51. Post-conflict Reconstruction in Ukraine: Challenges and Opportunities

During her first visit to Kyiv on 21 February 2023, Italian Prime Minister Giorgia Meloni reassured President Volodymyr Zelensky concerning the Italian commitment to the Ukrainian resistance and defence against the Russian invasion. To most people’s surprise, she stated that “we [Prime Minister Meloni and President Zelensky] have spoken a lot today about reconstruction, not only for when the conflict ends, but also now”.[1] As a concrete follow-up on this commitment, on 26 April a bilateral conference on Ukraine’s reconstruction was held in Rome.[2] Indeed, the word “reconstruction” in reference to Ukraine has been used since the spring of 2022 at the EU level. This is a great achievement for the post-conflict researchers’ community and research centres that have restlessly highlighted the importance of dealing with conflict and post-conflict as a complex spectrum, where recovery considerations need to be taken into account from the early stages. When designing international efforts for physical reconstruction and investment, emerging challenges to good governance and rule of law, such as corruption, must be carefully considered and managed. Furthermore, it is paramount to discuss also non-physical aspects of reconstruction, encompassing all the threats to human security, such as the presence of small arms and light weapons (SALW), that could foster instability in the country after the end of the war.

52. The Arctic within EU Strategies: A Renewed Centrality

In June 2023, the Arctic Council resumed its work after a year’s suspension in response to Russia’s invasion of Ukraine.[1] The Council is a pillar of the institutional architecture of the region; the main framework for cooperation between the Arctic states that also involves the North’s indigenous peoples in issues of environmental protection and sustainable development. In recent years, the overlap between climate and security crises has profoundly transformed the region, generating economic opportunities but also endangering local populations and amplifying international competition.[2] The European Union, which is increasingly interested in the issue of climate security (the multiplier effect of climate change and its, even indirect, impact on security risks spanning several dimensions – economic, human and political),[3] has long tried to devise an Arctic policy that takes into account such changes by tackling emerging challenges and grasping opportunities. To better address these issues, since 2013 the EU has been applying for full observer status to the Council; however, it has only been permitted to observe the organisation’s activities without a formalisation of its role. At the same time, however, to be able to play an active role in the region, the EU’s strategy must cover the full width of the Arctic institutional architecture, which encompasses a plurality of diplomatic, legal and institutional instruments that go beyond the framework of the Council.

53. Shaking Hands with Saied’s Tunisia: The Paradoxes and Trade-offs Facing the EU

Over the last year, Tunisia has become a key priority for the European Union and its member states, Italy in particular. The main reason for this increased attention is the growing number of unauthorised arrivals of migrants and asylum-seekers leaving the North African country and reaching Italy from mid-2022 on. Tunisia was the point of embarkation for over 60 per cent of almost 90,000 irregular arrivals registered in Italy in the first seven months of 2023.[1] This is a departure from an established trend of Libya being the main departure point in the Central Mediterranean.[2] To make sense of these new mobility patterns, one also needs to take into account the profound economic crisis and the increasing pace of authoritarianism in Tunisia. Beyond its effects on the local population and civil society, the latter also manifests in severe cases of discrimination and violence against sub-Saharan migrants residing in or transiting through Tunisia.[3]

The Covid-19 pandemic and the war against Ukraine, with their significant socio-economic costs, have put stronger pressure on development assistance spending among traditional donors, as the cases of Sweden and the United Kingdom attest.[1] Confronted with higher energy costs, inflation and a potential recession, the political imperative across Europe is to allocate resources to tackle immediate domestic challenges rather than expanding international development programmes – against all the lessons of interdependence that the pandemic might have taught. Italy is not immune to this trend, as recent developments also seem to suggest.

A few weeks ago, Montenegro—a NATO member—was hit with a cyber attack that targeted government servers. Montenegro’s outgoing Prime Minister, Dritan Abazovic, initially hedged about potential responsibility for the attack, stating on August 26: “We do not have clear information about the organizers… Security sector authorities couldn’t confirm that there is an individual, a group, a state behind [the attack].” Nevertheless, later that same day officials from Montenegro’s national intelligence agency attributed the attack to Russia. They also implied that the attack was related to Montenegro’s support for Ukraine and push for membership in the European Union. Yet, the extent of Russian involvement in the cyber attack remains ambiguous, which poses significant political and strategic challenges.

