Abstract:
Two weeks ago, the Malian military junta, in power after a coup in May 2021, proposed to hold elections in December 2025 instead of this month as promised. The move was widely condemned. West Africa’s main regional bloc, the Economic Community of West African States (ECOWAS), immediately imposed new sanctions while the French Minister of Defense Florence Parly floated the possibility of reviewing the French and European military engagement in the country. The French Minister of Foreign Affairs Jean-Yves Le Drian openly called the junta “illegitimate”. In response, on January 31 Malian authorities gave 72 hours to the French Ambassador in Bamako to leave the country, an unprecedented diplomatic decision. The European Union (EU) also took a firm stance by imposing targeted sanctions against 5 members of the junta, including Prime Minister Choguel Maïga. The current querelle is arguably only the latest in an ongoing dynamic of political fragmentation in the cooperation between European and regional actors in the Sahel.

Abstract:
Water presents a significant global development challenge as crises over resources and access to clean water are becoming more extreme due to climate change. To reach the most disadvantaged communities in rural areas, adequate infrastructure is going to be integral. It is estimated that water infrastructure will require an additional $22.5 trillion by 2050, and to achieve Sustainable Development Goal (SDG) 6, financing would need to triple to $114 billion per year. As with other forms of infrastructure, water requires more than simply building reservoirs, pipes, and holding tanks. For true sustainable infrastructure, donors and local governments should also invest in support to maintain infrastructure and create a regulatory environment that enables continued improvement. To successfully finance water infrastructure, there must be an understanding of what the current financing landscape looks like and how the United States, its Group of Seven (G7) allies, and multilateral partners should prioritize financing, especially on a local level.

Congress has approved $40 billion in aid for Ukraine and other countries affected by the conflict―the sixth aid package since the war began. A major change is that this package looks ahead months rather than weeks. The aid package provides $19 billion for immediate military support to Ukraine, continuing the effort that has been vital to sustaining Ukrainian resistance, and $3.9 billion to sustain U.S. forces deployed to Europe. The package also contains about $16 billion for economic support to Ukraine, global humanitarian relief, and a wide variety of international programs as well as $2 billion for long-term support to NATO allies and DOD modernization programs. Although some elements of the aid package will be available quickly, many will take years to fully implement. This raises questions about why long-term elements could not have gone through the regular congressional authorization and budget processes.

Abstract:
What challenges the new American administration will face in the Balkans, and how should it approach them? Read in the latest analysis of BCSP researcher Vuk Vuksanović. When Joseph Biden defeated Donald Trump in the 2020 US presidential elections, the Balkan countries were not neutral on that race. Serbian President Aleksandar Vučić made a failed bet on Trump, hoping that under Trump, he will get a less painful settlement of the Kosovo dispute and an opportunity to finally make Belgrade a partner of Washington, after several decades. Vučić still congratulated Biden for his win alongside several other Balkan leaders who were probably happier about Biden’s win than him. US foreign policy towards the Balkans under Trump has been marked by transactional logic and disdain towards the European Union, best symbolised in the economic normalisation agreement between Belgrade and Priština brokered in September 2020 by Trump. Many policy hands, including Nicholas Burns, former US diplomat and one of Biden’s advisors, now expect that Biden will display US leadership in the region while cooperating closely with the European Union. The US foreign policy will have to deal with three sets of challenges: the unresolved Kosovo dispute, democratic backsliding in the region, and the presence of non-Western powers like Russia and China. While US power is a necessary element in resolving these challenges, the Biden administration will not be able to offer quick fixes.

