Abstract:
The violence perpetrated by Mexico’s drug cartels, their persistent export of drugs into the United States, and the massive toll of fentanyl overdose deaths have prompted the Trump administration to present U.S. military force as a possible solution. Any U.S. military incursion into Mexico will create more problems than it solves. It will disrupt the cartels for a time but drug smuggling will continue given demand and profits. U.S. military action could also raise the risk of the cartels retaliating against Americans inside Mexico and even inside the United States. The diplomatic repercussions would be significant as well: Mexico would view U.S. military force without its consent as an act of war. Various military solutions lack promise. A counterinsurgency operation will sink U.S. troops into a long-term campaign with no concrete end date. Targeting cartel kingpins is likely to splinter the cartels into smaller groups, not eliminate them. A plan to strengthen the presence of the Mexican military inside Mexico is also unlikely to work. There is no silver bullet to stop the cartels. While the United States can take some practical measures to weaken the cartels, like stemming the flow of firearms into Mexico, it can’t achieve much more than this and shouldn’t try.

On 2 June, Claudia Sheinbaum, running for the ruling National Regeneration Movement (MORENA) party, won the presidential election with almost 60% of votes, becoming the first female president in the country’s history. Alongside the presidential election, voters in Mexico concurrently participated in legislative, state, and municipal elections. The election was marred by assassinations and targeted attacks on candidates and other political figures. ACLED records over 330 incidents of violence targeting political figures during the election campaign, between the start of the federal campaign on 1 March and the voting day on 2 June. At least 95 incidents led to one or more reported deaths. The level of violence during this election campaign marks a record high that eclipses the violence recorded in the 2018 general and 2021 federal elections, which had 254 and 257 events, respectively. The heightened levels of violence during the 2024 campaign period also affected candidates who were not directly targeted in violent incidents. At least 553 candidates requested state protection after receiving threats,1 while others decided to withdraw from the race as a result of threats.2 Notwithstanding, none of the main presidential candidates have made substantial proposals to address this issue.

Abstract:
A year after the implementation of the state of exception on 6 December 2022, this report explores the evolution of violence likely related to gang activity between January and November 2023. ACLED data show that the security measures implemented thus far have yielded mixed results. Armed clashes and violence targeting civilians have continued unabated throughout 2023 due to persisting competition among gangs, especially in the country’s overcrowded prisons where violence has surged. Gangs continue to extort transportation workers in order to generate revenues, albeit the rate of these events has slowed down in 2023 compared to 2022. The geography of the violence points to gang violence moderately increasing and spreading beyond the crime hotspots of Tegucigalpa and San Pedro Sula. This finding substantiates claims that criminal groups have expanded to other strategic areas for drug trafficking and production, a phenomenon potentially exacerbated by state of exception measures and increased pressure on gangs in the most populous urban areas due to frequent law enforcement operations.
