  • Abstract: The operation of the Russian Aerospace Forces in Syria was perceived by the world community as a demonstration of strength, unveiling Moscow and the Kremlin's readiness to defend its interests in the Middle East by military means. It is not surprising that the Russian military presence in Syria has generated a lot of speculation about the possibility of a repetition of the Syrian ‘scenario’ in other hot spots in the region, such as Yemen. We believe that such generalizations are inaccurate and simplify the multifaceted situation. First of all, the Syrian case is rather an exception for Moscow. After the collapse of the Soviet Union and the communist ideology, Russia became more pragmatic, its policy got rid of the prefix ‘pro’, and, in principle, it is trying to serve its own interests. It is not surprising that the rejection of messianic ideas forced Russia to reconsider its attitude to conflicts, including ones in the Middle East. The best example of Russian pragmatism is the Kremlin's policy on the Yemeni crisis since its beginning in 2011 until now.

  • Abstract: A Russian business delegation visited Lebanon in late June 2021 to offer support to the country by cultivating projects in the oil sector, development plans for the energy industry as well as the ports in Beirut and Tripoli. For the past two years, Lebanon, which is going through the worst economic and financial crisis in its history, and has been trying to secure international aid to survive, is now facing the attractive Russian economic bailout offer. Although such an offer is welcomed by Lebanon, the Russian initiative raises concerns across the West, and particularly in the United States, which is in control of Lebanon’s banking system and still has significant influence on the state’s politics and financial sector. The United States believes that it is not possible to dissociate this Russian offer from Moscow’s desire to expand its influence in a region, in which it already established military presence and gained access to the Eastern Mediterranean, where a conflict is underway over investment of newly-discovered gas fields.

  • Abstract: The COVID-19 pandemic and the global economic crisis caused by it presented the world with numerous severe problems. This economic crisis will henceforth also be referred to as the “coronomic crisis” which is based on the concept of “coronomics.” This term was created through the combination of the two words corona and economics and introduced in order to draw attention to the problem of the influence of the spread of the coronavirus on economies. One of the problems exacerbated by the coronomic crisis is the quick and significant growth of the public debt (the sum of the government’s domestic and external debts). It must be pointed out that according to standards, the overall external debt of a country is divided into several components: government, central bank, commercial banks, company loans and other sectors. The traditional question is as follows: should certain states fear the growth of the public debt despite the fact that the interest rate of the loans may not be particularly high? In a standard case, the answer to this question is yes;4 however, certain specific issues require clarification. For example, the proven indicator of public debt – its ratio to the gross domestic product (GDP),5 does not allow for the comparison of specific countries with one another, let alone being an impeccable measure of their success or failure. The analysis of a state’s economic capabilities is absolutely necessary as debts are taken both by rich as well as poor countries during extreme difficulties (like a pandemic) and economic advancement alike (for example, for infrastructural development).

  • Abstract: One of the fundamental problems of international relations is that people from the countries whose political system is based on the rule of law and human rights often do not understand the logic of conduct of authoritarian regimes. Incidentally, this is equally the case with the relatively conservative and completely liberal observers. Such misunderstanding has, on many occasions, produced catastrophic outcomes. The most vivid illustration of this is the 1930’s policy of appeasement. Despite the facts that Nevil Chamberlain was motivated by the noble goal of averting the war, the wrongful assessment of the Hitler regime brought about the bloodiest war in history. In this paper, I will attempt to evaluate some aspects of Russian foreign policy which, in my humble opinion, are misunderstood in the West and have resulted in serious complications for Russia’s neighbors and the West itself and which continues to represent a clear and present danger. Naturally, I do not intend to diminish the achievements of generations of brilliant diplomats, analysts and political leaders whose wisdom, vision and courage contributed to many triumphs of Western civilization in its struggle with tyrannies. Today, the world needs precisely the type of leaders who would be ready to see the reality that the ideals of human dignity, freedom and democracy are again under threat and that they must be defended.

  • Abstract: Some defense economists argue that the full-scale self-sufficiency of the defense industry, which can also be termed defense autarky, may not be necessary for future wars. Due to weapon systems becoming increasingly sophisticated and highly technological, producing these systems requires the growing importation of components and sub-systems for the manufacturing of indigenous and advanced weapons and equipment; even the United States defense contractors import components and sub-systems from many different foreign countries. “The transformation of arms production has created opportunities for many states. Through defense industrial partnerships, recipient states can now exploit foreign component technology and technical knowledge to produce advanced military systems.” Therefore, no country has a comprehensive domestic defense-industrial base (DIB) because all countries rely on technology imports. Even though defense autarky is not necessary, some countries with strong or moderate economies are still trying to develop an autonomous DIB to decrease the influence of arms supplier countries. However, even countries with developed economies have weaknesses in designing, developing and producing advanced weapon systems because they “suffer from shortages of skilled personnel and sufficient scientific and technical infrastructure to pursue breakthroughs and applied research in many critical defense technologies.”

