreted as a veiled request for international assistance as the country is particularly vulnerable due to its zero per cent vaccination rate, inadequate healthcare system and chronic food insecurity. However, as with previous attempts during the height of the pandemic, offers of aid and vaccines from the Republic of Korea (ROK; South Korea), the US, international organisations (IOs) and multilateral initiatives like COVAX received no response; most likely due to suspicion of the aid being politicised.[2]

A few weeks ago, Montenegro—a NATO member—was hit with a cyber attack that targeted government servers. Montenegro’s outgoing Prime Minister, Dritan Abazovic, initially hedged about potential responsibility for the attack, stating on August 26: “We do not have clear information about the organizers… Security sector authorities couldn’t confirm that there is an individual, a group, a state behind [the attack].” Nevertheless, later that same day officials from Montenegro’s national intelligence agency attributed the attack to Russia. They also implied that the attack was related to Montenegro’s support for Ukraine and push for membership in the European Union. Yet, the extent of Russian involvement in the cyber attack remains ambiguous, which poses significant political and strategic challenges.

BCSP researchers Maja Bjeloš and Luka Šterić analyzed how media in Serbia reported about Chinese, Russian and EU help during the pandemics. Because the pandemic was used as a framework for an excessive pro-Chinese campaign, the research examines how pro-Chinese narratives in mainstream media during the pandemic were used to position China, displacing Russia as Serbia’s main non-Western partner, while simultaneously propelling the anti-EU narrative of incompetence and hypocrisy. The analysis was carried out for the period between 1 March 2020 and 31 March 2021 and focused on two key events – media coverage of the first shipments of medical supplies to Serbia and media reporting of the supply of vaccines. Media monitoring included data collection using social listening software from the online portals of most-watched televisions (TV Happy, TV Prva), the most visited news portals (Blic, Kurir, Politika, B92 and Nova.rs), and the most circulated online portals of tabloids (Informer and Alo). Chinese medical aid to Serbia during the COVID-19 pandemic attracted unprecedented foreign media attention and much speculation about a shift in Serbia’s foreign policy. Many foreign and domestic policy experts have interpreted the enthusiastic acceptance of Chinese aid by Serbian politicians as a departure from Serbia’s proclaimed accession to the European Union. Since Serbia did not greet Russian assistance with the same enthusiasm, this sparked speculation that Serbia is replacing Russia with China as its preferred eastern partner. In Serbian media, the narrative of a ‘brotherhood’ has long been reserved for describing relations between Serbia and Russia. Serbia’s ruling political elite voluntarily promoted President Putin and Russia in the mainstream media to increase political support among pro-Russian votes and at the same time exaggerating Russia’s influence in Serbia as a bargaining chip with the West over its political goals. Due to the silent crisis of relations with Moscow, Belgrade officials saw the partnership with China as a stronger card to play ahead of the 2020 elections to convince voters that the government was capable of dealing with the COVID-19 crisis, as well as acquiring a new ally in the East to leverage in the West. Consequently, China emerged as a ‘savior of Serbs in trouble’ during the pandemic overshadowing roles of both Russia and the EU.

In societies devastated by the pandemic, the EU needs to leave its conventional tool-box behind and urgently speed up the Europeanisation of its neighbours in Southeast Europe. The coronavirus pandemic has deepened the vulnerabilities affecting Western Balkan countries and exposed the weakness of their state institutions, especially in the health sector and social protection. At the same time, related to the limited effectiveness of the EU enlargement process over the past years, the progress of reforms has stagnated and some countries have even experienced concerning regressions in the rule of law. The outbreak of the coronavirus crisis has meanwhile increased the presence of other geopolitical players in the region, mainly in the context of competition over vaccinations, not only of China but also of Russia and the United Arab Emirates. Awareness is growing that the EU and the West is not the only available partner. As other powers not known for their democratic practices use or misuse the Western Balkans to promote their interests, the vision of a free, democratic and truly European Balkans is no longer self-evident.

