1. The War against Ukraine and Its Lessons for NATO Militaries: Food for Thought

Abstract:
One year of full-fledged conventional war fought on the European continent between two large countries, including a nuclear power, is obviously a historical watershed for NATO and the whole Euro-Atlantic area, whose strategic implications are yet to be fully assessed. The conflict has already destroyed a number of expectations widely shared in Western Europe, including the ideas that Putin would not have invaded the whole of Ukraine, that Western sanctions would have paralysed his ability to wage a prolonged military campaign, or that Europeans would have diminished their military support to Ukraine over the first wartime winter. Given the ongoing “fog of war” and uncertainty about future scenarios, it is perhaps too early to identify lessons for allies and their militaries. Still, the following elements may be considered food for thought for the Western defence policy communities, cum grano salis.

Abstract:
In the Russo-Ukrainian war, we cannot call the position of one of the main challenges of the 21st century, communist China, “neutral”. Beijing’s position was obvious even before the war: it is pro-Russian, clearly antiWestern, and especially anti-American. China does not condemn Russia’s actions in Ukraine, nor does it call it an invasion. At the same time, reports have emerged of the prospect of Beijing providing military assistance to Moscow, and it is not beyond imagination that China will also help Moscow avoid the sanctions. The course of the war, and time, will show China’s level of support for its strategic partner, Russia. However, despite Moscow’s support and negative attitude towards the West, Beijing will still act according to its long-term strategic goals, and if China distances itself from Russia on specific issues, it will not be because of solidarity with Ukraine, but for its own strategic interests.

Abstract:
Russia’s military industry is a fundamental factor of its national power. The enterprises operating in its defense sector are largely state-owned. Consequently, Russia’s sizeable military corporations and their subsidiary organizations operate not on the principles of a competitive domestic market, which is one of the key foundations of technological progress, but their main goal is to pursue Moscow’s political interests and ensure the stability of the regime. Accordingly, along with military capabilities, having a powerful economic leverage in the form of energy resources, encourages Russia not only to pursue its own economic interests but also intimidate neighboring countries and extort their territories to satisfy its imperialist intentions. The responsibility of the defense industry in Moscow’s current governing model is exactly on what the Russian government itself has based its legitimacy - military modernization, restoring Russia’s strength and greatness. One of its ill-favored manifestations is the military aggression in Ukraine which is claiming the lives of thousands of innocent people. The unprecedented scale of sanctions imposed by the West will clearly affect Moscow’s defense capabilities but the only questions are - when and to what extent? Russian military production, on the one hand, helps the country to pursue an aggressive foreign policy and, on the other hand, arms exports are an important source of country’s budgetary revenues. At the same time, this allows it to exert political influence over the purchasing states. The collapse of the Russian attack on Ukraine may not only sacrifice the hegemonic goals of the latter but also lead to the loss of existing and potential customers of its military weapons. There is no doubt that Russia is experiencing colossal military losses as a result of the war and, at the same time, questions are being raised about the quality of its arms and heavy equipment. Until now, there has been a consensus that Russian armaments were a viable and affordable alternative to Western weapons, although this statement could also be another victim of the war. As a result of the sanctions, Russia faced not only financial but also technical problems. In addition to Western countries, Asia’s leading technology powers have restricted Russia’s access to critical components needed for military production. Existing restrictions apply to advanced technologies such as semiconductors, telecommunications equipment, software and encryption, microelectronics, aviation systems, oil extraction equipment and other manufacturing components. In this context, it is important to discuss the impact that economic sanctions may have on Russia’s military capabilities, its recovery prospects and its aggressive foreign policy in the future.

