Abstract:
In light of the Indo-Pacific regional meeting of the 2nd Summit for Democracy (S4D2) (hosted by South Korea) choosing to discuss matters on corruption, Dr. Sook Jong Lee, a Professor at Sungkyunkwan University and a Senior Fellow at EAI, evaluates the state of corruption within the region. Despite persistent and wide-spread efforts to tackle the malignant effects of corruption, Dr. Lee points out that progress has been slow, especially due to the dominance of grand corruption and preserving independence for anti-corruption institutions. Lee concludes by suggesting that, with the Summit as a launch pad, leaders should look into the creation of a network of anti-corruption bodies to boost international cooperation, capacity building, and promoting independence.

Abstract:
In 2021, the U.K., France, and Germany deployed 21 naval ships to the Indo-Pacific with a stated aim of helping the U.S. shoulder the burden of collective security and sustaining the “rules-based international order.” Naval deployments by the U.K., France, and Germany are symbolic and unlikely to affect the balance of power in Asia. A European pivot to the Indo-Pacific draws scarce attention and resources away from defense issues in Europe. Instead of encouraging Asian forays, the U.S. should encourage its European allies to assume primary responsibility for European security, freeing the United States to focus on the Pacific, if needed.

Abstract:
For the past several years, two ‘mega-regions’ have been forming in global politics – Eurasia and the Indo-Pacific. Both have become a shorthand for shaping the future rules and norms of international order in the face of a global power shift. ‘Eurasia’ has served to illustrate Moscow’s commitment to deepening its strategic partnership with Beijing and creating a new distribution of influence in world politics – one in which the West lies at the periphery rather than the centre. Meanwhile, the term ‘Indo-Pacific’ has taken off in response to the deepening Sino-American rivalry and (disputed) assertions of a budding global contest between democracies and autocracies. This CEPS In-Depth Analysis paper offers an overview of these two mega-regions, including the key geopolitical and governance questions that have been shaping them over recent years and whether great power dynamics in these theatres have shifted since the start of the Ukraine War. It concludes with observations on how these shifts stand to structure transatlantic relations beyond the horizon of the current war.

Abstract:
Byoung Kwon Sohn, Professor at Chung-Ang University, predicts that the Biden administration will likely stick to its stance on foreign policy, with the Senate secure in Democratic hands and the inter-party House seat margin found to be smaller than expected. Encountering the recent escalation in North Korea, he claims that Washington will keep the Korea-U.S.-Japan trilateral security cooperation in place and strengthen its commitment to extended deterrence to its two Asian allies. Professor Sohn also highlights that the United States will continue to pursue its current Indo-Pacific strategy to contain Chinese influence in the region whilst attempting to maintain the status quo in the Taiwan Strait.

This talk on the subject of scientific research was delivered virtually on 1 November 2021 to mark the anniversary of the official opening on 1 November 1958 of what is now called the Faculty of Cultural Sciences at Padjadjaran University in suburban Bandung, Indonesia. In his remarks, Donald K. Emmerson recalls his experience as a student in Indonesia, discusses the rejection and subversion of the distinction between fact and opinion in what he calls “our epistemological crisis," and ends with comments on a different but related distinction: the institutional separation of the humanities from the sciences, as if they were two different spheres of thought and specialization.

Abstract:
India and Australia have successfully managed to overcome prior inhibitions about security cooperation. Since 2000, the two countries have significantly improved their strategic coordination, military interoperability, and maritime cooperation, motivated by China’s rise and behaviour, faltering regional security institutions, and uncertainty about the United States’ role. Today, India–Australia security relations comprise regular military exercises, professional exchanges, operational coordination, and nascent defence technology cooperation. But the two countries’ different capabilities, priorities, and strategic circumstances will have to be overcome if relations are to deepen. Future priorities should include institutionalising bilateral and multilateral coordination mechanisms, improving military interoperability, deepening defence technology collaboration, and broadening relations to give ballast to the security relationship.

The COVID-19 pandemic has led to over three million confirmed infections and more than one hundred thousand dead globally. In the United States, over sixty thousand people have died and more than 1 million have been infected. According to epidemiologists, this is only the first phase. Thus, near-term “success” against the outbreak reflects a current snapshot in time, not necessarily a permanent outcome. In light of our very preliminary understanding of the long-term impact of the outbreak and national-level responses, there are discernible trends about how countries’ responses are impacting their standing in key regions and around the world. Few regions offer such stark contrast in stories as the Indo-Pacific. In that region, South Korea is up, China is down, and the United States is out. These shifts may or may not endure. What is increasingly clear, however, is that ineffective responses—perceived at home or abroad—will limit policymakers’ freedom of action for some time to come.

With a population of 650 million and an annual GDP of $2.8 trillion, ASEAN is a key component of the US Indo-Pacific Strategy. Two visitors to the East-West Center, Kavi Chongkittavorn and Anu Anwar, emphasized that the United States needs to take several steps to strengthen working relations with ASEAN. Priorities for the Trump administration include: Attend the annual ASEAN-sponsored East Asia Summit; Establish personal rapport with ASEAN leaders; Participate actively in all ASEAN-led mechanisms, including the ASEAN Regional Forum, the ASEAN Defense Ministerial Meeting Plus, and the Lower Mekong Initiative; Appoint an American envoy to ASEAN, a position that has been vacant for more than 30 months; Maintain the ASEAN-focused programs and activities initiated under previous US administrations; Expand educational, cultural, and youth programs; Strengthen the US-ASEAN security commitment, in particular maritime and cyber security.