Military cooperation between Serbia and the United States is the topic of the latest analysis by BCBP researcher Maria Ignjatijevic. Serbia and the United States have had intensive cooperation in the field of security and defense for years, members of the armed forces have participated in over 70 military exercises in the last ten years, and the United States is one of the largest donors to the Serbian defense system. However, if we follow only media reports in Serbia, the intensity of this cooperation will not be so obvious. Defense cooperation with Russia gets far more space in the media than activities with the US and NATO members. Thus, for example, the military exercise “Slavic Shield” completely occupied the public’s attention before and after its organisation in October 2019. Although undeniably a significant activity between the two armed forces, to which Russia brought its S-400 and Pantsir systems, it gained a disproportionately large space in the media compared to other exercises that took place that year with other partner countries. Apart from the image being sent to the public through media and various foreign policy moves, a very dynamic and practical defense cooperation with all partners takes place behind the scenes. The United States is one of Serbia’s important partners in the field of defense, and cooperation with the US Department of Defense has been achieved in various fields. Every year, Serbia and the US conduct about 100 different bilateral activities. In the eyes of the Serbian public, perception of relations with the United States, and especially perception of military cooperation, is burdened by the NATO intervention in 1999. In order to avoid losing political points at home and endangering relations with Russia, the political elite in Serbia avoids talking about cooperation with the United States and other NATO members, and the pro-regime media report accordingly. Regardless of the fact that military cooperation is often used as a foreign or domestic policy tool, it is important to discuss the practical aspects of this cooperation, benefits for Serbia and the US, their defense systems, but also the citizens. At the online discussion “Serbia and the USA: Together we are safer”, specific examples of military cooperation between Serbia and the US and practical benefits for our defense system and its members from this cooperation were discussed. Defense cooperation between Serbia and the United States takes place on several levels, through joint exercises, cooperation with the Ohio National Guard, a student exchange program, as well as donations.

BCSP researchers Maja Bjeloš and Luka Šterić analyzed how media in Serbia reported about Chinese, Russian and EU help during the pandemics. Because the pandemic was used as a framework for an excessive pro-Chinese campaign, the research examines how pro-Chinese narratives in mainstream media during the pandemic were used to position China, displacing Russia as Serbia’s main non-Western partner, while simultaneously propelling the anti-EU narrative of incompetence and hypocrisy. The analysis was carried out for the period between 1 March 2020 and 31 March 2021 and focused on two key events – media coverage of the first shipments of medical supplies to Serbia and media reporting of the supply of vaccines. Media monitoring included data collection using social listening software from the online portals of most-watched televisions (TV Happy, TV Prva), the most visited news portals (Blic, Kurir, Politika, B92 and Nova.rs), and the most circulated online portals of tabloids (Informer and Alo). Chinese medical aid to Serbia during the COVID-19 pandemic attracted unprecedented foreign media attention and much speculation about a shift in Serbia’s foreign policy. Many foreign and domestic policy experts have interpreted the enthusiastic acceptance of Chinese aid by Serbian politicians as a departure from Serbia’s proclaimed accession to the European Union. Since Serbia did not greet Russian assistance with the same enthusiasm, this sparked speculation that Serbia is replacing Russia with China as its preferred eastern partner. In Serbian media, the narrative of a ‘brotherhood’ has long been reserved for describing relations between Serbia and Russia. Serbia’s ruling political elite voluntarily promoted President Putin and Russia in the mainstream media to increase political support among pro-Russian votes and at the same time exaggerating Russia’s influence in Serbia as a bargaining chip with the West over its political goals. Due to the silent crisis of relations with Moscow, Belgrade officials saw the partnership with China as a stronger card to play ahead of the 2020 elections to convince voters that the government was capable of dealing with the COVID-19 crisis, as well as acquiring a new ally in the East to leverage in the West. Consequently, China emerged as a ‘savior of Serbs in trouble’ during the pandemic overshadowing roles of both Russia and the EU.

12. How the United States Can Support Nascent Political Parties

Supporting democracy and human rights overseas is front and center in the Biden administration’s foreign policy. The White House has committed to hold a “summit for democracy” this year, vocally condemned human rights abuses by China, and called for budget increases in foreign assistance and diplomacy critical to execute its democracy agenda abroad. As the Biden team designs this agenda, it will take stock of existing democracy assistance approaches and toolkits to make sure they address the current landscape of threats (i.e., a rise in Russian and Chinese malign influence) and changing needs of democracy partners on the ground (i.e., training on new technology). One area that is in desperate need of an update is how the U.S. helps strengthen political parties abroad, something it has done since the 1980s. The U.S. approach to supporting parties has not kept pace with the evolution of these organizations over the last ten years. Increasingly, political parties are taking novel forms that arise from so called “people power” movements and often focus more on mobilizing voters than formulating policy. One of the four most common types of parties today are those that emerge from mass protest movements and widespread latent dissatisfaction with traditional parties. Examples include the Five Star Movement in Italy, the Union to Save Romania, the New Conservative Party in Latvia, and Semilla in Guatemala. Getting support to this party type ‘right’ is important because many of the countries where these entities are emerging matter for U.S. interests. In both the Czech Republic and Slovakia – NATO allies on the front line of countering Russian and Chinese influence – new, anti-establishment parties are running the government, as traditional parties have struggled with accusations of corruption and failure to meet citizen needs. In Mexico and Brazil, both major strategic partners of the United States, emergent political organizations have taken power. In Iraq, citizens protesting government corruption and inefficiencies have formed several new parties to contest the October 2021 elections and challenge the political establishment. Yet in these and other contexts, the United States lacks an approach to structure its support of such nascent parties. Here, we outline recommendations for selecting which parties to support and then a framework to maximize effectiveness of U.S. assistance to them.

