Since their return to power in Afghanistan in August 2021, the Taliban have managed to reach an understanding with most of the Central Asian governments to preserve a relative calm along the areas of the Afghan-Central Asian frontier. Disputes over water use have suddenly become an issue that could derail ties between Afghanistan and Central Asian states. Specifically, the construction of the Qosh Tepa canal in northern Afghanistan could lead to the loss of water for tens of thousands of people in downstream communities in Uzbekistan and Turkmenistan. In addition, three people were killed in recent clashes between Iranian border guards and Taliban fighters along the Afghan-Iranian border over rights to water from the Helmand River.

Russia’s invasion of Ukraine has weakened its influence in Central Asia, especially in Kazakhstan. Russia is no longer a regional hegemon, which may increase regional instability. Tensions between Kyrgyzstan and Tajikistan are especially dangerous. Despite Moscow’s diminished influence in Central Asia, regional states cannot afford to completely ignore Russian interests. Western hopes for Central Asian gas resources to be pumped westwards and circumvent Russia remain unlikely to be fulfilled.

Debates about the nature of the Putin regime have intensified in the wake of Russia’s invasion of Ukraine. Some experts argue that Russia has turned fascist. While such claims are understandable in the face of Russian aggression, they obfuscate the complexity of the problem and distract from identifying the regime’s actual ideological predisposition. In fact, the Putin regime is conservative, authoritarian, and reactionary, and its core beliefs include anti-Americanism, ressentiment, and Russian messianism. These beliefs operate under the guise of patriotism, Russia’s official national idea, which is used by the regime to rally public support and secure its grip on power.

A debate over the nature of the China-Russia relationship has raged for almost two decades. One side believes the two are strategic partners; the other believes their ties are an “axis of convenience” lacking depth. Understanding the true nature of their relationship is of vital importance to U.S. national security. Recent gains by Russian disinformation in Africa make up one of the quickest propaganda victories in history. Wagner Group-Kremlin narratives work to Russia’s material advantage, and to Africa’s strong disadvantage. Understandably, Western governments are skittish toward employing underhanded tactics to counter Russian lies. An alternative to inaction could be to marry Western government resources with the work of non-governmental organizations in Africa and elsewhere. As is sometimes said about climate change, it may already be “too late” to mount efforts to remedy the situation. But that is hardly a reason for doing nothing.

The core of Wagner leadership was effectively decapitated with the deaths of Yevgeny Prigozhin and Dmitri Uktin, but the group’s fingerprints won’t disappear quickly. Although the Kremlin may attempt to appoint new leadership, semi-nationalize Wagner, or attempt a full takeover, a Wagner descendant organization will continue causing problems for the West. The Wagner model of weaponizing private military companies to use as a foreign policy tool, will continue as well. U.S. and European authorities should avoid complacency by intensifying efforts to counter Wagner and its employees, so that Wagner members cannot slip into anonymity amidst Russian gray zone warfare.

Abstract:
The NATO summit in Vilnius taking place from 11 to 12 July 2023 marks another step towards deepening the relationship between Ukraine and the collective West. When paired with the EU’s reinvigorated enlargement process, there is a growing tendency to assume that Washington and Brussels can – or even must – set the terms of the European security order without input from Moscow. However, in a world of ‘mega-regions’ and competing visions of international order, cooperative security remains relevant if the EU wishes to salvage some degree of rules-based order in the space that connects Europe with Eurasia. As first steps in this direction, the EU should work to keep the OSCE operational, launch a limited dialogue with Belarus on arms control, and envision a future for the European Political Community that someday includes Russia.