The transfer of the international political reality to a new multi-polar prism makes geopolitics, as one of the directions of interdisciplinary education, more important in the current situation. The development of digital and scientific technologies has moved the phenomenon of the balance of power to a new stage and for a number of states and intergovernmental organizations, the term geopolitics has become the flagship of security strategy, cultural domination and democratic processes. In terms of the new “geopolitical commission,” the action plan of Ursula von der Leyen rests on two main principles – Europe’s climate and digital transition (European Parliament, 2020). Therefore, in the conditions of a war of values, geopolitics and digitalization, technological development has become a super-important component that the European Union is attempting to bring to the forefront as it wrestles with the world’s foremost states (China, India, Russia, Turkey). As the EU’s top diplomat, Josep Borrell, stated, Europe must not become a playground for other great powers and it must take the role of a geopolitical leader in the world (Barigazzi, 2019). It must also be pointed out that the geopolitical nature of Europe also envisages the development and gradual expansion of its neighborhood policy. That said, the associated partners within the Eastern Partnership (EaP) format (Moldova, Georgia, Ukraine) have bigger ambitions and goals than the development of the Deep and Comprehensive Free Trade Area (DCFTA) and the full implementation of the Association Agreement (AA) (European Commission, 2019).

Crisis management forms an integral part of the expanding toolbox with which the European Union (EU) reacts to external crises. This FIIA analysis aims at understanding the strategic approach of the EU to crisis management as it develops from the interplay between growing institutional infrastructure and member states’ reactions to crises and conflicts in their neighbourhood. In particular, this analysis investigates the creation of objectives for Common Security and Defence Policy (CSDP) interventions. Drawing on a series of expert interviews, the article challenges a tradition in European studies of analysing EU strategy based on strategic documents alone. Instead, it explores the strategic approach as it has been developed, practised and interpreted by practitioners working in the CSDP framework. The research argues that the development of the EU’s approach is characterized by experimentalism and emergence, which are enabled by repetitive processes of intergovernmentalism and institutional learning in the framework. At the same time, discrepancies in the Integrated Approach and decision- making are found to limit the capabilities of the EU as a strategic actor. Finally, three trends are argued to curtail the EU approach to crisis management at present: a decreasing level of ambition, squeezing between other instruments for foreign and security policy, and a rhetorical shift from external to internal security.

European history has on several occasions been confronted with a “Polish question”. It did not always end well, especially for Poland. This time around, the issue that has placed the Polish government led by the populist Law and Justice party (PiS), the institutions of the EU and most of its member states at loggerheads is unlikely to end in bloodshed, but it nevertheless remains dangerous. The Commission and the European Court of Justice (ECJ) have established that recent reforms to the Polish judiciary undermine the independence of the courts and the principle of a separation of powers; among them the creation of a disciplinary body under political control that can censure Polish judges. The Polish Supreme Court, conversely, has responded that such ruling is incompatible with the country’s constitution. What makes the question particularly complicated is that it is tri-dimensional.

On June 3, 2021, Columbia University’s Center on Global Energy Policy (CGEP) and the Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs), in cooperation with the European Climate Foundation (ECF) and the European Union (EU) Delegation to the US, cohosted a private virtual roundtable focusing on energy security issues during a period of heightened action on climate goals. This document summarizes the June 3 roundtable, which was conducted on a not-for-attribution basis. Participants in the roundtable included just over 50 senior corporate executives, civil society representatives, academic and think tank experts, energy analysts, and government officials from the European Union and United States. In June 2021, President Joe Biden traveled to Europe, his first overseas trip since his inauguration as president, and he met with European heads of state and government in the context of a British-hosted G7 meeting, a North Atlantic Treaty Organization (NATO) Summit, and a US-EU Summit.[1] The journey signaled a concerted effort by the United States and the European Union to rebuild bilateral relations, which were battered during the Trump administration. Protecting the global climate and accelerating the transition to clean energy are objectives that unify top leaders on both sides of the Atlantic today. The European Union has a legislated mandate of climate neutrality by the year 2050 and is implementing its comprehensive European Green Deal and elaborating a corresponding legal and regulatory framework for an enhanced 2030 target. In the United States, the Biden administration reentered the Paris climate agreement and announced plans to reach net-zero emissions by midcentury, though climate protection still faces significant political challenges in the US Congress and in certain states. If the European Union and the United States proceed as these plans indicate, their energy systems face a period of accelerating, unprecedented, and sustained change—new technologies, new supply chains, new business models, and new interdependencies between economic sectors.