Abstract:
Protecting the environment is one of the most pressing issues countries face today. Yet, nations disagree over how to achieve this goal. In international fora, states often fail to coordinate on protecting the environment. For example, for two decades, countries at the World Trade Organization (WTO), unsuccessfully discussed how to protect the ocean’s biomass. Governments spend $35 billion of taxpayers’ money annually on subsidies to support the fishing industry. Two-thirds of these subsidies directly contribute to overfishing—that is, fishing beyond environmentally sustainable limits. Yet, WTO member countries couldn’t agree on restrictions on environmentally-destructive fishing subsidies.

Russia’s invasion of Ukraine has sparked fears that skyrocketing commodity prices—especially of wheat (Ukraine and Russia together account for about one-quarter of the world’s exports), oil, and gas—will cause a global wave of food protests. War, coupled with rapidly rising inflation—which has also been linked to bread riots—and more frequent climatic shocks suggest that concerns about food insecurity creating global unrest are timely and warrant further examination. At the same time, framing the complexities of sociopolitical environments as simple “kneejerk” reactions to rising food insecurity risks oversimplifying the situation and our ability to address it. Previous studies that identify a clear relationship between food prices and protests emphasize this risk.

Abstract:
On 24 April 2022, French President Emmanuel Macron secured re-election, defeating far-right candidate Marine Le Pen. Despite his re-election to the presidency, dissatisfaction with Macron has been reflected by his relatively poor performance in both the presidential and parliamentary elections, with notable swings to both the political far-right and hard left (France24, 20 June 2022). During the presidential election, Macron lost electoral support in several regions of France and the overseas territories, with Le Pen comfortably outperforming Macron in Guadeloupe, Martinique, French Guiana, Mayotte, and Réunion (Guardian, 25 April 2022). Moreover, Macron’s Ensemble coalition lost its absolute majority in parliament during legislative elections on 12 and 19 June. Ensemble lost seats to the New Ecologic and Social People’s Union (NUPES), the left-wing coalition formed by hard-left leader Jean-Luc Mélenchon, and Le Pen’s far-right National Rally (Euronews, 20 June 2022). While National Rally did not win any parliamentary seats in the territories, several Macron-supporting incumbent politicians lost their seats to NUPES or regionalist candidates (Le Monde, 19 June 2022). Most significantly, Secretary of State for the Sea Justine Benin lost her parliamentary seat in Guadeloupe to NUPES-supported Christian Baptiste (20 Minutes, 19 June 2022). These political developments follow more than a year of heightened levels of demonstration activity across mainland France, overseas territories, and Corsica. Driven by opposition to coronavirus restrictions, demonstrations across mainland France,1 overseas territories,2 and Corsica surged throughout 2021, with demonstration levels remaining elevated ahead of the presidential election in April. Although demonstrations spiked throughout French territory, analysis of this trend sheds light on complex regional dynamics. Most notably, since the beginning of 2020,3 demonstrations have been far more likely to involve violent activity, destructive activity, and/or barricades4 in French overseas territories and Corsica compared to mainland France. While violent demonstration levels have increased across the board, root issues vary. In Corsica, the violent death of a Corsican prisoner renewed calls for greater autonomy, while in the Americas, coronavirus restrictions rekindled discontent rooted in systemic inequality. Violent demonstration activity in the territories and Corsica reflects an underlying disconnect with the government in Paris. This report examines the regional trends that have emerged out of increased demonstration activity in mainland France, the overseas territories, and Corsica.