Abstract:
Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

10. Ukraine-Russia War Military Analysis

In the opening phase of its invasion of Ukraine, Russian armed forces made major errors in both the operational and tactical realm, costing the lives of thousands of its troops. Ukraine, by contrast, performed well above expectations and brought the Russian offensive against Kyiv and Kharkiv to a halt. Russia subsequently redeployed a major portion of its combat power, away from Kyiv and Kharkiv, to reinforce its attack on Donbas. This shift plays to Russia’s strengths and exposes Ukrainian Armed Forces (UAF) to greater risk. Russian forces have made slow but methodical progress on the northern shoulder of the Battle of Donbas, putting 10,000 UAF at risk of encirclement in the Sievierodonetsk pocket, like the loss they suffered at Mariupol. Ukrainian President Volodymyr Zelensky declared Ukraine will not stop fighting until all Ukrainian territory has been liberated.1 To have a chance of accomplishing that objective, Ukraine would likely need to recruit and train an additional 100,000 troops, at least, a task that would take 12–18 months, and equip its forces with a comprehensive set of modern, heavy weaponry, provided by the West, numbering in the thousands of armored vehicles and associated weaponry. There is great risk for Ukraine in undertaking such an attempt. It is unclear whether NATO will provide sufficient modern weapons or whether Ukraine can successfully hold off Russia while also recruiting and training so many more troops. If Russia defeats Ukraine in the Battle of Donbas, Kyiv will face a difficult choice: (1) to dig in and continue fighting, even though much of its most effective forces will have been captured or killed, and risk steadily losing more territory or (2) negotiating with Russia to trade territory lost since 2014 for peace to stanch further losses of Ukrainian lives and land.

For the past several years, two ‘mega-regions’ have been forming in global politics – Eurasia and the Indo-Pacific. Both have become a shorthand for shaping the future rules and norms of international order in the face of a global power shift. ‘Eurasia’ has served to illustrate Moscow’s commitment to deepening its strategic partnership with Beijing and creating a new distribution of influence in world politics – one in which the West lies at the periphery rather than the centre. A new era in foreign policy is starting for the five Central Asian states—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—in which the role of former colonial master Russia is significantly diminished as Moscow concentrates its attention and resources on the debacle it created when it started a war on Ukraine. China also has considerable influence in Central Asia, but China has not indicated it is willing to fill the vacuums Russia is leaving in Central Asia’s security, finances, or trade. The Central Asian states of necessity are seeking new partners, but it is possible that as the Central Asian states develop new foreign partnerships, they will create new divisions regionally, and the case of Kyrgyzstan and Tajikistan is possibly an example of what is come for Central Asia.

A key stumbling point in trying to chart a peace agreement between Russia and Ukraine has been an inability of both sides to consider hybrid solutions that recognize resource interdependencies that could benefit either side. Such a pragmatic view would not undermine American or Western principles and lead to a more durable peace agreement. President Biden’s Summit for Democracy exacerbates regime security fears in states such as Russia and China, further destabilizing relations and making it more difficult to advance U.S. interests. U.S. policymakers may claim democracy promotion and regime change are clearly different policies. But years of excessive pursuit of both to prop up U.S. hegemony mean Russia, China, and other non-democracies perceive them as part of a unified U.S. threat to their regimes. China and Russia’s fears for their regime security may be overwrought, but regardless, they encourage those states to collaborate more with each other; resist diplomacy with the United States on other issues, such as arms control; and crack down on dissidents and civil society. Viewing U.S.-backed democracy promotion as a tool of regime change, China and Russia do more to suppress democracy at home and work to undermine it abroad. The U.S. alleviating all of China and Russia’s apparent concerns is impossible and unnecessary; indeed, some regime insecurity is welcome for its restraining influence. But to advance its own interests, the United States should find ways to diminish piqued regime security fears. To reduce regime security fears, especially in China and Russia, the United States should separate democracy promotion from its grand strategy—democracy promotion is not a security priority. Democracy promotion is good but starts at home, by being an exemplar of liberal values.

