Abstract:
Under President Obama the bilateral relationship between the United States and Vietnam flourished. Despite some misgivings about the future direction of US policy in the region under President Trump, Hanoi is working hard to ensure that the relationship continues to expand. With the key elements of President Trump’s Southeast Asia policy still unclear, the president’s visit to the region comes at a critical moment. This is especially the case for Vietnam whose bilateral relationship with its former adversary, the United States, developed significantly under the Obama administration. While Hanoi was disappointed with President Trump’s abandonment of the Trans-Pacific Partnership, there are strong signs that the relationship will continue along a positive trajectory.

2002. Autopilot: East Asia Policy Under Trump

Donald Trump has put US policy in East Asia on autopilot. But that could leave the United States far off course — and in a crisis, Trump will be required to fly the plane. Despite President Donald Trump’s promise to adopt an America First foreign policy, US policies in East Asia — on issues from trade, to diplomatic engagement, to the North Korean nuclear crisis — now more closely resemble those of Trump’s predecessors than his campaign vision. There are few advisers around President Trump with the necessary expertise, experience, and inclination to implement an America First foreign policy in Asia. Most principals hold conventional Republican views, and lead institutions that have advanced conventional policies. As a result, US policy in East Asia is on autopilot. The greatest risks are not a deliberate crash, but that of a crisis, in which the autopilot will disengage and President Trump will be required to fly the plane; or that the United States will drift far off course before a qualified pilot can retake control.

As cities around the world invest billions in new mass transit systems, people’s experiences and fears of victimization in public spaces cause gender disparities in accessibility. Gendered social norms regarding women’s traditional role in society and control over income further limits women’s access to mass transit systems. Although fear of crime affects all transit users, sexual harassment and victimization is a larger concern for women and girls, and it restricts their mobility and hampers access to economic opportunity. As we learn more about this problem, we are looking for solutions, including technology, that can lower the risk of victimization and help women feel more safe on public transit.

The World Health Organization has identified Southeast Asia as the region of the world with the highest rates of domestic violence, with 37.7 percent of women experiencing spousal abuse. This troubling statistic deserves the attention of policymakers and nongovernmental organizations looking to reduce domestic abuse. But those designing interventions should not treat this region as a monolith. Recent research has highlighted that domestic violence is the result of community- and individual-level factors. Although certain socioeconomic groups, such as the impoverished and the poorly educated, are generally more likely to be the victims of domestic violence, the factors that put individual women at risk of abuse vary across communities. Policymakers aiming to reduce spousal violence must be conscious of local context when designing interventions. Otherwise, policymakers risk using valuable resources on ineffective projects that do not address the root causes of domestic violence. Recent fieldwork by the Urban Institute profiles how different the causes of domestic violence can be, even among similar socioeconomic groups.

Urban residents around the world know that housing close to mass transit commands a price premium. Living near transit stations saves residents time and money, which is reflected in rents. Studies evaluating the impact of bus rapid transit (BRT) services in Beijing, China, and Brisbane, Australia, have found rents of properties near stations to be 10 and 20 percent higher than those farther away. The value of properties within six miles of mass urban transit are known to increase two to three times faster than those outside. But does this relationship hold true everywhere? And what factors complicate it?

The United Nations designated 2017 as the International Year of Sustainable Tourism for Development, and for good reason. The tourism industry generates 10.2 percent of global GDP and employs 1 in 10 workers. Women make up more than half of the tourism workforce, which makes the industry’s growth a unique opportunity to empower women across the world. But we need additional data to better understand how women intersect with this burgeoning industry.