While the EU had initially engaged with North Korea through a conciliatory approach, its stance against the authoritarian state has been more critical, manifest in its policy of ‘critical engagement.’ In this commentary, Ramon Pacheco Pardo, Professor of International Relations at King's College London and the KF-VUB Korea Chair at the Brussels School of Governance, claims that the EU, among key players, cannot remain idle amid the growing security dilemma on the Korean Peninsula fueled by mutual hostility. The author claims that the EU should adopt a more proactive approach in order to accommodate reconciliation between the two Koreas and address the issue of denuclearization. The author adds that the EU's role in dealing with issues on the Korean peninsula is irreplaceable, given its experience and technical expertise. The EU’s first Asia strategy had called for the EU to become involved in addressing the North Korean nuclear issue, establishing diplomatic relations with the country. However, at the onset of the second nuclear crisis and further acceleration of North Korea’s missile and nuclear weapons program, the EU responded by ramping up pressure. A global multilateral rules-based order, supported by a pro-active and interventionist United States, is gradually being replaced by a more fragmented world, in which geopolitics and geo-economics are becoming the dominant factors and universal rules, norms, and values are increasingly questioned. For the EU such developments are particularly challenging, as it has long perceived itself as a post-Westphalian soft power, mainly projecting its norms and values in its relations with both its direct neighbors and the world at large. A more isolationist US, a more assertive Russia, and the growing global influence of China have raised questions about the EU’s place and role in the world, which become even more pertinent after Brexit. Wednesday’s Summit of EU and Western Balkans leaders was long-anticipated following the efforts aimed at reviving the EU enlargement process. The Summit was originally planned to be organized in Zagreb, under the Croatian EU presidency, however, due to the coronavirus pandemic, it was held as a videoconference. Nevertheless, the fact that the Summit was realized despite the current global situation, even on the scheduled date, demonstrates that the Western Balkan region represents a priority for Croatia as well as the rest of the EU, and that the EU genuinely wants to revitalize the enlargement process. It was expected that the Summit in Zagreb would follow up on the positive developments in the past months, those being the positive decision of the European Council on opening the accession negotiations with Albania and North Macedonia, and the adoption of a new enlargement methodology (i.e. set of rules leading the accession process). However, the Summit’s agenda was naturally influenced by the current COVID-19 pandemic and the central topic was eventually the assistance provided by the EU to the Western Balkan countries and a larger plan for their economic recovery.

49. EU Council Commentary: No progress in MFF and recovery fund

On Friday, EU leaders met online to discuss the newest proposal by the European Commission on the future MFF and Next Generation EU recovery fund. As expected, the meeting was devoted to a mere assessment of Member States’ starting negotiation positions, meaning no significant progress has been made. The leaders only agreed to finalize the negotiations as soon as possible, targeting at mid-July during the German presidency. The introduction of Next Generation EU fund rewrote the dividing lines in the EU manifesting during the previous MFF negotiations. Some groupings, such as Frugal Four remain more or less intact, whereas the group of “Friends of Cohesion” disintegrated into several blocks, which makes the negotiations less lucid. Southern Europe supports the new Commission proposals; Czech Republic, Hungary and several Baltic State express reservations. Nevertheless, the good news is that no country vetoed the Commissions proposal and there is a good chance to reach an agreement. Whether this will happen before the summer break remains to be seen. The member states positions are now far away from each other, and the leaders will have to manifest good negotiation skills in order to conclude the negotiations within one month.

Christian Kvorning Lassen from EUROPEUM Institute for European Policy together with Jan Kovář from Institute of International Relations Prague wrote a commentary "Czechia: This Covid-19 environment is not conducive to external solidarity" for the EPIN Report publication, concerned with EU external solidarity at the time of Covid-19. EU member states have been discussing how to collectively deal with the socioeconomic repercussions of the Covid-19 pandemic. As major debates continue to take place about internal solidarity, the question arises how the EU and its member states wish to support third countries, outside the EU, in tackling their health and economic emergencies. On the one and, the EU wishes to become a geopolitical power, which requires that the Union and its member states step up their role and support on the global scene. On the other hand, there are signs of ‘coronationalism’ with some national political parties questioning EU external aid at a time when member states themselves are struggling. Based on expert contributions from a representative cross-section of thirteen member states, this report delves into the question of whether and how external solidarity has been part of the political or public debates in Covid-struck Europe. It finds that, for now, neither ‘coronationalist’ nor geopolitical ambitions dominate the relatively little politicized debates about international cooperation and development aid.