61. A New and Better Security Order for Europe

Far-reaching changes in the global balance of power and Europe’s security environment call for a new U.S. strategy toward Europe—for the benefit of Americans and Europeans alike. European states should take deliberate steps toward autonomy in defense, which the U.S. should foster by reducing its military presence in, and security commitments to, Europe, gradually and in coordination with its NATO allies. The eventual goal should be to eliminate permanent U.S. military deployments in Europe. Europe, particularly France and Germany, possesses the material wherewithal to balance Russia’s military power. What Europe lacks is the motivation, something it will not acquire so long as it can count on a blanket, open-ended American commitment. Europe’s stability and security demand a regional order into which Russia—the continent’s strongest single military power—is eventually integrated, rather than one from which it has become progressively alienated. The post-Cold War crises over Ukraine arose from complex circumstances; but one of them has been the absence of a pan-European security order that extends from the Atlantic to the Urals and contains provisions for engagement with Russia, including arms control and crisis management, as well as confidence-building measures designed to reduce the risk of war. Restructuring Europe’s security order to promote European strategic autonomy will improve, not harm, trans-Atlantic relations and cooperation. The U.S. and Canada are bound to Europe by centuries-old ties—historical, cultural, and economic. While the extent and nature of these ties will necessarily change over time, their existence does not depend on an American willingness to serve indefinitely as Europe’s prime defender.

In 2021, the U.K., France, and Germany deployed 21 naval ships to the Indo-Pacific with a stated aim of helping the U.S. shoulder the burden of collective security and sustaining the “rules-based international order.” Naval deployments by the U.K., France, and Germany are symbolic and unlikely to affect the balance of power in Asia. A European pivot to the Indo-Pacific draws scarce attention and resources away from defense issues in Europe. Instead of encouraging Asian forays, the U.S. should encourage its European allies to assume primary responsibility for European security, freeing the United States to focus on the Pacific, if needed.

The U.S.-NATO-Russia-Ukraine crisis could be resolved by a grand bargain among the parties that defines Ukraine as a neutral state. Neutrality deals worked well in the past to forestall Franco-British conflict over Belgium in the 1830s and East-West conflict over Finland and Austria in the Cold War. The Belgian, Finnish, and Austrian neutrality deals enhanced the security of the states they made neutral. Neutrality was an asset for Belgium, Finland, and Austria, not a handicap. Major powers never calmly accept the close approach to their borders of unfriendly powers or alliances. Russia is no exception. It will not accept a settlement that leaves open the possibility of Ukraine in NATO or NATO in Ukraine. Hence, a neutrality solution is both sufficient and necessary to resolve the current crisis. Ukraine is not worth a costly confrontation for the U.S. Hence, U.S. leaders should be open to compromise. If compromise proves elusive, the U.S. should not pay high costs or run large risks to impose a deal on its terms, as it has higher priorities at home and elsewhere.

Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

In the opening phase of its invasion of Ukraine, Russian armed forces made major errors in both the operational and tactical realm, costing the lives of thousands of its troops. Ukraine, by contrast, performed well above expectations and brought the Russian offensive against Kyiv and Kharkiv to a halt. Russia subsequently redeployed a major portion of its combat power, away from Kyiv and Kharkiv, to reinforce its attack on Donbas. This shift plays to Russia’s strengths and exposes Ukrainian Armed Forces (UAF) to greater risk. Russian forces have made slow but methodical progress on the northern shoulder of the Battle of Donbas, putting 10,000 UAF at risk of encirclement in the Sievierodonetsk pocket, like the loss they suffered at Mariupol. Ukrainian President Volodymyr Zelensky declared Ukraine will not stop fighting until all Ukrainian territory has been liberated.1 To have a chance of accomplishing that objective, Ukraine would likely need to recruit and train an additional 100,000 troops, at least, a task that would take 12–18 months, and equip its forces with a comprehensive set of modern, heavy weaponry, provided by the West, numbering in the thousands of armored vehicles and associated weaponry. There is great risk for Ukraine in undertaking such an attempt. It is unclear whether NATO will provide sufficient modern weapons or whether Ukraine can successfully hold off Russia while also recruiting and training so many more troops. If Russia defeats Ukraine in the Battle of Donbas, Kyiv will face a difficult choice: (1) to dig in and continue fighting, even though much of its most effective forces will have been captured or killed, and risk steadily losing more territory or (2) negotiating with Russia to trade territory lost since 2014 for peace to stanch further losses of Ukrainian lives and land.

