Russia’s invasion of Ukraine has turned the international spotlight back onto the value of democracy and the contrast between liberal democracies and authoritarian systems. However, it has done so by adding nuance and emotional power to what was previously a rather sterile debate. When Joe Biden was elected President of the United States, putting an end – at least for the time being – to the traumatic years for US democracy epitomised by Donald Trump’s presidency, international politics reacquired a distinctively normative, if not ideological, taste. Powers like Russia and China should be opposed, not “only” because of their aggressive or unfair behaviour – be it in the South China Sea, Taiwan, Ukraine, cyber, energy, technology or trade – but because that malign behaviour, so the argument went, is intrinsically linked to the nature of their political systems: it’s democracy versus autocracy, stupid.

Over the last year, Tunisia has become a key priority for the European Union and its member states, Italy in particular. The main reason for this increased attention is the growing number of unauthorised arrivals of migrants and asylum-seekers leaving the North African country and reaching Italy from mid-2022 on. Tunisia was the point of embarkation for over 60 per cent of almost 90,000 irregular arrivals registered in Italy in the first seven months of 2023.[1] This is a departure from an established trend of Libya being the main departure point in the Central Mediterranean.[2] To make sense of these new mobility patterns, one also needs to take into account the profound economic crisis and the increasing pace of authoritarianism in Tunisia. Beyond its effects on the local population and civil society, the latter also manifests in severe cases of discrimination and violence against sub-Saharan migrants residing in or transiting through Tunisia.[3]

Arab emigration has been growing rapidly in recent years. Approximately 26 million citizens from Middle East and North Africa (MENA) countries lived abroad in mid-2020. Equivalent to 10 per cent of the international migrant stock, this figure accounts for about 6 per cent of the total population of the region, a proportion that is twice as high as the world average. Just over half – or 53 per cent – of these migrants remain in the MENA, mostly in the Arabian Peninsula, whereas Europe and North America stand out as the primary destination for the remaining percentage of MENA diasporas. Most of the literature considers diasporas as examples of transnational communities, meaning that they belong to two or more societies at the same time and display multiple forms of identification.[4] In the age of globalisation, identity maintenance has been helped by cheap air travels (Covid-permitting) and phone calls, the Internet and satellite television.[5] These factors have also facilitated the emergence of diasporas as important players at the domestic political level in origin countries (the so-called “back home effect”), through return migration, external voting, political mobilisation and remittances.[6] Nevertheless, systematic analysis of diaspora interactions with domestic politics in the MENA is lacking, apart from the cases of the Palestinian and Kurdish diasporas.

One of the fundamental problems of international relations is that people from the countries whose political system is based on the rule of law and human rights often do not understand the logic of conduct of authoritarian regimes. Incidentally, this is equally the case with the relatively conservative and completely liberal observers. Such misunderstanding has, on many occasions, produced catastrophic outcomes. The most vivid illustration of this is the 1930’s policy of appeasement. Despite the facts that Nevil Chamberlain was motivated by the noble goal of averting the war, the wrongful assessment of the Hitler regime brought about the bloodiest war in history. In this paper, I will attempt to evaluate some aspects of Russian foreign policy which, in my humble opinion, are misunderstood in the West and have resulted in serious complications for Russia’s neighbors and the West itself and which continues to represent a clear and present danger. Naturally, I do not intend to diminish the achievements of generations of brilliant diplomats, analysts and political leaders whose wisdom, vision and courage contributed to many triumphs of Western civilization in its struggle with tyrannies. Today, the world needs precisely the type of leaders who would be ready to see the reality that the ideals of human dignity, freedom and democracy are again under threat and that they must be defended.

urbulent politics and a deep shakeup in Brasilia have many concerned for the stability of Jair Bolsonaro’s administration. The stampede of ministerial exits started early this week with the resignation of foreign minister Ernesto Araújo. The defense minister followed suit shortly thereafter. By day’s end, six ministers had either resigned or moved to new posts — about one-third of Bolsonaro’s cabinet. Perhaps more concerning than the political overhaul was what transpired one day after the ministerial shakeup: the leadership restructuring within Brazil’s armed forces — occurring, no less, one day before the 57th anniversary of the military coup. The heads of all three major branches — the army, the navy, and the air force — resigned en masse, purportedly over concerns for their independence, handing Bolsonaro the opportunity to handpick their successors. Brazil witnessed something analogous only once before — in 1977, under the turbulent rule of military dictator Ernesto Geisel. This has left some Brazil watchers fretting that an insecure Bolsonaro could be laying the foundations “for his own January 6.”