Pakistan is the sixth most populated country in the world, and at least two in five Pakistanis will live in urban areas by 2020. But, as in the rest of South Asia, rapid urbanization in Pakistan is “messy” and hidden. A large-scale informal economy and poor public service delivery is dampening the potential productivity benefits of agglomeration. Seventy-eight percent of nationwide nonagricultural jobs are in the informal economy, and some 22 million people are in such roles, most of them women. Most of an estimated 8.5 million mostly unregulated domestic workers are also women. Underdeveloped and unenforced work regulations make women disproportionately more susceptible to exploitive working conditions. They are poorly compensated and forced to work in hazardous circumstances without proper social or legal protections. Beyond the ambit of taxation, they are seldom considered productive economic agents and are relegated as secondary contributors to the economy. These issues with urbanization and informal economies are not unique to Pakistan. All South Asian countries have similar problems. But overall gender disparities in Pakistan are considerably higher than the regional average, and the fact that more women are poor than men poses a particular challenge for women in Pakistan’s urban informal sector.

Abstract:
Last month, a leaked US State Department budget document raised concerns around whether the Trump administration plans to eliminate funding for the State Department’s Office of Global Women’s Issues. These concerns were allayed by the budget released this week that maintains the office and gives it more funding. This reprieve from the general cuts in the foreign assistance budget is welcome, but the fact that the office still lacks an appointed leader from the new administration raises questions about what—if any—strategy the United States will implement in this important area.

In Nairobi, Kenya, technological advances like Uber have brought positive disruption and significant benefits to consumers. The country has been called the Silicon Savannah for having hatched various technological innovations. But in some parts of Kenya, it’s not uncommon to wait for hours to get a stable Internet connection. In the capitals of Madagascar and Burkina Faso, where smartphone and computer ownership is still low, people have to go to cybercafés to access the Internet, usually on run-down computers with old software, and even then, connection speeds may be painfully slow. Slow connection speeds and lack of Internet access aren’t just a hassle though, they’re signs of the digital divide that sets many African countries behind. The World Bank’s World Development Report 2016 provides an in-depth analysis of countries’ access to and use of the Internet, mobile phones, and tools to collect, store, analyze, and share information digitally. We revisited the latest data and observed a persistent digital divide, particularly in sub-Saharan Africa.

Cities in developing countries are growing massively and at a pace that would not have been thought possible a few decades ago. Accommodating the new, largely poor, urban dwellers may be one of the greatest challenges of human history. A data revolution could support new ways of addressing this challenge. But United Nations agencies are so far just thinking about using data to track progress. In 2015, the United Nations adopted an ambitious new agenda for global development, and its proponents called for a data revolution to help achieve its 17 Sustainable Development Goals (SDGs). The challenge of rapid urbanization is a priority in the SDGs, as it is in the companion New Urban Agenda adopted by the United Nations’ Habitat III conference in late 2016. But to achieve the aims of these agendas, we need to use data in ways that will make change happen, not just track it. We need to get the data, tools, and training to the programs, people, and community leaders responsible for achieving the new goals. They are the ones whose work will decide whether the world’s urban future will be a story of inclusion and prosperity or a tragedy (over a billion people living in abject poverty in urban slums with scant water supply, sanitation, or other services—and highly at risk of environmental disaster).

The gap between the richest and the rest in Indonesia has grown faster in the past two decades than in any other country in South-East Asia. The four richest men in Indonesia now have more wealth than the poorest 100 million people. Inequality is slowing down poverty reduction, dampening economic growth and threatening social cohesion. President Jokowi has made fighting inequality his administration's top priority for 2017. This report shows how he could achieve this by enforcing a living wage for all workers, increasing spending on public services, and making big corporations and rich individuals pay their fair share of tax.

This paper highlights how the UK government could do more to enable refugees with family members in the UK to travel here safely. The current rules leave families facing impossible decisions: bring some family members to safety but leave others behind, often at even greater risk as they may be isolated and alone in dangerous circumstances; or put their loved ones’ lives in the hands of smugglers in a desperate attempt to be together in the UK. By changing its restrictive policy, the UK government could help make families more resilient in the face of displacement, prevent men, women and children from embarking on dangerous journeys, and support the integration of refugees in the UK.