Admitting Finland into NATO constitutes a permanent defense commitment by the alliance. In the case of the United States, it also entails a further extension of its nuclear umbrella. Such moves warrant a fulsome public debate, not a rush to action. Consideration of the defensibility of Finland must take into account a revitalized, long-term Russian threat, not just the force currently mired in a grinding war in Ukraine. More thorough discussion is needed about Finland’s capacity to defend itself and the level of outside support it would require from NATO and, specifically, the U.S. military. Regardless of whether it admits Finland, NATO should support it in any future crises with Russia. But the nature of that support changes depending on whether Finland is an alliance member or not, with attendant implications for the level of risk NATO incurs. U.S. forces cannot be everywhere at once. New, permanent security commitments in northern Europe need to be examined relative to other U.S. global priorities.

The image of two men, sitting awkwardly across each other in a solemn conference table, suddenly sprouted everywhere in my Twitter feed last winter. As a terrifying war erupted over competing visions of eastern Europe’s place in the international order, this somewhat surreal picture of the rulers of France and Russia conferencing offered little respite. It was precisely at this time that I had the pleasure to converse with the incoming Toynbee Prize Foundation President Glenda Sluga about her most recent monographThe Invention of International Order: Remaking Europe after Napoleon (Princeton University Press). As the so-called international order comes under increasing pressure in Ukraine and beyond, Sluga’s timely book invites us to engage with the “two centuries of multilateral principles, practices, and expectations” to understand the promises and limits of our contemporary arrangements (p. xi). It places the recent meeting between Macron and Putin in the context of the rise and consolidation of “a new professional, procedural, and bureaucratic approach to diplomacy, based on the sociability of men” (p. 6). After all, our modern notions of international “politics” or “society” were forged in the aftermath of a previous European-wide conflagration that had France and Russia at its helm: the Napoleonic wars. Sluga’s account does not aim to blindly celebrate nor to categorically condemn this modern political imaginary of international ordering. Others have dismissed the post-Napoleonic diplomatic constellation as reactionary or have lauded it as protoliberal. Sluga, above all, is interested in questioning it. She invites us to: reflect on for whom this order has been built; push against the ways it narrows our perspective; and grapple with its inner tensions and contradictions (p. 282). At the heart of the book, I would suggest, lies a concern about the paradoxical record of European modernity: a project that “has offered an expansive horizon of political expectations but delivered a voice only for some” (p. 7). By taking women, non-Europeans, and “non-state” actors seriously as political agents, she shows how bankers, Jews, or ambassadrices were ironically crucial in the making of a system that came to exclude them from the historical record. And, unsurprisingly, these exclusions lead to tensions that threaten to upend international order from within and without—from 1821, 1848, or 1853 to 2022. In our conversation, we attempt to make sense of these paradoxes, contradictions, and ambiguities of international ordering.

In the late 1980s and early 1990s, the idea of a ‘common European home’ inspired many different political leaders. This idea has now crumbled amid Russia’s brutal invasion of Ukraine. Historians will long debate what went wrong. For now, the West will have little choice but to inhabit a continental security context based on deterrence rather than romantic visions and shared identities. But Western governments should also not give up on the more flexible, accepting approach to European security and integration that animated the 1990s. The EU granting candidate status to Ukraine last June was a landmark event. But the EU cannot have an effective strategy for Ukraine without also having a strategy for Russia. Even with the continent afflicted by war, the aspiration of a common European home must not be discarded. 69. Which kind of realism should drive Western support for Ukraine?

Abstract:
Realist foreign-policy pundits have become synonymous with ‘neorealists’, who prefer a negotiated end to the Russia-Ukraine war to restore stability to the relationship between great powers in the international system. However, realism cannot be treated as a monolithic theory of international relations. It includes also ‘classical realism’, which derives state conduct from domestic politics rather than international structure. This CEPS Explainer highlights several qualitative insights about the war derived from classical realism, which seem more relevant to the conduct of Western foreign policy. These insights make a convincing case for continuing and perhaps increasing the military support to enable Ukraine to liberate further territory. The first is the acknowledgement that the Western nations have a significant interest in enforcing the principle of non-aggression and restore deterrence to the European security system, which Russia seeks to overthrow. The second insight is into the psychology of the Kremlin’s escalation potential, which depends on the Russian people’s willingness to sacrifice and on diplomatic pressure exerted by China (and India). The third is that the military investment in Ukraine pays off with very high dividends and with the degradation of Russia’s fighting power as an additional benefit to NATO.