  • Abstract: As Russia and China grow closer through economic ties, a joint Chicago Council on Global Affairs-Levada Analytical Center survey finds that the Russian public sees little downside to the growing bilateral relationship. With China and Russia on the outs with the United States, Russian President Vladimir Putin and Chinese President Xi Jinping have broadened bilateral economic and military cooperation over the last few years.   • Abstract: The New START Treaty, which limits the number of deployed strategic nuclear weapons, will expire in February 2021. According to the assessment of most arms control experts and, for example, the former US and Russian Foreign Ministers, the non-extension of the New Start Treaty will have a number of negative effects. What are the possibilities of the subsequent development if the last US-Russian control-arms contract New START is not extended? And what would that mean for strategic use of the universe? The unfavorable security situation in the world in recent years is characterized, among other things, by deepening crisis of the bilateral arms-control system between the USA and Russia, built since the 1970s. The urgency of addressing this situation is underlined by the fact that both countries own about 90% of all nuclear weapons that they modernize, introduce new weapon systems into their equipment, and reduce the explosiveness of nuclear warheads and thus their declared applicability in regional conflicts. The culmination of this crisis may be the expiry of the US-Russian New START treaty which limits the number of deployed nuclear warheads and strategic carriers. Concerns about the consequences of non-prolongation are, among others, raised by the expected disruption of space strategic stability, which could occur as a result of eventual termination of the complex verification system. In addition to notifications, the exchange of telemetry and information, on-the-spot inspections, etc., the termination would relate in particular to the contractual non-interference in the verification work carried out by National Technical Means (NTMs).

  • Abstract: As the United States and People’s Republic of China jostle for influence among member-states of the Association of Southeast Asian Nations (ASEAN), the Russian Federation has also declared the bloc a priority. Southeast Asian nations, in turn, would like third powers to counterbalance Beijing and Washington in the region. However, Russia has not made a huge impression in the bloc since its first summit with ASEAN in 2005. Economic success has been mostly limited to bilateral trade centered around arms sales, while security partnerships have not been forthcoming. Part of the problem is that Russia lacks historic ties in its former Cold War rivals, which are also ASEAN’s largest economic powerhouses, to lean on.   • Abstract: It is no secret that Moscow is increasingly utilizing so-called “private military contractors” (PMCs) to pursue foreign policy objectives across the globe, especially in the Middle East and Africa. What has received less attention is that Moscow’s deployment of PMCs follows a pattern: The Kremlin is exploiting a loophole in international law by securing agreements that allow contractors to provide local assistance. The problem is, however, Russian PMCs are not simply contractors. This pattern of Russian behavior presents a new challenge that Western policymakers should address, as it speaks to broader Russian influence in Africa in the context of great power competition. This challenge is about Moscow’s erosion of broader behavioral norms.

  • Abstract: On August 26, Politico reported that U.S. service members were injured after an altercation with Russian forces in northeast Syria. This pattern of Russian challenges to U.S. forces was enabled by the Trump administration’s decision to retreat from parts of northern Syria in 2019, allowing Russia to fill the void. Until this decision was made, the two countries had agreed to make the Euphrates River the deconfliction line to keep U.S. and Russian forces separated. Russia stayed on the west side of the river, and the United on the east side, where this incident took place. Robert Hamilton, Senior Fellow at the Foreign Policy Research Institute, commented on the story and warned that it will not be a one-off incident: “We need to respond to this immediately and forcefully. Russian forces deliberately escalated against U.S. partners when I was running the ground deconfliction cell for Syria in 2017, but tended to be careful when U.S. forces were present.   • Abstract: Over the last few years, Russia has emerged as a significant power broker and military actor in the Middle East. Russia's intervention in the Syrian crisis since 2015 has revived its relations with neighboring countries. This increase in Russia's activity has led to convergence and divergence with other countries in the region. One of those countries is Turkey, which had cooperated at times and had differences at times with Russia in the Middle East, especially in the Syrian and the Libyan crises. Ankara and Moscow are fully engaged in the global competition trying to increase their power and influence. They face off in Syria and Libya. In Syria, Turkey supports the rebels in the North West while Russia supports the Assad regime. In Libya, Turkey supports the Government of National Accord (GNA) while Russia supports Libyan National Army (LNA). Their relation becomes more intricate as both parties got involved in the Caucus, a region of prime importance to both countries. In the vicinity of Russia, the oil route goes Tbilisi-Baku ending up in Ceyhan Turkey. While Turkey supports Azerbaijan, Russia supports Armenia. The Caucus crisis showed how the two countries are rivals that are ready to accommodate each other on a quid pro quo basis. The cease happened concurrently with a partial withdrawal of Turkey from some posts in the North West in Syria. Was there an agreement between Erdogan and Putin in this regard? There are no proofs; however, the various events that are happening from the Caucus to North Africa suggest that those two powers are rivals that are ready to accommodate each other. To add to that, the American retrenchment has encouraged the two powers to flex their muscles in the region. Therefore, given the developments in the region, this article has tried to examine the paradox of Russian-Turkish relations and their strategy in Libya and Syria.

  • Abstract: Russia postponed its national vote on constitutional changes to July 1, 2020. Due to restrictions on freedom of movement and assembly from COVID-19, mass protests are unlikely to result. Nevertheless, managing growing social discontent may well be the Kremlin’s next big challenge as it prepares for September’s regional and parliamentary elections. Given its upcoming EU presidency and Council of Europe chairmanship, Germany could make a positive difference in protecting human rights and EU values in Russia.
