1. Biden’s Middle East Balancing Act: Iran’s Nuclear Program and Saudi-Israeli Ties

Abstract:
This summer, the Biden administration decided to negotiate a temporary deal with Iran involving the release of American prisoners held by the Islamic Republic in exchange for the release of some of the funds that were held by the United States as part of the economic sanctions on Tehran. The White House expects that this package deal will open the road to talks with Iran on its nuclear program. The outline of a deal would include a pause in the accumulation of enriched uranium and an Iranian pledge not to produce weapons-grade fissile material, in exchange for the removal of US economic sanctions. But any diplomatic deal between Washington and Tehran raises fears among two of America’s allies in the region, Saudi Arabia and Israel, that regard Iran as an existential threat. From that perspective, a US-led process of normalizing the relations between Riyadh and Jerusalem could help contain Iran and reinforce the American pledge to strengthen the alliance with Saudi Arabia and Israel.

Abstract:
New indirect talks between the United States and Iran on a return to the Iran deal could help the outlook for a moderate candidate in the next election. Iranian presidential elections are set for June 18. The current president, Hassan Rouhani, who earned initial praise in Iran after successful negotiations for the Joint Comprehensive Plan of Action (JCPOA) in 2015, is ineligible for reelection and has steadily lost public support after the US withdrawal from the nuclear deal in 2018. A joint survey of the Iranian public conducted by the Chicago Council on Global Affairs and IranPoll provides insights into how Iranians view this pivotal moment for Iran. Iranians view Rouhani’s policies quite negatively, especially his economic policies, and for their next leader they want someone who is critical of Rouhani. However, while Iranians did not feel the economic improvements from the JCPOA they expected, new indirect talks between the United States and Iran on a return to the agreement could help the outlook for a moderate candidate.

3. The Demise of the Two-State Solution: The Realities Trump's Peace Plan Will Create

Abstract:
At the end of January, US President Trump announced a Middle East peace proposal that he himself lauded as "the deal of the century". The introduction to this peace proposal called "A Vision for Peace" stresses that it would "create a realistic two-state solution" because it addresses "today's realities" surrounding the Palestinian issue. However, the nature of this proposal differs greatly from two-state solutions previously pursued by the US and the international community as a whole. Israel and the Palestine Liberation Organization (PLO) signed the Oslo Accord in September 1993. The concept underlying that accord was a two-state solution in which an independent Palestinian state with its capital in East Jerusalem would be established in the West Bank of the Jordan River (hereinafter, "the West Bank") and the Gaza Stripboth of which have been occupied by Israel since the 1967 Arab-Israeli War and would co-exist with Israel. Circumstances in the West Bank and Gaza have changed greatly over the past 27 years, however, and the prospects for a two-state solution have mostly perished. In that sense, the Trump peace plan can be said to have struck the final fatal blow that killed the two-state solution.

Abstract:
Two weeks ago, the US envoy to Afghanistan announced that American and Taliban negotiators had drafted a negotiation framework to end the 17-year long war in Afghanistan. Though American troops ousted the Taliban government following September 11th, the Taliban initiated a long-running insurgency against the US-backed Afghan government. After more than a decade of fighting, the Afghan government, the United States, and Taliban insurgents each failed to secure victory and, instead, the conflict has reached an unfavorable equilibrium for each of the parties. The framework deal, therefore, is expected to shift the status quo in Afghanistan’s politics and provide an exit strategy for US troops.

Abstract:
The United States may soon have a shot at talking directly to North Korea’s Kim Jong-un. Given this unique opportunity, what foreign policy tactics should US negotiators use in the effort to denuclearize the Korean peninsula? It may seem strange, but negotiators might consider taking a lesson from the FBI and the field of Crisis Negotiation to show us a better path to de-escalation. Over several decades and half a dozen administrations, many have weighed in on how to deal with North Korea’s aggression towards the region and its pursuit of nuclear technologies. Solutions from sanctions by the international community (which only really work when China is serious about them) to ways to game potential meetings with the Kim regime all have two things in common: they are tightly focused on North Korea’s nuclear program, and they are pretty solidly ineffective.

Abstract:
2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.