French nuclear generation, for example, has fallen to a thirty-year low over the past year due to maintenance works and corrosion.[1] Due to extreme heat over summer, unprecedented drought has reduced hydropower generation as well as the possibility to import coal by river.[2] Oil has not been immune to turbulences either. The EU embargo on Russian crude oil finally began on 5 December 2022, coupled with a price cap at 60 US dollars/barrel generating uncertainty over future supply and prices. In February 2023, the second step of the embargo, on refined products, will kick in, with diesel potentially becoming the next chapter of the European energy crisis.[3]

The word “border” carries much complexity. It encompasses many facets of the human condition, from purely geographical locations to intangible beliefs and personal or individual traits. Yet, today, the term border is often manipulated, coupled with verbs or adjectives that aim to emphasise its importance or demonise its significance; the border has increasingly become a stigma, used indiscriminately by all political forces, with some calling for its demolition and others its strengthening. In 2022, Italians have become more concerned about tensions between Russia and the West – but not more pro-American. They rather largely trust the European Union as a security actor, or lean towards an autonomous national defence policy – quite a change for the Italian public opinion. Should the polling prove accurate, Italy will soon be governed by its most radical right-wing government since World War II. Come 25 September, a coalition of political parties – dominated by the hard-right and anti-migrant Brothers of Italy party (Fratelli d’Italia – FdI) and Matteo Salvini’s League (Lega) – appears poised to secure a clear, if not resounding, majority in parliament. This will return Italy to a right-wing government, the first since Silvio Berlusconi’s centre-right coalition collapsed amidst the risk of Italian bankruptcy back in 2011. Despite its neo-fascist roots, heading the polls with about 25 per cent of the vote is Giorgia Meloni’s FdI, the frontrunner to become the country’s first female premier and first far-right head of government in Italy’s Republican history.[1] Salvini’s League and Silvio Berlusconi’s Go Italy (Forza Italia) party are the other major members of the right-wing coalition, whose impact if elected will reverberate far beyond Italy. For Europe, the polls are another indication of the spread of hard-right conservativism, following the French National Front’s electoral gains over the past few years and the recent victory by the Sweden Democrats this September.

The EU’s announced ban on Russian oil imports is a strong political measure that will heavily impact international energy markets, restricting the supply of 4.1 million barrels per day (mbd) of oil and derivates to a market which is a net importer of 10.72 mbd.[1] The EU’s ban, which is due to fully come into effect between December 2022 and February 2023, combined with the US’s previous ban of 600 thousand barrels a day (tbd), means that 4.7 mbd of Russian oil and derivatives are being removed from these high oil consuming markets (35.9 mbd in total). If we add the 1.3 mbd of oil that Iran has stopped producing due to US sanctions reintroduced in 2018, we reach a volume of 6 mbd of oil that is restricted or out of the market due to political decisions. The Russian invasion of Ukraine and the unprecedented sanctions and oil ban imposed on Moscow, combined with the previous oil sanctions against Iran, are fast advancing a new geopolitical reality: the de-globalisation of the international oil market.

On 16 March, a sweeping majority in the Italian Chamber of Deputies approved order 9/3491-A/35 committing the Italian government to raise the defence budget to 2 per cent of GDP.[1] Taken in the wake of the Russian invasion of Ukraine, this decision strengthens Italy’s adherence to the commitment made by NATO countries in 2004 and reiterated at the 2014 NATO summit in Newport, Wales. The announcement comes after half a decade of increasing Italian defence spending. Having decreased from 1.5 per cent of GDP in 2010 to 1.2 per cent in 2015, Italy’s military expenditures started to grow again, reaching 1.6 per cent of GDP in 2020. This figure is still considerably lower than the UK’s 2.2 per cent or France’s 2 per cent, but higher than Germany’s and Spain’s 1.4 per cent.[2] To understand the broader context within which Italy has decided to renew its commitment to the NATO target, Italian public opinion should be factored in. In this respect, opinion polls conducted prior to the war in Ukraine can shed some light on Italian attitudes toward defence spending in general and the 2 per cent NATO pledge specifically.

