22. Bondage: Labor and Rights in Eurasia from the Sixteenth to the Early Twentieth Centuries

Abstract:
For the first time, this book provides the global history of labor in Central Eurasia, Russia, Europe, and the Indian Ocean between the sixteenth and the twentieth centuries. It contests common views on free and unfree labor, and compares the latter to many Western countries where wage conditions resembled those of domestic servants. This gave rise to extreme forms of dependency in the colonies, not only under slavery, but also afterwards in form of indentured labor in the Indian Ocean and obligatory labor in Africa. Stanziani shows that unfree labor and forms of economic coercion were perfectly compatible with market development and capitalism, proven by the consistent economic growth that took place all over Eurasia between the seventeenth and the nineteenth centuries. This growth was labor intensive: commercial expansion, transformations in agriculture, and the first industrial revolution required more labor, not less. Finally, Stanziani demonstrates that this world did not collapse after the French Revolution or the British industrial revolution, as is commonly assumed, but instead between 1870 and 1914, with the second industrial revolution and the rise of the welfare state.

Danish Foreign Policy and the activities of the Ministry of Foreign Affairs in 2013 were marked by the continuing economic and political diffusion of power on the global stage – a development that generates dynamism and new opportunities in the globalised world, but also challenges the position of Europe. The Permanent Secretary of State for Foreign Affairs describes the political and economic developments in the world – which have led to a far-reaching reorganisation of Danish diplomatic representations abroad – and analyses the most important Danish foreign policy priorities of 2013. There is a high risk that someone will use, by accident or design, one or more of the 17,000 nuclear weapons in the world today. Many thought such threats ended with the Cold War or that current policies can prevent or contain nuclear disaster. They are dead wrong--these weapons, possessed by states large and small, stable and unstable, remain an ongoing nightmare. Joseph Cirincione surveys the best thinking and worst fears of experts specializing in nuclear warfare and assesses the efforts to reduce or eliminate these nuclear dangers. His book offers hope: in the 1960s, twenty-three states had nuclear weapons and research programs; today, only nine states have weapons. More countries have abandoned nuclear weapon programs than have developed them, and global arsenals are just one-quarter of what they were during the Cold War. Yet can these trends continue, or are we on the brink of a new arms race--or worse, nuclear war? A former member of Senator Obama's nuclear policy team, Cirincione helped shape the policies unveiled in Prague in 2009, and, as president of an organization intent on reducing nuclear threats, he operates at the center of debates on nuclear terrorism, new nuclear nations, and the risks of existing arsenals.

This year's volume presents the official outline of Denmark's foreign policy in 2012 by Claus Grube, Permanent Secretary of State for Foreign Affairs. Besides that Ravinder Kaur contributes with the first academic inquiry into the causes of the Danish-Indian diplomatic deadlock in the extradition case concerning Niels Holck (the prime accused in the Purulia arms drop case). Mette Skak addresses the role of the emerging BRICS powers (Brazil, Russia, India, China, and South Africa) in Danish foreign policy and offers her policy recommendations. Hans Branner shifts to a diachronic perspective. In his article about Denmark 'between Venus and Mars' he stresses elements of continuity in Danish foreign policy history; activism is not solely a post-Cold War phenomenon. Derek Beach turns to the scene of the current European economic crisis, analysing and interpreting the Fiscal Compact agreed during the Danish EU Presidency.

In addition to longevity, those characterizing NATO this way are usually thinking of the Alliance's role in protecting freedom and guaranteeing peace in Europe against a hostile Soviet Union, right until the Iron Curtain fell. NATO's role in ending ethnic cleansing in the Balkans, and in helping to re-integrate Central and Eastern Europe into the mainstream of Europe, only added to this positive image of the Alliance.

Abstract:
The Permanent Secretary of State for Foreign Affairs analyses Danish foreign-policy priorities in 2011. The troublesome situation for the global econ-omy, including an uncertain outlook for the future, was the most impor-tant backdrop for Danish foreign policy in that year. Low growth prospects, combined with high levels of public debt, had wide foreign-policy implica-tions, amongst other things for the agenda of the EU and as a result also for the preparations for the Danish EU Presidency in the first half of 2012. This article therefore takes its point of departure in the state of the global economy, the state of the European economies and the challenges that this presented to the EU. It then goes on to discuss the emerging world powers, the Arab Spring, the world's conflict areas, security policy, Denmark's north-ern neighbours and various global issues, such as development cooperation, green growth and human rights. Finally, some reflections are offered on the core tasks of the Danish Ministry of Foreign Affairs at a time when there is increased pressure on Denmark's public finances and the world influence of Denmark's traditional partners and allies is waning.

Abstract:
Pushed to extremes, austerity is bad economics, bad arithmetic, and ignores the lessons of history. We, an international group of economists and social scientists, are outraged at the narrow range of austerity policies which are bringing so many people around the world to their knees, especially in Europe. Austerity and cutbacks are reducing growth and worsening poverty. In our professional opinions, there are alternatives – for Britain, Europe and all countries that currently imagine that government cutbacks are the only way out of debt. The low-growth, no-growth trap means that the share of debt in GNP falls ever more slowly, if at all. It may even rise – as it has in some countries.

Denktaş's speech before the United Nations (UN) Security Council in 1964 was included in my edition of Rauf Denktash at the United Nations: Speeches on Cyprus (The Eothen Press, Huntingdon, 1997); and except for a few small changes, my opening essay here differs little from the first chapter of my book Sovereignty Divided: Essays on the International Dimensions of the Cyprus Problem (CYREP, Nicosia, 1998; third enlarged imprint, 1999). These earlier works are now out of print and will probably remain so.

Since the 2003 Rose Revolution, Georgia has undertaken serious reforms, moving the country towards becoming a democracy anda market economy. Instead of proceeding at a steady pace, Georgia haschosen to take an accelerated path to reform. Since coming to office,the Saakashvili administration has underlined its ambition to bring Georgia into Euro-Atlantic structures. After an energetic start, Georgia ran into difficulties in late 2007 and 2008. During this period, the democratic credentials of the Saakashvili government were put to the test for the first time.The government was faced with massive public demonstrations, to which it responded in a heavy-handed fashion. The security forces attacked protesters, and the government declared a state of emergency, blaming the unrest on Russia. Many domestic and foreign observers feared that Georgia was abandoning the road to democracy. However, the state of emergency was soon lifted, and the government called an early presidential election. International observers judged the election to be largely democratic, despite some irregularities, but opposition forces claimed that the president's results had been boosted by fraud. Mr Saakashvili won an absolute majority in the first round of polling. The subsequent parliamentary elections in the spring of 2008 gave the ruling United National Movement party a landslide victory. With 119 out of 150 seats, theparty currently holds a two-thirds majority in parliament. The two major opposition parties (winning 17 and six seats respectively) refused to take their seatsin parliament.