The operation of the Russian Aerospace Forces in Syria was perceived by the world community as a demonstration of strength, unveiling Moscow and the Kremlin's readiness to defend its interests in the Middle East by military means. It is not surprising that the Russian military presence in Syria has generated a lot of speculation about the possibility of a repetition of the Syrian ‘scenario’ in other hot spots in the region, such as Yemen. We believe that such generalizations are inaccurate and simplify the multifaceted situation. First of all, the Syrian case is rather an exception for Moscow. After the collapse of the Soviet Union and the communist ideology, Russia became more pragmatic, its policy got rid of the prefix ‘pro’, and, in principle, it is trying to serve its own interests. It is not surprising that the rejection of messianic ideas forced Russia to reconsider its attitude to conflicts, including ones in the Middle East. The best example of Russian pragmatism is the Kremlin's policy on the Yemeni crisis since its beginning in 2011 until now.

A Russian business delegation visited Lebanon in late June 2021 to offer support to the country by cultivating projects in the oil sector, development plans for the energy industry as well as the ports in Beirut and Tripoli. For the past two years, Lebanon, which is going through the worst economic and financial crisis in its history, and has been trying to secure international aid to survive, is now facing the attractive Russian economic bailout offer. Although such an offer is welcomed by Lebanon, the Russian initiative raises concerns across the West, and particularly in the United States, which is in control of Lebanon’s banking system and still has significant influence on the state’s politics and financial sector. The United States believes that it is not possible to dissociate this Russian offer from Moscow’s desire to expand its influence in a region, in which it already established military presence and gained access to the Eastern Mediterranean, where a conflict is underway over investment of newly-discovered gas fields.

The COVID-19 pandemic and the global economic crisis caused by it presented the world with numerous severe problems. This economic crisis will henceforth also be referred to as the “coronomic crisis” which is based on the concept of “coronomics.” This term was created through the combination of the two words corona and economics and introduced in order to draw attention to the problem of the influence of the spread of the coronavirus on economies. One of the problems exacerbated by the coronomic crisis is the quick and significant growth of the public debt (the sum of the government’s domestic and external debts). It must be pointed out that according to standards, the overall external debt of a country is divided into several components: government, central bank, commercial banks, company loans and other sectors. The traditional question is as follows: should certain states fear the growth of the public debt despite the fact that the interest rate of the loans may not be particularly high? In a standard case, the answer to this question is yes;4 however, certain specific issues require clarification. For example, the proven indicator of public debt – its ratio to the gross domestic product (GDP),5 does not allow for the comparison of specific countries with one another, let alone being an impeccable measure of their success or failure. The analysis of a state’s economic capabilities is absolutely necessary as debts are taken both by rich as well as poor countries during extreme difficulties (like a pandemic) and economic advancement alike (for example, for infrastructural development).

One of the fundamental problems of international relations is that people from the countries whose political system is based on the rule of law and human rights often do not understand the logic of conduct of authoritarian regimes. Incidentally, this is equally the case with the relatively conservative and completely liberal observers. Such misunderstanding has, on many occasions, produced catastrophic outcomes. The most vivid illustration of this is the 1930’s policy of appeasement. Despite the facts that Nevil Chamberlain was motivated by the noble goal of averting the war, the wrongful assessment of the Hitler regime brought about the bloodiest war in history. In this paper, I will attempt to evaluate some aspects of Russian foreign policy which, in my humble opinion, are misunderstood in the West and have resulted in serious complications for Russia’s neighbors and the West itself and which continues to represent a clear and present danger. Naturally, I do not intend to diminish the achievements of generations of brilliant diplomats, analysts and political leaders whose wisdom, vision and courage contributed to many triumphs of Western civilization in its struggle with tyrannies. Today, the world needs precisely the type of leaders who would be ready to see the reality that the ideals of human dignity, freedom and democracy are again under threat and that they must be defended.