Currently, NATO successfully maintains the balance between its nuclear deterrence and disarmament aspirations. However, it does not represent an easy task for the organization of 30 member states. Over the years, NATO has suffered from a serious nuclear identity crisis. Many Allies tried to increase the Alliance’s arms-control profile while others gradually opposed any further changes in this direction. The positioning of NATO in this regard has been constantly shaped by significant shifts in the international security environment. Despite the contested view on maintaining NATO’s nuclear deterrence, the Alliance managed to evolve as a nuclear alliance, effectively ensuring peace and security in the Euro-Atlantic area. Today, European security faces the biggest security challenge since World War II when one state wages an unprovoked and unjustified war against another sovereign and independent state on the doorsteps of NATO, threatening the world with the use of nuclear weapons. In this unprecedented environment, it is important for NATO to maintain and further strengthen its nuclear deterrence posture to ensure peace and stability for generations to come. The recent proliferation of crypto assets and other digital currencies is rapidly transforming the financial industry and the very concept of money. In response to these developments, many central banks are considering the possibility of introducing a central bank digital currency (CBDC), to be used as an alternative to cash. These trends have led to a lively debate on the role that a new sovereign digital currency could play in the monetary system. Some claim that the creation of a CBDC looks like a solution in search of problem because the private sector is already responding to the needs of faster and cheaper payment services.[1] The opposite view is that, if nothing is done, central banks could eventually lose the capacity to conduct monetary policy, to preserve financial stability and to ensure the proper functioning of the payment system. While the European Central Bank (ECB) has yet to make a final decision, in July 2021 it announced the start of a two-year “investigation phase” on the possible introduction of a euro CBDC, in which the views of prospective users and of those who will distribute the new currency will be sought.

Abstract:
The G20 as we know it emerged from the 2008 global financial crisis. What is rarely acknowledged, however, is that this grouping of the world’s twenty largest economies emerged at a time when the world was fast becoming more “urban” than “rural”. The impact of urbanisation on the world economy has received scant attention in global decision-making arenas because the post-2008 stabilisation of the global financial system came with significant costs. In particular, the financial crisis had important recentralising effects. The OECD, for instance, has regularly underlined the lasting impact of the financial crisis on sub-national investment capabilities.

Abstract:
The European energy crisis, aggravated by the Russian invasion of Ukraine, amplifies the tension between climate mitigation action and energy affordability. Introducing a more effective safety valve to the EU carbon market could reduce affordability concerns and the political pressure associated with extreme price spikes, making the system more resilient. It could be accompanied by a more effective price floor too.

Abstract:
Sanctions against the citizens, institutions, and products of the Russian Federation are evolving rapidly. Energy sanctions started late, but the number of countries embargoing oil, gas, or coal imports from Russia is expanding. These sanctions are likely to increase global fuel prices while depressing the price of the sanctioned fuel. The experience to date suggests that the current, gradual approach of reducing oil and gas imports from Russia one country at a time may have room to go further. Before the invasion of Ukraine, the sweeping and unprecedented sanctions promised in the event of a Russian invasion were often conceived as a two-pronged pincer movement. The idea was to isolate Russia from the global financial system while limiting its commodity and energy exports. Both moves were aimed at the source of the financial strength of “fortress Russia,” namely, its persistent balance of payment surplus.