Afghanistan was not Korea. False analogies to peacetime military garrisons cheapen war and conflate wildly different forms of “support” to U.S. allies. War in Afghanistan was costly—to taxpayers, to civilians, to American soft power, to democratic legitimacy, and to the West’s strategic attention. Thus, withdrawal saved a fortune, saved lives, aided America’s reputation, honored democratic and constitutional principles, and focused Western strategists. War was not protecting Americans from terrorism. Keeping troops in but one of many places terrorists may operate did not meaningfully reduce Americans’ microscopic risk of being harmed in a terrorist attack. War was not helping Afghanistan. Democracy is a strong word for what U.S. forces propped up. Far from maintaining stability, the continued presence of those forces only prolonged armed struggle against a corrupt rentier state, impeding organic or sustainable long-term development. Credibility is highly contextual and unaffected by admitting defeat after 20 years of futile effort. If anything, the resources freed up by withdrawal make the United States better able to honor other commitments.

Abstract:
The wisdom of making wars easier depends on the wisdom of the wars. Rapid military response to all global trouble may sound good, but it can tempt policymakers to intervene even for non-vital interests. U.S. military bases and logistics hubs in and near the Middle East are the primary examples—they make foolish wars too easy to start. Maintaining the ability to use rapid military force in the region has become an end unto itself, unmoored from any clear vital strategic interest. Closing bases will make wars more challenging to start, which will help spur public debate about potential interventions due to the transparent upfront costs required. This will give diplomacy an opportunity to return as the primary policy option in the region. This recommendation is consistent with the U.S. Constitution’s logic. Democracy’s benefit for foreign policymaking is its ability to consider many options and give more time to think through various proposals.

Ahead of Prime Minister Bennett's first visit to Washington, Council data show partisan divides on the Israeli-Palestinian conflict, support for a Palestinian state, and more. In recent years, the US-Israel relationship was stewarded by Israel’s longest-serving leader, former Prime Minister Benjamin Netanyahu, and the man whom he referred to as “the greatest friend that Israel has ever had in the White House,” former President Donald Trump. This week, the first meeting between the two countries’ newly elected leaders, President Joe Biden and Prime Minister Naftali Bennett, will set the tone for a new era of US-Israel relations. New data from the 2021 Chicago Council Survey indicate that some differences in ideas about US policy toward Israel on Capitol Hill—heightened by the 11-day clash between Israel and Hamas last May—have corresponding divisions among the American public. The US public is sharply divided along partisan lines on key issues, including whether to take a side in the Israeli-Palestinian conflict, support for a Palestinian state, and restrictions on the uses of military aid to Israel. Moreover, it’s not just Americans who are at odds with each other. A comparison of the recent Chicago Council Survey and a Viterbi Family Center poll shows that the American public and Jewish Israelis have opposing views on what might be acceptable solutions to the Israeli-Palestinian conflict, while Israeli Arabs and Americans are broadly aligned on acceptable political outcomes.

Whatever one may think of the US withdrawal from Afghanistan, a decision that President Biden shared with his predecessor Donald Trump, most observers on the two sides of the Atlantic seem to agree that both the planning and the execution phases of the withdrawal were botched. Europeans in particular, including the ever-faithful US allies in the UK, complain about not having been adequately consulted or involved in the decision and execution of the withdrawal. Whatever the merits of this debate, it has inevitably led to fundamental questions about US foreign policy and its future trajectories. After four years of Trump, many in Europe are legitimately concerned. Old and by now familiar academic debates about Washington’s priorities, credibility and handling of global affairs have resurfaced as a result. The underlining question is: to what foreign policy tribe does Biden belong? Is he an optimist or a pessimist? A realist or an idealist? A liberal internationalist or a nationalist? Is he a Wilson or a Roosevelt and if the answer leans towards latter, which of the two Roosevelts’ are we referring to?

The collapse of the Afghan government illustrates the larger dilemma in all statebuilding attempts. The statebuilder wants to build a government strong enough to stand on its own. To do this, the new state must win the support of the people it hopes to rule. This need not be the entire population of a country—no government wins universal praise—but it must be a sufficiently large share of the population that it has room to maneuver, favoring some groups with a policy, and other groups with another policy, but not always sitting on the knife’s edge between repression and rebellion. In short, the statebuilder wants to build a state that is legitimate.