Oxfam has several programmes that focus on poverty-reducing enterprises which engage marginalized populations through investment and investment-like approaches. These programmes recognize the need to structure finance differently so that it realizes the full potential of those enterprises to make a sustainable contribution to poverty reduction. The founders of Sumerian Partners have long histories of supporting start-up and growing businesses in both developed countries and emerging economies. This includes experience as entrepreneurs, as well as acting as asset managers and deploying philanthropic capital. This paper from Oxfam and Sumerian Partners questions some of the assumptions around impact investment and highlights the experience of enterprises contributing to poverty reduction so that they might be better served by the field. It argues that the sector risks being discredited due to rising, unrealistic expectations about financial returns.

At its core, the economic empowerment of women – to succeed and advance economically and to make and act on economic decisions – depends on the quantity and quality of paid employment, the provision or absence of public services, the amount of unpaid care work borne by women, as well as coverage or lack thereof under core social and labour protections. This paper discusses how macroeconomic policies are crucial enablers of gender equality, as they shape the overall economic environment for advancing women’s economic empowerment. It focuses on how macroeconomic policies support employment creation, the level of unpaid care required of women and the size of fiscal space, which determines the resources available for governments to promote gender equality.

2017. Using Internal Evaluations to Measure Organizational Impact: A Meta-Analysis of Oxfam’s Women’s Empowerment Projects

This paper presents the results of a meta-analysis examining the overall impact of women’s empowerment projects evaluated as part of Oxfam GB’s Effectiveness Reviews. Results show a positive and significant impact on the Women’s Empowerment Index and mixed results with its individual indicators. We found a statistically significant effect on opinions on women’s economic role and their ability to participate and have influence in the community. We did not find evidence of overall changes in power within the household nor with the share of household income. The meta-analysis also found statistically significant overall effects where the individual studies were too under-powered to detect impact. This paper provides an example of how using meta-analysis in the presence of a robust organizational global evaluation framework can enable evidence-based learning, organizational accountability and better programme implementation.

Abstract:
The IMF has significant influence on the tax policies of developing countries through advice and conditionality, technical assistance and by setting global standards and analyzing global trends. Its rhetoric has become more progressive in recent years. This paper assesses the IMF’s tax advice to developing countries based on five country case studies (Ghana, Mozambique, Nicaragua, Peru, Senegal) over the period 2010 to 2015 and supported by a desk study of public IMF documents. It finds that there is a gap between the IMF’s commitment to leveraging fiscal policy to fight inequality, and its actual tax advice to developing countries.

2019. Global Priorities in Terrorism and Counter-Terrorism: Practitioner Perspectives

This research note reports the results of a pilot questionnaire on priorities in terrorism and counterterrorism, which was completed by seventy-five security-sector professionals from more than fifty countries who attended the Program on Terrorism and Security Studies (PTSS) at the George C. Marshall European Center for Security Studies (GCMC) in Garmisch-Partenkirchen, Germany, from July to August, 2017. The results reveal that these practitioners consider terrorism to be one of the most serious threats to stability in their countries. Participants were especially concerned with jihadist terrorism and were more or less equally concerned with lone actors versus foreign fighters. The majority identified online versus offline methods as most important to terrorist recruitment, however this difference of opinion was not large. Looking to the future, they viewed hacking/cyber attacks by terrorists as particularly likely. In terms of counter-terrorism (CT), intelligence agencies were seen as playing the lead role, while cooperation between domestic CT agencies was seen as the biggest challenge. In contrast to this, terrorist use of encrypted communications was seen as least challenging. Participants were evenly split in their views on political negotiations with terrorists, but displayed a comparatively high degree of optimism about the prospects of deradicalization. Nevertheless, they also appeared to hold a government-centric view of CT, seeing relatively little role for civil society and non-governmental organizations. Border control was viewed as the capability most in need of further development.

US freight railcar manufacturers contribute $6.5 billion to U.S. GDP and support nearly 65,000 jobs. However, increased global competition and evidence suggesting unfair business practices puts this contribution at risk. Oxford Economics conducted an original study that evaluates the practices of Chinese state-owned enterprises' (SOE) push into the U.S. market and the potential risks to domestic manufacturers and domestic supply chains. The study focuses primarily on U.S. freight railcar production and includes consequences from a similar experience in Australia's freight railcar production, when faced with the entrance of Chinese SOEs.