Russia’s invasion of Ukraine constitutes the biggest threat to peace and security in Europe since the end of the Cold War. On February 21, 2022, Russian president Vladimir Putin gave a bizarre and at times unhinged speech laying out a long list of grievances as justification for the “special military operation” announced the following day. While these grievances included the long-simmering dispute over the expansion of the North Atlantic Treaty Organization (NATO) and the shape of the post–Cold War security architecture in Europe, the speech centered on a much more fundamental issue: the legitimacy of Ukrainian identity and statehood themselves. It reflected a worldview Putin had long expressed, emphasizing the deep-seated unity among the Eastern Slavs—Russians, Ukrainians, and Belarusians, who all trace their origins to the medieval Kyivan Rus commonwealth—and suggesting that the modern states of Russia, Ukraine, and Belarus should share a political destiny both today and in the future. The corollary to that view is the claim that distinct Ukrainian and Belarusian identities are the product of foreign manipulation and that, today, the West is following in the footsteps of Russia’s imperial rivals in using Ukraine (and Belarus) as part of an “anti-Russia project.” Throughout Putin’s time in office, Moscow has pursued a policy toward Ukraine and Belarus predicated on the assumption that their respective national identities are artificial—and therefore fragile. Putin’s arguments about foreign enemies promoting Ukrainian (and, in a more diffuse way, Belarusian) identity as part of a geopolitical struggle against Russia echo the way many of his predecessors refused to accept the agency of ordinary people seeking autonomy from tsarist or Soviet domination. The historically minded Putin often invokes the ideas of thinkers emphasizing the organic unity of the Russian Empire and its people—especially its Slavic, Orthodox core—in a form of what the historian Timothy Snyder calls the “politics of eternity,” the belief in an unchanging historical essence. The salience that Putin and other Russian elites assign to the idea of Russian-Ukrainian-Belarusian unity helps explain the origins of the current conflict, notably why Moscow was willing to risk a large-scale war on its borders when neither Ukraine nor NATO posed any military threat. It also suggests that Moscow’s ambitions extend beyond preventing Ukrainian NATO membership and encompass a more thorough aspiration to dominate Ukraine politically, militarily, and economically. It also helps explain Russia’s military strategy. Moscow appeared to calculate that enough Ukrainians, at least in the eastern part of the country, would accept some form of reintegration into a Russian sphere of influence because of shared cultural, linguistic, religious, and other ties with Russia. Despite pre-war polls showing large numbers of Ukrainians willing to take up arms to defend their country against a Russian invasion, Moscow’s wager was not entirely implausible given the recentness of the shift and the persistence of family and other ties across the Russian-Ukrainian border. Nonetheless, Russia’s war has become bogged down in no small part because this calculation about Ukrainian identity has proven dramatically wrong.

98. What Does $40 Billion in Aid to Ukraine Buy?

Abstract:
Congress has approved $40 billion in aid for Ukraine and other countries affected by the conflict―the sixth aid package since the war began. A major change is that this package looks ahead months rather than weeks. The aid package provides $19 billion for immediate military support to Ukraine, continuing the effort that has been vital to sustaining Ukrainian resistance, and $3.9 billion to sustain U.S. forces deployed to Europe. The package also contains about $16 billion for economic support to Ukraine, global humanitarian relief, and a wide variety of international programs as well as $2 billion for long-term support to NATO allies and DOD modernization programs. Although some elements of the aid package will be available quickly, many will take years to fully implement. This raises questions about why long-term elements could not have gone through the regular congressional authorization and budget processes.

Abstract:
As concerns that Russia might try to seize additional territory from Ukraine have mounted in recent weeks, policymakers in the United States and NATO have considered how best to shore up the alliance and discourage a Russian offensive. These efforts are hardly new. Since Russia’s annexation of Crimea in 2014, the NATO alliance has attempted to dissuade Russia from further attempts to encroach on the territory of neighboring countries. These attempts have included the creation of a “Very High Readiness Joint Task Force” capable of deploying to crisis areas within 72 hours, as well as the “Enhanced Forward Presence” consisting of four multinational battalions stationed in Estonia, Latvia, Lithuania, and Poland on a rotational basis. Additionally, NATO members have conducted a variety of military exercises with members around the alliance’s eastern flank, as well as some with Ukraine itself.

100. A WIDENING RIFT BETWEEN EUROPE AND THE SAHEL

Abstract:
Two weeks ago, the Malian military junta, in power after a coup in May 2021, proposed to hold elections in December 2025 instead of this month as promised. The move was widely condemned. West Africa’s main regional bloc, the Economic Community of West African States (ECOWAS), immediately imposed new sanctions while the French Minister of Defense Florence Parly floated the possibility of reviewing the French and European military engagement in the country. The French Minister of Foreign Affairs Jean-Yves Le Drian openly called the junta “illegitimate”. In response, on January 31 Malian authorities gave 72 hours to the French Ambassador in Bamako to leave the country, an unprecedented diplomatic decision. The European Union (EU) also took a firm stance by imposing targeted sanctions against 5 members of the junta, including Prime Minister Choguel Maïga. The current querelle is arguably only the latest in an ongoing dynamic of political fragmentation in the cooperation between European and regional actors in the Sahel.