Abstract:
The operation of the Russian Aerospace Forces in Syria was perceived by the world community as a demonstration of strength, unveiling Moscow and the Kremlin's readiness to defend its interests in the Middle East by military means. It is not surprising that the Russian military presence in Syria has generated a lot of speculation about the possibility of a repetition of the Syrian ‘scenario’ in other hot spots in the region, such as Yemen. We believe that such generalizations are inaccurate and simplify the multifaceted situation. First of all, the Syrian case is rather an exception for Moscow. After the collapse of the Soviet Union and the communist ideology, Russia became more pragmatic, its policy got rid of the prefix ‘pro’, and, in principle, it is trying to serve its own interests. It is not surprising that the rejection of messianic ideas forced Russia to reconsider its attitude to conflicts, including ones in the Middle East. The best example of Russian pragmatism is the Kremlin's policy on the Yemeni crisis since its beginning in 2011 until now.

The Montreux Convention signed on July 20, 1936 strictly regulates the presence of naval warships of non-Black Sea nations (including the United States) in the Black Sea, limiting their aggregate tonnage (thereby limiting their number), their maximum period of stay within the Black Sea and so on. Such a regime creates a problem of access by Western powers to the Black Sea which negatively influences Georgia’s security environment. However, much has changed in the Black Sea after the Convention was signed – the Second World War took place, the Cold War was concluded, the Soviet Union collapsed and new states arose in its place – Russia, Ukraine and Georgia while Romania and Bulgaria became member states of NATO, Russia annexed Crimea, Turkey distanced itself from the West and so forth. In such conditions, a document signed in the 1930s remains a militarypolitical anachronism, unable to address new requirements and realities. That said, the issue of reviewing it remains problematic as it depends on numerous factors.

Some defense economists argue that the full-scale self-sufficiency of the defense industry, which can also be termed defense autarky, may not be necessary for future wars. Due to weapon systems becoming increasingly sophisticated and highly technological, producing these systems requires the growing importation of components and sub-systems for the manufacturing of indigenous and advanced weapons and equipment; even the United States defense contractors import components and sub-systems from many different foreign countries. “The transformation of arms production has created opportunities for many states. Through defense industrial partnerships, recipient states can now exploit foreign component technology and technical knowledge to produce advanced military systems.” Therefore, no country has a comprehensive domestic defense-industrial base (DIB) because all countries rely on technology imports. Even though defense autarky is not necessary, some countries with strong or moderate economies are still trying to develop an autonomous DIB to decrease the influence of arms supplier countries. However, even countries with developed economies have weaknesses in designing, developing and producing advanced weapon systems because they “suffer from shortages of skilled personnel and sufficient scientific and technical infrastructure to pursue breakthroughs and applied research in many critical defense technologies.”

urbulent politics and a deep shakeup in Brasilia have many concerned for the stability of Jair Bolsonaro’s administration. The stampede of ministerial exits started early this week with the resignation of foreign minister Ernesto Araújo. The defense minister followed suit shortly thereafter. By day’s end, six ministers had either resigned or moved to new posts — about one-third of Bolsonaro’s cabinet. Perhaps more concerning than the political overhaul was what transpired one day after the ministerial shakeup: the leadership restructuring within Brazil’s armed forces — occurring, no less, one day before the 57th anniversary of the military coup. The heads of all three major branches — the army, the navy, and the air force — resigned en masse, purportedly over concerns for their independence, handing Bolsonaro the opportunity to handpick their successors. Brazil witnessed something analogous only once before — in 1977, under the turbulent rule of military dictator Ernesto Geisel. This has left some Brazil watchers fretting that an insecure Bolsonaro could be laying the foundations “for his own January 6.”