Some defense economists argue that the full-scale self-sufficiency of the defense industry, which can also be termed defense autarky, may not be necessary for future wars. Due to weapon systems becoming increasingly sophisticated and highly technological, producing these systems requires the growing importation of components and sub-systems for the manufacturing of indigenous and advanced weapons and equipment; even the United States defense contractors import components and sub-systems from many different foreign countries. “The transformation of arms production has created opportunities for many states. Through defense industrial partnerships, recipient states can now exploit foreign component technology and technical knowledge to produce advanced military systems.” Therefore, no country has a comprehensive domestic defense-industrial base (DIB) because all countries rely on technology imports. Even though defense autarky is not necessary, some countries with strong or moderate economies are still trying to develop an autonomous DIB to decrease the influence of arms supplier countries. However, even countries with developed economies have weaknesses in designing, developing and producing advanced weapon systems because they “suffer from shortages of skilled personnel and sufficient scientific and technical infrastructure to pursue breakthroughs and applied research in many critical defense technologies.”

The New START Treaty, which limits the number of deployed strategic nuclear weapons, will expire in February 2021. According to the assessment of most arms control experts and, for example, the former US and Russian Foreign Ministers, the non-extension of the New Start Treaty will have a number of negative effects. What are the possibilities of the subsequent development if the last US-Russian control-arms contract New START is not extended? And what would that mean for strategic use of the universe? The unfavorable security situation in the world in recent years is characterized, among other things, by deepening crisis of the bilateral arms-control system between the USA and Russia, built since the 1970s. The urgency of addressing this situation is underlined by the fact that both countries own about 90% of all nuclear weapons that they modernize, introduce new weapon systems into their equipment, and reduce the explosiveness of nuclear warheads and thus their declared applicability in regional conflicts. The culmination of this crisis may be the expiry of the US-Russian New START treaty which limits the number of deployed nuclear warheads and strategic carriers. Concerns about the consequences of non-prolongation are, among others, raised by the expected disruption of space strategic stability, which could occur as a result of eventual termination of the complex verification system. In addition to notifications, the exchange of telemetry and information, on-the-spot inspections, etc., the termination would relate in particular to the contractual non-interference in the verification work carried out by National Technical Means (NTMs).

As the United States and People’s Republic of China jostle for influence among member-states of the Association of Southeast Asian Nations (ASEAN), the Russian Federation has also declared the bloc a priority. Southeast Asian nations, in turn, would like third powers to counterbalance Beijing and Washington in the region. However, Russia has not made a huge impression in the bloc since its first summit with ASEAN in 2005. Economic success has been mostly limited to bilateral trade centered around arms sales, while security partnerships have not been forthcoming. Part of the problem is that Russia lacks historic ties in its former Cold War rivals, which are also ASEAN’s largest economic powerhouses, to lean on. More crucially, Southeast Asian nations perceive Moscow as deferential to Beijing’s geopolitical ambitions in the region.

It is no secret that Moscow is increasingly utilizing so-called “private military contractors” (PMCs) to pursue foreign policy objectives across the globe, especially in the Middle East and Africa. What has received less attention is that Moscow’s deployment of PMCs follows a pattern: The Kremlin is exploiting a loophole in international law by securing agreements that allow contractors to provide local assistance. The problem is, however, Russian PMCs are not simply contractors. This pattern of Russian behavior presents a new challenge that Western policymakers should address, as it speaks to broader Russian influence in Africa in the context of great power competition. On August 26, Politico reported that U.S. service members were injured after an altercation with Russian forces in northeast Syria. This pattern of Russian challenges to U.S. forces was enabled by the Trump administration’s decision to retreat from parts of northern Syria in 2019, allowing Russia to fill the void. Until this decision was made, the two countries had agreed to make the Euphrates River the deconfliction line to keep U.S. and Russian forces separated. Russia stayed on the west side of the river, and the United on the east side, where this incident took place. Robert Hamilton, Senior Fellow at the Foreign Policy Research Institute, commented on the story and warned that it will not be a one-off incident: “We need to respond to this immediately and forcefully. Russian forces deliberately escalated against U.S. partners when I was running the ground deconfliction cell for Syria in 2017, but tended to be careful when U.S. forces were present. Unless we make it clear that we’ll defend ourselves, these escalations will continue with dangerous and unpredictable results.” Below, we offer readers an excerpt from a chapter written by Robert Hamilton from a forthcoming edited volume on Russia’s Way of War in Syria.