We immediately realized something new would replace the Cold War, but one of my few certainties was that if Moscow released its grip on the Warsaw Pact, Hungary – Eastern Europe’s freest and most economically diverse society — would be quickest to integrate smoothly into Western Europe. President George H.W. Bush’s goal of a “Europe whole and free” has come closer, but we are not there yet, and Hungary, where I held a similar position earlier, has lagged. Respected observers Freedom House and Transparency International chart a course that puts it dangerously close to, even within, the autocratic zone. Worse, it champions a nationalist populism and “illiberal democracy” directly challenging key principles to which the European Union (EU) of which it is a member and the U.S., its ally in NATO, subscribe. What should be done?

The title of this book evokes numerous Donald Trump tweets, statements, and threats over the past five years. It also raises questions: was Trump pro-West or not, and how does his administration and its policies compare to those of his predecessors? Trumpism and the related, inchoate policies of “America First” were firmly positioned against the organizational structures and assumptions of the so-called liberal international order, or rules-based order. Trump’s targets ranged from NATO to the World Health Organization (WHO). From his speech at Trump Tower announcing his run for office to statements we heard during his efforts to contest the results of the 2020 election, Trump promulgated racist, particularist claims about which peoples and groups counted (white ones), which immigrants should be allowed in (northern European) and which should be banned (Muslims, those from “shithole” countries), and what wider heritages they fit into or “good genes” they were blessed with.

On June 3, 2021, Columbia University’s Center on Global Energy Policy (CGEP) and the Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs), in cooperation with the European Climate Foundation (ECF) and the European Union (EU) Delegation to the US, cohosted a private virtual roundtable focusing on energy security issues during a period of heightened action on climate goals. This document summarizes the June 3 roundtable, which was conducted on a not-for-attribution basis. Participants in the roundtable included just over 50 senior corporate executives, civil society representatives, academic and think tank experts, energy analysts, and government officials from the European Union and United States. In June 2021, President Joe Biden traveled to Europe, his first overseas trip since his inauguration as president, and he met with European heads of state and government in the context of a British-hosted G7 meeting, a North Atlantic Treaty Organization (NATO) Summit, and a US-EU Summit.[1] The journey signaled a concerted effort by the United States and the European Union to rebuild bilateral relations, which were battered during the Trump administration. Protecting the global climate and accelerating the transition to clean energy are objectives that unify top leaders on both sides of the Atlantic today. The European Union has a legislated mandate of climate neutrality by the year 2050 and is implementing its comprehensive European Green Deal and elaborating a corresponding legal and regulatory framework for an enhanced 2030 target. In the United States, the Biden administration reentered the Paris climate agreement and announced plans to reach net-zero emissions by midcentury, though climate protection still faces significant political challenges in the US Congress and in certain states. If the European Union and the United States proceed as these plans indicate, their energy systems face a period of accelerating, unprecedented, and sustained change—new technologies, new supply chains, new business models, and new interdependencies between economic sectors.

Nations that are party to the Treaty on the Non-Proliferation of Nuclear Weapons but are not allowed nuclear weapons under the treaty (“non-nuclear-weapon states”) must have international safeguards applied to civil nuclear energy facilities if they pursue such programs. The International Atomic Energy Agency (IAEA) applies these safeguards and conducts inspections on nuclear energy programs, and determined in the 1990s that it needed additional capabilities to verify states were not engaging in secret (i.e., undeclared) nuclear activities. Subsequently, the IAEA developed a set of stronger safeguards measures, known as the Model Additional Protocol (“Additional Protocol”), which was approved in 1997. Today, most nations have an Additional Protocol in force, but a few dozen do not. The nations that do not may pose a concern if they pursue nuclear energy as a means of addressing energy and environmental challenges, such as decarbonization to meet climate goals. The greater reporting requirements and inspection measures in the Additional Protocol give the international community assurance that a nation’s declarations about its civil nuclear program are both correct and complete. The enhanced inspections in turn provide greater deterrence against states pursuing illicit nuclear activities. The Nuclear Suppliers Group (NSG)—which comprises 48 governments, including those representing the major reactor vendor countries—maintains guidelines governing the export of nuclear materials, equipment, and technology. The NSG has been considering modifying those guidelines for many years to support more universal adoption of the Additional Protocol. But adoption has been hard to come by, in part because of potential disruptions to existing supply relationships given that not all countries participating in the NSG have Additional Protocols in force and some client states of countries participating in the NSG also do not have these upgraded inspections in place. There may be room for consensus building among NSG states, however, since most support requiring an Additional Protocol as a condition of supply to further the nonproliferation regime. The remaining governments may agree if measures are proffered to address challenges that have blocked acceptance to date. This commentary discusses a history of related policy developments in the NSG, examines some of the group’s roadblocks to consensus, and suggests options for making progress on adding stronger international safeguards as a condition of supply to nuclear energy programs.