16. The Implications of Withdrawing American Troops from Germany

On June 6, the Wall Street Journal set off an avalanche of commentary by reporting that U.S. President Donald Trump ordered a drastic reduction in U.S. troops deployed in Germany within a space of only six months. The move was met with significant pushback in Washington and Brussels, causing Congressional Republicans to raise their concerns in letters and public statements. Trump’s announcement, however, was in fact an extension of earlier plans mooted in June 2019, when the administration first suggested moving at least 1,000 troops from Germany to Poland. At the time, Trump suggested that the proposed move was to “affirm the significant defense cooperation between our nations.” Washington picked up this potential troop move again in a rather unrelated context following a spat over the German refusal to participate in a naval mission in the Persian Gulf to deter Iran, reinforcing the notion Trump keeps using American deployments in Germany as a bargaining chip for any interaction on foreign policy with the Merkel government.

It is no secret that Moscow is increasingly utilizing so-called “private military contractors” (PMCs) to pursue foreign policy objectives across the globe, especially in the Middle East and Africa. What has received less attention is that Moscow’s deployment of PMCs follows a pattern: The Kremlin is exploiting a loophole in international law by securing agreements that allow contractors to provide local assistance. The problem is, however, Russian PMCs are not simply contractors. This pattern of Russian behavior presents a new challenge that Western policymakers should address, as it speaks to broader Russian influence in Africa in the context of great power competition. This challenge is about Moscow’s erosion of broader behavioral norms.

On August 26, Politico reported that U.S. service members were injured after an altercation with Russian forces in northeast Syria. This pattern of Russian challenges to U.S. forces was enabled by the Trump administration’s decision to retreat from parts of northern Syria in 2019, allowing Russia to fill the void. Until this decision was made, the two countries had agreed to make the Euphrates River the deconfliction line to keep U.S. and Russian forces separated. Russia stayed on the west side of the river, and the United on the east side, where this incident took place. Robert Hamilton, Senior Fellow at the Foreign Policy Research Institute, commented on the story and warned that it will not be a one-off incident: “We need to respond to this immediately and forcefully. Russian forces deliberately escalated against U.S. partners when I was running the ground deconfliction cell for Syria in 2017, but tended to be careful when U.S. forces were present. The killing of top Iranian General Qasem Soleimani by a US drone strike on 3 January 2020, followed by the Iranian retaliation on US military bases in Iraq, left many Europeans wondering how – if at all – the European Union can foster de-escalation in the Middle East. The EU is presently stuck between a deepening strategic rift with its US ally and its inability to advance its independent interests and policies vis-à-vis Iran. It is now clear that Europe cannot protect its relations with Washington while also salvaging the Joint Comprehensive Plan of Action (JCPOA), or Iranian nuclear deal. Abstract:
President Trump wants to withdraw US troops from Germany because it spends too little on defense. US Secretary of Defense Mark Esper, however, is trying to present the decision as the result of a strategic analysis. That seems grotesque. The withdrawal not only weakens NATO, but also the security of Europe and America’s ability to act. The Europeans must finally close their capability gaps, and Germany must make its armed forces fully operational earlier than planned.

As is well known, then acting Secretary of the Navy Thomas Modly fired Captain Brett Crozier, captain of the aircraft carrier USS Theodore Roosevelt, after he wrote a letter arguing that all but ten percent of the crew should disembark the ship to prevent the spread of the COVID-19 virus. Doing so, he acknowledged, would diminish the carrier’s readiness and slow its response time in a crisis. Justifying that decision, however, he argued, “We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors.”1 The problem for the captain, of course, was not the content of the letter as much as it was the subsequent leak to the San Francisco Chronicle. Setting aside the fiasco that resulted in his firing, and led to Modly’s sudden resignation, 2 the captain raises some important concerns regarding what the risks sailors, soldiers, airmen, and marines3 should be required to take in peacetime. Because it is peacetime, he argues, “[W]e … cannot allow a single Sailor to perish as a result of this pandemic unnecessarily.”4 Of course, even in war no one should die unnecessarily; however, the captain raises a good question: “what risks are necessary in peacetime?” To answer that question it is first important to understand what risks are necessary in wartime

The COVID-19 pandemic is going to change military recruiting. Recently, the Army and its sister forces have been forced to recruit virtually and have slowed processing through basic training. The Army has been vague about its recruiting goals, instead focusing on end strength, so it will not have to deal with the fanfare of missing its mission as it did in 2018. But the virus and its effects will actually help recruiting in the future. There was a storm gathering for recruiters, as the number of target youth would decrease in the years 2026-2031—a result of a decreased birth rate through the 2008 financial crisis and its fallout. Competition was going to be fierce with businesses and higher education. The virus changed everything.