Over the last few years, Russia has emerged as a significant power broker and military actor in the Middle East. Russia's intervention in the Syrian crisis since 2015 has revived its relations with neighboring countries. This increase in Russia's activity has led to convergence and divergence with other countries in the region. One of those countries is Turkey, which had cooperated at times and had differences at times with Russia in the Middle East, especially in the Syrian and the Libyan crises. Ankara and Moscow are fully engaged in the global competition trying to increase their power and influence. They face off in Syria and Libya. In Syria, Turkey supports the rebels in the North West while Russia supports the Assad regime. In Libya, Turkey supports the Government of National Accord (GNA) while Russia supports Libyan National Army (LNA). Their relation becomes more intricate as both parties got involved in the Caucus, a region of prime importance to both countries. In the vicinity of Russia, the oil route goes Tbilisi-Baku ending up in Ceyhan Turkey. While Turkey supports Azerbaijan, Russia supports Armenia. The Caucus crisis showed how the two countries are rivals that are ready to accommodate each other on a quid pro quo basis. The cease happened concurrently with a partial withdrawal of Turkey from some posts in the North West in Syria. Was there an agreement between Erdogan and Putin in this regard? There are no proofs; however, the various events that are happening from the Caucus to North Africa suggest that those two powers are rivals that are ready to accommodate each other. To add to that, the American retrenchment has encouraged the two powers to flex their muscles in the region. Therefore, given the developments in the region, this article has tried to examine the paradox of Russian-Turkish relations and their strategy in Libya and Syria.

Russia’s Syrian campaign has demonstrated the returning challenge the West faces in the underwater domain. Combat operations in Syria have been an opportunity for Russia’s military forces to prove on operations a new generation of capabilities, just as Operation ‘Desert Storm’ in 1991 saw the United States demonstrate its own new generation of military technology. One of the first weapons fired in ‘Desert Storm’ was a Tomahawk sea-launched cruise missile (SLCM), launched on the first day from several surface combatants. Two days later, a Los Angeles-class nuclear-powered attack submarine (SSN) became the first submarine to fire Tomahawk in combat.[1] The USN’s re-roling of its SSNs as primary power projection platforms in the 1990s/early 2000s underlined the shift in Western focus in the underwater battlespace away from the primary Cold War task of anti-submarine warfare (ASW) to counter Soviet naval activity. Simply, the strategic collapse of the Soviet Union saw what was a significant submarine threat disappear almost overnight, and with it – for that moment, at least – the Western requirement for ASW capability. Today, the underwater threat is back. Since 2008 – which saw both Russian naval forces engaged in the Georgia campaign and the re-emergence of regular deployments by Russian submarines (and surface ships) south of the Greenland-Iceland-UK (GIUK) gap – naval power has been central to Russia’s strategic resurgence.

Moscow hosted a new round of talks in an effort to reach a settlement for the conflict in Afghanistan, on November 9, dubbed as “Moscow Format Consultations on Afghanistan”. Moscow considered that the potential gain would be the participation of Taliban representatives for the first time in two years, since the launcg of the talks. These talks witnessed two previous rounds, which did not yield any results. They were mainly a regional dialogue with the neighbouring countries concerned with the Afghan issue. Although Russia says there has been a considerable progress in the talks, this does not negate the fact that they still face many challenges that were evident in the outcome of the meeting. However, Moscow will likely continue its efforts to hold further talks, especially in the light of the evolving situation on the ground, namely ISIS moving from Syria and Iraq and some Middle Eastern countries to Afghanistan. Such move is considered an eminent threat to Moscow’s national security and interests.