The Special Monitoring Mission to Ukraine (SMM) is one of the OSCE’s few success stories in recent years. This civilian mission has been uniquely able to operate as a quasi-peacekeeping force in high-risk areas of Donbas, monitoring ceasefire compliance and facilitating dialogue and humanitarian action in support of those living in the conflict zone. In the history of the OSCE, there has been only one other ceasefire monitoring mission: the Kosovo Verification Mission (KVM). This contribution to OSCE Insights considers the track record of OSCE peace operations, with special attention to the abovementioned missions. All OSCE peace operations to date have been civilian missions, and this paper considers military OSCE mission to be unfeasible also for the future. The paper provides lessons learned and recommendations for future missions by the OSCE and other organizations operating in high-risk environments.

The coronavirus disease (COVID-19) pandemic poses a host of global health, economic, and security challenges, to include the continued challenge of combating transnational organized crime. While some believe this pandemic will disrupt and have a negative impact on the global operations of transnational organized criminal groups, the morbid reality is that these groups view the crisis as a lucrative opportunity. For the foreseeable future, we can expect organized criminal groups to quickly adapt in order to exploit the pandemic via various illicit schemes. In Italy, mafia groups are already demonstrating that they are intent on benefiting from the crime-related opportunities that the COVID-19 pandemic will present.1 There are numerous opportunities and illicit ventures transnational organized crime will seek to exploit as this pandemic runs its course. Perhaps most concerning are the activities associated with the manufacture and trafficking of counterfeit pharmaceuticals and medical supplies, including personal protection equipment (PPE).2 Since the outbreak of the crisis, the sale of these products has increased.3 Interpol is warning that one of the five global threats from the coronavirus is the fraudulent and counterfeit trade in personal protective equipment and anti-viral pharmaceuticals.4 Moreover, during this crisis counterfeiters will most probably use shortages in the supply of some products to provide counterfeit alternatives.5 The European Medicines Agency (EMA) is urging the general public not to buy medicines from unauthorized websites and other vendors aiming to exploit fears and concerns during the ongoing pandemic of COVID-19. Such products are likely to be falsified medicines.6 According to the World Health Organization (WHO), “falsified” medicines are medical products that deliberately/fraudulently misrepresent their identity, composition, or source.7 For counterfeit products, the WHO is also using the terminology “substandard” (also called “out of specification”), for authorized medical products that fail to meet either their quality standards or specifications, or both, and “unregistered/unlicensed” for medical products that have not undergone evaluation and/or approval by the National or Regional Regulatory Authority (NRRA) for the market in which they are marketed/distributed or used, subject to permitted conditions under national or regional regulation and legislation.8

International trade cooperation has been under growing strains since at least the turn of the twenty-first century. Forces promoting global trade integration were in the ascendancy for most of the first decade. They were anchored on com- plex production specialisation mediated through cross-border value chains, underpinned by con- sumer demand for a variety of cost-effective prod- ucts, and cemented through regional and bilateral trade agreements. However, since 2008, succes- sive shocks unleashed cumulative disintegrative forces that counter-balanced and now threaten to overwhelm the forces of integration. These com- prise rising nationalism, associated desires for sovereignty, growing concerns over uneven distri- bution of the benefits of economic globalisation, shifting international power balances and associ- ated security concerns. These disintegrative forces threaten to unravel the World Trade Organization (WTO). COVID-19 mostly accelerates this trajec- tory, rendering WTO reform and restoration to its central role at the apex of the global trading sys- tem increasingly challenging. But all is not lost, as the forces of global trade integration have not dissipated and every crisis also presents reform opportunities.