After Venezuelan President Hugo Chávez’s death in 2013, then-Vice President Nicolás Maduro succeeded the late socialist leader, consolidating power amid rampant economic mismanagement and increasing violence and deprivation. Venezuela’s authoritarian slide accelerated under Maduro’s rule. Electoral fraud, crackdowns on opposition figures, and human rights abuses hardened U.S. resolve to apply pressure to change Caracas’ policies. President Trump reportedly discussed using U.S. military force to oust Maduro in 2019 but pursued non-military regime change instead, increasing economic and diplomatic pressure in the false hope the Venezuelan leader would vacate his office. President Biden has continued this policy. The U.S. objective remains: (1) to delegitimize and push out Maduro as the country’s leader and (2) put pressure on Venezuela’s economy to force Caracas into reinstituting democracy.

President Biden’s Summit for Democracy exacerbates regime security fears in states such as Russia and China, further destabilizing relations and making it more difficult to advance U.S. interests. U.S. policymakers may claim democracy promotion and regime change are clearly different policies. But years of excessive pursuit of both to prop up U.S. hegemony mean Russia, China, and other non-democracies perceive them as part of a unified U.S. threat to their regimes. China and Russia’s fears for their regime security may be overwrought, but regardless, they encourage those states to collaborate more with each other; resist diplomacy with the United States on other issues, such as arms control; and crack down on dissidents and civil society. Viewing U.S.-backed democracy promotion as a tool of regime change, China and Russia do more to suppress democracy at home and work to undermine it abroad. The U.S. alleviating all of China and Russia’s apparent concerns is impossible and unnecessary; indeed, some regime insecurity is welcome for its restraining influence. But to advance its own interests, the United States should find ways to diminish piqued regime security fears. To reduce regime security fears, especially in China and Russia, the United States should separate democracy promotion from its grand strategy—democracy promotion is not a security priority. Democracy promotion is good but starts at home, by being an exemplar of liberal values.

Indian democracy is flawed, but pessimists claiming that Modi will crush all dissent, abandon secularism, and make India a Hindu state have been proved wrong. India’s constitution guarantees democracy, civil liberties, and secularism. But fears of India becoming a Hindu authoritarian state have been voiced after Narendra Modi of the Bharatiya Janata Party (BJP) came to power in New Delhi in 2014. The party’s Hindutva philosophy—the creation of a great Hindu state—envisages a Hindu state where citizens with other religious beliefs are tolerated but have second‐​class status. It lauds military toughness. Earlier governments were reluctant to retaliate militarily against Pakistan for fomenting terrorism in Kashmir, but Modi has responded twice with military strikes, gaining popularity as a strongman. In Muslim‐​majority Kashmir, which is claimed by Pakistan, Modi has abolished the state’s constitutionally guaranteed autonomy, arrested top local politicians and activists, and locked down the state. Meanwhile, a Pew Research Poll in 2017 suggested that most Indians would support military or authoritarian rule.

The COVID-19 pandemic has emboldened Beijing to expand its use of digital technologies in the name of public health and safety. The North Korean government response to the coronavirus has been extreme, but prudent and reasonable in context. It has closed the border to China almost entirely to both goods and people though surely some transports are still getting through. No travel is allowed to or from China although there must be exceptions to this rule as well. The state (under the banner of the Red Cross, whose branch in North Korea operates as a government entity) has dispatched people around the country to inform people about the virus. No reports have been confirmed at this time of writing, but exile journalists based in South Korea have reported several deaths from the virus from North Korea. Its actions have been blunt and all-encompassing, mainly because the state lacks the necessary capacity to act differently. North Korea doesn’t have the sort of equipment required to monitor people coming from China or to test people at the pace required.

Abstract:
Armenia’s “velvet revolution”, dubbed as the “revolution of love and tolerance”, occurred against the backdrop of rising authoritarian tendencies globally and in a region characterized by authoritarian politics. Opposition leader turned Prime Minister Nikol Pashinyan led a widespread campaign of civil disobedience against the former president Serzh Sarkissian (2008-2018), his Republican Party of Armenia (RP), and the dominant oligarchy. After serving two terms as president, Sarkissian assumed the premiership—a move many evaluated as a power-grab—in Armenia’s newly established parliamentary system.