Abstract:
Several Middle Eastern countries, such as Turkey and Iran, have been recently shifting into international currencies or local currencies, instead of the US dollar, in their foreign trade. This shift comes amid the US economic sanctions on Iran in tandem with its souring relations with Turkey. What is striking in this regard is that there is an international acceptance of other currencies, especially the Chinese yuan, with the pricing of some oil contracts in the same currency. This move seems to have a particular political significance, namely rejecting the impact of the US dollar on the trade of these countries rather than its economic feasibility, amid the sharp fluctuations in the local currencies of Iran, Turkey, and India in the past period.

2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. The country’s biggest Orthodox Church – as measured by different criteria – remains the one aligned with Moscow.

If anything, the central tenet of the Hippocratic oath: first do no harm – Primum non nocere – is the first motto to be applied to today’s dialogue between Russia and NATO, a military and political organization. The dialogue essentially boiling down to interaction between Russia and the United States, the alliance’s leader, has offered fewer grounds for optimism over the years. Noticeably worse relations, whose downward spiraling trend is too serious a phenomenon to be even referred to as “the Cold War”, are degenerating into an agony. This is testified by some experts predicting an unavoidable military conflict and a real deterioration in the situation amid the Ukraine and Syria conflicts that Russia and NATO (the US) treat differently. For instance, Moscow officially suspended a deal with the US to prevent mid-air collisions over Syria in response to America’s attitude towards April’s deadly chemical attack in Syria’s Idlib province.

The meeting was surrounded by expectations and marked by all types of speculation. In the Annual Presidential Address to the Federal Assembly, President Vladimir Putin placed special emphasis on the idea that the anniversary of the February Revolution and the October Revolution is “a good moment for looking back on the causes and nature of these revolutions in Russia. Not just historians and scholars should do this; Russian society in general needs an objective, honest and deep-reaching analysis of these events”. Indeed, history is a great teacher giving us a variety of cases and making us draw numerous lessons. The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. At home, it was a gimmick to consolidate his position in Congress, secure bipartisan support (primarily GOP’s approval), cement his voting base, and shed the image of the Kremlin’s lackey, which has increasingly been weakening his presidential mandate and left little room for political maneuver. The analytical paper “Institutional Development and Capacity Enhancement” sheds light on the major parameters of Russia’s political system and the specific characteristics of its electoral model. At the fundamental and operative levels it enables international experts to better comprehend Russia’s internal policy, electoral campaigns, and behavior of political actors and also to anticipate further political developments. The state of political institutions and practices ahead of the two federal electoral cycles – the 2011 and 2016 State Duma elections – serves as reference points to analyze the political system development. Data provided in this report allows us to carefully consider how institutions have been established and have evolved, as well as to assess openness and competitiveness between the electoral campaigns of 2011 and 2016. The electoral map, presented in this analytical report, demonstrates the current party system, which has been renewed in the course of 3 or 4 regional electoral cycles. Today, every new pipeline changes the market and geopolitics of region. Two months ago, the final decision made by Shah Deniz Consortium, surprised many people. The competition for which pipeline will deliver Azeri gas to Europe is “Almost” over. Although Nabucco-West was strongly and diplomatically supported by European Union and United States, Shah Deniz Consortium opted Trans-Adriatic Pipeline (TAP) which will be connected with Trans-Anatolian Pipeline (TANAP) at Turkish-Greek border. This decision totally paralyzed Nabucco-West pipeline project. Two shareholders of Shah Deniz consortium – BP and Statoil - fully supported TAP. Because, “under agreements signed with TAP during 2012, the Shah Deniz Consortium shareholders BP, SOCAR and Total hold options to acquire a combined 50% of TAP’s shares, thereby contributing to TAP’s construction costs.”