A little more than two months ago, U.S. President Donald Trump began to lash out at the World Health Organization, blaming it for what he claimed were missteps, failures, and prevarications in its handling of the coronavirus pandemic. Then, on April 14, after several days of threats, he announced that U.S. funding for the WHO would be frozen for sixty to ninety days while his administration conducted a review to “assess the World Health Organization’s role in severely mismanaging and covering up the spread of coronavirus.” Widely seen as a transparent attempt to deflect attention from his own inconsistent, incompetent, and irresponsible response to the crisis, Trump’s threatened withdrawal of funds from the WHO at a critical moment drew widespread condemnation from medical and public health leaders. Richard Horton, the editor-in-chief of Lancet, called Trump’s decision a “crime against humanity.” Dr. Georges Benjamin, the executive director of the American Public Health Association, “denounced” the Trump administration’s decision to halt U.S. contributions to the WHO, which, he said, would “cripple the world’s response to COVID-19 and would harm the health and lives of thousands of Americans.”

India and Australia have successfully managed to overcome prior inhibitions about security cooperation. Since 2000, the two countries have significantly improved their strategic coordination, military interoperability, and maritime cooperation, motivated by China’s rise and behaviour, faltering regional security institutions, and uncertainty about the United States’ role. Today, India–Australia security relations comprise regular military exercises, professional exchanges, operational coordination, and nascent defence technology cooperation. But the two countries’ different capabilities, priorities, and strategic circumstances will have to be overcome if relations are to deepen. Future priorities should include institutionalising bilateral and multilateral coordination mechanisms, improving military interoperability, deepening defence technology collaboration, and broadening relations to give ballast to the security relationship.

Following the launch of the War on Terror, the United States established a global rendition network that saw the transfer of CIA suspects to secret detention sites across the world. Conventional accounts of foreign complicity show that 54 diverse countries were involved, including many established democracies. CIA Rendition, Detention, and Interrogation (RDI) practices would not have been possible without international cooperation. While some states hosted CIA secret detention sites, others carried out the arrest, capture, detention, and interrogation of detainees on behalf of the CIA, shared intelligence during detainee interrogations, and provided staging posts for rendition flights to rest, refuel, and regroup at their airports. Why did more than a quarter of the world’s countries choose to participate in RDI operations during the post-9/11 period? This clandestine security coalition becomes particularly intriguing when we take a closer look at the diverse group of states alleged to have collaborated with the US (see Figure 1). For example, why did Denmark and the UK participate, but not Norway or France?

The first meeting between US President Donald Trump and Russian President Vladimir Putin since Trump entered the White House took place in Hamburg, during the G20 summit of July 7-8, 2017. Relations between the two powers have been marked by tension over disagreements on various areas of conflict around the world, and from the reports in the United States about alleged contacts between Trump and Russia during the presidential campaign and Russian cyber interference in the election process. Tensions rose further when US forces attacked pro-Assad coalition forces in Syria and when Russia opposed the condemnation of North Korea in the Security Council regarding Pyonyang’s long range missile program. Nonetheless, reports were that the meeting between the leaders, which lasted longer than planned, was constructive, though very few details about the conversation itself or any agreements reached were provided, other than an announcement on the agreement to impose a ceasefire in southwestern Syria and establish a de-escalation zone there.

Like the Israeli-Palestinian conflict, the Cyprus conflict has been a protracted, unresolved conflict for roughly five decades. The two conflicts share ethno-nationalist and territorial dimensions; tension between a sovereign state and a sub-state entity, and a hostile military presence; decades of failed negotiations, with both sides showing ambiguous commitment to the intended political framework for resolution (two states, or a federated state, respectively); and high involvement of the international community. While the close British decision to get out of the European Union was made in a referendum a while ago on 23 June, there is still the feeling in the UK: What have we done? Where do we go? How do we get there? Questions that should have been asked at the referendum, rather than after it. But there you are. When raw emotion and shallow argument reign, profound decisions are made without proper reflection or preparation. Since then the question has also been raised whether or not such a thing could occur in ASEAN, the Association of Southeast Asian Nations. It won’t but then again it may. First of all, let’s be clear. It is not likely there will ever be such a surplus of democracy in ASEAN, whether among individual member states or as a group, that there could be an ‘In or Out’ referendum like the one which resulted in Brexit.