The COVID-19 crisis has laid bare several long-dormant vulnerabilities, and opportunities, associated with US national security and military business practices. Military leaders must consider political context when making resource prioritization decisions that attend to these new perspectives. Three controversial political themes dominate the national security dialogue in the wake of the COVID-19 crisis. First, the nation’s initial focus will likely be on the economic recovery effort, while incorporating preparations to mitigate the reemergence of COVID-19 or a future pandemic. Second, the nation may experience a prolonged period of austerity, possibly combined with greater taxation, to recover COVID-19 related mitigation debt. Finally, because of these first two issues, defense budgets are likely to experience cuts. Defense spending is the only viable discretionary spending category subject to belt-tightening measures amid the divisive political gridlock and vitriol of a highly contentious election year. Emerging analysis suggests the probability of economic stagnation, uneven sector and state economic recovery, mounting national debt, and political infighting in the shadow of a contentious election will underpin these themes. However, analyses of military implications are less developed. Military resource prioritization choices are often biased by traditional justification reasoning and conventional force management assumptions. Arguments defending these choices may not adequately account for the influence of domestic political agendas, structural power pressures, or the military’s culture. This paper will examine domestic political trends, their potential military implications, and offer a few defense management arguments to augment traditional justification reasoning. A future article will consider the influence of stakeholder’s structural power, the culture of the Army’s defense management enterprise, and their influence on arguments used to defend resource prioritization choices.

Abstract:
In December 2019, Congress established the U.S. Space Force as an independent uniformed military service within the Department of the Air Force. Although many defense analysts had long argued for a reorganization of the Department of Defense’s space capabilities, few had settled on this particular solution. This policy analysis evaluates the reasoning behind the Space Force’s establishment, concluding that the service’s creation is premature. The Space Force is the first new independent U.S. service since the creation of the Air Force in 1947. At its inception, the Air Force had hundreds of thousands of personnel, several years of battle experience, a coherent body of doctrine, and a robust organizational culture. Even so, the creation of the Air Force sparked bitter interservice conflict for the first decade of its existence. However, the Space Force lacks a strong institutional basis, an identifiable organizational culture, and an established foundation of strategic theory. In the short term, it runs the risk of disrupting existing procedures and relationships that enable the U.S. military to function. In the long term, it runs the risk of distorting the procurement and force structure of U.S. space capabilities.

The Washington Post’s publication of the Afghanistan Papers reveals that, although the official line was that the war was turning in favor of the US and its allies in Kabul, policymakers have long been aware that the situation was bleak, deteriorating, and unlikely to produce anything resembling a “victory.” Following 9/11, the US identified failed states as a key national security risk, in that these environments enabled terrorists, rebels, warlords, and other non-state actors to plot and plan operations against the US and the international community. Given that Afghanistan seemed to represent the prototypical weak state, the solution was obvious: Afghanistan needed to be transformed into a strong state that would resist non-state actors—particularly terrorist groups such as Al Qaeda. But in trying to achieve this lofty goal, the US has lost thousands of soldiers and contractors and spent several trillion dollars—and the costs will likely continue rising. The Afghans themselves have suffered even more, with over 100,000 deaths since 9/11. Despite all of this loss—and the open acknowledgment that the strategy is failing—there is little appetite among US policymakers for reversing course.