In the recent months the US-Russian relations have been in this weird place where Russia suddenly emerged again as a topic of a heated and very controversial electoral campaign and again in a form of an Evil Empire. The relations have been strained since 2014 following the events in Crimea, Ukraine and the sanctions rounds even though the same two countries managed to cooperate around Iran, and were rubbing shoulders in Syria. The recent storm has been caused by the leakage of the Democratic party emails, allegedly done by Moscow with the end goal to undermine Hillary Clinton (who is holding firm anti-Russian position) and support Donald Trump (who has praised Vladimir Putin in the past). With the elections taking place this week, Rethinking Russia spoke to an influential Republican geostrategist, CSIS senior associate Edward Luttwak about the current state of the Russian-American elections.

In the early and mid-2000s, US policymakers anticipated India becoming one of America's top global partners. Have New Delhi's policies on key strategic issues actually aligned strongly with US objectives, as would be typical of close partners? An analysis of twelve prominent issues in US-India relations indicates that New Delhi's policies mostly converged moderately, rather than to a high extent, with US objectives. Specifically, the alignment between New Delhi's policies and US objectives was high or moderate-to-high on three issues--UN peacekeeping, nonproliferation export controls, and arms sales. It was moderate or low-to-moderate on six issues--China, Iran, Afghanistan, Indian Ocean security, Pakistan, and bilateral defense cooperation. And it was low or negligible on three issues--nuclear reactor contracts for US firms, nuclear arms control, and the war in Iraq. To be sure, despite the low or negligible convergence, New Delhi did not take an anti-US position on these issues.

Several factors have always played an important role in Turkish-Israeli relaons since the two countries established diplomac relaons in 1949. First of all, both countries have been in the Western camp and have a special relaonship with the United States. Turkey's recognion of the importance of the Jewish lobby in US polics and Turkey's contacts with this powerful lobby predated its diplomac contacts with the State of Israel. When Turkey faced the expansionist threat of the Soviet Union just aer the Second World War and wished to establish close military es with the United States, it also iniated contacts with the American Jewish lobby, and recognized the newly established State of Israel. Although Turkey voted against the Palesne paron plan of the United Naons and the division of Palesnian territories into Arab and Jewish states in 1947, it became the first regional power to recognize the Israeli State, just a few weeks before the Turkish foreign minister's first official visit to Washington in 1949. Turkey joined the US-led North Atlanc Treaty Organizaon (NATO) in 1952 and formed special diplomac and military es with the US during the 1950s.

This study documents the various forms and measures of political and economic assistance provided by Saudi Arabia, the United Arab Emirates (UAE), and Qatar to Egypt and Tunisia since the upheavals of 2011. It also analyzes the impact Gulf donor countries had on political and economic development within Egypt and Tunisia, particularly with regard to democratization and inclusive socio­ economic change. Economically, efforts undertaken by the Gulf states were inten­ ded to stabilize the two countries, for example by helping them overcome budget de cits. While their business investments are not trickling down to the economi­ cally marginalized segments of society, some of the Gulf­funded development projects have been geared toward fueling more inclusive growth. Due to limited coordination between Arab and Western donor countries, however, there has thus far been little alignment of projects taking place in the same sectors. As a result, the potential for synergies between these projects has remained untapped. In po­ litical terms, as was expected, the Gulf states did not engage in efforts to promote more democratization. Indeed, in Egypt the assistance provided by Saudi Arabia and the UAE even contributed to a return to the pre­2011 order. For Germany and its partners to engage the Gulf states more intensively on governance matters and to create incentives, deeper knowledge is required about how political decisions are made in the Gulf. This is also essential for developing Germany’s much­needed general strategy toward the Gulf states, which is currently lacking. The Deauville Partnership is a useful forum for improving and increasing future coordination.

Relationships between firms and their foreign suppliers are the foundation of international trade, but data limitations and reliability concerns make studying such relationships challenging. We evaluate and enhance supplier information in U.S. import data and present new facts about importer-exporter relationships. Count of foreign exporters from U.S. import data tends to exceed those from source country data, especially from China. The pattern of U.S. imports from origin countries changes substantially by tracing trade back to the supplier's location instead. Related-party relationships trade more, while larger countries have more relationships.

World War II, it was necessary to take new economic steps in order to overcome political problems among European countries. Establishment of the European Steel and Coal Community, the European Atomic Energy Community and the European Economic Community formed the/an/new European energy policy. After the first oil crisis in 1973, EU understood the importance of creation of common energy policy “…and European Council adopted “New Energy Policy Strategy” in 1974.” In 1991, EU proposed “European Energy Charter” and the Charter was signed by member states in Lisbon in 1994. The Charter considered further regulation of energy policy across the continent.