Russia’s Syrian campaign has demonstrated the returning challenge the West faces in the underwater domain. Combat operations in Syria have been an opportunity for Russia’s military forces to prove on operations a new generation of capabilities, just as Operation ‘Desert Storm’ in 1991 saw the United States demonstrate its own new generation of military technology. One of the first weapons fired in ‘Desert Storm’ was a Tomahawk sea-launched cruise missile (SLCM), launched on the first day from several surface combatants. Two days later, a Los Angeles-class nuclear-powered attack submarine (SSN) became the first submarine to fire Tomahawk in combat.[1] The USN’s re-roling of its SSNs as primary power projection platforms in the 1990s/early 2000s underlined the shift in Western focus in the underwater battlespace away from the primary Cold War task of anti-submarine warfare (ASW) to counter Soviet naval activity. Simply, the strategic collapse of the Soviet Union saw what was a significant submarine threat disappear almost overnight, and with it – for that moment, at least – the Western requirement for ASW capability. Today, the underwater threat is back. Since 2008 – which saw both Russian naval forces engaged in the Georgia campaign and the re-emergence of regular deployments by Russian submarines (and surface ships) south of the Greenland-Iceland-UK (GIUK) gap – naval power has been central to Russia’s strategic resurgence.

34. The Last Option: Impact of the Battle for Idlib on the Syrian Conflict

Abstract:
Idlib has been the delayed battle in the Syrian conflict throughout its various stages, but this seems to be coming to an end, as many indicators reveal. For example, Russia, for the time being, is keen to resolve Idlib’s issue which would reinforce the specter of military intervention. Moscow indicates that there are no options left for the parties to the Sochi agreement, pointing also to the difficulty of implementing its terms. The 10 points-agreement has not achieved its purpose for five months, given the terrorist organizations’ control over the area, in particular al-Nusra Front. This happens amid lack of actions from the Turkish side, which has threatened, more than once, to deter those who jeopardize the agreement, which compelled it to agree, ostensibly, with the other parties on launching a military offensive in Idlib. Despite the challenges and consequences of this option, it is the scenario that looms large over the Syrian scene at present.

Haim Koren analyzes the ongoing relationship between Israel and South Sudan. From the beginning, it made strategic sense for Israel to provide military aid to rebels in South Sudan. This would serve as a useful distraction to Egypt and Sudan, and would open a new and vulnerable front against the Arab World. However, it wasn’t until the June 1967 war that Israel truly acted upon this opportunity, following Khartoum’s decision to support Egypt in that conflict. [1] Joseph Lago, then the leader of the South Sudanese Anya-Nya ("Viper Venom") guerrilla organization, appealed desperately to Israel, asking it to help in preventing integration of Sudanese units within the Egyptian army by pinning them down in an ongoing conflict with the fighters of South Sudan. This would carry a number of advantages for Israel, including strengthening Israel’s operational connections with Kenya and Ethiopia, which were states within Israel’s geo-strategic ‘second circle.’ Providing such aid would also carry moral weight: Israel would help a nation struggling for independence against what south Sudanese felt to be Islamic “tyranny.”

The Islamic State is a group known for doing things a bit differently, for its capacity for innovation, and for its many ‘firsts.’ Two of those ‘firsts’ happened within months of each other. The first occurred in October 2016 when the group used a bomb-laden drone to kill, after the explosive hidden within the drone killed two Kurdish peshmerga soldiers who were investigating the device. Another ‘first’ happened in January 2017 when the Islamic State released a propaganda video that showed nearly a dozen examples of the group releasing munitions on its enemies from the air with a fair degree of accuracy via quadcopter drones it had modified. And it wasn’t long before the group’s bomb-drop capable drones would go on to kill, too.

On 15 October 2018, the Italian Ministry of Defence released its Plurennial Programmatic document (Documento Programmatico Pluriennale, DPP) outlining Italy’s defence expenditure forecasts until 2020.[1] The DPP was eagerly awaited this year, especially in light of the defence cuts announced by the current government, which is already embroiled in a difficult negotiation with the EU over Italy’s increasing budget deficit. Coming at a time when the EU is devoting increased effort and resources to boost its defence cooperation and the US Trump administration is admonishing its European allies for not paying their share to defend Europe through NATO,[2] Italy’s envisioned defence cuts are likely to cause some concern in Brussels and Washington. Ultimately, these may also increase scepticism as to Rome’s reliability as a key European partner in the defence realm.
